HE CLOCKS have changed and it has really brought on the sense of winter quickly. It was dark hours before the annual Cumwhinton Bonfire and as usual it was another enjoyable occasion, even with the unwanted rain. Throughout the darkness, the fire lit the faces of the surrounding crowd and the fireworks swept away the sensation of the rain. It was only when walking back home that I began to be aware that I was cold and wet and my little boy was covered in mud. Still for me that’s one of the best parts of winter; the cold and the wet. It makes you wrapping up warm in front of the fire with a cup of hot chocolate so wonderful. So tonight as you sit down with this month’s magazine pop a couple of extra marshmallows on your chocolate and enjoy your escape from the cold.

Can the Economy stand the shock?

G

EORGE OSBORNE’s long anticipated spending review was delivered to a packed House of Commons on the 20th of October. Broadly speaking it was well received for being consistent with what had been said earlier and the timetable for adjustment, and for being very little different from what Labour would have had to do had they stayed in office. However it did not answer the big question – can the economy stand the shock? To determine this it is worth looking at what happened in the past in the 1990,s, 1980’s and when we were in a much deeper hole in the 1970’s. The sheer scale of the deficit this time is much larger but we are wealthier too and what really matters is not the amount but the scale of the adjustment the economy will have to make. This total managed expenditure is expected to fall by 3.3% in real terms by 2014-15 but by contrast the cuts following the IMF rescue in 1976 amounted to 3.9%. in one year. Another measure tells a similar story. The proportion of GDP spend by the government will fall under these measures by 6.5% over 5 years, from 47.5% to 41% of the total. In the squeeze and recovery in the 5 years after 1982-83 it also declined by 6.5%. In the 5 years after the ERM debacle of 1992 it declined by 5.5%. Even if these cuts all go through the share of the state will still be bigger than when it was in 1997 when labour came to power. The key message I want to make here however is that during these past times when the economic backdrop was tough, this was a good time to be a stock-market investor. Once we had bitten the bullet and people understood the government were serious about restoring public finances the economy and the stock markets responded well. UK Growth for 6 years in the 1980’s averaged 3.6% and in the 1990’s averaged 3.5%. This time however there is far greater global uncertainty and a mountain of personal debt so we will probably not bounce back quite as far or as fast. But it still makes sense to consider that growth will be possi-

ble and that with interest rates continuing at record lows and returns on bank savings and deposits poor; other investments may provide better returns.

A second positive is the Bank of England after a shaky start has handled the crisis very well and is determined to keep interest rates low and to even print more money if necessary to ensure that the economy remains on a recovery footing. The third and probably the most positive is that this wake-up call has made the country as a whole realise that it has to save more, invest wisely and work a bit harder and by underlining and reinforcing this message the spending review has done a good job and I would hope that most people will agree and that we can start to feel good about UK Plc once again. As always I would urge anyone who needs to consider any area of financial planning to get in touch with an Independent Financial Adviser and ensure that they fully understand any investment or contract that they are purchasing. Most of the children who live outside the catchment area of Caldew School and were travelling with us on the Alistair Cook coach last term, were offered a From Carleton estates c o n c e s s i o n a r y fare place on the official bus. This demonstrated that there was a demand for a regular and reliable service. For others, I was very pleased that Stagecoach have established a combined school and regular passenger 91 Service from the Carleton estates via London Road, Denton Holme and on to Dalston. I travelled on the bus every morning for the first week to be sure that it served the needs of the children using it. I would like to record my appreciation to Alistair Cook, to the Stagecoach staff, the LEA transport team and Caldew School staff, for making this possible. I am currently having dialogue with the school to explore the possibility of setting up a wider ranging service across Carlisle, for those who also live outside the catchment area, and presently do not have access to a school bus.

Winter Maintenance/Gritting Along with other C o u n t y Councillor colleagues, I have served on a panel set up to help establish the C o u n c i l ’ s response in the event of severe Pennine View Close winter weather as we saw last year, and for routine winter maintenance. The County Council are producing maps covering the Carlisle District. These will show the three priorities of roads across the area for gritting and snow clearing and the location of grit bins and heaps. This will apply to all adopted roads. We will be consid-

ering this at the next Local Committee meeting. Parish Councils, (in the case of much of the Carleton area it is St Cuthbert’s Parish Council), have the opportunity to provide input from their local knowledge. The bins are provided and replenished by the County Council. Unfortunately, the roads in the estates at Carleton are still not adopted, so the Council have no legal obligation to treat them. Technically this is still the responsibility of the developers. In some cases, I believe that in some locations, there are surfaces which are potentially hazardous not only for the residents but also for the Council vehicles such as refuse collection. I have identified a steep slope at Pennine View Close as one example and have brought it to the attention of the Highways Engineer. Please let me know of any others.

