For the past 11 years, as we’ve been putting out the magazine you read every month, we’ve also been busying ourselves behind the scenes, crafting something new and different. The revamp, coming after more than a decade since its inception and has been done keeping in mind the changing times and provide readers with a variety of finely curated and filtered information and features. The whole booth became a chock-ablock. It was an incredible sight to see many visitors spilling out of the Dahua booth as they jostled for space and vied with one another for vantage points to watch the presentation. They deftly handled numerous questions posed by the inquisitive visitors and cleared their doubts. A day -long video presentation on each security product helped the visitors to understand the

VdS-FireSafety Cologne 2018 with a multifacet-ed programme & numerous visitors from home and abroad For many fire prevention and protection professionals, VdS-FireSafety Cologne is the most important industry event at the end of the year. This was once again confirmed by the 7th VdS-FireSafety Cologne, which took place at the Cologne Exhibition Centre on December 4th and 5th, 2018. More than 100 exhibitors presented product innovations and live demonstrations at the major international trade fair, and a total of 3,300 visitors came to find out about current developments in the industry in the exhibition hall and at the expert conferences held at the same time. They also took ad-vantage of the numerous networking opportunities.

Well-filled themed forums The themed forums in the exhibition hall, to which all visitors had free access, were very popular. For the second time, the Future Fo-rum Fire Protection was presented, this year with the motto “Today Vision – Tomorrow Everyday Life”. In the mornings of both days, ex-perienced experts gave lectures on innovation topics and answered the questions of the trade fair visitors. In the afternoons, universities and manufacturers presented current findings, solutions and trends on the same stage.

Fully booked expert conferences The seven high-calibre expert conferences that took place parallel to the trade fair in the halls of Cologne Exhibition Centre were also extremely popular, many of them fully booked. Among other things, the new conference “Security and Alarm Management – From Planning to Intervention”, which dealt with the convergence of fire prevention and protection, security services and optimally integrated emergency response, the compact seminar “Construction and

Fire Protection in Northrhine Westfalia” on the new state building regula-tions, which will soon come into force, and the two-day international conference “Fire Extinguishing Systems” with case studies from Germany and abroad were available for selection. The international-ly oriented programme also attracted many guests from abroad to Cologne Exhibition Centre; for example, the expert conferences were booked by visitors from 20 different countries.

Major trade fair and launch of international campaign More than 100 exhibitors presented innovations and trends from various areas of preventive fire protection. Siemens presented its new international “Protection matters” campaign for the first time at VdS-FireSafety Cologne. It deals with the interlinking of the various fire protection professions (detection, alarm and evacuation, extin-guishing, building and hazard management), which ideally are planned together from the outset. Siemens offers a comprehensive portfolio as well as planning aids that considerably facilitate the in-tegration of the professions (more on this at siemens.de/protectionmatters). “We used VdS-FireSafety Cologne to present our brand-new campaign, because here we meet an interested audience of experts in a very targeted manner. The feedback from the visitors was very positive. We are particularly pleased that the market

per-ceives us as a driver for digitalisation in fire prevention and protec-tion,” says Carsten Meißner of Siemens.

Live demonstrations and tours of the trade fair At VdS-FireSafety Cologne there was a large variety of live demon-strations of the latest fire prevention and protection technology. These included, for example, a sprinkler system with foam admixture by FireDos and sprinkler demonstrations by Minimax Polska, in which the functionality of alarm valve stations and the spray pat-terns of sprinklers could be observed. VdS demonstrated original test equipment from the VdS fire detection laboratories: a rotating device in accordance with EN 54-12 for testing optical smoke detec-tors and a smoke box in accordance with EN 54-20 for testing aspi-rating smoke detectors. The new offer for a total of three trade fair tours was also gladly tak-en up, during which interested visitors were shown selected product innovations and live demonstrations.

