Discovering Bourne issue 141, May 2023

Here we are once more – summer around the corner, lawns trimmed, barbecues brushed down … and teenagers mumbling and stumbling from one extra revision class to the next, nervously counting down the days before the exam onslaught begins.

Let us all, (especially parents of these chilled youngsters who are about to morph into something so challenging and unpredictable, almost overnight), just remember that we’ve all come through, relatively unscathed … and so can they. Let’s just keep providing the calm harbour, from which they are soon to set sail, wherever their future may take them.

In the meantime, let us all enjoy the Coronation of King Charles III on Saturday May 6th – a truly memorable occasion for us all!

This month, we look forward to longer and warmer days, especially when three of them (May 1st, 8th and 29th) are Bank Holidays where we can hopefully enjoy some quality time, together with family and friends. King Charles III figures prominently on national calendars, as his Coronation will, I am sure, enthral us all on May 6th.

Finally, I was baffled to hear Bob Marley music coming from my printer, until I realised the paper had kept jamming. Next day, my friend rang to say, not only had his wife left him, but she’d snaffled the satellite dish too – a case of “No Woman, No Sky”.

COUNCILLOR ANNA KELLY

I can remember the agonies of childhood, waiting for a birthday or the summer holidays to arrive; a time when a month felt so long to wait for anything, and here we are at the May 2023 edition of “Discovering Bourne” and my final opportunity to write to you all in my role as the Mayor of Bourne Parish.

By the end of this month there will be a new Mayor and I hope that they will have as much joy in the role as I have been blessed with, (a role I said I wouldn’t do, but one I wouldn’t have missed on reflection; proves we all get it wrong sometimes!) I have learnt so much about myself as well as the people I have met, and it has certainly been a life changing experience.

Wow, what a memorable year this has proved to be...

In June 2022, there were fabulous Platinum Jubilee Celebrations for Queen Elizabeth II held across the town, sharply contrasted by the sad news of her death just three months later, when Bourne held a vigil of thanksgiving for her life and mourned her passing.

Many residents attended the town’s proclamation of King Charles III’s accession to the throne, and his Coronation on May 6th, 2023, marks another moment in world history which we will share in our collective memories. This has been a year of significant events not only on the world stage, but at home when Bourne was awarded ‘Best Town’ in the East Midlands in Bloom Competition. This recognises all the time and effort which goes into maintaining the floral displays across the parish and acknowledges the behind-the-scenes work in developing community links which benefit everyone.

Another long-term project will come to fruition imminently – the opening of the Bourne Skatepark! “Free at the point of need”, it removes one of the barriers to sport which so often affect youngsters, particularly those with families who cannot afford to budget for a term of coaching sessions in a sport of their choice. Access to so many things these days is linked to affordability.

The skatepark will be accessible to all, participants, and spectators. The principle is ‘kind and caring in its intent’ and we can choose whether we honour that intent, already clearly demonstrated by all the people who have devoted years of their time to plan and fundraise to provide this facility. Alternatively, we can dismiss, ignore, or complain against this new opportunity... what sort of people will we choose to be?

Finally, thank you to all the people and organisations across the parish that have received me in the role of Mayor and made me feel so welcome. My particular thanks go to my consorts and to Andy Binder and Ian Bland.

Bourne’s a great place to be, let’s all give our best and make the most of it!

Gin and gin cocktails are amongst the most popular alcoholic beverages available and enjoyed today. These productions are loved very much indeed, and this has been the case for years –certainly, from originating during the Middle Ages.

Many different gins are widely available, and flavoured delectations have become increasingly popular during recent times. A lot of gin lovers add a tonic and/or a slice of lemon, to their preferred tipple. “Gin & Tonic” is a renowned ‘classic’.

The award-winning Jin Reaper Distillery is located in Sheffield, and their productions are known for consistency and high quality. The gins are produced in small batches and recall thoughts of myths and characters from past times, with labelling and presentations displayed accordingly. The handmade bottles used by the Jin Reaper Distillery contain gins to suit the tastes and palates of numerous gin connoisseurs, at all levels, with botanicals and ingredients being the finest available.

