Mayor Marvin launches cuts consultation directly after General Election, it appears the Labour Mayor waited till after General Election to have a discussion with Bristol voters about the serious financial situation the Council now finds itself in. Of course those with longer memories will remember the financial chaos and poor service delivery of the last majority led Labour Council, sadly this one is going the same way, large Council tax rises coupled with decreasing and poorer services.

In his press release the Mayor talks of ‘visions’ for the City, slightly worrying. But Liberal Democrat Leader Gary Hopkins (Knowle Ward) is closer to the mark when he says “The consultation asks for which of three unacceptable options should be implemented. A little like the Titanic captain asking from which direction he should charge at the iceberg.” The fact is at the recent General Election Labour sold themselves as the anti austerity party, they have all four of the Bristol MP’s, the Mayor and a Majority on the Council. Yet Marvin has only been in office a year and we have seen over £100m of cuts with more to follow. Labour will blame the Tories for the cuts and it is true that they have presided over the massive cuts in local Government finance, but Labour knew all this before they took office but said nothing to the voters.

Earlier in the year Labour voted through a budget that included over a £100m of cuts, including closing swimming pools, then they try to claim they were instrumental in saving our much loved Jubilee pool. When in fact local people led the campaign and the provider of our Swimming pools a company called Sports and Leisure Management said they could run the pool without a subsidy, you would have thought Labour would have discuss their plans with them first? Anyhow, Mayor Marvin has launched yet another ‘consultation’ around the closing of over half our libraries, sacking Council staff and getting rid of all public toilets and halving our school crossing patrol.

Since being elected they have attacked the Tories for these cuts, but have shown no Leadership in taking the fight for a fairer deal to the Local Government Association nor the Government itself. There are those who say that this arrangement suits Labour, attack the Tories whilst locally ’washing your hands’ of any responsibility. But as I have said in other places, in the end the only people who suffer are the people of Bristol and we must do all we can to fight to protect our local services. So I urge everyone to join in this consultation, contact your local Councillor and ask them what they are doing to protect local services from these savage cuts.

How we look after older people requiring care is at the top of the national agenda at the moment, as the Government grapples with the care funding crisis. More people than ever before need care in their old age, with dementia a growing problem. According to the Alzheimer’s Society, there are now 850,000 people in the UK living with dementia, and that’s only set to grow. With so many people reaching the stage where they can no longer make decisions for themselves, an increasingly useful option is a Lasting Power of Attorney (LPA). An LPA is where you appoint someone as your ‘attorney’ to make decisions on your behalf, should you reach the stage where you can no longer do so. The different types of LPA There are two main types of LPA. The first is the LPA for financial decisions. This will cover things like buying and selling property, paying the mortgage, investing money and arranging repairs for your property. There is also an LPA which covers health and care decisions. This allows your attorney to make decisions about things like where you should live and your medical care. You can set up separate LPAs to cover these two areas, or a single LPA to cover them both if you wish.

Is one LPA enough? Choosing a person to be your attorney can be difficult. You need to find someone who you trust to always act in your best interests, but who can also be relied upon to deal with the responsibility and administration that comes with the role. Generally, people will choose a loved one, like their spouse or child. However, you can also appoint a professional, like a solicitor. In fact, you can select more than one attorney - a main one, and a replacement. The replacement attorney can step in and make decisions for you if the original attorney is unable. As an example, you might name your partner as your attorney and your child as the replacement. This way, should your partner end up in a position where they are no longer able to make decisions on your behalf, perhaps because of their own health issues, your child can take over the responsibility. THE WORD ON THE STREET Bristol People, British People – strong together against evil. By Eileen Means We are all still reeling from the tragic terrorist incidents that our country has experienced recently, followed by the horrific tragedy of the Grenfell Tower tragedy in London. The Westminster Bridge/House of Parliament van incident that took the life of a heroic Police officer, the bomb at the Arianna Grande Concert in Manchester that took so many young lives, the London Bridge van and stabbing that was nothing but butchery of innocent people – indeed the victims in all of these were innocent people –left us all feeling insecure and threatened. Then, on our screens as it went up in flames came the Grenfell Tower blaze; I remember staring at that tower block in complete horror thinking “no-one can escape that surely; if the flames don’t get them, the toxic smoke will”. I hated it, but couldn’t look away – it was everyone’s worst nightmare, being woken up in an inferno like that.

