It is also offering an extended range of 25and 42-bar cylinders approved by Underwriters Laboratories (UL) and VdS, an independent firesafety inspection and certification company, for the FM-200 line and the new Kidde Novec 1230™ systems launched earlier this year. This makes UTC Building & Industrial Systems the first company to supply both ULapproved 25-bar and VdS-approved

be operated at extremely low ambient temperatures (as low as -30 °C). In many cases, this amounts to a decisive extension of the application range that saves costs by making extra specifications unnecessary. In order to facilitate a stepby-step exchange of existing EXLUX pendants, the installation of the new units remains fully compatible to the predecessor series. Moreover, swiftly removable replacement parts ensure quick and easy maintenance. Like before, the new lights are available with customerspecific modifications on request. In addition, R. STAHL provides especially cost-efficient standard models with a power consumption
of 18 W, 36 W, or 58 W that are available at short notice. Featuring 4 mm² cage clamp terminals, 5-core throughwiring, and a full-phase safety shutdown, these models are adequately equipped for the majority of all typical applications. The new series fully complies with the requirements of all current industry standards. Notably, the new silicone-based foamed gasket has been optimised for maximum durability, as stipulated by IEC 60079. This sealing solution, which is resistant to various chemicals as well as UV radiation, the fitting’s hinge, and a newly designed central lock reliably ensure IP66/IP67 protection
over many years. 6001 series lights are available as of now. However, more products are due to follow in the new EXLUX generation: in the near future, the program will be extended both by optional accessories, such as pole mount adapters, and by additional models such as emergency lights, lights with an address module, and models with T5 fluorescent lamps for use in zone 2/22. Moreover, LED lights from R. STAHL will also be available soon, though these will be based on a completely different housing & equipped with materials and features optimised for LED technology.

hile other remote I/O solutions on the market usually have a one-year warranty, R. STAHL has voluntarily extended the warranty for its robust hazardous area IS1+ system to three years – without any extra charge. The explosion protection expert takes this step in the wake of extremely successful lab trials as well as very positive experiences garnered from extensive practical tests. Even under very rugged conditions and strained to the limit of their resilience, e.g. in continuous operation at temperatures up to +90 °C and exposed to repeated temperature changes from -40 to +95 °C, IS1+ modules proved virtually indestructible: no defects or failures occurred. Due to a new low power design for the modules that ensures minimal power loss and effective heat dissipation via the housing, IS1+ allows for an extended ambient temperature specification covering a wide range from 40 to +75 °C. This also means that the modules will reach

an extraordinary lifespan of up to 15 years in applications with more moderate conditions. In addition, since the modules’ power consumption has been reduced by up to 50%, energy costs for the operation of process plants are decreased as well. IS1+ offers outstanding functions and features, such as mixed modules with I/O parameterisation as well as diagnoses and maintenance alerts according to the NAMUR NE107 scheme. The versatile Remote I/O system supports hot work & hot
swapping, which makes it very costefficient: thanks to its consistently intrinsically safe structure with an intrinsically safe fieldbus based on either PROFIBUS DP or an Industrial Ethernet implementation with Modbus TCP, EtherNet/IP, or PROFINET, the system can be easily extended or reconfigured in hazardous areas. In addition to international explosion protection certificates for all major and medium-sized markets, IS1+ also features several shipbuilding approvals, which makes the system suitable for virtually universal use worldwide. British Safety Council announces winners of 2014 International Safety Awards
T
he British Safety Council has announced the winners of its 2014 International Safety Awards, which recognise and honour the achievements of winning organisations in keeping their workplaces and workers healthy and safe during the 2013 calendar year. This year, 521 organisations of all sizes and sectors from around the world won an International Safety Award, including businesses from the UK, Africa, Asia, Australia, the Middle East and the West Indies. Forty-six organisations were awarded a distinction, 333 organisations were awarded a merit and 142 organisations achieved a pass. Congratulating the winners, Alex Botha, the British Safety Council’s chief executive, said: “2014 marks the 56th year of the International Safety Awards, which celebrate those organisations that have shown a real dedication and commitment to preventing injury and ill health in the workplace. “The success criteria for these awards is challenging and that rightly reflects the importance of achieving high standards of health and safety at work. It was also clear from the applications that the winning organisations recognise that getting health and safety right is a business enabler, which brings both financial

