Welcome to your May issue... We can honestly say that this year’s April’s winds will certainly have shaken, what Shakespeare called, “the darling buds of May”.

A

pril has seen one warm day of sunshine followed by hail stones and freezing temperatures the next. Roll on summertime! However, many people this year seem not so bothered about the weather, but rather just how wonderful life will become once this lockdown is over. At the time of writing, it’s touch and go whether the hairdressers will be able to cope with the accumulations of lopped locks of hair, or whether our pub gardens will be anything like big enough for everyone clamouring for that first “out of lockdown drink”. Whatever it is that you have been longing for these last few months, let’s hope that it can come your way and that we can all make the most of the improvements to come, especially with the weather!

Sad news of the gentleman in Scotland being refused service in a post-lockdown pub, just because he did not have a smartphone to order food and drinks on an app. “I thought it was really ageist, because they should know that people of my age can’t use this sophisticated equipment,” said David Walters (78). I suppose one consolation for us all, if this trend of everything becoming “tech-reliant” continues, will be a peaceful scene where, not only will groups of people sit glued to their screens in silence, but there won’t even be the need for anyone to shout, “Oy, five more lagers here, mate!” Finally, when I was asked to explain what my job as an editor actually involved, I was able to reply, “Well, to cut a long story short …”

Bourne Old Town Hall 200th Anniversary Built entirely from donations from local people and the gift of land from the Marquess of Exeter, Bourne Town Hall was officially opened on October 23rd, 1821.

O

ver the years, it has served the people of Bourne and villages in many ways, initially as a courtroom for Petty and Quarter Sessions, (which remained in use until it closed in 2008) and a covered market in the Shambles.

Later, the fire brigade’s tender was stored there, and the horses were stabled in the Shambles. In the 1900s, it was used for Bourne Urban District Council business and, in 1992, the building was extended to house offices for South Kesteven District Council, which relocated in 2014.

months of very successful concerts, cinema and workshops followed. The past year has been devastating for all of us and, after such a brilliant start to events, everything came to a standstill. However, the Trustees are optimistic that we can begin to put events on in the not-toodistant future and have been planning a skeleton programme and working on making the venue Covid-safe. To celebrate the bicentenary, a special week of events, from October 23rd – 31st, is being planned with something, we hope, for everyone to enjoy.

In 2018, Bourne Town Hall Trust was established with the aim of securing funding to restore the building to its former glory and reconfigure the interior to provide a Community Arts Centre. It is the vision of the Trustees that the Old Town Hall will again be central to the community of Bourne and its environs.

Also, we hope to have several related events, leading up to October 23rd. A competition for children to design a logo to celebrate the anniversary was launched last month and it is our intention to involve schools in the celebrations in some way; they are the generation that will gain most benefit from the Old Town Hall, once it has been restored.

After a refurbishment and modification of the Shambles, the addition of a licenced bar and with the help of a dedicated band of volunteers, the Old Town Hall got off to an amazing start in 2019, with a sell-out concert from local band, Pennyless. Several

“Discovering Bourne” Pays Tribute to Bourne Historian

Rex Needle

It is almost ten years since the “Discovering Bourne” magazine first appeared and, in that time our readers have had the opportunity to discover so many of the town’s stories from the past.

T

his has been almost entirely due to the extraordinary work of former Fleet Street journalist and Bourne resident, Rex Needle, whose first contribution for this magazine was on the town’s Red Hall in September 2011.

Sadly, Rex passed away on March 22nd , 2021, aged ninety, following a short illness, with his wife of fiftyeight years, Elke, and son Justin by his side. He leaves behind a grandson Anton and two elder brothers but, in terms of his ‘back catalogue’, one enormous collection of fascinating historical documents, books and photographs will be his legacy for the future. As a result of his knowledge and enthusiasm for the Heritage Centre, housed in Baldock’s Mill on South Street, Mr Needle was made an honorary member of Bourne Civic Society. Brenda Jones, the Chairman of the Civic Society and a neighbour of Elke and Rex, confirmed Rex’s role in ensuring that Bourne’s fascinating past should be kept alive for future residents of his adopted town. Brenda explains, “He and his wife Elke would come to Baldock’s Mill most weeks to see what was happening and when the water wheel was being

built by Jim Jones (her husband) he took lots of photographs and he was one of the sponsors for Jim, when Jim got the MBE. He was a very generous man and gave his time freely. His website which was up and running for many years was read all over the world, especially by people who had left Bourne but still wanted to know what was going on in the town. He will be hugely missed in Bourne.” In January 2016, Rex was invited to share his opinions with readers of “Discovering Bourne”, as the incumbent in our “In the Hot Seat” feature. The following extracts may shed some light on the man who was to become one of Bourne’s favourite ‘adopted sons’:

✤ “I was born in Peterborough and spent many years singing with the church choir which gave me a lifelong appreciation of sacred music”.

