TTE PERSONAL DEVELOPMENT PROGRAMME TTE is highly focused on a person centred development programme for its Learners. As part of their training at TTE, learners will be engaged in many team building activities at Brathay in the Lake District. Here they will take part in a series of challenging indoor and outdoor activities designed to give them the chance to learn more about themselves and how they work - on their own and in a team. The objectives of the course are primarily to explore areas of communication and recognise what is useful. Learners will also practice step-by-step approaches to problem solving and develop teamwork skills. It is also important that they learn to understand how what they do and say impacts on those around them and appreciate that others work in different ways and need different things to help them work and learn. This will help them to grow in self-confidence, build interpersonal relationships and take responsibility for their own learning. In addition to this they will learn how to take responsibility for working safely in a high-risk environment and how to understand the link between ‘doing’ and ‘learning.’ The skills learnt through TTE’s Personal Development Programme are invaluable and will equip them to deal with a variety of situations and challenges, both at home and in the workplace.

One of our areas of specialism is CompEx Training (Competency in Explosive atmospheres). CompEx is the global solution for Competency Validation and Certification for both electro technical and mechanical craftsperson’s working in explosive atmospheres. EU Legislation ATEX & DSEAR now makes it mandatory for all personnel working in potentially explosive atmospheres to be adequately trained and deemed competent. DSEAR and ATEX are abbreviations for The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) and Explosive Atmospheres Directives 99/92/EC (ATEX 137) and 94/9/EC (ATEX 100) which are enforced by the HSE and Local Authorities, Fire brigades and Petroleum Licensing Authorities. Potentially explosive atmospheres occur in onshore and offshore petrochemical plants and refining plants. They are also found in distilleries, paint spraying plants, flourmills, woodworking machine plants, the water industry and petrol and fuel forecourt environments. Failure to ensure safe working practices in these circumstances could result in the ignition of explosive gases or even dust clouds leading to injury or even fatalities. Since its inception CompEx has certificated over 30,000 candidates. The IEC Standards are at the heart of all CompEx delivery to ensure international conformity and harmonisation of safe working practices. TTE provide specialist training and assessment services for engineers working in hazardous and industrial environments. We advise, assess and provide training

for organisations to meet with National, International and European Standards and Directives. We are UKAS accredited and an approved JTL CompEx Assessment Centre. We offer nationally recognised courses as directed by EEMUA to electrical and instrumentation technicians and mechanical craftspersons. Investing in UK Chemical manufacturing With increasing confidence in the UK manufacturing sector and improving signs of positive growth, will legacy technology and resource limitations be able to cope with the demands? Sean McDonagh (Business Manager Chemical) and Steve Leech (Business Lead – Process Automation) discuss the issues facing the UK Chemical manufacturing sector. The North West chemical sector is dominated by older brown field production sites. Many plants were designed and constructed more than 20 years ago and problems associated with legacy infrastructure and obsolete technology, are barriers to improving operational efficiency. Two key challenges facing the Chemical industry centre around the need to invest in people and future skills, along with long term platform investment based around a lifecycle planning strategy. Alongside the need for companies to review a plant’s current performance from a technology standpoint, the ticking time bomb of an ageing workforce is approaching. A third of the current engineering and maintenance workforce across the chemicals sector are due for retirement within the next decade. Are chemical companies planning for a near future when experienced engineers are no longer available to develop sites and maintain production? Investment decisions need addressing, to plan to replace skilled staff or to consider alternative resourcing strategies. External organisations can help assess skills and training requirements to maintain skilled resource in your facilities. Increasingly life cycle management decisions to outsource maintenance, engineering design, spares & stock management are being seen. Planning for the future is about attracting the engineers of tomorrow. Siemens are actively working with UK Government & the wider educational establishment to encourage young people into Engineering & Science, a career path offering motivating and rewarding options for the graduates and apprentices of today and the future. Companies need to be analysing their graduate and apprentice intake - realising the importance of investment in schemes that will deliver the skilled workforce of tomorrow. to address the skills issue. This has many facets to it, including research placements for graduate engineers within Siemens and more significantly for the Chemical sector, a key partnership with the School of Chemical Engineering. This partnership ensures that students are working on the latest Process Automation platforms and forms part of being ready for working life after completion of academic studies. Lifecycle Planning Strategies There are large amounts of legacy control systems currently within the UK plant infrastructure. The operation phase of a process plant constitutes a significant share of the overall life cycle cost over a typical 15-20 year asset of a plant control system. As such the requirement for modernisation services provides investment protection and has a significant impact on the operations of an organisation. By adopting a plant modernisation strategy such investment can be protected and the inherent risks around obsolescence, IT infrastructure and security negated. Siemens SIMATIC PCS 7 platform offers a future proofing approach to legacy issues and operational risks. Lifecycle guarantees are built in, so that manufacturers can follow a managed approach to plant modernisation aims and objectives. Lifecycle services provide a guaranteed method of ensuring that all significant software updates and phased IT infrastructure refreshes can take place as part of the operational costs of the manufacturing plant and this approach will ensure a secure and updated system can be maintained throughout the asset lifecycle. The approach of ‘making do and mend’ needs to be a thing of the past if the sector is to survive and remain competitive in an ever changing global landscape. Lifecycle planning strategies provide a significant opportunity to deliver the modernisation required to ensure maximum plant efficiency. Managing legacy platforms away from high risk reliance on obsolete equipment, bespoke applications and often skilled individuals, is increasingly at the top of plant operations roadmap. Foreword Steve Elliott: Chief Executive of the Chemical Industries Association and Chair of Chemicals Northwest.

