ast month saw the return of the Whittlesey Festival - and what a return it made! Not only did the sun decide to make an appearance, but so did the whole community! It was a brilliant day for everybody involved, and so wonderful to see old and young having fun together. I found myself walking past the stalls and attractions for the whole day, bumping into friends as I went. I would like to congratulate all involved, I thought they did such an incredible job and I for one, am looking forward to seeing what they can do next year! For our gallery and report, see our inside pages. This month we welcome a new regular feature to Discovering Whittlesea - Bowser Ollard & Bentley will be providing us with legal help and advice. Have you got a question you’ve been meaning to ask a solicitor? Well write it and ask Bowser and they might even answer your question in the next edition. Turn to page 37 for this month’s piece on solar panel schemes. Some of you will have already heard the latest news about the supermarkets in Whittlesey, but for those of you who haven’t, we spoke to Martin Curtis who informed us that on August 29th the planning committee at Fenland agreed to support the proposed Sainsbury supermarket and the accompanying Country Park. They also decided to refuse the proposed Tesco store on Eastrea Road. However the decision may just be the start of the process, and there is still the likelihood of an appeal to the planning inspectorate and possible court action, still it feels like we are a step closer. If you have any views on this, or any other subjects, as always please do email me at natasha@ discoveringwhittlesey.co.uk - and where possible I will try to print them. We have another packed issue this month, with plenty of things to keep you busy over the next month or so. So until next month.. Natasha Shiels, Editor

LOCAL NEWS IN YOUR AREA Eastrea Hall Plans As work is under way building the new Eastrea Centre, the LordLieutenant of Cambridgeshire, Mr Hugh Duberly CBE, paid a visit to Eastrea Village Hall Trust. He reviewed the plans and said this was an admirable project for the local community. “Many of these developments are introduced by the local authority,” he said. “This new hall comes from the work done within the village, and it has been an impressive campaign by the residents over so many years.” The Lord-Lieutenant is the Queen’s representative in the county, and was presented with a bound copy of the Trust’s 53page business plan. “I am happy formally to receive this,” he said. “It represents a tremendous effort.”

The programmes are based on Brian's recent book on the World War II entitled 'Secret Weapons'. They are currently being broadcast in the United States and will be seen in Britain later this year. Copies of Brian’s book can be found at Waterstone’s and online at Amazon.
Whittlesey W.I Meeting Members of Whittlesey WI enjoyed a fascinating talk by Edna Stacey from March Museum entitled "Childhood Memories" at the September meeting. Edna discussed the memories of her childhood growing up in March, and some of the toys etc she had brought with her made for a lovely evening of reminiscing . The next meeting will be on Tuesday 2nd October at 7 30pm at St Andrew's Church Hall when John Lillyman will be talking about being a "Panto Dame". New members are always welcome. New Road
Allotments Pictures by Chris Brudenell
The Story so far...
F
our years ago Whittlesey Town Council had a waiting list of 150 people waiting for allotments on New Road. Following full consultation with the allotment holders, work commenced 3 years ago to redevelop the site to accommodate more allotment holders and to regulate the size of the allotments. The site previously had 46 allotments but only 27 allotment holders as some held multiple plots, the plots were all of various shapes and sizes, and not to industry standard. The site now has 22 half plots which are 125 Square Metres and 79 full size plots of 250 Square Metres, so now with a grand total of 101 plots the waiting list has been substantially reduced. The site now benefits from the following, easy access, small car park, new water system, clearly defined plots and pathways to access them, skip on site twice a year and I have just been advised that the WAGS have obtained funding for a Compostable Toilet.