✤ “The army taught me a code of discipline that I have tried to follow ever since, notably a respect for others, neatness and punctuality”. ✤ (Finally, when asked what he would change about his town …) “Additional parking space, to help visitors and to boost trade for local shops, and a north-south bypass for the A15; otherwise, our town centre will become even more dangerous than it is now, from traffic fumes and heavy vehicles, which is hardly a suitable legacy to leave future generations”. Rex Needle … a man renowned locally for looking at the past, but here looking to the future!

AS WE BECOME OLDER WHAT PROTECTIONS SHOULD WE PUT IN PLACE? WORDS FROM RICHARD WOOD When we get a little older it is always advisable to make a will. This is best dealt with by a solicitor with experience and who will be regulated by the Solicitors Regulatory Authority and who will also be insured. The benefit of a will is that it creates certainty as to what we want to do with our property when we die. It can ensure that our chosen loved ones benefit. This can be very important, especially for couples who co-habit but are unmarried. If we do not make a will, the state has provided an order of beneficiaries under what is known as “Intestacy” which may mean that people could be inheriting who we would not want to be doing so. We can also consider making a Lasting Power of Attorney to protect us during our lifetime but, when we need others to help us, they can use our finances to protect our needs. A Lasting

Power of Attorney is a legal document that allows someone trusted to make decisions for us if we are no longer able to make decisions, or if we no longer want to make those decisions. This could be a temporary situation such as hospitalisation, or a more permanent one, such as being told that we are suffering from a health issue. We can consider making a Lasting Power of Attorney for either Financial decisions and/or Health and Care decisions. If we lose capacity or have similar problems, a more complicated procedure is available which requires more work to put it in place. The court fees payable are higher and we have to wait longer to be able to have decisions made to protect us. Being in control of these matters can be vital to protect our interests in older age. It also protects our loved ones.

at Fenchurch House Care Home

R

esidents at Country Court Care Homes have been celebrating springtime with a month of springthemed activities in their care homes. Each of their thirty-three homes has been taking part in activities with a different springinspired theme for each week, with prizes for the winner. In week one, residents enjoyed nature and wildlife activities, during week two they have been getting creative by writing stories and poetry. Week three saw some springtime baking and week four was all about preparing for the Easter weekend and decorating their home to mark Easter and the beginning of spring. At Fenchurch House Care Home in Spalding, residents enjoyed Easter-themed crafts including making cards to send to their relatives and friends. They have also been outside in the springtime sunshine making the most of their brand-new summer house to enjoy quizzes and games outdoors. They made their own Easter bonnets and had a fun afternoon choosing their favourite.

Coming Out of Lockdown with a New Look! The recent government-enforced lockdown will have had numerous consequences for many businesses, large and small.

GARDEN FURNITURE ARRIVING SOON

T

he hospitality sector, in particular, has taken a massive hit, and time alone will tell just how many pubs and restaurants will have had to cease trading. Not so, however, for the Nags Head in its prime location in Bourne Market Place.

Owners Richard and Stephanie Barrett have used the “down-time” for a thorough refurbishment of this popular town hostelry, with the underlying change in emphasis from what had become a pub with more of a reputation for its Sunday roast dinners, rather than its drinks offering. The Barretts’ original vision, when taking on the Nags Head in 2011, was for an independent version of the “Brewer’s Fayre” type of pub/restaurant, which has no doubt proved to have been successful, with many families having enjoyed tasty meals, especially at the weekends. The emphasis has now switched to the ‘Nags’ becoming more of a traditional pub, with sweeping changes in décor throughout internally and a large investment in an extended outdoor space. The latter includes new furniture, hanging baskets, a pergola and planters, whilst the festoon lighting will complete the transformation. New patio doors and windows between the inside and the courtyard will further add to the Barretts’ statement of intent.