Chemicals Northwest is now in the fourth year of CIA ownership and we are delighted with the progress made in terms of the scope of benefits now provided and the quality of events and other interactions with members. This latest edition of the Chemicals Northwest sector directory again reflects a robust network with growing aspirations and makes available company information and help in the sourcing of services and expertise. The continued support and direction provided by CIA has enabled a strengthening of the value proposition offered by CNW. The chemical and pharmaceutical industries provide a £5bn annual contribution to the regional economy and the region’s 25% share of UK chemicals related exports means that it is easily the UKs largest chemical exporting region. With an estimated 600 businesses and around 30 000 people working within the chemicals sector, the northwest is certainly playing its part in supporting the UK economy’s return to sustained growth. The CNW team has been successful in establishing a friendly network encouraging plenty of informal gettogethers. Feedback from our members confirms this as all continue to get involved. More formally the board has been impressed with a progressive events structure that is now established. You will be familiar with breakfast network meetings and the awards dinner, now supplemented by an enhanced programme of “Elements” seminars and workshops, plus an annual CNW conference. The 2014 conference, “REACH, a time to plan” was very well received with an excellent agenda supported by the regulators, our chemical businesses and service providers. Our thanks also go to our event partners, the Royal Society of Chemistry. Our REACH users group has really established itself as a very popular

group, with many high quality discussions taking place around the recent registration phase. The group played a key role in the preparation of the 2014 conference. The team is already in the midst of planning the next awards dinner for March 2015, providing the platform to yet again celebrate the successful endeavours made by our companies and individuals across many elements of our sector. Membership of CNW is varied and covers many facets of business. Through understanding this range more closely it is clear that the network provides a fascinating window on the wider chemicals supply chain, from base chemicals manufacture through logistics and many other vital services and product supplies. A new supply chain project in partnership with CNW members, Brabners Stuart LLP, was launched this year, following a well-supported workshop and a follow-up event in June which was listed in the International Festival for Business programme in Liverpool. CNW continues to host the very popular chemical industry Responsible Care cell meetings in the northwest region as well as the chemical industry employer’s network. The chemical industry is a key supplier to many other industries such as pharmaceutical, automotive, electronics, cleaning and personal care. We are regionally and nationally, an industry that matters! As CIA and CNW we must therefore seize the opportunity in the current challenging economic climate to present our compelling message to the politicians, the regulators, the media and the general public that the UK’s economic recovery needs a vibrant and innovative chemistry- using industry. Who we are... Chemicals Northwest is an industry-led, cluster organisation that works with the chemistry-using industries of the North West. Until March 2010 we were jointly funded by industry, through our membership, and the Northwest Development Agency. We are now in our fourth year as a wholly owned subsidiary of the Chemical Industries Association, reliant on our membership and the private sector for funding. We have over 150 members and are actively promoting this important regional sector and helping membership to grow. Our aim is to improve the sustainability, competitiveness and image of the industry through the following work areas: n

Breakfast Networking Through 2014 Chemicals Northwest has continued to host our breakfast networking events. These meetings have no specific theme although delegates are encouraged to make short pitches about their company, its products and services and any other news they may wish to announce! The breakfast meetings have proved to be very popular and currently run on a two monthly basis attracting around 40-60 people to these events time. Chemicals Northwest’s REACH user group is currently restricted to members only with over 50 businesses signing up to the initiative. This figure is rising as we take on more members during the 2014 membership year. The initiative allows the sharing of experience, best practice and knowledge between manufacturing, supply chain and support service providers, all with a keen interest in REACH. The group meets three times each year. Chemicals Northwest is also making plans for a new common interest group that will focus on practical supply chain issues within the industry. This follows two successful workshops: one in Runcorn and a second in Liverpool during the International Festival of Business celebrations during the summer. The future agenda is still in development and interest levels are growing.

