Welcome to your March issue... There are three significant dates we can look forward to celebrating this month...

arch 14th is Mother’s Day, our annual opportunity to shower dear Mum with love and gifts, which this year, sadly, might have to be “Zoom-related”. March 28th is when our clocks “spring forward” an hour – surely a sign that summer will soon be upon us. Thirdly, and this is a muchawaited date which has not yet been finalised – the start of the easing of our lockdown measures and a steady return to “normal times”, those days before anyone had ever heard of ‘social distancing’ or ‘the R number’! Hoping you enjoy our issue this month, and it is with such joy and pride that we, at Discovering Magazines, can send out Discovering Whittlesea (the very first of our five titles) for issue number two hundred. Huge thanks go to everyone who has made this possible over the years.

I’ve never considered myself to be a particularly lucky man. Not unlucky, but not the sort of person that unexpected, good things happen to. My daily dog walk invariably coincides with a downpour of biblical proportions with blue skies greeting me as soon as I return home and step back inside and if I were to discard an old ornament you can rest assured that the only other one of its kind would be featured on the next Antiques Roadshow and valued at tens of thousands of pounds. However, over the past month there were signs that my luck was changing. For I have won on EuroMillions three times in a row when each time there has been a jackpot well in excess of one hundred million pounds. However, before you start penning begging letters, please note that my winnings have been £3, £3.90 and £2.60, a grand total of £9.50, for a total investment of £15. Perhaps I am unlucky after all…

T

Two Hundred Not Out!

he March 2021 community lifestyle magazine, Discovering Whittlesea, is issue number two hundred and here we trace the progress of both the magazine and also the way in which the Discovering brand has been nurtured since 2004, to now include four other “siblings in the stable”: Bourne, March, The Deepings and Wisbech.

Expansion was to follow when, in September 2011, Discovering Bourne appeared, a thirty-two-page glossy combination of advertisements and editorial features. Two years later, Andy was joined, as Sales Director, by local lady, Claire Saberton, who combined a wealth of marketing experience with an ambition to be a key part of a team, running a successful business.

It was in the summer of 2004 that local businessman, Andy Armstrong, who already had a packaging business established in the town, saw the seeds of an idea developing. At that time, the Deeping Advertiser was up for sale and Andy realised that nothing similar to it actually existed in Whittlesey, so he established a black and white magazine entitled The Whittlesey Advertiser, which was to include some colour within two years.

October 2013 saw further development in the “stable” with the advent of Discovering March and a feeling that a Discovering brand was being established, with a burgeoning reputation throughout the area.

By now, a similar publication, Discover Whittlesey, was in existence and when that became available for sale, Andy took the step of buying it and including his own Whittlesey Advertiser in the new mix – and so was born Discovering Whittlesea (the alternative spelling of the town’s name being a nod to the past, and not a spelling error!) Andy’s loyal band of advertising clients followed him into the new venture and some editorial content was to be added. The magazine soon went from between twelve and twenty pages up to sixty-four within three months, and was then to run regularly with between seventy-two and eighty pages per issue. 4

The summer of 2014 was when John Schwarz joined the team as Editor of Discovering Bourne and, when Discovering the Deepings (in July 2015) and Discovering Wisbech (in May 2018) were added to the portfolio, retired schoolteacher, John, assumed the role of Group Editor. Each month now sees over 45,000 Discovering magazines delivered to homes and businesses, 8,400 of which go to the Whittlesey area. The sales and administration team required to make this happen is now twelve, with seventy deliverers providing the crucial link between publisher and reader. Both Andy and Claire are confident that the Discovering brand continues to have a very bright future, thanks to the strength of the present team, whose enthusiasm, integrity and loyalty have been of paramount importance, particularly during the last twelve months with the COVID-19 crisis and the restrictions facing us all. 25 Years In The Making ndependent estate agent Malcolm James is celebrating twenty-five years serving residents of Whittlesey and the surrounding area.

