This month we’re treating all you fathers out there with features, suggestions and even a football quiz competition, that will hopefully mean that this year’s Father’s Day, on Sunday June 17th will be your best yet. What better way to spend some of it than at the Bourne Classic Car and Bike Carnival – this year bigger and better than ever? How about this as a lovely definition of a father - a man whose wallet holds photographs of his children where once there was money? So, the Royal Wedding has gifted us something really special - that extraordinary ‘sermon’ from Bishop Michael Curry. The following is a short section of what ought to become a mandatory mantra for any political leader … and for any other human being, for that matter! “When love is the way, poverty will become history. When love is the way, the earth will be a sanctuary. When love is the way, we will lay down our swords and shields, down by the riverside to study war no more … Because when love is the way, we actually treat each other, well, like we are actually family.” Our June issue has its usual extensive gamut of features to dip into and enjoy, as the summer arrives. I hope there’s something here for everyone. Enjoy this month’s read, and to all of those of you involved in exams, good luck – the long holiday will make up for it! FIFA WORLD CUP 2018 competition! Love it or hate it – the fact is you just won’t be able to avoid it, when Russia host this year’s spectacular soccer tournament, by kicking off against Saudi Arabia on Thursday June 14th. The mighty England storm/stumble into action four days later, as their three Group G games pitch them against Tunisia on Monday June 18th at 19:00, Panama on Sunday June 24th at 13:00 and then Belgium on Tuesday June 28th at 17:00. The Final will be played at 16:00 on Sunday July 15th – will Gareth Southgate’s mighty charges be on the stage or will they have already “rushed” back home? You’ll just have to tune in and see! History

Discovering . . . the railway age

T

here are few signs around Bourne today to indicate that this small market town was once a thriving railway centre yet for almost a century it was a busy place for both passengers and freight based around the early 17th century Red Hall off South Street. The hall was built as a country house in 1605 but when the railway came to Bourne in 1860 it was sold to the Bourne and Essendine Railway Company for use as the booking office and accommodation for the stationmaster and his family. Opening the railway began with the building of a 6½mile stretch of track to connect with the main Great Northern Railway line at Essendine and during the next 100 years the system was regularly extended and improved. The Spalding and Bourne Railway opened in 1866 followed by a 17-mile branch line north to Sleaford and the final link came in 1894 with another west to Little Bytham where it connected with the branch line from Saxby, east of Melton Mowbray, thus creating a through route between the East Midlands and East Anglia of which Bourne could take full advantage. The railway soon became one of the most useful travel facilities in the history of the town and continued until

the last passenger train left Bourne for Spalding on 28th February 1959 while the termination of freight facilities for the movement of sugar beet disappeared in 1965, virtually ending the railway age for Bourne. Closure of the railway heralded the start of a massive demolition programme when practically every remnant of the system was removed, including platforms, workshops and engine sheds, but every effort was made to salvage valuable materials such as the old railway lines and sleepers. Other relics of our railway past soon disappeared, notably the station itself and although the platforms were dismantled in 1964, the red-brick station buildings continued in use as the central depot and offices of Wherry and Sons Ltd., the agricultural merchants, who have been associated with the town since the early 19th century, but these too were demolished in 2005 and the site has since been developed for new housing, appropriately named Great Northern Gardens to remember its industrial past. The Red Hall which survived a century of constant vibrations from passing steam trains and rolling stock was also threatened with demolition but was saved in 1962 when the house was acquired by Bourne United Charities who carried out major restoration work to ensure its preservation and the Grade II listed building continues in use to this day.

Nails - How to Make Them Your Best Accessory by Claire Saunders, Renu - Health, Beauty & Fitness

W

hether you are writing in your journal, introducing yourself, telling an animated story, or pressing your fingers into a yoga mat - many of life’s best activities involve your hands. Your hands tell the world how healthy you are, how old you are, and how well you take care of yourself. Yet they are often taken for granted. Beautiful hands do not usually just happen. Nails and hands need hydrating, moisturising and protecting from the elements. Here are Renu’s top tips on how you can make your hands your best accessory.