British Safety Council marks world cancer day by urging employers to implement sensible controls to manage workplace carcinogen exposure The British Safety Council is supporting the aims of World Cancer Day (4 February 2014), which forms part of the wider campaign to significantly reduce premature deaths from cancer and improve the quality of life for cancer sufferers and cancer survival rates. Research has shown that occupational cancer remains a key health issue. The risks from exposure to carcinogens in the workplace can be minimised through proportionate, effective risk management.
T
he Health and Safety Executive (HSE) estimates that past occupational exposure to carcinogens currently accounts for 1 in 20 cancer deaths in Great Britain. HSE also estimates that 8,000 of 13,000 deaths each year from workrelated diseases are attributable to cancer. Research has further highlighted that the construction sector accounts for just under half of the estimated cases of occupational cancer in Great Britain. The British Safety Council urges all businesses and employers to be alert to the hazards that carcinogens pose and put in place the measures necessary to prevent exposure. Leading occupational cancer expert Dr Lesley Rushton of Imperial College London, said: “Thinking about the new generation, it’s very hard to say to the workforce it’s too late because of course it isn’t. We know for example if you stop smoking your risk of smokingrelated disease goes down, so it’s not too late to help prevent some of these diseases.” Neal Stone, policy and communications director at the British Safety Council, said: “We are committed to continue our

work with our construction sector members, who account for one-fifth of our membership, to build greater awareness of the risks posed by carcinogens and most importantly share our knowledge to prevent future exposure. In addition to intelligence shared by community members and partners, HP Security Research and HP Enterprise Security Services will contribute intelligence feeds to the HP Threat Central platform. The platform also will power the HP ArcSight and HP TippingPoint portfolios, providing seamless integration for automated threat download and upload from HP ArcSight Enterprise Security Management (ESM) and automated action (blocking) of malicious IP addresses in the HP TippingPoint Next Generation Intrusion Prevention System (NGIPS) and HP TippingPoint Next Generation Firewall (NGFW) devices. HP Targeted Threat Intelligence, enhanced by HP Threat Central, collects, collates and analyzes structured and unstructured data from social media, hacker forums and other traditional log data sources to provide organizations a more holistic view of the threat landscape. “Chief information security officers (CISOs) and other senior-level security professionals must be able to plan not only for threats that exist now, but also for those that may emerge in as much as three years’ time or beyond,” wrote Rob McMillian, research director, and Kelly Kavanagh, principal research analyst, Gartner. They go on to write, “Assessing current and potential future threats requires advanced threat intelligence that most organizations are not capable of developing costeffectively in-house.”(2)

This cutting-edge camera utilizes Hikvision’s industryleading, ultra low-light MP lens and is designed specifically to capture sharp color & monochrome images in extreme, low-light conditions. The result is crystal-clear color images down to 0.002 Lux and B/W to 0.0002 Lux. Improper ceiling plane & sprinkler head alignment : Suspended ceilings risks explained Suspended ceilings – or false ceilings as they are sometimes referred to - are a common sight in both commercial and industrial settings across the globe. Simon Ouellette, Engineering Services Supervisor at Victaulic, the world leading manufacturer of mechanical pipe joining and fire protection systems, addresses the unique fire protection challenges they can pose, explaining the safety threats, and technological solutions.
S
uspended ceilings are frequently found in high-end hotels, auditoriums, shopping centres and a range of other commercial and industrial buildings. They are popular with engineers and architects because they offer a low-cost, easy-toinstall solution to help hide fittings such as electrical boxes and heating, ventilation and air-conditioning systems from plain sight. Originally developed to hide the underside of the floor above and to provide sound attenuation within a room, they generally consist of grids suspended from concrete ceilings by wires and holding a variety of tiles

and light fittings. Since their widespread adoption in the 1960s, the integration of fire protection with suspended ceilings has proved problematic, as hard piping systems have been unable to handle the full range of challenges they present. Proper sprinkler head positioning with the ceiling surface is a significant safety issue that is often overlooked. Thanks to their innate flexible nature, from which they derive their key attributes and benefits, suspended ceilings are prone to settlement, and move after installation through the course of time – and especially in areas of seismic activity. Additionally, suspended ceilings will move if modifications are made to the building, such as the addition of extra installations, including lighting. This ceiling creep, combined with the hard pipe systems still found in many fire protection systems, means that while suspended ceilings may move with time, the sprinklers themselves remain in a fixed position as the ceiling slides slowly away. The result is sprinkler misalignment and loss of effectiveness to combat fires. Wire cable is used to connect a suspended ceiling to the concrete structure of the building and hard piping is similarly fixed. However, because the fixed rigid piping does not move with the ceiling plane, if the ceiling drops there is a danger