Lorraine Bingley, the director of Malcolm James and sister of the late Malcolm James Bean, would like to thank all vendors, purchasers, landlords, tenants, friends and everyone else who has worked with the business since 1996. With a special thanks to all her family members, for their patience and understanding, with the little time they have been able to spend with each other. Malcolm James is the longest serving independent estate agent in the town and prides itself on its unique service to Whittlesey, Eastrea, Coates, Turves and the surrounding areas, including Peterborough. As a family-run business, it has provided the local community and residents with a professional, customer-focused estate agency, including sales, lettings and property management. The company’s staff are highly motivated with a strong desire to exceed the expectation of all its clients. Lorraine moved to Whittlesey in the 1980s, coming from Thorney after growing up in Gunthorpe. Malcolm soon followed and they started the business together as partners in a rented one room office in the building of Vinpenta House, opposite what was then Barclays Bank.

Lorraine can still recall the conversation with her Mum and Dad when they said: ‘But estate agents have such a bad name!’ But she says they knew they would be OK as they already had a wealth of experience with Malcolm working at Cornerstone and Lorraine working in show homes. Lorraine also worked within the family business at The Morton Fork in the 1980s and says she was privileged to get to know many people, who have then returned to her as customers – something for which she is forever grateful. So, they convinced their parents that with both their personalities and caring natures, they would have a unique selling point. Nothing was too much trouble; they never pushed or hounded people; they just treated people how they would like to be treated themselves. Lorraine has carried on her brother’s legacy and Malcolm is still mentioned to her regularly by customers past and present. She says the company’s reputation has been built on honesty, with kindness and a caring attitude, with staff always striving to do their very best. They are always realistic in their valuations and do not make a habit of reducing their prices soon after to try and sell – they reduce their properties less than any other agent. They are proud to never give false hope or mislead clients and they are not in the business of cold-calling or doorstep calling. Malcolm James may not be the very top agent in selling, or hold the market share, but is proud of not being one to just follow the crowd.

In 2000, they moved into their present premises at 16 High Causeway, purchasing from Molly and the late Pop Yardy, the local wool shop – this gave them the boost they needed to move their business forward. Lorraine remembers Savage Builders’ Chris and Sam doing the property extension, all the help from Peter Haynes and Michael Rabbit at Buckles and Barclays being their local bank. Lorraine is forever grateful for them all.

onger days, the clocks “springing forward” at the end of the month and, hopefully, days becoming warmer means more work in the allotment. The first things to tackle are any weeds that have survived the winter or are starting to grow in the warmer weather; it is advisable to dig out weeds such as bindweed and couch grass.

Once that is done now is a good time to prepare your beds for later planting by raking the soil thoroughly, breaking down any lumps to achieve a fine tilth and applying fertilizer. I favour chicken manure pellets, liquid seaweed and blood fish and bone meal to keep it all organic. Once this is done you can cover the ground to keep it warm before you sow or plant. If you have chitted your first early potatoes and the ground is not frozen, they can be planted out from mid-March or early April, but it is well worth covering them to protect them from the late frosts. Don’t forget to add a light sprinkling of fertiliser to the trench and plant earlies about 30cm (12 inches) apart, with 40-50cm (16-60 inches) between rows, with the shoots pointing upwards. If you want to grow asparagus, now is the time to prepare your bed and plant the crowns by digging a trench 12 inches deep and adding some well-rotted manure. Make a four-inch ridge at the base and spread the roots of the crown over the ridge, replace the soil, leaving the tips just visible. Water in and add mulch. Don’t forget to leave the asparagus for two years before actually harvesting – it’s well worth the wait!

March can be a busy month for sowing, particularly indoors – aubergines chillies and peppers – indoors or heated greenhouses – brassicas such as Brussels, sprouting broccoli cabbages (summer, autumn and red) can be given a head start by sowing the seeds under cover and planting on when all frost risk has passed. Although there are plenty of seeds to sow, it is worth keeping an eye on the weather forecast as we can still get some pretty cold weather in March and some heavy frosts. Other jobs include: •

Lettuces and other salad crops can be sown either indoors or outdoors under cloches or in cold frames. Tomato and cucumber seeds can be sown indoors but wait until the end of the month.

• Plant out onion and shallot sets. •

Early varieties of carrot, beetroot, spring onions, peas, chard, parsnips, spinach and broad beans can be sown into the open ground.

• Last chance for planting bare-rooted fruit trees and bushes. •

Feed and mulch fruit trees – fertilise the base, water in and then cover with well-rotted manure or compost to act as a mulch.

