n behalf of the organising committee, I would like to welcome all to our 63rd IEM Annual Dinner 2022. It is an honour and blessing to be able to continue the tradition to organize the dinner again together with this year’s committee members. To recap on last year’s dinner, the focus was on the revival and staying resilience together. This year our theme chosen is GROW, Goal, Reinforcement, Opportunity and Worth. The theme is aptly as we know the earlier pandemic has indeed changed the world it used to be and altered the lifestyle of everyone, including the engineers. Earlier this year, the country and the world has started to push to revive the economy and IEM are looking forward rejuvenate the engineering industry together with other industry players. Thus, the theme aims to put the goals together for the engineering industry and reinforce it and provide opportunity and worth for engineering industry together. The dinner hopefully will also bring together new fresh networking opportunities together. We are indeed proud that we have managed to secure more than 100 tables (800 pax) during this difficult time and with limited time of preparation. I would like to thank all the sponsors for this as well. I would also like to take this opportunity to congratulate all award winners whom have won their respective awards. Thank you for your contribution to IEM and also the engineering industry. Last not but not least, my heartfelt appreciation to the organizing committee whom we only started our planning two months ago and the IEM Secretariat whom have devoted their time to make this event a successful one. I would also like to thank the IEM President and the Executive committee (Ex-comm) and council members for their support and guidance to ensure the success of this event. I

t is my great honour to welcome you to the 63rd IEM Annual Dinner and Awards Night. We are indeed privileged to receive a lot of support with the presence of our distinguished guests from government agencies, institutions of higher learning, professional bodies and industry leaders. To our guests and IEM members here with us tonight, meeting face-to-face for a dinner or networking has become a much craved for luxury ever since the onslaught of the pandemic. I have attended numerous IEM Annual Dinners since I became active in IEM, but never in my dreams when I joined IEM as a Member in 1992 that I will one day be attending the dinner in the capacity of IEM President. I am truly grateful to all the Past Presidents, as well as to all the IEM Office Bearers and members for the guidance, advice and support given to me. Without the solid support from each one of you, I would not have the opportunity to lead our beloved Institution. I would like to express my sincere appreciation for the exceptional contribution by the Organising Chairman, Ir. Yau Chau Fong, his diligent Organising Committee members and the hardworking secretariat staff for making this event a reality despite a lot of obstacles. Most of the countries around the world have decided to reopen their borders and their economy under the “Live with COVID” approach, and Malaysia is no exception. We are fully aware of the challenging environment that we are operating in. The falling exchange rate and rising inflation are making life difficult for everyone, yet we are required to do more to minimise the impact of climate change and environmental degradation. Even major industries are also feeling the pinch. In order to survive in the long run, our community and our businesses have to adapt to the new normal, and we as professionals should do our best to facilitate this transition. Otherwise, our country might run the risk of lagging behind in this global race for recovery. Since many industries depend on engineers to sustain production, it will not be exaggerating to state that engineers are the drivers of our economic development. Hence, the theme “GROW” is very apt for the IEM Annual Dinner and Awards Night this year. We talked about healing and rejuvenation last year and now is the time for setting GOALS, REINFORCEMENT of our beliefs and looking for OPPORTUNITIES via networking to enhance our WORTH. I would like to thank you very much for your continuous support for IEM. Together lets look forward to a better tomorrow!

IEM DISTINGUISHED HONORARY FELLOW Y.Bhg. Academician Emeritus Professor Tan Sri Dato’ Ir. Dr Chuah Hean Teik

