Welcome to your April issue... Three months into the year already and brighter days are almost here (in more ways than one!)

o me, the build-up to Easter always seems a bit like a speeding train – you’ve only been on it a little while since leaving the station in the New Year; things have rushed past the window, (Valentine’s Day, Mother’s Day and the like); you’ve just about got used to the wintry wind and rain; and guess what - here’s your stop! Everything has flown by and you’ve been caught unawares. However, we are now in a much better place than at the start of the trip – evenings are now pulling out, there’s sunshine on the blossom and flowers in the garden; it’s time to think about those holidays ahead and those barbecues. I hope you enjoy this “better place” as much as I’m planning on doing.

The “data and not dates” warning recently, about us all not rushing carelessly out of one lockdown and straight into yet another one, seems to have struck many as a sensible way forward. Much of the content in this month’s issue has an optimistic feel about it and I’m sure the warmer days and lighter evenings of springtime will just serve to add to that most welcome of emotions – we can pull through this together! Finally, I wouldn’t say that the pandemic has had too much effect on my sanity, but this morning I saw my neighbour talking to her cat, clearly thinking that her cat understood her – crazy woman! I got back, discussed it with my dogs and they both agreed! Enjoy the read!

wonder if this month will be a repeat of last year. April 2020 saw the sunniest, warmest, and driest April on record; an excellent scenario for the gardener and, as the days are lengthening, more time to spend outdoors! But beware as there is always a threat of night frosts and it is better to be cautious than to take a risk as precious time will be wasted: don’t forget to cover early sowings with fleece or cloches if frosts are forecast.
It is a busy month with planting, sowing and preparing the ground for the new season’s crops. Also, the weeds are starting to enjoy the warmer weather so do keep on top of their removal; they do say that if you “hoe when you can’t see a weed, you’ll never see a weed!” Strawberries can be planted out now. An easy way to propagate strawberries is to plant any runners from the plants (keeping them attached) and put the runner into a plant pot filled with compost - the runner can be held down with a “U” shaped staple or piece of wire. It is advisable to rotate the strawberry patch on to fresh ground every four years to minimise the risk of a build-up of diseases, and replace plants every three to five years. A major task in April is planting out potatoes. A rough guide would be: plant out first earlies around late-March, second earlies early to mid-April and maincrops mid to late-April. The newly emerging foliage is susceptible to frost damage in April and May and, if frosts are forecast, cover the

emerging shoots with soil or fleece to protect them. Other jobs for the month include: • If you haven’t planted your onion sets, then make that one of your first jobs this month. • It is very tempting to sow seeds all in one batch; however they will all need pricking out, thinning, and potting on at the same time. Sow the seeds that have the longest growing season first and stagger the rest. • Sow sweetcorn – an interesting way of germinating sweetcorn is by pre-chitting: lay the seeds on a layer of damp kitchen paper then place a layer of paper over in an airtight box. Check daily and when a small white sprout appears, plant the seed about half to an inch deep in potting compost. • Plant asparagus crowns by the end of the month. • Don’t forget to regularly hand weed or hoe around seedlings as the weeds appear, as they create a lot of competition for food and moisture. • Put up pea sticks and build cane supports ready for climbing beans while the ground is still soft. • Tomato and cucumber seeds can be sown indoors, but wait until the end of the month. • Early varieties of carrot, beetroot, spring onions, peas, chard, parsnips, spinach and broad beans can be sown into the open ground.