But I wasn’t reckoning on the heroism of our Fire, Police and Ambulance services. Oh my goodness, they pushed themselves to their limits and beyond and saved do many people, old, young, women, men. The photographs afterwards showing Firefighters lying down in exhaustion, having faced that inferno again and again. On Monday 19th June I went up to London, got a big bunch of flowers then a taxi from Paddington station to Grenfell Tower. It still stands there like some evil brooding presence over the neighbourhood. At the memorial wall I told a couple of people who asked that I was from Bristol and bought flowers for the deceased and a donation for the living; I was immediately surrounded by people who were so grateful and who wanted to tell their story – all had lost family, friends or neighbours. We cried together in grief, but underneath it all is growing anger at the criminal negligence that caused this great loss of life. Manchester stood together and shared their grief, not permitting the usual gobby know-alls in the media to divide their community; the community of Grenfell Tower are the same, standing together in unity. Don’t allow the evildoers in our midst to divide us or set us against each other.

Together, we are strong and can outface any evildoers.

Generous slimmers in South Bristol have been donating the clothes they’ve slimmed out of to The Big Slimming World Clothes Throw in support of Cancer Research UK. The local Slimming World group have collected 950 bags of the clothes, shoes and accessories from members who slimmed out of their old wardrobes and feel confident they’ll never need their ‘before’ clothes again. With each bag worth around £25 to the charity, slimmers in South Bristol have raised around £23,750 for the charity.

Faye, a member who has lost 6st since joining and dropped from a dress size 18 to 10, says: "It felt amazing to donate all of my old clothes – liberating in fact! Bagging them up and saying goodbye was like a celebration of just how far I’ve come. I’ve lost 6 stone and not only do I feel like a new person, now I dress like one too and love going into a shop and choosing whatever I like. I always hated shopping before and just wanted to cover up and hide away. Not any more though! "Thanks to the amazing support I get from my Consultant Sarah and the rest of the group each week, I know that this new me is here to stay. I feel much fitter, confident and healthier than I’ve ever felt before. "Cancer Research UK is a fantastic charity and it’s great to know that the money raised from my donated items will help support life-saving research."

The Big Slimming World Clothes Throw aims to increase awareness of how keeping a healthy weight helps reduce the risk of developing some types of cancer. The event has been supported by the singer and TV presenter, Peter Andre, who is a joint ambassador for the campaign and founder of his own Cancer Research UK fund after sadly losing his brother to cancer. Last year, slimmer's across the UK raised £2.1 million through donations and this year it’s hoped the event will smash that target and raise £3 million for Cancer Research UK.

Consultant Sarah, who runs weekly group in Whitchurch and Hengrove, is proud of her members’ fundraising efforts. She says: "The members never fail to amaze me with their weight loss results week after week and it has been great to see so many bags of clothes donated through The Big Slimming World Clothes Throw. " This year’s Clothes Throw has been a fantastic success, and I can’t believe just how many bags my members, their friends and families have managed to collect. Our group is always buzzing and when we collected the bags up and saw what a phenomenal amount there were altogether, and we realised what a difference we could make, the atmosphere was just electric. "Lots of people don’t know that maintaining a healthy weight helps reduce the risk of developing some types of cancer. All of the wardrobes cleared and every donation made by our members, their friends and families will make a huge difference to Cancer Research UK and we’re so grateful for everyone’s support." The Clothes Throw has been a great chance for the members who have done so well to celebrate their amazing weight losses by saying goodbye to their ‘before’ clothes!" "I’m delighted to be supporting the Big Slimming World Clothes Throw campaign this year, and so thankful to the slimmers in South Bristol for being so generous in their support of the campaign. The Clothes Throw is a fantastic opportunity for them to celebrate their weight losses, because they know that with the fantastic Food Optimising healthy eating plan along with the support they get in their groups, they’ll never need to see those sizes again.

3. Reduce Your Portion Sizes When you are trying to lose weight it’s important to control your calorie intake. Reducing the portion sizes of the food you eat is one way you can reduce your total calorie intake.