A properly installed sprinkler head needs unobstructed airflow access from the space being protected. If a sprinkler head is not properly positioned with the ceiling plane, the sprinkler will not be exposed to heat and airflow, leaving the ceiling to act as a heat deflector that potentially delays or prevents the sprinkler from activating in time to check the growth of a fire. Recent figures from the NFPA show that in the US alone, 42% of instances where sprinklers have not been effective were due to inadequate water reaching the fire. This figure could be improved by ensuring correct sprinkler head positioning.

Flexible drop technology allows a sprinkler to move with the structure so it maintains the same position relative to a suspended ceiling even when settlement occurs. Unlike a traditional drop, which is not attached to the suspended ceiling, a flexible drop carries water from the branch line and delivers it to the sprinkler head using a specialized bracket to stabilize and attach the sprinkler head to the ceiling structure. The legs of the bracket connect the sprinkler to the cross-beams in the ceiling so that it always moves with the ceiling and stays in the correct orientation. In the 1990s flexible drop technology made its way to the United States, and a little later to Europe, where the first applications were in clean rooms. As they became more popular, their advantages for use in other applications such as suspended ceilings grew to be more apparent. As a result, UL developed a specific standard for flexible drops,
Development of flexible drops A breakthrough solution to this problem came in the 1980s when engineers in Japan sought to cancel out the adverse effects of seismic activity on structures. With researchers looking to resolve problems caused by sections of buildings moving independently and at different rates, this led to the development and implementation of flexible hoses in place of conventional rigid pipe. These hoses are now known as flexible drops. With a long history of development and use throughout the world, today this technology is being

Other ratings followed including FM Approvals and draft standard LPS 1261, with requirements for testing flexible drops for automatic sprinkler systems. Companies such as Victaulic now have an established history of producing high quality flexible drops which, in addition to their safety and performance benefits, offer significant cost and labour efficiencies on installation. They are up to ten times faster to install than hard piping systems and installation is also simpler and less subject to error. For example hard piping systems require distances to be measured, pipe to be cut and threaded. Frequently human error occurs: sections can be incorrectly measured or misaligned and have to be reworked or, worse still; the installation may be completed incorrectly leading to leaks and water damage. Flexible drop installation can be quickly learnt and the products are easier to install than hard pipe, and far more reliable than threading. Flexible drops also present advantages for retrofits, particularly in modern high-rise buildings. Hard piping requires a cutting machine with oil to lubricate the pipe as it is being cut. In this case fitters must make numerous trips to prepare parts, which can be inconvenient and time consuming. With flexible systems, a drop can simply be removed from its box and installed. It can be easily manipulated into position around obstacles without the need for elbows and cutting pipe to different lengths which takes time. For instance in situations where the space above a suspended ceiling is particularly in demand, this can be very useful. An example would be a hospital with piping for heating and cooling, electrical conduits and compressed gas lines running through a crowded ceiling space.