or many, a home move is a daunting process and, without the right guidance, it can become much more frustrating and stressful than it needs to be. From my own personal perspective as a broker, the issues are often born out of a breakdown in communication and a misunderstanding of the process as a whole. Although the following information will come from a position of bias, I honestly believe that speaking with a mortgage broker prior to embarking on any home move, either as someone who has bought and sold before or as a first-time buyer, is the most important first step you can make. In my initial meeting with a prospective client, I will cover the entire process of purchasing a home. This will cover in detail all the costs involved, when they need to be paid, and who they need to be paid to. I will also outline where each party fits into the process, (the estate agent, the lender, the solicitor) and how I will be involved in communicating with all parties to ensure a smooth moving process.
Once we have established what you want to achieve, and we are able to apply for your mortgage, we will request various documents from you that we know the lender will want to assess. Following our due diligence and assessment of documents to ensure they would be suitable to a particular lender, we would then seek to obtain an agreement in principle which will give peace of mind and confidence to make an offer on a new home. Because we have chosen the right lender for your circumstances and carried out necessary checks, we can move promptly to a full mortgage application, once you have successfully had an offer accepted on a new home. Working with lenders’ underwriters, we aim to get the case agreed, survey carried out and progressed to a full mortgage offer in a timely fashion. Keeping you well informed along the way and working with all parties, we will have you unpacking in your new home in no time at all. Effective advice and efficient service, it’s what we do!

Bourne Westfield Shortlisted for Music and Drama Education Awards
B
ourne Westfield are immensely proud to announce that they have been shortlisted by the Music and Drama Education Awards for the “Outstanding School Music Department of the Year”.
The awards celebrate the extraordinary contribution made by professionals, companies, charities, schools and other organisations to the lives of others through the medium of these two key Performing Arts, music and drama. Winners are chosen by a prominent panel of expert judges with the knowledge and expertise to reward and recognise this work. The final announcements were due to be made at an online ceremony on Wednesday March 24th. Bourne Westfield’s nomination is supported by Lincolnshire Music Service, parents, children, and members of the community, who all recognise the school’s commitment to providing an outstanding musical education. Children from Nursery to Year 6 are encouraged and nurtured to build their ‘cultural capital’ and love of music through a wide and diverse range of musical opportunities. Rebecca Beavis, full-time Arts Director and music teacher at Bourne Westfield, commented, “We are so excited to be shortlisted for this award, and delighted to be recognised nationally for the work we do. Music is an incredibly important and enjoyable part of life

William Hildyard Church of England Primary To celebrate World Book Day on March 4th, the staff at William Hildyard Church of England Primary and Nursery School put together a fun video challenge for the children to take part in whilst learning at home. Based on the hit show, ‘The Masked Singer’, staff created their own video version uploaded onto YouTube named ‘The Masked Reader’ where teachers, teaching assistants and support staff each chose an extract from a favourite book to read whilst wearing a disguise. After each video clip, viewers were given three clues about the reader in disguise. The children then had to guess who they thought the ‘Masked Reader’ 12

was. Voices were edited to make it even more of a mystery! At the end of the challenge, all readers were revealed by removing their masks. There were readers of all kinds, from cats, bears and wizards to aliens and minions. It was a lot of fun, enjoyed by all – including staff and parents! ‘Key worker’ children who were in school also enjoyed taking part in guessing who the masked readers were whilst in their class ‘bubbles’. It was the perfect way for staff to stay connected with children on a much-loved day, which is always enjoyed by the whole school, year after year. Light-hearted and funny, a love of reading was promoted, whilst putting a big smile on children’s faces. A P R IL 2 0 2 1
THURLBY PRIMARY ACADEMY WELCOMES BACK PUPILS AFTER REMOTE LEARNING
T
hurlby Primary Academy is passionate and committed to providing an engaging and exciting education to all of our children. During the recent lockdown, we were faced with the task of how we would be able to continue with our stimulating curriculum through remote learning. We are proud of the decisions we took as a school to provide live lessons to all of our children who were working from home. The engagement from our hardworking pupils was fantastic and this meant that all of the children’s learning continued as successfully as possible, even in the difficult circumstances. Since the return to school on March 8th, it has been wonderful to see and hear the children’s enthusiasm towards their learning. They settled down well and were very pleased to see their teachers, supporting staff and most importantly, their friends.