Jin Reaper London Dry Grim Gin (42% ABV) is a Signature Production, that I found to be crisp for the mouthfeel, which continues on to the palate’s delight. Jin Reaper London Dry Evangeline Gin (42% ABV) evokes thoughts of the Reaper’s Bride, coming through as a spicy gin and – reading into it – equating to the passion, desire, hate and love, from the spirits of the depicted characters. Cardamom and Cumin are amongst the botanicals utilised, to great advantage, for this delectation. A sweetness of liquorice adds to the enjoyment.

Jin Reaper London Dry Ferryman Gin (57% ABV) is their Navy Strength production. Yes, it is powerful, it is strong, and it is intense, for both the mouthfeel and palate. Ferryman is a further, very popular gin, from the Jin Reaper Distillery.

The Bluebells at Dole Wood

Awoodland carpeted with bluebells is such a beautiful and welcome sign of spring –and one that is special to Britain with almost half the world’s population here. Many visitors enjoyed the bluebells at the annual Open Day held by the Lincolnshire Wildlife Trust at Dole Wood, off Obthorpe Lane, Thurlby on April 23rd, with guided walks, sales of plants and refreshments, and activities for children.

But the popularity of bluebells is also their undoing. Their fleshy leaves are easily trampled by humans eager perhaps to get a better shot to post on social media or by those wanting just to wander ‘off-piste’ in the woods. But, where one person goes, another usually follows; soon new paths are created, and the woodland carpet becomes increasingly fragmented and threadbare.

May can bring a mixture of weather, so be prepared for late frosts, making sure that seedlings are hardened off before planting and protecting them once planted. A cheap way to protect tender young plants is to use “bottle cloches”, (simply cut down a two-litre plastic drinks bottle); they are useful for protecting young runner beans and peas. When watering young plants and seedlings, it is better to water less frequently but more thoroughly as this gets down to the roots. If you water lightly, it may only wet the surface of the soil and the roots may be encouraged to stay near the surface where they are more likely to suffer from drought damage.

If the weather is warmer, make sure you hoe regularly to keep weeds at bay. Also, the bugs will be out in force; the sooner you spot the problem the better, to stop them getting to plague proportions. There is no way to get rid of all these pests but there are commercial insecticides both organic and chemical. Here are some organic methods to get rid of aphids:

• Stir together 2 pints of water, 1 tsp of washing-up liquid and a pinch of cayenne pepper and spray on your plants.

• Peppermint, spearmint, and pennyroyal naturally deter aphids and ants, so plant (or put them in pots) throughout the vegetable plot.

• Plant flowers that attract the pest predators, such as marigolds and nasturtiums

To maximise your space for growing fruit and vegetables, try:

1) Intercropping – sowing two crops in the same

row, one slow and one fast growing. Fast growing crops include Oriental salad leaves, lettuces, radishes, spring onions, spinach, and spring-planted shallots. Slow growers are parsnips, sweetcorn, tomatoes, leeks, winter cabbage, cauliflower, sprouting broccoli and Brussels sprouts.

2) Catch Cropping –sowing a fast- growing crop in the brief period a plot might be empty. Other jobs to do this month include:

• Earth up potatoes – when the leaves are about 20cm tall, draw up the earth on either side to form a ridge approx. 15cms high: this will protect the foliage from frost and stop the tubers going green.

• Cover carrots with netting to stop carrot fly damage.

• Put up bean and pea supports.

• Pick flowers off new strawberries to prevent them cropping in their first year.

• Seeds to sow out this month are too numerous to list, but a few include carrots, beetroot, French beans, lettuce, spring onions, salad leaves and peas.

• Try “succession sowing” a small batch of seeds every two or three weeks and you should have a steady supply rather than a glut: it will also help to maximise your chances of successful germination.