drops have built on the original designs. Braided hoses approved by FM and UL are now available, designed to offer tighter bend radii and increased number of allowable bends, delivering extra performance; in turn making it is easier and quicker to position them in ceiling spaces correctly. Meanwhile additional improvements deliver significant and perhaps even greater benefits that make installation more efficient and help manage costs. Earlier bracket designs consisted of four or more separate pieces – typically each leg, the centre bar and the square bar - that had to be assembled on site. When working on construction sites, in poorly-lit environments where there is little colour distinction between the concrete structures and bracket pieces, it is easy to mislay or lose a component. At best, this results in lost time on the job. At worst, if a component is lost the entire product needs to be replaced, leading to significant delays and additional costs. The latest one-piece bracket designs overcome these problems: the bracket comes preassembled with no loose parts to drop or lose. Centre-of-tile indicators on the bracket aid with correct positioning and increase safety. Following extensive Victaulic R&D, developments in the technology allows better integration of fire protection installation into the construction schedule. Whereas standard brackets need to be installed after ceiling tiles are in place, some newer brackets offer installation options. Systems such as VicFlex from Victaulic are designed to install much more easily than traditional rigid piping systems whilst delivering more durable performance. They offer a convenient and safe solution, requiring fewer manhours to install, is cost effective for
maintenance and retrofit applications, and lowers shipping costs with a more compact form. Next generation brackets, like the Victaulic Style AB1 bracket, can be installed before ceiling tiles, which facilitates easier inspection. There is no longer a need for fire protection teams to cut tiles or coordinate with ceiling tiling teams to be on site at the same time. The fire protection system can be fully inspected on completion before any tiles are installed that might otherwise obstruct the view. Recent examples of installs include the new 103.000sqm/1,108,682 sq. feet Kings Avenue Mall, one of the largest commercial developments in Cyprus. Over 7,000 Victaulic sprinkler heads were connected to branch lines using VicFlex, minimizing installation time and maximising reliability. The system was also used in Duluth International Airport, USA, the Sinopec research facility in Chengdu, China and Nuevo Dorado International Airport in Bogota, Colombia.
Conclusions From its introduction, the suspended ceiling has come a long way and, thanks to the evolution of flexible drops and the latest bracket technology, fire protection has been able to make the journey with it. With proper sprinkler head positioning with the ceiling surface now much easier to achieve every time, safety in environments featuring suspended ceilings is greater than ever before. In addition, technical improvements mean that not only can systems be installed safely as well as quickly, but greater management and control of all areas of cost are possible.

The other supply chain Building a people supply chain for sales and customer service is a strategic differentiator for companies targeting India’s domestic consumption
M
ost people recognize that there is a huge difference between a list of ingredients and a recipe. While the list of possible ingredients that reduce a country’s poverty is large, India and China seem to be adopting very different recipes. China decided in the 1980s– with huge but unacknowledged inspiration from the World Bank – that the best way to reduce poverty was by manufacturing goods for export. This decision not only led to a huge clustering of people (it has 174 cities with more than a million people relative to India’s 34) but also a huge clustering of skills in low-skill manufacturing (45% of its labour force works in manufacturing relative to India’s 12%). While it’s early to conclude that India’s services and consumption model will deliver poverty reduction, it is clear that combining our economic model with a decentralized democracy will ensure that India’s geography of work and skills will be much less clustered than China. Staffing China’s export engine benefited from the relatively small transition from working on a farm to low-skill manufacturing. But companies who want to serve India’s geographically dispersed consumers will have to struggle with huge people challenges in putting together geographically dispersed sales and services workforces. Businesses focused on domestic consumption in India will soon emerge as our biggest employers; banking, insurance,

financial services, healthcare, consumer durables, consumer goods, pharmaceuticals, retail, telecom, education, engineering, and infrastructure. feasible We make the case that these domestic consumption companies, irrespective of industry, will be fishing in the same pond for talent and need to craft thoughtful and sustainable human capital strategies. An important speed limit on growth for these companies is their ability to build national sales and service organizations that balance the impossible trinity of cost, quality and scale. Many companies seem to accept the notion of no choice but lowering standards in the selection, training, and retention of their “subfifteen thousand rupees per month” employee base. This is not only dangerous – they risk outsourcing their destiny – but wrong because many thoughtful domestic consumption companies are starting to create efficient, effective and sustainable solutions for staffing by taking a holistic view of the traditionally separate components of hiring, hygiene and productivity. Companies that aim to build differentiated sales and service people supply chains will align their entire ecosystems to target employee productivity. But this is easier said than done; productivity is horribly difficult to measure. Companies with any real ambition to target India’s domestic consumption will have to get feet-on-ground in over 800 cities
and towns. This is impossible to do solely with internal capabilities but requires working with partners. The current skill system in the public sector delivers very uneven quality but it is hard – if not impossible – to sustain a completely employer paid training solution. The situation is further complicated by archaic labour laws and increasing divergence among states around minimum wages, shops and establishment acts, etc. So any people supply chain will have to deliver and align seven components: 1. Assessments : This implies effective binning of candidates and employees with identification of capabilities and potential. Traditional assessments have had the predictive efficacy of palm reading or astrology but many companies are making substantial investments in functional, industry and company assessment centers that find - or imply better fits. Companies who win will also ensure that assessment is not episodic but a structured and formal process that continues through the employee lifecycle. 2. Candidate Sourcing: Companies with effective sourcing strategies for national sales and service organizations answer the difficult “what” before the obvious “how”. Difficult questions and trade-offs include fresher’s vs. experienced, trained vs. non-trained, lineup

