Welcome to Your March Issue. Mother’s Day on March 11th gives us all the opportunity to show mum just how much she means to us by showering her with hugs, kisses and gifts. This month’s issue, as you would expect, is packed with all sorts of ways in which you can do the gift bit. Take a look at what Renu is offering on page 21. How about a special meal out at Smiths, or try the new menu at The Wishing Well? There are ideas too in our comprehensive Events section on page 68. We’re hoping that you also enjoy reading our new section on Schools News, which brings together some of the ways in which our dear little ones are enjoying those “best days of their lives”. I don’t know why, but it brought to mind this gem from the American novelist, Peter De Vries – “A mother’s role is to deliver children obstetrically once, and then by car forever after”. Careering down the slopes of these early weeks of 2018, there’s just enough time to realise that winter’s handing over to spring – time for some snow then! No doubt events at the Winter Olympics in Pyeong Chang will make us Brits proud with all those medals, (if you happen to be half-Norwegian, that is!) Never mind. This month’s issue contains many ways to help you make the most of the springtime, whether it’s by visiting one of our featured eateries or paying a visit to Toft House Hotel and Golf Club on their thirtieth anniversary, or just getting out into the garden. That extra evening light, when the clocks go forward an hour on March 25th, will make us all feel that summer’s not too far away either. Enjoy the read!

Toft Country House Hotel and Golf Club

T

oft Country House Hotel and Golf Course is located just three miles out of Bourne on the main road to Stamford. The course is nestled amongst some rare rolling hills of South Lincolnshire, (who said, “Lincolnshire’s all flat land and big sky”?) There are stunning views over the local countryside and the surrounding counties. The golf course is about to celebrate thirty years since it was established, and the enormous number of trees and shrubs planted in those early days are now maturing, to create a most attractive backdrop. For the last nine years, the hotel and golf course have been run successfully by Robert and Julia Reid, during which time the business has grown, unlike the trend in much of Lincolnshire. The course, at over 6,368 yards includes

four par threes and three par fives. The par five, fourth hole, at 581 yards, offers a good test for the big hitters, whilst the par three, off the tenth, is a hole that requires utmost precision, with a lake on three sides and a river on the fourth! The par 71 course is generally considered to provide a good challenge for golfers, but an extremely pleasurable one. One of its many benefits must be its fantastic allyear-round playing conditions. As there is such excellent drainage for all seasons, Toft is the only course in this area to never have temporary “winter greens”. At the finish, there is always a warm and friendly welcome awaiting you in the golf professional shop and, of course, at the nineteenth hole at the nearby hotel! Why not treat your mum with this unbelievably simple breakfast/brunch recipe? These are so easy that a recipe is barely needed, but here you go:

Method 1 Pre-heat the oven and bake the bacon according to the package instructions. When the bacon is mostly done, still soft and not crunchy, remove it from the oven. When it’s cool enough to touch, wrap it around the cups in the muffin tin, placing another small piece in the bottom of each cup for a ‘bottom’. 2 Crack an egg into each muffin cup, lightly salt and pepper it, then bake at 350°C for about 20 minutes or, when the egg is lightly touched, it bounces a bit and doesn’t stick to your finger. Cooking them this way makes the eggs over medium, so some of the yolk is cooked and some is runny. Perfection.

3 Serve and eat within a few minutes of being taken out of the oven. Great with a side of hash browns! Yummy, Mummy!

All Change at The Wishing Well One of the area’s most popular hostelries for many years has been The Wishing Well at Dyke, just north of Bourne. Last year witnessed a refurbishment on a grand scale, both in the new seating arrangement in the spacious lounge, (with more opulent furnishings and carpeting throughout), and also with regard to its eight en-suite bedrooms. Now, with the recent arrival of a new Manager, the vastly experienced Jakub Wankowicz, more emphasis is to be placed on the food side, with a return to “traditional, sensibly priced dishes with a twist”. Fifteen years since entering the hospitality world as a Manager in high street bars and restaurants in London, Jakub has travelled widely and gained much managerial experience along the way. Six years on Jersey, for example, had Jakub rise to become Champagne,Terrace and Bars Manager in St. Helier’s Grand Hotel. Then came a move to York and a very successful spell as General Manager of the city centre Lamb and Lion Inn. Here, Jakub modestly informed me, his establishment was to achieve an AA two rosettes award for its restaurant, alongside a four star bedrooms rating. An exciting new challenge in this traditional, old-fashioned country inn was the motivation for Jakub to move his family south. The Wishing Well’s owners, Will and Antoinette Ash, and Brian and Nicky Waltham, were very impressed with Jakub’s credentials and his desire to make “The Well” something really special again. Since his new menus appeared on February 2nd, there has been a noticeable increase in trade, so the signs look very favourable. Head Chef, Ryan Mead, brings youthful exuberance to the kitchen and, although young, he has already gained several years of experience in AA rosette-awarded establishments, such as The George in Stamford. Both Ryan and Jakub enthuse over the quality of their locally-sourced produce from suppliers in Peterborough, (Stilton Meats), Rippingale, (Premier Produce), and cheeses from Stamford and Spalding, with fresh fish daily from Grimsby. The new menus for lunchtime and for evenings, as well as a separate one for senior citizens’ lunches, (not to mention

