Fire & safety equipment market: Sighting the bright future Fire & safety equipment market is poised to grow on account of rapid industrialization and stringent government regulations in India, every year, thousands of precious lives and assets valuing billions are lost in fire accidents in India. Though, the fire & safety norms do exist in the country, the implementation on ground is minimal. Various fire safety audits have concluded that majority of commercial establishments lack proper compliance of basic fire prevention norms. The scenario is quite similar in the country’s residential sector as well. Lack of proper implementation of stringent norms has resulted in the emergence of huge unorganized market that dominates the fire & safety equipment market in the country. Moreover, fire & safety equipment expenditure is often perceived by most of the companies in India as unproductive and fruitless, which continues to negatively impact the market. The country’s fire & safety equipment market has a strong growth potential and market revenues are expected to reach to about USD4.94 billion by 2019. The demand for fire & safety equipment is rising due to the country’s economic growth, rapid industrialization, as well as growing commercial sector and real estate industry. The fire protection market is highly fragmented and is majorly dominated by large unorganized players with strong regional presence. Presently, there are only a few players in the organized market with pan India presence. The market is also flooded with counterfeit products and cheap imports from China. Many state governments have now made it mandatory for commercial establishments to ensure proper compliance of fire safety norms. Another segment where we foresee huge growth is the Electronic Access Control portfolio. We have wide basket for Electromechanical and Electronic products sourced from our over 17 different brands across the globe such as Lockwood & Trimec (Australia), Sargent, Adams Rite, Securitron & HES (Americas), eff eff (Germany), MulTLock (Israel) amongst others.

Q. What is ASSA ABLOY product marketing strategy to confront the competition? ASSA ABLOY believes in meeting customer need with right value price and enhanced customer experience. We have created a dedicated product marketing team whose main

responsibility is to develop smart innovation solutions to secure customer premises. An interesting example of innovative solution we designed and developed was for an Oil Marketing Company wherein we integrated our access controlled locking solution with various third party system. The Tanker Truck Locking Solution (TTLS) is now an industry wide solution with allied companies from logistic vertical aggressively looking at replicating the solution. ASSA ABLOY believes in providing holistic integrated solution to the end customer which ensures it is always ahead of competition. We do not sell products but rather enable solutions based on customer needs and requirement.

Q. How do you account R&D activity in ASSA ABLOY? Some of the main drivers of the Indian economy include favorable demographics, a growing middle class, expanding Urbanization and high number of knowledge-based industries. India’s demand-led growth path, built around the consumer power of more than 247 million households, has created a thriving domestic market for both consumer and industrial goods. Q. Could you brief us the Indian & global scenario of electronic security systems and solutions industry? Indian - One unique feature of India is

Q. According to you what are the factors affecting the electronic security business? Today we can secure much more number of access points within the same budget as compared to few years back. With the increased awareness about connected virtual networks, infrastructure are bound to get more secure. Today we have economical security systems that are well equipped to handle the harsh challenges of outside environment like dust, rain, temperature extremes and so on. The market has also opened up to secure connected security systems and customers are now ready to pay premium for meeting their security requirements. The market was earlier driven by standalone economical products sourced locally; however now the industry is driven by smart & connected electronic security products which meets the fire & safety norms.

ONVIF Hosts 20th Developers’ Plugfest ONVIF®, the leading global standardization initiative for IP-based physical security products, hosted its 20th ONVIF Developers’ Plugfest in early June in Tokyo, a milestone that emphasizes the continued growth and demand for interoperable solutions. Developers and engineers from 22 ONVIF member companies gathered at the three-day event to test their implementations of ONVIF Profiles with other ONVIF Profile-conformant products. Developers can test their products independently for profile conformance, as well as test for interoperability between their devices and those from other manufacturers. With 47 members testing their implementations of the six ONVIF profiles, attendees logged

nearly 250 hours of testing. In addition to Profile interoperability tests, all ONVIF clients had the opportunity to test using the ONVIF Device/Client Test Tool. >From there, attendees were able to discuss with Test Tool developers any issues that arose during conformance testing. “The continued level of engagement from our member companies at what is now our 20th Developers’ Plugfest showcases the importance of interoperability to the industry at large,” said Per Björkdahl, chair of the ONVIF

Observing the paradigm shift bought by digital technology in past five years, we see a huge opportunity for IP Cameras & Access Control solutions. Segments possessing highest demands are government, defence, transportation, retail, banking and finance, critical infrastructure, oil and gas followed by upcoming sectors such as education and residential. India is at the cusp of a digital revolution with government focusing on Digital India. Security is a growing concern and with increasing crime rates security has become a need for everybody. The Indian market is finally moving towards integration of security solutions. Speaking specifically about the

Protecting Education Campuses with Advanced Video Surveillance Solutions

M

aintaining an educational environment that is conducive to learning requires, at a minimum, that we keep our school children safe and secure. It’s easier said than done, given the wide range of sizes and types of educational institutions. High-profile violence in educational environments highlight the urgency of the need for security and safety systems, and the challenges extend beyond preventing the active shooter incidents that grab headlines. In the United States, 79% of public schools recorded that one or more incidents of violence, theft, or other crimes had taken place, amounting to 1.4 million crimes. That translates to a rate of 29 crimes per 1,000 students. (See footnote 1 below) Security is a 24-hour challenge. Protecting our schools involves deployment of a range of security and physical hardening tools. Reducing risk requires that access to school buildings be controlled, while also preserving an ‘open’ campus atmosphere that promotes

a learning environment. Schools should be an inviting place for students and families, so technology solutions aimed at restricting access should be low-profile and unobtrusive. School security must also be designed in layers, or concentric circles of protection, starting at the school’s perimeter and working inward to secure individual classrooms and other internal areas.

