Welcome to the final edition of 2020!!

What can I say normally we can’t wait for the Christmas celebrations to start for all of the right reason of course, booze, gifts and family gatherings. But this year I think we all just want the year to end. As it’s a year from hell for some local businesses and families that have lost loved ones due to coronavirus or other life threatening illnesses. As for which tiers we will all be put in on the 2rd December it’s a gamble really as the R rate seems to be going down slowly in all the local regions we may only end up tier 1 or 2. Let hope so as I do not think the hospitality sector can take may more blows. Especially if they have to close over the Christmas break. On a happier note It looks like we will get some family gathering in over the festive season as the Government have given us 5 days to meet up with family. So here we go then! I hope everyone has a very merry Christmas and a very happy new year and I will see you on the other side. Here’s to 2021...

Developers becomes first major national housebuilder to have its science- based carbon reduction targets approved Barratt will also cut its indirect carbon emissions (those coming from its homes and from its supply chain) by 24% per square metre by 2030. Building lower carbon homes and using more sustainable materials will be a key part of achieving this target.

Barratt Developments, which is currently building more than 8,000 much needed new homes across the South West, has become the first major national housebuilder to have its science-based carbon emissions targets officially approved. The company, which owns Barratt and David Wilson Homes, took the lead for the housebuilding industry back in February, announcing its commitment to reduce direct carbon emissions by 29% by 2025 and to achieve net zero greenhouse gas emissions in its own operations by 2040.

In June, Barratt announced that it will achieve net zero greenhouse gas emissions in its own operations by 2040 - becoming the first major housebuilder to make this commitment. It will also deliver new zero carbon standard house types from 2030 and ensure that 100% of the electricity that it purchases will be renewable by 2025.

These targets have now been approved by the steering committee of the Science Based Targets Initiative (SBTi). The SBTi commended Barratt on its ambitious 1.5°C-aligned target, currently the most ambitious designation available through the SBTi process. The housebuilder will reduce its direct carbon emissions from its business operations (its offices and building sites) by 29% by 2025. To achieve these ambitious targets on site, Barratt will cut its direct emissions by first focusing on reducing diesel use in generators, vehicles and plant machinery.

Ian Menham, West regional director for Barratt Developments, which is currently building 36 new communities across the South West said: "We are proud to be building 8,000 new homes across the South West and are committed to playing our part in the UK's green recovery, so we're delighted that our science-based targets have been approved. We believe every business needs to take responsibility to tackle climate change and we will continue to work with all our stakeholders to safeguard the environment."

Bristol residents are being urged to share their views on council tax as part of the council’s annual budget setting for the next financial year. All local authorities must legally consult with residents about proposed changes to the budget which pays for essential services in the city. The COVID-19 pandemic has seen many more people needing council support, which has impacted the organisations finances. This includes help with council tax, business rates, business grants, providing food packages to people in need, food vouchers to children, and emergency accommodation and homelessness. Bristol City Council aims to avoid cutting any essential services however council tax may need to increase by a small amount to ensure these can continue to run.

“COVID-19 has touched everyone’s lives and this had led to a huge increase in people needing support from the council. For those that can afford to pay council tax, it is really important you continue to, and for those that can’t, we will help you. “I urge people to give their views on this consultation so we can balance the impact of any increase in council tax alongside the need to run services which are essential to residents.”

Options to increase council tax from April 2021 range from making no change at all to making a 3% increase to cover the cost of general council services such as supporting the elderly, education, children’s services, waste collection and recycling, street lighting, parks, road maintenance, libraries and homelessness. For most households an increase of 3% would mean between £35 and £41 per Cllr Craig Cheney, Deputy Mayor for Finance, year. There is also a further option of an addiGovernance, Performance and Culture, said: tional 2% which would go towards the cost of “We know this is a difficult time for many adult social care. GENERATION RENT TO BECOME GENERATION BUY

Most of us at some point had (or have) ambitions of owning are own home. It’s common knowledge that today first time buyers are finding it increasingly difficult to get onto the property ladder. This is arguably caused by several reasons, but most significantly due to the increasing gap between the average salary compared to the average house price. According to ‘ ThisIsMoney.co.uk’ over the space of a decade the average house price went up by £100,000 whereas the average salary only went up by £6,400. Taking into consideration that lenders will calculate your borrowing by around 4.5 x annual salary, this leaves a borrowing short fall of £71,200. With this in mind, Boris Johnson’s announcement last month has caused a combination of excitement and speculation around what help first time buyers are to expect in the future. Boris stated he wants to turn generation rent into generation buy. He has given us little more than this slogan to go on however, what we do know is that the existing ‘Help to Buy’ (HTB) scheme is due to come to an end.