CUT RESISTANCE: CHOOSING THE RIGHT GLOVE When choosing a glove for cut resistance, the first instinct might be to go big – thicker yarns and heavier materials to keep workers’ hands protected. But not all workplaces are created equal, and in some, bulkier protection is a danger, as workers lose out on fine motor control and may be tempted to remove their gloves. However, studies have shown that not wearing gloves is the leading cause of workplace hand injuries. Hikvision launches thermal deep learning bullet cameras Hikvision, the world’s leading supplier of innovative video surveillance products and solutions, has released updated versions of its thermal deep learning bullet cameras, which will bring enhanced capabilities to perimeter security, including advanced fire detection technology. The new

single-screw bracket for the cameras is designed with installers in mind, too. Its small size and neat, stable design makes it convenient to install and adjust the angle freely, either by wall, ceiling or stand mounting. Safety in Welding

S

afety is a critical consideration for any welding project. Arc welding is a safe occupation when proper precautions are taken. But, if safety measures are ignored, welders face an array of hazards which can be potentially dangerous, including electric shock, fumes and gases, fire and explosions and more. Welders are members of an occupational group which is exposed to a number of different environmental problems: • Electricity • Electromagnetic fields • UV, IR and visible light radiation • Air pollution • Fire and Spatter • Noise • Ergonomics To help keep welders safe, organizations such as the American Conference of Governmental Industrial Hygienists (ACGIH) and the Occupational Safety and Health Administration (OSHA) offer safety guidelines to help control, minimize or to help employers and workers avoid welding hazards. Employers should ensure all workers have an opportunity to comply with the following important guidelines in the workplace: • Read and understand manufacturer instructions for equipment • Carefully review material safety data sheets

• Follow the company’s internal safety practices • Awareness of the most common welding hazards and knowing how to avoid them ensures a safe, productive work environment for all.

Electric shock Electric shock is one of the most serious and immediate risks facing a welder. Electric shock can lead to severe injury or death, either from the shock itself or from a fall caused by the reaction to a shock. Electric shock occurs when welders touch two metal objects that have a voltage between them, thereby inserting themselves into the electrical circuit. For instance, if a worker holds a bare wire in one hand and a second bare wire with another, electric current will pass through that wire and through the welding operator, causing an electric shock. The higher the voltage, the higher the current and, thus the higher the risk for the electric shock to result in injury or death. The most common type of electric shock is secondary voltage shock from an arc welding circuit, which ranges from 20 to 100 volts. Bear in mind that even a shock of 50 volts or less can be enough to injure or kill an operator, depending on the conditions. Due to its constant change in polarity, alternating current (AC) voltage is more likely to stop the heart than direct current (DC) welders.

To avoid secondary voltage shock, welding operators should wear dry gloves in good condition, never touch the electrode or metal parts of the electrode holder with skin or wet clothing and be sure to insulate themselves from the work and ground, keeping dry insulation between their body and the metal being welded or ground (such as a metal floor or wet surface). ADOR Welding Limited (AWL) offers a wide range of PPE (Personal Protective Equipment), like Welding Gloves, Safety Shoes and other safety products to ensure the welders’ safety. In addition, AWL offers VRD (Voltage Reducing Device) as a built-in feature as an option, and also VRD Units which can be fitted externally to any AC or DC SMAW Welding machine, which keeps the secondary voltage down to a safe level of 18-20 V when no welding is being done (machine switched on, but in idle condition). Full welding power is automatically enabled whenever the welder strikes the welding arc. An even more serious shock, primary voltage shock, may occur when a welder touches electrically “hot” or “live” parts inside the welder case or the electric distribution system to which the welder is connected. a shock of 230 or 415 volts. AWL offers ELCB as an option in their welding machines to completely eliminate this hazard.

Fumes and gases Overexposure to welding fumes and gases can be hazardous to the health of the welder as well as any other person who is working in the vicinity of the welding area. Welding fume contains potentially harmful complex metal oxide compounds from consumables, base metal and the base-metal coatings, so it is important to keep the head out of the fumes and use enough ventilation and/or exhaust to control the exposure to substances in the fume, depending on the type of rod and base metal being used. The specific potential health effects which relate to the welding consumable product being used can be found in the Health Hazard Data section of the Safety Data Sheet available from the consumable manufacturer. Welding areas require adequate ventilation and local exhaust to keep fumes and gases from the breathing zone and the general area. In most situations, a ventilation system- such as a fan, and an exhaust system or fixed or removable exhaust hoods- to remove fumes and gases from the work area are provided. Fire and explosions Welding arc creates extreme temperatures, and may pose a significant fire and explosions hazard if safe practices are not followed. While the welding arc may reach temperatures of 10,000 degrees Fahrenheit, the real danger is not from the arc itself, but rather the intense near the arc & the heat, sparks and spatter created by the arc. This spatter can reach up to 35 feet away from the welding space. To prevent fires, before beginning to weld, inspect the work area for any flammable materials and remove them from the area. Flammable materials are comprised of three categories: liquid, such as gasoline, oil and paint; solid, such as wood, cardboard and paper; gas, including acetylene, propane and hydrogen.