• Check cabbages for caterpillars and pick off. • Remove dead leaves from cabbages and Brussels. •

Herbs such as rosemary and sage will benefit from a good trim, whilst chives and mint can be propagated by dividing them and re-planting.

Matters MESSAGE FROM THE MAYOR

Readers of my articles will probably not be aware that I write my piece at the request of the publishers at least two weeks before distribution so please excuse what appears at first glance to be a belated tribute to Captain Sir Tom Moore who passed away in early February. Captain Sir Tom not only raised in excess of £32 million in support of the National Health Service during the present COVID-19 pandemic but also provided a much-needed light at the end of a very long and dark tunnel. His downto-earth philosophy on life touched many hearts and gave much needed comfort and inspiration. Who could ever forget him saying that tomorrow will be a better day and how appropriate that he should team up with Michael Ball to produce their version of ‘You'll Never Walk Alone’, an extension of the Christian values that many hold that will sustain them through the present crisis. Rest in peace Captain Sir Tom and thank you! My thanks also go out on behalf of Whittlesey Town Council and the many residents of Whittlesey and the villages to the Jenner Health Centre for their efficient roll-out of the coronavirus vaccine that has been so eagerly awaited. The operation in extremely limited space has been truly excellent and my thanks also to the local volunteers and businesses who have supported the medical staff. Thanks also to local businesses who have supported New Queen Street Surgery in these difficult times, acknowledging the understanding of those of us who have attended Stanground or elsewhere for vaccinations. I would like also to applaud the majority of residents who have abided by the Government guidelines throughout the pandemic, often at great sacrifice to their own mental wellbeing, particularly those living alone. The emergence of the various vaccines will speed up the end of this terrible situation, but we cannot allow ourselves to drop our guard. Please continue to do all you can by following the rules and therefore hasten our return to normality. 16

Fenland District Council is administering a range of government business grant schemes via its website at www.fenland.gov.uk/businessgrants – and is urging businesses to apply before the closing dates. Since the first lockdown last year, the council has distributed more than £24 million in funding and made more than 2,500 payments to businesses, with more than £3 million being paid out to businesses since the December restrictions came into force. Grants are currently available for businesses affected by the Tier 2 restrictions from December 2nd to December 25th, 2020, the Tier 4 restrictions from December 26th to January 4th and the current ongoing national lockdown. The grant schemes open for applications in Fenland are: • Closed Businesses Lockdown Payment – a one-off grant payment of either £4,000, £6,000 or £9,000 depending on rateable value is M A R CH 2 0 2 1


available to businesses forced to close in line with the national restrictions which came into force on January 5th, 2021. This grant is available in addition to the Local Restrictions Support Grants (LRSG) and businesses can claim this at the same time as applying for other grants which they are eligible for. • Local Restrictions Support Grant (Open) – hospitality, accommodation and leisure businesses registered for business rates which suffered a reduction in trade due to Tier 2 restrictions are eligible to obtain the LRSG (Open) grant. This grant is currently available for the period from December 2nd to December 25th when Fenland was in Tier 2. • Local Restrictions Support Grant (Closed) – the LRSG (Closed) grant is available to businesses registered for business rates which were required by law to remain closed during the period when Fenland was in Tier 2. For example, pubs which were unable to re-open on December 2nd, 2020 due to the requirement to serve substantial meals alongside any alcohol purchased. The closing date for the grants’ payment is March 31st, 2021. COUNCIL CHAIRMAN’S COVID RALLYING CALL The Chairman of Fenland District Council has urged Whittlesey residents to make sure they get their COVID-19 vaccination when it is offered to them, after having his own in the town. Cllr Alex Miscandlon, aged 77, was one of the residents who has just received his first dose of the vaccine at his local GP practice. He said: “I am absolutely delighted to receive my vaccination. It is imperative that everybody gets vaccinated when offered an appointment to protect themselves and their families from the virus, and to help us get back to normality as soon as possible. The whole process was really easy. All the staff at

the practice were extremely helpful and made the process so much easier.” GP practices across Cambridgeshire are setting up as local vaccination centres, working rapidly to redesign their sites and put in place safe processes to meet the tough logistical challenges of offering the vaccination. The NHS will contact people in the priority groups when it is their turn to receive the vaccine. People are asked not to contact their GP surgery or local hospital asking when they will receive the vaccine. The COVID-19 vaccine reduces the chances of someone suffering from the virus. It does not provide instant protection and takes time to build up immunity. Testing Your Electrics in Rented Properties: What’s All That About?