10

There are some significant changes between now and March 2021 to bare in mind if you or someone you know is looking to utilise the scheme before it ends.

From March 2021 the HTB Scheme will only be available to first time buyers, this means those interested in HTB and are not first-time buyers will need to have their ‘Property Information Form’ submitted by the 15th December 2020. A new scheme will be available from April 2021 Those looking to use the new scheme must complete a new HTB application form to be eligible for the new HTB scheme the purchase price must be under £349,000 (for the South West of England). Westerleigh Crematorium Supports Local Charities

Westerleigh Crematorium, near Bristol, is giving six local charities a total of £17,000 in donations, which it raised as part of its metal recycling scheme.

Luke said: “We have supported Children’s Hospice South West for many years with money from our metal recycling scheme, and staff were keen to continue this support.

With the consent of families, metals recovered during cremation are recycled and any money raised at each of the 34 crematoria and cemeteries nationwide operated by Westerleigh Group is used to support local worthy causes.

“This is third year we have supported the local branch of the Teenage Cancer Trust, and the second year we have supported the local branch of Bristol MIND.

Westerleigh Crematorium site manager Luke Dinsdale said: “All the charities were selected via a voting process involving all our staff, and the money was allocated based on votes. “All these organisations do such incredible work trying to enhance and make a positive difference to the lives of people in our local community who need some extra support, and it’s an honour to be able to provide them with some financial help.” Teenage Cancer Trust (South West) is receiving £3,500; Macmillan Cancer Support, Children’s Hospice South West, and Bristol MIND are reach receiving £3,000; Great Western Air Ambulance is receiving £2,500 and Avon & Somerset Search & Rescue is receiving £2,000.

12

“It is our second year of supporting Avon & Somerset Search & Rescue, which we have a personal connection to, as a member of our team, Steve Britton, volunteers in his freetime with this charity. “This is the first year we have voted for the Great Western Air Ambulance to receive a portion of the metal money, after it was suggested by a team member. “We have always supported the Macmillan Cancer Support coffee morning in the Willow Tree Café every September, which is always a popular event. “We particularly wanted to offer support this year because the Covid-19-enforced restrictions on hospitality venues would have meant that their coffee morning income was significantly reduced this year.”

Your Garden In December Most gardeners tend to think that everything the garden is dormant in December. While this does tend to be the case there are still crops, plants and wildlife to protect from any winter frosts. The lawn will need to be kept clear of any remaining leaves and patio containers will need raising to avoid them sitting in the wet. The beginning of the month, however, will probably be dedicated to decorating the Christmas tree. For many people this is an essential part of their festive traditions and there’s nothing quite like a real Christmas tree to decorate a room and fill the home with that nostalgic seasonal aroma...

Choosing a Christmas tree

Potted/pot Grown Trees

Most people buy cut Christmas trees, but it is possible to buy ‘potted’ or ‘pot grown’ trees. If you want to keep your tree after Christmas to pot on or plant in the garden always ask for a pot-grown tree. Potted Christmas trees have usually been grown in the ground and then dug up and potted with a few roots. They generally won’t last much longer than a well cared for cut tree, and usually won’t establish in the garden afterwards. Pot grown trees have been grown in the pot and so many are more likely to be successful for growing on from year to year.

Leading house builder steps in to help protect Thornbury Town FC A leading house builder has stepped in to help protect and develop Thornbury Town Football Club, which has faced a significant loss of income due to the Covid pandemic and is forced to put training sessions on hold once more. Barratt Homes and David Wilson Homes, which are delivering hundreds of much-needed new homes at nearby Park Farm in Thornbury, have donated ÂŁ500 to the volunteer-run club's recent crowdfunding campaign to help cover running costs and to set up a new, dedicated programme called Wildcats for girls aged 6 - 11 at the local sports centre once children's outdoor sports activities can resume. Thornbury Town FC runs 18 teams for adults and children in Thornbury and South Gloucestershire, including 4 adult teams and junior teams for girls and boys from 6yrs to under 18s. Since March, the football club has seen its income drop to close to zero due to the loss of all matchday revenue, gate money and bar takings and the cancellation of several major fundraising events.

18

Barratt Homes and David Wilson Homes have made the donation as part of their long-standing commitment to supporting local communities where they are building new homes and facilities. Park Farm is a new development in Thornbury made up of a range of 1, 2, 3, 4 and 5 bedroom homes. Once complete, there will be a primary school, nursery, health centre and local shops as well as 32 acres of open space and sports pitches. With the club's first ÂŁ10,000 target to help cover running costs recently reached, this additional donation from Barratt Homes and David Wilson Homes will help the club to take forward other ambitious improvement plans including acquiring a new 50 seater stand and extending the clubhouse which is required for Thornbury Town FC to be accepted for promotion to the next level. These renovations will increase capacity for spectators, which will be particularly important to allow social distancing, and improve the matchday experience for all players and spectators now that the club has been able to restart training sessions.

