COUNCILLORS SURGERY By Jos Clark, Liberal Democrat

SAVE OUR POOL! Jubilee Pool has been a feature on the South Bristol Landscape for over 80 years and in that time it has survived a lot. There have been previous attempts at closing the Pool and many thought with the new Hengrove Pool being built that would see the end of this much loved community resource. But the Last Liberal Democrat Council in Bristol felt that the City needed a variety of swimming venues and it was refurbished and saved for the future. Sadly, instead of celebrating its eighth year in existence it is again having to fend off the threat of closure from a Labour Council and its Mayor. A campaign has been launched to save the Pool and an action day recently attracted 150 local people, the BBC and Bristol Evening Post amongst others. When our local Library was threatened with closure by George Ferguson we saw Labour Councillors holding the banner and the megaphone and marching, but they did not even turn up to support this action day and have been silent in our community over these cuts.

It has been noticed that they say one thing in opposition and a different thing if they get power. An online petition has been set up under: www.savejubileepool. weebly.com and I am pleased to report that the other local petitions have already over 3500 signatures. Well done to all concerned for this show of support for our pool. The Operator of the Jubilee Pool are a company called Parkwood and they are on record as saying that they may be able to operate the pool without any Council subsidy anyway. You would have thought that Labour would have checked with them first before announcing their intention to close our local Pool? But such is the incompetence of Mayor Marvin and his Labour Cabinet. Now that we have over 3500 signatures we can demand a debate at Full Council to discuss the Pool. We are therefore keen to get to that debate in the Council Chamber so as to ask Labour to change their minds. We all know there are a lot of Labour cuts on the way with our local parks, pools and Libraries in the firing line. But we are determined to fight this threat to both our pool and the Library as otherwise the Brislington area will have nothing in the way of local services at all. Statistically, the beginning of the year is the busiest time for people speaking to their lawyers about divorce. If you’re currently feeling the chill of a winter break-up, don’t forget to change your will. A lot of people assume that a will is automatically invalidated in the case of divorce. If you don’t change your will when you split, legally it still holds, although your ex-spouse will be treated as though he or she died on the day the decree absolute was granted. This means that if you’d left everything to your spouse you’re effectively dying intestate, with no beneficiary, and all the problems associated with that come into force for the ones you leave behind. If you had named beneficiaries as well as your spouse included in the will, their share of your estate will increase proportionally. If you’d named your ex-spouse as the sole executor or trustee of your will, this could cause chaos when you die as a new executor will have to be found and this process can cost a small fortune in solicitors’ and court fees. in some cases, even though you’ve split, you may want your ex to be a trustee to safeguard the children’s interests, for example, and look after any trusts in their name.

Unless you write a new will and specifically state that wish, your ex might be barred from any involvement. It is complicated and for people struggling with the breakdown of a relationship, re-writing a will is often the last thing on their mind. It’s very important though. “Amending your will is a fairly quick, simple and inexpensive process. The impact of not doing so could have serious, financial and emotional, consequences for those left behind” said Fidel Beauhill from Legally secure Ltd. When you do write your new will, remember to state clearly that it revokes any previous wills and codicils and to safely dispose of your old one – your solicitor or will writer will talk you through this. THE WORD ON THE STREET Let’s Keep Bristol at the Top By Eileen Means The Sunday Times has announced, presumably after a great deal of research, that Bristol is the best place to live in the UK. This is great for Bristol and great for the tourism and hospitality industry. It has also been announced that it is the best place to spend a weekend. The stag and hen parties who throng the city centre every weekend didn’t need telling – they clearly have such a good time here. Bristol is also in the top 10 cities of the world. So, terrific for visitors, but a lot of locals were quick to get on social media like Facebook and Twitter to burst the bubble. The first and most strongly felt issue was the rising cost of accommodation, largely blamed on Londoners resettling here and “gentrification” of previously run down areas like St Pauls or dear old ‘Bemmy’ - Bedminster. Whether trying to buy or to rent, Bristol’s housing market is rising faster than London. The second issue is getting around the city, either by car or public transport. As reported on this page previously, getting around this city is a nightmare and getting worse in terms of gridlock during more and more times of the day. But perhaps this is where an influx of Londoners can help us locally get back on track. Londoners are used to an efficient transport system, with good, very regular bus and train services. Oyster cards have simplified access on and off, reduced delays and speeded up routes for years now. Transport for London have invested in fuel efficient, low polluting buses, not at all like the smelly passed-down diesel buses that we Bristolians have to put up with. It is no coincidence that traffic pollution in Bristol has shot up over recent years; it is also no coincidence that the Metro Mayor candidates for the election on 4th May are all saying that they will introduce cleaner air. A quick way would be to introduce a clean air zone in our city centre, banning lorries and buses that pollute so heavily – but I’ll believe this when I see it! Of course, we keep being told that MetroBus will sort out our public transport, but do you think it will keep Bristol at the top of the list? Unless these two key city problems are addressed by the ‘Powers that Be’ Bristol is likely to lose its crown.