a wine list with virtually no bottles over £20), all share a common thread – here is competitive pricing! However, there are plenty of items there which succeed in lifting it well above that “cheap pub grub” tag. Witness “Local pan-fried duck breast with a crispy duck and hoisin terrine, spring onion champ and steamed Pak Choi, finished with a rich stock jus” at £14.95, or “Slow roasted sweet pepper and courgette risotto, served with garlic-infused ciabatta slices,” for £10.25. Jakub is a firm believer in the team ethic, and proudly introduces his Bar/Restaurant Supervisor, Tom Harris, and Head Housekeeper, Carol. The “Front of House” team includes Senior Bar Supervisor, Liz March, who brings eighteen years of experience, charm and passion to her role. She’s accompanied by Jess, Jack, Becky, Kerry, Aimee and Ewan. Behind the scenes, but no less important, David, Calvin, Charlie, Archie and Ben are all key players in this quest to ensure that, once again, “All’s Well at The Well!”

Words from the Mayor Councillor Paul Fellows

At the end of January, we were invited to Market Rasen for a Burns Night. It was the first Burns Night we’d ever been to and, if I’m honest, as I’d never eaten haggis before, it was with some trepidation. I realised there was no point going to a Burns Night without giving the ‘most famous pudding’ a going over. I had to ‘give it a go’. As it happened, I really enjoyed it and loved the tradition that went into the occasion as a whole. I like the sound of the bagpipes, and to be greeted by a piper was brilliant. Judi and I paid a visit to The Willows Care Home in Rippingale at the end of January. We also attended the ‘Carers Sitters’ coffee morning in Bourne. As always, it is quite humbling to see the care and dedication given by the carers at various places in and around Bourne for our parents and grandparents, who need specialised care during this part of their lives. We all will, or already have, a need to be thankful for their professionalism and care. I always visit with an eye to ‘bagging’ the best room for the future!

February began with a night to remember - the ‘Mayorsquerade’, a masked ball organised, for the Mayor’s charities, by Bourne Events Team. It was an amazing evening, from start to finish. There were fabulously dressed guests and fantastically decorated tables, lights and sounds, whilst aperitifs, canapes and then a table buffet, provided by Rachel Clarke Catering, were first class. It was an evening of superb entertainment that included fund raising and performances. Everenergetic, the phenomenon that is LDC kicked the evening into life, and the captivating voice of Tabi, with Jack on drums and guitar accompanist, moved us through to finish with ‘Miscellaneous.’ I cannot recommend this band highly enough from the beginning of their set to the end they had the whole audience literally out of their seats. Ricky Locke gave us ‘close up magic’ that still baffles me! A monster thanks to Claire, Cherry, Rob, Andy and Tracy who made it all possible.

Valentine’s Day saw Judi and I sharing stories of first meetings with the residents of The Cedars and, luckily, I was able to remember, (just!), how long Judi and I have been married. Our first meeting was an easy memory! I was then invited to take part in a pancake race and, despite what people say, I did not cheat, and my partner and I were easy winners! Wash your hair two to three times a week, max. Your hair’s natural oils are designed to condition and protect, so when you shampoo daily, it strips these vital oils away. This creates a vicious circle of overproduction of oils and a need to shampoo more often. Dry shampoo would help to refresh your roots whilst helping you to retain the essential moisture your hair needs.

Avoid hot showers, and shampoo your scalp, not your ends. Healthy, beautiful shiny hair starts in the shower, so make sure you use the right shampoo and conditioner for your hair type and level of damage. Giving your head an invigorating massage as you shampoo is a good way to encourage blood circulation and helps to detoxify the scalp. Blasting your scalp with extremely hot water will dry out your hair and create tangles that could result in breakage.

Towel dry your hair before applying conditioner. Excess water in your hair will hinder the conditioner. If you are short of time, at least squeeze out excess water and concentrate on application on the ends. Invest in a few good quality conditioners and leave-in treatments or hair masks, especially if you have coloured hair.

Brush your hair twice a day, from the bottom up. Healthy hair needs regular brushing, but don’t tear mindlessly through your locks. Work from the bottom up, once in the morning and once before going to bed, for about a minute each time. Make sure that you wide tooth comb on wet hair; don’t brush it, as it’s much more susceptible to breakage.

Use a low heat setting for hair drying and point the nozzle down, not side on. Overheating your hair is one of the worst things you can do for it. Keep your dryer on a low setting and a good distance from your hair. Move your hair around and use protective styling products before using heatstyling tools. Take your time for a decent blow dry on day one, rock it out on day two and tie it back on day three. Making your style last a few days will really help to prevent damage.

