Panasonic: Project Kansas
An informative and heartfelt interview shares the construction, goals and vision for Panasonic’s EV battery facility in De Soto.
Years in Japan and Reno have given Carl Walton experience and expertise for Project Kansas that is taking place now in our hometown of De Soto. Panasonic found Walton when they came to his university. The 1992 graduate with a bachelor’s degree in Manufacturing Engineering / Japanese Program was brought to Osaka, Japan to design machines and learn about batteries on the engineering side. He has made the realization and commented that “the interest of transportation–in its infant stages–will be here for decades.”
Visiting Reno, Nevada during 2014, Walton helped with initial restructuring and recruiting. In 2016, he visited the Reno Engineering Team from Japan. Since that time, Walton has been on the construction, instruction and operational sides of Panasonic. He relocated to our area in March 2023 as the Vice President of Strategic Initiatives and Facilities for Project Kansas. Being part of the final process of the EV battery selection site, he shared that “Project Ocean could have been overseas. We looked at over 100 sites, and it came down to two U.S. sites.” A heartfelt song was written, along with a video about coming to Kansas. He also appreciated “The Heartland” as a God and family place. Walton commented, “The support we have received by the governor has been outstanding, along with the local De Soto community–Mayor Rick Walker and City Administrator Mike Brungardt have been great.”
“We’re really excited about making history here in Kansas. We don’t see this as just a facility we’re building, but a legacy. It’s not just about batteries, it’s about changing lives for the better.”
“ Panasonic is building a $4 billion and approximately 5 million square-foot plant–but the investment is in the people,” stated Walton. “What we bring as a company is good,” he said in an emotional moment. “I know what it has done for me, my family, and how it impacts lives.”
“Panasonic is all about people. We take ordinary people into extra-ordinary experiences,” emphasized Walton. “I have spent a lot of time on the production floor, a lot of time with production folks.” There are many scopes of work. 4,000 employees’ skills will move raw materials in an east to west shipping formation, in a half-mile linear flow. Operating 24/7, each shift will have 800 production employees and 600 staff employees. Plans will include extensive in-house training, technical-culture interactions and accessible cafeterias in a clean, structured and organized smart factory. There will be plenty of state-of-the-art cameras and expensive data collection for every battery that comes through. “Before you walk in the door, we want people to say ‘Wow!’” exclaimed Walton. “We want people to enjoy going to work.”

Construction will be at its peak with over 3,000 employees, with many opportunities in the construction and operation stages. “It’s a tough time to build, but we we have to build now. We had the foresight and strategic partners to lock in steel a year ago,” Walton stated. At the time of the interview, the pad was almost complete, with 20% of the foundation laid. This fall, the concrete portion will be followed by the shell, and then the interior. Transitioning to the operational side, Panasonic will begin recruiting for the first quarter of 2025. “Construction and production will overlap for a year,” informed Walton. “We cannot wait for the completed building to begin production.” By 2026, all construction should be completed.
“The battery industry does not stand still. Technology changes every year. You have to be ready to improve,” declared Walton. Panasonic has been around for over 100 years, making safe and reliable products. De Soto will produce the 2170 Battery. The original 4680 Battery technology is in the safety and production processes in Japan. Panasonic plans to announce the location of an additional North American EV battery facility in March 2024.