Ergonomics When welding heavy material manually and during assembly welding the loads are very static. Positioning welding also gives high loads. Ergonomic control of Welder’s position, arrangement of rotating tables (rotators and turn tables) is important to reduce welder fatigue and chances of poor weld quality.

Good common sense is also key. If opening cans of electrode, keep hands away from sharp edges. Remove clutter and debris from the welding area to prevent tripping or falling. And never use broken or damaged equipment or PPE. To keep up with the most recent safety practices, welding operators should utilize resources from the American Welding Society (AWS), OSHA and welding manufacturers. By following these safe practices and using common sense, operators can stay safe and keep production moving with no lost-time accidents. Why Safety Audit ? “Safety Audit is a statutory obligation under various legislations in India.” - R. R. NAIR 1.0 INTRODUCTION: An accident can happen to you at any time at any place. It can happen at home, while travelling, at play, or at work. It can bring distress to you by way of injuries or even death. For your family, it is a loss of bread earner. For an industry, it is loss of production and extra expenditure towards compensation. For a nation, it is loss of manpower. It is now recognised that accidents arising from unsuspected risks can result not only in injuries to employees and damage to plant and machinery, but also can have far-reaching effects on the commercial viability of a company. Almost always, as an aftermath of such accidents, resources of manpower and money are made available to determine causes and implement remedial action to prevent a recurrence. It is a fact, that if the same resources were utilised for the purpose of identifying the risks and eliminating them before incidents occur, reliability and profitability of a company would be increased. Safety audits can be carried out for determining several status of safety, health and environment of an organisation. It can also be conducted for determining the performance of a specific activity, for example: environment audit, energy audit, fire safety audit, building safety audit, hospital safety audit, etc. However, this article will focus the salient aspects of safety audit in general.

2.0 WHY SAFETY AUDIT: The word “Audit” has traditionally been associated with financial accounting procedures, but since late 80’s it has come to common usage in India in the field of industrial safety. Safety Audit means a systematic

critical examination of an industrial operation in its entirety to identify potential hazards and levels of risk. In other words, it is a study aimed to detect any potential dangers which might be present in an industrial operation with a formal report and action plan to eliminate or reduce the potential dangers. It also aims to disclose the strengths and weaknesses and the main area of vulnerability or risk of an organisation. Thus the safety audit is a useful technique applied to determine the effectiveness of a company’s safety programme. It is an accepted fact that a Safety Audit subjects each area of a company’s activity to a systematic critical examination with the object of minimizing loss. Everyone who is, in a way concerned with occupational health and safety would agree that it is essential to perform safety audits of a work place in order to detect any potential dangers which might be present there. Every company must have a method which will give a reasonable indication of: • how well a company’s program is working, in all its aspects. • how hazards are being recognised and controlled. • how unsafe acts are being eliminated. • how are accidents are being avoided. It may be reminded here that the injury frequency, cost of accidents, loss due to fire, number and type of injuries, etc. are quantitative rather than qualitative and are not always related to the quality of a company’s safety effort. What is needed, therefore, is a method which give a reasonable indication of how well a company’s safety programme is working in all its aspects and how accidents are being avoided without using only failures as a yardstick.

3.0 OBJECTIVES & SCOPE: 3.1 Objectives: With the development of the concept ‘total loss prevention’, which is an offshoot of a company’s safety activities, the need for the systematic study, as visualised in safety audit report, becomes very vital. The main objectives of a safety audit is to determine the effectiveness of the company’s safety and loss prevention measures. The objectives can be stated as under: 1. To carry out systematic critical appraisal of all potential hazards involving personnel, plant, services and operation methods. 2. To ensure that occupational health and safety standards fully satisfy the legal requirements and those of the company’s written safety policies, objectives and programmes. In general, the objectives should cover the examination and qualitative assessment of all facts of safety of every activity. The activities should include research and development, design, occupational health and hygiene, environmental control, product and public safety including storage, packaging, labelling and transportation as well as those associated directly with production-technical operation, maintenance, clearance certificates, emergency procedures, job descriptions and operating instructions, training, housekeeping and personal attitudes. 3.2 Scope: All activities of the company should be subject to audit. Inspections will cover the objectives laid down. However, if a work is to be brought up to an approved safety standard, it will also aim to contact individual workers or

representatives of workers: • to gain their involvement. • to encourage comments and suggestions relating to safety. • to invite co-operation in developing conditions which need corrections.