Y

ou may, or may not, be already aware of “The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020” which state that landlords MUST have all rented properties tested every five years, and any remedial work carried out within twenty-eight days of testing. The deadline for this is April 1st, 2021. For landlords, this is now a legal obligation and if they refuse, they risk a £30,000 fine. In practical terms, this means having an electrical report called an EICR (Electrical Installation Condition Report) carried out, something that the electrical regulations already recommend that all properties do every five years or at the change of occupancy. If your home is rented and you have recently had an electrician in to check over your electrical system, this is what has been happening.

What should you expect when someone comes to test your installation?

When the electrician comes in, they will ask you about your installation. Are there any issues? Are your energy bills normal? Does anything ever randomly trip?

The electrician will unplug everything in the house, to prevent any false readings; anything that is plugged in can make it look like there is a fault.

TOP TIP Make sure you charge up your phone and laptop. This way you can tether to your phone and still work from home without disruption.

Spring is in the air – and with the green shoots of new beginnings comes a desire to tick off all those DIY jobs. But a word of warning before you pick up those power tools or reach for that repair kit; tackling jobs around the home or garden that you are not qualified to do can damage your health as well as your wealth! FROM FLOODS TO FUNDS FOR FENLAND… – By Steve Barclay MP

M

ore extreme weather instances are occurring more frequently across the country and what we can do to combat climate change is an issue we are grappling with in government, locally and at family and individual level. Following the flooding in the constituency over the festive period, particularly in March, Coates, and Tydd St Giles, I brought together representatives of the local agencies involved in water management to discuss what happened and to find ways to make improvements. I am grateful for the collaborative and constructive approach they all took, each agreeing to a number of actions to try to resolve issues and provide greater transparency to each other and residents about what’s being done. It has been good to see local COVID-19 vaccination centres opening and I know local GPs are working hard to vaccinate as many people as possible as fast as possible. It’s also pleasing that we have secured further funding for our area from the Government’s Community Champions scheme – awarding Fenland District Council £96,903 to support work among those within our community who are at higher risk during the pandemic, such as the disabled and older people. It’s good to see continued progress on Wisbech High Street to address the issue of derelict buildings. Many of you will know this is a particular interest of mine and I have campaigned since becoming an MP for councils to work with landlords to take responsibility for the state of the buildings they own or use enforcement action.

The Environment Agency invited comments on the application for an environmental permit application to build a waste recycling plant at the Saxon Pit former brickworks in Whittlesey. It is simply not acceptable for residents that, after almost three years, there is still no outcome regarding the 122,000 tonnes of unlawful waste buried there, yet new permits are being considered. I am co-operating with local councillors to see what action can be taken to push this forward. The A47 Guyhirn junction improvement scheme has started and, by the publication of this article, we are probably feeling the pain of a 30mph speed limit, two temporary roundabouts, narrow lanes, noise, and some road closures. It’s important to keep in mind the significant longer-term gains of this project which will reduce congestion, improve journey times and increase safety. Progress of the £32 million Kings Dyke scheme in Whittlesey for a new road and bridge over the railway line is on track – both on time and on budget. This will be music to the ears of residents and businesses, for whom completion can’t come soon enough. It’s also great to hear the benefits of the scheme are reaching the local community with £750,000 invested in the regional economy by employing local staff and using local suppliers such as nearby PJ Thory and Gemmix. Finally, Historic England’s grant funding of £616,000 for Wisbech and Fenland Museum is excellent news that will save a building of both national importance and immense local pride and significance. The museum is closed now due to lockdown, but I urge you to pay a visit at your earliest opportunity to see the Grade II* listed building and the treasures inside for yourself.

Use moisturiser:

caused by the winter’s icy ravages. A leaking outside tap or an internal pipe can soon cause untold damage if not remedied very soon.

We have some very loyal customers who have become friends over the years but we have also been picking up new customers since the first lockdown was introduced and we started doing more deliveries.” Enzo has more than thirty years’ experience in the trade while Luca had always wanted to be his own boss. It is a real traditional family business with Luca’s mum Mary, sister Sara and wife Amy all being involved.