How technology can help Video surveillance is a technology that is unobtrusive and can promote security beginning at the outermost boundaries of the school environment – at the perimeter and as automobiles drive onto school grounds. Surveillance can keep a silent and constant watch on people comes and goes. Furthermore, incorporating new artificial intelligence (AI) and deep learning technologies are increasing the real-time capabilities of video surveillance to provide early warning of a possible security threat as it enters a

campus. AI and deep learning analyse the content of video feeds and provide usable information to security personnel, including analysis of trends and real-time alarms when an event takes place. In addition to controlling perimeter access, video surveillance incorporating AI can also provide other benefits, such as keeping watch on a school campus after hours – before and after school, or even on weekends when extra-curricular activities may be taking place. The systems can monitor traffic flow and ensure that only authorized vehicles enter an area. The benefits of AI-driven video systems also enable greater effectiveness of systems that are not being actively monitored. Video feeds are analyzed in real-time and alarms can be raised only if there is a problem.

Use case: Controlling illegal parking and restricted areas at schools Whenever a vehicle passes into a restricted area on a school’s campus, the video system captures a vehicle image

and automatically provides significant data. Automated number plate recognition (ANPR) systems identify the license numbers of cars that enter a school’s parking entrance or gate and can match the numbers to a watch list and provide an alarm. The technology could also be used to monitor compliance with restricted areas; for example, to only allow vehicles that registered for a parking pass to park in a certain lot. Video systems with illegal parking detection can define a zone for no parking at a school. If any vehicle enters the area, the camera will be triggered to collect evidence. Images are captured of illegally parked vehicles, and the system provides data about when and where it occurred, the vehicle plate number and the parking violation.

Use case: Controlling ‘buses only’ and restricted areas Traffic cameras with deep learning technology can also identify and classify vehicles; in effect, to distinguish between small and large vehicles and even detect a vehicle’s make, model and colour. For instance, it is possible to differentiate between cars and buses in ‘buses only’ areas. Currently such cameras are more commonly deployed on public streets and highways, but the capability is there. The system can also capture images

and produce alarm data if a vehicle is driven in the wrong direction, such as into an exit-only lane or the wrong way on a roadway.

Use case: Facial recognition at school entrances Facial recognition can be used at school entrances and gates to promote security of students. Clarity is paramount when identifying faces, and cameras that provide wide dynamic range (WDR) can offset challenges such as backlighting on a bright day when the light behind a person coming in is brighter than the ambient light inside. Facial recognition systems can also be used inside school buildings. A facial recognition terminal installed at the entrance of a campus building or library can be configured to ensure that only registered students and staff have access to the buildings. People counting cameras can be used in cafeterias and libraries to provide daily or monthly traffic reports and to better understand peak times and arrange workflow accordingly.

Unified solution combines various applications Feeds from all the cameras can be managed, monitored and stored in an authorised security center, either located

on a campus or in a central location that combines camera feeds from multiple campuses in a school district, for example. In general, security staff can access surveillance data in a variety of ways, via a desktop, laptop, or mobile device. Such flexibility makes the job of security personnel easier. A campus police or resource officer can view video on a mobile device while patrolling the campus. Often video surveillance systems at schools are not monitored. School security personnel have more pressing duties than sitting in front of a video monitor, and it is difficult for operators to stay alert for detailed incidents that may be shown on the screen. Tedious and error-prone manual monitoring can now be replaced by more intelligent systems that provide alarms only when there is something to see.

he Titanic taught us about a fundamental lesson about icebergs: only a small part is visible above the surface. If we’re talking about data breaches, 2018 was the year we discovered the part of the iceberg floating below the surface. Data breach numbers are alarming, but the consequences of these data breaches are what’s impacting our privacy and security, and ultimately, trust. Equifax was fined over $600,000 for a breach exposing nearly 150 million records. Facebook investigated Russian activity attempting to influence the U.S. Presidential elections. The Marriott data breach was tied to Chinese hackers, and it was much more than just credit cards and passport numbers: it illuminated “the patterns of life of global political and business leaders, including who they traveled with, when and where.”

And to start off 2019, Google was the first company fined for violating the GDPR with a fine of over $50 million dollars. Despite all this information, people, not to mention companies, still are not taking significant measures to protect their online accounts. Aid for Smiling Angel – Hikvision Helps WWF and OPF Protecting Endangered Yangtze Finless Porpoise

O

n May 28, the Yangtze Finless Porpoise Conservation Project was launched in central China’s Hubei province. As part of this project, Hikvision will join forces with the World Wide Fund for Nature (WWF) and the One Planet Fund (OPF) to provide advanced products and technologies for protection of the Yangtze Finless Porpoise, the only aquatic mammal left in China’s longest river. When talking about endangered species in China, most people may immediately think of the Giant Panda. However, the Yangtze Finless Porpoise (renowned as “smile angel” for the iconic perma-grin, and cute as a panda), is even closer to extinction. The International Union for Conservation of Nature (IUCN) has identified it as “critically endangered”, with only about 1,000 of them remaining in the wild in 2017.

The good news is that more and more people have been working together in conserving the Yangtze River ecosystem, the home to the “smiling angel”. The Yangtze Finless Porpoise Conservation Project is just an example. By using Hikvision’s equipment such as underwater cameras and unmanned aerial vehicles, the project will support the nature reserve in monitoring the Yangtze Finless Porpoises’ habits as well as the hydrobiological environment in an efficient way. It will also be able to collect necessary data for the research on the porpoise’s life habits in natural waters and for the improvement of protection. According to Mr. Lei Gang, Director of WWF Wuhan region, the number of Yangtze Finless Porpoises in this area has grown from only about 20 to nearly 100. However, it still requires joint efforts of governments, enterprises, NGOs and

other social organizations to address the severe challenges and prevent those porpoises from extinction. As an important technical partner of this project, Hikvision is working closely with other partners to realize effective management of habitat patrol and protection for Yangtze Finless Porpoises. “In recent years, Hikvision has been deeply engaging in sustainable development initiatives, including our efforts to protect the Yangtze Finless Porpoise and the local biodiversity through innovative technologies”, said Mr. Fu Hao, Head of Hikvision Hubei Business Center in China.