Another way to up your step count is to take the stairs rather than a lift or escalator. The more you move the more calories you burn and therefore the more weight you will lose.

Let the taxman help pay for your life insurance Are you a company director? Do you have life insurance in place to protect your family? If so, you could be paying an unnecessary tax penalty. If you pay for this cover from your own bank account you will be paying from post-tax income, and if you are paying from the business account you will most likely be taxed on the payment as if it were income. Larger companies can avoid this by introducing ‘group death in service cover’. This is a highly tax-efficient way of providing life insurance, but is not generally available for smaller companies. However, changes in legislation have allowed smaller companies to benefit from arrangements known as ‘relevant life plans’. These can be written on an individual basis so are available to all companies no matter how small. Relevant life plans are particularly suitable for businesses that do not have enough eligible employees to warrant a group life scheme and for high earning employees and directors who have substantial pension funds and do not want their death-in-service benefits to form part of their Lifetime Allowance. The tax benefits are:

Tax-free benefits to your dependants Plan proceeds do not count towards Lifetime Allowance. So, what is a Relevant Life Plan? A Relevant Life Plan is a life assurance plan that provides death-in-service benefits for employees of a business. The plan itself is established and paid for by the company on the life of the employee or director. Any benefits from the plan are paid to a discretionary trust. The beneficiaries of the trust will be the family members and dependants of the life assured.

Who are they for? Relevant Life Plans are particularly suitable for businesses that do not have enough eligible employees to warrant a group life scheme or high earning employees and directors who have substantial pension funds and do not want their death-in-service benefits to form part of their Lifetime Allowance. They can also be used by existing members of group life schemes who want to top-up their benefits but are limited in the amount that can be provided by their current scheme. Relevant Life Plans have been designed for use by any employee, including the directors of a business. They are not available to Equity Partners of a Partnership, Equity Members of a Limited Liability Partnership, sole traders or anyone who is not an employee. Shareholders of a limited company who are not employees or paid directors are also ineligible for a Relevant Life Plan. What are the benefits? While the contributions will be paid for by the company, they will not be treated as a benefit in kind so will not be taxable on the life assured for whom the plan has been established. This can provide a significant tax saving, particularly for higher and additional rate tax payers. Furthermore, the contributions paid to fund the plan should be treated as an allowable business expense for the company. This will be dependent on how the arrangement is viewed by the local Inspector of Taxes as they will have to be satisfied it meets the wholly and exclusively rules. The following example compares the net cost to the employer of an employee taking out a personal life assurance plan (paid for by the employer) with that of a Relevant Life Plan also paid for by the employer, demonstrating the saving that could be achieved:

The number of hit and run cases has reached a three-year high - but many drivers claim ignorance as a defence. Almost half of all hit and run drivers claim that they weren’t aware that they were breaking the law by failing to stop, according to a new study. The findings will alarm police at a time when the number of hit and run accidents is at a three-year high. The startling level of driver ignorance has been revealed by the Motor Insurers' Bureau, a not-for-profit organisation that offers compensation for people who have been involved in accidents involving uninsured and untraced drivers. It surveyed 695 drivers who had been convicted of hit and run offences. Of those questioned, 45 per cent said that they didn’t think they had to report the accident.

If injury is caused to another person, the driver must also show an insurance certificate; if unable to do so at the scene, he or she must report the accident to police within 24 hours, and take the certificate to a police station within seven days. The penalty for failing to do this is between five and 10 points on your licence. What counts as a hit and run? Even a relatively minor scrape counts as an accident: for example, scratching a bumper of another car in a supermarket car park requires the driver to stop and report it (usually by placing a note with contact details under a windscreen wiper). The research comes as instances of drivers failing to stop appear to be on the rise. According to the MIB, hit and run drivers have become a more serious problem on Britain’s roads than those driving without insurance.

