Mikes letter

Welcome to our 30th edition of our ever-growing weekly magazine!!

Looking back over the last 6 months how far do you think we have come with the current restrictions in place around Bristol? I think we will be back in some kind of lockdown by the end of the month if the R rate continues to rise the way it’s going at the moment. Has for Wales announcing the new restrictions on traveling to the beautiful country during this half term and foreseeable future I think this is crazy as the hospitality sector is already on its knees and now hundreds of short breaks that have been book in hotels etc. will have to be canceled due to the First Ministers master plan. On a more fun note how are we going to do a socially distance Halloween this year? May be one way is to hold virtual parties on Zoom however the main issue is how to trick or treat a little devil or zombie princess? Could you use a Just Giving page LOL! Personally, I am going to leave a sign on my door saying Halloween is canceled in my house due to unenforced circumstances, sound familiar? Finally let’s finish with a joke: My husband purchased a world map and then gave me a dart and said, “Throw this and wherever it lands—that’s where I’m taking you when this pandemic end. ” Turns out, we’re spending two weeks behind the fridge. Have a great week Bristolians.

NEW BOOK LIFTS LID ON BRISTOL COUNCIL AND GOVERNMENT A Bristol City Councillor has written a book lifting the lid on local and national politics, concluding that government is broken. Clive Stevens, who has represented Clifton Down as a Green Councillor for four-and-ahalf years gives an insight into how political decisions are made in After The Revolution, published by Bristol independent publishers Tangent Books. In over 400 pages he sets out lessons from local government on designing a dynamic democracy and along the way gives the inside story of many council decisions over the last five years. The work has had ringing praise even from his political opponents with Labour’s Councillor Paul Smith, who has just stepped down as housing chief on the council saying in an online review: “It is a telling study of the limitations and possibilities of local government in Britain today, the role of elected councillors, how to navigate the system and importantly how it could be changed to work better for the people. An essential read for any in local government and anyone trying to work with it (or battle against it).” Clive, who has worked in business and academia and been involved in local activism, introduces “the mathematics of power” which he says is driving politics at this time. This is the fact that to gain and stay in power political parties only have to keep 30% of the population on board and have fallen into a system where they spend their time in power repaying those 30% rather than always acting for the greater good. Clive says rewarding self-interest groups to the detriment of broader society is sadly not new. “We get the behaviour from politicians we deserve if we are content with them gaining and keeping power when voted in by as little as 30% of the electorate,” he added. “Our leaders have to favour those who have put them into that position – whether it be the CBI or the unions – and will ultimately have to pay them back (with our money). 8

“Sadly, that means other groups don’t get their share of the funding as a result.” Clive believes as we take stock of a postCovid world, now is the time to insist on proportional representation to restore and enable new thinking about democracy. The book has numerous examples from local and national government which support his theory. “Voters need to see what’s going on, care about it, and be involved with finding the solutions. “That starts with openness of information, scrutiny and selecting a representative selection of citizens to be involved in local and national decision making. “We will still need elected representatives, but in addition the public will be involved in citizens’ assemblies discussing the huge questions of the day. “The public will help determine local issues too. They will be selected to reflect all demographics and be paid for their time.” After the revolution: lessons from local government on designing a dynamic democracy is available from Tangent Books www.tangentbooks.co.uk £20 (ISBN 978-1-910089-94-1). For the buttercream, put the egg whites and sugar in a large heatproof bowl over a pan of simmering water Whisk until the mixture is fairly hot to the touch and the sugar has dissolved Take the bowl off the heat and beat with an electric whisk on its highest setting for 8-10 mins, until the mixture has cooled down and tripled in volume Lower the speed of the whisk slightly and start to incorporate the butter, a couple of cubes at a time, until it’s all used up — the mixture should be thick and shiny Mix in the white chocolate To assemble, place one sponge on a stand and top with a thick layer of buttercream, right to the edges Top with the other sponge and spread the remaining buttercream over the whole cake, using a palette knife to smooth Chill for 30 mins Drizzle the caramel over the edges of the cake with a spoon and top with the crumbled fudge to serve

20/20 Challenge As a Bristol business you will know how important it is to be involved in the community. By answering our 20/20 Challenge your business will help drive our projects this year and beyond. Community of Purpose is seeking 20 local businesses to donate ÂŁ1,000 each towards the cost of a new vehicle which would be used for our Break Free school holidays scheme and Bristol Together Championships. Break Free

Bristol Together Championships

In partnership with Youth Moves, based in one of the most deprived areas in Bristol, we run a programme that delivers a range of accessible activities at the same time as alleviating holiday hunger.