Double and Megson wish everyone a Happy Easter. At this time of the year we all think about renewal and the summertime to come. In legal terms, we might be thinking about a house move or updating our wills or perhaps whether we should have a Lasting Power of Attorney. It is advisable for us to keep our wills and associated documentation under review from time to time, and perhaps when there is an addition to the family or sadly where someone is no longer with us. As we get older, we sometimes
need help with our financial affairs and perhaps we should consider making a Lasting Power of Attorney. For couples who are unmarried, embarking on a “legal spring clean” might be useful to consider, whether we need to change how we hold our properties and potentially other assets so as to avoid any issues arising upon our death. Notwithstanding recent case law, it is still worrying that persons who are unmarried can be quite disadvantaged on the death of their partner. Sadly, there is no such thing in our legal system as a “common law husband” or
“common law wife” and so it is important that our legal affairs are in order. We are reminded that making a will allows us to be sure that those who we want to benefit from our estate upon our death will be allowed to do so, and also those who we prefer not to can be validly excluded. Spring Budget: Property Market Update

n Wednesday March 3rd, the Chancellor of the Exchequer, Rishi Sunak, outlined his plans to get England back on track as we come out of the pandemic. Among furlough extensions, extra support for the self-employed and business loan schemes was the welcome news that the Stamp Duty holiday is being extended. When it was introduced, the original deadline was March 31st 2021.
Here’s what the Chancellor announced… Until June 30th 2021, no Stamp Duty will be charged on a residential property purchased up to £500,000. From July 1st until September 30th 2021, no Stamp Duty will be charged on a residential property purchased up to £250,000. From October 1st 2021, the Stamp Duty rate returns to pre-COVID-19 thresholds.

The Chancellor said, “This will give people the chance to go from ‘Generation Rent’ to ‘Generation Buy’”. hen I first set up Alto Electrical, I was approached by a local school and asked if I would attend a ‘Careers Day’. I remember at the time thinking, “Oh my goodness, there’s no way I can stand out in front of a load of people and talk”; the thought petrified me. As time went on, I realised that very often I would get a surprised reaction when people realised that I was a female, turning up to do a typically male job. I never really had many bad reactions, but it had me thinking that it shouldn’t be such a surprise to people. It’s not that I minded people’s curiosity and asking questions; I really quite like that, and I would try to answer the best I could. To be able to change this reaction, we had to make it normal for the next generation coming through. I was approached by a local College and asked if I wanted to come in and help with one of their ‘Career Days’. I attended and thoroughly enjoyed the day. After this, I approached the NICEIC (National Inspection Council for Electrical Installation Contracting) and explained to them that I wanted to do more to make it more normal to see ladies in the trades. I decided that I wanted to go into schools and clubs to carry out activities with the children, to be seen and to break down the stereotypes. The NICEIC help me set up our ‘Future Generation Campaign’, by offering some funding. With this, I bought eighteen sets of tools and created eighteen activity boards and I started making people aware that we would be happy to come and do these activities with their club or school, free of charge.
Since then, I have attended dozens of ‘Career Days’ in local schools and carried out activities with groups of Scouts, Brownies and Girl Guides, and primary, secondary and private schools in the local area. I love speaking to the students and stretching their minds to realise that they could do just whatever they put their mind to! Sadly, this last year I have not been able to attend any events or ‘Careers Days’ but I hope to change that next year. In the 2021/2022 academic year, I am aiming to hold nineteen activity events; some will be in schools, some will be in clubs and some may even be at our premises in Witham on the Hill. If a small business receives an energy bill that seems unaffordable, Citizens Advice say the first thing to do is to call their consumer service on 0808 223 1133. They can often help to resolve problems with energy suppliers. It is particularly important to do this quickly when a company is on a business contract and they have been told that they are going to be disconnected. If this happens, an extra fee can be added to the bill, and then there will be another charge for being reconnected. If the business thinks the bill is wrong, the advice is to get in touch with the energy supplier. A microbusiness can only be charged for gas or electricity used in the last twelve months - the supplier cannot send a new bill dating back longer than a year. If the bill is correct, but the business just cannot afford it, the supplier might agree to a payment plan. It is important to work out a realistic budget where the payments are affordable. Citizens Advice can help sole traders and individuals, but for other businesses there is a Business Debtline on 0800 197 6026. Moving forward, it is best to avoid estimated bills, so setting up a reminder on the phone to send monthly meter readings to the supplier is helpful, as is investigating whether a smart meter can be installed.

