Your Garden In December Frost, rain and winds are increasingly common this month and most of us would probably like to stay inside in the warm with a glass of mulled wine. The beginning of the month will probably be dedicated to decorating the Christmas tree. For many people this is an essential part of their festival traditions and there’s nothing quite like a real Christmas tree to decorate a room and fill the home with that nostalgic seasonal aroma. Movie Previews For December Quite appropriately, December would appear to be the gift that keeps on giving. That’s due to the huge crop of blockbuster releases set to hit cinema screens at your local Cineworld. Whether you’re in the mood for flying English nannies, crawling cities, or underwater superheroes – there’s something for everyone this festive season! Swinging his way into cinemas for the second time this year after Avengers: Infinity War, December 12th sees the return of not just one Spider-Man, but many, as we step Into the Spiderverse. Featuring the likes of Miles Morales, Spider-Gwen, and even Peter Porker, all wall-crawlers will need to work together to save a deadly enemy threating the multiverse. Then it’s a double whammy just two days later, as on December 14th both Peter Jackson’s Mortal Engines and DC’s Aquaman hit the big screen. The latter of which we previously saw fighting alongside Batman and Superman to save the world, but will he fare as well working alone? Fast forward a week later and it’s the return of the original magical nanny, as Mary Poppins Returns to once again guide the Banks children who are now all grown up. And if you’re still left wanting, why not delve into the origins of a certain yellow transformer on December 26th, as Bumblebee takes to the big screen. Caught by the pension tax trap? Those looking to cash in part, or all, of their personal pension need to check they don’t pay too much tax. Pension freedom rules allow anyone aged 55 or over to access their personal pension funds, there are complex rules on how withdrawals are taxed. Problems can occur if you take a one-off lump sum – an ‘uncrystallised fund pension lump sum withdrawal’ (UFPLS) – perhaps to reinvest or to pay off debts. This differs from using a personal pension to provide a regular income, through a drawdown plan or annuity. Your pension provider will apply an emergency tax code, which assumes you are withdrawing the UFPLS on a monthly basis, unless it has an up-to date tax code for you. For example, if you take a UFPLS of £10,000 at the start of the tax year, HMRC may assume you will take an income of £120,000 across the year from your pension and tax you accordingly. If it is a one-off withdrawal, you are likely to pay too much tax.

Avoiding the charge As emergency tax codes are generally only applied the first-time people access their pension funds, one option is to make your first withdrawal a nominal amount, say £100. Councillors Surgery Most of us feel privileged to live in our lively and attractive city. However, recently visitors have started to comment on how scruffy Bristol looks compared to other places. This is not just a result of the roadworks scattered around as a result of the developments which will ultimately boost our transport system and our economy, but also the litter which defaces our residential streets and our parks and green spaces. Residents constantly complain to us councillors about people who not pick up their dog’s mess, or those, especially teenagers, who throw burger wrappings and drinks cans into gutters and even front gardens. To counter this the Labour administration have developed a Clean Streets programme, backed up by an enforcement regime administered by a company called Kingdom. Their officers are empowered to issue Fixed Penalty notices to offenders. You can be fined £100 for offences such as dropping cigarette ends or gum, damaging street signs or trees, and leaving your dog poo on the pavement. Larger fines are issued for fly-tipping. From October 2017 to April 2018 there were 372 court cases of people who had failed to pay their fines, leading to much higher penalties, up to £2500. While some people may consider these penalties rather harsh, littering has been such a pervasive problem that there is no option but to tackle it head on. In a single year 7,000 tonnes was picked up from our streets, costing the city £6 million. Not only is litter unsightly and expensive, it can be a health hazard, spreading disease, attracting pests such as rats and cockroaches, and causing injuries to children and pets. Dog poo is a particular menace as it can spread the eggs and larvae of parasitic worms which cause the nasty illness called toxocariasis which can lead to blindness. Parks and playgrounds where children play are commonly contaminated with these eggs. What can concerned people do to counter this expensive menace? It is important that children are taught not to throw litter from a young age and teenagers reminded how antisocial such behaviour is. We should all take care to carry bags with us if we are picnicking or eating outside, in case local litter bins are full. Take your litter home! If you see people littering or fly-tipping report it to the Council or Bristol Waste (call 0117 922 2100 or 0117 922 3719).

If you have a registration number of the offender’s vehicle, please take note of it. By law, dog owners must clean up after their dogs. Dog owners can be fined and taken to court if they don’t pay the fine. Call 0117 922 2500 to report a dog owner. Councillors Surgery Article by Jos Clark Liberal Democrats

We have just been visited by a Parliamentary Committee looking at bus usage in the Bristol area, apparently our bus use is growing whilst in many parts of the Country bus use is falling. I suspect they came by train from London on our brand new Hitachi electric trains that run on electricity to that huge Great Western Railway hub of Chippenham. Then from Chippenham switching to old fashion diesel power for the final part of the journey to Bath and of course Bristol Temple Meads. I cannot understand why the most important City on the Great Western Railway after Paddington has been left without electrification, but there it is. Of course they are running it through Bristol Parkway to South Wales skirting our fair City, (once crowned the European Green Capital). When they got off their train at Temple Meads they would have no option but to use a bus as we do not, unlike Manchester, Nottingham and Sheffield (for example) have a tram system. We have the largest airport in the South west, which has no tram or train service, relying in either the motor car or bus to get us there.

The Portishead rail service has been delayed and no sign of the Henbury loop either. If the Mayor is keen to promote an Arena at Filton then some thought will surely have to be made into how the local train line there (Patchway Station) can be improved. Which leads me to ask, what has happened to the Metro Mayor? Yes, honestly there is one a Conservative from Bath, he certainly has been making his mark since elected.

Bristol is an economic powerhouse and needs a strategic transport policy which brings all the key elements together in one place with a plan stretching well into the future on road,rail,bus and yes tram. As well as cyclists and pedestrians. We need a sub regional transport executive along the lines of Transport for London (TFL) to develop and deliver these plans with control of all transport across the area and a budget to match.

It’s no wonder that bus usage is on the rise in our City as there is little other alternative, but as far as Central Government is concern Bristol has not had a fair shake and that needs to change, for our local economy and air quality too.

Also I wanted to let you know that a cross party group of local Councillors have written in support of changes to the 36 bus route that will see it split into two. It is hoped by doing that the service will be more reliable. But we want the bus company to use the Brislington Park and Ride as the changeover point for ease of access to a majority of bus passengers.

Creamy Christmas Cocktails

Real Irish Cream Once you have tried the real thing, branded versions will never tasted the same. This makes about 1ltr Prepare time less than 30 minutes No cooking required

Ingredients

250ml single cream 1x397g tin of condensed milk 350 ml Irish Whiskey (It must be Irish nothing else works the same) 1tsp Camp Coffee Essence 3tsp chocolate sauce 1tsp vanilla essence 1tsp almond essence

Method

1.Sterilise the bottles for the liqueur by first washing them in very hot water, and then placing them in an oven at 160°C/325f/gas 3 for 10 minutes, then leave to cool. 2.Pour all the ingredients into a blender and blend on high for 30 seconds 3.Pour into the sterilised bottles and store in a fridge. It will keep for about two months ( If it lasts that long) 4.Shake well before pouring.