Responsible Care Cells Responsible Care is the international chemical industry’s commitment to continual improvement in all aspects of health, safety and environmental (HS&E) performance. Responsible Care Cells bring local companies together regularly to discuss environmental, process safety, occupational health & hygiene, product stewardship, emergency response, community liaison and industry reputation issues. The cells meet quarterly and mix round-table discussion with presentations from guest speakers. Ital Logistics was founded in August 2000 initially offering road freight transport services to and from Italy. Since then, our service portfolio has increased beyond Italy to include similar road freight services to and from Spain, Portugal, and Greece, as well as offering freight forwarding services throughout Western, Central and Eastern Europe. Ensuring compliance, we have two on-site DGSAs, the first being myself, and the second is my colleague Derek Heap. Our warehouse facility just off the M60 ring road is compliant in this regard, meeting regulatory inspection. Additional third party receiving facilities in the South and the Midlands, also compliant, complement our UK wide coverage.

We must be doing something right. Year on year we see increases in client base, turnover and profitability. In a fragile economic climate this has to be testament to the service levels provided, our vision, and how Ital Logistics is perceived to the outside world. On three occasions we have entered the British International Freight Association Awards; firstly in 2002 when we were winners of the ‘European Services Award’; next in 2007 picking up the same winner’s trophy for a second time; and more recently in 2012 when we reached the finals. This, from the industry’s governing body, is praise indeed and vindication of our business ethic. There is nothing pretentious about Ital Logistics. We have built our reputation by providing a reliable and competitive service to the very best of our abilities, and we will continually endeavour to do just that. Dangerous Goods Experts Around 25% of our total business is made up of the transport of Dangerous Goods. Many companies shy away from this niche market due to its complexity, so we find that many of our competitors make use of our specialism in this sector and utilise our services. I decided that as Managing Director of Ital Logistics it was my duty to take on the role of Dangerous Goods Safety Advisor (DGSA) in April 2004. Since then I have continued to renew my qualification, and have been joined by Derek Heap as secondary DGSA to the Company. In addition to this, all members of our team involved in this area of our job are awareness trained and refreshed as regulations change. There are many differences between the road, rail, sea and air regulations, even though with each revision the regulations come closer to alignment. In house we utilise a bespoke program designed by myself, which we call the HAZculator. This program collates all IMDG and ADR data, plus Eurotunnel and various other tunnel & port data, and returns correct Dangerous Goods Descriptions, including all associated regulations specific to the UN number or chemical name being searched. Additionally, it makes compatibility checks for up to 7 different UN numbers, as well as checking against other non-compatible items such as foodstuffs, for example. The UK is an island. Therefore, even just to get into the closest European country, we must use a combination of modes, and as the regulations are not completely aligned, there are often conflictions. Making science exciting and accessible to all ages Catalyst is an interactive science centre and museum devoted to chemistry and how the products of chemistry are used in every day life. We play a pivotal role in promoting science, technology and engineering across the North West and we strive to promote these subjects within a fun and engaging environment to school children and family groups. When Catalyst lost its core funding from the local council a couple of years ago, the future looked bleak and there were times when we feared that Catalyst would close for good. This would have had a devastating effect, not only on

the provision of science education in the North West but also on the heritage of the chemical industry as a whole. However, over the last two years Catalyst has worked hard to survive; we enhanced our reputation for engaging children and adults alike, we forged new relationships with organisations such as the Royal Society of Chemistry, Chemical Industries Association and the STFC. We streamlined our overheads and strengthened our Education Team. Our Education Manager’s role is now supported by the RSC and he currently holds the title of RSC Teacher Fellow. Over twelve months, visitor figures

