Welcome to the third annual business publication of the GibraltarIsrael Chamber of Commerce! The past year has been thriving with activity and the Chamber has been enjoying an incredible momentum. We had the pleasure of taking the first ever delegation in history from Gibraltar to Israel who got firsthand experience of what the “Innovation Nation” is all about, and was greeted by the deputy-speaker of the Israeli Parliament (Knesset) live during a parliamentary session. In fact the delegation was so successful, that we took a second delegation from Gibraltar to Israel just 6 months later! With Brexit around the corner, local businesses are increasingly interested in exploring business opportunities further afield, and Israel is perceived as a good target market for new business. Indeed, the results of strengthening the Gibraltar-Israel business are already evident on the Rock, with an influx of companies from Israel be it in Fintech, Green Energy, Software, Online Gaming, and Smart City solutions. We are also seeing interest in Gibraltar, coming through our network of Chambers from all corners of the world, as far as places like El Salvador, South Korea, Canada, Australia, and South Africa. In addition, Gibrael often plays an important consultancy role on matters of national affairs, from increasing tourism to Gibraltar to growing the local startup ecosystem and much more. More delegations are planned for the coming year (including from Israel to Gibraltar) and Gibrael Chamber is working on a number of initiatives that will further strengthen Israel’s relations with Gibraltar on both business, cultural and administrative levels. Above all, Gibrael continues to serve as the first port of call for any Israeli entity thinking of doing business in Gibraltar and vice versa. Wherever you are, our doors are always open for you!

The number of jobs in our economy reached a record high of 27,073 in October 2016, representing an increase of 3.6% compared to the previous year, most of these in the private sector and in the gaming sector in particular. Financial services and online gaming are growing faster than it has for some time and that, despite the result of the Brexit referendum. So, Gibraltar continues to be an attractive prospect for private developers and we continue working with a number of international developers and contractors on new projects. The year has seen us working closer than ever and in a very productive spirit with the UK Government. Support for Gibraltar is solid, right across Parliament and with the British public. We are working with UK to ensure that we are part of the global trading opportunities going ahead and we are consolidating and working to expand our allimportant trading partnership with the UK itself. All this is building on our well-deserved recognition for being at the frontline of robust regulation, a strong professional jurisdiction steeped in the traditions of British law and warm and welcoming as a people.

‫גיברלטר‪ :‬רקע כללי‬ ‫גיברלטר‪ :‬רקע כללי‬ ‫גיברלטר ממוקמת בקצה הדרומי ביותר של חצי האי‪-‬האיברי‪ ,‬בחלקה הדרומי של ספרד‪.‬‬ ‫בנקודה זו נפגשים האוקיינוס האטלנטי והים התיכון (מייצר גיברלטר)‪ ,‬וכן יבשת אירופה‬ ‫קרובה ביותר ליבשת אפריקה‪ ,‬הממוקמת כ‪ 16-‬קילומטר מצידו הדרומי של המיצר‪ .‬צוק‬ ‫גיברלטר המפורסם‪ ,‬מזדקר לגובה ש ל ‪ 426‬מטר וכיום הינו מושבה בריטית שוקקת חיים ו�פ‬ ‫עילות עסקית‪ .‬גיברלטר משתרעת על פני שטח של כ‪ 6-‬קמ"ר ואוכלוסייתה מונה כ‪ 32-‬אלף‬ ‫תושבים בלבד‪ .‬נתונים אלו ממקמים את גיברלטר ברשימת הטריטוריות הקטנות בעולם‪,‬‬ ‫אך אל תתנו לגודל (או יותר נכון ל"קוטן") לבלבל אתכם‪ ,‬כפי שאתם יודעים‪ ,‬דברים טובים‬ ‫באים באריזות קטנות‪...‬‬ ‫קצת היסטוריה‬ ‫גיברלטר נוצרה לפני כ‪ 200-‬מליון שנים בערך‪ ,‬כתוצאה מהתנתקות יבשת אפריקה מיבשת‬ ‫אירופה‪ .‬על פי המיתולוגיה היוונית‪ ,‬צוק גיברלטר נוצר על ידי הרקולס והיא אחת משני עמודי‬ ‫הרקולס הידועים‪ .‬בגיברלטר התיישבו לראשונה ניאנדרטלים (האדם הקדמון) לפני כ‪50,000-‬‬ ‫שנים‪ ,‬וכנראה מקום זה היה מנקודות ההתיישבות הניאנדרטליות האחרונות בעולם טרם‬ ‫נעלמו לפני כ‪ 24,000-‬שנים‪.‬‬

‫מצד אחד‪ ,‬ומצד שני רצון העז להיות בריטים‪ ,‬חיזקו מאוד את הלאומיות והאחדות של‬ ‫הגיברלטרים וכיום נאמנותם למלכת אנגליה חזקה יותר משל אזרחי בריטניה עצמה‪.‬‬ ‫ממשל ושלטון‬ ‫גיברלטר הינה עצמאית כמעט בכל התחומים למעט יחסי חוץ ובטחון אשר להם עדיין‬ ‫אחראית בריטניה‪ .‬לגיברלטר יש ממשלה משלה עם ראש ממשלה (‪)Chief Minister‬‬ ‫וחברי פרלמנט הנבחרים בבחירות דמוקרטיות על ידי המקומיים אחת לארבע שנים‪ .‬כמו‬ ‫כן ישנו גם מושל (‪ )Governor‬הממונה ישירות על ידי בית המלוכה האנגלי‪ ,‬והוא מטפל‬ ‫בנושאים הקשורים ליחסי החוץ והבטחון‪ .‬מערכת המשפט בגיברלטר מבוססת על החוק‬ ‫האנגלי‪ ,‬עם מספר התאמות מקומיות‪ ,‬ובגיברלטר קיימים בתי משפט‪.‬‬ ‫איך מגיעים?‬ ‫גיברלטר היא לא אי אלא חצי‪-‬אי ומחוברת יבשתית לספרד השכנה‪ .‬בטיסה ניתן להגיע‬ ‫ישירות לשדה התעופה של גיברלטר דרך לונדון ומנצ'סטר או לחלופין לנחות בשדה‬ ‫התעופה של מלאגה שבספרד ומשם לשכור רכב או לקחת מונית ולנסוע כשעה ורבע‬ ‫עד לגיברלטר‪.‬‬