Inside, the spacious bar area will have given Stephanie, as ‘Artistic Co-ordinator’, the opportunity to create an attractive appeal with traditional images on the walls and dried hops tastefully adding to the overall effect. The serving on the bar will also reinforce the impression of the Nags now being more of a drinkers’ haven. Permanent real ales will no doubt appeal to many, with local breweries, Hopshackle from Market Deeping and Oundle’s Nene Valley Brewery, now supplying the amber nectar. The Hopshackle brew, “The Nagging Goat” will be unique to the Nags, with its nod to the Barretts’ other pub, The Goat at Frognall. Needless to say, the wide range of lagers, wines, spirits and soft drinks will continue to be available. Caroline Eady is now the Manager, having been with the Barretts from the start in 2011, whilst the food responsibilities will be in the hands of Head Chef, Chris Wilson. Food will continue to be an attraction, with an everyday menu, smaller than before, but with more “specials”. The Sunday roast dinner offering will remain, from 12 noon until 6pm, with a special, two for £12 deal, in the 4pm to 6 pm slot. Employment Advice from Odin HR Consultancy This month, we look at another recent dismissal case relating to Covid-19 and the implications for employers. An employee refuses to attend work due to fears of catching Covid-19 Rodgers v Leeds Laser Cutting Ltd is one of the first cases to consider a claim for automatic unfair dismissal where the employee’s concern related to the risk from Covid-19 infection in the workplace. The basic legal position is that it is “automatically unfair” to dismiss an employee because they refuse to work in a workplace in circumstances of danger which they reasonably believe to be imminent, and which cannot be avoided. If Mr Rodgers had established that his dismissal was for this reason, it would have been automatically unfair, regardless of any procedure followed by his employer. he was absenting himself from work due to these; and c) that it was not appropriate to absent himself from work entirely without any complaint or discussion with his employer. As such, Mr Rodgers’s claim failed.

Case details

Implications for employers

In March 2020, Mr Rodgers sent his employer a text to say that he had “no alternative but to stay off work until the lockdown has eased”, citing concerns for his family’s health. He made no further contact and was dismissed a month later. He claimed automatic unfair dismissal.

In a helpful steer for employers, the ET rejected the claim that the existence of the virus itself, regardless of any safety precautions put in place by the employer, posed a serious and imminent danger that Mr Rodgers could not avert. As the ET noted, this would seem that “any employee or worker could simply ‘down tools’ on the basis that the virus is circulating in society.”

In coming to its decision, the Employment Tribunal (“ET”) considered the large size of the workplace and the small number of employees to be relevant factors (by Mr Rodger’s own admission, it was not hard to socially distance). Crucially for the ET, he had not communicated at any time to his employer that he believed that there was a serious and imminent danger in the workplace and that this was the reason for his absence from work. The ET found : a) that he did not hold a “reasonable belief” that there were circumstances of serious and imminent danger in the workplace; b) that his employer could not have known that

However, employers should assess carefully all situations where an employee goes absent due to fear of Covid-19 infection risks in the workplace to determine whether the absence is due to concerns about working conditions that might pose a risk, or whether they have decided to stay home purely as a precaution. hen I was approached recently and asked to install a defibrillator, I felt honoured to be asked, and jumped at the chance. Russell Hamilton from Nassington Heart Safe Community contacted me and, even before he had the chance to fully explain what he wanted to do, the answer was already “Yes”! Russell had no idea when he contacted me that my son has a heart condition, and just a few years ago had life-saving open-heart surgery. After his surgery, he went on to have “episodes” which, in an adult, would be classed as a heart attack. As it is so rare for children to have heart attacks, it is not well researched enough for the doctors to diagnose it is a “heart attack” though. So, when I was given the opportunity to use my resources to help, I felt happy to contribute towards a cause so close to my own heart, plus speaking to Russell is so inspiring. It had me thinking about the defibrillators near me. Are they accessible and are there enough of them? If one of my family members were to have a heart attack, would I know where to go? No, I wouldn’t … would you? That very day, I found out where our nearest unit was and made sure my husband was aware too, giving him directions and describing what it looks like. But some of your property’s exterior is looking a little tired, your outdoor space 15:38 needs some “TLC” and you have good intentions of getting someone in for the job before welcoming visitors back into your home. And then, as luck would have it, a leaflet drops through your door with details of that landscaper, driveway professional or guttering replacement company you have been looking for. However, all may not be as it seems. While many companies who ‘leaflet drop’ may be genuine, there are many rogue traders who use this method of advertising and their leaflets are getting very sophisticated. In fact, some are printing leaflets and including details of genuine companies to make themselves look honest and reputable. The leaflet shown above, which was shared by the police, is a genuine company but the phone number was fake and was redirected to a mobile number. The victims of this particular leaflet were mostly elderly, lured by the “special rates”. Remember: • Don’t be talked into something on the spur of the moment. • Don’t take their word for it when they tell you urgent work or repairs need doing. • Never hand over any cash as a deposit for work which they say they will return to carry out.