Aerophobia Fear of Flying A

erophobia is an intense fear that is out of proportion to the actual danger, and this is particularly relevant to fears of flying. Most people will agree that flying is safe, yet frightening. They have a hard time reconciling their fear with safety statistics. Although we know our phobias are not logical, we cannot reason ourselves out of one, which can then stop us from taking part in family holidays or put them off for years and years, or interfere with our work and social lives. One important thing to note is that fear of flying is not always a single phobia, as many people who fear flying are also claustrophobic, or frightened of being locked in the plane and unable to choose when to get off, feeling out of control. Our fears of flying have triggers, which are thoughts, images, sensations, and memories to which we have become sensitized. A person who is sensitized to certain bodily feelings might fear turbulence or normal take-off and landing. And someone who fears heights might become terrified thinking about flying many miles above the ground.

What are Corns and Calluses?

C

orns and calluses are areas of hard, thickened skin which most commonly develop on the feet. This can cause pain and discomfort when you walk. Corns are small circles of thick skin that usually develop on the tops and sides of toes or on the sole of the foot. Calluses, however, are hard, rough areas of skin that are often yellowish in colour; they are larger than corns and don’t have such a well-defined edge.

As callused skin is thick, it’s often less sensitive to touch than the surrounding skin. What causes it? The major cause of calluses and corns is excessive pressure from movement that can cause a response from the skin to produce callosities, which are thickened hardened parts of skin; these can form into either a corn or a callus. It can also appear if you are wearing ill-fitting footwear or if you are involved with high levels of activity; running, sports etc. This again is due to the pressure produced in both circumstances.

What will happen if I leave it untreated? If you leave the corns on your feet without seeking any treatment, professional or otherwise, then they won’t get better until the cause of the pressure is removed. If this cause isn’t removed, the skin could become thicker and more painful over time. The same is also true for calluses; if the hardened skin is left untreated it will continue to build up and become even more painful. What can help? To help ease or prevent the formation of corns and calluses, you can just do small things that can be a big help. For example you should dry your feet thoroughly after washing them and apply a suitable foot cream. We also recommend that you use a pumice stone or foot file regularly to gently remove any hard skin; this will then stop the build-up and creation of calluses. As always, make sure you wear comfortable footwear that fits properly, as pressure is one of the main causes of formation, and this will go a long way to reducing or preventing development. If possible, avoid wearing heels, as they will increase the pressure on the front of your feet.

Fundamentals of Weight Loss - Methods vs Principles “Methods are many and principles are few. Methods may vary but principles never do”

The diet industry is a minefield of contradictions and gimmicks – with any number of plans and products, gadgets and gizmos, promising amazing results for zero effort. When you’re painfully unhappy with the way you look, and feel like you’ve tried everything going and nothing works – you desperately look for anything that might make you feel better quickly. Some diets do work to shift weight in the short term. However, few deliver true lasting change.

Well, we need to get down to some basic principles rather than focusing on methods.

There are many diet ‘methods’ out there: low fat, low carb, paleo, keto, meal replacement shakes, juices, detox tea! Fundamentally, they all work by following one simple weight loss rule: Reducing calorie intake to below calorie expenditure = weight loss. One simple principle cleverly packaged into hundreds of confusing and contradictory methods! What I suggest is ignoring the methods, and stripping it all back to 5 basic principles. • Reduce the amount of calories you eat just enough to create a small energy deficit.

• Eat lots of variety of whole, unprocessed foods.

It’s not a sexy approach. It may not be the quickest approach. But it is a very effective approach! Just 5 simple PRINCIPLES that aren’t packaged in fancy methods. Of course, there are other psychological factors that come into play – but they still don’t fundamentally alter the fact that the five basic principles above, if applied, will result in success with fat loss. Spotlight on clubs

Welcome to “Bourne Cyclists” - Get Active, Meet New People and Have Fun “Bourne Cyclists” was set up by a group of local cyclists last year and, explaining here what they do, are Tim Lister and Danny Cowee. “We are a social group, enabling cyclists to contact each other and arrange rides, advertise events and ask for advice and information about cycling. The group has now grown to over two hundred members of different riding abilities, who all want to ride for fun! Through contacts with local clubs and other cycling groups, we arrange to meet and ride with cyclists from other towns, enjoying local knowledge of routes and trails. For new riders, unsure of cycling with others and perhaps not having the fitness for a long ride, this is the perfect way to get into the wonderful sport of cycling. We also have members who can get under two hours on fifty-mile time trials, be within the first few riders back on a two hundred-mile sportive, and race in twentyfour-hour mountain races.

It is so much fun to ride a bike and we add the element of competition with the Strava Group, both on and off road, with a weekly distance leader board. There is a full year of monthly competitions, with gifted prizes from local businesses, including a Sunday carvery for two, a quality car valet and several other prizes. What’s more, cycling and photography just go together so well, with all the wonderful places and views that cycling can take you to, and don’t forget … cyclists love cake! You might not have heard of the ‘Troll Game’, but during winter, a Toy Troll was being hidden around our country lanes and clues left on the group wall for the next cyclist to find “Timmy”, as he became known; unfortunately, it ended abruptly after he just vanished overnight! Everyone is welcome to join and to ride with us.”