‫במהלך ההסטוריה המודרנית היתה גיברלטר מקום שהיה מושא להערצה ואחד מהמקומות‬ ‫המבוצרים ביותר ושבעי המלחמה באירופה‪ .‬מיקומה של גיברלטר במקום בו נפגשים הים‬ ‫התיכון והאוקיאנוס האטלנטי‪ ,‬העניק לה חשיבות יוצאת דופן בהיסטוריה של אירופה‪ ,‬והעיר‬ ‫המבוצרת הנמצאת בה‪ ,‬שהוקמה בימי הביניים‪ ,‬אירחה חילות של ממלכות ומדינות רבות‬ ‫וסבלה מקרבות ומצורים רבים במהלך הדורות‪ .‬הפניקים‪ ,‬המורים‪ ,‬הרומאים‪ ,‬היוונים‪ ,‬והמוש‬ ‫סלמים‪ ,‬כבשו ושלטו בגיברלטר בתקופות שונות‪.‬‬ ‫הבריטים כבשו את גיברלטר מהספרדים בשנת ‪ 1704‬ולאחר קרבות נוספים מלך ספרד‬ ‫חתם בשנת ‪ 1713‬על הסכם בו הוא נכנע ומוסר את גיברלטר לידי בריטניה‪ .‬למרות הסכם‬ ‫זה‪ ,‬הספרדים המשיכו לראות בגיברלטר שטח כבוש השייך להם ובמהלך ההיסטוריה היו לא‬ ‫פחות מ‪ 13-‬מצורים על גיברלטר‪ ,‬אך הספרדים לעולם לא הצליחו להביס את צבא בריטניה‪.‬‬ ‫אפשר לומר שמצור נוסף על גיברלטר אף התרחש במאה ה‪ 20-‬כאשר הדיקטטור הספרדי‬ ‫הגנרל פרנקו (אשר תמך בהיטלר במלחמת העולם ה‪ )2-‬החליט לסגור את מעבר הגבול בין‬ ‫גיברלטר לספרד בשנ ת ‪ 1967‬כמחאה על ביקור מלכת אנגליה בגיברלטר‪ .‬הגבול בין המד�י‬ ‫נות נשאר סגור למשך ‪ 19‬שנה (!) ורק בשנת ‪ 1986‬כאשר הצטרפה ספרד לאיחוד האירופי‬ ‫היא נאלצה לפתוח את הגבול כחלק ממדיניות חופש התנועה במדינות האיחוד‪.‬‬ ‫במרוצת השנים היו גם נסיונות של ממשלת ספרד לשכנע את אזרחי גיברלטר להפוך לספש‬ ‫רדים‪ ,‬אך בשני משאלי עם שנערכו בנושא זה בגיברלטר (האחרון בשנת ‪ )2002‬הגיברלטרים‬ ‫החליטו ברוב מוחץ של ‪ 99.8%‬להשאר תחת השלטון הבריטי‪ .‬העויינות של ממשלת ספרד‬ ‫‪10‬‬