Bristol Together Championships is about crossing boundaries. Using the universal language of football to help community cohesion by getting boys and girls crossing the race, class, geographical and faith boundaries that characterise life in the city.

Our team take a mobile sports village into the poorest neighbourhoods of South Bristol to deliver free activities during school holiday periods.

Primary schools are twinned with other schools from totally different communities to their own. Together they form a joint team and compete at an annual tournament.

Our trained staff will also provide the young people with breakfast & lunch so that they get at least two meals throughout the day.

Soon you will not be able to travel to Wales from Bristol “We’re already talking with our lawyers about how and the rest of the UK we use our powers under the Public Health Act A decision on restricting travel into Wales from areas of high Covid prevalence in the UK will be made in the next few days,

1984 to introduce a range of restrictions for higher prevalence areas from any part of the UK,” Mr Gething said.

Vaughan Gething said ton a national media platform the decisions would be made about using the Public Health Act 1984 legislation.

“This isn’t aimed at one part, one country of the UK. It’s the highest prevalence areas to protect our low prevalence areas. It’s a protective measure.

It would work in a similar way to the "stay local" rule during the first lockdown, which police enforced.

"In the next few days, the first minister and I will have to make a choice about how we keep Wales safe."

People from England were turned back from Wales David Robertson, who owns The Bull in Beaumaris under those regulations. on Anglesey, said restrictions on travel would be putting a "metaphorical barrier" around his business Vaughan Gething said it had been "disappointing" because he relies so heavily on people travelling to hear there would be no legal protection brought from surrounding areas. in by the UK government to prevent people in English hotspot areas from travelling outside their "It's a bit like barricading the front door," he said. region, as is the rule in the parts of Wales currently "I have 50 staff to pay and the government is saying under local lockdowns. 'don't go to the Bulls Head'. So I don't know how I Ministers are worried about people travelling to holiday hotspots, like Pembrokeshire, Powys and Anglesey, which are not currently under Wales' lockdown restrictions. First Minister Mark Drakeford wrote on two occasions to The Prime Minister Boris Johnson to ask for this to happen. Under the new three-tier system of alerts, areas of England will have different restrictions depending on their level of cases but there are no travel restrictions on those in the highest area (currently affecting Merseyside).

am supposed to cope with winter's business with that kind of environment." How would travel restrictions work?

Mr Gething said the country had previously been through this with the stay local guidance introduced in Wales in the earlier months of the pandemic. "That was enforced by police, they were able to identify cars from outside the area," he said. "They were able to engage and educate those people and the great majority turned back. Those who refused did get issued with fixed penalty notices, and if they stayed, further notices. "It can be enforced successfully.". He said it would have been better to have a "collegiate approach" across all four UK nations. It's not just that the prime minister has said what he's said (about not bringing in travel restrictions) but we haven't had a response to either letter and it would have been much more preferable to set out a reasoned answer in writing between the first minister and the prime minister," he added.

22

"We're going to have to act on the basis that Boris Johnson does not think it appropriate to protect low prevalence areas of the United Kingdom from the very highest areas within England itself."

Bristol City Centre Business Improvement District (BID) to outline key milestones at annual meeting 7000 hours of additional street cleaning in response to COVID-19 COVID-19 Hub to support businesses and residents New City Centre BID police officer Launch of #BristolTogether supporting businesses as they safely reopen

Bristol City Centre's BID for Covid-19 recovery The Bristol City Centre Business improvement District (BID) will this week host its annual levy payer meeting online, outlining projects and achievements of the last 12 months including its rapid response to the Covid-19 pandemic in order to support businesses in the city centre. Throughout the pandemic, the City Centre BID team has worked to keep the city safer, cleaner and welcoming for all, whilst representing businesses in discussions with the local authority, police and other partners. This week's meeting for the BID's 763 levy payers will provide an update on how funds have been spent to deliver value for Bristol city centre and its businesses. Disinfecting high contact locations to reduce the risk of COVID-19 transmission has been a key area of activity and resource and saw Bristol attract national media attention as one of the first cities to be actively managing the safety of public spaces. The highly responsive BID cleansing team continues to provide daily cleaning across the city centre. In the last year they have spent over 7,000 hours deep-cleansing pavements, doorways and business frontages, including washing over 170 doorways every day. The team has also recently completed training in the use of specialist chemicals to enable removal of ingrained graffiti from buildings with limestone facades, saving levy payers’ money and improving the look and feel of the area. 24