Autumn Leaves The large number of trees in parts of the estates are very attractive at this time of year. But when the leaves fall, they pose a problem, cov-

ering residents’ gardens, open spaces and roadways. Also the gulleys get blocked. There is little point in the Council clearing these until the leaf fall is complete. Following complaints from residents who have difficulty coping with the amount of leaves on their property, it seems that this is a private matter and not the responsibility of the Council.

ON’T WE ALL LOVE this time of the year? The food is deeply delicious and we get to spend more time with those who are special to us. This can often mean we are spending time with family or friends who have different interests to our own.

It shouldn’t be about feast or famine. Up and down behaviour with food and exercise confuses the body and it doesn’t work. Keep it steady. You must never feel you have ‘let yourself down’. We are all happier and more content if we have realistic boundaries.

We should make the very most of that. I bet your hosts would be delighted if you suggested you join them in one of their pursuits. This is a perfect time to enjoy something new and spend quality time with those who are special to you. ORMED IN 2006, locally born Gary Smith and James Bennett, known as Thekeepsmusic (formerly The Keeps), have forged their own unique sound, a cross between indie and folk (sometimes wrongly labelled Alt Folk) with a punk attitude and a talent for wry observation. Taking inspiration from all aspects of life they are hard to classify but transcend genre boundaries to have a truly universal appeal. Their live shows consist of just two guys with two acoustic guitars and one vocal. This was borne out of necessity but has since become a strength where Gary’s passionate vocals and fiery rhythm and James’ sympathetic and melodic lead adds a raw energy which is surprising on first listen. Determined after their initial successes to not be the usual acoustic act, they’ve ploughed this fertile furrow further and gained in ability and confidence to become something truly startling. Hello again everyone,

I

CANNOT BELIEVE we are now nearing the end of another year. Time has gone so quickly. I am also glad to see that the shops seemed to have delayed their Christmas Gift selections and seasonal goods by a good month, for as you know I pay particular attention as to when ‘Christmas’ is introduced into our shops. Certainly over the last few months I have noticed how expensive everything seems to have become, but most of all the increase in the cost of food and produce. I still have my three grown up children at home, so I am conscious of watching how much we seem to spend. My eldest daughter Georgina often comes shopping with us and she has encouraged me to use a shopping list again – I did do this in the past but it has become one of those things that has slipped away, only because I became used to shopping in one particular store and so this became something of habitual purchasing. So, back to the list I have gone, making sure I only buy the things I need (I am seduced by the occasional buy one get one free). I am shopping around for food and household goods now and I find I am getting real value for money because I am being more selective. Let’s hope the Government can apply the same principle when spending our money!! I promised last time to give you an update on a special community scrutiny meeting that was held in the Harraby Community Centre about “The Together We Can” project. This was a community empowerment pilot scheme set up for Harraby and included a section of Botcherby as part of the Urban area and Longtown as a Rural Parish. The meeting was well attended by local Parish and District Councillors as well as Council Officers from the City and County Councils, including the Chief Executive Ms Maggie Mooney, and most importantly, the local residents who have and still are contributing towards shaping and being the strong voice for their respective communities. I have to say, it was highly enjoyable and terrific to hear about all the achievements that everyone spoke about, as well as the challenges that had presented themselves throughout the last eighteen months or so. The meeting was scheduled only for half a day, but truly we could have spent the whole day discussing how funding was met for certain projects, how people learned to budget for projects, the decisions around developing projects, the support and advise needed from Officers Local Councillors, Police, Volunteer Groups and Housing

Associations to help empower communities, and how different communities could share ideas and success – whether they were from Urban or Rural Parishes. This has been such a worthwhile project I would hope that it can be repeated, in a cost effective way, at some time in another part of the City in the near future. Thank you to the Harraby Community Centre and local residents, who made us all very welcome and looked after everyone brilliantly with a splendid lunch. After the event I spoke to many of the officers who had attended the meeting from the City and the County Councils and they were ‘buzzing’ with excitement from it – this was because they had direct communication from the residents themselves, officers could get a good sense of service provision and what Councils can provide, but most importantly what local residents desire from their Local Council. This meeting was a good example of how locality working brings all the elements of a community together, for me it is the way forward, out there talking, listening and working together directly with community representatives.

If I did attend it would be at my own expense (that’s as it should be, but all well and good if I had the money to spare – me being a working mum!!), however, my own thoughts on how useful European Parliament is at a local level, is I am afraid, not suitable for print in any publication! European Parliament in my opinion costs this Country dearly and it must learn to reduce its running costs as we are having to do in the UK, and other EU countries. Let’s hope that this Government will put more pressure on the EU to provide us with a value for money service and tell us what this will mean for areas like Carlisle and the North West. As there will not be another publication before Christmas, I would just like to wish you and your families a very Happy Christmas and New Year and I look forward to writing for you in 2011.