Dr Chuah Hean Teik is a highly talented, visionary engineer, educator and technical leader who is 100% trained in Malaysia. For those who know him, Dr Chuah is synonymous with dynamism, innovativeness, hardworking, and high standard. He is considered as a Who’s Who in Education and in Engineering Profession in Malaysia, ASEAN, Asia and the Pacific, and the World. Dr Chuah graduated with a BEng (First Class Honours), MEngSc and PhD in electrical engineering, all from University of Malaya, Malaysia. From July 1988-April 1997, he was on the faculty of the Electrical Engineering Department of the University of Malaya. From May 1997-January 2008, Dr Chuah was a Senior Professor at the Multimedia University (MMU), during which he held various posts such as Vice President (R&D and Academic Development), Dean of Engineering, and Director of Research. From June 2001-January 2008, he also assumed the duty of the Penang State Government Professor of ICT in MMU. He was President of Universiti Tunku Abdul Rahman (UTAR) from 20082019. He is currently a Consultant Professor to Northwestern Polytechnical University, Xi’an, China; and University Advisor to University Sanya, Hainan, China. He is now a UTAR Council Member and Chairman of the UTAR Hospital Board. His research interests include microwave remote sensing and applied electromagnetics. He has authored/co-authored more than 280 papers in international journals and conferences. Dr Chuah has received many awards locally and internationally for his research excellence. Among them include the inaugural Young Engineer Award by The Institution of Engineers, Malaysia in 1991; 1990 Young Scientist Award at the 23rd General Assembly of the International Union of Radio Science (URSI) at Prague, Czechoslovakia; 1993 Young Scientist Award at the 24th General Assembly of URSI at Kyoto, Japan; 1995 Young Scientist Award (Industrial Sector) by the Malaysian Ministry of Science, Technology and the Environment; 1999 Malaysian Toray Science Foundation Science and Technology Award; 2011 IET Malaysia Outstanding Achievement Award; and 2012 Rotary Research Gold Medal Award by the Rotary Club of Kuala Lumpur DiRaja. In recognition of his scholarly achievements, Dr Chuah has been admitted as a Fellow of the following Academies and Institutions: Academy of Sciences, Malaysia (youngest Fellow at the point of induction in 2002) and as Senior Fellow who carries the title of Academician (youngest Senior Fellow) in 2011; the Institute of Electrical and Electronics Engineers, USA in 2014 (first and the only FIEEE from within Malaysia as at to-date); The Remote Sensing and Photogrammetry Society, UK; The Institution of Engineering and Technology, UK; Founding Fellow and Senior Fellow of the ASEAN Academy of Engineering and Technology; The Electromagnetics Academy based in MIT, USA; Honorary Fellow of Myanmar Engineering Society and ASEAN Federation of Engineering Organisations, and Founding Fellow of The Academy of Engineering and Technology of the Developing World. Dr Chuah has contritbuted significantly in education, particularly in engineering education. He was the Founding Dean of Engineering of Multimedia University from 1997 to 2008. He introduced many new engineering degree progammes in anticipation of new emerging technologies. As President of UTAR, he designed a structured Soft-Skill Development Certification system for all undergraduates so that they can be better trained as whole-some graduates in addition to academic studies. He also initiated New Village and Perkampungan Orang Asli Community Projects among the students in UTAR since 2009 to nurture caring and socially responsible graduates who have volunteerism in their blood. Under his leadership from 2008-2019, UTAR has now been recognized as a world reputable institution of higher learning. Dr Chuah is an eminent technical leader. He was Immediate

Past President of ASEAN Academy of Engineering and Technology (AAET) (20162022), Past President of the Federation of Engineering Institutions of Asia and the Pacific (FEIAP) (2011-2015), and Past President of IEM (2009-2011). During his tenure as the FEIAP President, he promoted the FEIAP Engineering Education Guideline which was then endorsed by the UNESCO Regional Science Bureau for Asia and the Pacific Office in Jakarta in 2015. This allows international bench-marking, ensuring substantial equivalence in standard and quality of engineering programmes throughout Asia and the Pacific region. This gives confidence for mobility of engineers in the region. He has been appointed as Mentor/Review for Engineering Accreditation System in Myanmar, Cambodia, Pakistan, Nigeria and Rwanda. For example, under his mentorship from 2010-2019, Myanmar Engineering Council was accepted as a provisional member of Washington Accord in 2019. He is the Chairman of FEIAP Standing Committee on Engineering Education (since 2015) and Chairman of Africa, Asia and the Pacific (AAP) Accord Engineering Education Council (since April 2021) and helps to influence the standards of engineering education and mobility of engineering team worldwide. Due to his significant contributions in engineeirng profession, Dr Chuah has been recognised not only in Malaysia but world wide. For example, he received the 2017 Outstanding Engineering Achievement Award by the ASEAN Federation of Engineering Organisations; the 2018 Distinguished Honorary Mentor Award by Myanmar Engineering Council, the IEM Engineering Hall of Fame in 2019, 2019 FEIAP Engineer of the Year, and 2019 WFEO Medal of Excellence in Engineering Education. In 2021, Dr Chuah received the Chinese Government’s Friendship Award, which is the People’s Republic of China’s highest award for foreign experts who have made outstanding contributions to China’s economic and social development, as well as effort in facilitating friendly exchanges between China and other countries in culture, education, science and technology. Due to his technical expertise, he has been appointed to various committees which include: Member, Civil Aviation Authority of Malaysia (2018-2024); Member of Selection Committee for Science and Technology Award and Science and Technology Research Grant, Malaysia Toray Science Foundation (since 2012); Member, Audit Committee, Mahathir Science Award Foundation (since 2012); the Malaysian Engineering Accreditation Council (EAC), the Malaysian Engineering and Technology Accreditation Council (ETAC), Chairman, klia2 Independent Safety Committee by Ministry of Transport to review safety issues for klia2 Airport in Malaysia (2014-2015); and Member, Malaysia Education System Review Panel by the Government of Malaysia to review the Education Blueprint of Malaysia (2012). In recognition of his valuable services and contributions, he was conferred the Darjah Setia Pangkuan Negeri, which carries the title “Dato”, by the Governor of Penang in July 2005, and conferred the Panglima Setia Mahkota Award, which carries the title “Tan Sri”, by the King of Malaysia, the Yang DiPertuan Agung, in September 2019. On April 16, 2022, IEM Council unanimously agreed to confer upon Dr Chuah the Distinguished Honorary Fellow, which is IEM highest award to a distinguished person of acknowledged eminence and high standing, very prominent engineer or world renowned figure who has rendered very substantial and outstanding services to the engineering profession, The Institution and/or the Nation.