4.0 AUDIT SYSTEMS: A number of safety auditing systems are in existence. Various institutions and individuals or a group of institutions, for a period of time developed all these systems. Due to limitations of space, it may not be possible to deal with all the systems in existence. However, some of the most popular systems are listed below: 4.1 NOSA 5 Star System: The NOSA 5 Star system was developed by Mr. Bunny Matheson of National Occupational Safety Association (NOSA) of South Africa. It is based on very simple concepts of safety and its application appears to be largely concerned with housekeeping and orderliness. 4.2 NSCA 5 Star System: The NSCA 5 Star health and safety management system was developed by the National Safety Council of Australia (NSCA). Mr. Derek Viner designed this system in 1983 under contract to the NSCA. It is based on the concepts of risk and energy damage. However, it was revised in about 1997/1998 without the assistance of Derek Viner. 4.3 BSC 5 Star System: British Safety Council (BSC) developed this 5 Star Audit System. This system is based on the NOSA 5 Star System. It identifies 5 major elements and 73 sub elements. Recently, some amendments in the distribution of the sub elements have taken place, but essentially the system remains the same. 4.4 ISRS: The International Safety Rating System (ISRS) was developed by Frank Berd and Co-Workers at the International

Loss Control Institute (ILCI) at Georgia State University, USA, in early 60’s and was sold to Det Norske Veritas (DNV) in 1997. It is based on the concepts of ‘management of safety’, which reflect the ideas of 1930’s viz., ‘Unsafe Acts’ and ‘Unsafe Conditions’. The system measures management performance in 20 elements of a loss control programme. 4.5 RCRS: The Risk Control Rating System (RCRS) has been developed by Derek Viner Pvt Ltd, Australia and is based on the modern management concept of risk control i.e. safety is an acceptable level of risk. 4.6 Pellenberg Audit System: The name Pellenberg Audit System (PAS) derives from the place where the designers gathered many times to develop the system. Incidentally, the designers gathered in a building of the Catholic University of Leuven at the Maurissens Chateau in Pellenberg. PAS encompasses an entire set of criteria that a superior company prevention system ought to meet. The criteria are classified in accordance with ISO Standard Systems. 4.7 OHSMS: Occupational Health and Safety Management System (OHSMS) is a coordinated and systematic approach to managing health and safety risks. OHSMSs help organisations to continually improve their safety performance and compliance to health and safety legislation and standards. In doing so, they established safer working environments that protect people at work by eliminating, or better managing, health and safety hazards. OHSMSs are based on a common set of key elements. These elements include: management leadership, employee participation, hazard identification, hazard prevention and control, education and training, and program evaluation and improvement. Since 1999, the International Labour

Office (ILO), numerous countries, and other organizations have developed OHSMS guidelines. The International Labour Office (ILO) has brought out Guidelines on OHSMS in 2001. The American National Standards Institute (ANSI) developed a U.S. consensus standard on OHSMS with the American Industrial Hygiene Association (AIHA) in 2005 entitled ANSI/AIHA Z10. Canada developed guidelines in 2006 entitled CSA Z1000. Australia and New Zealand have several OHSMS standards and guidelines as well. 4.8 BS ISO 45001:2018: The Occupational Health and Safety Assessment Series (OHSAS) 18001 is a well-known British standard that was developed in 1999 by more than a dozen international bureaus and certification bodies. The OHSAS Standard 18001 specifies requirements for an occupational health & safety management system to enable an organization to develop and implement a policy and objectives which take into account legal requirements and information about occupational health and safety risks. It is intended to apply to all types and sizes of organizations and to accommodate diverse geographical, cultural and social conditions. The OHSAS Standard 18001 and the accompanying OHSAS 18002 (Guidelines for the implementation of OHSAS 18001), have been developed in response to customer demand for a recognizable occupational health and safety management system standard against which their management systems can be assessed and certified. OHSAS 18001:2007 has been developed to be compatible with ISO Standards such as, ISO 9001:2000 – Quality Management Systems and ISO 14001:2004 – Environmental Management Systems, in order to facilitate the integration of quality, environmental and occupational health and safety management systems by organizations. However, in 2018, the BS OHSAS 18001:2007 was superseded by the British Standard BS