Employment Advice from Odin HR Consultancy Can an employer fairly dismiss an employee for refusal to wear a face covering at work? An Employment Tribunal case in February 2021 gave some helpful guidance on this when it found the dismissal of Mr Kubilius in the court case, Kubilius v Kent Foods Ltd, to be fair. However, it will always depend on the particular facts of the case. Mr Kubilius, a delivery driver, had refused repeatedly to wear a mask in his lorry at a customer site (the customer explained that droplets of his saliva would fall onto the faces of those below as he was talking, due to the height of his cab). His insistence throughout the employer’s investigation that he was not legally required to wear the mask and had done nothing wrong, and the balance of probability that he would behave the same way again, were important elements in considering whether the decision to dismiss was fair. Although it is not legally required in all workplaces in England to wear a face covering, employers must comply with their existing health and safety obligations towards employees and customers. This includes carrying out a COVID-19 risk assessment to identify what measures may be necessary to prevent the transmission of the virus in the workplace. The risk assessment might conclude that the use of face coverings in the workplace is a necessary measure and, as such, employers can reasonably instruct employees to wear them. An employee refusing to follow a reasonable work instruction could be grounds for the employer to commence disciplinary proceedings.
When might it be unfair for the employer to take disciplinary action? The employer should talk to the employee to understand the grounds for their refusal. Where the employee has a legitimate reason for not wearing a face covering, for instance if they are medically exempt under the Government Regulations, disciplinary action may be deemed to be unfair and could be discriminatory on the grounds of
disability. The employer should then consider what reasonable adjustments could be made to the employee’s role and what the alternative options to wearing a face covering might be. The Government guidance states that people do not need to provide medical evidence of their reason for not wearing a face covering. Method: 1. P lace chocolate callets in a large metal bowl 2. In a pan boil the cream and golden syrup 3. When boiled pour onto the chocolate and whisk until the chocolate is fully melted 4. Love Gin?
Love Thunderflower! By Trevor Langley

in is a worldwide favourite for many. The base flavour is from juniper berries and today, numerous flavoured gins can be located. Gin is, of course, a most popular part of many cocktails, too.
Multi-award-winning Thunderflower gin is a small-batch, craft gin produced using the traditional London Dry method. There are several botanical flavours, (which include Macedonian juniper, English coriander, cardamoms, pink peppercorns, liquorice, angelica root, elderflower, sage and others) that are extracted by vapour infusion. Dartmoor spring water is then added to the final spirit. Following a lengthy experimentation and development period, the eventual recipe was agreed upon, by Dominic and Anicca O’Nions, and the full-bodied, spicy London Dry gin was finally created. The attractive bottles, all handsigned, are presented with much pride. Following the popularity since its launch, production has had to be increased to meet demand, from their distillery in Teignmouth, Devon. ‘Thunderflower Dry Gin’ (42% vol) is, in my opinion, very well worth locating. Made in the traditional London Dry method and using a ‘oneshot’ distillation process, with botanical flavours extracted by vapour infusion, Dartmoor spring water complements the production perfectly. Smooth and with an excellent body, this gin is balanced superbly, and the palate enjoys a sensation to the end.
gin is known as ‘Navy Strength’ and, again, is distilled in small batches, utilising the London Dry method and vapour infusions to great advantage, with Dartmoor spring water being added. For a perfect match’ to these gins, ‘Franklin & Sons Ltd (est. 1886) Natural Indian Tonic Water’ is a recommended addition (www.franklinandsons. co.uk ). The blend of sparkling spring water, natural botanical flavours, plus quinine and cinchona bark extract, pairs extremely well indeed, with the Thunderflower productions, which are truly a great addition to any gin enthusiast’s collection. Local History
Windmills and Watermills in South Lincolnshire
L
ast month we looked at two windmills outside of Bourne, (Hutson’s Mill at Baston and the former Carlby Mill). Now, the focus switches to the town of Bourne itself. According to the Domesday Book of 1086, Bourne had six water mills powered by the Bourne Eau, three of which survived into the last century. Behind buildings on West Street, on part of the area known as The Wellhead, there stood Cliffe’s Mill which ceased to exist from around 1910. At the junction of Victoria Place and Coggles Causeway, on land near to the Abbey Lawn, was located Notley’s Mill which was demolished in 1973. The third watermill, and the only one left standing today, is Baldock’s Mill in South Street. This now exists as the town’s Heritage Centre, following an extensive programme of restoration by the Civic Society. NOTLEY’S MILL From 1910, the Notley family owned the mill, which was located on the stretch of the Bourne Eau, which still runs towards Queen’s Bridge and Eastgate, before joining the River Glen at Tongue End. Wilf and Jim Notley had taken over the running of the mill from their father, and they, in turn, passed on the business to Wilf’s sons, Chris and Colin, before it shut down in 1972, and a year later, Cockrams of Gosberton came in and demolished the whole site.