Keep them clean – Your hands do everything for you, so it’s very easy for your hands to become covered in dry, peeling skin, and decorated with dirty or undernourished nails. Strong detergents and cleaning products can strip the natural oils from your hands that keep them youthful and healthy. Use a good quality anti-bacterial hand wash, and exfoliate your hands two or three times a week with a gentle exfoliator. We would recommend Decleor 1000 grain exfoliator, which can be used all over the body - (£28.00).

Problem nails – There are five different nail types, so it’s very important that if you have problem nails you establish the right formula for you. Using the wrong treatment will either elevate the problem or make no difference at all. Our therapists are trained in Nailtiques formulas that have different percentages of protein, depending on your nails’ needs. Regular use of these will solve the problem within six weeks – (from £13.00).

Nourish, protect, polish - Beautifully polished nails promote a well-groomed image and can create a more youthful appearance. A base coat is really important to protect the nail bed. Whilst the polish will help protect the nail from the elements, your nails also need time to breathe. If you can’t face showing them off without a polish, then make sure you use a cuticle oil on a regular basis, and always remove polish with a non-acetone remover, such as Nailtiques Non-Acetone Remover – (£6.20). Moisturise – It’s the skin on the back of your hands that will become thin and wrinkly long before your palms, so apply your hand cream to the back of your hands, and only use the excess on the palms. ocal lady, Clare Roddis, saw her long-held dream realised on Good Friday this year, when she opened her own barbers, The Barber’s Chop, in South Street, Bourne, and has been delighted to see how her ambitious venture has taken off in the six weeks since then. A recent visit to Clare’s barbers enabled me to get, not just a pretty sharp trim, but also the impression that here are two very friendly young ladies, (Clare has her friend and former work colleague, Hayley Hackford, working on a part-time basis), operating with enthusiasm and with a smile on their face. Clare’s business partner, Tony Kirkby, will become more than just that in November this year when he and Clare are to be married. Tony has a lifetime of experience in various retail and managerial positions, and his role of tactical account manager will ensure that their new venture will be based on a sound financial footing. Mother of two, Clare, quietly admits to over twenty-five years since becoming qualified as a hairdresser, whilst Hayley can offer a mere sixteen years! Both are confident that they can offer the very best in hairdressing for both men and ladies in the local area. They are already seeing repeat customers who were first attracted by the novelty element, but who have since returned for more! The attractions are many, not least a ‘Loyalty Card’ issued to everyone and worth a free haircut for every seven previous cuts.

The barbers is bright, freshly scented and spacious, and the décor most appealing, in a modern edgy sort of way. The price list looks particularly attractive and The Barber’s Chop operates a ‘No appointments necessary’ policy, very handy for that quick visit, when time might be limited. To have the South Street car park within just a matter of yards away is a further point in its favour. What’s more, there are customer toilets on the premises, which is always an advantage, when accompanied by the ‘little ones’! Early days at the moment, but Clare is already in the process of improving the salon’s offering, with a sunbed pod being installed upstairs in the near future, and plans to introduce shaving, alongside the traditional cutting of hair at present. Clare is aware of the role that local businesses can play in supporting local charities and good causes, and she has already made available a number of free haircuts as prizes at local school fetes. A Visit to the Osteopath - Wise Words of Comfort by Philip Hakim, Registered Osteopath, Owner of the Wellhead Practice

or many, the unknown can be daunting and become a reason not to do something. Each year, more and more people decide to see an osteopath, but what exactly happens there? Please note that the title ‘osteopath’ is protected by law, and it is illegal for anyone to call themselves an osteopath, unless they are registered with the General Osteopathic Council, which sets and promotes high standards of competency, conduct and safety. Our licence to practise needs to be renewed each year.