ISO 45001:2018, which is now popularly known as ISO 45001. 4.9 IS 14489:1998: Bureau of Indian Standards published IS 14489 – Code of Practice on Occupational Safety and Health Audit, in 1998. The standard is an exhaustive one and more suited for Indian Industry. The standard dealt with various aspects of safety audit such as definitions, scope, goals, objectives & responsibilities, auditing methodology, preparations of audit report and its implementations, etc. The standard also gives three annexures viz.: (i) elements of occupational safety and health system, (ii) types of records to be examined during the safety audit and (iii) safety audit questionnaire. This standard is general in nature to permit it to be applicable or adaptable to different kinds of organisations and therefore, each organisation should develop its own specific procedures for implementing the standard. It may be reminded here that, the standard does not cover audit of environmental management system for which a separate Indian standard IS / ISO 14001 is available.

5.0 ELEMENTS OF AUDITS: The elements of an audit system can be stretched to any extent depend upon the type and size of the organisation. However, a safety audit should focus the following areas: • Identification of possible lossproducing situations. • Assessment of potential losses associated with these risks. • Selection of measures to minimise losses. • Implementation of these measures within the organisation. • Monitoring of the changes. For conducting an effective safety audit of an organisation, various elements are to be considered, and some of them are listed below: 1. Occupational safety & health policy 2. OS & H organizational set-up

It may be kept in mind that the checklist is a vital tool for the successful completion of the safety audit. It serves as a guide to the inspection process. It helps as a reminder of what to look for in the site. It also helps for on the spot recording of all findings and comments by the auditors. If the checklist is carefully constructed, the answers can reveal many of the key areas needing attention. The checklists are prepared in detail and can be further developed depending upon the type of plant to be audited. Utmost care should be taken to prepare the checklist. It should be a comprehensive list. However, it may be reminded here that no checklist is completely comprehensive. All the checklist may not find the same degree of usefulness in all the industries. The usefulness may vary from industry to industry. Auditing experiences will reveal the need for supplementing or modifying the list. Most of the audit systems provide a checklist or questionnaire. It may be noted here that there is no hard and fast rule that the safety audit system should follow a particular checklist or questionnaire. The auditors are at liberty to use any checklist or questionnaire or modify the same according to their needs. Of course, in principle, the auditors should prepare their own checklist or questionnaire based on the activities carried out by the auditee and the scope of the audit. If such a checklist or questionnaire is prepared, it can serve most, than the standard checklists or questionnaires available elsewhere. No doubt, the preparation of a safety audit checklist or questionnaire is a time consuming process and therefore many of the auditors prefer to use a standard checklist or questionnaire.

An important prelude to the onsite safety audit is the examination of the past accidents records together with the preparation and submission of the checklist or questionnaire.

A qualitative and quantitative assessment of health and safety performance activity is a must, if the audit has to be carried out with an objective of improving safety and health

conditions in a plant. The qualitative and quantitative evaluation of health and safety performance activity can be assessed by various methods. The first known document on health and safety performance activity standard appeared in an article form entitled “A Quantitative and Qualitative Measurements in Industrial Safety” by Diekemper and Spartz which was published in December 1970 issue of American Society of Safety Engineers (ASSE) Journal. It gives a list of activities and activity standards. The members of the working party of the Work Safety Committee of the British Chemical Industry Safety Council (BCISC) found the importance of this document while preparing a publication entitled ‘Safety Audit – A Guide to Chemical Industry’ which was published by the Chemical Industries Association (CIA), U.K. in 1972. Since then this standard is popularly known as ‘BCISC/CIA Standards’. Dow Chemicals Company Limited of U.S.A., has further modified the list of activities and activity standards developed by Diekemper and Spartz. The adapted version of this standard is popularly known as ‘Dow Chemical’s Standards’. The methods recommended by BCISC / CIA Standards and Dow Chemicals Standards provide a qualitative assessment for safety activities of a company. It not only sets out in detail various aspects to be checked, but also provides a rating form by means of which standards may be compared within an organisation. These standards also suggest the methods for a quantitative assessment of health and safety performance. The quantitative assessment can be worked out by assigning numerical values to each level of performance, for example, Score 0 for Poor Performance; Score 5 for Fair Performance; Score 10 for Good Performance; Score 15 for Excellent Performance. If necessary, each activity can also be given a weightage depending on its relative merit. The weighted ratings for all activities are