• Indoors, you can sow chillies, courgettes and squashes, runner beans, sweetcorn, aubergines, and cabbages.

Now, let’s hope for some good weather for growing and planting: enjoy!

Inspirational Westfield Teacher Wins Prestigious Award

Rebecca Beavis, Arts Director from Bourne Westfield Primary Academy and Keystone Academy Trust, has been presented with the Francesca Hanley Inspiration Award at the 2023 Music and Drama Awards, held in London on February 23rd. This prestigious award recognises an individual who has had a hugely inspirational impact on students in their music making, and the judges looked for evidence that the winner continues to make a real and significant difference to the lives of their students through their teaching.

Rebecca’s nomination was supported by colleagues, parents and students, and also by Aled Jones (who presented the award). He said, “The judges agreed that this person has a huge impact on young people’s lives, some of whom may be described as ‘harder-to-reach’ and is fully deserving of the heartfelt testimonials submitted. They felt that this individual’s all-encompassing commitment and dedication to children and their musical journeys more than qualifies them for this award.”

Rebecca commented, “I was absolutely delighted to win this award. My passion has always been music and to share this with young people is an honour. Thank you to all who supported my nomination.”

We Must All Take Care ...

With summer approaching, things are now warming up, but we must always take care. Simple things, such as driving safely, not opening the door to cold callers or those on the phone and those people phishing online, are hopefully well known. However, in terms of those we do business with at home or in the work place, we need to be aware that in civil disputes there are all manner of legal trip hazards.

For instance, if taking proceedings against a defendant there is very limited recovery of legal costs in cases under £10,000. Even over £10,000, costs recovery must be strictly in proportion to the sum claimed, usually, unless the other side have been particularly unreasonable.

Even if you win, are you going to get the money out of the defendant without expensive enforcement proceedings? If the sum is sufficient (more than £5,000) you might consider a Bankruptcy or Winding-

up Order, but that lets in other creditors and certain of them rank higher up in terms of getting paid before you.

Court fees on issuing a claim have gone up since 2000 quite dramatically.

This means that, when we do business with anyone, we must be clear on the following: -

1. Do we trust them?

2. Do we know how good their work has been for others on a sample basis or word of mouth?

3. Can they carry out your instructions?

4. Will goods be of “satisfactory quality”?

5. Will goods be “fit for the purpose discussed”?

6. Will the services be of “satisfactory quality”, as distinct from the goods?

7. Will the work be done at the agreed time?

Quite clearly, there is a lot to think about in avoiding expensive disputes.

The Private Rented Sector: Some Observations

One of the most significant changes that has been taking place in the housing market over the last decade has been the increase in the percentage of privately rented households which now represent “home” to people in this country. As the accompanying graphic from Dataloft* clearly shows, the period from one national census to another, 2011 to 2021, has been one of considerable change, across the whole age range.

● The number of households in England and Wales increased by 6% in this period, the number in the private rented sector by close to 20%. There are now more than 5 million households in the sector.

● Across all age groups the proportion of households in the private rented sector has increased. Proportionally, the largest increases are evident in households headed by those age 35 and above.

● Research indicates that for most family renters and renters aged 45+, their ideal lease length is over two years, with one in five willing to pay more to secure a property for a longer period (Property Academy Renter Survey, 2022).

The underlying message throughout all this is just how important it is, more than ever, for every landlord to choose the right agent to match properties to potential tenants. How to Spot a Rogue Trader

Whilst many fraudsters have taken their scams to a more sophisticated level online, “doorstep rogue traders” are still making life a misery. Scams targeting older adults are the most common, (85% of victims of doorstep scams are aged 65+) –prime targets because of their retirement savings, vulnerabilities, or because they may live alone and are more likely to be at home during the day. With spring now here, many of us may be looking to improve our property, including the garden, driveway, fascias and cladding. However, before you’ve researched and contacted a tried and tested, reliable tradesperson, chances are that an unscrupulous cowboy builder or rogue trader will be knocking at your door, or that of a vulnerable, elderly neighbour. Whatever the job, big or small, don’t be tempted to give the work to someone who cold calls you, claiming to be “carrying out similar work in the area”

Where there’s a Will... There’s a Fight!

