Never mind, the new football season kicks off soon as does England’s Qualification campaign for Euro 2012. Hopefully with the Summer Holidays here, the England team will have brought back some of the sun from South Africa. The endless football cycle seems to mirror the cyclical nature of the world and there is no greater example of this than our seasons; summer, winter, autumn and spring. Each returns with promises of new times ahead. Currently we are walking the tight line of the recession; the result of previous years economic boom. It may seem hard now, but if there is one thing we can be sure of, it is that there will be change. Bugsy Malone was set in an era of economic gloom in America and the Down and Out song was sung by those who believed they had nowhere left to go, but look how America and indeed the world have changed since. As the seasons change they mark the time of our changing lives; the winter of 2009 may have been bad but you can be assured that the winters ahead will be different.

I have recently been visiting all areas and villages of the ward and there are plenty of ‘hot spots’ that need attention and Parkland Village and surrounding developments, are not without their needs and requirements. There is certainly plenty of work to keep Bryan and myself very busy, the detail of my visits across the ward will be sent out in the usual format of the newsletter, which will now be shared with Bryan. We will also be sending out a referral letter with a reply envelope to everyone in the Ward shortly. This will enable you to contact us with particular issues that you may want us to investigate for you, or you just might want us to pay you a visit or indeed, you may want your concerns raising with John Stevenson who was also elected as your MP in May 2010. John reports from Westminster on a regular basis keeping local Councillors informed about how the New Government is working, and how he is settling down to a life at Westminster and his new role as our MP, and of course we discuss with him the local issues in our Wards and Carlisle City. It is good to know that any of us can reach him at any time and that he will respond – which he very kindly did last week when I left him a message at 10:00 pm one evening and he responded within minutes. To be frank, the General Election did not work out quite as well as the Conservatives would have liked - did it? It would have been smashing for them to have won outright. Thankfully, the electorate in Carlisle were able to cast their votes, while others across the country were sadly denied the opportunity, due to polling stations being unprepared for the increased level of interest, which actually all authorities should have been expecting, especially after the televised debates which changed the way we assessed our prospective leaders. I had conversations with a lot of folk during the run up to the ‘big day’; many people felt the need for a Coalition Government, others voted tactically and many of us worked and voted, as I did, for a Conservative candidate both locally and nationally. It was a shame that the Conservatives did not achieve a majority vote to gain control of Westminster, however it is important that this Coalition works toward reducing the huge fiscal deficit our country is now having to bear, regardless of how any of us feel about the current political arrangements,

reducing the deficit has to be our main priority and focus. More importantly, it is going to continue to affect all of us at a local level, primarily, the services which local authorities are able to provide.

Bryan and I will be writing to you all in our letter to ask what you think about your local services and where you think further savings can be made and what services should be protected. We value your comments and suggestions so please let us know - truly your input on this subject is hugely important and we want to know how you feel. We will both, as Councillors for your Ward, be scrutinising the City Council’s medium term financial plan over the next few weeks, so your contributions will be very welcome. If you want a personal visit from either Bryan or myself, please let me know and it can arranged.

As I stated earlier, our detailed work and observations from around the ward will come to you via the newsletter, as it is impractical to try to include it here. I am now in my fourth year as a District Councillor and my own election period will be due in May 2011. When I was elected nearly four years ago, I can remember thinking that I would be able to learn and acquire such a lot of knowledge in that time and would earn the right to refer to myself as ‘Councillor’ as the word is often associated with ‘knowledge and understanding’. I have to say, I couldn’t have been more wrong on both counts! Four years has allowed me to gain a

smidgen of knowledge across the vast sea of what is ‘Local Government’. It’s been exciting, frightening, time consuming and rewarding. I have felt elated, deflated outraged and flattered. If anything, I have not had enough time to do all the things I would have liked, and still find myself feeling uncomfortable using the official title! I have seen though, a distinct shift in the way people want local Councillors to operate.