We teamed up with Essar Oil UK to deliver a project supporting a number of schools in their local community. Classes from a number of schools in the Ellesmere Port area visited Catalyst for a day to take part in a science investigation workshop and press and magazine articles helped them interact with their local community. Victrex celebrated their 20th Anniversary in October 2013 and as part of their celebrations have funded the installation of a new learning zone within Catalyst, to explore the science behind their high performance polymer (PEEK). With 31,500 visitors a year passing through our galleries, this is a great way for Victrex to enhance its reputation throughout the North West. The role that the chemical industry plays in our everyday lives, is highlighted in many of our hands-on workshops and gives industries an opportunity showcase their products by providing resources for us to use. Catalyst not only helps to enhance the reputation of the Chemical Industry through its exhibits, displays and workshops but we act as a conduit for science based industries to promote themselves and disseminate information to a wide range of audiences. LEGISLATION UPDATES

What’s around the regulatory corner? It is a busy time for companies in preparing for and ensuring compliance with several chemical regulations and their updates with respect to health, safety and the environment. Chemicals Northwest member companies have written some summary paragraphs relating to some of the key developments expected during the coming year.

Seveso III Directive Update The new European Directive on the control of major accident hazards involving dangerous substances, known widely as “Seveso III”, was published on 24 July 2012. This supersedes the Seveso II Directive and the subsequent changes to our domestic legislation will come into force on 1 June 2015. The primary impact is on the Control of Major Accident Hazards (COMAH) Regulations for which important changes include how dangerous substances are classified, (due to the transition from the old CHIP Chemicals (Hazard Information & Packaging for Supply) Regulations to the new CLP Regs) and on the information that has to be made available to the public. The draft COMAH Regulations are available on the HSE website (www.hse.gov.uk/seveso) along with lots of helpful guidance. A formal consultation on the draft Regulations was held earlier 2014. Even if your facility and inventories have not changed, you should consult the new schedule of dangerous substances in the draft Regulations as your COMAH status may change, particularly if you are close to a current COMAH threshold value. If you are already an upper tier site and are currently reviewing your COMAH Safety Report then benchmarking against the new requirements now may save you significant re-work later.

Industrial Emissions Directive The Industrial Emissions Directive (IED) is the EU’s main regulatory instrument to tackle environmentally harmful emissions. The IED came into force in January 2011, replacing the Industrial Pollution Prevention and Control Directive (IPPCD) (Directive 2010/75/EU).

The IED is a recast of seven existing European directives/ regulations: n

IPPCD;

n

Large Combustion Plant Directive;

n

Waste Incineration Directive;

n

Solvent Emissions Directive; and

n

Three regulations/directives associated with titanium dioxide manufacture.

Whilst described as a recast there are changes which have significant implications for Environmental Permit holders, notably for operators of complex plant and large combustion plant. The IED has been brought into effect by the Environmental Permitting (England and Wales) (Amendment) Regulations 2013, from 27 February 2013, and the Pollution Prevention and Control (Scotland) Regulations 2012, from 7 January 2013. Any new installation seeking a permit will need to comply with IED. Existing installations were subjected to IED from January 2014. IED Article 82, and UK legislation, detail the transitional periods for various existing activities.

CLP (Classification, Labelling and Packaging) On 1st June 2015, several new requirements for classification and labelling and safety data sheets will be introduced: n

The new Annex II format SDS will come into force


LEGISLATION UPDATES

Whilst the requirement to classify substances to CLP has been force for substances since December 2010, the June 2015 deadline will extend these requirements to mixtures. Prior to this date, all manufacturers, importers and downstream users of mixtures are required to (re)classify and (re)label their products to comply with CLP and use the new safety data sheet (SDS) format before placing them on the market. While one year may appear to be an extended period to ensure compliance, experience shows that the transition to CLP is not always straightforward. Not only does the SDS and labelling information require updating, so does physical equipment such as printers and labelling machinery, and software systems for labelling and SDS retrieval.

REACH Registration The next registration deadline is on 31 May 2018 for substances manufactured or imported between 1 and 100 tonnes per annum. However companies should be aware of changes that may trigger an immediate registration for example an increase in tonnage or a re-classification under CLP of a substance to CMR (carcinogenic, mutagenic or toxic to reproduction) Category 1A or 1B. Late pre-registration for newly imported or manufactured substances < 100 tpa is allowed up to 12 months before the applicable registration deadline, i.e. 31 May 2017.