‫המדינות‪ .‬כלכלת גיברלטר תלויה בחופש התנועה עם ספרד‪ .‬האבטלה בגיברלטר‬ ‫היא כמעט אפסית (פחות מחצי אחוז) ומדי יום נכנסים לגיברלטר מעל ‪12,000‬‬ ‫עובדים מספרד השכנה על מנת לעבוד בעיקר בחנויות‪ ,‬בתי המלון‪ ,‬מסעדות‬ ‫ובענף הבנייה‪ .‬בתור מדינה שלא מייצרת שום דבר (אין מגזר תעשיה ואין חקלאות)‬ ‫גיברלטר גם תלוייה מאוד בגבול היבשתי לצורך שינוע סחורות ומוצרים לבתי העסק‬ ‫והסופרמרקטים‪ .‬לגיברלטר מגיעים מדי שנה מעל ‪ 10‬מליון מבקרים‪ -‬מספר עצום‬ ‫יחסית לגודלה הקטן‪ .‬רוב המבקרים (כ‪ )90%-‬מגיעים דרך מעבר הגבול היבשתי עם‬ ‫ספרד וחלקם מגיעים דרך האוויר לשדה התעופה של גיברלטר‪ ,‬או דרך הים על גבי‬ ‫כ‪ 200 -‬אוניות קרוזים העוגנות בגיברלטר מדי שנה‪ .‬הגבלות במעבר הגבול עלולות‬ ‫להשפיע ישירות על תנועת התיירים‪.‬‬ ‫מעבר לסוגיית הגבול‪ ,‬ברקזיט לא ממש אמור להשפיע על היתרונות המובנים שיש‬ ‫לגיברלטר‪ :‬בזכות היותה טריטוריה קטנטנה‪ ,‬אין בגיברלטר הרבה שכבות בירוקרטיה‬ ‫והגישה לצמרת מקבלי ההחלטות ברמה המדינית (שרים‪ ,‬ראש ממשלה ובכירים‬ ‫במגזרים השונים) הינה מהירה וקלה יחסית‪ .‬דבר זה הופך את תהליך קבלת אישורים‬ ‫שונים למהיר ופשוט‪ ,‬ואישורים אלו‪ ,‬במיוחד בתחום הפיננסי‪ ,‬הגיימינג והתקשורת‬ ‫ימשיכו להיות תקפים עבור חברות המעוניינות להמשיך לשוק הבריטי‪ ,‬ונצטרך‬ ‫להמתין ולראות אם ימשיכו להיות תקפים גם לשאר מדינות האיחוד‪ .‬אי אפשר שלא‬ ‫להזכיר גם את היתרונות המיסויים של גיברלטר הכוללים מס חברות של ‪ 10%‬בלבד‬ ‫(כאשר הכנסה שמקורה מחוץ לגיברלטר פטורה ממס בגיברלטר)‪ ,‬אין מע"מ‪ ,‬אין מס‬ ‫על רווחי הון‪ ,‬אין מס על דיבידנדים‪ ,‬אין מס ירושה‪ ,‬אין מס שבח‪ ,‬ותקרת המס ליחידים‬ ‫היא ‪ 25%‬בלבד‪.‬‬ ‫מה שבטוח‪ ,‬שכתוצאה מתהליך הברקזיט‪ ,‬הגיברלטרים הפנימו שעליהם לפתח קשרי‬ ‫מסחר מעבר למדינות האיחוד‪ .‬לשכת המסחר גיברלטר‪-‬ישראל שהקמנו‪ ,‬מקבלת‬ ‫פניות רבות בימים אלו מגורמים מקומיים המעוניינים לפתח הזדמנויות עסקיות עם‬ ‫ישראל‪.‬‬ ‫במרץ ‪ 2017‬אף הבאנו לארץ את המשלחת העסקית הראשונה בהיסטוריה מגיברלטר‪.‬‬ ‫המשלחת נפגשה עם גורמים מובילים מתחום ההייטק וההשקעות‪ ,‬נהנתה מקבלת‬ ‫פנים חמה בכנסת על ידי סגן יושב ראש הכנסת ח"כ חיליק בר‪ ,‬ועל ידי גורמים בכירים‬ ‫במשרד הכלכלה ומשרד החוץ‪.‬‬ ‫גם הישראלים מגלים התעניינות מוגברת בגיברלטר ובשנה האחרונה ליווינו מעל ‪20‬‬ ‫גורמים עסקיים מישראל שהגיעו לעשות עסקים בגיברלטר‪ .‬אחת מהחברות הגדולות‬ ‫שהקימו פעילות בגיברלטר בחודשים האחרונים הינה חברת פלייטק של טדי שגיא‬ ‫אשר מקימה את המטה החדש שלה כאן והעבירה עובדים רבים מישראל וממקומות‬ ‫אחרים לגיברלטר‪ .‬המעבר של חברה גדולה זו לגיברלטר‪ ,‬למרות הברקזיט‪ ,‬משדר‬ ‫אמון בכלכלת גיברלטר‪ ,‬וממשלת גיברלטר הביעה תמיכה רבה בחברה ועזרה לנו‬ ‫לסייע לפלייטק בכל הקשור לקליטת התושבים החדשים‪ .‬כרגע קיימות הזדמנויות‬ ‫רבות בתחומי האנרגיה הירוקה‪ ,‬פינטק‪ ,‬פתרונות עיר‪-‬חכמה‪ ,‬סייבר סקיוריטי והומלנד‬ ‫סקיוריטי‪.‬‬ ‫גיברלטר גם מסתכלת למדינות מצידו הדרומי של המיצר‪ .‬הקרבה הפיזית של‬ ‫גיברלטר לאפריקה (מרוקו נמצאת כ‪ 24-‬ק"מ מהצד השני של מיצר גיברלטר) ממצבת‬ ‫את גיברלטר גם כשער כניסה אלטרנטיבי ליבשת הדרומית‪ .‬בגיברלטר קיימות חברות‬ ‫אחזקה רבות אשר בבעלותן חברות הפועלות באפריקה‪ .‬דבר זה מקל עליהן בכל‬ ‫הקשור להעברת הכספים מאפריקה וכן בתשתיות בקרה וניהול מפותחות‪.‬‬ ‫אין ספק שברקזיט מהווה מכשול לכלכלת גיברלטר‪ ,‬אך כמו שאומרים "דלת אחת‬ ‫נסגרת ושבע אחרות נפתחות"‪...‬וממשלת בריטניה מחוייבת להגן על האינטרסים של‬ ‫גיברלטר ולכלול אותה בכל "עסקה" אשר תיסגר מול האיחוד האירופי‪ .‬לא לשוא‬ ‫ידועה גיברלטר כצוק איתן‪.‬‬

‫גיברלטר אחרי ברקזיט‬ ‫תוצאת משאל העם בבריטניה על ההתנתקות מהאיחוד האירופי תפס את גיברלטר‬ ‫בהפתעה רבה ובתדהמה‪.‬‬ ‫באותו ערב גורלי של ה‪ 23-‬ביוני ‪ ,2016‬לא היה כמעט לאף אחד מתושבי גיברלטר ספק‬ ‫שבריטניה תצביע להשאר באיחוד‪ .‬באותו ערב‪ ,‬חזרנו ממופע מוזיקה מרהיב שנערך‬ ‫במערת הנטיפים המפורסמת של גיברלטר‪ .‬הספקנו עוד לעצור להרמת כוסית עם חברים‬ ‫במלון האונייה המפואר שנפתח בגיברלטר לפני כשנתיים ותוך כדי שיחה קולטים כמה‬ ‫תיירים בריטים מתלחששים על כמה הם מקווים שבריטניה תצביע להתנתק‪ .‬העדפנו‬ ‫להדחיק מחשבות אלו ולהתעלם‪...‬חזרה בבית ובטלויזיה מתחיל שידור תוצאות המשאל‪:‬‬ ‫תצאות ראשונות מגיעות מגיברלטר‪ 96% :‬הצביעו להשאר באיחוד‪ .‬יותר אופטימיות מזה‬ ‫אי אפשר לבקש‪ .‬הלכנו לישון בביטחון שלמחרת יהיה עוד יום שימשי‪ ,‬שגרתי ורגוע‪.‬‬ ‫השאר היסטוריה‪...‬‬ ‫קשה לתאר את ההרגשה שהיתה ברחובה הראשי של גיברלטר ביום למחרת ההצבעה‪.‬‬ ‫מדרחוב חנויות ארוך שבדרך כלל שוקק באלפי מבקרים המגיעים לגיברלטר להנות‬ ‫מקניות פטורות ממע"מ ומכס‪ .‬האווירה היתה שילוב של יום כיפור ויום השואה‪ .‬תנועה‬ ‫דלילה ביותר‪ ,‬וכל המקומיים עם פנים נפולות כאילו חרב עליהם עולמם‪....‬‬