Typically, a first appointment will last between forty-five minutes and an hour. We ask in confidence about your general health, any medication being prescribed and your medical history, including any previous episodes, illnesses or operations. You need not be alone, if the company of another person would benefit you in any way. Next, we look at how you move; asking you to actively perform certain movements typically while standing, and we observe the effect on your condition, posture and mobility. Then, whilst lying on the examination couch, we look at your passive movements where we assess the health of your joints, ligaments and tissues by using a highly developed sense of touch, called palpation. We do this to check the range and quality of their movements and often more importantly, how they interact together. Sometimes, we need to perform other special tests such as testing your reflexes or taking your blood pressure. By combining all of this information, we then formulate a diagnosis which we will explain to you. If, for some reason, you needed someone more specialist, or we suspect a more serious

condition that osteopathic treatment is not suitable for, we would always refer you with a letter to someone appropriate, which may be your G.P. or local hospital. Before treatment begins, we discuss the treatment benefits, any risks, the likely expectations, how many sessions are needed and your consent for us to treat you. Bourne Salvation Army - Half Term Fun and Dementia Workshop On Thursday May 31st, Bourne Salvation Army will be hosting a Half-Term Fun Day at the Salvation Army Hall from 10am until 3pm. This is open to anyone who wishes to pop in! We will have a selection of craft and art activities, games such as bowling and giant jenga, refreshments and a barbecue – weather permitting! Local Entrepreneur and Bestselling Author to Speak at Local Charity Event Neville Wright, founder of Kiddicare and now property developer, philanthropist and author of the Amazon bestseller, “The Answer is Yes, Now What Was the Question?” will be the guest speaker at a Charity Garden Party on Wednesday, June 20th in Stamford. The annual event is organised by Pilot Fish, (a commercial finance company in Bourne), and is well attended by local professionals from all over the area. He will be discussing his journey, from having just 37p to selling his business for £100 million, and how his life has developed beyond this. He recently met Zoe Crowson, founder of the Phoebe Research Fund, to find out more about the charity. He said, “I am delighted to support The Phoebe Research Fund and am looking forward to the Garden Party in June”. Epidermolysis Bullosa is a life-limiting genetic condition which affects the third layer of collagen in the skin. All money raised by the Phoebe Research Fund goes directly to further research into this condition, the cure for which would see major advances for numerous other skin conditions, affecting thousands of people. The event will take place in the garden of The William Cecil in Stamford, starting at 5pm. Farewell Lord Nelson – It’s All at the Co-op Now! A new Lincolnshire Co-op food store has opened its doors and welcomed customers inside for the first time. The £1.2 million outlet on Bourne Road in Morton was unveiled on Thursday May 3rd in an official ribbon-cutting ceremony, led by Lincolnshire Coop President Julia Romney with Chief Executive Ursula Lidbetter. To mark the occasion, two local causes were each presented with £500. One cheque was given to Morton Village Hall, which supports and provides space for many local groups in the area. Caretaker Andy Baldock said the money would help improve outside lighting at the hall. The

The new food store has created fifteen full and part-time roles for the area and features lots of facilities for shoppers to enjoy. Inside, there’s an instore bakery, hot food-to-go, chilled wines and beers and a Costa coffee machine. It sits on the site of the former Lord Nelson pub and includes an eighteen-space car park. The store is open every day from 7am to 10pm.

e often hear the expression that women are ‘made’ to give birth and that giving birth is ‘natural’. Indeed it is, and both are true. But it is also traumatic on the body, even if everything went well during the labour and the birth.