IEM HONORARY FELLOW Ir. David Lai Kong Phooi

Ir. David Lai Kong Phooi served as President of IEM for sessions 2018 to 2020. Having obtained his Bachelor of Science Degree with Honours in Civil Engineering from The City University of London in 1980, he later pursued the Executive Finance & Management Programme at the Golden Gate University, San Francisco USA (1987) and the Project Management Programme at the School of Housing, Building and Planning at University Sains Malaysia, Penang (2000) and Legal External Programme at the University of London (2010). Ir. David Lai was elected Chairman of IEM Perak Branch in 2002 and had served in the Council since then in various capacities. During his tenure as a Council member from 2002 to 2016, he served in many Standing Committees such as Education & Training, Professional Practice and Qualifications and Admissions. In 2010, he was appointed Vice Chairman of the Standing Committee on Corporate Affairs, a post he held for two sessions until 2012. He was elected as Vice President in 2012 and had then helmed the Standing Committee on Information and Publications as well as Welfare and Service Matters. Upon his election as Deputy President, he took over the chairmanship of the Standing Committee on Finance before assuming the role of President in 2018. As President of IEM, he also chaired the Board of Directors of IEM Training Centre Sdn Bhd. He was a Board Member of the Board of Engineers Malaysia (BEM) from 2016 to 2020, Past Board Member of Malaysian Standards and Accreditation Council and Past Chairman of the IEM Perak Branch. He held the position of Chairman of BEM IT Committee, Alternate Chairman of the BEM Application Committee, Member of the BEM National Monitoring Committee and the Chairman of BEM Scale of Fee Committee and was Past Chairman of BEM Publication Committee and Alternate Chair of BEM Professional Practice’s Committee (PPC). He is currently serving in BEM PPC Committee and its Preliminary Assessor, Member of the BEM’s Working Group in the Scale of Fee and Member of BEM’s ASEAN Chartered Professional Engineer (ACPE) Committee and Assessor. Ir. David Lai is a Chartered Professional Engineer with Practicing Certificate registered with the BEM as well as the Board of Engineers Australia. He is an Honorary Fellow of the ASEAN Federation of Engineering

Organisations (AFEO), ASEAN Chartered Professional Engineer (ACPE), Fellow of IEM, Fellow of The Institution of Engineers Australia and Registered Foreign Professional Engineer RFPE (Myanmar and Cambodia). He is also an APEC Engineer and an International Professional Engineer (IntPE). He has served as Senior Member of the Advocates & Solicitors Disciplinary Board of the BAR Council Malaysia since 2008 until today, as an Adjunct Lecturer to University Technology Petronas in 2008 and currently serving as the Chairman, Industry Advisory Panel Member, Faculty of Civil Engineering at Monash University Malaysia. Ir. David Lai started his working experience as a Highway Design Engineer with a UK-based Civil and Architectural consultancy firm in London and later served with the Government as a PWD District Engineer in Ipoh and Taiping, Perak. Thereafter, he served as the Project Director of a Civil Engineering firm majoring in Design and Built packages in main water supply projects and elevated water retaining structures and as the Project Director of a Developer Company. He is currently the Director of Perunding Muhibbah, a multi-civil, structural and project rehabilitation consultancy firm. Ir. David Lai had served as the Senior Ipoh City Hall’s (MBI) Councillor for 7 terms from 2009 to 2016 and had been appointed as the Deputy Chairman for City Council’s Project Privatisation Committee, Road and Traffic Committee; as well as Executive Member of the Tender Board, Planning OSC Board, Finance Committees and Special Project Task Force Committees. He represented MBI in various local and international conferences and in particular in the ASIAN Mayor Conference in Nanning, China in 2015 and was accorded the winner of the Outstanding City Councillor KPI Achiever Award, MBI in 2013 by the Ipoh Mayor. Ir. David Lai’s hobbies include golf, swimming, mountain tracking, hunting, travelling and reading. CONFERMENT OF IEM AWARDS YOUNG ENGINEER Ts. Dr Ong Chong Yong