Fontanella’s can seat thirty people but currently due to COVID-19 restrictions is only able to operate on Tuesday-Saturday from 5pm-8pm for takeaways and deliveries. One initiative that Luca says has been particularly popular is its hampers and gifts’ offering which includes special Fontanella’s pizza cutters and wheels, Italian gift hampers and espresso coffee makers. Fontanella’s is looking forward to welcoming everyone back to the restaurant when restrictions are hopefully eased in the not-too-distant future. Luca said: “We wanted to have a celebration to mark our tenth anniversary but obviously have been unable to do so. Luca said: “I’ve been brought up around Italian restaurants and have always had an entrepreneurial mindset. This coupled with my dad’s background and expertise led us to decide to start our own business in Whittlesey. “It has been a really good experience although the last year has been difficult because of coronavirus. However, we adapted the business straight away after the first lockdown and introduced new dishes and offers, such as antipasto boxes which have proven to be really popular.” 32

he Provence region of France is renowned for gastronomy and wine productions of excellent quality. Tourists from around the world visit this part of France and return regularly for the pleasurable delights. The climate is perfect for the production of the grapes which ultimately produce some very impressive wines, ones which can lay claim to many awards, from numerous prestigious competitions and events. The Sainte Croix winery is located in Provence. Tradition and history have a large input for the wines produced by this outstanding, multi-awardwinning company. It is now in the fourth generation of the family and is located on the former lands of Thoronet Abbey. Château Sainte Croix ACACIA (13% vol. Grapes: 100% Rolle) has a very pleasant bouquet which leads, enticingly, to the mouthfeel. The pleasures for the tastebuds include a captivating freshness, for this white wine. The palate’s sensation continues, with the overall pleasing effect of this production. It is great for pre-dining drinks and perfect to pair with fish and seafood dishes in particular. Château Sainte Croix CHARMEUR (13% vol. Grapes: Cinsault, Syrah, Grenache) is known to be the company’s flagship production. I found this salmon-coloured rosé wine excellent. Elegance and sophistication are thoughts that easily come to mind. Wonderful to accompany cold meats and a lot of cuisine, it certainly adds colour to a dining table and is splendid for alfresco occasions too.

his breakfast idea is so easy, even the kids can get involved! So go on, treat your Mum to a yummy breakfast in bed... add some buttered toast or hash browns and the brownie points will roll in!

Ingredients

Pre-heat the oven and bake the bacon according to the package instructions. When the bacon is mostly done, still soft and not crunchy, remove it from the oven. When it’s cool enough to touch, wrap it around the cups in the muffin tin, placing another small piece in the bottom of each cup for a ‘bottom’. Crack an egg into each muffin cup, lightly salt and pepper it, then bake at 350°C for about twenty minutes or, when the egg is lightly touched, it bounces a bit and doesn’t stick to your finger. Cooking them this way makes the eggs over medium, so some of the yolk is cooked and some is runny. Perfection! Serve and eat within a few minutes of being taken out of the oven. Great with a side of buttered toast or even hash browns! Yummy, Mummy!

STRAW BEAR WENT ONLINE… Eight months of planning came to fruition when the town’s famous Straw Bear Festival was held online. With COVID-19 restrictions putting paid to the live event, volunteers decided to put a bear on the streets of Whittlesey in some other form. The making of the bear was handled mainly by Brian Kell and Ady Bull, using Brian’s garage as a workshop. Paul Cornell had already offered to be the ‘Isolation Bear’ and planning was put into a route, risk assessment and whether a small number of the Straw Bearers would be able to serve as a distanced audience along the way. However, as last December came around and with Tier 4 and lockdown looming, three generations of the Cornell and Randall families pulled out all the stops to take out the Bear on Christmas Eve and film some poignant footage that had several YouTube viewers in tears as it formed the finale of a ‘Processions through the Ages’ video. Exclusive content including ‘How to build a Bear’ and interviews with some of the many people who have driven the Bear over the years were well received without taking away the mystery of the festival’s central figure. As Brian said: “The driver is not the beast. All the driver does is give the Bear mobility. It’s an entity all of its own.” People were brought together in real time with a selection of Zoom events to choose from. More than four hundred people enjoyed two live music sessions led by members of White Rose Morris and the Straw Bearers, an at-home ceilidh with top musicians Doug Eunson and Sarah Matthews, with caller Martyn Harvey, and a talk on ‘Forty years of straw and string.’ Special praise was paid to Rebecca Kell who built an entirely new website from scratch and did almost all of the video editing. COMMUNITY CHAMPIONS TO HELP THOSE AT RISK Fenland District Council has secured almost £100,000 from the Government to expand its ongoing work to support those most at risk from COVID-19. It has been awarded a £96,903 grant from the Government’s £25 million Community Champions scheme to help deliver a wide range of measures to protect those most at risk – building trust, communicating accurate health information, and ultimately helping to save lives. The funding has been awarded to sixty councils and voluntary groups across England with plans to reach groups such as older people, disabled people, and people from ethnic minority backgrounds, who according to the latest evidence are more likely to suffer long-term impacts and poor outcomes from COVID-19. In Fenland, the funding will be used to recruit and train up to ten Community Champions to reflect the different community languages spoken in the area. They will work with the council and voluntary and community partners to enhance communications with these groups and deliver outreach support across the district. M A R CH 2 0 2 1