David Williams is a De Soto resident and avid rain gardener. Pursuing his hobby, he’s taken rain gardening classes led by Dave Dobbs—renowned horticulturalist and writer for National Geographic. When David moved into his newly-constructed subdivision, Arbor Ridge, he saw a need for a rain garden to help drive stormwater runoff into the ground. Familiar with Johnson County’s Contain the Rain program, he was disappointed to learn De Soto was not participating. Springing to action, he shared the program with Mayor Rick Walker. It didn’t take long for De Soto to join the list. David was pleased to begin his work and submit his application for a native rain garden.
The Contain the Rain program pays up to 50% of the cost of the plants, materials, and labor. When David’s application was selected, he contacted native plant grower, City Roots Nursery, in Kansas City, and found recommendations for native plants and an installer for his project. The three installers took a day to complete the work, with a total cost of $1,700. Shown at right is the process of staking the area, positioning plants and the finished rain garden. The water-loving native plants he selected include: a river birch tree, irises, milkweed, cardinal flowers, blue asters, silky asters, prairie red stars, miniature sunflowers, cornflowers, and black-eyed Susan’s. The native grasses chosen provide cover, and their root systems can grow four to eight feet deep, driving down the water into the soil. Next spring, David anticipates increased bird and butterfly activity, as they are attracted to rain gardens.
“This was my second rain garden, as I built one over ten years ago in Shawnee,” informed David, who has seen the benefits to his yard, stormwater system, and wildlife. He plans to expand his garden in the future and hopes to continue to beautify the surrounding areas.
According to De Soto City Administrator, Brandon Mills, De Soto has had four participating residents in the Contain the Rain program. The majority were tree projects, where native trees were planted to assist with rain and water runoff. There are ten additional residents who have submitted applications, and are at various stages. Applications are available until November 1, 2023. or until funding has been depleted.

Recycling Bins located in the City of De Soto west parking lot will be removed and no longer available. At the August 3, 2023, City Council Meeting, the recycle bins were discussed and it was agreed they were being misused. Honey Creek Disposal informed the council that residents can utlize their own recycling bins. Over-sized cardboard should be cut down into 2’ x 3’ pieces and placed next to recycle bins (untied), for curb pick-up.

New medical group to move into newly-constructed business/medical space on Lexington Avenue
De Soto will have a new medical facility, Urgent Care of Kansas. This will be their third location, that will open in the recently constructed Golden Lane office building located at 33391 Lexington Avenue, Suite A. The interior space is currently being finished, with an anticipated opening date by the end of the year.
Urgent Care of Kansas opened in Gardner in July 2019 and was the first facility privatelyowned by Dr. Saboor Rashid, director and founder. Board certified, he has worked as an emergency medicine physician for many years, in both rural areas and major metropolitan trauma centers. Dr. Rashid has taught medical students in emergency medicine for over six years. He was also trained as a family physician and chief resident of his residency.
“We do Urgent Care of Kansas, along with primary care of Kansas and mental health of Kansas,” explained Vara Rashid, wife of Dr. Rashid. “We do all three of those in the Gardner location. Pleasant Hill is our second, smaller location, where we offer urgent care.” At the De Soto location, both primary care and urgent care will be offered.
Office Manager, Vara Rashid, explains the decision to establish a facility in De Soto stemmed from many conversations with staff and others in the community. “Because there aren’t any urgent cares in De Soto, we have a lot of pre-medical students from Lawrence who work with us in Gardner,” Vara shared, “They have also expressed that there is a need because Lawrence Memorial Hospital (LMH) is so overwhelmed.”
“We’ve had multiple people come and tell us that De Soto is an up-and-coming town without an urgent care,” explained Vara. “Because of that, we decided to build one in the area.” Plans to establish the new clinic were made late last year.

The largest ongoing event in De Soto was begun by the Jaycees to promote, unite and celebrate our community. It was passed on to the City Park Board and De Soto Chamber of Commerce. It is now organized by a committee of local volunteers who spend many hours planning this worthwhile community event.
Held on Labor Day Weekend, Evans Midland Carnival Company provides the carnival that begins on Thursday evening. The friday night Car Cruise and Saturday Parade and Car Show are yearly highlights. Enjoy live music and entertainment, great food and vendors, and great family fun!

Local Election 2023: De Soto City Council
Three De Soto City Council Members At-Large will be elected on Tuesday, November 7, 2023 for a four-year term that begins in January 2024. Newly-elected City Council Members will serve with Mayor Rick Walker and City Council Members: Rob Daniels and Kevin Honomichl (whose terms expire in January 2026).
These are important times of growth for De Soto. You are encouraged to learn about each candidate and vote for the candidate of your choice on Tuesday, November 7, 2023.
De Soto is a city of the Second Class, with a Mayor-Council form of government. We have a five member at-large City Council and a Mayor, with each serving four year terms. The City Council meets on the first and third Thursdays of each month at 7:00 PM at City Hall. The public is invited to attend in-person meetings at De Soto City Hall, 32905 West 84th Street. My top three policy issues are and will continue to be Truth, Transparency and Accountability–using common sense and the values our community was founded on. Though our city is changing significantly, I would like to see it maintain its small town love and pride in community.
As the city is experiencing unprecedented growth, it is our job to ensure citizens receive the best services possible for their tax dollars. Planning of infrastructure and the services provided must be closely monitored to ensure a proper balance.