Seasons Businesses can be seasonal. This can be for many reasons and have a significant effect on orders and consequently the operation of the business. If it is not planned for it can cause significant stress on cash flow, staff and service quality. The risks can be divided into two distinct areas:  

Income can be affected by the ability to take orders, receive payments, despatch the goods or provide the service, and general administration. Many of you will have driven through Brislington, and know the long row of shops, starting from Murco petrol station, running adjacent to the White Hart, which is now the Bristol school of performing arts. This is what is known as Brislington Village, and the faces of these shops have changed routinely over the years, most here today and gone tomorrow, some call it a neglected area, others say it’s a business dead end. But three businesses have stood the test of time. The longest standing, is Nicola Sutton florist, who has stood longer than all, has now reached retirement, which leaves the two gyms, one women only, and the other traditionally men. But these two gyms have also changed owners, and as Nicola Sutton exits, the crown is handed to the next in line, Perry Hicks, creator and CEO of Sarafan Sports, which after 6 years occupies both The Armoury gym, and now Miles Fitter woman. So what do we know about Perry Hicks? There are some articles available on him, and a certain pattern quickly forms, he nearly made The BBC’s Apprentice TV series in 2014.

He stood for local council 2015, missing out by just 18 votes, and was one of the first candidates for the Bristol Entrepreneurial Spark programme 2016. One article had even labelled him “plucky” - having or showing determined courage in the face of difficulties. The pattern as it seems, is that despite somewhat out of the main focus, he kept trying, there are of course his achievements, there are some impressive images of him as a sports model, interviewed by an online health magazine, ran against the train up Mount Snowdon to raise money for Brislington Scouts, and now owner of two well established gyms, the impression, is that he creates positive change. But It’s the “keep trying” that earns him attention, the 36 year old has the signs that he will not be kept out of the main focus for long, as he now starts to make progress, he could be, with much felt hope in the local area, be a catalyst to ignite some life back into Brislington as a whole. If he could achieve this, making Brislington a better area, could we one day see in him someone qualified enough to be an effective Mayor? Hope may fall to us yet, but only time will tell

Top Safety Rating for the New Toyota C-HR The new Toyota C-HR crossover has achieved a top five-star rating in benchmark testing by the independent safety organisation Euro NCAP. The stringent assessment rated the quality of the protection provided for driver, adult and child occupants in the event of an accident as excellent, and the performance of C-HR’s active safety features as very good. Euro NCAP’s report commended the C-HR for its performance in frontal offset crash testing, where the model achieved maximum points in both the side barrier and the more severe side pole impact. The performance reflects the fundamental strength of the car’s Toyota New Global Architecture-based platform and body, which make good use of strategic reinforcements and high-strength steels to absorb and channel impact forces away from the cabin. In line with Toyota’s commitment to making advanced safety equipment widely available, all versions of C-HR are equipped as standard with Toyota Safety Sense. This suite of active safety systems includes a Pre-Collision System with pedestrian recognition, Adaptive Cruise Control, Lane Departure Alert with steering control, Automatic High Beam and Road Sign Assist.