Consider when welding that can be completed in minutes must be done at a height of 100 meters. In the absence of rope access teams, a contractor would have little choice but to erect 100-meter high scaffolding to allow workers to safely weld. Hence a job that would have taken days to complete using scaffolding, can be completed in a matter of minutes by a rope access team. When a rope access team is contracted to complete the job however it does justice by completing it in a timely

manner. Not only are rope access teams able to reach inaccessible areas quickly, but they are also affordable to employ as well. A contractor who urgently needs minor repairs done tens of meters above the ground could hire a crane to transport workers to the spot. Yet the cost of doing so is prohibitively high for most contractors, furthermore hiring a crane for minor tasks makes little financial sense. A rope access team can be contracted for a fraction of a cranes cost allowing contractors to complete projects at lowers costs than ever before. In the construction industry where timely completion of work at an affordable price is essential to all stakeholders, rope access teams are increasingly playing an important role. Aquila gloves – trends in industrial impact and cut protection PPE On site visits around the world we often see wrong gloves in the wrong working environment, cotton/nylon coated gloves in construction sites, for example where moving heavy objects is required. These gloves are not the best barrier for protection. We have observed that even in quarries and mines workers are using basic nylon coated gloves where it is clear that Cut Gloves should be used as: a/. a more robust glove on abrasion, b/. protection from sharp objects. Often this is results from a company cutting cost at the expense of workers, or simply that workers may not know better, as they are not properly educated by the safety managers, and because gloves are frequently not seen as the most important protective wear compared to say; hard hats and shoes. This is clearly a misguided approach since according to the U.S. Bureau of Labor Statistics nearly 20% of workplace injuries involve cuts and lacerations to the hand and fingers. Hand injuries occur frequently and can be most severe – in terms of lost working days they are considered only less important than back strains and sprains. A National Safety Council study in the U.S. reports that the cost of just one disabling hand or finger injury ranges from $540 to $26,000 per patient, while cost of serious upward extremity trauma can average at $730,000 per patient. In spite of this, people are still frequently wearing the wrong gloves, often because gloves are considered the lowest in the spectrum of safety gear they are always under the radar. Because they are consumables then people continue wearing inappropriate gloves.

Statistics reports that more than 70% of workers experiencing hand injuries were not wearing gloves at the time, and the remaining 30% of injured workers were not wearing the right type of glove. According to the American Society of Safety Professionals, two out of every five hand injuries are from cuts or punctures.

So – are you specifying the right glove for the safety of your workers and in the best interests of your company? A good example is the impact protection glove market where Aquila have considered using many different materials but choose to use TPE (thermalplastic elastomer) or otherwise known as TPR (thermalplastic rubber) for their impact pads for its comfort and wearability, so ensuring that users keep their gloves on and keep working longer, better and safer. How does it Work

Smart applications or software controls the IoT systems. They take inputs from sensors and give command to one or more devices towards providing different forms of automation. Examples of devices that will receive command include alarms, gas pipeline valves, exhaust fans, sprinklers, etc.

A gas leak detection system makes use of a sensor for detection of LPG leakage. The primary objective of the Gas leakage detection system is to detect the malfunctioning of the pressurized gas system in order to prevent the accumulation of the gases so that the explosion does not happen. Firstly, the gas detection devices sense the gas leak and sends the readings of the gas concentration of that room or area to the gas-monitoring device that

Keep Hazards at Bay & Make Welding a Pleasure by S.K. Palit

S

afety is a critical consideration for any welding project. Arc welding is a safe occupation when proper precautions are taken. But, if safety measures are ignored, welders can face an array of hazards which can be potentially dangerous, including electric shock, fumes and gases, fire and explosions and more. In order to help keep welders safe, organizations such as the American Conference of Governmental Industrial Hygienists (ACGIH) and the Occupational Safety and Health Administration (OSHA) offer safety guidelines to help control, minimize or to help employers and workers avoid welding hazards. Employers should ensure that all workers comply with the following important guidelines in the workplace: • Read and understand manufacturer instructions for equipment • Carefully review material safety data sheets • Follow the company’s internal safety practices Awareness of the most common welding hazards and knowing how to avoid them ensures a safe, productive work environment for all.

Electric Shock Electric shock is one of the most serious and immediate risks facing a welder. Electric shock can lead to severe injury or death, either from the shock itself or from a fall caused by the reaction to a shock. Electric shock occurs when welders touch two metal objects that have a voltage between them, thereby inserting themselves into the electrical circuit. For instance, if a worker holds a bare wire in one hand and a second bare wire with another, electric current will pass through that wire and through the welding operator, causing an electric shock. The higher the voltage, the higher the current and, thus the higher the risk for the electric shock to result in injury or death. The most common type of electric shock is secondary voltage shock from an arc welding circuit, which ranges from 20 to 100 volts. Bear in mind that even a shock of 50 volts or less can be enough to injure or kill an operator, depending on the conditions. Due to its constant change in polarity, alternating current (AC) voltage is more likely to stop the heart than direct current (DC) welders. It is also more likely to make the person holding the wire

To avoid secondary voltage shock, welding operators should wear dry gloves in good condition, never touch the electrode or metal parts of the electrode holder with skin or wet clothing and be sure to insulate themselves from the work and ground, keeping dry insulation between their body and the metal being welded or ground (such as a metal floor or wet surface). An even more serious shock, primary voltage shock, may occur when a welder touches electrically “hot” or “live” parts in-

Overexposure to welding fumes and gases can be hazardous to the health of the welder as well as any other person who is working in the vicinity of the welding area. Welding fume contains potentially harmful complex metal oxide compounds from consumables, base metal and the base-metal coatings, so it is important to keep the head out of the fumes and use enough ventilation and/or exhaust to control the exposure to substances in the fume, depending on the type of rod and base metal being used. The specific potential health effects which relate to the welding consumable being used can be found in the Health Hazard Data section of the Safety Data Sheet available from the consumable manufacturer. Welding areas require adequate ventilation and local exhaust to keep fumes and gases away from the breathing zone and the general area. In most situations, a ventilation system- such as a fan, and an exhaust system or fixed or removable exhaust hoods- to remove fumes and gases from the work area are provided.

Welding arc creates extreme temperatures, and may pose a significant fire and explosions hazard if safe practices are not followed. While the welding arc may reach temperatures of 10,000 degrees Fahrenheit, the real danger is not from the arc itself, but rather the intense near the arc & the heat, sparks and spatter created by the arc. This spatter can reach up to 35 feet away from the welding space. To prevent fires, before beginning to weld, inspect the work area for any flammable materials and remove them from the area. Ergonomics When welding heavy material manually and during assembly welding the loads are very static. Positioning welding also gives high loads. Ergonomic control of Welder’s position, arrangement of rotating tables (rotators and turn tables) is important to reduce welder fatigue and chances

of poor weld quality.