Ts. Dr Ong Chong Yong, aged 34, graduated with Bachelor

of Civil Engineering (1st Class Honours) in 2012 and PhD in Civil Engineering in Universiti Sains Malaysia in 2020. In 2020 and 2021, he was awarded top 50 “Global Young Scientist Scholar” in World Young Scientist Summit (WYSS), Wenzhou, China. Besides, he is a registered Professional Technologist with the Malaysian Board of Technologists (MBOT) and currently is an accreditation panel of MBOT on technology courses (diploma and bachelor’s degree level). Ts. Dr Ong has more than 10 years of experience in management, planning, design, and construction of infrastructure projects in Malaysia, especially in precast concrete arch bridges and wall construction work. Currently, he is specializing in bridge engineering work, geotechnical engineering, advanced structural analysis, precast concrete technology, and digitalization development work in construction industry. In order to promote sustainable construction in mega projects, Ts. Dr Ong always need to ensure that the design solutions provided to clients are “Optimum”, “Simple” and “Practical”. Furthermore, Ts. Dr Ong is also collaborating with renowned precast industry player in precast concrete research and development work. With the vast experience in precast industry, Ts. Dr Ong is invited to be the committee member of Technical and Industrialised Building System (IBS) Working Group by Master Builders Association Malaysia (MBAM). Moreover, he is elected as one of the Industry Community Advisory Panel (ICAP) by School of Civil Engineering, Universiti Sains Malaysia (Until Year 2024). Besides, he has published more than 30 technical publications in international and local journals and conference proceedings related to civil engineering. He has also been invited as technical presenter and keynote speaker in local and international civil engineering conferences. In ASEAN Engineering Digital Transformation Summit 2022 (ASEAN EDX 2022), he was invited as one of the keynote speakers on the topic of “Digital Transformation in Construction Industry in Malaysia”. In the International Conference of Civil Engineering and Geology (ICCEG 2015) held in Shanghai, China, he was awarded the “Best Paper Award”. In addition, he was the one of

the editor for the Conference Proceeding of ASEAN Federation of Engineering Organisations (CAFEO), Penang in 2015. To promote engineering in ASEAN level, he volunteers himself as executive committee member in ASEAN Engineering Register, ASEAN Federation of Engineering Organisation. In AER, he is leading and pioneering the establishment of Civil and Structural ASEAN Engineer Inspector (AEI) in Building Condition Assessment (BCA) with professionals from ASEAN countries. On top of that, he was Honorary Secretary/Treasurer in Young Engineers Section, The Institutions of Engineers, Malaysia (IEM), and was one of the council members in IEM (Term 2018/2019). Currently, he is the committee member of Safety Engineering Special Interest Group (SESIG) and Urban Engineering Development Special Interest Group (UEDSIG) in IEM. In SESIG, he volunteers himself as Organizing Chairman in Safety in Engineering Symposium 2023. Apart from that, he also involves himself in the Position Paper Coordinating Committee (PPCC) on “Capacity Building and Standards Development for National Policy on Industry 4.0 and “Safety in Engineering”. In international stage, he is one of the Board members of fib (International Federation for Structural Concrete) Young Members Group (based in Switzerland). In fib, he is currently elected as one of the scientific members for the Commission 6 (Prefabrication)-Task Group 6.5 (Precast concrete bridges), working together with other renowned bridge experts worldwide to produce the Model Code 2020 (or Revised Version of Eurocode 2) in precast concrete bridges field. During this Covid 19 pandemic period, Ts. Dr Ong has shown his passion in sharing his knowledge and experience to university’s undergraduate students (Hasanuddin University in Gowa (Indonesia), Monash University, Universiti Sains Malaysia, UTAR, Oslo Metropolitan University (Norway), etc) via digital platform. With years of contributions to the construction industry nationally and internationally, he has been awarded Associate Fellow of ASEAN Academy of Engineering and Technology (AAET) in 2021.