Bristol City Centre BID this year funded a new, dedicated city centre police officer working to reduce crime and anti-social behaviour in the BID area. He is supported by a new streetwise officer who has helped more than 60 people move to a life away from the streets. In addition, the new TAP for Bristol contactless donation scheme raised £30,000 since its launch in September last year to directly support homeless people and those at risk of homelessness. Two safeguarding marshals 1400 hours of patrolling the city centre streets, focussing on unoccupied property during the lockdown period. Alongside Bristol street pastors, who are also supported by the BID, they offer a friendly face and can report issues and incidents to get them quickly resolved. In February, the BID launched Bristol Light Festival - one of the city's most successful events this year. The Festival attracted 100,000 additional visitors to the city centre with an average spend of £59 per person. In total, the campaign reached over 72.1 million people and brought an economic benefit to the city of £5.8 million. Planning is now underway for Bristol Light Festival 2021 with a revised programme taking into account all COVID-19 guidance.

As the city began to safely reopen this summer, the City Centre BID developed and delivered the city-wide ‘Bristol together' campaign which made its name with 374 socially distanced hearts in Queen Square, College Green & Castle Park. The hearts featured in 127 media outlets worldwide and reached over 61 million people. Led by Bristol City Centre BID in partnership with Visit Bristol, Business West, Broadmead BID, the One City Economy Board and Bristol City Council, the campaign continues to support economic recovery through its promotion of Bristol as a safe and welcoming place for all. Ongoing cost savings have been achieved for levy payers through a range of projects and initiatives including the BID's collaborative waste contract with Veolia which has seen increased recycling rates and an average of 31% cost saving for businesses. Speaking ahead of the annual meeting, which is being held online via Zoom on Wednesday 14 October 2020 at 10am, Keith Rundle, Operations Director at Bristol City Centre BID said: "Like the businesses and organisations we represent, this year we have adapted and reacted to the unprecedented challenges brought about by COVID-19 and to support our levy payers. It is now more important than ever that we work together to promote the Bristol city centre as a safe and welcoming place and to encourage people to spend time here.

We continue to build on our ‘Bristol together' campaign along with our key partners to deliver real impact for city centre businesses. We were humbled and delighted by the love shown for our Bristol Hearts - not just here in our great city but around the world. "As Bristol City Centre BID's third year comes to a close, we want to build on the successes so far and continue to introduce creative and exciting initiatives to promote this fantastic city of ours. The Bristol Light Festival was an excellent example of how events can bring more people into the city and we hope to be able to take this on further next year, safely and in accordance with COVID-19 restrictions." Bristol BID is funded by city centre businesses and is one of five BIDs in Bristol and one of 300 across the country. Nationally BIDs generate over £750m which is invested in delivering local initiatives and improvements above those mandated by local authorities. Levy payers of Bristol City Centre BID can register their place for the annual meeting here. Key projects and highlights from the BID's third year are summarised in this short video

New Apprenticeships At BCRM Open Doors For Billie-Louise And Cara A new partnership between the Bristol Centre for Reproductive Medicine (BCRM) and Weston College has created an apprenticeship route which enable trainees to qualify as Assistant Practitioners while they learn ‘on the job’ what it takes to work in the specialist field of fertility treatment. For Billie-Louise Whewell and Cara Williams, both 24, their apprenticeships at BCRM give them the chance to earn a foundation degree which could be the stepping stone to a full nursing degree and a career as a registered nurse. BCRM, which has the highest success rate in the South West for IVF with 33% of embryos transferred resulting in births, will deliver 80% of the training ‘on the job’ at the clinic. Rebecca Palmer, BCRM’s Fertility Nurse Manager, said: “The training programme is an exciting project for us as it is the first time we have trained Assistant Practitioners. With fertility being such a specialised area, the trainees will gain skills and knowledge they would be unlikely to obtain from a more general nursing or healthcare course at a college or university. “The academic part of the two-year course will be conducted by Weston College and on successful completion the trainees will be qualified as Assistant Practitioners which is the nursing role that bridges the gap between a Healthcare Assistant and a Registered Nurse.” Billie-Louise Whewell, who comes from Eastville in Bristol, says she was delighted when she learned she’d been accepted on the new apprenticeship scheme. “I’ve been working as a healthcare assistant on a complex care ward at Southmead Hospital since I left school,” said Billie-Louise. “This course will utilise my existing skills and I’ll learn new ones too. We’ll be working alongside world-recognised experts in the field of fertility, and having transferred to BCRM in June I already know that I love working in the clinic.” 28