• Always ask them politely to leave if you feel uncomfortable with their approach.

Pre-Nuptial and PostNuptial Agreements

I

f you are planning on marrying and are concerned to preserve property and/ or money you have acquired before your relationship began, and which you don’t think would be fair to share equally with your future spouse if you ever came to divorce, then you can draw up a “Pre-nuptial Agreement” to protect your pre-acquired assets.

This may not be the most romantic start to your marriage, but it will put your mind at rest; you can store the document in a bottom drawer and hopefully never have to think of it again. The general principle on divorce is that “what is mine is yours and what is yours is mine”, and the starting point of sharing them out will be 50:50. There are many situations where this would not necessarily be fair, but you need to protect such assets with a specific agreement. This should be drawn up in good time before your marriage; start thinking about it at least six months beforehand. It has to be with the full agreement of your future spouse as well, who will also need to take legal advice before signing the deed. It may also happen that, during the course of a marriage, one of the spouses comes into possession of a property or other assets through inheritance or gift from a family member. A “Post-nuptial Agreement” would be appropriate in this situation, again with the full consent of your spouse which would serve to ring-fence the asset in question, in the event of relationship breakdown. Although nuptial agreements are nowadays generally considered binding by the Courts, there are still complexities that you will need to discuss with your Family Law solicitor to ensure they will prove effective.

n March 29th, I had the greatest of pleasure to officially open the new artificial grass pitch on Elsea Park, an absolutely fantastic brand-new sports facility for our community and parish. Costing about £1.3 million to construct and six years of perseverance from the Elsea Park Community Trust, I wish everyone involved and all that use it, a truly successful future.

It is the intention to install a display of one of Bourne’s historic BRM Formula 1 racing cars, (either a full-size metal model or a silhouette cut-out), within the raised stone walled, garden bed at the end of Coggles Causeway. This will be a reminder of Bourne’s proud motor racing history, which continues to this very day. And finally, as Fiona and I come to the end of our term in office, we wish to say a big thank you to all those who have supported us, and I wish my successor all the very best for the coming year. Shoulder Injuries in Dogs

L

ameness in dogs is common. They are an active species and love to run, jump and play ball. Many of them are quiet during the week because of their owners’ workload and routine but enjoy a long walk at weekends and this is when they are most at risk of damage to the foreleg. Often, dogs develop a limp and stiffness that is worse after exercise. You probably would not have seen any initial accident or trauma but over time the lameness becomes worse. A possible cause is inflammation and damage to the bicipital tendon that holds the biceps’ muscle onto the shoulder joint. Tendons are thick bands of tissue that attach muscle to bone and allow the joint to move. If the damage is repetitive, such as having to jump in and out of the car and jarring the shoulder joint, the tendon becomes tight and painful and eventually scars. This will affect the longterm function of the tendon and your dog will always have problems moving the joint freely.

Dogs show stiffness and lameness and are reluctant to bear weight on the leg or hobble after play. Humans can also damage this tendon in their shoulder joint but, because they do not walk on their forelimbs, it causes a different type of problem.

Manipulation of the joint will allow your vet to localise the pain to the shoulder and orthopaedic injuries should be ruled out. X-rays are great at picking up bony problems, but because tendons are soft tissue, the damage does not show up on a conventional radiograph. Diagnosis of tendon injuries therefore requires more specialist investigation, such as an MRI. Initial treatment of these injuries involves rest, restricted exercise, and anti-inflammatory medications to reduce the damage within the tendon and provide pain relief. It may take four to six weeks of this treatment regime before the tendon returns to normal.

In more severe cases, it may take three to nine months of treatment. This would include physiotherapy and hydrotherapy to allow movement of the joint in a controlled manner and without having to impact the joint. Restricted exercise is still required, and that can seem a long, long time to keep your dog on the lead. Most types of dog that experience this kind of injury are the medium and large athletic breeds and those involved in agility or flyball. However, “couch potatoes” that are carrying a bit too much weight are also at risk from tendon injury. Therefore, weight control, as always, is especially important, but when your dog has recovered, try to avoid those activities that will cause the injury all over again.