I have served for over 30 years at the De Soto Volunteer Fire Department and as Fire Chief, plus my term on the City Council. I own a small business in De Soto as well as volunteer with additional organizations.
In talking with my fellow citizens, I hear that a priority is high quality services while keeping the city’s mill rate low. I believe in city transparency and encourage community participation. The goal is to keep our existing small businesses thriving and attract additional retail businesses that citizens expect in our community to keep tax dollars in De Soto.

Born in Garnett, Kansas, I moved to De Soto in 2005. I have lived across from the old Sunflower Ammunition Plant for the last 18 years. I have a Bachelor of Science Degree in Mathematics and have worked as a math teacher, software engineer, and a SQL developer. Currently, I am the pastor of Philadelphia Baptist Church. I also have certifications in Data Analytics and Software Development from Johnson County Community College. I think that one important criterion for a representative of the City of De Soto is to be a longtime resident of the city. The best representatives of a city are the ones who have lived in it the longest, where they can genuinely call it home. Pizza Hut Reopens with New Franchise Group
De Soto’s longtime Pizza Hut reopened earlier this year, on May 30, 2023. Built in 2000, the location was a community favorite for many years. Closing during COVID, the restaurant only offered delivery when it reopended. With management and staffing challenges, the business closed during 2022.
The restaurant is now part of the franchise group Pizza Management
The group owns and manages 26 Pizza Hut Restaurants, with 22 in Kansas, two in Missouri and two in Iowa. Local District Manager Jeannie Waters shared, “Owner, Norman Staab still works in the stores every day–a ‘hands-on’ type of guy.’” Franchised in 1965, the group’s mission is to provide the best pizza and outstanding service. Burger King Closes De Soto Location
After several years of struggling to establish De Soto’s Burger King location, Tasty King, LLC–a part of Prestige Restaurant Group, closed the 34071 Commerce Drive location earlier this summer.
The local Burger King opened at the end of December 2019 with a spacious garden grill remodel, which was unique to the Tasty King Franchises. High, open ceilings and piped-in music brought design and atmosphere to the eating area. The restaurant also expanded its food options with the plant-based “Impossible Whopper.” However, quality and service feedback on social media began to add to its attempts to maintain a successful business.
“We’re licensed to Grill in De Soto” was their advertising campaign, which was coordinated through their marketing office in Los Angeles. Their ads appeared in many issues of Discovering De Soto.
, “While some of its franchises struggle, Burger King is showing early signs of a turnaround, reporting same-store sales in the U.S. grew by 5% at the end of last year [2022].”

A bit of trivia and history...Pizza Hut was actually founded in wichita, Kansas in 1958 by Frank and Dan Carney who were students at wichita State university. Their landlady suggested the idea after seeing an article about the popularity of pizza in the Saturday Magazine. The first Pizza Hut opened in 1958. They incorporated in 1959, and opened their first franchise the same year. The first home office was built in Wichita in 1966 to handle the 145 Pizza Hut Restaurants at that time. The franchise quickly grew to 1,000 in 1972, and then to 3,000 in the next three years. Home delivery was developed in 1985, which was the fastest growing segment of the highly competitive pizza market. Today there are more than 12,000 Pizza Hut Restaurants and Delivery