With the undertaking from the all the above the waiting list currently stands at 24 people. Following the success of the re-generation of the site, the Whittlesey Allotment and Garden Society (WAGS) was formed and this year held their 3rd Annual Show, which again was very well supported. Allotment holders and gardeners alike displayed their produce and
Rotary Update I can’t believe half the year has flown by already, where does the time go? Rotary always seems to have something going on and in February we enjoyed a visit to Lola Cars in Huntingdon – sadly they have now gone into administration but we had a great time looking at the production & manufacturing of their cars, etc. In March some members went along to Sir Harry Smith CC to discuss our business lines with the business studies groups. Always great fun to interact with students & who knows there could be a budding entrepreneur of the future! Our Annual Line Dance evening in May was well attended and a good fundraiser for our club thanks to the sponsorship from Boongate KIA. Our weekly line dance class is held on Thursday evenings, 7.30pm at The
products made from their allotments or gardens. Unfortunately this year due to work commitments I was unable to attend and judge, but I have been reliably informed it was a massive success with both allotment & Gardeners achieving outstanding results. A special mention to Jack Mason for winning the Richard Barnwell Trophy (for the 2nd Year), for the Best Junior in Show. We also gave out our Annual Allotment Award for the ‘Best Kept Allotment’ won this year by Mrs Deborah Winn, runner up Mr Peter Bellamy. The process for choosing the best kept allotment is carried out throughout the course of the growing calendar year, with everything to do with an allotment being taken into account.
Falcon. If you fancy having a go, making new friends plus exercising, please come along, you can be sure of a warm welcome. Also in May a group of Rotarians visited Budapest for a few days. They enjoyed a beautiful country, gorgeous weather & lovely people. July heralds a new Rotary year and President David Combes handed over to Catherine Little – the second female president in the club’s 58 year history. I am sure Catherine will enjoy her year as much as I did. To celebrate our new Rotary year David & his wife Susanna hosted a BBQ at their home and the weather behaved for a change. If you see us at an event then please come and say hello as we are always happy to chat to the local community about our ‘Family of Rotary’. Alternatively, I can be found at Inspirations in Market Street or call me on 01733 351005. Bye for now, Jenny Parker

LOCAL NEWS IN YOUR AREA WHITTLESEY FESTIVAL SUNDAY 9TH SEPTEMBER 2012
I
The best we’ve had?
am writing this the day after our 5th Festival which, in my opinion, was the best we have had so far. The weather was absolutely perfect. This year for the first time we decided to have a parade, which included the Jubilee Prince & princess in a Vintage Austin A30, they looked really superb. We also had a horse drawn carriage. So many of the local children’s groups joined the parade plus many of the entertainers. At the rear of the parade was the Peterborough Highland Band, who were as popular as ever. Having marched to the Buttercross the parade filed passed the dais where Mrs Penelope Walkinshaw, the High Sheriff of Cambridgeshire was waiting as she had kindly agreed to officially open our Festival this year. After being presented with flowers by the Prince and Princess , Penelope thanked us for inviting her and said she had thoroughly enjoyed her time, Penelope then went on to present the prizes to the winners of the baby competition before she left. We had so much variety this year, including some very good singers and many stalls and rides for the children, plus a craft fair in Childers. Thanks to the hard work of John Sharpe, we had a fantastic Classic Car Display, which was as popular as always. I would like to thank Brian Smithyman and his Church team along with all the members of the two Festival Committees for their hard work during the year and on the day. I look forward to working with them again next year. Thanks also to our Deputy Mayor, Councillor Martin Curtis,
Whittlesey Community Car Scheme
A big THANK YOU to the following for their kind donations to our Festival Tombola stall: Bygones Bistro, Jacko’s Pet Store, Whittlesey Cycle Centre, Our drivers, passengers, family and friends, too numerous to mention individually. Their contributions to the stall and help on the day enabled us to raise a total of £366.00 for the Car Scheme funds. The winner of “Guess the Tiger’s Name” was Alison Marshall, who correctly chose the name JALA. Many thanks to everyone for helping to make the event such a success for us. For more information, please contact Anne (Scheme Coordinator) on 07810 427483.
who did a great job in the Mayor’s absence. I would also like to thank all the local businesses and stall holders, and most of all to thank you, the public for coming along with your families and friends to give us your total support, which you have done every year. Without you there would be no Festival, so thank you and I look forward to seeing you all again next year. We were very grateful to Jon Paul-Parker and David Bailey, who gave us extra help all day with our PA systems and looking after our singers. A special thank you to Mike Chapman the Fenland Markets & Events Manager, who works tirelessly with us throughout the year and on the day to make this event so successful. If anyone has any ideas they wish to put forward for next year, or would like to join our partners committee, please contact me on 01733 208414 or Jenny Parker on 01733 205689. Once again, my thanks to you all.

