Councillors Surgery Article by Jos Clark Liberal Democrats
If Bristol City Council was a patient reclining on the Psychiatrist couch then they would conclude it was suffering from an acute form of Schizophrenia. It will agree a policy so long as it means that they do not have to change anything and will often do the opposite of what their stated policy is.
Locally, myself and my colleague Andrew Varney are proposing this old railway line be turned into a walkway and cycle path instead of another road bringing traffic and pollution. Over the last 60 years the former railway line has become an important wildlife corridor with an interesting variety of flora and fauna, including badgers, bats and slow worms. This could be linked into the other South Bristol cycle routes giving people a peaceful and traffic free route for walkers and cyclists alike.
This is never more so than its approach to a clean air policy, vehicle pollution is a major silent killer, causing those with breathing related problems to suffer from the poor air quality and leading to the deaths of 40,000 people in the UK each year according to the Royal College of Physicians and paediatrics and Child Health. Yes I did say 40,000! We will all be hearing a lot more about air pollution in the coming years as we cannot go on as we currently are with what is fast becoming a major killer. This is one of main reasons that Government’s are looking at bans on diesel vehicles across the world and sales of these cars have plummeted as Jaguar Land rover have just found out. You only have to look at the terrible smog in China to see the consequences of having poor air quality, people wearing face masks and not being able to see the sky through the haze. I am pleased the Council unanimously agreed to work towards being carbon-neutral by 2030. This commitment has been very positive for the City and has been praised not only Nationally, but also Internationally as well. I will want to support the Mayor In his efforts to achieve this ambition. We cannot live without oxygen and we should ensure it’s clean and safe for all of us, especially those with asthma and other breathing disorders.
We both want this to be a linear park, which would protect the wildlife in the area and also provide the missing link in the Sustrans National Cycling and Walking Network between the city centre and Whitchurch. For a fraction of the cost of building a damaging road, we could have a fantastic piece of infrastructure, similar to the Bristol to Bath Railway Path, offering people a real choice in how they travel, and helping the city to meet its carbon neutrality commitment and its aspiration for community wellbeing. We should strive to hand over to the next generation a City were the air is cleaner, lets make our air ‘Shipshape in Bristol Fashion’. We have been here before in regard to air quality due to smog in London in the early 1950s a Clean Air Act 1956 was introduce to deal with problem, we need a new Clean Air Act to deal with the growing problem we now face. One of the most important ways to reduce air pollution is to reduce our reliance on the motor car, so it saddens me to see that one of our local green corridors on the old Brislington Railway line has been earmarked for a new road.

Avoiding the charge
Those looking to cash in part, or all, of their personal pension need to check they don’t pay too much tax.
The emergency tax code is still applied, but this triggers HMRC to adjust your tax code and send an updated version to your pension provider. Once the new code has been issued, any further, larger withdrawals are taxed correctly.
Pension freedom rules allow anyone aged 55 or over to access their personal pension funds, there are complex rules on how withdrawals are taxed. Problems can occur if you take a one-off lump sum – an ‘uncrystallised fund pension lump sum withdrawal’ (UFPLS) – perhaps to reinvest or to pay off debts. This differs from using a personal pension to provide a regular income, through a drawdown plan or annuity. Your pension provider will apply an emergency tax code, which assumes you are withdrawing the UFPLS on a monthly basis, unless it has an up-to date tax code for you.
As emergency tax codes are generally only applied the first-time people access their pension funds, one option is to make your first withdrawal a nominal amount, say £100.
You may be able to claim a rebate, either through your tax return at the end of the tax year, or HMRC if you need the rebate more quickly. If you are planning to withdraw a lump sum from your pension contact Bristol & West financial services. The Financial Conduct Authority does not regulate tax advice. Levels and bases of taxation and tax reliefs are subject to change and their value depends on individual circumstances. Tax laws can change.
For example, if you take a UFPLS of £10,000 at the start of the tax year, HMRC may assume you will take an income of £120,000 across the year from your pension and tax you accordingly. If it is a one-off withdrawal, you are likely to pay too much tax.