Graham Smith, from Thornbury Town FC said:

Louise Ware, sales director at David Wilson Homes added:

"We are very grateful to Barratt Homes and David Wilson Homes for their generous donation to the club. The impact of the pandemic meant we were set to struggle to cover running costs for the club, let alone begin the important renovations we had planned and our new programmes. We are looking forward to welcoming spectators back to Mundy Playing Fields matches after this next lockdown, and with social distancing, so we are keen to get to work on improving out spectator facilities and the clubhouse - which is crucial to meeting the Ground Grading terms for promotion."

"Sports clubs like Thornbury FC are a hugely important part of the fabric of a community, which we are committed to supporting and developing where we are building much-needed new homes. Park Farm offers a broad range of new homes to suit all requirements and we're delighted to be able to support and protect the fantastic football club on its doorstep."

Andrea Pilgrim, sales director at Barratt Homes Bristol commented: "At Barratt we are passionate about supporting our local communities. Having supported Thornbury Town FC before, we know how hard they work to bring football to as many people as possible, and it's exciting to hear about their new programme for girls. When we saw just how much the Covid pandemic had affected the club we were happy to help."

Barratt Bristol and David Wilson Homes' community fund donates ÂŁ1,000 a month to local causes in the communities where it is building homes. Support earlier this summer included donations to local foodbanks which have experienced unprecedented demand due to lockdown and the Covid pandemic. £98m boost to economy in Bristol, Somerset and Gloucestershire Leading housebuilder Barratt Developments - which owns both Barratt Homes and David Wilson Homes - has delivered a £98 million boost to the local economy in Bristol, Somerset, Gloucestershire and the surrounding area over the past year. During that period, the group built 590 new homes, including 157 affordable, and supported 1,530 jobs in the area. The company's construction work has also supported 520 supplier and sub-contractor businesses and provided 18 places for graduates, trainees and apprentices. Barratt and David Wilson Homes spent £22m on physical works which benefit local communities including highway and environmental improvements, affordable homes and community facilities and created 8.5 hectares of green space including public open space and private gardens. The five star housebuilder has contributed an additional £2.7m to help build new local facilities and infrastructure in and around its new developments through the Section 106 contributions and the Community Infrastructure Levy (CIL). As part of Barratt Developments' commitment to protecting the environment, 93% of construction waste has been diverted from landfill.

24

The housebuilder's work has generated £34m in tax to support local and national public services, whilst local shops and services saw a £9.9m boost in spending from residents of new homes, in turn supporting 100 retail and service-related jobs. The achievements are documented in Barratt Development's latest Social Economic Footprint report which measures the housebuilder's social and economic contribution over the past year. The report includes measures relating to the company's support for the housebuilding supply chain, local communities, environment, public services and employment. Ian Menham, West regional director for Barratt Developments said: "House building has the potential to positively impact many aspects of our society and economy and at Barratt and David Wilson Homes, we are committed to playing our part, particularly when the local area is facing such challenges due to the Covid pandemic. "We are pleased to be able to continue our work during the current lockdown, helping to provide homes to meet known demand, keep the economy moving and create and support jobs. We are also generating economic value for the local area and wider country, building stronger communities and helping to safeguard the environment."

DEBT RESPITE SCHEME AIMED AT HELPING moratorium on taking action, and fees, INDIVIDUALS IN DEBT This penalties and interest, can come at any stage A new Government scheme which aims to help people experiencing difficulties with debt is due to come into force in May 2021.

The Debt Respite Scheme (Breathing Space Moratorium and Mental Health Crisis Moratorium) gives individuals who are experiencing difficulties with debt, and who actively seek advice from a professional debt advisor, access to a 60day breathing space from the effect of the debts they have incurred. On eligible debt, under the regulations, creditors will be prevented from applying fees, penalties, charges and interest on arrears. Creditors will also be required to suspend action to recover the arrears for the 60-day period. The regulations also provide the same protection to individuals who are receiving mental health crisis treatment.

Philip continued: “The onus is on the creditor to advise the court or tribunal of the moratorium and the court or tribunal must take the appropriate measures to ensure the claim does not progress thereafter.

“There is much to think about for creditors affected by the regulations. There will be a lot to prepare so that measures are implemented to ensure compliance. The impact on creditors will depend on the nature of their business and their ability to absorb delays in receiving payment.