A Kay word from Mayor Here we are in October and lots of things have happened since I wrote the September article on 12 August. Firstly as promised I will fill you in on the winners of the Allotment and Garden Show held on 18 August; The Best Adult in Show and the winner of the Society’s Derek Stebbing Shield was Charles Gunn; The Richard Barnwell Trophy for the Best Junior in Show was won for the second year by Jack Mason. Certificates for the Best Allotment and Runner-Up were presented to Mrs Deborah Winn and Mr Peter Bellamy respectively. The judges, Adrian and Claire (Westfield Nurseries) Councillors Derek Stebbing and Mrs Pauline Edge and I had a really difficult job again this year and I commend Martin and Jackie Baldrey and the Allotment Society for their hard work in pulling the Show together; long may it continue. It is acknowledged that this is a very difficult time for businesses, particularly in the retail sector; acquisitive crime has increased at a time when spending is down. On 22 August a FENBAC (Fenland Businesses Against Crime) meeting was held at the Manor Leisure Centre. Fenbac will strive to bring together voluntary crime schemes such as Shopwatch, Pubwatch and Taxiwatch in order to benefit not just their own businesses but every business in Fenland so that the Towns are a safer and more attractive place to visit for us all. For any businesses interested in being involved with Fenbac there will be a training session at the Manor Centre on Wednesday 28 November. Further details about this will be made available nearer the date. My final Civic duty before going on holiday was to open the St Andrew’s Annual Fete on Bank Holiday Monday, 27 August. The fete was once again very well supported and everything went according to plan despite one or two drops of rain; thankfully the heavier rain stayed away until the fete was finished. The Fenland District Council planning meeting to discuss the two Supermarket planning applications for Eastrea Road was held at the Manor Leisure Centre on Wednesday 29 August; no doubt you are all aware of the outcome of the meeting where it was resolved that the Sainsbury’s planning application was approved by the Committee.
9 September saw the fifth Whittlesey Festival and while I was unable to be with you this year I know everyone had a wonderful time. The High Sheriff of Cambridgeshire (Penelope Walkinshaw) opened the Festival and Martin Curtis stood in for me to present the prizes to the winners of the Baby Show and the Schools Art Competition. Once again congratulations to THE TEAM on putting on such a spectacular show; Keep up the good work.
Kay Mayor
The Anglia in Bloom Awards were held on 11 September in St Ives; Councillor Derek Stebbing together with the Town Clerk, Sue Evans represented Whittlesey. We are delighted that Whittlesey won a Silver award in the Large Town category. As this was the first year we have entered, we were most pleased with the recognition the town received. The 2012 Awards Ceremony of The Cambridgeshire Young People of the Year will be held on 3 October. Once again I have been privileged to be a judge for this and I look forward to the ceremony at Ely Cathedral.
‘Til the next time.. Kay Dear editor,
We have just had a most successful Whittlesey Festival and I would like to congratulate and thank all those involved the organisation, not just on the day but throughout the year. The support from so many local groups followed the towns Jubillee event and shows that we still have that community feeling It was wonderful to see the town so full of people enjoying all the stalls and activities. The weather was ideal but the event surpassed anything the town has seen for many years. Well done!