Residents want their Councillors to work together much more for the good of the Ward and the City, that when it comes to service provision, you are not so bothered about politics. You want action, support, service and success. You want Council to listen to you and deliver on what they can hear you saying!! You want explanations and discussion, and to be part of the decision making process. Ideally customer service should be located in one place for both the County and District Councils. Given a chance, I really think that Local Government can rise to the ‘challenge of change’ that is steadily presenting itself, that is to become more streamlined, value for money, less bureaucratic and a smarter service provider. I want to help and be part of that change and adaptation, but change, I think, is the real key.

INCE OUR LAST UPDATE in May, crime and reported anti-social behaviour on the Garlands Estate has remained low. Generally, the estate has had a quiet year to date, which we are very pleased about. The area remains one of the quietest in Carlisle in terms of reported incidents. We are both committed to being a visible presence on the estate as much as possible, along side our work on New Harraby. Often we choose to work evening shifts rather than through the daytime, as this is more effective in tackling problems.

t might come as a shock, but that's how much it could cost if you don't shop around to find the best income for your retirement.

Not all annuity providers are equal. So, while your pension provider may be a good place to save for retirement, that doesn't necessarily make it the best choice for your annuity when the time comes to retire. In fact, if you are healthy, you might be able to increase your income by as much as 16%*

by using your right to shop around for a better annuity, known as the Open Market Option. To put this into perspective, with an average fund size of £30,000 that's roughly the same as someone adding about £5,000 to your pension fund pot. And don't forget, any extra income you can secure is guaranteed to last for your lifetime.

This comes at no extra cost whatsoever. Using your Open Market Option simply allows you to make the very most of your existing pension fund by finding a better annuity deal.

But it doesn't stop there...

If you are one of the estimated 40% of people who could qualify for an enhanced annuity, you could improve your lifetime income by up to 40%*.

In the case of the average fund size of £30,000 that works out about the same as having your fund boosted by almost £12,000. Could you qualify for an enhanced annuity?

Who can use their right to shop for a better pension annuity?

Almost anyone with a "Defined Contribution" pension can shop around for the best annuity in one form or other.

Exceptions would be if you have a final salary scheme pension from a current or former employer and some very old individual arrangements.

Chef’s Notes

The Summer Bucket List

Summer Fruit Pudding with Clotted Cream

B

Serves 4

Equipment: Circle cutters of different sizes 450g Pudding Basin 4 Slices of Bread 100g Strawberries 100g Blackberries 100g Raspberries 100g Redcurrants 200g Caster Sugar 100g Clotted Cream Method: 1. Place all the Fruit in a heavy base pan with the Caster Sugar 2. Heat until almost boiling then remove from heat 3. Cut out 4 circles of bread starting with a small round to fit the base of the basin, growing larger till you have 4. The fourth circle should fit the top of the pudding basin.

4. Strain the Fruit through a sieve and separate the juice from the fruit. 5. Dip the smaller circle into the juice and place in the bottom of the basin, spoon the fruit on the top (about 2 heaped tablespoons) then repeat the process. 6. Once you have placed the final dipped circle on the top, spoon over 2 tablespoons of the juice then chill in the fridge for 3 hours. 7. Remove from the fridge and place a plate on the top of the basin. Turn upside down, remove the basin and serve with Clotted Cream.

eing the parent of a six year old the S u m m e r can Holidays sometimes be quite a challenge when it comes to providing a permanent source of entertainment for a child who is bouncing of the walls looking for something to do. That’s why this year I am going to draw a little inspiration from the film “The Bucket List”. In the film a dying man created a list of things he wished to do to help him feel that he had led a complete life. For me my “Summer Bucket List” is a little piece of salvation that can be dipped into whenever boredom seems to be rearing its ugly head or alternatively I need to get on with a little vacuuming. Of course your offspring can help you come up with suggestions and there is also no reason to restrict the list to just the summer, just make sure the suggestions are achievable. This month we put the spotlight upon Gina Higgin of Baby Sensory who was kind enough us to allow us a little insight into her local business in a quick but enjoyable question and answer session. Do you have any children of your own?

Yes I have three children, Hollie 12, William 9 and Oscar 14 months Why did you decide to start your Baby Sensory business?