Board of Education approves land purchase for future elementary school
On May 1, 2023, the USD Board of Education proceeded with the purchase of approximately 38.35 acres of vacant property in Lenexa for $1.435 million. The property is located at the southeast corner of 83rd Street and Cedar Niles Road and has been for sale for over two years. The acquisition supports the district’s long-range planning to be prepared for future school needs. Specifically, the site would be used to construct a new elementary school campus that may be needed within the next five to seven years. Funding for the acquisition was part of the bond issue approved by voters in 2018. $5 million, was allocated for land acquisition. Barring any unforeseen issues, the district could close on the property in the fall of 2023.
According to current and planned residential developments, there is the potential for 592 single-family units and at least 75 multi-family units within close proximity to the property purchase. The district will monitor the residential developments over the next five to seven years. The district has been aware of the possible increase in student enrollment due to the planned residential growth, which was confirmed in a formal enrollment analysis commissioned by the Board of Education and presented on April 3, 2023.
Regular communication with cities helps the district identify potential growth areas within the boundaries of the school district. For context, land purchase of this size provides enough property to construct a future elementary school if and when it is needed. Making the purchase at this time is advantageous, as it allows acquisition of property and strategically positions future Boards of Education to respond to needs.
This is the second property acquisition made by the Board of Education within the last year. The Board approved the purchase of 150 acres in April 2022 in the southern portion of the district, near 127th Street and Waverly Road in Olathe, to position future Boards of Education to respond to future needs many years from now.

Formerly based out of Mill Valley High School, the robotics team moved to the newly opened Cedar Trails Exploration Center building in the fall of 2021. Before the move, the team consisted of 20-30 students. After the move, two teams formed with a total of 59 students. Team 1810 Catatronics is the junior and senior team. Team 9316 Cubatronics is comprised mainly of freshman and sophomores. The teams provide opportunities for all high school students to explore and learn about robotics.

Landscaping Project at 83rd Street and Lexington Avenue installed by several De Soto Garden Club members. Thanks to the City of De Soto, Bowlin Farms and Carolyn Neff for plant donations and the City for installing soaker hoses.
The De Soto Arts Council is a non-profit organization established to encourage and promote art within de soto, Kansas and the surrounding areas. through many years, the volunteer group of local artists has brought art shows, plein air events, and public art to de soto. open studio nights are held with workshops and guest speakers, and the group participates in many community events.
their first art show, “A Sense of Place”, was held at the former Zimmerman’s Barn in the fall of 2007, commemorating de soto’s sesquicentennial celebration. the organization officially formed in August of 2008. the Sunflower Artfest was held from 2012 to 2018, together with the de soto rotary club’s polioplus project, and developed into a well-known area art show. after years of outdoor elements, the show moved indoors to the cedar Valley Forest venue, and then to the local VFW hall. last year, the group brought De Soto its first professionallyperformed play, “the Sparkletones” –written in Kansas City. The 2023 De Soto Arts Council Fine Arts Show will move to the City of De Soto Gymnasium and Community Center. this new location opens the art show up to more space for more artists, added entertainment and additional venues. the de soto arts council has greatly appreciated the city of De Soto’s support with a City Art Fund, the many business sponsorships through the years, and the many patrons near and far who have attended and purchased artwork. Public art was first brought to De Soto in 2018. Pieces are shown below from left to right. the arts council partnered with Loya Berry, and local resident Emily Euler, who painted A Kansas Sunset Mural in downtown de soto. Johnson county arts & Heritage center, exploring public art in county parks, temporarily installed Ephemeral Peace at Lexington Lake park in 2019 the sculpture was done by Kansas city arts student and clearview resident, ann-Marie Yang. in 2021 the arts council and de soto city Hall partnered to commission Native Spirit, by local artist and educator tim Mispagel. two public art pieces were installed in 2022. Summer Fun by rhonda J. powers is displayed at de soto city Hall and butch Murphy’s Homage to Braque #1 Posing Pony & Retrospective sculptures are temporarily displayed at the city area at 83rd street and Kill creek road.

grant Awards from the Kansas Department of Commerce, Creative Arts Industries Commission (CAIC) in 2013 a $10,000 matching grant was awarded for the development of the de soto arts council arts center. space was rennovated in the lower level of de soto city Hall. this year, on May 23, the arts council received a matching grant of $7,500 for public art installation awarded through the Kansas caic from the national Endowment for the arts.