Can you help? Nova club is a women's group which meets monthly. They have a speaker, organise some outings and raise money for charity, which is then distributed locally, with their last beneficiaries being the two Doctor's surgeries. Two years ago the group took some scrap books of the club’s history to a Christmas party, and someone offered to take them home unfortunately since then, the books have been misplaced. Despite looking through their records and making pleas in their meetings, the books remain lost. Local History
Nene Washlands Commissioners
T
By Geoff Oldfield
he drainage of the Fens has been well chronicled. The Romans probably started the present process and the Bishop Morton dug Morton’s Leam in the late 1480s before the Dutchman Cornelius Venmuyden carried out extensive work on behalf of Francis Duke of Bedford and a number of other speculators known as adventurers as they ‘ventured’ their capital. The area administered by the Nene Washlands Commissioners lay between the South bank of the river Nene and the North bank of Morton’s Leam and extended from Stanground to Guyhirn. This provides a floodwater storage area for the excess water flowing from the Nene down from the East of Peterborough. It was necessary for one authority to administer the clearing of rivers and dykes and the maintenance of bridges, levying a charge on adjacent landowners for doing so. The Governors of the Town Revenues of Whittlesey owned a large tract of land to the North of the Town, known as the Town Fifties which was bequeathed to them in 1668 by the Earl of Portland and the Duke of Bedford The first meeting of the Commissioners was held on Tuesday 30th September 1862 and was held at the Falcon Inn in Whittlesey convened under the provisions of the Nene Valley Act 1862. There were ten commissioners appointed with John Laurence as chairman with Sir Harry Smith’s nephew. George Moore Smith, a solicitor, acting as clerk. Gurney & Co, a forerunner of Barclays Bank was appointed as treasurer. Future meetings were then held in the Town Hall. In the early days the Commissioners were involved in a proposal to further the cause of the navigation and as late as 1937 land at Stanground was bought by Mr. Van Krieken on behalf of the Kings Lynn Steam Shipping Co. Thinking of an inland port for Peterborough perhaps? Ferries, which had been used to get people and livestock across rivers, were being replaced by bridges which were owned by the Commissioners who installed a tollhouse and keeper to collect tolls from persons using the bridges. The Little bridge over Morton’s Leam was made, and probably erected, in 1900 by Somervail and Co. of Glasgow. In 1937 after the Dog-in-a-Doublet bridge had been replaced, Major J.A.Hill of the Experimental Demolition Establishment of the Royal Engineers and Signals Board, carried out trials of explosives on concrete girders saved from the old bridge. Being 150 yards from the road, he considered that there was no risk to persons or cattle!! The river Nene and Morton’s Leam and the structures
over them became the responsibility of the Nene Catchment Board in the 1930s and are now looked after by the Environment Agency and the bridges, over time were transferred to the Highways Authority. In 2010 the Nene Washlands Commissioners and North Level District Internal Drainage Board were abolished and amalgamated into the North Level District (2010) Internal Drainage Board comprising fourteen elected members. Phil Gray who has been Clerk to the Commissioners for the previous eight years retired from that post on the amalgamation with the chief executive of the former North Level I.D.B.taking that role. The Washlands over the years have attracted conservation designations and the control of water levels which facilitates grazing is an important contribution to this interest and at the same time sustains the general aquatic and wetlands habitat. The R.S.P.B have a large presence including what was the Town Fifties.

here are not many clubs around the area that have a junior section or even run matches for them, but thankfully our local club Whittlesey AA do. They have run fishing matches and teach-ins throughout the school holidays and once again they will be running a series of pike matches on their waters.
Whittlesey Christmas Lights As the nights start drawing in, and memories of our summer holiday fade, our thoughts turn once again to Christmas. What a wonderful time of year to look forward to, with all those presents to buy and the shops looking festive with their seasonal window displays, tempting passers-by to pop in a buy a present for someone special. In Whittlesey, we have the added attraction for shoppers of the Christmas lights, adorning the streets with swags of coloured bulbs, the huge Christmas tree standing proudly on the town square, Santa pulling his sleigh across the library façade, and miniature Christmas trees suspended over the shop fronts.

Whittlesey Christian Church Dealing With Fear
This is a strange generation; on one hand we see incredible advances in many areas which have the potential to positively affect the quality of our lives. Yet, despite this, many people are being overwhelmed by fear and hopelessness to the point where suicide is becoming a major problem in our nation. Space does not permit a thorough explanation, but it may help someone if I share just a few insights I’ve gained and used when helping those overwhelmed by fear. One of the many reasons I love the Bible is its incredible accuracy in foretelling future events and providing wise guidance for facing them. Speaking about the days we currently live in Jesus foretold that it would be a period where “people’s hearts would be overwhelmed by fear when they see what is happening on the earth as the elements are being shaken (Luke 21:26;). How do we cope?
confident manner. Don’t choose a complainer, they cannot help themselves so are unlikely to help you. Don’t choose a critic or pessimist as they will always see the negative rather than positive in everything.
It may seem impossible to do, but running away or trying to ignore them never solves anything. One of the greatest aspects to fear is actually ‘fear of the fear itself.’ We fear it’s beyond our control, or may even feel incapable of doing anything about it. Facing it helps you discover that there is actually no fear that cannot be cut down to a manageable size or eradicated altogether.
Many times people know they are afraid but allow pride to stop them from acknowledging it enough to reach out for help. Sometimes freedom comes with a price, and that price is humbling yourself to cry ‘help’ – Make that cry to God today.
(a) Face Them
(b) Don’t Face Them Alone
The motto of the minister’s fellowship I belong to is simple – ‘why walk alone when we can walk together.’ Yet be wise in the choice of person, make sure they are capable of standing with you in a positive,
(c) See Your Fear For What It Is
The Bible tells us that ‘fear brings torment’ how true that is. If your fear is already bringing you distress, it is important to accept that you are not going to wake up one morning and find it unexpectedly gone. It will go because you make up your mind that you were born for, and are worth something more than always living a tormented life.