Take Early Action Over ISAs

nvesting your ISA allowance early in the tax year can prove rewarding over the long-term. The traditional last-minute dash again saw UK savers rush to beat the tax year-end deadline to invest their ISA allowance. And having done so, many will do the same thing as next April approaches.

Human nature dictates that we are often only prompted to act when faced with a deadline, particularly when it’s a ‘use it or lose it’ opportunity such as the annual ISA allowance. But there are many reasons why it makes sense to invest in an ISA earlier in the tax year instead. As well as avoiding any end-of-year panic, it also makes things simpler, as you don’t need to worry about any more tax returns for your investments once they’re held inside an ISA. However, what’s most important is to remember that investing is a long-term game; the longer you leave your money invested, the greater the chance of achieving better returns. Investing your ISA allowance at the start of the tax year gives your money the opportunity to grow for up to an extra twelve months.

Of course, you are not guaranteed to do better by investing earlier, but by doing so you can get your money working harder for longer in two ways. The sooner you use your ISA allowance, the greater the potential tax benefit because your investment is sheltered from Capital Gains Tax and Income Tax for longer. Similarly, your investment has more chance to benefit from compound interest. Over the long-term, the opportunity to make gains on the gains you have already made can make a big difference to your future wealth. Taking steps to minimise the impact of tax on your wealth should be a year-round activity, not something that we only think about in the last few weeks of the tax year. Whether through investing a lump sum or by setting up regular savings, making an early start with your ISA plans is one way to shelter more of your money from HMRC. Set a Budget To begin, you need to know how much you spend on: • Household bills • Living costs • Financial products (insurances, pension) • Family and friends (treats, presents, gifts) • Travel (vehicle costs not included above, public transport) • Leisure (club costs, holidays, sport, eating out, takeaways) The good idea is to download a budget planner – there are many online. Have fun – create a spreadsheet – you know you love them! You may not need dedicated software packages as most computers have perfectly adequate software pre-loaded. Compare expenditure with income. If the expenditure is greater than money coming in – you need to do some trimming. If there is more income than costs – what are you doing with it… honestly?

Overcoming Our Fears

W

e’ve all experienced fear at some stage, whether it’s seeing the humungous spider in the bathroom, fear of the dark, fear of how we will pay a bill when finances are tight, fear for our own health or those of a loved one or fear of coronavirus.

We experience fear for many reasons and if we allow it to, it can be overwhelming, making us feel as if things are spiralling out of control. There will always be aspects of life that we can’t change but how we handle our fears can determine whether we overcome them or succumb to them. You see fears can creep in simply by us worrying about the ‘What-ifs?’ These are things that may not even happen, but we are fearful in case they do. What if the spider jumps and bites me? The reality is it is probably more petrified of us. What if my illness is terminal? It’s the ‘What ifs?’ that are

I admire some of the sayings of the 19th century influential preacher Charles Spurgeon who said: “Fear has many eyes and yet trembles at what it doesn’t see.” He goes on to say: “We look through the telescope of apprehension, breathe on the glass and think we see clouds, when indeed it is only our anxious breath.” I am so thankful that by having God in our lives we can find strength to overcome our fears, His love is perfect as the Bible says; 1 John 4 v18; There is no fear in love.