‫שנה וקצת קדימה והמצב הרבה יותר אופטימי‪ .‬המקומיים נתחו את פרופיל הלקוחות‬ ‫שלהם והגיעו למסקנה שבמגזרים רבים כגון הפיננסים‪ ,‬הגיימינג‪ ,‬והנדל"ן בין ‪70%-80%‬‬ ‫מהפעילות היא מול לקוחות בריטים‪ ,‬אשר מולם לא תהיה להתנתקות שום משמעות‪.‬‬ ‫מעבר לכך‪ ,‬הכלכלה של גיברלטר איתנה כסלע וידעה להתמודד היטב עם משברים‬ ‫קודמים‪ ,‬וכל פעם יודעת להמציא את עצמה מחדש‪ .‬כך היה בשנות ה‪ 70-‬וראשית שנות‬ ‫השמונים כאשר הדיקטטור הספרדי פרנקו‪ ,‬אשר שלט בספרד (ותמך בהיטלר בימי‬ ‫מלחמת העולם ה‪ , )2-‬החליט לסגור את מעבר הגבול בין ספרד לגיברלטר על מנת ללחוץ‬ ‫על הגיברלטרים שיעברו לשלטון ספרד‪ .‬הגבול היה סגור לגמרי למשך ‪ 16‬שנים (!) משנת‬ ‫‪ 1969‬ועד ‪ 1985‬כאשר ספרד הצטרפה לאיחוד האירופי ונאלצה לפתוח גבול זה כחלק‬ ‫מחופש התנועה במדינות האיחוד‪ .‬במדינה שכל גודלה הוא כגודל שכונת רמת‪-‬אביב‪,‬‬ ‫‪ 32‬אלף תושבים על ‪ 6‬קמ"ר‪ ,‬ההרגשה היתה במשך כל התקופה ההיא כמו לגור בבית‬ ‫סוהר‪ .‬לא פלא שמאז הגיברלטרים מתעבים את ממשלת ספרד ופעמיים כבר במשאלי‪-‬עם‬ ‫הצביעו ‪ 99%‬מהם להשאר בריטים‪.‬‬ ‫וכאן בעצם נמצא שורש הבעיה של הברקזיט עבור גיברלטר‪ -‬החשש שלאחר ההתנתקות‬ ‫מהאיחוד האירופי‪ ,‬לספרד יהיה תירוץ מושלם להגביל את חופש התנועה בגבול בין שתי‬

Gibraltar is an existing example of a multicultural community. Since a young age, we are mindful of this and it comes as second nature to us to respect and to blend our differences civilly. Although, Gibraltar is a small country with approximately 30,000 residents, we have people from across the border of Spain, as well as from overseas who come to work here. My description on Gibraltarian people would be patriotic, friendly, caring, warm and family-orientated. Family is very important, the extended family is as close as the immediate family in many scenarios here. I believe this is a big part of the culture here. We enjoy sharing special moments with loved ones and are also enthusiastic to participate in any social gathering. Close friendships are built with trust and once you have our trust you would become part of the family.

s Mayor of Gibraltar my duties are mainly ceremonial, involving civic responsibilities, therefore, requiring me to have direct participation with the community. Some might say I am biased, others say I am a proud and passionate Gibraltarian, I was born in Gibraltar and have lived here all my life and I wouldn’t have it any other way. Why is this?

This is why I choose to live in Gibraltar, a small place on earth which conquered a great place in my heart.

It is comfortable to live in Gibraltar, as everything is close and accessible. However, we do have the occasional congestion on our roads, but there is the option of walking as all locations are reasonably close. We also have an airport with direct flights to the UK and Morocco, the choice of a 45 minute ferry ride to morocco, and crossing the land border into Spain. For those interested in history, Gibraltar is the perfect place to visit as it is believed to be a walking museum, there is a piece of history in every corner. Furthermore, we also have the most amazing views from the top of the rock, where you can see Gibraltar’s town area and surroundings, together with views of Spain and Morocco. Other attractions include the cable car, the Barbary macaques, beaches, botanical gardens, tunnels and caves, marinas, the lighthouse, main street shops and much more. The weather in Gibraltar has its typical four seasons, our summers are exceptionally hot, yet our winters are rather mild. However, you must be warned about our levanter cloud, which occasionally settles at the top of the rock making our weather less pleasant. Apart from that, we are Britain in the sun. am delighted to contribute to this publication. The relationship between Israel and Gibraltar is as deep as it is enduring across many areas of mutual interest and I welcome the opportunity to extend the hand of friendship together with an invitation to continue growing and further developing our strong commercial ties.

“Necessity is the mother of invention,” a phrase that is as appropriate to Israel as it is Gibraltar. In order to continue to develop and grow we are relentless in the pursuit of new opportunity. Gibraltar has always been an innovative and forward-looking place from which to do business. The Cryptocurrency Working Group, set up as a private sector initiative under my direction, provided in depth research and information on whether Gibraltar should look to develop its presence in this exciting area. Their report of 2016 was the second phase of a public consultation and provided us with a strong indication that we should continue this work stream. A strongly expressed preference in the initial consultation process was that supervision was best placed in the hands of the Gibraltar Financial Services Commission (GFSC). We considered very closely the valuable feedback provided to us by many interested parties representing both the Gibraltar private sector and externally. I was therefore delighted that in May 2017 we published proposals for a distributed ledger technology (DLT) regulatory framework. I have also been enormously encouraged with the overwhelmingly supportive response we have received. What is clear to Government is that Gibraltar is well placed to harness the benefits that come with supporting new technology sector firms as a catalyst to the continued economic development of Gibraltar. Additionally our approach is one that supports and encourages the entrepreneurial talent and drive that is creating the new business opportunities. The proposed framework, accessed by following this link http://www.gibraltarfinance. gi/en/about-us/publication-and-reports Proposals for a DLT Regulatory Framework - Public Consultation, is planned to come into force in early 2018. It is an outcomefocused, principles-based approach that is as effective in regulating novel businesses, as a conventional rule-based approach is to mature, traditional businesses. It cannot be (or seen to be) a light or soft option. The application of DLT principles must therefore be objective and targeted, measurable and verifiable, and appropriate to activities performed, product, business model and risk factors. The primary driver for the DLT framework is to encourage Gibraltar's economic development while providing safeguards for consumers and protecting the jurisdiction's reputation and integrity. A “LITTLE BRITAIN” IN THE SUN