Other Safety Considerations Welders should also be aware of other safety considerations within the work environment. For example, those working in a confined space or in an elevated area may need to take extra precautions. In any welding situation, welding operators should pay close attention to safety information on the products being used and the material safety data sheets provided by the manufacturer and work with their employer and co-workers to follow appropriate safe practices for their workplace. Good common sense is also key while opening cans of electrodes, keep hands away from sharp edges. Remove clutter and debris from the welding area to prevent tripping or falling. And never use broken or damaged equipment or PPE. To keep up with the most recent safety practices, welding operators should utilize resources from the American Welding Society (AWS), OSHA and welding manufacturers. By following these safe practices and using common sense, operators can stay safe and keep production moving with no lost-time accidents. The need of PAPR

R

espiratory protection is a necessary part of many jobs throughout many different types of industries. Protecting workers from certain hazardous particulates, gases, vapors, and other contaminants is an important concern that should be top of mind. Enter the powered air-purifying respirator, commonly referred to as a PAPR.1 OSHA defines this type of respiratory protection2 as an air-purifying respirator that uses a uses a battery-operated motor blower to pull ambient air through an air-purifying element to the inlet covering. A belt-mounted PAPR system typically includes a motor/blower, belt, filter/ cartridge, battery, headgear, and a breathing tube. Although there may be a higher capital expenditure when choosing to implement PAPRs into an employer’s respiratory protection program, this expense may be justified in the sense that PAPRs may: • Eliminate fit testing if used with loose-fitting facepieces, hoods, or helmets • Potentially increase comfort to the wearer • Potentially integrate multiple types of PPE into one NIOSH-approved system (head, eye, face, and respiratory protection) Moreover, some types of PAPRs are built to be intrinsically safe (IS), where certain work environments may require the use of electrical equipment that prevents ignition from the devices in certain hazardous atmospheres. Now, let’s explore some of the key benefits when it comes to selecting a PAPR system.

Integrated PPE from the Neck Up Non-integrated PPE from multiple manufacturers are often not designed to work as a cohesive “system.” For example, you may wear a hard hat from Company A, eyewear made by Company B, respirator from Company C, and ear muffs sold by Company D. There are certain PAPR systems that include integrated hard hat protection, limited eye and face protection, and respiratory protection all incorporated into one system from the same manufacturer.

High Levels of Protection PAPRs configured with a loose-fitting facepiece offer an Assigned Protection Factor (APF) of 25. Respiratory hoods and helmets may have an APF up to 1,000; consult the manufacturer for details.

Protection for Professionals PAPRs are useful and often necessary in many types of hazardous jobs and conditions—for instance, emergency workers such as first receivers who can help health care, military, and public health professionals during events such as natural disasters, mass casualties, or acts of terrorism. PAPR systems also are available for first receiver, patient decontamination applications with specific systems approved to chemical, biological, radiological, and nuclear (CBRN) applications.

Easier Breathing A PAPR system uses a blower instead of lung power to draw air through the filter. This allows the user to breathe comfortably with less resistance, as the airflow is delivered directly into the headgear from the blower.

No Fit Test Required for Loose-Fitting Headgear Loose-fitting headgear on PAPRs do not require a fit test, unlike tight-fitting disposable and reusable air-purifying respirator options. Options for Use with Limited Facial Hair With any tight-fitting respirator, beards and other facial hair can be a problem, compromising the face seal. But PAPR systems with loose-fitting headgear are designed to accommodate limited facial hair. This can allow workers to keep their facial hair in certain circumstances.

Integrated Eye Protection Integrated faceshields on certain headgear for PAPR systems can help protect the eyes and face. At the same time, some headgear models may offer a wider field of vision, which can help the wearers easily view their surroundings. Paradigm Shifts: Hazards or Human Error?

T

his will be a series of short articles designed to provide a different perspective—a paradigm shift, in terms of how most people think about industrial safety—and on how most people think about accidental injury causation in general. The questions that you will be asked in these articles have been asked to over three million people in 66 countries. In my case, I have [personally] asked the questions to over 125,000 people at training sessions and conferences, and during the last five years we’ve collected data with audience response systems. But despite the improvement in data collection, the answers and the percentages really haven’t changed since we first started asking these questions 20 years ago. Some of these paradigm shifts are controversial or cause arguments, especially with people who accepted a lot of the traditional “doctrine” about industrial safety management at face value. However, if you can keep an open mind as you go through the series, by the end you’ll have a much broader perspective on accidental injury

causation, and you’ll be much better equipped to answer questions like why does anybody ever get hurt when nobody ever wants to, or why do experts and experienced workers get hurt and killed? Or why parents who love their children can’t keep them from getting hurt (especially when they are young). Okay, so let’s begin by asking a simple question: when you think about the people you know well: your family, friends and coworkers and all of their serious injuries (excluding sports), were they caused “primarily” by the hazards or by two critical errors occurring at the same time? Many managers, including some safety professionals, think that industrial safety is all about, or at least mostly about the “hazards”, things that are inherently dangerous like a flame, toxic chemical or rotating saw blade, something that needs to be contained, guarded or controlled. And certainly, from a regulator’s point of view, hazards—and the aforementioned controlling or guarding of them—is basically what the inspection is all about. So, it’s easy enough to see why some managers and safety professionals think hazards are so important. In addition, engineering controls, ventilation systems, guarding and personal protective equipment all cost money. Since these costs do not improve production or quality directly, it’s also easy enough to

understand why many managers think they are a “sunk cost” or just a “cost of doing business”, which reinforces or helps to support the paradigm that industrial safety is primarily about the hazards. However, there are other people who would go even further—and say that human error is inevitable; that it’s a result, not a cause; and that it is not important in a well-managed safety system… and then they go home and tell their kids to be “careful”. Or, if they do get hurt: try to be “more careful” next time. Hypocrite or wrong paradigms? Well, hypocrite is a strong word. So, let’s look at the paradigms involved here. If someone thinks that a hazard is something that is inherently dangerous like a flame, toxic chemical, etc. and you get them to look at a concrete bridge on the highway; and then ask, “Is that bridge a hazard?”, most of them will inspect the bridge, and if there’s nothing wrong with it, they’ll say no. “But what if you hit it at 60 mph (or 100 km/h)—on a motor bike?” Well, then it could kill you… So, it isn’t just about the inherently dangerous hazards. It’s also about hazardous energy—which includes kinetic energy (see Figure #1). And in terms of potential for harm, this could be if something hits you (line-of-fire), or if you hit it or you move into it (eyes not on task, mind not on task, balance, traction or grip).