I attended the classes in Newcastle with Oscar and he absolutely loved it. I realised that the nearest class was 60 miles away and thought that this is something I could do for the babies of Cumbria. My mum left me some money in her will and I felt it was a very positive way to use it and put it to good use.

I have worked for the local authority for the past 19 year’s within children services. I still work as a childcare advisor part time.

Baby sensory runs all over the UK and one in 100 babies in the UK attended a baby sensory class last year. We now have franchisees all over the world.

I started running classes in March 2010.

I recently put out my July Focus Newsletter across the ward but since the Directory publication caters for a wider area, I am expanding on a few of the issues that I covered in my leaflet.

Adoption of Carleton Grange and Parkland Village.

Bus to Caldew School at Dalston

The service that we have been providing for the children on the estates at Carleton and London Road, finished at the end of the term. I thank the school, the LEA School Transport department and of course Alistair Cook for the way that they have supported this independent service. The objective was to provide an alternative for the children who live outside the catchment area and were not eligible for free school transport. For whatever reason they could not travel on the school bus as paying passengers under the LEA’s concessionary travel scheme. I am delighted that from the start of next term the Education Authority have reorganised their service to provide for this group to be picked up by a shuttle bus which will take them to Cumwhinton and join the official bus. The fare will be less than under the previous independent arrangement. I anticipate that most, if not all of the children will take advantage of this. I am pleased with the outcome.

But, I am conscious that there are still a significant number of children who live in the wider area who are also outside Caldew Catchment Area and whose parents are obliged to make their own arrangements to transport them to school. With this in mind we are exploring the possibility of a dedicated bus, which could be Stagecoach or an LEA registered Independent, on a route from Carleton then Eastern Way to Warwick Road, then via the town to Denton Holme then on to Dalston via Dalston Road.

If we get sufficient interest, it could be possible for an operator to offer this direct service to Caldew School picking up along the route. WE HAVE HAD AN ENCOURAGING RESPONSE. IF YOU ARE INTERESTED IN YOUR CHILD GOING ON THIS SERVICE, THEN PLEASE LET ME KNOW ASAP. Former Garlands Hospital Site.

At the full City Council meeting of 13th July, the motion was passed;

“That the City Council approve and adopt the former Garlands Hospital Site Development Brief, as part of the Local Development Framework.”

These plans, provide for a substantial housing development and had been shown previously at the Creighton Rugby Club as part of the consultation process. The officer responded to concerns such as drains and sewer capacity, traffic, access roads, noise and design. This does not mean that the site will suddenly be developed But, it does clear the way for a developer to put a scheme forward in accordance with the Council’s Local Plan. Given the above and residents’ concerns about the time taken for the estates to be adopted, (about ten years so far) this prompted me to ask for an update on progress.

After so many setbacks to this programme I can only quote directly from the statement issued by Capita as agents for the County Council. I intend to ask for further progress reports each time I do a Carleton Directory. This time it reads as follows.

“Barratts are due to start highway remedials on the first half of their development. In the next 2-3 weeks. Cumbria Highways will meet up with them to snag the remaining half of the development and their contractor will hopefully “roll” onto this work, which should then complete the Barratts Garland site with regard to highways snagging and having the highways ready for adoption. As always this is dependent on United Utilities adopting the sewers, but recent contact with both Barratts and UU confirms this is imminent” The adoption of the sewers by UU will then allow the Pennine View Site to progress to adoption (no further highways works are required here) and then ultimately the Story development.

With regards to Story Homes, the site has been snagged for highways remedials which they are to commence shortly. There are still outstanding lighting remedial works to complete on the site which are ongoing also.” Fencing at Watermans Walk

It seems that although two sections of Pallisade fencing have been erected to cut off direct access to the fields beyond, they need to be extended to join them together and make it secure. I have written to my H a r r a b y Councillor colleague for us to make a joint approach to the developer to encourage them to do this. What I notice in the estates, is that where work has been done near manholes involving removal of the tarmac, as here, and on Hunters Crescent, this is left for months. I will request the City Council to take this up with the developers. It may be that this is part of their “snagging” process leading up to adoption!