The Pre-Collision System scored maximum points when tested at low, urban traffic speeds, and collisions were avoided at all test speeds. The level of protection from Toyota Safety Sense was also shown to be good at motorway speed, and when approaching a slower-moving car, a collision was avoided at all test speeds. The pedestrian recognition function also proved its effectiveness, with an impact avoided at all low test speeds; at higher speeds impacts were avoided or mitigated. Karl Schlicht, Toyota Motor Europe Executive Vice President for Sales, said: “These very good safety results, particularly in active safety, show that the Toyota C-HR has much more to offer than an outstanding style. Our aim was to make C-HR dynamically fun and safe to drive. “Safety is and will remain very important in our product development. Toyota Safety Sense is a major step towards safer cars and it is now rolled-out to our entire line-up, including being made standard on the new 2017 Yaris.” C-HR achieved an excellent 95 per cent score for overall adult occupant protection; 77 per cent for child occupants; 76 per cent for pedestrian protection performance; and 78 per cent for safety assist performance.

“Thousands of drivers are caught each year by police after using their mobile phones at the wheel, with distracted drivers causing hundreds of fatal accidents on Britain’s roads” Despite several high-profile campaigns and the government hiking up the fine if you are caught, some motorists persist in texting and calling while behind the wheel. But actually even touching your phone while driving is against the law, whether to check a message or use GPS.. Can you use a mobile phone while driving? It has been illegal to touch a mobile phone – even with a hands free set – while driving since 2003. This includes using a mobile to follow a map, read a text or check social media. The law applies even if you are stopped at traffic lights or queuing in traffic as your engine is still running. You can only use a handheld phone if you are safely parked or need to call 999 or 112 in an emergency and it is unsafe or impractical to stop. You can use hands-free phones – as long as you don’t press any buttons – sat navs and two-way radios when you’re driving or riding. But if the police think you’re distracted and not in control of your vehicle you could still get stopped and penalised.

If you're caught using a mobile while driving, how many points do you get on your licence? Previously, drivers caught on their phones received three penalty points. But new government legislation has seen the amount doubled to six points. As new drivers only start with six points for their first two years on the road, a conviction will mean your licence being revoked - meaning you have to retake both your theory and practical test. Previously, motorists in some police force areas could avoid points by taking a remedial driving course. But ministers believed it wasn't tough enough so the new regulations now mean those caught using a mobile phone for the first time will automatically receive penalty points. If you use a mobile while driving what can happen? Department for Transport figures show that a driver impaired or distracted by their phone was a contributory factor in 492 accidents in Britain in 2014. More than 200 people have been killed by drivers distracted by their devices in the last 10 years.

The law also applies to those riding a motorcycle. Do you have to pay a fine for using a mobile while driving? The fixed penalty used to be £30 but in 2007 it was raised to £60. This was raised again in 2013 to £100 and new legislation has now seen it double to £200. Your case could also go to court and you could be disqualified from driving or riding and get a maximum fine of £1,000.

When do the new rules come into force?

Drivers of buses or goods vehicles could get a maximum fine of £2,500.

So if you want to keep using your vehicle and avoid a £200 fine, program your sat nav before you set off and wait to reply to that text message until you're safely parked.

The new laws came into effect on March 1 2017.

30th April to first of May This is a time of great celebration, when the old tradition of dancing around the maypole, was performed and is a fertility rite. It is the representation of the joining of the God and Goddess, and the energies of life, and joy, and of course that summer is really not far away, although sometimes with the weather it is difficult to believe. The old tradition was that after the celebration and dancing, couples would spend the night together in the woods, and this was known as the green wood marriages. Often the couples would stay together for a year and a day, and the marriage was known as a hand fasting. And after a year and a day together they could decide to remain together or parts amicably, or have a hand fast that would bind them together for the rest of their lives. During a Hand fast, that couples hands are bound together, and this is where the expression tying the knot comes from. However you celebrate this time of year, enjoy and appreciate that the Sun is certainly on its way and the wheel of the year is turning yet again.