he weather in Gibraltar, much as with the British, is a very talked about topic on the Rock of Gibraltar, whether discussing where to grab the best beach spot in summer, to the first utterances of “Que frio” when the first cold of the winter arrives. While Gibraltar enjoys a generally Mediterranean climate, it’s weather is very much governed by its position as one of Europe’s southernmost points and within the Strait of Gibraltar, by the mountains which lie to its north and south and the dominant winds which affect it, the Levanter and Poniente (Easterly and Westerly). Spring can see the last of the winter rains falling while also bringing the first teasers of summer warmth, but then the sudden flick of a switch and Gibraltar can flip into summer mode, at times enjoying as much as 3 to 5 months of little, if any, rain. For those who don’t like too much summer heat, Gibraltar offers an escape from the scorching heat of inland Spain, enjoying temperatures some 5-10 deg C cooler, although Levanter winds can bring spells of high humidity and summer fogs. Almost as iconic as the Rock itself, the Levanter wind brings Gibraltar its much talked about and photographed Cap Cloud – which on warm Spring or Summer days can sit proud across the top of the Rock, against azure blue skies and often visible for miles around. In the summer months an average of 10.5hrs of sunshine can be enjoyed with average temperatures of between 25 to 28 deg Celsius.

While light Easterly winds can bring pleasantly cooler temperatures to Eastern beaches, it’s not unknown to find yourself sunbathing one minute under azure blue skies – to suddenly find the beach engulfed by fog – while Western beaches sheltered from the breeze can see temperatures soaring. Likewise, when the flow is Westerly, you may find yourself holding onto your parasol for dear life along Camp Bay or Rosia Bay, against a strengthening sea breeze – while it can be business as usual on the East side. With the passing of Gibraltar’s National Day in early September, the heat often begins to wind down through Autumn and the first winter storms can rear their head. It is through the months of November to January that, on average, Gibraltar sees its wettest weather and, while it can on occasion experience colder air arriving this far south from the Arctic, frosts and snow are extremely rare. However, at times during the winter some snow can be clearly seen on the nearby Spanish Sierras – and when it rains – it certainly can pour! ibraltar’s airport is the only international airport in the world, where the runway is also used as a main road, with both vehicular traffic and pedestrians walking on the runway.

Being a mere 1 mile away from Casemates Square, such short distance to the city centre is a highly valuable advantage these days. Anyone who has flown into London knows that the journey into the city from the airport can sometimes take as long as the flight from Gibraltar, particularly if driving or taking a bus to Central London. For business travellers, the proximity of the airport to town is an important attribute which should be emphasised when marketing Gibraltar to clients. ‫רק בשמחות‬ ‫הקהילה היהודית בגיברלטר אוהבת לחגוג ואכן לא חסרות סיבות למסיבות‪ :‬בריתות‪ ,‬חתונות‪ ,‬בר‪-‬מצווה ועוד אירועים‬ ‫קהילתיים וקוקטיילים לאנשי ציבור חשובים המגיעים מרחבי העולם‪ .‬האירועים מתקיימים בדרך כלל בבית הכנסת‪ ,‬בבית‬ ‫הספר היהודי או באחד מבתי המלון במקום‪.‬‬ ‫הקהילה הישראלית‬ ‫הקהילה היהודית בגיברלטר ברובה אורתודוקסית‪ .‬ישראלים העוברים לגור כאן מטעמי עבודה‪ ,‬אינם ששים לקחת חלק‬ ‫בחיי הקהילה‪ ,‬בשל אורח חייהם החילוני‪ .‬הקהילה היהודית מצידה אינה נכנעת וממשיכה תמיד להזמינם לארוחות שבת‬ ‫ובחגים‪.‬‬ ‫לא שיש חלילה יחסים עכורים בין שתי הקהילות‪ ,‬להיפך‪ ,‬כל צד מכבד את הצד אחר אך בוחר שלא לקחת חלק באורח‬ ‫החיים האחר‪ .‬הרב חסיד מציין כי היה מעוניין להגביר את שיתוף הפעולה בין שתי הקהילות ולתרום לקשרים החברתיים‬ ‫והאחרים‪.‬‬ ‫אור לגויים‬ ‫השפעת הקהילה מורגשת גם בפעילות העסקית במושבה‪ ,‬מאחר ובתי עסק רבים הינם בבעלות יהודית‪ ,‬לא מן הנמנע‬ ‫שחנויות ומשרדים שונים הממוקמים ברחוב הראשי‪ ,‬כמו‪ :‬חנויות תכשיטים‪ ,‬קוסמטיקה‪ ,‬עריכת דין וראיית חשבון‪ ,‬יהיו‬ ‫סגורים בשבתות וחגי ישראל‪ .‬זקני הקהילה יודעים לספר כי בעבר היה מחכה היהודי לחברו ביציאה מהכנסייה והנוצרי‬ ‫היה מחכה לחברו ביציאה מבית הכנסת‪ .‬אולם במהלך השנים‪ ,‬ויש האומרים בשל מדיניותו של רב הקהילה הפועל‬ ‫למניעת התבוללות‪ ,‬הפכה הקהילה היהודית לסגורה מאוד‪ .‬אמנם‪ ,‬ישנם שיתופי פעולה מלאים בעולם העסקים‪ ,‬בתרבות‬ ‫וכדומה אך בתי הספר היהודים שהוקמו‪ ,‬כמו גם המסגרות האחרות המיועדות ליהודים בלבד‪ ,‬יצרו בידול ופירוד שאינם‬ ‫לטעמם של המקומיים‪.‬‬ ‫אך למרות הטענות בדבר הניתוק מצד הקהילה היהודית בגיברלטר‪ ,‬חשוב לזכור כי אוכלוסיית המושבה כולה מונה בסך‬ ‫הכול שלושים ושתיים אלף תושבים‪ ,‬ביניהם יהודים‪ ,‬מוסלמים‪ ,‬כריסטיאנים‪ ,‬קתולים‪ ,‬הודים ועוד‪ ,‬וכולם חיים בהרמוניה‪,‬‬ ‫בשלווה ותוך הענקת כבוד הדדי‪.‬‬ ‫מדי פעם מתקיימים אירועים לכלל הדתות‪ .‬באירוע האחרון בו נטלו חלק ראשי קהילות מכול הדתות‪ ,‬כל אחד מהמכובדים‬ ‫נשא תפילה בשפתו לאלוהיו והנוכחים השליכו עלי ורדים למזרקה לאות אחווה‪ ,‬אהבה‪ ,‬שלום עולמי וכבוד הדדי‪ .‬אם כבוד‬ ‫זה ישרור בכל מקום בעולם‪ ,‬יהיה זה עולם יפה יותר‪ ,‬נעים יותר וכזה שכיף לחיות בו‪ .‬בדיוק כמו בגיברלטר!‬ ‫‪Gibrael - Gibraltar - Israel Chamber of Commerce‬‬