This report found stark differences between the age groups about why they failed to stop: younger drivers aged 16 to 34 were more likely to leave the scene of an accident because they were not insured, had been drinking or they “panicked”, while older drivers (over 34) were more likely to leave the scene if they did not think the accident was serious enough to report

It claims that such incidents have overtaken uninsured drivers and now account for two thirds of all claims that it handles. Because the MIB is funded by individual insurance companies which in turn pass the costs on to policyholders, that means hit and run drivers are now responsible for the majority of an estimated £30 in ordinary motorists’ annual premiums that goes to the MIB.

The law says that if a driver is involved in an accident and damage is caused to people, vehicles, animals or property, they have to stop and provide their name, address and vehicle registration to anyone having reasonable grounds for requiring them. If they don't give their name and address at the time of the collision, theymust report it to the Police "as soon as reasonably practicable" but, in any event, within 24 hours.

The MIB's figures are backed up by official data. According to the Department for Transport, the number of accidents involving a vehicle that fled the scene have soared to a three-year high of 16,667 in 2014, the latest year for which figures are available, compared with 15,390 in 2013 and 15,662 in 2012. One of the problems for police in prosecuting cases is tracing the drivers who - by definition - have fled the scene. A National Police Chiefs’ Council (NPCC) spokesman said: “Members of the public often hold vital information in hit and run cases. “Sometimes, drivers panic and leave the scene before later handing themselves in. When they don’t, witnesses can be a key resource. “We would encourage anyone who witnesses a crash, especially a ‘fail to stop’ accident, to take a note of the registration plate and driver if possible. “It’s important to remember that the police need to prove who was driving the car and not just what vehicle was involved.”

Cars 3 This July marks another month of returning, block-bustering franchises with the Summer offerings soldiering on to let everyone get their cinema fix. Whether it’s via apes going ape, cars being cars, or troubled principals wearing their exposed undergarments loud and proud, there really is something for everyone. Kicking us off in a big way on July 11th is War for the Planet of the Apes, the imminent conclusion to the Andy Serkis-led prequel trilogy which promises to raise the stakes even higher than the last Instalment. How do you do such a thing? Simply add a war-mongering Woody Harrelson with a death wish and a taste for all things chimp. It’s a recipe for one epic battle worth experiencing. Only three days later sees the third film in Pixar’s Cars franchise race back onto cinema screens, as the legendary Lighting McQueen suddenly finds himself threatened by a new generation of disturbingly quick race cars. Hoping to take back the glory and once again win the Piston Cup, he’ll need all the help he can get to stay on top.

And finally rounding us off on July 28th is the expertly titled Captain Underpants, which demonstrates what happens when two audacious pranksters really let their imagination runaway with them. Based on the wildly popular children’s book series, it’s set to be a superhero movie like no other. Professional carpet & upholstery cleaning advice from Grimebusters. As professional carpet & upholstery cleaners, we encounter a diverse range of spots and stains. Success in stain removal is dependent on a number of factors, in particular: • • • •

Carpet type Composition of the stain Length of time the stain has dwelt within the carpet Methods used by our customers to try and tackle the stain before giving us a call (!)

Amongst professional carpet cleaners, stain removal is sometimes referred to as a dark art. I don’t know about it being necessarily dark, but art is relevant as it relies very much on creative thinking. If you are treating stains at home, we would recommend this technique… We will often begin with a tamping brush, a stain removal product and a terry towel. 1. Begin at the outside margin of the stain and work inwards, this limits the extent to which the stain can spread.

2. Apply a very small amount of the stain treatment to the terry towel, then press it against the stain and begin the process of tamping. You can use anything you like instead of a tamping brush - essentially, it is just used to softly whack the towel! This is an indirect method of applying any stain removal product and has the benefit of limiting the extent to which it can leech into the wider area of carpet, as well as providing some lift through the absorbent action of the towel. 3. (The final rinse) Mix one-part white vinegar and four-parts water and spray over the stained area. Blot damp area with a dry towel. Spread another dry towel over affected area and weigh down with a heavy object (e.g. telephone directory). Leave overnight, repeat if needed. If a particular product fails to encourage the stain to detach from the fibres, we will work through the small arsenal of solutions at our disposal, beginning with the safest first. It’s important to recognise that there are often times when stains will not budge. This is a sad fact of life, and one that we endeavour to inform our customers of prior to working. Some stains are just permanent due to their constitution or that of the carpet or upholstery in which they lie.