Part Two

Last month, we looked at the chances of challenging the validity of a will and just how hard it is to prove that a will is invalid. This month, we look at the people who can challenge a valid will and the costs of doing it.

Where there is a valid will, the law allows certain people to challenge it if it fails to make sufficient provision for them. So, if you are a spouse, former spouse who has not remarried, child, stepchild, foster child, or someone else who was being maintained by the person who has died, you might be able to bring a challenge.

If you can prove that the will fails to make sufficient provision for you, then you have a chance of a successful challenge. So, what is “sufficient provision”? If you are an unmarried partner who has lived with the person who died up until their death, it could include somewhere to live, money to maintain your previous lifestyle, a car; in fact, almost everything you enjoyed as their partner. On the other hand, if you are an adult child of independent means who only saw their parent occasionally, it is unlikely that the Court would award you very much at all. So, whilst you could launch a potentially successful claim, you might end up winning nothing.

Now you know whether or not you can challenge, but should you?

The biggest issues with any challenge are costs and time. At present, the average wait to get an initial hearing for a civil claim in England is more than seventy weeks; that’s just for the initial hearing, not for the trial itself, which can take several years to reach a conclusion! Then there are the eyewatering costs. Expect to be forking out up to £25,000 to get to the initial hearing stage and you could be well into six figures when you are finished. Now, the good news is that, if you win, the estate might be ordered to pay your costs; equally, if you lose, you might be ordered to pay the other side’s.

Are you feeling lucky?

There is a way to short circuit all this pain … mediation. This is quicker (it can be done in a day), far less expensive (under £5,000) and still legally binding if an agreement is reached. It is often the thing the Court orders at the initial hearing.

Mobility Aid Centre Gets a Facelift

Established in 2017, Prime Comfort Mobility Aid Centre has become established as one of the leading providers of mobility aids, not just in their home base of Grantham, but also across a wide area of South Lincolnshire

Last June, owner Rupert Stanton saw the opportunity to expand the business from its original location at 1 Market Place and a second store, opening in June 2022 at 67 High Street, Grantham, became the new Prime Comfort Recliner Chair Centre.

This year has seen even more developments. In April, Prime Comfort officially unveiled the refurbished shop front of their Market Place store to their customers, by hosting a party, with a live buffet and music from Rhiannon Rae. The building had undergone a fiveweek refurbishment project to restore the original front of the shop as part of the ‘Grantham High Street Heritage Action Zone’ programme, funded by Historic England and South Kesteven District Council.

At the time, Rupert Stanton said of the party, "Because the Heritage Fund have spent so much money on the front, this is like our way of giving them something back. It's also to say to everyone this is what it looks like and we're repaying what has been spent on us. It's nice as well as it's been done with quality products. It's not been made from plastic and painted blue to look like the old thing - it really is the old thing (using mahogany hard wood, just like the original front).” The ‘High Street Heritage Action Zone’ programme, which funded Prime Comfort's refurbishments, aims to protect ‘at risk’ parts of the

town centre and make them more attractive.

Modern Suburbs of Bourne

Awhirlwind tour of Bourne’s modern suburbs reveals many pleasant surprises.

We begin in Holloway Avenue, south-east Bourne, site of the former hospital and garden centre. This is our ‘pocket Poundbury’ - a new suburb built in the style of an older one. Thanks to royal ownership, the Dorchester suburb of Poundbury became a favourite with the public by looking a bit too good to be true. Our Holloway Avenue is also an essay in pastiche, borrowing a bit of this and a bit of that, packing a lot in but generating some instant character, avoiding the soulless suburban stereotype. What a pleasure to learn that the streets are named after favourite District Nurses and hospital doctors.