vs. filtered, nice to have vs. must have skills, etc. The unevenness of hiring standards across line managers of the same company currently accepted in the name of “long rope” has to stop because many use this long rope to go bungee jumping. Companies need to recognize fully loaded hiring costs, diversify sources and ensure effective on-boarding and induction. 3. Training Financing: It is now clear that companies cannot afford the complete training or repair of every candidate they hire. But India’s skill crisis means most candidates need some company, industry, or functional training. Finding creative ways to pay for this training – apprenticeships, tenure based reimbursements, government refinancing, credible certifications, etc – are important elements in finding nontraditional resources. 4. Training Delivery: Domestic consumption companies have sales and service workforces that are too dispersed to get all employees to one location without being economically stupid. But delivering this training creatively – Para-skilled trainers, satellite delivery, e-learning, etc – are crucial to cost-effectively meeting learning objectives at scale. Repair programs for new employees must be complemented by upgrade or certification programs for existing employees delivered over the same infrastructure. 5. Employee Contracts Employees – particularly those in the target group of sub-fifteen thousand salary - no longer view

employment as a “mai baap” relationship that will last a lifetime but a taxicab relationship that is short and intimate. The ideal structure allows both sides to take each other a test drive. Companies never hire people to fire them but they obviously need a judicious mix of temporary staffing, permanent hiring, apprenticeships, consulting, outsourcing, etc. to balance flexibility with continuity. 6. Salary, Benefits and Compliance Hygiene Many domestic consumption firms outsource the plumbing of salary and benefits for their sales or service force to their dealers. But wage transmission losses, compliance, benefit deduction but no deposit, etc are common and the most cited reasons for the high employee turnover. So putting hygiene like Service Level agreements, multi-modal self-service (call centre, email or web), SMS communication, etc is important infrastructure that complements the more glamorous components of the chain. 7. Performance Management Companies that do not hold their bad performers accountable punish their good performers. But performance management infrastructure like automated attendance, sales reporting, customer feedback, etc are often viewed as important inputs into fixed and variable compensation management. But their more important application lies in increasing the learnability and self-healing abilities of supply chain components like assessment, training delivery and
financing, and sourcing. Doing business in India requires companies to substitute for the state in many ways; generating power, providing transport, security and much else. Often this hardware has been a source of competitive advantage. But as the corporate landscape matures, companies realize that their true equity does not sit on their balance sheet but goes home every night. So, the sources of competitive advantage are shifting from hardware like machinery or distribution access –low hanging fruit that money can buy – to human capital. This creates an interesting challenge & opportunity for domestic consumption companies because India is too big and the million negotiations of democracy too slow for them to wait for public policy to fix the people supply chain. The productive capabilities of a country are not like oil - which will run out - but like wind power which is potentially infinite. Similarly individual capabilities are not like shoe size or height – which are cannot be changed– but like muscles which can be developed by working out. This supply chain view of a country or individual capabilities is not only an optimistic view of life – a better way to live your life or build a company in our view - but also a happy congruence of doing well by doing good. In fact, the companies that win will be those that act decisively, swiftly and boldly about their staffing. If strategy is defined as the art of creating an unfair advantage – a gun in the knife fight – it is clear that companies who creatively create, configure and catalyze their people supply chains in India will create an advantage that is hard to replicate. Video analytics coupled with video surveillance system enables security personnel and related agencies to receive alerts “as they happen”. This level of data sharing and interoperability helps in lowering response times. Depending on the threat, these several agencies are able to work collaboratively within the same situational awareness platform over multiple networks. Further it raises overall situational awareness during real-time events. Video analytics integrated with other data, or by itself, makes an impact on the enterprise’s overall bottom line. Integrating security video and video analytics into a total resource brings people at different levels and departments together and makes security more effective and efficient.
Business Intelligence Stored Video Data for NonSecurity Apps. Video surveillance data requires a huge amount of storage space. Costs associated with this are borne entirely by the Security department and in times of budget constraints this, at times, becomes prohibitive. Security personnel find it overwhelming to monitor and review all the video data. Analytics saves time & effort and tags ‘incidents’ that need to be reviewed by the security personnel. Further, the use of analytics makes it possible for ‘other departments’ in an enterprise to gain better information from the stored video. Analytics enables the data to be of use to others in the enterprise. This in turn helps data storage costs to be shared.
Analytics, storage, access control databases and other security control devices provide very useful information for business intelligence. There is a marked shift in the application of security technologies. While security video will necessarily continue to be used in preventing and solving crimes, there is a growing trend for applications to help businesses save money & operate their businesses more efficiently. For example, security video integrated with analytics can alert the Management to keep track of queues and to take appropriate action. Video data can be used to analyze traffic patterns and ‘service’ lanes can accordingly be adjusted to reduce waiting times. Such analytics offers

