Vandalism ruins South Bristol charity installation
Sadly this is just the latest but most severe act of vandalism within the reserve. Information boards are regularly graffitied and fencing around the pond routinely smashed, on top of persistent littering. About the owl The sculpture was installed after winning funding from the Tesco Bags of Help charitable scheme. Funding was awarded to the Friends Group of the reserve to have the owl created and installed, representing the beauty of the many and varied species of wildlife within this unique reserve. Many readers will have voted for this project in Tesco stores throughout South Bristol last September and October. This is a tragedy for all who supported this project, and enjoyed the beautiful sculpture that had become a landmark within this oasis of nature within the residential surrounds of Knowle and Brislington.
Charity-funded sculpture in local nature reserve sabotaged in mindless attack. What happened The much-loved, hand-carved wooden owl sculpture that had only recently been installed in Callington Road’s Local Nature Reserve has been badly damaged by vandals. The sculpture of a barn owl, measuring over 6 feet in height and made of solid oak, was ripped from its foundation and dumped in the wildlife pond on Thursday night. This was no small undertaking – the owl was fixed in place by steel rods sunk into reinforced concrete. The perpetrators also had to smash sections of the pond perimeter fence to be able to throw it in. On Friday morning, the ransacked owl cut a very sad figure, half submerged in the pond weed. Until last week it had sat proudly in the centre of the reserve, quietly watching over the wildlife, and the many dog walkers and families who enjoy the tranquillity of a nature reserve within the heart of their south Bristol community.
Action Local residents have been outraged by what has happened. The Friends Group have launched a fundraiser to repair the owl and have him reinstated. Readers can help bring him back to his former glory, and make him safe for all of us to enjoy, once again. www.justgiving.com/crowdfunding/friendsgroup-callingtonroadlocalnaturereserve Police are investigating this crime and so anyone with any information is being asked to call the non-emergency police line 101 and quote crime reference number 5219127674. About the Reserve Callington Road Local Nature Reserve sits between Knowle and Brislington, and is a hidden gem of nature within an otherwise busy residential area. The reserve is home to many diverse species of animals, trees and wildflowers, with foxes, newts, slow worms, deer and of course owls, a regular sight. It is open to members of the public to enjoy with a maintained footpath and wildlife pond. The Friends of Callington Road Local Nature Reserve is a group of local volunteers who work hard to ensure it remains a protected reserve. Your Garden In July
Fling the doors open to the garden and head outside! Summer is here and what better way to spend your free time than being outside and enjoying your beautiful flower filled garden. Keep plants looking good by regularly deadheading and you’ll enjoy a longer display of bloom. Make sure you keep new plants well hydrated to get them through those long, hot days and hoe off those pesky weeds, which can thrive in the sunshine. Although this still can be a busy time in the garden, don’t forget to find the time to sit back and relax so that you can enjoy all the hard work you’ve put in to achieve your beautiful display.
The essential gardening jobs for July FEED, WEED, AND DEADHEAD Adding a liquid feed to your weekly watering regime will give a much needed boost to hanging baskets, container and borders helping them to produce more flowers and, in some cases encouraging a second flourish of flowers late in the season. Bedding plants, roses and many other perennials will also benefit from regular deadheading.
With Hanging baskets a bit of common sense goes a long way. Try lifting a container or basket. Does if feel light or under watered? How does the compost look? Is it pale and shrunken away from the sides? Dig into the compost with your fingers. Does it feel dry? It should be moist but not dripping wet. During prolonged dry spells, water at least once a day.

SPEND SOME LAZY HOURS IN THE GARDEN
How should you plant them? Plant in full sun, with very well drained soil, and water well when it’s dry. Trim in the spring to maintain shape and deadhead once the flowers start to fade.
A member of the sage family. Salvias are diverse group of plants ranging from annuals to herbaceous perennials and herbs Why should you plant them? With flowers that are popular with wildlife, they not only deliver colour and fragrance but are also great at attracting bees and butterflies. Salvias are long flowering with the potential to put on a great show from June through much of the summer and in to autumn.
This will prolong the flowering period making the garden more attractive and will also prevent the plants from putting their energy in to seed heads. Simply pinch off the fading flowers, or for tougher branches use secateurs. Don’t forget to keep weeds down they steal vital moisture and nutrients. Kill them by regularly hoeing borders and vegetable patches. Larger weeds should be dug out or pulled up by hand.