This is why certain phrases, such as ‘Strong Mum’ and ‘Fit Mum’, are dangerous. Admittedly, ‘Healing Mum’ or ‘Functional Mum’ don’t have the same ring, but essentially that is what every new mum needs to be - functional and healing. That’s where my post-natal healing exercise classes come in. I work with your body, where it is at, and help you to heal, from inside to out – no matter how long ago you gave birth! Dysfunctions can be incontinence, uncomfortable healing tears, pelvic floor muscle prolapse, neck ache, back ache, diastasis recti, (separation of the abdominal muscles), and many other symptoms. The Deepings Caravan Park – 25 Years Young and Only Getting Stronger

Summer is just around the corner so what better way to spend those sunny days than in the great outdoors? Better still, this little gem is right on our doorstep! Darren and Belinda have been owners and residents of The Deepings Caravan Park for sixteen years and they always ensure that their guests are greeted with a warm welcome and friendly staff, including their adorable pug and French bulldog. Issues in Employment Law - The Employment Tribunal By Richard Wood – Double & Megson Solictors

The employment tribunals hear cases regarding employment disputes. Often, employees and employers can resolve issues between them internally, in either disciplinary or grievance procedures. Where that is not possible, ACAS (The Advisory, Conciliation and Arbitration Service), will attempt to procure an agreement between the parties. If the case is still not settled, the matter must proceed at the employment tribunal. There are deadlines for using ACAS and issuing a claim

at the tribunal, which need to be monitored, so as to not lose the right to claim. Employment disputes can be involved and, normally, legal costs will not be recovered unless one party, (usually the losing side), has acted unreasonably or where the losing party had little prospect of success. Legal advice from solicitors is very important in these

matters from the beginning. Sometimes it is possible for the parties to agree the terms of a “Settlement Agreement”, initially conducted on a “Without Prejudice” basis, which means that the negotiations are “secret” and any agreement is only capable of binding the parties when they have all signed, and the last party dates the document. When signed, the document “evidences” the Agreement. A solicitor, barrister or accredited trade union officer are the only persons permitted to sign as adviser to the employee. The benefit of the Settlement Agreement is it produces certainty and reduces risks and costs. Since the employment tribunal began in 1978, it has grown in importance and the different areas of dispute have widened. There are various subject matters, including unfair dismissal, wrongful dismissal and breach of contract, different forms of discrimination, based on such issues as age, disability, sex, race or otherwise. Contracts of employment and company handbooks, together with the ACAS Code of Practice, have become important sources to protect the parties.

IT is well known that the UK population is ageing, with more people living longer lives than previously. here has been a lot of negativity in the press about Windows 10 updates, but it is not all gloom and doom. Unknown to many, Microsoft have added ‘Story Remix’ to the Photos application, bringing quick and easy video creation and video editing tools to Windows’ users. To use this, you must have the 1709 or latest, 1803 versions of Windows 10 installed. To see it in action; • Open your Windows 10 Photos application. • Select a number of photographs and/or video clips that you want to turn into a single video file. • Once all of the photos/clips have been selected, click on Add To at the top of the Photo app.

Shareholder Protection for Small Businesses? - Try the Double Option Agreement by Paul Ross, Financial Planner at Landmark IFA Ltd

T

his month’s article is aimed at the owners of small businesses. Often, as a business grows, little thought is given to succession planning, in the event of one of the directors or partners dying. In most cases, any shares that were owned by the deceased would pass through their estate in line with their will chances are that means to their surviving spouse or children.

In order to show this more clearly, consider the following Case Study: The company is successful and owned and managed by three cousins. The shareholders recently decided they would like to put a business succession arrangement in place. Should one of them die, the surviving shareholders would like to be in the position to buy the deceased’s shareholding from his personal representatives.

Then questions arise: What if the spouse or children don’t want to be a part of the business or would rather have the cash value rather than the shares? What if the surviving directors or partners do not want them as a part of the business? The answer could be quite simple the directors, partners or business simply buy the shares at a mutually agreed value, job done! But … actually the business has done well of late and the shares are worth quite a large amount of money, so are there liquid funds to enable it to buy the shares? If not, could the new director/ partner become a problem within the business or could they sell the shares to someone completely different, maybe even a competitor? There is another answer Shareholder Protection.