Advances in hand held devices, in applications and in the availability of bandwidth, has made it possible for real time access to video. Security staff using a Web-based solution can view, review, export and share data on any browser-enabled device. It is reported that Managers that use mobile business intelligence are able to make decisions in almost one-third of the time that it takes managers who don’t use mobile business intelligence. Mobility offers anytime, anywhere viewing for convenience, speed, sharing and more accurate response. Analytics for Queue Management

Mobility Mobile analytics implementation puts information at the fingertips of front-line personnel – anytime, anyplace, anywhere. Managers using mobility are able to make, instant, in real-time, operational decisions that keep the organization running
smoothly. In contrast, decisionmakers that only have access to conventional ‘deskbound’ security data do not have this freedom. They are restricted in the time windows available to them to make decisions. Analytics helps reduce false alarms Video analytics helps in reducing false alarms by providing assistance in distinguishing legitimate threats from benign activity such as blowing foliage, waves and animals on premises. With user-defined rules, pattern recognition and self-calibrating analytics that enable the system to adapt to the environment and “learn” to disregard some non-events, video analytic solutions can help filter out non-threatening activity before an alert signal is sent. This saves cost and time associated with responding to false alarms. Besides, fewer false alarms results in an increase in confidence in the security system among the Security staff. This finds greater application in challenging environments such as Ports and remote utility sites that are susceptible to extreme conditions.
More Standardization As video analytics evolves, so do
industry-wide standardization efforts, that better ensure reliability and interoperability among components of a total video system. The Physical Security Interoperability Alliance (PSIA) is a global consortium of physical security providers, focused on promoting the interoperability of IP-enabled devices. This includes a specification for video analytics. It enables video analytics to more easily and consistently integrate with video management systems and physical security software platforms through standard interfaces. The specification defines a standard way to share video analytics capabilities supported by an intelligent device to output, receive, store and use various video analytic events. The open interface addresses event output including security alerts, counting events and analytics system health messages. The interface also supports the streaming of object metadata output, which includes foundational analytic output regarding all objects tracked by the analytics, including object classification, bounding box data and velocities. Open Network Video Interface Forum (ONVIF) is another leading standardization initiative for IPbased physical security products. This too has an ONVIF Core Specification, which covers video storage devices and video analytics engines, in addition to cameras and encoders. Standards help the buyer to make decisions that can better ensure return-on-investment and smoother integration of components and software.