Environmental Regulation Thanks to landfill tax the case for recycling waste has been reinforced. From the 1st of April 2014 Landfill tax for active waste has risen from £72 to £80 per tonne with confirmation from HM Treasury that any future rise will be related to the Retail Price Index, rounded to the nearest 5 pence from April 1 2015. The average small business will spend £384 this year through landfill tax costs, contributing more than £1bn a year to the Treasury. Moreover, this cost will rise again next year. Costs for large businesses and local authorities are inevitably much higher and can run to millions of pounds. Businesses can avoid environmental levies and boost profits in doing so, there has never been a better time to recycle.

Specialist skills and new talent services for the sector The need for high quality training and skilled young people entering the Chemicals Sector is perhaps more important today than it has been in recent times. With an ambition to become the country’s leading manufacturing exporter by 2030, people with the right skills are crucial for making this happen. But the skills landscape can often be complex, so where should employers turn? Cogent believes it has the solutions. Whether you are a team of four or a multinational company, the services provided by Cogent can be tailored to your needs. Cogent’s unique position brings with it a range of benefits to employers. Cogent is a specialist organisation delivering employer-led Apprenticeship programmes, skills consultancy plus higher-level qualifications and courses. It also has with a dotted line to government to ensure the employer voice is heard. In the last year alone Cogent has supported an array of chemical-using companies in the region, in particular by supporting the acquisition of new talent in the form of apprentices and undergraduates, through to more seasoned professionals.

New solutions for new skills In July 2014, Cogent, along with GlaxoSmithKline and the Government announced the launch of the Science Industry Partnership (SIP), a two year pilot designed to put employers in the driving seat when it comes to education and training. A pilot, which if successful, will change the way that the Government commissions the delivery of education and training for many years to come. It has long been argued by employers in the Sector that the current education system doesn’t deliver work-ready young people following completion of their Apprenticeship for example. The SIP aims to address this through a new programme called SMART Apprenticeships. The SIP incorporates a string of new programmes and initiatives, all developed in consultation with employers. The aim is to get more companies training, support the efforts of those that are doing lots already and create vital opportunities for young people to enter the Sector.

A scientific approach to new talent The SIP is heavily geared towards equipping young people with the knowledge and skills employers have identified as critical for the future sustainability and growth of their business. SMART Apprenticeships are based on tailored Apprenticeship Training Plans, developed by an Apprenticeship Adviser, to give you

an apprentice with the skills you need, not what the provider wants to deliver. SMART Apprenticeships are more flexible, cost effective and can incorporate your own in-house training. New Traineeships will also provide young people with a pathway to an Apprenticeship, for you, your company gets to trial a young person through a work placement before making a longer-term commitment to develop the individual. These two services are complemented by higher-level skills solutions through Industry Degrees and a Modular Masters programme which provides flexible access to modules in formulation, science and technology.

Funding for training The SIP is not just about bringing new talent into the Sector, it has a strong focus on supporting the existing workforce. The SIP has developed two programmes which are underpinned by the Cogent Gold Standard, a competency framework based on key job roles right across the science-based industries. Skills for Growth is a programme specifically developed for ambitious small and medium sized businesses wanting to grow. Through the SIP companies can access funding for training from a network of quality assured training providers. The second workforce development programme supports chemical companies to invest in training your technical workforce. This programme allows companies to benchmark themselves using the industry Gold Standard to identify skills gaps, access quality assured training programmes and government co-investment. RAS RISK & HAZARD MANAGEMENT

Understanding and facilitating the effective management of risk is our core business. Only when the risk facing an organisation is well understood can it be effectively managed. Key to the successful identification, assessment and management of risk is engagement with the right people, using the right processes at the right time. We believe we are different to many of our competitors and our approach is distinctive, we don’t always walk the well-trodden path but look at each client’s particular risk context and develop a tailored solution, working in partnership with our client.

Safety Risk Our safety risk assessment and management expertise covers risk identification techniques such as HAZIDs and HAZOP, predictive modelling advice and the facilitation of risk management techniques, particularly in the demonstration of ‘ALARP’. The area of Control of Major Accident Hazards (COMAH) is a particular specialism within the company.

Business Risk It could be argued that all risk – whatever its label – can be defined as ‘Business Risk’. Ultimately, whatever risk is being considered, whether safety, environmental, commercial, financial, if it’s not understood and managed effectively, it becomes a risk that affects the whole organisation.

Environmental Risk Our services in the Environmental Risk area range from the assessment of the risks related to the environment in relation to Major Hazards, based on our Source, Pathway, Receptor risk assessment model, through to the preparation of Environmental Permits (PPC in Scotland) – full applications or variations of existing permits – particularly in relation to planning for new developments.