Moving on to Elsea Park’s high profile (and high maintenance) ‘retention ponds’, possibly the first

impression some visitors get of Bourne. They are an undoubted success. It would have been so easy to provide some dismal concrete overflow for the run-off water. Many housing estates must settle for precisely that. Local historian, Robert Harvey, points out the road named Quayside is a conceit, since there is no quay, nor has there ever been one here, but it’s an enjoyable conceit at that.

Our next stop is on Burghley Street. Stand well back to enjoy the sympathetic restoration of Wherry’s Mill, also known as Shilcock’s Mill, which has confounded the cynics. More recently, an entirely new four-storey sister building has arisen on the corner of Wherry’s Lane. With a proper regard for its setting, here is bold urbanism with confident high windows that might actually let in some light, and a proper design nod and wink towards its early nineteenth century buddy - all done on a tight ‘affordable housing’ budget.

Mention must be made of our most venerable suburb, the winding warren of lanes that is the Bedehouse Bank area, a hotchpotch of plots with footpaths through to Eastgate. The name suggests Bourne Abbey land perhaps, and later development by self-build cottagers? Certainly the distinctive street pattern is a dead ringer for Mushroom Green near Cradley Heath in the Black Country (still very much there) where waste or ‘common land’ was encroached by squatter settlements.

Planning gets a bad rap. But it has provided Bourne’s new suburbs with generous open spaces, such as Bourne Green on Beaufort Drive, as well as other, more intimate greenery to be found in Rosemary Gardens, off Tarragon Way. A recent government pronouncement (January 2021) states that Design Codes will in some mysterious way ensure “All new developments must meet local standards of beauty”, but it is hard to see this coming about. When it comes to suburbs, one person’s cosy and secure refuge is another person’s bland and repetitive blight and, whatever is plonked down, soon looks a whole lot better when the shrubs, bushes and trees have had time to get established.

Why do I need a will?

Wills are important to ensure that your assets pass to those you would like. If you are not married, your partner will not automatically inherit your estate.

If you have children, you can also use a will to nominate guardians to ensure they are looked after if the worst may happen.

Lasting Powers of Attorney

What are they?

Lasting Powers of Attorneys (LPAs) are documents that allow someone that you nominate as your attorney, to deal with your financial or health affairs on your behalf.

These are used when you lose mental capacity but must be created while you can still make decisions. If you do not create these in time, then unfortunately the solution is more costly and time consuming.

Probate

What is it?

When a person sadly passes away, some banks and institutes require a Grant of Probate to enable you to collect in their assets. If you are selling a house, a solicitor will require this to complete the sale.

Bourne Motor Racing Club

11th - Tonight will see author and biographer, Jon Saltinstall, talking about the motor racing legend, Jacky Ickx. Jacky Ickx started racing motorcycles before moving on to car racing in Formula Two. In 1968, he began Formula 1 racing. Doors at the Corn Exchange open at 7pm and Jon will begin his presentation at 8pm. Guests and visitors are always welcome.

Bourne Festival 2023

After a very successful return to the Wellhead Park last year after a twoyear Covid-19 hiatus, Bourne Round Table are pleased to announce that planning is well under way for this year’s event and look forward to seeing everyone again at this well-established community event.

Last year’s event raised more than £50,000, all of which will go towards Bourne Round Table’s continued financial support to local community projects and other local, worthy and charitable causes.

Two of the largest donations that Bourne Round Table have made in recent years are towards the new play equipment on the Wellhead play park, (which was fantastically coordinated and managed by a group of local mums), and the new Bourne Dimension Skatepark which, after a wellfought, decades-long fundraising campaign by the hugely committed skatepark committee, is under construction at this very moment!

These sizeable donations would not have been possible without the local community’s support of the Bourne Festival; from all the volunteers, sponsors and vendors to the members of the public who spend their hard-earned cash! So, Bourne Round Table would like to publicly thank you all for your continued support and look forward to seeing you all again on the first weekend in June!