‫הקהילה היהודית בגיברלטר‬ ‫חמש עובדות מפתיעות ומעניינות על קהילת גיברלטר‪:‬‬ ‫‪ .1‬למרות שקהילת גיברלטר מונה רק ‪ 800‬איש‪ ,‬גיברלטר היא המדינה‬ ‫עם אחוז היהודים מכלל האוכלוסיה הגבוה ביותר בעולם (‪ 2.3%‬או‬ ‫אחד מכל ‪ 43‬איש) אחרי ישראל‪.‬‬ ‫‪ .2‬ראש הממשלה הראשון של גיברלטר היה יהודי! סר יהושע חסן‬ ‫כיהן בתפקיד רם מעלה זה כעשרים שנה ושמו נצרב בתודעה המקוש‬ ‫מית כ"אבי כל הגיברלטרים"‪.‬‬ ‫‪ .3‬קהילת גיברלטר מורכבת בעיקר מיהודים יוצאי מרוקו שהתיישבו‬ ‫בגיברלטר לאחר שנכבשה על ידי הבריטים ב‪.1704-‬‬ ‫‪ .4‬בגיברלטר ‪ 4‬בתי כנסת ועל מנת להבטיח מניין כל יום‪ ,‬מבצעים‬ ‫רוטציה של התפילות בין בתי הכנסת‪.‬‬ ‫‪ .5‬המקובל והפוסק ר' יהודה ביבאס ממבשרי הציונות נולד בגיברלטר‬ ‫ואף כיהן בה כראש ישיבה לפני שהחל במסעותיו בעולם למען הישוב‬ ‫היהודי בארץ‪ .‬ישראל‪.‬‬ ‫קיצור תולדות הקהילה‬ ‫הקהילה היהודית בגיברלטר מונה בסך הכול כ‪ 800-‬נפש ושורשיה ביהדות מרוקו‪ .‬לאחר‬ ‫כיבוש גיברלטר על ידי הצבא הבריטי‪ ,‬היו צריכים הכוחות הבריטים הספקה של מזון‪,‬‬ ‫תרופות טבק ועוד ומכיוון שלא יכלו לקבל זאת מהצד הספרדי‪ ,‬שהיה האוייב‪ ,‬פנו למרוקו‪,‬‬ ‫מצידה השני של המיצר‪ .‬באותה עת‪ ,‬הסוחרים הגדולים במרוקו היו היהודים וכך התפתחו‬ ‫קשרי המיסחר אשר בעקבותם קבלו היהודים את הזכות להתיישב בגיברלטר‪ ,‬וכך נוצרה‬ ‫קהילת גיברלטר‪ .‬כיום הקהילה היהודית הינה אורתודוקסית ברובה‪ ,‬אך עובדה זו אינה‬ ‫מונעת מחברי הקהילה לנהל יחסי שכנות נהדרים ופוריים עם תושבי המושבה שאינם‬ ‫יהודים‪ .‬עם השנים התווספו לקהילה יהודים מבריטניה וספרד השכנה וכיום היא מאופיינת‬ ‫בחיי קהילה תוססים המבוססים על כבוד הדדי תוך כדי שמירת מצוות מוקפדת‪.‬‬ ‫מנהיגות ללא פשרות‬ ‫הקהילה בגיברלטר היא קהילה חזקה ומשפיעה מאוד ואף מובילה את הלך הרוח בחברה‬ ‫הכללית בגיברלטר‪ ,‬הן בעבר והן בימינו‪ .‬המנהיג הרוחני של הקהילה מזה ‪ 30‬שנה‪,‬‬ ‫הוא הרב רון חסיד‪ ,‬שמכהן כרב הראשי של גיברלטר‪ .‬כשהגיע הרב חסיד עם משפחתו‬ ‫לגיברלטר‪ ,‬אחוזי ההתבוללות בקהילה נעו בין ‪ ,60%-70%‬כיום אחוז התבוללות שואף‬ ‫לאפס‪ .‬יש האומרים כי הישג זה נזקף לזכותו של הרב‪ ,‬שבמקרים לא מעטים שכאשר‬ ‫היה פוגש צעיר יהודי המתהלך ברחוב הראשי עם גויה‪ ,‬היה בלי בושה סוחב את הצעיר‬ ‫‪54‬‬