added up to give the total score. The total becomes the overall score for the location. The preparation of a health and safety performance activity standard and the auditor’s recommendation for improvement is a time consuming affair. The performance activity standard being a part of a safety audit report, the responsibility of preparing such a standard and the recommendations lies with the auditor. It can be prepared only when the auditor is having a good grasp of the operations and health and safety activities carried by the auditee. The auditor should also have a thorough knowledge of the existing statutory requirements applicable to the activities carried out by the auditee. The methods suggested in the BCISC/CIA Standards and Dow Chemicals Standards can guide the auditor in preparing a performance activity standard for an organisation. However, it should be borne in mind that the auditor must be objective in his assignment. His evaluation should be free from bias. His objective should be to guide the management in enhancing the performance of health and safety activity in the organisation.

8.0 AUDITING TEAM: A safety audit can be carried out by a team of internal auditors or a team of external auditors. It may be noted here that the audits should be tailored to the needs of the organisation, i.e. a small organisation with few employees and carrying out low risk operations does not necessarily require a comprehensive audit regime. Where there are safety representatives of the employee, they should be encouraged to participate in the audit exercise. Involvement of an organisation’s managers, supervisors and workforce, in specific audits, with trained auditors, helps to develop their expertise. 8.1 Internal Safety Audits: Internal audit is normally in the form of safety inspection, safety tour, safety

sampling, safety observations, etc. These audits are carried out by the staff of the Safety Department or by the members of the Safety Committee or some other team, members of which are drawn from different departments or functions within the company. In-company audit teams have greater familiarity with the specific technology in use, company practices and work culture, particularly in relation to the company’s safety standards and programmes. Their long years of experience and detailed knowledge of their companies’ operations helps them to probe much better than external auditors, particularly in relation to accidents/hazards that have occurred at other locations within the company. By virtue of their specific experience in the company, they may be able to give greater details in their recommendations, which would facilitate implementation easily. However, they are sometimes constrained by the fact that their experience is limited to their particular plant or company or industry. Further, their knowledge of statutory provisions and non-statutory standards may also be relatively limited. Such limited experience also could lead to unwillingness to accept changes and in some cases to a blinkered approach i.e. this is impossible to implement. 8.2 External Safety Audits: Comprehensive audits cover the whole site or whole health and safety programme and may involve participation by large numbers of employees. Trained auditors, independent of the area under audit, are required for comprehensive audits, which should occur at a frequency that allows sufficient time for corrective action and development of new initiatives. The main benefit of such audit is that they are third party and therefore relatively free from bias and give an independent professional evaluation to the top management of the safety

status of the plant. Further, such audits are carried out by highly experienced professionals. A comprehensive safety audit is generally done by an external audit team. There are many organisations or agencies carrying out such audits in India. Such agencies have a wide range of experience of auditing across different companies and industrial sectors as well as across different plants within a particular industry. They also have better knowledge of statutory provisions, and non-statutory standards as well as prevalent good practices being followed in industry. They are, therefore, able to bring to their findings the best possible recommendations.

9.0 FREQUENCY OF AUDIT: The frequency of a safety audit will depend upon the nature and type of activities carried out in the factory or in an organisation. The clerical work, for example, will not be subjected to the same frequency of auditing as chemical production or maintenance work. The frequency also depends upon the timeframe stipulated by various legalisations in the country. A reasonably general guide is that an audit should be carried out once every year. Of course, this can only be a rough guide and more frequent auditing will be necessary for areas having high risk. Audits should be carried out at a frequency that prevents decay of the health and safety management arrangements. Much will depend on the level of risk associated with the organisation’s activities. Small organisations with low risk activities may need only to audit once a year. However, for larger organisations with higher risk activities, audits may be required every three to six months. The initial audit may be the most difficult, particularly if control of risks is ineffective. If controls are then enforced following the initial audit, subsequent audits will become simpler, for example, once the relevant standards have been set and enforced, a monthly spot audit of

PPE compliance is easy to carry out and very effective.