Bristol Slimming World Consultants are worth their weight in gold, says TV host
As Slimming World enters its 50th year, a group of Slimming World Consultants from South Bristol are celebrating half a century of success for the organisation by meeting TV personality and presenter Rylan Clark-Neal. Rylan, who shot to fame after appearing on hit show The X-Factor, co-hosted the annual Slimming World Awards with the organisation’s founder and chair Margaret Miles-Bramwell OBE. Margaret opened her first Slimming World group in 1969 and over the last 50 years the business has grown to become the UK’s leading group-based weight-management organisation, today supporting nearly 1 million slimmers. The team, who run Slimming World groups in Bristol, were delighted to get a chance to cuddle up to Rylan. FEBRUARY SEES SOME BIG SCREEN RELEASES AT CINEWORLD February might be perceived as the romance-filled month where it pays dividends to show affection to your loved ones. For cinema devotees, however, it’s all about cramming in as many big-screen releases as possible. And 2019 doesn’t disappoint here, allowing film fans to continue their love affair with the likes of Chris Pratt, Christoph Waltz, and more. Kicking us off on February 1st is How to Train Your Dragon: The Hidden World – the third and final part into Dreamworks’ beloved fantasy series. In it, Hiccup and Toothless undertake a journey to find a long-lost dragon Utopia. Fast forward five days later and audiences will get to witness a movie over 20 years in the making, as Alita: Battle Angel readies up to fend off cyborg hunters while in search of her past. Rosa Salazar plays the titular heroine who is part live-action, part motion capture, but 100% badass.
February 8th then sees everything get that little bit more awesome thanks to the return of Emmet and friends in The Lego Movie 2: The Second Part. Invaders from the planet Duplon have run amok throughout the whole of Bricksburg, leading the gang on a mission to put the pieces of it back together. Then finally on February 15th we get a modern update to the classic Arthurian legend in The Kid Who Would Be King, where an ordinary school boy must wrangle together a new round table of knights. Your Garden In February If you’re a keen gardener February is a month filled with anticipation. The first signs of life are beginning to emerge as plants shake off their winter dormancy and wildlife begins to wake. Light levels are increasing, temperatures are rising and splashes of colour are beginning to creep back into the garden. Spring is on its way and there is plenty of preparation to do.
Plant shrubs and trees February is the ideal time to plant new shrubs and trees while they are still in their dormant state. Make sure the ground is not frozen or water logged before planting. Stakes and rabbit guards should be put in place at the time of planting to prevent damage to the root ball or bark. It’s also a good idea to check ties and stakes on existing plants and replace, tighten or slacken where necessary.
Plant of the month: Camellias Why should you plant them? Welcome in the spring with Camellias-these hardy shrubs have glossy evergreen leaves and display flowers that brighten up your winter. An early riser in terms of plants waking up from the winter snooze. Camellias burst into flower in February just as the rest of the garden is starting to blink its eyes at the sunshine.
3 Essential gardening jobs for February Prune plants Prune late flowering shrubs such as fuchsia, hydrangea, buddleja and ceanothus. Using sharp secateurs, cut just above an outward pointing bud. Aim to remove about a third of the height of the shrub and try to maintain an even shape. Check other shrubs and remove any dead, diseased or damaged branches to keep the plant healthy. Try to avoid pruning early flowering shrubs until after they have flowered. Give the lawn a light mow If the weather is warm you may need to start mowing. Set the cutting height on your mower to its maximum and only mow when it’s dry. Re-cutting lawn edges will also give an instant lift to the appearance of the garden.

How should you plant them? Camellias are easy to grow and flower relliably-the most important thing is choosing the right spot. Although a hardy shrub their flower buds are susceptible to frost once they start to develop so plant in a sheltered spot and wrap with fleece when frost is forecast. Camellias like to grow in acidic soil so need planting with ericaceous compost. feed with ericaceous plant food to keep the leaves glossy and green and water well once the flower buds appear-although the flowers wont break until February. The buds will begin to develop in autumn.

The expansion of Flexology, which was launched in March 2017, has also coincided with a move into offices in Berkeley Square in Clifton, after six months in the Entrepreneurial Spark programme based in Temple Quay.
A pair of flexible employment consultants who set up in business less than two years ago have doubled staff numbers and moved into new offices after quadrupling year-on-year turnover.
The pair are highly qualified. Ms Snelson is a qualified chartered accountant with over 16 years’ experience of leading large operational and client facing teams and investment decisions across professional services, banking and other industry sectors.
Bristol-based Flexology, which is run by business partners Kristal McNamara and Shelley Snelson, saw a 402% increase in turnover between 2017 and 2018.
She said: “We are increasingly seeing more employers understanding the evidence; that flexible working attracts and retains staff as they are happier, healthier and more productive.
The company has a double specialism: consulting with businesses to develop a flexible working culture; and placing staff into flexible roles at a senior professional level.
“We have also seen an increase in repeat business from our existing clients due to our continued success working with them.
Growth has come as employers across the South West develop their mindsets regarding the changing world of work and the adoption of more flexible working practices. Kristal and Shelley now plan to double the size of their business and staff each year for the next three years. They have recently started their own recruitment drive with the employment of two key personnel. Lena Smeaton joins as senior account manager, to manage the company’s expanded client and candidate base, while Samantha Furley moves from law firm Barcan+Kirby to become Flexology’s new marketing manager.