Tanzania’s Puma Energy thwarts thieves with Hikvision Technology
G
anesh R. Iyer, Head of Sales & Business Development at ComSec Security Systems Ltd., had a number of significant security hurdles to overcome when designing a CCTV overhaul for Puma Energy’s Head Office & Depot facility in Dar-EsSalaam, Tanzania. This Puma Energy facility, consisting of both an office headquarters complex and a oil processing depot, is Tanzania’s largest oil refinery. Dar-Es-Salaam, the nation’s biggest and richest city, underscores the importance of the facility’s larger relevance in the region. However, installing a CCTV solution wasn’t simply a hardware issue. As Mr. Iyer explained, “Of course, combating issues such as theft, as well as safety, were paramount. However, this solution was asked to do something more: help change an unfortunate cultural norm that readily looks the other way in issues of theft.”
As such, Mr. Iyer looked to Hikvision to help: • upgrade a pre-existing and underperforming CCTV system • take into account the stark differences between the office and depot environments • design a unique, two-pronged, CCTV method for both environments • combat a larger cultural acceptance of theft that is gradually ruining the economy
IP Replaces Lagging Analog Originally, Puma Energy purchased this facility from British Petroleum With the facility, Puma Energy also acquired BP’s existing CCTV solution. However, the new owners found the previous analog system unsatisfactory. Thus, Tanzanian-based ComSec Security Systems Ltd. was contracted to act as turnkey contractor of a new CCTV solution
to dramatically improve overall video quality. In order to meet Puma Energy’s goal of a high-quality CCTV surveillance system, Mr. Iyer opted for a completely new CCTV model: an IP system on a fiber-optical backbone communication ring with industrial-grade switches in the field. While this IP-based infrastructure provided the means to improve the CCTV system’s performance, ultimately what would make-or-break the solution was the choice of hardware in the field. In this regard, Mr. Iyer chose Hikvision for both his camera and NVR needs.
Divergent Challenges However, as previously noted, this overall facility is actually comprised of two highly-divergent work environments. Obviously a modern office building poses a different set of security questions when compared to an outdoor petroleum refinery. Regardless, both aspects of this facility brought unique challenges that needed to be overcome. In the Head Office, Mr. Iyer elected to go with Hikvision’s DS-2CD2712F-I 1.3MP Vari-focal Network IR Dome Camera for his IP camera needs. In this case, Mr. Iyer decided that “flexibility was key. We needed a camera that is able to quickly adjust its view and provide great resolution regardless of shorter or longer distances. This camera’s 2.8 - 12mm vari-focal lens gives us a great many viewing options.” This is of particular significance Continue on page no.108

in the reception area. Previously, fixed camera lens forced logistical problems. Now, the vantage can be quickly changed from the reception desk to the main door, to illustrate but one example. Additionally, DS-2CD2712FI’s IP66 rating and vandal-proof housing solved an earlier problem. Mr. Iyer explained, “Previously, due to the indoor location, there have been issues where cameras were tampered with. Now, due to the sturdy nature of these new cameras, it would take a considerable amount of time to actually disable the units. This would not go unnoticed ... hence providing a great camera for access control and safety issues.” Staying indoors, Hikvision’s DS-7732NI-SP 32 Channel NVR provides the means to record all these HD camera video images. Located in a centralized control room, the DS-7732NI-SP provides 32 channels for the Head Office. Currently, not every channel is needed, which also supplies an additional futureproofing aspect for later needs. However, of current importance is the DS-7732NI-SP’s 4 SATA HDD interface of up-to 4TB each providing the means for Puma Energy’s 3 to 4 week video-storage requirement; while the up-to 5MP

recording resolution ensures the pictures will be of the highest quality, regardless of when viewed. Moving outdoors and into the large refinery facility, is the DS2DF1-718 IR Speed Dome. Taking advantage of a 36x optical zoom and a 16x digital zoom, the DS-2DF1-718 proves a perfect tool for perimeter security. In fact, even adjoining facilities can now be clearly seen. Notably, “With this camera’s up-to 80m IR range and 36x zoom, we get excellent coverage in the evening ... a time when most issues of theft historically occur,” explained Mr. Iyer.
Also placed throughout the refinery, the DS-2CD2612F-I 1.3MP Vari-focal IR Bullet Camera helps secure the environment. Mr. Iyer notes that due to the oscillating lighting challenges, this camera’s upto 30m IR range and true day / night feature is paramount. Additionally, Digital WDR has proved an important function to compensate for the difficult bright and dim background lighting changes that the outdoor refinery experiences daily. However, as with indoors, the DS-2CD2612F-I’s 1.3 megapixel high resolution is vital to provide the sought-after resolution upgrade. For the refinery, the DS-9664NIXT 64 Channel NVR was chosen for its robust storage combined with 160 mbs bitrate and up-to 5MP recording resolution for improved image clarity.
Slowly Changing a Culture Mr. Iyer stresses that all of these tools help to ultimately combat the biggest threat to both Puma Energy and Tanzania’s overall economy: the acceptance of a culture of debilitating theft. Mr. Iyer noted that it isn’t an issue of petty or grand theft, instead it is the idea that theft is okay that ultimately does the most damage. “The reality is, in Tanzania, the best recourse is a high-quality reactive CCTV solution. Of course, given unlimited funds, a proactive solution with both technology and liberal manpower would be great, but this is unrealistic. However, with our new Hikvision CCTV solution featuring greatly-enhanced resolution, thieves now understand that they will be ultimately caught. We have already seen noted improvement in this area,” he summed up.