Recipe: Rice and mixed bean salad Serves 4 Ready in 25 minutes Ingredients: 250g dried basmati and wild rice 400g can mixed beans, drained and rinsed 400g can chickpeas, drained and rinsed 8 spring onions, finely sliced 2 tomatoes, roughly chopped 1 red chilli, deseeded and finely chopped Large handful of fresh coriander, finely chopped Juice of 2 large lemons, plus wedges to serve 100g reduced-fat feta Method Cook the rice according to the packet instructions, adding the mixed beans and chickpeas for the final 2 minutes. Drain and transfer to a large bowl. Add the spring onions, tomatoes, chilli and coriander and stir well. Drizzle the lemon juice, crumble over the feta and season to taste. Cool, cover and chill until you’re ready to eat. Serve with lemon wedges.

Caught by the pension tax trap?

Those looking to cash in part, or all, of their personal pension need to check they don’t pay too much tax.
The emergency tax code is still applied, but this triggers HMRC to adjust your tax code and send an updated version to your pension provider. Once the new code has been issued, any further, larger withdrawals are taxed correctly.
Pension freedom rules allow anyone aged 55 or over to access their personal pension funds, there are complex rules on how withdrawals are taxed. Problems can occur if you take a one-off lump sum – an ‘uncrystallised fund pension lump sum withdrawal’ (UFPLS) – perhaps to reinvest or to pay off debts. This differs from using a personal pension to provide a regular income, through a drawdown plan or annuity. Your pension provider will apply an emergency tax code, which assumes you are withdrawing the UFPLS on a monthly basis, unless it has an up-to date tax code for you. For example, if you take a UFPLS of £10,000 at the start of the tax year, HMRC may assume you will take an income of £120,000 across the year from your pension and tax you accordingly. If it is a one-off withdrawal, you are likely to pay too much tax.
As emergency tax codes are generally only applied the first-time people access their pension funds, one option is to make your first withdrawal a nominal amount, say £100.
You may be able to claim a rebate, either through your tax return at the end of the tax year, or HMRC if you need the rebate more quickly. Councillors Surgery Its July already and the summer solstice was a warm one , but it has not been very warm lately, which may be good news (or not?) for a local Company called Bristol Energy.
Who is Bristol Energy I hear some of you ask? Well as Bristol taxpayers you should know, Bristol Energy is a company that was set up by Bristol City Council to sell electricity and gas to the Bristol public and beyond. But you guessed it, since its creation in 2015 it has lost money; recently the Labour Mayor and his cabinet decided to inject another £8 million pounds into this ailing energy company and appoint a new boss with a salary of £150k (no Labour austerity there then!). So why are Bristol City Council involved in a venture that already has a lot of very big players in it, EON, British Gas and SSE as well as some new very big entrants such as the oil company Shell. The answer lies in the lack of government grant that all local authorities now receive from central government. In simple terms there are only 3 main ways that local councils like Bristol can raise money to spend on services, the first is taxation, the second is fees and charges and the third is through making investments. Before the 2008 world banking crisis, local councils received a grant from central government which was topped up by the council tax we all pay locally. But since then the grant has been dramatically cut by the government as it tries to reduce the massive national financial deficit, a report by the national audit has revealed that Bristol has received over a third less in government grant in recent years. This has produced a massive hole in the council’s finances and has led to steep council tax rises and of course cuts to services to balance the books. The second way of raising revenue is through fees and charges and the can cover anything from car parking charges to dock mooring fees. The final part of the jigsaw is to invest in projects or business ventures in the hope of realizing a return (ie; profit) to put back into council services.

The traditional way of investing was in property, Bristol for example brought property in Portishead High Street, amongst other places to garner a return for the Bristol taxpayers. A lot of councils are buying out of town retail parks as part of their investment strategy, which to me in the current retail climate seems a very big gamble. Bristol on the other hand decided to invest in creating Bristol Energy, I suspect that at the start it may have seemed an attractive proposition to create a new energy provider on the back of Bristol being declared European Green Capital. Sadly, the experience has not been a good one, instead of providing the strapped cash council with a much needed income stream it has instead become a major drain on its resources. So where do you go from here?
Do we pulled the plug on Bristol Energy? Do we seek a buyer for it? Or do we as taxpayers keep investing in it in the hope that it comes right in the end? Who knows, certainly the majority of councillors do not, because as with most things under this Mayoral system we are kept in the dark (who turned those lights out?). In the old days a council committee would have received a report, which members from all parties would have seen and they would have looked at the options. The system was not prefect but at least there was better accountability, under the current system, failure and poor management can be hidden from public view, under the guise of ‘commercial sensitivity.’ In my view two things need to happen, firstly the Government must provide local councils with a better grant settlement as services across the country are at breaking point. Secondly, the Mayor and his Labour colleagues should have an honest and open discussion with opposition councillors on the way forward for Bristol Energy. It will be interesting to see which of those two things happens first.