‫בידו ומציע לו להתלוות אליו לשיחה או לשיעור‪ .‬כך עורר הרב "יראה" מסוימת בקרב‬ ‫הצעירים שחששו מלהיקלע לתקרית לא נעימה עם ונמנעו עם הזמן להסתובב עם גויות‬ ‫בפרהסיה‪...‬‬ ‫במרוצת השנים הרב "הוריד הילוך" בצורה משמעותית מבחינת פעילויות כמו שיעורי‬ ‫תורה‪ ,‬הכנה לחתונה‪ ,‬הכנה לבר מצווה וכו' והעביר את רוב סמכויותיו לאנשים אחרים‬ ‫בקהילה‪ .‬לטענתו‪ ,‬הצעירים מבצעים את המלאכה בצורה נפלאה וטובה ממנו‪ ,‬ואין הוא‬ ‫רואה כל סיבה להפריע למהלך זה‪ .‬רק על פרויקט אחד אינו מוותר‪' :‬תורה טיימס'‬ ‫ עיתון שבועי המכיל מאמרים והודעות לקהילה‪ .‬הרב בוחר במהלך השבוע את‬‫המאמרים הרלוונטיים לטעמו‪ ,‬מדפיס את העיתון ומחלק אותו (לעיתים באופן אישי)‬ ‫בימי חמישי‪ .‬הרב רואה בעלון זה נכס חשוב לכל יהודי ויהודי בקהילה הנועד לשמור‬ ‫ולשמר את הגחלת היהודית והקהילתית‪.‬‬ ‫חיים יהודים מלאים‬ ‫חברי הקהילה היהודית בגיברלטר נהנים מהאפשרות לשמור על אורח חיים אורתודוקסי‬ ‫מלא‪ .‬לצד מקווה טהרה‪ ,‬כולל אברכים‪ ,‬גן ילדים ובתי ספר יהודיים‪ ,‬בגיברלטר ישנן‬ ‫שלוש מכולות כשרות‪ ,‬מסעדה בשרית‪ ,‬מסעדה חלבית ומאפייה כשרה‪ .‬אך גולת‬ ‫הכותרת של יהדות גיברלטר הינן ללא ספק בתי הכנסת העתיקים והמיוחדים שבה‪.‬‬ ‫"שער השמים" ‪ -‬הוקם בשנת ‪ .1723‬בית כנסת זה פתוח מדי יום ואנשי הקהילה‬ ‫מתפללים בו ברוב ימות השנה‪.‬‬ ‫"נפוצות יהודה"‪ -‬הוקם בשנת ‪ .1781‬בית כנסת מפואר‪ ,‬מרשים ופעיל‪ ,‬רוב האירועים‬ ‫של הקהילה נערכים בחצר בית הכנסת‪.‬‬ ‫"עץ החיים"‪ -‬הוקם באותה שנה שבה הוקם בית הכנסת "נפוצות יהודה"‪ .‬בבית כנסת‬ ‫זה מתקיימת בכול שנה ההילולא לרבי מאיר בעל הנס‪.‬‬ ‫"אבודרהם" ‪ -‬הוקם בשנת ‪ ,1820‬משמש כיום כבית כנסת "משפחתי"‪.‬‬ ‫בין בתי הכנסת הללו מתקיימת רוטציית פעילות (כל שלושה חודשים)‪ ,‬כדי שכל בתי‬ ‫הכנסת יזכו לשימוש ע"י הקהילה‪.‬‬ ‫אתר חשוב נוסף ומוערך הוא בית הקברות העתיק‪" ,‬שער היהודים"‪ .‬בית עלמין זה‬ ‫הוקם ב‪ 1728-‬וממוקם במעלה הצוק ובו מעל ‪ 200‬מצבות שנשמרו היטב‪ .‬בבית קברות‬ ‫זה קבורים מייסדי הקהילה ומספר צדיקים‪ .‬בית עלמין זה נסגר ב‪ 1848-‬וכיום קוברים‬ ‫היהודים את מתיהם בבית הקברות החדש הממוקם ליד שדה התעופה‪.‬‬ ‫‪Gibrael - Gibraltar - Israel Chamber of Commerce‬‬

A HISTORIC DELEGATION TO THE STARTUP NATION

We caught up with Eran Shay and Ayelet Mamo Shay who head Gibrael to find out how this historic trade mission went: A business delegation to Israel. How has this idea came about? “Well, after 20 business delegations which we brought over from Israel to Gibraltar and 15 business events over the past year and a half, we thought it was about time that we take a business delegation the other way round… to Israel”, says Ayelet. What sort of people participated in the delegation? Any particular sector? “The delegation was quite well diversified” says Eran; “although predominantly finance-sector related, the delegation also included a delegate from the Maritime sector. There were representatives from 2 leading banks, 2 leading law-firms, a couple of asset managers as well as from Trust and accountancy firms”. “Also demographically it was rather mixed”, adds Ayelet, detailing that there were 4 women and 9 men, both Jewish and non-Jewish, some of which have visited Israel many times before, yet still were very eager to come on the delegation.

n March 2017, the Gibraltar-Israel Chamber of Commerce (Gibrael) led the first ever business delegation from Gibraltar to Israel.

Well, after 20 business delegations which we brought over from Israel to Gibraltar and 15 business events over the past year and a half, we thought it was about time that we take a business delegation the other way round… to Israel!