Cara Williams, who comes from Cheddar, is transferring to the clinical side having started off in NHS administration. Cara said: “The prospect of becoming an Assistant Practitioner is very exciting, and the foundation degree the apprenticeship leads to will enable us to go further still and enrol directly into the second year of a nursing degree course and progress to become Registered Nurses. “It’s a fantastic opportunity - all about constantly learning and developing - and it’s a real privilege to be able to work at BCRM throughout. It’s already clear they’re really dedicated to delivering good quality training to their staff, and it’s such an inspiring environment to work in.” Throughout their training, Billie-Louise and Cara will study flexibly alongside their frontline work in the clinic which will allow them to put their newly-acquired knowledge and skills into practice immediately, for the positive benefit of patients. BCRM offers both private and NHS patients a full range of fertility treatments, as well as assessments and tests to understand why couples may have problems getting pregnant. More details about the services offered are here: https://www.fertilitybristol.com/ with live Zoom ‘open evenings’ running twice-monthly to inform women and couples with fertility issues of the services on offer.

Have you ever noticed your utility bills creeping up Have you ever noticed your utility bills creeping up and up and up, and wondered why? There are many ways you can cut your bills by reducing your energy usage, but the biggest savings are to be found in making sure you’re on the right contract. This applies to business utilities as well as domestic. We all know that most energy companies increase their prices after your initial “introductory offer”, and then they punish you financially if you don’t switch away when the “standard” prices kick in. But this also happen with commercial contracts – you start on a reasonably-priced deal, then you don’t notice when it ends, and you start to pay over the odds – potentially for years. There are also other pitfalls, such as falling for a really cheap deal but then watching as your supplier ceases trading, your account is sold to the highest bidder, and then you endure a long period when you’re not allowed to switch to a supplier of your choice. This can be really expensive. Rob Barnes used to live in Horfield. A couple of years ago he followed his dream and moved to West Wales. His business, Barnes Utility, still serves the whole of the UK and is growing from strength to strength.

32

Barnes Utility is a free service to get the best possible energy deals for businesses and for domestic customers. Their services are completely free-of-charge to the client. We asked Rob how he first got into energy brokering. “I saw the way my business contacts were being ripped off by the big energy companies,” he says. “For most people in business, it's such a boring thing to think about, that they never get around to it… which is where I come in.” When Rob started his business, he was running an IT support business. He started energy brokering as a sideline, to give extra help to his clients, but quickly realised he had a knack for helping people with their bills and really enjoyed saving them money. Rob can help you, free-of-charge, with your business electricity, gas and water contracts. He can also help you with your home bills. You can message Rob through his website, www.barnesutility.co.uk, email him at rob@ barnesutility.co.uk, or phone him on 01646 40 50 90. All his advice and help is free-ofcharge.

Out and about in Brislington West with Jos and Andrew: Another roundup of some of the local stories you may have missed..

War Memorial Latest Thank you to everyone who joined us last Saturday for our Brislington War Memorial clean-up. This time we concentrated on the railings, giving them a final wire brushing before painting them. I hope you will agree the site is looking much better. As we approach Remembrance Sunday, which this year falls on 8 November, we will be decorating the site with hundreds of knitted poppies. Local churches have already donated several dozen but if you would like to add a knitted poppy in memory of a loved one, please place it in the poppy box at the Lodekka by Friday 30 October. We’ve already received several contributions so it should look a spectacular sight on the day. All being well, we are planning a small, socially-distant ceremony on Remembrance Sunday with local lay preachers to say a few words and hopefully a bugler to play the Last Post and Reveille. Trees Saved from Destruction Thank you to the eagle-eyed residents who got in touch when they noticed a tree felling company in the car park of Orchard House on Stockwood Road. 36

Liveable Neighbourhoods Meeting We attended a meeting last week to discuss the concept of Liveable Neighbourhoods. This involves using barriers such as planters to end rat running on residential streets thereby creating safe spaces for local people to enjoy. They have been successfully set up in other parts of Britain and we wanted to hear from Brislington residents if they thought it would work here. We also spoke about our long running campaign for the Brislington Greenway, an active travel route and wildlife corridor, which was well-received. Despite the Labour-run council pushing for the Callington Road Link, we remain hopeful that with your support their destructive plans can be thwarted. You can find out more about Liveable Neighbourhoods and sign their petition here: https://liveablebristol.org.uk The trees on this future Litt Brothers development site were not subject to a preservation order so we quickly managed to get one in place, which means the trees cannot now be taken down. Due to this speedy response, only one tree was lost.