The development of these spaces as a community asset is currently being investigated by the social enterprise Co-exist, which has managed the incredibly popular Hamilton House in Stokes Croft.
We have written before about the issues we all face in adapting to change. Our city is expanding and evolving in ways that can seem both exciting and daunting. The ambitious One City Plan drawn up by mayor Marvin Rees after consultation with many city leaders offers a positive vision of Bristol in 2050; we urge readers to look at this document on the Council website.
Co-exist aim to offer space for local artists and creative businesses to set up small workspaces. Alongside this will be event spaces which can be hired for a wide range of community activities. Like many outlying areas of Bristol, Brislington is notably lacking in large community spaces. Co-exist is eager to reach out to local organisations who can make use of the facilities on offer. Sometime in the next months there should be a launch event for this exciting initiative.

How do we get to the harmonious and prosperous future envisioned in the plan? One interesting possibility is that grappling with the problems thrown up by social inequality and austerity, imposed by the policies of the current government, may also bring positive benefits. Last month we featured the growing problem of homelessness and rough sleeping in Bristol, as in most cities in the country. It is estimated that there are around 5000 people sleeping in doorways and tents each night in Britain. In St Anne’s in Brislington the new 24 hour hostel managed by St Mungo’s in the old Council building, as part of the endeavour to help Bristol’s homeless population, offers such an opportunity. The two floors over the hostel in St Anne’s House have been offered by the Council for local community use.

Members of the Brislington Labour Party are helping the hostel along by sitting on its community liaison committee. Already some of the residents have been helped into proper accommodation. Local people have been wonderfully generous in donating things, such as a television and DVD player. The St Anne’s Co-operative store has been providing food. Where people work together wonderful things can emerge. We hope that St Anne’s House will become a focus for community events and engagement. Let us collaborate to build a better Brislington!

Super sweetcorn fritters
Ingredients
25g Plain flour 1 large egg, beaten ½ heaped tsp baking powder 165g sweetcorn, drained or defrosted 4-5 stems of chives or 1 spring onion, finely chopped 1 tbsp vegetable oil
Method
1. Place 1/3 of the sweetcorn and the rest of the
ingredients except the oil in a jug or small bowl and blend to make smooth with a stick blender .
2. Stir in the remaining sweetcorn. 3. Heat half of the oil in a large frying pan on a
medium- high heat and drop in 4-5 spoonfuls of the batter. Fry for about 1 ½ minutes until golden on the underside, then carefully turn and cook for approximately a further 1 ½ minutes.
4. Drain briefly on kitchen paper before serving.
Repeat with the remaining batter, adding the extra oil. Makes 10-14.
Serving suggestions and adaptations: • •
Add ¼ tsp chilli flakes for a bit of heat!

Add 1/8- ¼ tsp salt for adults
Replace the sweetcorn with peas. Crumble in feta, add a few chopped mint or basil leaves. Serve with a sweet chilli dip or a yogurt and chive dip

Use 85g sweetcorn with 85g diced halloumi for extra protein

Add a few fresh chopped mint leaves to pea fritters
•
Freeze for up to two months in an airtight container.

Roadworks do Blossom like the Daffodils in Spring in Bristol
On a bright crisp Monday in mid-January, when many were still feeling the after-effects of the Christmas break, many commuters coming into Bristol from the west experienced a shock; not, sadly, an unfamiliar one, but still unexpected and unwelcome. The first hint was hitting a queue of virtually stationary traffic on the A4 in Hotwells, then proceeding slowly to Jacob’s Wells roundabout; the second hint was seeing the dreaded red cones; then realising that Anchor Road, a major route into an out of the City Centre is subject to major roadworks – Nooooo! First New Year’s Resolution; add at least ½ an hour to your journey into and out of the City Centre. Second New Year’s Resolution; Avoid Anchor Road Ahh, you may think, “I am local, a Bristolian, I know the back roads”, so you divert left, up Jacob’s Wells Road, but so many others have had the same idea, that traffic is queued from the Triangle down to the roundabout, but hey, you are resilient and cunning; “I’ll go behind City Hall, up Trenchard Street” and so you do. But, dear local driver, you have underestimated the cunning of Bristol Highways Dept; Trenchard St is blocked off before it meets Colston St, so your alternative routes are pretty effectively stymied.
“Right, tomorrow, I’ll turn off before the swing bridge and go through Cumberland Road to Commercial Road, to get to the centre that way”; but cometh the morrow, Commercial Road leads into Clarence Road that is also closed off near Somerset St. You are stuck in a tailback due to roadworks again. And then you remember that you always try to avoid the horrific congestion to Temple Gate in front of Temple Meads Station that is due to finish in “Autumn 2019” – allegedly. Always supposing that you turn around and join the queuing traffic of York Road. This is Bristol as Winter melts into Spring 2019. Every road that is an alternative to the major roadworks on Anchor Road also has road –or –building works blocking the road. So take our advice and avoid the area at least until May when they are scheduled to finish - allegedly. But, dear Bristol Citizen, never under-estimate the cunning of Bristol’s Highways Dept to make absolutely sure you arrive at work or at your appointment late, however much time you allow for your journey.