BALDOCK’S MILL
This is the only remaining mill in the town and is over 200 years old, and it is thought that a mill has stood on this particular site since the Domesday Survey of 1086. Now housing the Heritage Centre, Baldock’s Mill contains three floors. On the ground floor, the mill wheels are visible through a large viewing window. Most of the building is now devoted to exhibitions and memorabilia, associated with two of Bourne’s illustrious forebears, world-famous motor racing star, Raymond Mays, and the famous Paris designer of perfume and haute couture, Charles Frederick Worth.
(CORRECTION: In our March issue, it was stated that Carlby mill was moved to a new site in Hanthorpe between 1881 and 1891. What was, in fact, moved to Hanthorpe was, not the mill, but the miller, William Smith and his family. Apologies for this, and thanks to those who were keen to put the record straight.)

How Does the Budget Affect You?

his year’s budget was one of the most hotly anticipated in many years. The question on everyone’s lips – how are we going to pay back the everincreasing debt? On the face of it, logic dictates that if you are in debt your priority should be to repay it.
That said, there are many factors the Chancellor needs to consider and, given the fragile economic environment we find ourselves in, his priority, in the short-term at least, was to not create further damage to an already very fragile situation. What this means for people like you and me, is that we will not ‘really notice’ any change to our current taxes. The current personal allowance, 20%, 40% and 45% Income Tax bands are increasing with inflation, but from the 2021/22 tax year they

will be frozen until at least the 2026/27 tax year. So, if you are fortunate enough to work for a company that gives you a ‘cost of living’ wage rise, you might find yourself moving into a higher tax rate over the next five years. If the idea of paying more tax does not appeal to you, there are ways of combating this. The two main approaches are making charitable donations or paying into your pension. Both of these attract tax relief at your marginal rate of tax, which means you will get the tax back that you have previously paid. This is the tip of the iceberg for the type of planning we do for our clients. The vaccination programme continues at a pace amongst the population, and I urge everyone who is offered a vaccination to take it.
W
e can all do our bit and, hopefully, this past year or so can be consigned to history. All restrictions will hopefully be lifted by June 21st and we can look forward to happier times, a good summer of weather, and maybe even a “stay-cation” holiday, fingers crossed!
Community 4X4 Response (Registered Charity Number 1191784) I wish to bring to your attention an absolutely wonderful voluntary group that went live and local on January 1st, 2021, namely “Community 4X4 Response”. Covering and working with communities throughout the South Kesteven and South Holland District Council areas, they currently have twelve volunteers. Since their formation, they have officially been part of the Lincolnshire COVID-19 response, working with the Lincolnshire Resilience Forum. In their first ten weeks of operations, they had received over 250 requests/calls, over 80 volunteer deployments, nearly 220 vehicle deployments covering nearly 4,000 miles of driving by their volunteers. They have met 100% of all requests for assistance. They are there to provide trained volunteers and logistical support in times of crisis, including severe weather, flooding and pandemic. They are there to support and further the preservation of life and/or property as defined by the Civil Contingencies Act 2004. They can provide support to our emergency services and NHS Trusts no matter what the weather or situation, using their well-equipped 4X4 vehicles. They can move people, equipment and medical supplies; provide welfare checks and first aid; and assist and manage road closures - the list of their capabilities goes on and on! We should be hugely grateful that we have such 56