Winter Warming Spiced Carrot & Lentil Soup Ingredients: 2 tsp cumin seeds Pinch of chilli flakes 2 tbsp olive oil 600g carrots, washed and coarsely grated (no need to peel) 140g split red lentils 1 ltR hot vegetable stock (from cube is fine) 125 ml milk plain yoghurt and naan bread, to serve Method: 1. Heat a large saucepan and dry-fry the cumin seeds and chilli flakes for 1 min, or until they start to jump around the pan and release their aromas. Scoop out about half of the seeds with a spoon and set aside. Add the oil, carrot, lentils, stock and milk to the pan and bring to the boil. Simmer for 15 mins or until the lentils have swollen and softened.

ORMED IN 2006, locally born Gary Smith and James Bennett, known as Thekeepsmusic (formerly The Keeps), have forged their own unique sound, a cross between indie and folk (sometimes wrongly labelled Alt Folk) with a punk attitude and a talent for wry observation. Taking inspiration from all aspects of life they are hard to classify but transcend genre boundaries to have a truly universal appeal. Their live shows consist of just two guys with two acoustic guitars and one vocal. This was borne out of necessity but has since become a strength where Gary’s passionate vocals and fiery rhythm and James’ sympathetic and melodic lead adds a raw energy which is surprising on first listen. Hello again everyone,

I

CANNOT BELIEVE we are now nearing the end of another year. Time has gone so quickly. I am also glad to see that the shops seemed to have delayed their Christmas Gift selections and seasonal goods by a good month, for as you know I pay particular attention as to when ‘Christmas’ is introduced into our shops. Certainly over the last few months I have noticed how expensive everything seems to have become, but most of all the increase in the cost of food and produce. I still have my three grown up children at home, so I am conscious of watching how much we seem to spend. My eldest daughter Georgina often comes shopping with us and she has encouraged me to use a shopping list again – I did do this in the past but it has become one of those things that has slipped away, only because I became used to shopping in one particular store and so this became something of habitual purchasing. So, back to the list I have gone, making sure I only buy the things I need (I am seduced by the occasional buy one get one free). I am shopping around for food and household goods now and I find I am getting real value for money because I am being more selective. Let’s hope the Government can apply the same principle when spending our money!! I promised last time to give you an update on a special community scrutiny meeting that was held in the Harraby Community Centre about “The Together We Can” project. This was a community empowerment pilot scheme set up for Harraby and included a section of Botcherby as part of the Urban area and Longtown as a Rural Parish. The meeting was well attended by local Parish and District Councillors as well as Council Officers from the City and County Councils, including the Chief Executive Ms Maggie Mooney, and most importantly, the local residents who have and still are contributing towards shaping and being the strong voice for their respective communities. I have to say, it was highly enjoyable and terrific to hear about all the achievements that everyone spoke about, as well as the challenges that had presented themselves throughout the last eighteen months or so. The meeting was scheduled only for half a day, but truly we could have spent the whole day discussing how funding was met for certain projects, how people learned to budget for projects, the decisions around developing projects, the support and advise needed from Officers Local Councillors, Police, Volunteer Groups and Housing

Associations to help empower communities, and how different communities could share ideas and success – whether they were from Urban or Rural Parishes. This has been such a worthwhile project I would hope that it can be repeated, in a cost effective way, at some time in another part of the City in the near future. Thank you to the Harraby Community Centre and local residents, who made us all very welcome and looked after everyone brilliantly with a splendid lunch. After the event I spoke to many of the officers who had attended the meeting from the City and the County Councils and they were ‘buzzing’ with excitement from it – this was because they had direct communication from the residents themselves, officers could get a good sense of service provision and what Councils can provide, but most importantly what local residents desire from their Local Council. This meeting was a good example of how locality working brings all the elements of a community together, for me it is the way forward, out there talking, listening and working together directly with community representatives.

If I did attend it would be at my own expense (that’s as it should be, but all well and good if I had the money to spare – me being a working mum!!), however, my own thoughts on how useful European Parliament is at a local level, is I am afraid, not suitable for print in any publication! European Parliament in my opinion costs this Country dearly and it must learn to reduce its running costs as we are having to do in the UK, and other EU countries. Let’s hope that this Government will put more pressure on the EU to provide us with a value for money service and tell us what this will mean for areas like Carlisle and the North West. As there will not be another publication before Christmas, I would just like to wish you and your families a very Happy Christmas and New Year and I look forward to writing for you in 2011.