We do a very unstructured Sunday social road ride, starting at the not-so-social time of 7am, but we are back by 9am, so leaving the rest of the day to yourself. There’s also a mountain bike ride, leaving Bourne’s Tesco car park on South Road, at 7pm every Monday evening. Members also post when they are going out for a few miles during the week, for other cyclists to join up with them.

Exhibition at Baldock’s Mill Saturday March 10th – Sunday March 18th (2.00 pm – 4.00 pm every day) Bourne Civic Society was founded in 1977 to fight for conservation and good planning in Bourne. The society runs many other activities, including lectures, tours and visits, and continues to take a great interest in our town … past, present and future. The Society manages a heritage centre and museum at Baldock’s Mill, on South Street, that features three major displays: the Raymond Mays Exhibition, the Charles Worth Gallery and a gallery of Bourne’s

history and heritage. The Mill has a shop selling a range of gifts and publications, pamphlets and maps relating to Bourne and the specialist displays. The exhibition, running for the full week during March, will show just how much has changed since the Society started over forty years ago, and how much has been done to the Mill during that time. There is no entrance fee, but donations would be most welcome for the upkeep of the Mill.

‘Walk to Remember’ and Raise Money for Thorpe Hall Hospice A spring woodland is the setting for a new event on the calendar at Sue Ryder Thorpe Hall Hospice, giving people the chance to remember loved ones, while fundraising for hospice care. Walk to Remember is a 5km walk of remembrance and reflection, open to people from across the region – and early bird entry is now available. It is hoped that hundreds of people will join the walk on Sunday, May 20th, which starts in the beautiful grounds of Thorpe Hall Hospice in Longthorpe, Peterborough. It heads out to Longthorpe village, through woodland and back to the finishing line in the grounds of NGA HR, Thorpe Hall’s neighbours, for a celebratory drink and rest. The route has been chosen to be perfect for families and pets, giving everyone chance to remember

someone special, to celebrate the life of someone who’s missed, or just to enjoy a spring stroll.

School News New Fitness and Activity Trail for Morton Church of England Primary School The Rev. Lynda Pugh, the outgoing (retiring) incumbent priest of the Ringstone in Aveland Group of Parishes, officially opened the new Fitness and Activity Trail at Morton Church of England Primary School. This new £25,000 trail incorporates a running track with solar panel timer, universal climbing adventure trail, fitness trail and woodland climber. It was partly funded by the National Lottery Awards for All and complemented by awards from the School PTA and the Tesco Bags for Help grant. This amazing new facility was designed in part by the children who requested many of the elements that have been woven into the design. The children have relished the opportunity to spring, slide, run, climb and balance their way over all of the new trails. Mr Trafford, head teacher, said, “We are really excited about our new fitness and activity trail. Our generous grants have allowed us to install the equipment to benefit the children. As a “Healthy School”, children are active throughout the day both inside and out, and this new facility adds a new dimension to playtime. We would like to thank all those who have helped support our PTA and the grant application process.”

Langtoft Primary School Langtoft Primary School celebrated their eleventh annual ‘Langtoft’s Got Talent’ on Friday February 9th. The popular event is now firmly established as a favourite in the school calendar. Children from all over the school can apply to ‘audition’ their act to the school’s judges, early on in Term 3. Rehearsals then take place for children wishing to take part in a variety of acts, such as dancing, singing, instrument playing, comedy and magic. This year, pupils as young as four years old were taking part. Mrs Leadbeater, (School Administrator/Talent Night Organiser), says that the night is such a special occasion for the children as it improves their self-confidence and social awareness, with the event having such a great community feel, with up to two hundred people watching on the night, and everyone supporting all the children involved. There is a special treat at the end of the evening, with staff members putting on their own show! Each year sees new children wanting to join in, with an exciting buzz around the school in the weeks leading up to the show. The event raises over £1000 each year.

Thurlby Community Primary School Dinosaurs were brought back to life at Thurlby Primary School during a very informative day, provided through “The Education Group”, one of the leading providers of primary school workshops. Children spent the day excavating fossils and

learning about the carnivores, herbivores, sea life and plant life of prehistoric times. The day ended with a whole school assembly visit from an animatronic dinosaur and this provided a very exciting end to a highly motivational event.

School News Bourne Abbey primary school Great Fire of London WOW! What an explosive end to Year 2’s fascinating topic, The Great Fire of London, at Bourne Abbey C of E Primary Academy! On the last day of term, fire fighters from Bourne Fire and Rescue brought their shiny red fire engine onto the Key Stage 2 playground and set fire to the Great Fire of London houses that the children had made! The children all watched in amazement as the firefighters set their houses ablaze with just a few sparks.

Just like in the Year 2 assembly about The Great Fire of London, it only took one spark to set the fire alight and, as the wind took hold, the glowing orange flames began to jump from house to house! In no time at all, the fire was raging through the houses—just as it did back in 1666. When the fire fighter started to put out the roaring fire with his hose, all of Year 2 let out a loud cheer! Hooray! The fire died down, until all that was left of their houses was a pile of ash and dust! The children and staff in Year 2 would like to thank the fire crew at Bourne Fire and Rescue for taking the time to help enhance the children’s learning of The Great Fire of London. They really did end their topic with a bang! Mrs Sarah Smith, Year 2 class teacher, said, “We have thoroughly enjoyed learning all about The Great Fire of London and this experience was the perfect ending to our topic.”