Fly-tipping in the Sands Having recently organised a community litter pick with local residents in the area, we were very disappointed to see thoughtless fly-tipping on the lane between Sainsbury’s and Sand Hill. We’ve reported it so hopefully it’ll be dealt with soon. In the meantime, if you see any more fly-tipping, please let us know or report it here: https://www.bristol.gov.uk/ streets-travel/flytipping Litter Pick at Arnos Court Park We recently set up a new Friends Group for our beautiful Arnos Court Park, so for our first event we are having a litter pick on Saturday 17 October, meeting at the King’s Road entrance at 12pm. We’ll provide litter pickers, hi-viz and bags, but please bring your own gloves and hand sanitizer. It’ll be a great chance to meet up with fellow park enthusiasts and discuss any issues or areas of concern. Let us know if you are coming so we can keep track of numbers. You can also join the Friends Group here: https://www. facebook.com/groups/718708475350789/?re f=share

Gambas Spanish inspired tapas restaurant is located in one of the old shipping containers on Wapping Wharf. It looks out across the street at the M-Shed. We arrived and took a seat outside. Our waiter presented us with the menu and we ordered some water for the table. When the waiter returned to take our order we had the following: king prawns in chilli and garlic, olives, patatas bravas, boquerinos, Russian crab salad, calamari and baked tortilla with aioli. So let’s start with the prawns. They where juicy and flavourful but I’d have liked a little more garlic and chilli. Never the less they where nice. Olives are olives. The calamari was really good, they where cooked beautifully. The patatas bravas where delicious. In fact they where the star of the show. Really crunchy and golden brown and lacquered in this beautiful tomato and cheese sauce. Onto the boqueronis. They went down well. The final two dishes where the crab salad and the tortilla. The salad looked like baby food and didn’t taste much better either. The baked tortilla, when it first came to the table I thought it was a quiche! It was a wedge of I honestly don’t know what, served cold with aioli. I began to tuck in and it didn’t taste awful but it didn’t really taste of anything. It tasted interesting but I don’t know if that is good intersecting or bad interesting? 38

Put it this way to make it tase of anything you has to slather it in this garlic mayonnaise. I was expecting something totally different to what I got. I was expecting something new, fresh, tasty, vibrant and exciting. What I got was a cake like wedge of cold stodge! Overall not what I was expecting but not completely horrendous. I wouldn’t rush back purely because I think you can get more of that authentic Spanish feel elsewhere? I wouldn’t recommend this place either for the same reason. For me this place was just not good

Bristol hoteliers back calls to appoint a Hospitality Minister

Hoteliers in Bristol are adding their names to a petition calling on the UK Government to create a new Minister for Hospitality post to give their struggling sector a voice at the highest level.

“Having someone with specific knowledge about our industry will help the government to truly understand the full impact of the decisions they are making the restrictions they are imposing.

An on-line petition calling for the appointment has attracted more than 20,000 signatories, including members of the Bristol Hoteliers Association (BHA).

“It can be argued that the restrictions are disproportionate at the moment, when you look at Public Health England data for sites of multiple Covid-19 outbreaks over the past four weeks.

BHA Chair Raphael Herzog said: “It’s so important for our voice to be heard because hospitality businesses are always among the first to be shutdown, when more attention should perhaps be focused on other sectors, such as universities.

“This shows that the hospitality sector accounts for just four percent of these outbreaks, whereas the education sector has 36 percent, and care homes have 26 percent.

“Having a Government minister representing our industry could perhaps lead to less damaging restrictions being imposed on us, such as around meetings and events, weddings and the 10pm curfew. “Most hotels have very good practices in place to keep guests and staff as safe as possible from the Covid-19 risk. “We are managing the risk and monitoring it, ensuring they observe the ‘rule of six’ and regulations around face coverings and social distancing. “Many hotel general managers have written to their local MPs asking for more support and for our concerns to be heard.” He said the hospitality sector has been significantly disadvantaged by not having a dedicated voice at ministerial level.

“Yet the restrictions, such as the curfews, seem to be clearly targeted at hospitality businesses, many of which are struggling to survive. “More than 45% of staff in the hospitality sector are still furloughed and we have concerns about whether the new job retention scheme will be enough to protect jobs in our industry. “Under the new three-tier system, people won’t want to travel to hotels in any area designated ‘very high risk’ but the hotels will still be open, with low occupancy, with staff in place, but with the Government only paying 66 percent of their pay. “The UK hospitality industry is the fourth biggest contributor to the UK economy. “It is responsible for around three million jobs nationwide, generating £130bn in activity, providing the Government with £38bn in taxation and yet, unlike the Arts or Sports, we do not have a dedicated Minister. “It’s time for our sector to be treated fairly and given the support we need and deserve during these challenging times.”