ON’T WE ALL LOVE this time of the year? The food is deeply delicious and we get to spend more time with those who are special to us. This can often mean we are spending time with family or friends who have different interests to our own.

We are all happier and more content if we have realistic boundaries.

Can the Economy stand the shock?

G

EORGE OSBORNE’s long anticipated spending review was delivered to a packed House of Commons on the 20th of October. Broadly speaking it was well received for being consistent with what had been said earlier and the timetable for adjustment, and for being very little different from what Labour would have had to do had they stayed in office. However it did not answer the big question – can the economy stand the shock? To determine this it is worth looking at what happened in the past in the 1990,s, 1980’s and when we were in a much deeper hole in the 1970’s. The sheer scale of the deficit this time is much larger but we are wealthier too and what really matters is not the amount but the scale of the adjustment the economy will have to make. This total managed expenditure is expected to fall by 3.3% in real terms by 2014-15 but by contrast the cuts following the IMF rescue in 1976 amounted to 3.9%. in one year. Another measure tells a similar story. The proportion of GDP spend by the government will fall under these measures by 6.5% over 5 years, from 47.5% to 41% of the total. In the squeeze and recovery in the 5 years after 1982-83 it also declined by 6.5%. In the 5 years after the ERM debacle of 1992 it declined by 5.5%. Even if these cuts all go through the share of the state will still be bigger than when it was in 1997 when labour came to power. The key message I want to make here however is that during these past times when the economic backdrop was tough, this was a good time to be a stock-market investor. Once we had bitten the bullet and people understood the government were serious about restoring public finances the economy and the stock markets responded well. UK Growth for 6 years in the 1980’s averaged 3.6% and in the 1990’s averaged 3.5%. This time however there is far greater global uncertainty and a mountain of personal debt so we will probably not bounce back quite as far or as fast. But it still makes sense to consider that growth will be possi-

ble and that with interest rates continuing at record lows and returns on bank savings and deposits poor; other investments may provide better returns.

A second positive is the Bank of England after a shaky start has handled the crisis very well and is determined to keep interest rates low and to even print more money if necessary to ensure that the economy remains on a recovery footing. The third and probably the most positive is that this wake-up call has made the country as a whole realise that it has to save more, invest wisely and work a bit harder and by underlining and reinforcing this message the spending review has done a good job and I would hope that most people will agree and that we can start to feel good about UK Plc once again. Most of the children who live outside the catchment area of Caldew School and were travelling with us on the Alistair Cook coach last term, were offered a From Carleton estates c o n c e s s i o n a r y fare place on the official bus. This demonstrated that there was a demand for a regular and reliable service. For others, I was very pleased that Stagecoach have established a combined school and regular passenger 91 Service from the Carleton estates via London Road, Denton Holme and on to Dalston. I travelled on the bus every morning for the first week to be sure that it served the needs of the children using it. I would like to record my appreciation to Alistair Cook, to the Stagecoach staff, the LEA transport team and Caldew School staff, for making this possible. I am currently having dialogue with the school to explore the possibility of setting up a wider ranging service across Carlisle, for those who also live outside the catchment area, and presently do not have access to a school bus.

Winter Maintenance/Gritting Along with other C o u n t y Councillor colleagues, I have served on a panel set up to help establish the C o u n c i l ’ s response in the event of severe Pennine View Close winter weather as we saw last year, and for routine winter maintenance. The County Council are producing maps covering the Carlisle District. These will show the three priorities of roads across the area for gritting and snow clearing and the location of grit bins and heaps. This will apply to all adopted roads. We will be consid-

ering this at the next Local Committee meeting. Parish Councils, (in the case of much of the Carleton area it is St Cuthbert’s Parish Council), have the opportunity to provide input from their local knowledge. The bins are provided and replenished by the County Council. Unfortunately, the roads in the estates at Carleton are still not adopted, so the Council have no legal obligation to treat them. Technically this is still the responsibility of the developers. In some cases, I believe that in some locations, there are surfaces which are potentially hazardous not only for the residents but also for the Council vehicles such as refuse collection. I have identified a steep slope at Pennine View Close as one example and have brought it to the attention of the Highways Engineer. Please let me know of any others.

Autumn Leaves The large number of trees in parts of the estates are very attractive at this time of year. But when the leaves fall, they pose a problem, cov-

ering residents’ gardens, open spaces and roadways. Also the gulleys get blocked. There is little point in the Council clearing these until the leaf fall is complete. Following complaints from residents who have difficulty coping with the amount of leaves on their property, it seems that this is a private matter and not the responsibility of the Council.