A word from Cllr Martin Curtis
No sooner has one planning application been approved, than another controversial one comes along. Last month the planning committee at Fenland District Council supported the proposed Sainsbury store in Whittlesey and refused the Tesco application. On October 4th a planning application for a plastics recycling facility in Saxon pit will be decided at the County Council. The proposed facility is the first of its kind in the UK and there have been concerns expressed to me about air quality, noise and about levels of transport. The application is a good example of the quandaries that surround planning. If it is approved, it will create an additional 80 jobs in the Town, which is important but that should not happen if it has a significant impact on people’s lives. I have said in a few forums that I believe that the recommendations of the Environment Agency and County Highways will make all the difference. If both of these say the application is acceptable, I suspect it is going to be very difficult to say no. These are the experts on the most important aspects of this development, and the planning
committee will have a very tough job justifying a decision that goes against their recommendations. Bear in mind, that if they make a decision that does not have good grounds, the decision is likely to be overturned by a planning inspector on appeal – the end result would be that still get the recycling facility, but it will have cost the County Council in time and money trying to defend a decision without foundation. I think this application is a perfect example of why planning is such a difficult area for councillors. They are often caught in the middle of very difficult decisions where, whatever you do, you are going to upset someone. I will be attending the planning meeting and making sure that the residents’ concerns are listened to and properly considered. I will post the outcome on my blog. Gardening
Garden Jobs for October
O
ctober is a good month to think about your garden’s spring colour and an ideal time to plant trees and shrubs. Remember to plant in drifts of the same plant or colour for a more dramatic effect. You could also think about contrasting colours such as purples with reds or blues and yellows. If you want to fill your garden with colour next spring, plant bulbs from October to December, before the first frost. Daffodils, tulips, crocus, grape hyacinths and fritillarias are just some of the plants to choose from. It’s good to focus on preparing for an abundance of colour and bloom the following year. Foxgloves, wallflowers and polyanthus are ideal for planting now. If you’ve got these in the garden already there is a good chance some of the self-seeders will be on their way up. Make sure they have enough room to grow and if they’ve appeared in an unwanted spot, carefully move them to a similar position bearing in mind that to have self-seeded they would have had to have been happy. Before you move them stand back and see how they look - a garden can be really enhanced by a few surprise visitors here and there so leaving them where they are is sometimes better. Dig up your perennials and divide them generally you should do this every three to five years. First cut the plant back - it will ensure the energy will be put into the roots, plus it allows you to see what you are doing. Dig up the plant carefully and shake off the excess soil before gently prising apart into two halves. Replant as soon as you can and water in well. As the temperatures start to drop it’s time for many of your frost tender plants to be moved to warmer climes. Don’t worry if you don’t have a greenhouse, many plants will happily overwinter on a windowsill or in a sunny porch. Transport them from tubs and baskets into

Plant of the month
Heuchera
Plant of the month facts
Heuchera Heuchera are a de lightful plant to brighten up any part of the garden. As well as ideal plants for the border they can be grown in wi nter baskets or in containers for placing on the patio at any time of the year. Most Heuchera are everg reen and can be grown in full sun or partial shade. They will tolerate most soil types and can be established as groun d cover in many garden situations such as under trees where grass could strug gle. smaller pots, they don’t need room to grow in winter and they will also take up less space. Autumn can be one of the most beautiful and dramatic times of the year, lit up by the rich colours of autumn leaves and a low sun. But as the leaves start to fall remember they can spread disease, not to mention assist the growth of unwanted trees in the garden. Pop them in the compost bin or if you don’t have one, dispose of them safely. If you must burn them, watch out for hedgehogs or other animals who have settled down to hibernate.