What was the objective of the delegation? “Like on any other business delegation, the key objective for participants is to find mutual business opportunities and expand the network of contacts”, explains Eran. “ but this time the delegation also focused on finding out what made Israel the StartUp Nation; how it has become such a HiTech Powerhouse, and what lessons can Gibraltar learn from this relatively small and young state”. What was the itinerary like? “Very intensive” laughs Ayelet…”We hardly gave them any time to relax...It was full of action from 8 in the morning to 10 at night”. The 3 days itinerary was split 1 day in Tel Aviv, 1 day in Jerusalem and 1 day in Haifa. There is a saying in Israel that “Tel Aviv plays, Jerusalem prays and Haifa works”…the delegation got a taste of the three. 61

What type of HiTech activity did they see? “There was plenty of HiTech focus” says Eran. In Tel Aviv, the delegation visited WeWork co-working space, one of the world’s most successful nesting grounds for evolving startups, where they have met with entrepreneurs and experienced the sense of community the place has, which differentiates it from so many other co-working spaces”. “The place is oozing with innovation” adds Ayelet, “from the unusual shape of the boardroom table to the Star-Trek Transporter-like toilets”. The delegation also participated in the Tel Aviv FinTech Conference which took place that week at the Barclays Bank Accelerator, listening to leading innovators and investors talking about future trends in the market and various challenges. “In Jerusalem, the delegation visited JVP StartUp Incubator and Venture Capital fund – one of Israel’s pioneering HiTech funds -which has already taken 32 companies from StartUp level to IPO on the world’s leading capital markets, and attracted investments of over $1.1 Billion. In Haifa, the delegation was rewarded with an exclusive tour inside Intel’s research labs, where the next generation computer chip processors are being developed and tested. Set in a HiTech Park, surrounded by Research & Development centres of top global names such as Google, Microsoft, Yahoo, FaceBook and more, Intel is one of Israel’s biggest employers, providing jobs for about 30,000 people”, explains Eran. “From there we took the delegation to Israel’s (and one of the world’s) most prestigious technology institution – the Technion”. “The Technion is a global example of how investment in education, skills, and brainpower can shape, create, and empower a nation” explains Ayelet. In the last 15 years alone the Technion has produced 4 Noble Prize Winners in Chemistry. It is a place where people, from as young as high school age, are taught to become innovators, think outside the box and research solutions to some of the world’s biggest problems.” What has been the highlight of the visit? “First and foremost, I must say that the bonding and friendship that was formed amongst all the delegates, has in itself made the visit so enjoyable”, says Ayelet. “But for me, for sure the highlight of the delegation has been the visit to the Israeli Parliament- the Knesset-

where the Deputy Speaker of the Knesset congratulated and welcomed the delegation publicly on the plenary, where many Members of Parliament were present in a live parliamentary session. Besides the UK, I don’t think Gibraltar has ever been honoured in such a way by any other Parliament in the world. For me, this is a truly unforgettable experience.” “The Gala Reception evening has been another highlight”, adds Eran. We have teamed up with the Israeli Ministry of Economy and invited over 100 of the top business people, innovators and HNWIs in Israel to meet the delegates. This was a super-networking event and a very productive one for our delegates. It has firmly positioned Gibraltar in the Israeli business circles”. Was there any time for some sightseeing? “We managed to take the delegates to see the Old City in Jerusalem”, tells Eran. “It is a place where Jews, Christians and Muslims share their most holy places of worship in the world, be it the Al Aqsa Mosque, the Western Wall and the Church of the Sepulchre. I think no matter what religion you are, standing there and looking over the Temple Mount, you get a spiritual uplift like in no other place in the world”. “We also took the delegates on a wine tasting experience”, adds Ayelet…” in one of Israel’s oldest vineyards- near the Baron Rothschild town of Zichron Yaacov, the Israel equivalent of the famous Tuscany region in Italy”. What has been the feedback you got from the delegates? “We have had some amazing feedback from all delegates”, tells Ayelet. “For many this visit has been a complete eye-opener, not only in relation to the StartUp scene but also in relation to how Israel is viewed in general. The world media likes to portray Israel in not a very favourable manner and delegates have told us how they found Israel to be completely different from what they imagined Israel to be like, from what they have been fed by the media for years. They have felt completely secure and in a very open and welcoming environment. One delegate even told us openly that these 3 days were amongst the best days of his life…I was completely touched”, says Ayelet.

Events ‫אירועים‬ Finally, any future plans for more delegations to Israel? “Of-course”, tells Ayelet; “we are already planning the next delegation for 2018 and already have over 10 people who told us they are definitely coming with us on this next delegation. Given that we like to keep the size of the delegation to roughly 15 people, I would say to anyone who is interested to hurry up and contact us now, or else they may miss out on their place. THE POWER OF THE WOMAN The Gibraltar-Israel Chamber of Commerce hosted a Ladies Night dedicated to the subject of The Power of the Woman. The event featured a discussion panel consisting of prominent women from various walks of life, including Minister Samantha Sacramento, Donna Seruya Director of SM Seruya shops, Prof. Daniella Tilbury, Vice Chancellor of Univ. of Gibraltar, Sarah Cortes - Managing Director of several local health clubs and a special guest from Israel - Mrs Adina Bar Shalom, founder of the first women only university for orthodox Jewish ladies in Jerusalem. The panel delivered some inspiring and empowering talks in front of a packed audience of ladies at the La Sala Lounge, Sunborn.

LADIES’ MULTI-FAITH EVENT A ladies’ multi-faith event was held, aimed to celebrate Gibraltar’s harmonious community and provide an opportunity for networking. The Jewish community of Gibraltar celebrated Jerusalem Day (Yom Yerushalayim) commemorating the re-unification of East and West Jerusalem. This year was a special celebration as it marked the 50th Anniversary of the re-unification of the city in the 1967 Six Day War, in which the Israeli Defence Forces brought the Temple Mount and the Western Wall (the most sacred place for the Jewish religion), back to Israeli control. Commerce (Gibrael) along with the Israeli Honorary Consul, Mr. David Benaim, organised a gala dinner. The dinner was attended by the Deputy Israeli Ambassador from London, Mrs Sharon Bar-Li who came on her first ever visit to Gibraltar. The Chief Minister, Governor’s wife Lorraine Davis and members of the Jewish community enjoyed a wonderful dinner and commemorative songs at the Sunborn Yacht Hotel.

Dr. Haim delivered a lecture on the 750 years anniversary to the Sephardi Jewish community of Jerusalem. Amongst attendees were Minister John Cortes and David Benaim-Honorary Councillor of Israel.