When you think about all of the forklifts and pieces of mobile equipment, or all the people riding bikes or driving cars, what tells the driver or the operator what they could be moving into other than their eyes and their minds? Which means that whenever people are moving, eyes on task and mind on task become “primary” not secondary in terms of preventing incidents and accidental injuries. And in terms of inherently dangerous hazards like a toxic chemical or a sharp edge, unless you contact the hazard there won’t be an injury. However, you wouldn’t move into it if you could see it or you were thinking about it. So again, eyes and mind on task are very important. Or, to put it another way, eyes not on task and mind not on task are usually (almost always) contributing factors with these kinds of injuries as well. Although with inherently dangerous hazards it’s arguable that the guarding of the saw blade and containment of the chemical is just as important or more important. However, since nobody is ever trying to get hurt, in almost every unintentional incident, one or two of the critical errors were also involved. For example: If a tradesman has just finished welding something and it is still red hot, the welder would not touch it with his bare hand if he was looking at the red hot metal. However, if he took his gloves off, and then turned without looking because somebody called him, then he could touch it by mistake. Or, if the metal had cooled down enough that it wasn’t red hot anymore he could touch it if he

wasn’t thinking that it could still be very hot. The only other way he could contact the hot metal is if he lost his balance and—in an effort to regain his balance or stop himself from falling—his hand contacts the hot metal by mistake as a result of his reflex action. In total, there are four critical errors that by themselves or in combination are contributing factors in almost all incidents and accidental injuries. Two have already been mentioned: eyes not on task and mind not on task. One or both of these first two critical errors can cause someone to move into the line-of-fire or to lose their balance, traction or grip. Typically, it is one or more of the second two that actually put us into contact with the hazard or hazardous energy. So, it’s not just about the inherently dangerous hazards. It’s also about all the potentially hazardous energy—which includes kinetic energy—which means that movement is important, and that means eyes and mind on task are important. And what that means is that unless your friends, family and coworkers are different than most people, eyes not on task and mind not on task were involved in almost every one of their serious accidental injuries— whether they were at work, at home or on the road, or whether the hazards were electrical, thermal, chemical or mechanical (including gravity). Furthermore, these two critical errors were also most likely involved—no matter what they were doing—whether that was welding, climbing a ladder, walking or running down stairs, cutting, chopping,

sawing, driving or riding, cleaning or washing, etc. But that all makes perfect sense because we are never trying to get hurt anywhere, anytime, no matter what we’re doing. And it is certainly possible to get hurt on something like a stairway, when there’s nothing wrong with the stairway or no visible “hazard”, like a cord or a spill… So, when it comes to the question, “What’s more important?” it’s obvious that human error is hardly “unimportant” whether you have a wellmanaged safety system or not. But the “what’s more important?” question goes ever further. If we consider the “sunk costs” of engineering controls, PPE, etc. they don’t affect “top line” revenue. However, human error does, even if it’s just a simple mind not on task error that causes a sales rep to miss a lunch meeting. What about quality? Does human error affect quality? Why do carpenters say, “Measure twice, cut once”? Answer: because it’s cheaper and faster than cutting twice (especially if you measure too short). And then there’s maintenance, finance, administration and HR. It’s hard to think of a job or a task where human error or inattention would not be a factor. So, if you could improve eyes on task and mind on task you would improve much more than safety, or the bottom line. You would also improve production, quality and customer relations (outside or inside customers). And that’s a big paradigm shift for a lot of people, especially the managers who think safety is a sunk cost. So… what’s more important?

Understanding the fire safety importance in Petrochemical & Gas Plants

D

ue to their hazardous nature, petrochemical and gas plants have always been vulnerable to the danger of fire, and the huge potential social, political, financial and ecological impacts of a major disaster mean that safety concerns are always a prime consideration.

Hydrocarbon & Jet Fires One of the most significant dangers faced by oil, petrochemical and gas facilities is the risk of a ‘jet’ or ‘spray’ fire. A jet fire usually involves a forceful flame, created by highly combustible fuel that is released in a particular direction as a result of a leak or other breach in the container that houses the fuel. This situation can create particularly intense levels of localised heat, plus exaggerated degrees of heat flux and turbulence, and it is far more capable of eroding fire protection measures, damaging structural steelwork and rupturing other vessels and pipe work than a non-hydrocarbon blaze.

The properties of a jet fire depend on many ¬factors such as fuel composition rates and release conditions, and although considerable research has been done into these topics over recent years there are still many areas of uncertainty surrounding the subject. Although the dangers involved are easily understood, the process of heat transfer from the fire to the storage vessel is not. This is one of the reasons jet fires, and indeed hydrocarbon fires in general, are regarded as being difficult to control with active fire protection methods alone, as these are designed only to extinguish a blaze. This creates a real requirement for jet fires to be contained by the use of passive fire protection measures, where the emphasis is on insulating a steel or concrete structure from the effects of fire and limiting any rise in temperature.

Structural Steel Protection Petrochemical facilities often include major structural components made from steel – a material that is sometimes

viewed as being less prone to the damaging effects of fire than other alternatives. Steel is seen as a rigid, strong and reliable material that will withstand whatever comes its way. Unfortunately this is not always the case. When exposed to temperature rises, steel can begin to lose its strength with alarming speed, particularly when under duress from hydrocarbon and jet fires. Passive fire protection measures slow the rate of heat transfer into the steel structure and significantly delay the time it takes to reach the point where structural failure occurs. This also allows more precious time to evacuate personnel and bring a fire under control, helping to limit the destructive effects of a major blaze. Many hydrocarbon blazes result from an explosion in the vicinity of flammable products, which often causes containers to rupture and start ¬leaking. Thus it follows that if it is to be effective, any type of passive fire protection must be able to withstand a degree of explosive force, so that it remains in place and

provides on-going protection. Perhaps the most effective method of protecting steelwork in such high risk areas is the use of a spray-applied coating system.

Protective Coating This type of integrated coating system can usually provide reliable protection against an initial blast and any subsequent blaze. This makes it ideal for use on various types of structures and vessels in oil, gas and petrochemical facilities. The performance of this type of solution has been proven in many hundreds of applications, and some systems have been independently tested and approved to internationally recognised test standards, such as UK (BS 476: Parts 20-21: 1987 Appendix D), plus International Standard ISO 834, and USA (ASTM E119, UL263 and UL1709 – Design No. XR719). The better systems available offer a factory-¬controlled premix of vermiculite and Portland cement, which is mixed with potable water before application. This can be done by spray-application over a light, wire mesh framework, which produces a monolithic coating that can withstand the thermal shocks present in a high intensity hydrocarbon fire. It acts as a highly effective thermal barrier that slows down the heat transfer process, increasing the time it takes for the structural steel to reach its failure temperature. This, in turn, can delay or prevent the collapse of the whole structure, potentially saving lives in the process. A coating of this type will not usually promote any corrosion of the steelwork to which it is applied. However, a primed substrate is often used to create long-term resistance to corrosion, particularly when the protected structure is to be left exposed to the elements. In addition to providing robust protection to structural steelwork, this solution is also suitable for protecting concrete structures, as it helps ¬prevent the process of explosive spalling. Triggered by sudden temperature rises,

the process of spalling causes microcracks to appear in the ¬concrete. These can result in the surface of the concrete breaking away, and will eventually lead to a significant loss of structural strength. Ideal for off-site application by either spray, roller or float finishing methods, this type of fire protection will not crack under mechanical impact, and furthermore, it also has a low density com¬position that reduces any dead load added to the structure being protected. Various thicknesses are required to achieve the desired level of protection for a range of different applications. However, any reputable system manufacturer will be able to ¬provide accurate computer-based thickness ¬calcul¬ations for specific fire resistance requirements. The durability of fire protection can also be enhanced by the application of a top-coat surface coating that will protect against the ingress of salt spray, wash-down water, chemical spills, rainfall, sprinkler deluge systems and the subsequent freeze/thaw damage, ensuring that the fire -pro¬tection layer below remains intact and able to deliver the maximum performance. Flexible, flame retardant and mould resistant, top coats will help reduce the carbonation rate of cement-based products and can also be used on masonry, ¬brickwork or blockwork.

Protecting People & Equipment This type of protection is ideal for structural and storage vessel applications. However, increasingly stringent health and safety requirements mean that vulnerable equipment and plant personnel also need the maximum level of protection, and this requires a different approach. Composite steel panel systems can provide an ideal solution to this requirement, as they are lightweight, strong and resistant to fire, blast, impact and corrosion. These systems can be used as a building material to create fire screens, fire doors, ceilings, enclosures,

ductwork and even escape routes, providing protection to process-¬critical systems and protecting the lives of employees. Integrated fire protection systems such as this have been thoroughly proven over many years on high-risk hydrocarbon applications, as well as numerous large rail, metro and airport projects. As a result, there is now a wide range of system speci¬fications available to suit different applications. Composite steel panels typically consist of two punched steel sheets that are mechanically -bonded to either side of a non-combustible composite core of fibre-reinforced cement, capable of delivering up to 240 minutes of fire and blast ¬protection. This type of system is often classed as ‘non-combustible’ to BS 476: Part 4:1970 and to Clause 10 of EN 13501-1:2002. Protective walls can be designed to provide high blast resistance and to meet most of the generally recognised fire curves, including hydrocarbon and cellulosic. Composite steel panel systems have been proven to withstand the most demanding and hostile environments, as well as extremes of temperature and high thermal shock levels. The panels will retain their ability to perform even in the aftermath of a fire, thus making any subsequent rescue operations easier than they might otherwise have been. Impressive impact and moisture resistance are key characteristics of a composite panel system, along with the ability to withstand the effects of fire suppression and ¬deluge systems. This type of versatility means that this method of protection can be used to create bespoke constructions, with walls and partitions built in layout and framing configurations designed to meet individual project requirements. There is usually no requirement for additional foundation or construction work, which makes installation a relatively quick and easy process. Combined with their multi-functional role, this makes composite steel panels a very attractive ¬protection option.

OPTICAL FLAME DETECTION

M

any Oil & Gas installations, especially oil rigs and FPSOs, are located in areas where there are very harsh weather conditions, such as the North Sea. Weather conditions can reach extremes with very low temperatures, very strong winds, snow and ice. In these environments, Flame and Gas Detectors have been installed. The Skarv Oil Field, located between the Norne field and Heidrun, and the Schiehallion Oil Field are both located in the North Sea where these extremes prevail. Also facing tough conditions are oil fields and facilities in the Prudhoe Bay area in Alaska. Although a different area of the world, similar tough surroundings are facedat the other end of the spectrum, there is extreme sunlight, high temperatures coupled with occasional sand storms. In all of these locations and many other industrial areas, there is a variety of background IR or UV radiation sources, some of which may be of high intensity, and must be differentiated from radiation emitted from a fire. These environments provide difficult

conditions within which optical flame and gas detectors need to operate. Extreme surrounding conditions can be directly linked to the regular triggers of false alarms. The results from a false alarm are significant due to a loss of confidence in the detection systems and the cost of initiating emergency procedures unnecessarily – it is therefore essential that flame and gas detectors are not activated by surrounding environmental factors. To meet the safety requirements of these facilities, reliable Optical Flame Detectors can be installed to provide, even under these harsh conditions, fast and reliable fire detection, and Open Path Flammable or Toxic Gas Detectors can be used to detect the presence of any gas released before the concentration reaches a level which will cause fire, explosion or risk to personnel. These flame and gas detection and monitoring systems are able to work at the highest levels in spite of extreme conditions, remaining unaffected by different climates and providing a

There are various optical flame detection technologies which, while working on the same basic approach, detect at different optical wavelengths and therefore detect different types of fires. The two main types of optical flame detection used in the Oil & Gas industry are combined UV/IR and Triple infrared (IR3) detection.

UV/IR Detection UV/IR Optical Flame Detection is dual spectrum and uses a solar blind UV sensor with a high signal-to-noise ratio and a narrow band IR sensor. UV/IR detectors are fast, especially in response to flash fires, and have good false alarm immunity. The UV sensor is a good but overly sensitive fire detector, so the IR sensor which works at 2.7µ or 4.3µ spectral ranges which are characteristic of a fire, complements this and provides the confirmation of a real fire. The end result is very fast fire detection with high reliability.

Triple IR (IR3) Detection IR3 Optical Flame Detection uses three IR sensors to monitor the chosen area, where one sensor detects the

infrared radiation emitted by the hot CO2 product of a fire and the other two reference sensors are sensitive to background radiation at a longer and shorter wavelengths, both analyzed to ensure that the pattern detected matches that of a real fire situation. IR3 detectors can detect at very long distances and have excellent false alarm immunity. This technology, which was patented by Spectrex in the 1990’s and was a major breakthrough in modern optical flame detection , allows less detectors to be employed for a specific area, saving cost, and the detectors can be placed in the harshest of environments without being triggered by the exteme environmental factors. An IR3 detector can detect a standard 1ft2 (0.1m2) gasoline fire at a distance of up to 215ft (65m).

IR3 vs UV/IR The choice here depends, as always, on the application. For high risk industires, they need the most robust detector that is the least susceptible to costly and misleading false alarms. The Triple IR technique has the hiighest immunity to such false alarms and offers much greater detection distances (for a 1ft2 (0.1m2) gasoline fire, 215ft (65m) compared to only 65ft (20m) for UV/IR type). As a result, they are widely specified for high risk applications.

In addition, in large or open areas, this greater detection distance is also a means to reduce detector numbers (including cabling, control panel loops etc) and thereby the overall cost. However, there are many other lower risk applications where distance is less of a factor, where UV/IR detectors are more than adequate for the job and where their lower cost is also an attraction. The Spectrex SharpEye range of optical flame detectors includes a wide variety of technologies to offer a solution for any application with top performance and minimal false alarms. IR3, Multi IR, UV/IR and ultra fast response versions are among the SharpEye 40/40 range of detectors.

OPEN PATH GAS DETECTION Open Path Gas Detection, also known as Line-of-Sight Gas Detection, is a reliable method of flammable gas detection able to measure gas concentrations at distances of up to 660ft (200m). Open Path Gas Detectors are able to detect these flammable gases at low concentrations, as well as high concentrations. When a gas leak occurs, a gas cloud is formed with the concentration reducing as the edges of the cloud are reached, so any part of the gas cloud can be detected by open path gas detectors. It is important to detect a gas

hazard before it causes a fire, so that neutralizing agents can be deployed before dangerous concentrations are reached. Open Path Gas Detectors allow for wide area coverage and a very high speed of response. The detectors comprise a transmitter and a receiver, placed at a predetermined distance from one another. The transmitter projects a beam of light radiation to the receiver. When flammable gas passes through the beam, it absorbs the light radiation thereby reducing the signal at the receiver. These signals are analyzed and output signals are provided to a control system. Spectrex patented the Xenon flash bulb which revolutionized open path gas detection, allowing faster response times and much greater false alarm immunity. To ensure that background radiation sources, such as sunlight, humidity, rain, fog are not confused with the detector’s beam, possibly causing a false alarm, the transmitter emits short, high intensity pulses of light in a unique pattern which the receiver is able to recognize and therefore distinguish from any other background radiation sources.

Importance of Fire-resistant glass in Fire Safety

The issues concerning glass and fire hazards are to be taken very seriously, even if we understand the normal functions of glass. The consequences of being complacent can be severe, including loss of life and costs to organisations that use the buildings.

T

he transparency of glass is a major potential drawback in developed fire conditions. Even if glass stays in place, dangerously high levels of heat can be transmitted by conduction and direct radiation, with additional contributions from re-radiated and convection from a hot glass surface on the non-fire side. That in turn risks secondary fire generation and the production of smoke from smouldering floor coverings, producing a very hot un-breathable, choking atmosphere. In an enclosed environment – such as

internal escape ways and lobby areas – transmitted heat can therefore cause unpleasant, untenable conditions, which create unacceptable risks for those trying to get out of the building. Since standard glass products are vulnerable to the smallest of fires, and cannot survive intact for any practically safe length of time, it is essential for designers to have an understanding of glass behaviour. This is so that fireresistant glass can be used efficiently and effectively within a dominant transparent design concept.

Designer Choice Where fire safety in glass construction is concerned the designer is faced by essentially four levels of choice, and accordingly four very different levels of risk. A designer has four levels of choice with respect to fire safety in glass construction. Accordingly, they carry four very different levels of risk: • Minimise the use of fire-resistant glass barriers, placing reliance implicitly in a faith that fire will not break out and that the fire load can be controlled to minimise the extent of likely fire

damage. However, good practice modern fire safety relies on integrated fire safety, dependent on interlocking different fire safety systems in a holistic fire safety concept. This choice requires a high degree of confidence that the design and its implicit assumptions are faithfully reproduced as intended through the (usually complex) supply and build chain where cost considerations too often dominate over technical performance considerations. It also requires that the occupation of the building in its lifetime keeps in line with the original design concept – without significant change to use, layout and fire load in a way that conflicts with the basis of the design blueprint. • Standard glass products such as tempered – that is, toughened – glass may be used perhaps in combination with sprinklers as substitute fire barriers. This is a high risk option since tempered glass and water do not combine well under fire conditions. Tempered glass may fail catastrophically and without warning in the face of fire due to thermal stress and shock. Commercially produced tempered glass is not produced consistently enough, with sufficient attention to the critical detail that affects sensitivity to failure. Designers may consider that the use of standard pvb (polyvinylbutyral) safety laminated glass presents a lower risk option – only to replace one critical mode of failure in fire with another. Such laminated interlayers burn vigorously and catastrophically when exposed to heat from a fire, within ten minutes of flame exposure. In the event of fire, chance may substantially determine the outcome. If the flow of water is not complete and continuous over the whole glazed area then there is likely to be a heightened risk of glazing panel and assembly failure. • Integrity fire-resistant glass can be used to hold back the fire for a relatively short period (up to 30 minutes effectively, in developed fire

conditions), with a risk that levels of heat on the protected side become too high for people and fixtures, fabrics and fittings. Consideration of transmitted heat levels may cause both the pane size of integrity glass, the extent of glazed area and application to be limited. The level of protection may only be sufficient for the purpose of rapid evacuation of the building in short time (for example, 20 minutes), on the assumption that: a) The alarm is given and acted upon relatively promptly. b) The occupants are familiar with the building, can move readily and calmly, without support and supervision, in conditions that are not too crowded and congested. c) The fire and rescue service receives the emergency call in good time for rapid response, and can get promptly to the fire within a matter of only some minutes. • The highest level of protection – the lowest risk profile – and the highest degree of confidence in effective fire protection is obtained by the use of a fire-resistant glass that provides reliable insulation performance (together with integrity). Large areas and extensive use of such a fireresistant glass can be incorporated in the design, in a variety of applications, for the purposes of escape, access

and prolonged protection against high fire intensity and hours of exposure. Insulation performance is therefore particularly of value, and used extensively, because of the need for a high level of assurance given the high risk of damage should fire break out and the element of unpredictability that essentially accompanies fire events. Insulation is therefore the most reliable choice and the one that offers maximum peace of mind, especially if the objective is to have a substantial measure of confidence against fire during the working life of the building. It is a level of performance that is essential to guard against the risk of prolonged or intense fires, and the only choice that provides a sufficient safeguard against extensive damage to the building and surrounding buildings from extensive fire development. Fire Safety Design with Glass The role for fire-resistant glass is an essential one in maintaining the transparent design concept. Structural resilience in resisting fire and limiting fire spread is a basic prerequisite, and in those respects fire-resistant glass is very effective as part of a fire safety compartmentation and fire separation strategy using the construction and layout of a building to contain and isolate fire.

Fire-resistant glass is also used in partitions or doors to provide protected corridors and transit points for quick and safe evacuation or access by fire and rescue personnel. That includes lobbies around escape stairs, the stairs themselves and refuges as places of relative safety en route to a place of safety outside the building. The sense of openness created by glass constructions also has an advantage: it helps to reduce panic and encourage orderly evacuation by allowing occupants to be aware of what is going on to move away from the seat of the fire. For the glass designer, there are three particular areas that merit particular consideration: the combination of fire resistance with sound insulation; the use of integral loaded fire-resistant glass floors to maintain the transparent design core theme; and the use of fire-resistant glass in facades to prevent break out and spread via the facade.

Combining Fire and Sound Insulation Plastic organic interlayers are commonly used in glass laminates to help achieve acoustic targets. Nevertheless these have no significant practical resistance against fire and constitute a danger through ignition and vigorous flaming of the interlayer when exposed to fire. Thermal deterioration of organic layers becomes increasingly rapid from about 150oC onwards, with the generation of heavy smoke and fume before flaming. Acoustic insulation can readily combine with certain types of fireresistant glass, e.g. those that produces fire resistance by the use of an inorganic glassy interlayer (such as Pilkington Pyrodur integrity, with additional benefit of 15 minutes insulation rating, and Pilkington Pyrostop full range of insulation or inorganic gel layers (such as the Contraflam range). It is quite possible to effectively design with fire-resistant glass types at various levels to achieve very good sound insulation together with reliable fire resistance.

Loadbearing Fire-Resistant Glass Floors Without the option of fire-resistant glass floor constructions, the transparent glass design concept cannot be said to be complete. Fully tested integrally loadbearing solutions are now available using products from major glass manufacturers, and particularly good developments have been made with a 60 minutes rated insulated and integrity structure, using either steel or timber supports. Such options also combine robust fire protection with effective acoustic insulation. The sound insulation Rw index for the Pilkington Pyrostop glazed floor structure, for example, is 48 (-1;-5), reference EN ISO 717. This is a remarkable result – providing a tremendous combination of fire resistance, acoustic performance, loadbearing capacity, and design capability. The loadbearing capability of the floor must be demonstrated by fire testing under load. The applicable test standard in Europe is EN 1365:2000, part 2, Fire resistance tests for loadbearing elements: floors and roofs, subject to loads determined in accordance with EN 1363-1. An applicable successful test report is essential for all fire-resistant glass systems.

Façade Glazing A major risk concerning fire spread is the threat of fire break out from inside the building through the glazed façade either to transfer fire to facing buildings or to allow ready fire transfer up the face of the same building jumping from floor to floor, which is a particular concern for skyscrapers and tower blocks. Such a threat can easily be countered by incorporating sections of fire-resistant glazed systems in the façade. In most situations a high performance integrity glass in a double glazed unit would suit, whilst in others the risks and value of the building and surrounding buildings may also justify the use of a higher performance level of fire protection, using insulation performance (for example for sections of atria adjoining lobby, escape and refuge areas). However, the whole façade does not need to be constructed from fire resistant glazing for this design strategy to work. Bands of fire-resistant construction at regular intervals running up the building would be appropriate, to act as a fire break according to a well tried and tested principle. Such installations should also be considered at particular hazardous locations or critical safety points. Such locations, for example, would be external glazing at re-entrant corners and angles in the façade to prevent fire jumping across the gap on the same floor level, bypassing internal compartmentation.

Looking to the Future

There has to be insulating protection within the floor system against heat transferring into the floor structure. The same is said for the glass used. Uninsulated integrity fire-resistant glass, on the other hand, risks structural instability under load and fire exposure due to the possibility of heat transfer into the structure.

The trend in building design is increasingly towards the more complex, crowded, taller and individualistic, at the lowest possible overall cost and optimum efficiency, whilst seeking to create sustainable building value and optimum function. There is increasing pressure on space utilisation as owners look for ways to get the maximum use out of their buildings. These trends increase the threat of fire, and glass has a major role to play in modern design. This means that the role of fire-resistant glass design will always be a vital one.