Posture and Communication
By Mayur Mistry & Ubhi Varsani (Registered Osteopaths) Posture is not merely a means to stay upright but also a very important communication tool. As humans, we are social creatures and have been for many thousands of years long before language developed. Our first communication tool was the use of visual signs as grunts were relatively imprecise! However, as language evolved it became more accurate and therefore our main conscious communication tool. Visual communication faded into the unconscious although remained an important partner to language. This article focuses on the role of posture and how we use it to communicate. Our visual communication tools are: Visual communication = Posture + facial expressions + Hand gestures + Skin / muscle changes. Posture in its simplest form is how we hold ourselves and where we chose to position our joints. The purpose of posture is to convey our intentions within the group. Within social groups, we feel there are only 2 main messages we wish to convey, these are: 1- How dominant you are within the group 2 - Do you want company or to be left alone The postural signals are usually conveyed in the manner outlined in the table [below]. Equally, the picture [above] really highlights the role of posture. Who do you think is leading the conversation? The signals need to be fairly obvious and seen from afar. As a result we use our bodies to convey these signals whilst using our more versatile tools (e.g. facial expressions, hand gestures, etc) to convey more subtle emotions and messages e.g. happiness, sadness, etc. Posture
Description
Dominant
Making ourselves look as tall and big as possible i.e. straightening our spines, head high, arms and legs outstretched
Subordinate
Making ourselves look as small as possible in both height and width, i.e. bending spine, dropping head, bringing our arms into our bodies
Approachable
Open up our bodies exposing our chest [thus our vital organs and placing trust in the individual/s]. i.e. opening shoulders and hips.
Non-approachable
Closing off our bodies and position our chest/abdomen away from the individual/s. i.e. Crossing our limbs and turning away [to varying degrees].

iggest and best yet’, ‘Great day out for all the family’, ‘Entertainment was excellent’, ‘We were spoilt for choice with so much to do and see’. These were some of the comments that were fed back to the organisers of this year’s Whittlesey Festival which took place on Sunday 9th September. Thousands turned out to support the 5th annual Whittlesey Festival with many visitors having travelled from far and wide. The event started with a parade from Broad Street before the official opening at the Market Square by the High Sheriff of Cambridgeshire, Mrs Penelope Walkinshaw. It truly was a wonderful atmosphere that lasted throughout the whole day. Children enjoyed the free face painting, puppet shows and fairground rides amongst many other activities. There was plenty to do for the adults and everyone enjoyed watching the various dance displays and musical presentations including the Peterborough Highland band. One of the highlights of this year’s Festival was the display of over 100 classic vehicles that lined the main streets. This really brought back

memories for many people and present day enthusiasts alike. The Festival Schools Art Exhibition was held at the Whittlesey Christian Church with over 100 entries on display from local primary schools including Park Lane, Alderman Jacobs, New Road and Sir Harry Smith Community College (SHSCC). Prizes and trophies were awarded on Festival day by the Deputy Mayor of Whittlesey, Councillor Martin Curtis. (Look out for a feature on the Art Competition in the November issue of Discovering Whittlesea). Another popular competition that took place was the Beautiful Baby competition with the winner being awarded a complimentary portrait session courtesy of ‘The Studio’ in Whittlesey’. Shared Lives Scheme
Peterborough City Council’s Shared Lives Scheme wants to recruit more people to help vulnerable adults in the Peterborough area, such as those with a physical or learning disability, a sensory impairment or the elderly. They are looking for people who can provide short breaks, long term care or day care.
S
hared Lives Scheme carers provide care and support within their family home. They offer people a little extra help and support to become more confident and independent. Nicky is an approved Shared Lives Scheme carer living in the Ortons. She has chosen to provide long-term care for people with a learning disability. This means that Nicky currently has 2 service users who live with her. Last year Nicky assisted one of her service users to realise a lifelong ambition – to go abroad on holiday. Nicky helped this person to book the holiday, organise spending money, clothes, etc and liaised with the holiday company about the support that the service user would need once she arrived. The service user had a fantastic time and has many photographs to prove it!
“
Nicky says that “it can be stressful and demanding at times, but the benefits far outweigh the negatives.” She described how she feels rewarded offering this service and enjoys the company of the adults placed with her. Nicky says “we are just like a normal family and we work out any problems like a normal family does. I love it and don’t ever see myself retiring from it.” One of the people placed with Nicky has faced many difficulties throughout her life. She says, “I have been here for 3½ years and Nicky does not let me throw my problems away; we deal with them. I have a good life here.” The other person placed with Nicky has also experienced difficulties in her life. She says, “I have always wanted a family unit around me and it feels like that I have that here.” She says, “Nicky is there to help people. Some problems never go away, but the message is that whatever your problems, there are people
out there that can care for you.”
The Scheme is looking for carers from all walks of life. If you rent or own your own home and have a spare room, if you are patient and consistent and are willing to offer people a little extra support to become more independent and confident, then you too could become a carer for the Scheme.