10.0 LEGAL REQUIREMENTS: In our country, the safety audit is not a legal requirement as per the Factories Act, 1948. However, if one studies the act in detail, the ‘general duties of the occupier’, specified under Section 7-A of the Act, it become apparent that by carrying out a safety audit and doing the necessary monitoring/follow-up, most of the obligations under the section are fulfilled. Though various Factories Rules framed under the Factories Act, 1948, does not specify safety audit as compulsory, safety audit is highlighted in many of the safety functions listed in Factories Rules brought out by various states. For example, Rule 73-J (e) of Maharashtra Factories Rules, 1963, does specify that functions and duties of the Safety Committee which shall deliberate on safety audit. Also Rule 73-L, Sub Rule 5 (e) insists for a ‘health and safety policy’, which should specify the relevant techniques and methods such as safety audit for periodical assessment of the status of health, safety and environment. Although, Rule 10, Sub Rule (4) of the Manufacture, Storage and Import of Hazardous Chemicals Rules 1989 framed under the Environment (Protection) Act, 1989, has no direct focus on safety audit, the amendment carried out on 3rd October, 1994, which clearly lay down the provisions on safety audit. As per the amended rules: • the occupier of both the new and the existing industrial activities shall carry out an independent safety audit of the respective industrial activities with the help of an expert, not associated with such industrial activities. • The occupier shall forward a copy of the auditor’s report along with his comments to the concerned Authority within 30 days after the completion of such Audit. Many of the Municipal Corporations in India also insists for a safety audit report whenever the industries approach for

a licence to manufacture certain items. The Industrial Development Bank of India (IDBI) and several other agencies also insist for a safety audit report as one of the conditions for granting finance for expansion or diversification.

11.0 MANAGEMENT’S ROLE: Management’s role is very important for the success of a safety audit. An essential requirement of an audit system is that it should originate with the policy making executive of the organisation. The system and its objectives shall also be meaningful to the line management who, must not only understand and accept it, but also be prepared to adjust their own safety and loss prevention activities in accordance with indications, deficiencies, and trends revealed by it. The senior management is the authority for the audit system, as the implementation of the recommendations of audit may need policy decisions and capital expenditure. When health and safety became an integral element of the management process, audits become important activities for management. Regular audits of the work place are excellent management tools to be included in an accident prevention policy. Safety audits allow a proactive approach. Organisations, which successfully manage health and safety, display a number of common characteristics and one of the most significant is the deployment of regular health and safety audit and inspections. Many of the most successful organisations are able to demonstrate good health and safety performance. Effective health and safety management increases profitability by minimizing accidental losses, as well as ensures compliance with the law.

12.0 CONCLUSION: A safety audit subjects each area of an organisation’s activity to a systematic critical examination with the object of minimising loss. It aims to disclose the strengths and weaknesses and the main

area of vulnerability or risk. Regular safety audit is a statutory obligation under various legalisations in India. There are a number of auditing systems in existence. The most popular and the latest one is ISO 45001, which have been developed in response to customer demand for recognisable occupational health and safety management systems, which is compatible with ISO 9001 and ISO 14001 in order to facilitate the integration of quality, environmental and occupational health and safety management system. It is intended to apply to all types and sizes of organizations and to accommodate diverse geographical, cultural and social conditions. The auditing systems recommended by Bureau of Indian Standards (IS: 14489 – 1998) is an exhaustive one and more suited to Indian industry. The elements of an audit system can be stretched to any extent depend upon the type and size of the organisation. A safety audit report should contain health and safety performance activity standard and auditors recommendations for improvement. Management’s role is very important for the success of a safety audit. Regular audits of the workplace are excellent managerial tasks to be included in an accident prevention policy. The organisations, which successfully manage health and safety, deploy regular health and safety audit and inspections.

A

command centre or command centre (often called a war room) is any place that is used to provide centralized command. When all the functions of a command centre are located in a single room this is often referred to as a control room. It is a secure room or building that operates as the dispatch centre, surveillance monitoring centre, coordination office and alarm monitoring centre of the Organization. A command centre enables an organization to perform day-to-day operations, regardless of what is happening around it. Besides it functions in a manner in which no one realizes it is there but everyone knows who is in charge when there is trouble. It serves as a source of leadership and guidance, to ensure that service and order is maintained. Its tasks are achieved by monitoring the environment and reacting to events, from the relatively harmless to major crises, using

the video wall in a control room is to provide operators or control room users with true situational awareness and a common operating picture. Integration with social media is desirable as it enables sentimental analysis and easy correlation with other exceptions.