Buying the shares would allow them to maintain control and full ownership of the company, avoiding the shares falling into the hands of a third party. In turn, the deceased’s beneficiaries will receive cash to the tune of the market value of the shares. The shares currently attract Business Property Relief (BPR). The shareholders want to ensure the arrangement they put in place is efficient from an Inheritance Tax (IHT) perspective, on their death. The Prescription: The shareholders take advice and execute a double option agreement, giving their personal representatives the option to sell the shares and the surviving shareholders the option to buy these. They each apply for a life assurance policy and place this in a business trust for the benefit of the other shareholders. Care must be taken to ensure that this is fully commercial, to avoid the value falling into the deceased’s estate for Inheritance Tax purposes. Each policy is issued to trustees. The ongoing premiums will not be considered gifts, where the arrangement is fully commercial. The shareholder is included as a beneficiary under the trust. This allows him to access the policy himself when he no longer owns shares in the company. Normally, this would be classed as a gift with reservation of benefit. However, if the premiums qualify as exempt transfers, due to the commercial nature of the arrangement, the IHT benefits of the arrangement should be maintained. There are a number of other elements to bear in mind when setting up this type of arrangement, in order to maintain the tax effectiveness and ensure sufficient value of the life assurance. It is a specialised piece of financial advice and should be trusted to a competent Independent Financial Adviser who may well get a solicitor involved in the trust wording.

Lyme disease - Not just a walk in the park

T

ick season is upon us and I am once again urged to remind dog walkers of Lyme disease as a potential problem. Lyme disease has been steadily gaining ground in the UK since the late 1980s. Currently there are up to 2000 confirmed human cases a year in England and Wales Most new cases are reported in the summer months of July and August but peak infection occurs in spring when tick numbers are at their highest. We now know that clinical disease occurs in dogs, people, horses, cattle and cats while small wildlife mammals and birds serve as reservoirs of the causative agent, a spiral shaped bacterium, called Borrelia burgdorferi. This organism is harboured in the deer tick and when the tick attaches to skin the bacteria are secreted in the bloodstream of mammals via the tick’s saliva. There is little danger of infection during the first 12 hours of tick feeding but beyond this point, the risk of infection increases exponentially. In contrast to the human disease where neurological signs such as facial palsy are common, dogs primarily get osteoarthritis about two to five months post exposure. Initially, you may not see a skin rash as with the human infection, but dogs will suffer from lethargy, fever and lack of appetite a few days after tick attachment and painful swollen joints may soon follow. Lameness may be intermittent but can last several weeks. Luckily the proportion of infected dogs that develop clinical disease is far smaller than it is for humans. Recent studies in the US have shown that only 5% of those dogs exposed develop the disease. Having said this there may be an age, breed

and genetic predisposition to the susceptibility of contracting Lyme disease, but little is known about these factors yet So, what are the criteria for diagnosing Lyme disease. A possible history of exposure to tick bites is a big clue, however this may not always be so easy, since many ticks can fall off undetected. Clinical signs such as lethargy, fever and lameness especially following exposure to ticks and a positive blood test to detect antibodies to Lyme disease is sufficient to confirm diagnosis. Treatment involves antibiotics for a few weeks. Fortunately, in dogs, unlike humans, chronic Lyme disease is also responsive to antibiotics and so a successful outcome is likely. The best solution to the Lyme problem is prevention. Prevention of prolonged tick attachment cannot be emphasised enough. You can used tick collars, tools for removing ticks and antiparasitic topical treatments as well as flea and tick tablets. Just ask your vet for more details. Once removed a tick should always be destroyed promptly. People walking dogs in wooded areas or heath lands should wear long trousers and socks. Always inspect your dog for ticks immediately after a walk. Lyme disease is now the most common arthropod borne disease of humans in the US and it is gaining recognition here as a significant disease. Awareness of it is of crucial importance to containing this debilitating disease. So, enjoy you walks as exercising dogs has great health benefits and try not to let a few ticks put you off.

ourne Abbey Church can trace its history back to 1138, when the Lord of the Manor, Baldwin FitzGilbert, built an Abbey Church and monastery for the Arrouasian Order, although the nave served, as it still does, as the parish church. Residents of Bourne have worshipped in this holy space for 880 years – a time which has seen many changes in the building and the style of worship.

Residents and visitors will receive a warm welcome at the weekly communion services: Sunday 8am – said Eucharist; 10am – sung Eucharist; and Thursday 10am – said Eucharist. Morning and evening prayer is said in the Abbey most weekdays and, on the third Sunday of the month, Choral Evensong is sung by an augmented choir. Fellowship groups run by the church include the weekly Monday Lunch Club (12.30pm); the Parents’ and Toddlers’ group meets on Wednesday mornings(9.30-11.30am) during term time; Julian Meeting (first Monday of the month at 10am); Mothers’ Union (first Wednesday of the month at 2.15pm); and Knit and Sew group (third Wednesday of the month at 2pm). All of these activities take place in the Abbey Church Hall, which is also home to seventeen community groups.

Other church groups include bellringers, choir, flower arrangers, servers, Martha group, and the social committee, (which arranges a series of social and fund-raising events each year). In addition to this, the Abbey supports groups in the community, including Bourne Foodbank and Open the Book. On Sunday June 24th, the church will celebrate its Patronal Festival with a special sung Eucharist. The Abbey was originally dedicated to St Peter, with St Paul being added after the Reformation. On the following Saturday, June 30th, the social committee will host strawberry teas in the Church Hall.

School News Baston C. of E. Primary School At the end of March, our Year 6 pupils went on a field trip to Willow Tree Fen, which is only approximately three miles from school. They compared the changes in the landscape from our previous visit in the autumn term. They also looked at the habitats of the animals that live there and how they have also changed over recent months. In the afternoon, they cooked marshmallows and peaches on the fire pit; did a little river dipping; and built dens in the forest area. This facility is open to the public and has so much to offer for everyone to learn about our local environment. On May 1st, we

HEADSTART NURSERY At Headstart Nursery we have been further developing our Forest School giving the children more opportunities like doing woodwork and cooking with an open fire. Our parents have been very pleased with the development of the Forest School and have been supporting our sessions. Our Pre-School have the luxury of our ‘Focus Room’, where children have the opportunity to focus on specific activities for more extended learning. We also introduce numeracy and literacy skills in this room to prepare children for school readiness. Since the introduction of our extra-curricular clubs, the children have had the opportunity to join Dance Club, Cooking Club and Engineering Club, to name a few. These clubs have enabled the children to learn new skills over and above the daily learning and development that they get from our Nursery. Each term, the children come up with a new club that they would like to do which our practitioners take into account when they make their plans Since September of last year, our children have been visiting The Cedars Residential Care Home, every june 2018

celebrated our musical talent by putting on a show for parents of all of our children who have peripatetic music lessons in school. All of Key Stage 2 watched the performance, and pupils from Year 1 to Year 6 played the drums, guitar, clarinet, flute, ukulele, keyboards, piano, cornet, whilst our vocalists sang their hearts out! A truly magnificent performance was put on by all concerned.

These visits are often supported by the residents’ families who also attend the sessions and join in with the activities, and we are thrilled about the relationships that have been forged as a result. We are now excitedly preparing for our Easter celebrations with an Easter Bonnet competition being planned. In May, we will be holding a Family Event which is open to all families in Bourne and the surrounding area. There will be stalls, games and activities for everyone to participate in and a chance to meet our characters - “Ana” from Disney’s “Frozen” and a “Minion” from Pixar’s “Despicable Me”. Do come and visit the nursery to see for yourself what we have to offer. We have an “open door” policy, so there is no need to make an appointment.

Bourne Town Bowls Club

- New Members “Wood” be Welcome! Bourne Town Bowls Club started the 2018 Lawn Bowls season in April with an opportunity for newcomers to try their hand at bowling. The club membership is bucking the trend, as many Lawn Bowls clubs’ membership numbers are actually in decline. Bourne Town Bowls Club are attracting increasing numbers of new bowlers. A group of twenty-four new bowlers attended a “taster session” at the Club’s Green at Coggles Causeway, including members of the Bourne U3A Lawn Bowling group. The Club has ambitions to encourage the local community and, in particular, 16 to 25 year olds, to play Lawn Bowls, and anyone interested should contact the Club. Lawn Bowls is included in the Commonwealth Games which, in four years’ time will be in Birmingham. This is a good opportunity then for young players to start and have a target in sight!

IN THE HOT SEAT In our Hot Seat this month, we welcome Bourne’s new Mayor, David Mapp. As a lawyer by profession, his early years were spent in private practice before becoming Group Legal Manager and Company Secretary at Sears p.l.c.’s property’s arm, one of the biggest retailers in the U.K. David considers his greatest achievements at this time were the putting back on track a stalled private members bill in Parliament which became an Act, relieving commercial property tenants from being financially responsible for the default of people they sold their lease to, as well as setting up an acquisition programme in Europe. Latterly, David worked for a niche property developer, controlling the estate and legal issues of a large shopping centre in the Midlands, and agreeing the letting arrangements at the White City shopping scheme. Since early retirement, he has been involved with Bourne Town Council, he was elected as a District Councillor and also appointed as a Trustee of Bourne United Charities. He is married to Christine who was born in Morton and attended Bourne Grammar School, (“back in the good old days” – Ed.)

Where were you born, and what is your favourite memory of your childhood? Just like the departing Mayor, Paul Fellows, I too was born in Birmingham - from Brummies to Brunnians! My favourite childhood memory is long, hot, school summer holidays which seemed to last forever and where sport was everything – those summer cricket matches with a friend that used to last ten days, two innings each, ten wickets per innings - thousands of runs were scored and world records broken! I also remember the football, (like Paul, I too am a Villa fan), and rugby in winter.

Encourage more participation from residents to get involved in local issues, especially the operations of Bourne Town Council, the various charities and business groups. Involvement would hopefully lead to even more success for the town, and make changes more likely to happen. What advice would you give to a “sixteen-yearold you”? My advice would be to work harder in seeking the goals you set and to remember … don’t put off until tomorrow what you can do today because, if you like it today, you can always do it again tomorrow!

Anti-social Behaviour - What’s That All About Then? by PC 361 Claire Wilson

A

ccording to the Antisocial Behaviour, Crime and Policing Act of 2014, anti-social behaviour, (ASB), can be defined as: ‘Acting in a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as (the defendant).’

Types of ASB include verbal abuse, drinking in the street, littering, throwing stones or bottles, making excessive noise, drug taking, knocking/kicking doors and windows and causing criminal damage. This list is not exhaustive, and any behaviour can be designated as anti-social if it meets the above criteria.

It can affect anyone at any time and is not just committed by ‘youths’. While some people would think of ASB as a relatively minor issue, the distress caused can be extreme. An example would be Fiona Pilkington in Leicestershire who was the victim of sustained and serious ASB which ultimately resulted in the tragic death of two women by suicide. This is at the extreme end of the scale, but shows how serious an effect this can have on someone.

The police have a range of powers to deal with ASB, and all reports will be treated seriously. The police can apply to the courts to issue an injunction against persons persistently behaving anti-socially, as well as Criminal Behaviour Orders which have replaced ASBOs. The police and PCSOs can require a person to provide their name and address if they have been acting in an anti-social manner, and have the

power to disperse these persons from an area for up to 48 hours, in order to provide temporary respite to a person or place. If this dispersal is ignored or broken, they are liable to arrest. PCSOs also have the power to seize alcohol and tobacco from young people who are under age. Vehicles can also be used to commit ASB. Whether this be an excessively loud exhaust or the manner of their driving, a “Section 59 notice” can be issued, giving the driver a warning that their behaviour is unacceptable. Should the behaviour continue, or they are stopped for similar reasons within a year, the vehicle will be seized. Everyone has a responsibility to make sure that their behaviour is respectful and courteous, and no one should have to be victim of ASB.