Bourne Westfield was delighted to welcome Chris Lee and Louise Welch from Outspoken Training to deliver Bikeability Balance to children in the Reception classes.

From children taking digital photos to augmented reality apps used to support writing, from Comic Life texts to open world exploration opportunities, such as Epic Citadel and tools to support children with specific learning needs, the Governors were amazed by the opportunities the iPads present, not just as a learning resource to support computing, but as a tool that fires imagination and enriches learning in its purest form across the entire curriculum. These were thoroughly enjoyable mornings with children, staff and Governors all engaging and sharing learning throughout the school, and everyone is looking forward to future opportunities to do the same. m a rch 2 0 18

Bikeability Balance (balance bike training) is targeted at Early Years Foundation Stage and is suitable for both nonriders and children who have already learnt to ride a pedal bicycle. The training takes place over four days and each group of twelve children receives forty-five minutes of training each day. The hope is that this will embed cycling into everyday life for children from a young age, whilst tackling some of the barriers to cycling. The bikes and helmets for the training are all provided. Bourne Westfield’s assistant headteacher commented, “The children have all been talking about having a turn on the bikes and have been excited to take part. It has been brilliant to take part in this scheme and enhance the children’s physical development and have a positive impact on their learning in all areas of the curriculum.”

Successful Past and an Impressive Future One of the principal workplaces in Bourne, with now almost five hundred people on its payroll, Johnsons Bourne Textile Services continues the success story from the last century, with its relocation in the town, massive expansion on the new Tunnel Bank site, and a service provision covering vast swathes of the United Kingdom. I recently caught up with Site Operations Director, (and one-time “Bourne Laundry storeman” on the original Manning Road site), Richard Clark.


He outlined the fascinating manner in which this family-oriented business progressed from their early servicing of local R.A.F. bases and comprehensive coverage of households in the local area, into the diversification into linenhire to hotels, now on a huge scale. He reminds me though that the local element remains, and the dry-cleaning shop for the general public on Cherry Holt Road is as busy as ever. In the 1970s, Bourne became a franchise of Brooks Textile Services, and by 1986 were delivering up to 100,000 pieces of laundry per week. There were many of us students, back in the day, eager to join on a temporary basis to deliver sheets and towels across much of the East Midlands and out to the coast. We would see how


local families, such as the Strouds, the Deweys and the Dimblebys, (not forgetting the long-standing feature that was David Johnson), were instrumental for decades in keeping “The Laundry” ahead of the field. 1992 saw the introduction of the first night shift, a sure sign that business was booming. Five years on, and the first piece of land on the Tunnel Bank site was purchased, which enabled vehicles to be loaded off-site. It was at the turn of the century though, when the building of a whole new, stateof-art factory began and, by 2013, Phase 3 had been completed, dedicated to servicing Premier Inn establishments. A year later, Bourne became Johnson’s first acquisition in the high volume linen market, which was soon to become the U.K.’s second biggest supplier of hotel linen. Besides Premier Inns, the impressive list of national firms serviced by the company include Radisson Blu, Holiday Inn, Accor and Crowne Plaza Hotels. Operating from their four acre site, and using only four giant washing machines, the Bourne factory is now capable of delivering up to 1.5 million pieces of linen per week. It’s no wonder then that you’ll be spotting the distinctive blue livery of the forty lorries out on the roads, and not just around South Lincolnshire either. An area, from Leeds to London, and from Birmingham to the east coast sees the fleet covering over 200,000 miles per month!


Regarding the future and its employment potential, Richard Clark is eager to stress that the laundry of 2018 is an exciting world, where a range of job opportunities is to be found. No longer to be perceived as just a female world of machine operatives, there are plenty of roles to be filled. These include engineers to maintain the various pieces of machinery, accounts and administration, human resources, management and a sales team to ensure that the future prospects are as bright as they possibly can be!

On January 16th, an excited group were welcomed by Site Operations Director, Richard Clark, at the Tunnel Bank, Bourne, premises. The statistics shown on his presentation were truly mind-boggling and it was difficult to imagine the enormous scale of the operation, conducted from this seemingly small part of the country. The answer to those questions, from a family law specialist, is – unless your marriage split is of the most straightforward type with no marital assets to divide, don’t cut corners in getting the right standard of legal representation. The response to this may well be, “Well you would say that, wouldn’t you?” but the many tales of woe that come from bad experiences of trying to do a divorce on the cheap, remotely through an online lawyer whose identity and credentials you can only take their word about, provides strong evidence that having a solicitor you can connect with on a personal basis and meet face to face is the much better option. There is the story of a divorce being sent back five times from the court on a decree nisi application, because the online solicitor couldn’t get the procedure correct. There is another case with a consent order drafted by an online solicitor rejected by the judge who then summoned the parties to a hearing and ordered them to start the process afresh. This ended up costing them thousands of pounds. When divorce happens, it is a life-changing event for which you deserve to have the best available support and advice to get you through the process. In most cases, trying to achieve that through your computer is likely to disappoint.

Pension PAYE Perils

I

n a recent podcast, it was stated that hundreds of thousands of people who had used pension freedoms to take lump sums of money had been overtaxed by thousands of pounds. It went on to suggest that the Treasury had a tax windfall of more than a billion pounds in the first two and half years, in non-refunded tax overpayments from money taken through pension freedoms. There was no basis given on how the “windfall” was calculated but, in our view, it seems extremely high and there is good reason to question it. The PAYE systems works well when someone is taking regular income, but where pensions are taken on a one-off or irregular basis, it does often put a strain on the system and it is common for tax to be overpaid. However, even with this tax overpayment, the PAYE system should automatically refund individuals around November time, after the tax year, even if a tax return or claim during the tax year has not been made. So, the chances of not having any overpayments refunded, should be rare. The big question therefore is: how quickly can you get your money back? Unfortunately, the process of making a tax claim during the tax year can be difficult, as there are three

different types of form: a P53Z, if a pension has been completely withdrawn and the individual has other PAYE income; a P50Z, if again the pension fund has been completely withdrawn and there is no other PAYE income, or the individual is only in receipt of the State Pension; and a P55, if the pension from which the withdrawal was made continues.

Unfortunately, when an individual does not get the full amount they expect, the delay in getting a refund can have serious consequences, including cases where individuals have lost money when putting deposits on property, and even a situation where an individual was assaulted by a tradesman for not being able to settle his invoice on time. So… are you confused yet?

However, all of these pre-mentioned problems can be potentially removed if the pension provider offers a sophisticated payroll system, and this is something often overlooked when selecting a pension provider. An example includes when a withdrawal is made, and an emergency tax code is used instead of a correct tax code, which leads to an overpayment of tax by the individual; not all payroll systems have the ability to make a refund of the overpayment the following month, even without any extra income being taken.

Pension legislation has changed massively over the past couple of years; amusingly, it has been referred to as “simplification”. There are many ways to take withdrawals and/or income from your pension; there can also be potential for issues with annual and lifetime allowances, not to mention death benefits for your family or other loved ones.

However, this particular problem could be avoided by ensuring that the correct tax code is submitted,

The profit made by every Bourne Property Owner over the last 20 years is £564.90 per month.

he Bourne housing market in 2017 was a little more subdued than 2016 and the signs are that this will continue into 2018. If we look back even further we find that the average Bourne homeowner who bought their property 20 years ago has seen its value rise by more than 192%. This is important, as house prices are a national obsession and tied into the health of the UK economy as a whole. The majority of that historic gain in Bourne property values has come from property market growth, although some of that will have been added by homeowners modernising, extending or developing their home.

Taking a look at the different property types in Bourne and the profit made by each type, it makes interesting reading as we can see in the table below. Now it’s certain the Bourne housing market in 2017 was a little more subdued than 2016 and that will continue into 2018. Property ownership is a medium to longterm investment so looking at that long-term time frame; the average Bourne homeowner who bought their property 20 years ago has seen its value rise by more than 192%. Another factor that will affect property prices is my prediction that the balance of power between Bourne buy-to-let landlords and Bourne first-time buyers should tip more towards the local first-time buyers in 2018. Meltdown and Spectre - Major Flaws in PC Security

Y

ou may have heard on the news that two major vulnerabilities have been identified that can allow criminals to steal personal data from your system, even if you are running updated Internet security suites. These two threats are called Meltdown and Spectre. Both vulnerabilities exist at the very core of today’s systems and will be difficult to address as they impact Intel, AMD and other modern processors as well as mobile devices and cloud-based solutions. What is Meltdown? Meltdown allows intrusive programs and applications to access the data being stored or used by other applications. This effectively means that a hacker can read any information being accessed by software on that device, whether this be a computer system or mobile device, such as a tablet or phone. What is Spectre? Spectre poses a similar threat but can be used to ‘trick’ running software into releasing sensitive information. It is harder for criminals to exploit, but also harder to protect against. What systems are impacted? Almost EVERY modern system. Hence the reason why these vulnerabilities are getting a lot of press.

It impacts desktops, laptops, cloud systems, smart phones and tablets. This includes Apple systems. Can I test if my device is vulnerable? Windows users can check if their PC is vulnerable using https://www.ashampoo.com/en/usd/pin/1304/ security-software/spectre-meltdown-cpu-checker Are the fixes for Meltdown and Spectre? All major manufacturers are working on patches for their software and hardware. There are far too many devices impacted to provide a list here, but Microsoft have already confirmed they have released a Windows 10 update to alleviate the problem and this will be delivered as part of the Windows Update process. Apple have a Meltdown fix for iPhone in version 11.2.2 available via the standard update. What Should I do to Protect My System? As mentioned above, many manufacturers are already taking steps to address these major flaws. Ensure that you are updating your devices and, if you are in doubt, search online for information for your specific device and updates for Meltdown and Spectre. Information updates and fixes are being released, but some older systems may never see this vulnerability addressed.

“Legal Spring Cleaning” By Richard Wood – Double & Megson Solictors Now that spring is within sight, it is a good time to review our circumstances. It is always advisable to keep our wills up-to-date, especially if new family members have been born or sadly, where a loved one has died. Sometimes, our income or capital position may change and that should be reviewed, as well as considering if we are affected by the government allowances for residential property in relation to Inheritance Tax. As we get a little older, we should consider whether we need assistance managing our financial affairs by creating a Lasting Power of Attorney. This can allow us to manage finance and property and/or health and welfare. Although we must

decide individually what is best for each of us, this assistance can provide valuable support, especially when feeling less able to get out or manage our affairs. The Lasting Power of Attorney appoints trusted persons to act for us in specified circumstances. If we lose our capacity, it can take longer to resolve matters with higher fees than under the Lasting Power of Attorney option. If a couple are unmarried, they should consider their legal position so that their wishes for one another are protected in the sad event of one of them predeceasing. This can be very important, especially when one of them is not mentioned on the Title Documents/Deeds. A will would allow that couple to protect one another, to limit issues which can affect them when they are unmarried. The Lasting Power of Attorney option can also help to limit risks, if one of them becomes incapable of managing their affairs. We should also check that those holding our pensions and certain life insurances know who we have nominated to benefit from any lump sums as they pass outside of our wills. The same applies for death in service.

The Potting Shed Hopefully, spring is on its way and the longer daylight hours mean more time to spend at the allotment or on your vegetable patch, preparing beds for new crops. Although we may get some warm days, it doesn’t necessarily mean that the soil will be warm enough for sowing, so be cautious; by the end of the month it should have warmed up, particularly if you have covered the soil in polythene or similar. Although there are plenty of seeds to sow, it is worth keeping an eye on the weather forecast as we can still get some pretty cold weather in March and some heavy frosts. Plant shallots, onion sets and first early potatoes by the end of the month; it is also your last chance to sow garlic. If you want to grow asparagus, now is the time to prepare your bed and plant the crowns by digging a trench 12 inches deep, and add some well-rotted manure, making a 4 inch ridge at the base, and spread the roots of the crown over the ridge, replace the soil, leaving the tips just visible. Water in and add mulch. Don’t forget to leave the asparagus for two years before actually harvesting – it’s well worth the wait! Now is a good time to prepare your beds for later planting, by removing any weeds that have survived the winter or are starting to regrow, raking the soil thoroughly and applying fertilizer. Bean and celery trenches can be started by digging a 2-3ft wide by 1ft deep trench. Keep the weeds at bay and hoe regularly. Don’t forget to feed your over-wintered crops such as onions, kale, spring cabbage - use blood, fish and bone meal, chicken manure or seaweed-based organic

fertiliser. Also, herbs such as rosemary and sage will benefit from a good trim, and chives and mint can be propagated by dividing them and re-planting. March can be a busy month for sowing, particularly indoors – aubergines, chillies and peppers, (indoors or in heated greenhouses), brassicas such as Brussels sprouts, sprouting broccoli, cabbages, (summer, autumn and red). Cabbages can be given a head start by sowing the seeds under cover and planting on when all frost risk has passed. Early varieties of carrot, beetroot, spring onions, peas and broad beans can be sown into the open ground, but may need to be under cover. Other jobs for this month include:• Lettuces and other salad crops can be sown, either indoors or outdoors under cloches or in cold frames. Tomato and cucumber seeds can be sown indoors but wait until the end of the month. • Last chance for planting bare-rooted fruit trees and bushes. • Feed and mulch fruit trees –fertilise the base, water in and then cover with well-rotted manure or compost to act as a mulch. • Check cabbages for caterpillars and pick off. • Remove dead leaves from cabbages and Brussels sprouts. Secure your valuables against a rise in van and shed theft LET’S face it – when it comes to our property, most of us ensure the alarm is switched on, doors and windows are locked and a light is left on when the house is empty. • Don’t be fooled into thinking your garage is any more secure than your shed. Many up-and-over style garage doors are easily overcome, but a padlock with a hasp and staple on the inside is an effective way of improving security. Consider fitting a garage defender lock. • Consider fitting security cages inside sheds or garages and keep valuable equipment inside them. It’s well worth locking down ladders and tools that could be used to break into your house. • Mark all your garden equipment and tools with your postcode and house number/name, and consider using Immobilise, a free database used to register your valuables. Discovering . . . The Hull evacuees

O

ne of the exemplary patriotic acts by the people of Bourne during the Second World War of 1939-45 was in giving homes to hundreds of children who were sent here from sensitive areas of Britain which were likely to be bombed by enemy aircraft. Over 1½ million boys and girls were moved to safe places by road, rail and sea with gas masks, baggage, identity labels tied to their clothing and a supply of food for the journey. It was a step into the unknown for all of them and many were terrified at being away from their families for the first time. Among those cities that were evacuated was Hull, the east coast fishing port where British shipping was a regular target for enemy planes, and so the children were found temporary homes at towns and villages inland, including here in Bourne. The billeting arrangements here were organised by the late Mrs Kate Cooke, chairman of the WVS [Women’s Voluntary Service], who was subsequently awarded the MBE for her community service. She checked on the available homes with her band of helpers and although many of the children were anxious, lonely and homesick, all were soon found suitable places with welcoming families.

More evacuees arrived at regular intervals over the next three years and a total of 900 children from the Hull area were eventually relocated to the Bourne area during these troublesome times. Once they had settled in, the boys and girls began participating in the life of the town, most of them attending the council school in Abbey Road [now the Abbey Primary Academy] where accommodation was limited and so the overflow went to the Baptist Church in West Street where temporary classroom space was arranged by Kesteven County Education Authority. The evacuees remained until the war ended in the summer of 1945 although it was several months before arrangements could be made to send them all home. Few forgot the experience, among them the late Dennis Staff who was billeted with a family in Hereward Street. He later emigrated to Canada where he had a distinguished naval career and before he died in 2015, aged 82, he wrote to me saying: “I have the deepest gratitude for your town where the people willingly opened their homes to dozens of strange children who were frightened and afraid but it was an enlightening experience that gave me confidence and determination for the future.” Archive photo of evacuees in the playground of the Abbey Road school in 1943.

Rabbits as Pets

R

abbits have traditionally been children’s pets but, as many people have discovered, they are often better suited as adult pets. They are very inquisitive animals and much more intelligent than most people realise. It is now being understood that it is not enough for a rabbit to be kept in small solitary situations. They need a windproof and waterproof area of shelter, with an outdoor space as large as possible, that has plenty of interesting things in it. Some people allow their rabbits to roam the whole garden, but this can have problems if cats hunt them. Also, care must be taken with possible poisonous plants. Some rabbits are kept in the house and can easily be toilet-trained. Great care

needs to be taken though with electrical wires, as rabbits love to chew them. If kept indoors, they still need plenty of outside sunlight to ensure adequate vitamin D levels. Correct feeding is vital for a rabbit’s health. Poor diets and limited access to sunlight can result in loose teeth and abscesses, digestive problems, poor coat and obesity. Rabbits have teeth and a digestive tract very similar to horses. Their caecum, (equivalent to our appendix), is large and full of bacteria that digest their plant diet, and they have to eat almost constantly to maintain proper digestion; this food needs to be mainly grass and hay, (ideally a variety of different grasses and other plants). Limited amounts of rabbit mix and vegetables can be given, but great care must be taken to not over-feed these. Too much grain will result in obesity. It is also very important to vaccinate rabbits, as there are two diseases that we see regularly, myxomatosis and V.H.D. (viral haemorrhagic disease). Myxomatosis causes the swollen eyes that are commonly seen in wild rabbits, and causes severe pneumonia that usually results in death after two weeks. This disease is spread via rabbit fleas and possibly some of the newer continental midges. V.H.D. causes a rapid death and often the rabbit is just found dead, although occasionally it may live for a couple of days. There is an effective combined vaccination against both these diseases. Lastly, it is very important that a rabbit is given plenty of attention; they are very intelligent and need a lot of interaction, and ideally they should be kept in pairs. Males in particular will need neutering; two entire males kept together will often fight, which neutering will usually stop. The male rabbit will also need neutering if kept with a female, as they do tend to breed like ‌!

This month, we look at the types of incident that we get called to on a daily basis, relating to concern for a relative or friend who hasn’t been heard from for a while. During December and January, in the Bourne/Stamford area alone, there were 117 calls to the police to deal with “concern for welfare” situations. In many cases, it was entirely appropriate that the police were deployed to resolve the situation. This might be because the report was that a loved one with Alzheimer’s had gone missing, or a person threatening suicide was needing police intervention to help. However, in the majority of cases, a police officer or officers were deployed to reports which were almost entirely medical in nature, or a person not answering their telephone! Examples included: • “I’m concerned about my elderly mother with dementia, but I’ve been drinking so can’t go round to check on her welfare”. It was established that the elderly lady had just switched off her phone. • “My neighbour has gone to bed with all the windows wide open, and no lights are on”. Caller doesn’t want to go around on her own, for fear of startling the occupant. Police establish that the occupant had simply forgotten to secure the house before going to bed.

• Caller has fallen out of his chair. Caller did not want to ring an ambulance due to them being overworked – wants a police officer to pop in and pick him up. And the list goes on. Whilst the intention is NOT to discourage callers who genuinely feel that their loved one/neighbour is at risk, there are simple steps that most callers could take which might resolve the problem, without resorting to police attendance. If you live a distance away from your loved one, could you identify a neighbour or friend close by who could check on them, or have possession of a key that would allow them to go in and check in an emergency? Do you have your neighbour’s phone number to ring and check on them if you don’t feel confident to go over and investigate why their windows are open late at night? Do you know your neighbour and what support they have from family? Could you take details of who to call in an emergency if you know that their son/daughter lives far away? If they have a regular carer, could you find out their details so that you can call if you become worried about them? We hope to see more calls resolved by residents having a simple plan in place, should they become ill, which means that callers don’t have to resort to calling the police.