a wonderful group of volunteers and guardian angels amongst us. Their commitment to provide support to our community and to those in need is exemplary and we should applaud them. It was my greatest pleasure recently to meet their main co-ordinator, Struan Cornell, and hand over a donation cheque for £250 from my “Mayoral Allowance” to help with their set-up and ongoing costs. I am also very pleased to say that, following a grant application to Bourne Town Council, it was agreed unanimously by my fellow Councillors to provide Community 4X4 Response grant monies of £1,000 to assist them further. Much of the support, emergency and first aid kit does not come cheaply! We wish them all the very best and to stay safe, as they support our community. Finally, with the lengthening daylight hours, the lawns have responded accordingly, so it’s time to get the lawnmower out of the shed. Work is never done, hey ho! The Mating Season:

he other day, a lovely tabby cat, Brian, was brought to the surgery for his routine booster. All was fine, said the owner, but recently he’d been coming through the cat flap at a rate of knots, with his tail fluffed up like a toilet brush. He’d taken to sitting on the windowsill, staring into the garden, alert to every movement. He was the picture of health; lovely weight and his coat was gleaming. So, what was causing him to be on edge?
Well, it’s spring and, along with autumn, this is the breeding season for cats. Big bruisers of tom cats are out patrolling their territories, looking for competitors in their area and any chance unneutered females (queens). When defending or claiming territory, most toms will avoid actual fighting. Initially, there will be a face-off and posturing to intimidate each other. This will escalate to the yowling and threats, before there is full scale fighting. However, injuries are common and nasty. Many an old tom will have torn ears, damaged eyes and old war wounds. Young neutered male cats will be alert to the danger of an old tom and will avoid them if possible, running into the house as fast as they can, fuelled by adrenaline. They do not even need to see the tom cat as he will have sprayed the territory with urine. By scratching the trees around his territory,

Meet Brian! he will also have marked it with the scent pads on his feet. (This is why cats scratch furniture, to scent mark it. Knowing this, however, doesn’t make it any less infuriating though!) Once a male cat has been Wise Words By neutered, he will lose the Deirdre Wilson urge to roam and fight. The stench of entire tom cat urine is overpowering, and fortunately, this will also disappear. Most tom cats become the home-loving, affectionate, and fun pets we want them to be. If you have a young female cat and she has not yet been neutered, she may have started calling. Many owners worry about their cat when it is rolling around the floor and crying, but this is normal behaviour. (It’s known as “calling” for a reason!) Sensibly, most owners keep their queens in until they have been spayed to prevent unwanted litters of kittens. It takes two to tango, so by neutering both male and female cats by six months of age, we can help prevent the 4.3 million unwanted kittens that are born in Britain each year. So, Brian was just being cautious. He has the scent of spring in his nostrils and the joy of warmer weather and later evenings, but being a sensible lad, he is keen to avoid danger and not get into trouble. Happy days!

s this is the bicentennial year of the Town Hall, we are planning a series of celebratory events leading up to its 200-year-old birthday on Saturday October 23rd, 2021.
To launch this significant year in the Town Hall’s history, we would like a special logo designing which we plan to use during all of our promotions. We see this as an exciting and very worthwhile Easter holiday activity for your child to express his/her artistic talent to come up with something that could potentially be used to promote this historic event, by featuring on letter heads, memorabilia, posters, social media etc. To enter the competition, the logo needs to be submitted on a plain A4 or A5 sheet of paper, clear and simple in design, with a particular emphasis on the number 200.