BOWSER OLLARD & BENTLEY LOCAL SOLICITORS FOR LOCAL PEOPLE
Bowser Ollard & Bentley are a firm of local solicitors based in Wisbech and March that can trace its roots back over 150 years. We have provided a high quality and comprehensive range of legal services at a sensible cost to generations of people and businesses in the fenland area and beyond. In future issues we will be responding to a selection of legal queries put to us by the readers of Discovering Whittlesea magazine. If you have a legal question that you would like answered please write to us or email legal.corner@bowsers.co.uk. If you would like your query to remain anonymous, please expressly state this in your correspondence to us. Whilst we wait for your questions, here is some general guidance on a topical issue‌
SOLAR PANEL SCHEMES
With solar panels appearing on a number of roofs in the Whittlesey area recently, we thought we would offer some general guidance on the kind of legal issues you may encounter if you are considering having solar panels installed on your property. Q. How do these free solar panel installation schemes work? Of course, there are several different schemes but most involve giving the Installation Company a 25 year lease of the roof of your property and the air space above, in return for allowing the Company to come into your home to check and repair their equipment. They have the right to any excess energy which you do not use which they then sell to the National Grid. Q. Does my property have to be registered with the Land Registry? Yes, if your property is not currently registered at the Land Registry it is likely that it will need to be. This is something that we can help you with, and is not expensive. Q. Do I need my mortgage lender’s consent? Mortgage lenders usually place a restriction on your property, preventing you from dealing with it in certain ways. It is always sensible to tell your mortgage lender what you intend doing and, in most cases, getting their formal consent which is likely to have a number of conditions attached. Q. Do I need to obtain planning permission to have the panels installed? Permission or Consent will definitely be required
if your home is a listed building or located within a Conservation Area. We always advise checking with the Planning Department at Fenland District Council or by looking carefully on their web site. Nearly all installations require building regulations approval. Again, checking it out with Fenland is a sensible precaution. Q. What happens if I want to sell my home? The Lease and other paperwork you are asked to sign will form a legally binding relationship with the Installation Company for the duration of the lease. On any sale of your home, the Buyers will take on the benefits and obligations from you. You must make sure your Selling Agent and Solicitor knows all about it. There may be extra fees to pay as a result of a transfer of ownership. Further, some mortgage lenders have shown a reluctance to lend to prospective buyers of properties where solar panels have been installed, particularly where installation was not carried out in accordance with the minimum requirements of the Council of Mortgage Lenders. Q. Do I need legal advice? We would strongly recommend that you take advice before signing. Reputable Installation Companies will suggest you do so and many will pay towards the cost.
We offer expert legal advice in a number of areas including Conveyancing, Family Law, Wills & Probate, Business Law, Disputes & General Litigation and Personal Injury. To find out more about what we do, who we are and what our clients think of the services we provide, please visit www.bowsers.co.uk or call us to book an appointment. Prometheus P
8th
October
rometheus is a 2012 science fiction film directed by Ridley Scott, and written by Jon Spaihts and Damon Lindelof and the film stars Noomi Rapace, Michael Fassbender, Guy Pearce, Idris Elba, Logan Marshall-Green, and Charlize Theron. The story is set in the late 21st century, and centers on the crew of the spaceship Prometheus as they follow a star map discovered among the remnants of several ancient Earth cultures. The crew, seeking the origins of humanity, arrive on a distant world and discover an advanced civilization, and a threat that could cause the extinction of the human race. As the fifth installment in the Alien franchise, Scott and director James Cameron had a difficult task ahead, to create a film that would serve as a prequel to Scott's 1979 science fiction horror film Alien. In late 2010, Lindelof joined the project to rewrite a previously written script, and he and Scott developed a story that precedes the story of Alien but is not directly connected to that franchise. According to Scott, although the film shares "strands of Alien's DNA, so to speak", and takes place in the same universe, Prometheus explores its own mythology and ideas. So what about the film itself. Fans of the Alien franchise, will of course feel that they have to explore this prequel, after all, wouldn’t you want to understand where it all came from? But what I found particularly pleasing, was that although I haven’t seen any of the previous films from start to finish, I could still enjoy Prometheus, because like Scott mentioned above, the story did stand alone for me and was both thrilling and thoughtprovoking at the same time. There are plenty of moments when you want to hide behind your cushion, but also moments when the film’s breathtaking cinematography delights you. Prometheus is therefore a great choice this month if you want something exciting and fun.