We all know that getting around Bristol can be a nightmare. Any unusual incident (a popular concert at Ashton Gate Stadium, an annual festival, new roadworks, an accident), can cause a snarl-up of traffic and queues which can double or triple journey time. Moreover, as many of our constituents report, asthma and other respiratory problems increase as we are constantly exposed to fumes building up from idling car engines. So how can we combat the congestion and pollution we all deplore in our city? A better, affordable, more reliable public transport system has to be the answer. On Sunday 9 June 2019, Harriet attended a lively event organised by the Friends of Suburban Bristol Railways (FOSBR), which had been organised to launch a petition to make the service to Avonmouth run more frequently. The Bishopston Ukele band played train-themed songs (Runaway Train, Chattanooga Choo-choo) and much fun was had by all. But the message was deadly serious – we must invest in public transport and hold it as one of our highest priorities. The new infrastructure plan of the West of England Combined Authorities (WECA) includes developing rail links across the region, such as the Portishead Line, and the adding in of closed stations such as that in St Anne’s. Bus services also fall into the remit of WECA.

We know South Bristol and especially Brislington and St Anne’s are not very well served by bus services. The current model employed by the private companies such as First Bus calls for each route to be economically self-sustaining which does not serve the needs of our communities throughout the city. Only a publicly owned bus service will allow the principle of cross-subsidising and ensure that every resident can access public transport. The recent declaration by the First group that it is selling off its bus services opens up the chance of restoring them to public control - and more buses along more routes. Labour has recently announced its plans for a Green New Deal which we as councillors are signed up to. If you share the vision of frequent buses and trains powered by biofuels and clean sources of electricity, please consider writing to your MP and to the Metro Mayor, Tim Bowles, demanding swift action on public transport. Is My Will Valid? Clients often ask: ‘How do I know if my Will is valid?’; ‘How long does my Will stay valid for?’ and; ‘Can I make any changes to my Will?’ This article will address these questions as well as some rumours that have done the rounds regarding the validity of Wills. ‘How do I know my Will is valid?’ As soon as your Will has been signed correctly it becomes a valid legal document. You must also have two witnesses present with you as you sign the Will. Your witnesses can be anybody you like, but they cannot be beneficiaries or be married to or is a civil partner of a beneficiary otherwise they would not be entitled to gain anything from the estate. ‘How long does my Will stay valid for?’ We have heard reports of people in certain professions such as teachers being contacted to tell them that the law has changed thus invalidating their Will. Another rumour is that after 3 years have passed a Will is no longer valid, however this is simply not the case as there are no time limits placed on Wills. Once it is signed it becomes a valid legal document and will stand until you either write a new one or destroy it. It is worth bearing in mind that marriage revokes a Will unless the Will says otherwise.
Can I make any changes to my Will?’ It is advisable to review and update your Will periodically, usually every 3-5 years, especially if there are any changes in your personal circumstances such as marriage/divorce or the birth of any children/ grand children that you’d like to provide for. If you think your Will needs changing or updating in any way, we strongly advise against making any amendments yourself. Please do not write on, or pin/ clip anything to your Will as this can often lead to questions around your intentions and may also not be legally valid. It may also lead someone to believe your Will has been tampered with which could bring about a claim on your estate after you have passed potentially causing a lot of heartache for your family and unnecessary expense. If you need to make any changes, small additions can be made by way of a codicil however it’s advisable to instead have an entirely new Will written to avoid any uncertainty. I offer a completely free Will review, which will tell you whether changes are indeed necessary and if so, how best to make them. Ingredients 1 pack ready rolled all butter puff pastry 2 tbsp Sundried tomato paste/ pesto Couple of handfuls of cherry tomatoes ¼ tsp dried oregano/ basil 200g feta, crumbled Egg wash
Method Preheat oven to 220C/ fan200C. Divide the pastry into 6 even pieces. Place the pastry on a lined baking tray. Make an incision 1/2 cm from the edge of the pastry. Spoon 1 tsp of the paste/ pesto onto each of the tarts and smooth out over the pastry. Slice the tomatoes in half across the equator and place seed side up on the pastry Divide the feta on the pastry and sprinkle with the herbs. Brush the edges of the pastry with egg wash. Bake for around 20 minutes in the top third of the oven until pastry is golden and puffed up at the edges. Enjoy whilst warm with a side salad.

The “Registered Office” This may seem like a dry and mundane subject but how many people use their home as their registered office? It is convenient – granted, but it has risks.