Faith Builders international celebrates 25 years of building faith in de soto. pastor philip steele came to de soto in 1996, when he heard God speak to his heart, to build people’s faith and frame their world by the Word of God. By faith (from Hebrews 11:3), he came to the area, dedicating his life to helping people grow in God and be strong in faith. Blessing Box moves into Kansas City
s ravens found a facebook group that started “Blessing Boxes” and thought this would be a great resource for de soto. this became his Eagle scout project that was completed in october of 2019 for the de soto united Methodist church. the local Blessing Box contains donated items that are available to anyone in need to “bless” others. Four years later, Boy Scout Josh VanDeCreek of troop #34 would duplicate the Blessing Box, and move one into downtown Kansas city for true Light Ministries. Knowing the needs of the community, he saw that the box would be a great resource. Josh’s church, Harvest ridge covenant church, has had a longtime relationship with true Light church, located at 712 E 31st street, in Kansas city working with the homeless and impoverished in the area
Josh had helped conner with his project in 2019, and contacted him for information. With photos and measurements, he began his three-part workbook for the Eagle scout project. the proposal was submitted and approved; the plan was compiled with materials, costs and procedures; and reflections after the project were completed. costs incurred from materials/lunch came to $610, which were funded by members from his church. pastor alice, of true Light church, shared that the Blessing Box has been helpful in the community–and that people are not only taking from it, but also resupplying it.
Josh became an Eagle Scout on July 17, 2023 and is a student at De Soto High School.

Chick competes at Kansas Speedway
De Soto’s very own speedway racer, Mandy Chick, competed this summer at the nearby Kansas Speedway in the ARCA Menards Series. On Saturday, May 6, she tweeted, “A 12th place finish at my hometown track, truly an unreal experience!”
In an interview with the Kansas City Star, Mandy said, “Driving past there and attending races at Kansas Speedway, I can’t tell you how many time I imagined myself out there on the track.”
The 12th-place result was Chick’s second top-15 ranking in her three ARCA races this season, after finishing fifth in the Daytona opener in February. “Mandy Chick could be the Kansas City area’s next big auto racing star,” was the headline to the Kansas City Star’s article, May 2, 2023. kansascity.com/sports/nascarauto-racing/article274940346.html

Understanding Burn Permits: Ensuring Safe and Controlled Burning Burning activities, such as yard waste disposal and controlled burns, are essential for land management but must be conducted safely. The Northwest Consolidated Fire District (NWCFD) and Johnson County have implemented burn permit regulations to address environmental concerns. Burn permits ensure safety and minimize environmental impact. NWCFD.org provides more information on burn permit regulations.
Importance of Burn Permits: Burn permits are crucial for regulating open burning activities and ensuring public safety. They help manage and monitor burning practices, reducing the risk of uncontrolled fires and damage to property and ecosystems. Obtaining a burn permit demonstrates a commitment to responsible burning and compliance with regulations.
Burn Permit Application Process: On the desired burn day, applicants need to call NWCFD at 913-583-3886 between 8:15 am and 10 am Required are the purpose of the burn, contact information, location, and materials to be burned.
Eligibility and Restrictions: Burn permits have specific criteria and restrictions that ensure compliance with safety guidelines and environmental regulations to include limits on burn area size, allowed materials, air quality forecasts, and specific weather conditions. Eligibility criteria considers location, property size, and land use.
• Burning must be attended by a competent adult from ignition to extinguishment.
• Burning is typically permitted when the wind is below 15 miles per hour.
• Minimum distances of 100 feet from any structure and 10 feet from any property line must be maintained.
• Only dry, clean wood and organic wastes are allowed to burn
Safety Precautions: Safety is a priority for burn permits. Safety measures within the permit conditions mitigate risks associated with open burning. Measures include maintaining a safe distance from structures, having fire extinguishing equipment on hand, and continuously monitoring the burn.
• A garden hose or fire extinguishing equipment should be available at the burn location.
• A firebreak of at least 20 feet must be created around the burn area
Monitoring and Enforcement: NWCFD may conduct inspections or on-site visits to ensure compliance with burn permit regulations. Monitoring verifies adherence to permit conditions and addresses safety concerns. Violating permit conditions can result in penalties or revocation, emphasizing the importance of responsible burning practices.