Whittlesey Warriors
W
hittlesey Warriors was formed back in September 2010. The club was started after a chance conversation between Kirsty Hills (parent) and Nic Phillips (Teacher) at AJS School, in which they discussed their love of playing netball. In talking to other parents and friends they realised there was quite a few people that would like to give it a go. Kirsty's next door neighbour Mel Barkess used to play and was a qualified umpire, and so was brought on board. To start off the women trained at the Manor Leisure Centre, but after several weeks of broken glass and vandalism, the team were forced to move to Sir Harry Smith College. As numbers grew and a few friendly games were under their belts, the team realised they would really like to start playing matches. This summer the Whittlesey Warriors entered the Peterborough Summer Netball League; matches are played on a Monday or Tuesday night at TDA in Peterborough. After deciding on their club colours, and with the help of "Hereward Teamwear and Trophies", the women got kitted out. To their surprise they ended up Runners Up in Division three, a great result when you consider the team was up against groups who had been
Netball Club
formed for many years. It is now time to put Whittlesey Warriors firmly on the netballing map, and they have entered two teams in the Wisbech Winter League, playing matches at Wisbech on a Wednesday evening. The team currently train at New Road School in Whittlesey on a Tuesday evening 7-8.30pm, but will move Pictures by Chris to Sir Harry Smith Brudenell College again to train under floodlights. Whittlesey Warriors are actively seeking sponsorship, to ensure they continue to offer netball to the Whittlesey area. Mel and her ladies are also looking to start up a junior team, with players in year 7, 8 and 9 invited to join, but this will depend upon funding. • If you are an experienced player that would like to get back into netball, please contact us via our Facebook page "Whittlesey Warriors Netball Club". A very warm welcome awaits you. October 2012 | Discovering

Delivering Simple Financial Advice - That really works
A monthly feature that focuses on current financial issues. Many local Banks and Building Societies have lost their ‘in house’ adviser and few are independent. Eamonn is a fully qualified local Independent Financial Adviser.
Retirement planning
I
n a recent article I explained how, as an Independent Financial Adviser, I can obtain the best returns from your pension fund(s) by exploring the Whole of Market option. This means taking into account how much your existing provider(s) offer and comparing it to the very best that is available. There are three additional benefits in asking me to do this work for you – firstly I can take all the administration away including advising HMRC how your income will change and consequently ensure you pay no more tax than you need to.
Ask the expert today
Secondly, you might qualify for an ‘Enhanced Annuity’ by asking some relevant questions about your health, lifestyle and medical conditions. According to Just Retirement* up to 60% of people could qualify for an enhanced rate. It is important to find out because once started you cannot change it! *http://www.justretirement.com/ Annuity/Types-of-annuity1/ Enhanced-annuities/Whatqualifies/ Thirdly, I can assist in extracting the maximum tax free cash for those individuals looking for some capital to kick start their retirement – one option is to look at ways of generating tax efficient income to boost pension income. If you are wondering whether you can sort out this important aspect of financial planning – or maybe you need a second opinion. I will provide a FREE initial consultation – just use the following contact details:
