CEO CORNER SAFETY Training - The real need Manufacturers everywhere began to make changes by implementing awareness training, guidelines, and policies. Most importantly, they began to shift the way they thought about workplace safety. All of these efforts amounted to significant improvements. However, a hundred years later, those initial safety gains have now started to level off. Although workplace safety programs are contributing to far safer environments, most organizations still see the same old issues: back injuries, eye injuries, and slips, trips & falls. If you study OSHA statistics during the past decade, our efforts to curb injuries and fatalities are flat-lining, it seems. Why is that? Of all safety measures, training and continued awareness are the most difficult to make stick because they primarily rely on employees’ ability to learn, understand, and comprehend critical safety practices. They also require the employee to buy into the safety culture of an organization because the majority of workplace injuries are rooted in employees’ attitudes, behaviors, and culture, rather than dangerous and hazardous workplace conditions. One of the biggest challenges facing safety managers today is the fact that people often quickly forget what they’ve learned. It isn’t because training was necessarily poor; instead, cognitive learning theory suggests that people only absorb four to five pieces of information into short-term memory at any given time. Items stored in short-term memory can be quickly lost if not used or reinforced regularly after training has occurred. What does this mean? Employees tend to retain only a small percentage of what they learn in a single training session. As long as people are involved in manufacturing, there will be a need for safety training. Fortunately there are emerging developments that can improve the overall effectiveness of training delivery, helping employees retain more information and apply it effectively to their jobs. By combining the latest in brain science and technology advances, safety training is poised to take a major leap forward.

HOCHIKI middle east brings life safety innovation to INTERSEC 2019 Hochiki Middle East FZE, part of the Hochiki Group, will be showcasing its comprehensive range of intelligent life safety systems on Stand B22 in Hall 4 at this year’s INTERSEC exhibition in Dubai, from 20th – 22nd January 2019. ONVIF releases Profile T for advanced video streaming ONVIF®, the leading global standardization initiative for IP-based physical security products, has announced the final release of Profile T, a new specification with advanced video streaming capabilities and an expanded feature set for metadata streaming and analytics. Profile T also offers support for H.265 video compression, which more efficiently handles image streams from high-definition cameras. With Profile T, ONVIF will employ a new media service that offers support for both H.265 and H.264 video codecs. The media service gives ONVIF the ability to more easily incorporate new video and audio codecs as needed as the industry continues to advance. By supporting H.265, Profile T

supports more efficient compression rates, which translates into decreased storage requirements on hard drives and less bandwidth usage – reducing the overall costs of system ownership. “Profile T is an excellent example of how ONVIF has embraced technological advancements within its specifications to serve the changing requirements of this industry,” said Per Björkdahl, chairman of the ONVIF Steering Committee. “In addition to the H.265 support, Profile T standardizes analytics, metadata streaming and other important features to satisfy current and future market requirements for end users, systems integrators and consultants.” The new Profile T features

Profile T also covers the streaming of metadata, including analytics and events. industry is dependent on external R&D and technologies. The industry and government should work together to correct this by promoting indigenous R&D. Second is lack of domestic manufacturing. While India is one of the largest markets in the world, there are not many manufacturers in India. India has become a virtual dumping ground for imported products. Once again, this situation is not sustainable and needs immediate correction. Third is lack of awareness. Today, security products are sold as boxes without customers knowing overall business impact and benefits. Many customers mistakenly equate products with solutions to their existing problems. I believe higher customer awareness and better responsibility on part of manufacturers and system integrators would improve customer satisfaction. Cyber Security As security systems become more IP based they must keep up with the latest cyber security standards. Customers should challenge vendors with such questions as; • Can you provide a SHA-2 hash of the installation files to verify the software has not been corrupted or tampered with ? • Can the IP based hardware detect and resist a Distributed Denial of Service (DDoS) attack ? • Does the IP based hardware support IPV6? • What levels of encryption are deployed ? • What steps are undertaken to ensure the systems are resistant to cyber attacks (i.e. penetration testing from external organisations) ? Drones With the growing sophistication of drone technology, they are increasingly being deployed in security applications. For example; if the security management system detects suspicious activity on a section of the perimeter, the coordinates are passed to the drone which is immediately despatched to the area of concern to stream video back to the control room.

Blockchain Blockchain technology is a distributed database which is continuously shared and synchronised. It is always available to any of the participants in the network. A blockchain database isn’t stored in one place and is considered very secure. Blockchain has the potential to verify video content from sources like mobile phones, CCTV cameras etc, as well as the authenticity of devices connected to the network. Blockchain solutions, which are distributed across multiple nodes rather than a single server, can also ensure data stored in the cloud won’t be lost or tampered with. Adaptable Security Management Systems Security Management Systems should support industry standard protocols such as OPC, BACnet, XML, REST, SNMP to allow for easy integration as part of a larger connected system. Manufactures need to have APIs available to allow third parties to easily integrate with the SMS.

ne of the biggest impediments to the adoption of security solutions in India has been a reactive attitude towards adopting solutions to safeguard one’s valuables, assets and loved ones. Society is getting more techrich and empowered, and yet we remain as vulnerable to crime as before. According to NCRB data, in India, everyday 312 burglary, 99 robbery and 1281 theft cases are recorded. These are only figures which get registered at the police stations. afety is a critical consideration for any welding project. Arc welding is a safe occupation when proper precautions are taken. But, if safety measures are ignored, welders face an array of hazards which can be potentially dangerous, including electric shock, fumes and gases, fire and explosions and more. Welders are members of an occupational group which is exposed to a number of different environmental problems: • Electricity • Electromagnetic fields • UV, IR and visible light radiation • Air pollution • Fire and Spatter • Noise • Ergonomics To help keep welders safe, organizations such as the American Conference of Governmental Industrial Hygienists (ACGIH) and the Occupational Safety and Health Administration (OSHA) offer safety guidelines to help control, minimize or to help employers and workers avoid welding hazards. Employers should ensure all workers have an opportunity to comply with the following important guidelines in the workplace: • Read and understand manufacturer instructions for equipment • Carefully review material safety data sheets

It’s important to remember to never touch the electrode or metal parts of the electrode holder with skin or welding clothing and insulate yourself from the work and ground.

• Follow the company’s internal safety practices • Awareness of the most common welding hazards and knowing how to avoid them ensures a safe, productive work environment for all.

Electric shock Electric shock is one of the most serious and immediate risks facing a welder. Electric shock can lead to severe injury or death, either from the shock itself or from a fall caused by the reaction to a shock. Electric shock occurs when welders touch two metal objects that have a voltage between them, thereby inserting themselves into the electrical circuit. For instance, if a worker holds a bare wire in one hand and a second bare wire with another, electric current will pass through that wire and through the welding operator, causing an electric shock. The higher the voltage, the higher the current and, thus the higher the risk for the electric shock to result in injury or death. The most common type of electric shock is secondary voltage shock from an arc welding circuit, which ranges from 20 to 100 volts. Bear in mind that even a shock of 50 volts or less can be enough to injure or kill an operator, depending on the conditions. Due to its constant change in

polarity, alternating current (AC) voltage is more likely to stop the heart than direct current (DC) welders. It is also more likely to make the person holding the wire unable to let go. To avoid secondary voltage shock, welding operators should wear dry gloves in good condition, never touch the electrode or metal parts of the electrode holder with skin or wet clothing and be sure to insulate themselves from the work and ground, keeping dry insulation between their body and the metal being welded or ground (such as a metal floor or wet surface). While the welding arc may reach temperatures of 10,000 degrees Fahrenheit, the real danger is not from the arc itself, but rather the intense near the arc and the heat, sparks and spatter created by the arc. This spatter can reach up to 35 feet away from the welding space. To prevent fires, before beginning to weld, inspect the work area for any flammable materials and remove them from the area. Flammable materials are comprised of three categories: liquid, such as gasoline, oil and paint; solid, such as wood, cardboard and paper; gas, including acetylene, propane and hydrogen.

Handling Chlorine Safely “Inhalation of chlorine gas can cause respiratory tract irritation and severe exposure can cause bronchitis, fluid in the lungs and even death.” - R. R. NAIR 1.0 INTRODUCTION: Chlorine is a chemical used in industry & household cleaning products. It has a yellow– green colour, and a pungent, irritating odour. Usually, it is pressurised and cooled for storage & shipment as an amber coloured liquid. Chlorine is combined with other substance & its most common compound is Sodium Chloride – ordinary table salt. It is usually manufactured by electrolyte dissociation of either brine from Sodium Chloride or molten salt. Chlorine is one of the most widely used industrial chemicals in the world today, and about 13 million tons produced annually in the United States alone. Chlorine has been involved in hundreds of accidents of workers and people in towns and villages and killing some. According to the U.S. Federal databases, it is second only to Carbon Monoxide, when it comes to the percentage of accidents that cause injuries. Because of its widespread use in industrial and commercial locations, exposure to chlorine could occur from an accidental spill or release, or from a deliberate terrorist attack. The chlorine is a hazardous chemical. The most harmful route of exposure is from breathing chlorine gas. Handling of chlorine requires close attention to safety precautions. This article will focus on safe practices in handling both liquid and gaseous form of chlorine. For the preparation of this article, many documents such as, articles, books, codes, rules, standards and case studies of eminent researchers are referred, however, due to limitation of space, only selected references are included in the article.

It is used in the manufacture of bleaching powder and chemicals such as Chlorinated Hydrocarbons, Ethylene Glycol, Glycerine and Tetramethyllead. Chlorine has broad applications as bleaching agents in textile and paper industries. It is an intermediate in the production of many products such as plastics, pesticides, insecticides, herbicides, synthetic rubbers and refrigerants.

Chlorine has a variety of uses. During World War 1, chlorine was used for chemical warfare as a chocking agent. It is used extensively to purify water supplies and to treat domestic and industrial wastes.

4.1 Inhalation: Breathing high levels of chlorine causes fluid build-up in the lung, a condition known as pulmonary oedema. The development of this condition may be delayed for several hours after exposure to chlorine. Inhalation of chlorine gas causes severe nose, throat and upper respiratory tract irritation. Inhalation of 0.2 ppm of chlorine may result in itchy nose. Dry throat, coughing and difficulty in breathing may result after inhalation of 1 ppm of chlorine. Shortness of breath and headache may result when the concentration of chlorine above 1.3 ppm. Intense choking, chest pain and vomiting may result when the exposure to a concentration of 30 ppm of chlorine. Severe exposure causes bronchitis, fluid in the lungs and death may occur when the concentration of chlorine above 1000 ppm.

4.2 Skin Contact: Chlorine is a severe skin irritant. High concentration of chlorine gas may cause burning, reddening and blisters of skin. Liquid chlorine causes burns and possibly frostbite. 4.3 Eye Contact: Chlorine is a severe eye irritant. Chlorine gas causes stinging and burning sensation with tearing. Chlorine liquid cause burns, and permanent damage to eyes, possibly blindness. 4.4 Ingestion: Liquid chlorine may cause pain, burning, thirst, abdominal cramps and nausea.

5.0 TREATMENT: Laboratory testing to chlorine exposure will not be useful in making treatment decisions. A person exposed to harmful amounts of chlorine will notice it immediately because of the unpleasant odour and the resulting skin, eye, nose and/or throat irritation. Therefore, diagnosis and treatment of chlorine poisoning will primarily be used upon patient’s history and their health effects. It may be noted here that there is no antidote to chlorine poisoning, but chlorine’s effects are treatable, and most victims recover. People who experience serious health effects may need hospital care.

6.0 FIRST–AID: Each person handling chlorine should know what to do in an emergency and should be trained in the first–aid. It may be reminded here that your own safety should be given priority before attending any rescue operations. When exposed to chlorine follow the following procedures:

administer oxygen. Keep the victim warm and quiet. Wrap the victim in a blanket and apply warm water bottles if necessary. Do not allow the victim to move. Call a physician as soon as possible.

6.2 Skin Contact: In case of skin contact of chlorine follow: • Remove contaminated clothing of victim and flush affected areas with plenty of water. • Do not attempt to neutralize the chlorine with chemicals. • Call a physician as soon as possible. 6.3 Eye Contact: In case of eye contact of chlorine follow: • Eyes of the victim should be flushed immediately with copious amount of running water for at least 15 mins. • Call a physician, preferably and eye specialist, at once. • If a physician is not immediately available, the eye irrigations should be continued. 6.4 Ingestion: In case of ingestion of chlorine follow: • Never give anything by mouth if the victim is losing consciousness or is unconscious or convulsing. • Rinse the mouth of the victim thoroughly with water. • If vomiting occurs, rinse mouth and repeat administering of water. • If breathing has stopped, begin artificial respiration. • Avoid mouth to mouth contact. • Call a physician as soon as possible.

7.0 FIRE & EXPLOSION: 6.1 Inhalation: In case of inhalation of chlorine vapour follow: • Remove the victim from the contaminated area at once. • Loosen all clothing around the neck. • If breathing has stopped or laboured breathing, start artificial respiration immediately and continue without interruption until the victim is breathing normally. • If oxygen inhalation apparatus is available,

Chlorine vapour is non-flammable, non-explosive and non-conductor of electricity. However, it is a powerful oxidising agent and at room temperature reacts directly with many oxidizable elements and compounds. Chlorine can support combustion and in turn leads to a serious fire risk. Welding, cutting, or other hot work should not be started until the system has first been purged with steam and hot air dried. In case of fire, remove containers from

the fire zone immediately. Disconnect tank cars or tank trucks and pull them out of the danger area. If chlorine containers cannot be removed away and if no chlorine is escaping, apply water to keep containers cool. In case of fire, extinguish fires with dry chemical and carbon dioxide. Generally fire fighters create water curtains in the area to dilute the gas cloud that was spreading due to the leakage. Chlorine gas is heavier than air and will initially remain in the low lying areas unless wind or other conditions provide air movement. As the chlorine gas will accumulate in low lying areas, at most care should be taken.

8.0 PRECAUTIONS: As the chlorine is a hazardous chemical lot of precautions have to be taken for its storage, transportation and handling. 8.1 Storage: Chlorine cylinders and ton containers should be stored in cool, dry, well ventilated, isolated areas protected from weather and extreme temperature changes. Chlorine cylinders normally hold 45 Kgs, 47 Kgs, 25Kgs, or 67.5 Kgs. Ton container is a welded tank having a loaded weight as much as 1665 Kgs which hold about 900 Kgs of chlorine. A single unit tank car hold 16.3, 30.6 and 52.2 tons of chlorine. Store chlorine in labelled steel pressure cylinders. Cylinder should be stored upright and secure them so that they can’t fall. Ton containers should be stored on their sides on rails, a few inches above the floor. Keep enough room between containers so that all are accessible in case of emergency. Keep valve outlet caps and valve protection hoods in place. Do not store full and empty containers together and keep inventories of both. Chlorine should be used on First-In, FirstOut (FIFO) basis because valve packings can harden during prolonged storage and cause leaks, when containers are finally used. Make sure that no escaping chlorine can enter a general ventilating system. Also make sure that area are arranged, so that escaping gas will not accumulate in low areas. Store chlorine in area where there will be no contact with any material that react with it.

8.2 Transportation: Chlorine is transported as a liquid under pressure in steel containers confirming DOT specifications or a specification fixed by a country. Incidentally, specifications of Department of Transport (DOT) of USA is accepted universally. Chlorine is normally transported in cylinders and Ton containers. Large quantity of chlorine is transported in tank trucks, tank cars and tank barges. A tank truck hold approximately 6 tons of chlorine. A single unit tank car normally hold 16.3, 30.6 and 56.11 tons of chlorine. A multi tank barge hold upto 1100 tons of chlorine. Cylinder and ton containers are both equipped with fusible metal plugs for releasing pressure and preventing rupture of the tank in case of exposure to high temperature. Tank trucks have safety valve set at 225 psig. Tank cars have safety valve designed to start discharging at 75 percent of tank test pressure ranging 225 psig to 375 psig. Safety valves on barge tanks are set at 300 psig. In addition, the valves must be vapour tight below 80 percent of the design pressure. Liquid eduction pipes in tank cars and tank trucks have rising ball, excess flow valves designed to shut of chlorine flow if the rate exceeds about 3150 Kg/hour. Similar valves on barge tanks should close if flow exceed about 6750 Kg/hour. All containers should be labelled according to the recommendations of statutory authorities. TREMcard and MSDS should be available with the truck/tanker driver. The driver should be properly trained to handle the minor leak from the valves or gland nuts. He should be advised to take his vehicle to an isolated place away from crowd when chlorine leak is observed. 8.3 Handling: Although the chlorine is not a serious industrial hazard, proper handling procedures should be adopted while handling chlorine gas. There must be proper safety instructions, supervision and use of safety equipment is essential. Workers should be thoroughly informed of the hazards that can result from improper handling. Cylinders should be transported in the work area on a properly balanced hand truck

having a clamp or support at least two-thirds of the way up the cylinder. When it is necessary to raise a cylinder, use a crane or hoist equipment with a cradle or carrier. Never use a chain, rope sling or a magnetic device. Never lift a cylinder by its valve – protection hood. It may be reminded here that the cylinders will discharge vapour, when they are upright and liquid when they are inverted. Ton containers should be handled with a suitable lift clamp by means of a hoist or a crane with at least a two ton capacity. A dolly can be used for moving the container horizontally. Ton containers should be discharged while in horizontal position with two valves in a vertical line. The top valve discharges vapour and the bottom valve discharges liquid chlorine. It may be noted here that the valves on both cylinders and ton containers are designed to deliver full volume after one complete counter clockwise turn. They may be damaged, if turned beyond this point. Do not use a wrench longer that 15 cm to open or close these valves. Never apply heat to containers to increase the discharge rate. If the gas discharge from a single container is insufficient, two or more containers can be manifolded or liquid can be withdrawn and vapourised. Manifolding is not recommended while discharging the liquid chlorine. However, if it is necessary to discharge through a manifold, special precautions are to be adopted. Tank cars and tank trucks being emptied should be well chocked and should have their handbrakes set. Warning labels and signs must be displayed in the work area. To connect a tank car or tank truck to plant piping, use a flexible loop or annealed copper tubing. Tubing should be tested at 300 psig (2060 kPa) at six month intervals. Ends of tubing and plant piping should be kept plugged when not in use. Usually there are four discharge valves clustered about a central safety valve in the dome of both chlorine tank cars and tank trucks. The two valves along the centre line of the tank deliver liquid chlorine. The two valves at right angles to the tank are connected to the vapour space. If pressure must be used to unload a tank car or tank truck, use dry air, free of organic vapours. This process should be carried

through a pressure regulator to keep pressure under 125 psig. Air should be supplied by a compressor used only for this purpose. Place a pressure reducing valve, and oil trap and coder, a directional flow check valve and an air drier in the supply line to the tank. Nitrogen cylinder can be used, if air must be kept out of the process. Extra heavy seamless steel pipe connected with drop forged steel fittings and flange unions should be used for chlorine lines. Design the system so that liquid chlorine will not be trapped between valves. Liquid lines should be filled with expansion chambers, capable of holding 20 percent of the volume of the line between the valves. Vapour lines may require reducing valves to prevent condensation.

9.0 CHLORINE LEAKS: Chlorine leaks have been reported worldwide. Some of the selected chlorine leaks occurred in various countries are listed below: • In 1944, a chlorine leak occurred in New York, USA, while transporting the chemical through lorry, which affected 418 persons. • In 1979, a train carrying chlorine gas was leaked in Mississauga, Canada, which affected 8 persons. However, the incident forced to evacuate 2,50,000 people. • In 1981, chlorine was leaked in a factory at San Juan, Puerto Rico, which affected 200 persons. • In 1981, chlorine was leaked in a factory at Montana, Mexico, which affected 1000 persons and out which 29 died. • In 1993, chlorine was leaked while purifying water at Vanadisbadet, Stockholm, Sweden which affected 13 persons. • In 1997, chlorine gas was leaked during transportation at Lahore, Pakistan, which resulted in the death of 32 and injuries to 900. About 1000 persons were evacuated from the site. • In 1998, chlorine gas was leaked from a chemical plant at Gavle, Sweden, which affected 60 persons. • In 2005, a train carrying chlorine cylinders were derailed at Graniteville, South Carolina, USA, which resulted in the death of 9. Over 250 people were treated for toxic chlorine exposure. About, 5,400 residents within 1.6 km of the crash site were forced

to evacuate. • In 2016, liquid chlorine leaked from a 1-tonne cylinder at chemical industries’ storage facility at Jalan Samulun in Singapore, where 7 persons were injured. • In 2018, chlorine gas was leaked at a factory of Hanwha Chemical in the south eastern port city of Ulsan, South Korea. Thirteen workers were injured. Any leak in chlorine lines, equipment or containers must be given prompt attention because it will grow worse. When a leak develops, clear the contaminated area of personnel and keep them upwind on higher ground than the leak. In the event of chlorine leak, only specially trained and equipped workers should be permitted in the area until the danger is completely eliminated. Good safety practices requires a check for leaks daily. A rag dripped in ammonia water and tied to a stick or an atomiser fitted with ammonia water will help locate a leak, where white smoke (Ammonium Chloride) will form. It would be advised to keep a supply of strong ammonia water (about 28 % NH3) ready for use. A valve leak on a cylinder or ton container can usually be stopped by tightening the packing unit. Be careful, use only appropriate wrench for tightening the nut. In case of the wall of cylinder or ton container leak, turn the unit so that vapour – not liquid – escapes. If a leak develops in a line, try to close valves on both sides of it as well as the valve at the source. It may be noted here that now Emergency Chlorine Kits are readily available for handling leaks in cylinder, containers, tank cars and tank trucks. These kits should be on hand at all the times and kept in good shape. Do not use water on a leak to reduce the flow, it will only increase it. If it is impossible to shut off leak or move the container to a safe place, neutralise the chlorine in an alkaline solution. Never immerse the container, but pass the chlorine into the solution through an iron pipe or weighted rubber hose. Chlorine can be absorbed in solutions of caustic soda or soda ash or in an agitated slurry of hydrated lime. It would be better to have a suitable tank so that caustic solutions can be prepared, if necessary.

Chlorine users – particularly large volume users – should prepare emergency control plans and conduct periodic drills to make sure they are effective. Employees should be trained to use Emergency Chlorine Kits.

10.0 PERSONAL PROTECTIVE EQUIPMENT: It may be reminded here that the Personal Protective Equipment (PPE) does not reduce or eliminate the hazard. However, when it is not feasible to render the working environment completely safe, it may be necessary to protect the worker from the environment. When it is not possible to enclose or isolate the process or equipment, or use other control measures, where there are short exposure to hazardous concentrations of vapour, or where unavoidable spills may occur, PPE should be used. In the event of a chlorine leak, if a worker must enter a heavily contaminated area, he must wear adequate protective equipment, suitable for chlorine hazards. Worker should be provided with full face masks and is supplied with positive air pressure throughout the breathing cycle or by a SelfContained Breathing Apparatus (SCBA). If tank entry is necessary, the worker should also be equipped with a rescue harness with attached lifeline, which is tendered by a similarly equipped worker outside. Be careful, no one should enter a tank until it is tested to determine the hazard and a tank entry permit is secured from an authorised person. Employees who must work in contaminated areas should also be equipped with impervious clothing and either hose masks or SCBA.

11.0 INDIAN SCENARIO: According to the Alkali Manufacturers Association of India (AMAI), the production of chlorine during the year 2017-18 was 28.72 Lakh MT. As per AMAI, the main consumption sectors of chlorine for the year 2017-18 was for the production of Hydro Chloric Acid (20.22%), Chlorinated Paraffin Wax (18.18%), Organics (14.95%), Chloromethanes (11.79%) and Inorganics (8.65%). AMAI claims that nearly 51% of the chlorine produced in India is transported as liquid chlorine to different parts of India by road in

900 Kgs capacity chlorine ton containers. 11.1 Chlorine Leak Cases: In India, all the accident reports do not come out in public domain due to various reasons. However, few cases of chlorine leaks reported in India are given below: • On 01-07-1980, in Konnerikuppam, Tamil Nadu, a truck carrying six chlorine tonners, carboys of glacial acetic acid capsized due to bursting of tyres which resulted in the death of 14 persons and injuries to 3. • On 23-05-2008, the people of Jamshedpur was exposed to a dense pale green, pungent and poisonous chlorine gas, which resulted in hospitalisation of 150-200 people. The gas was leaked from an unused cylinder lying in the Tata Motor’s water treatment plant for the past 10 years. • On 14-07-2010, a chlorine leak incident was reported at Haji Bunder Hazardous Cargo Warehouse of the Mumbai Port Trust in Sewri, which affected 120 people in the neighbourhood including students, labourers, port workers and fire fighters and 70 of them were reported critical. Out of 105 cylinders that have been found, 100 were clean, but 5 of them had residual chlorine that leaked out. • On 06-09-2010 a chlorine gas leak was reported in Rajkot which affected about 100 persons. The incident took place when a truck carrying nearly 20 chlorine cylinders overturned and the truck came down from the road after driver lost control of the wheel and gas started leaking from one of the cylinder. • On 14-04-2017, 19 people were hospitalised following the leakage of chlorine gas in a village on the outskirts of Por village located on the Mumbai-Ahmedabad Highway. The incident took place due to leakage of chlorine, when the process of chlorination in a drinking water tank was underway. • On 18-08-2017, 24 persons were hospitalised after a chlorine gas leak at a water purification plant in Dehradoon, Uttarkand. • On 29-11-2017, in an Odisha Hospital 46 fell sick after chlorine gas leak. 11.2 Statutory Regulations: The rules & regulations dealing with chlorine

has been scattered in various Acts & Rules enacted by India and the important ones are: • The Factories Act, 1948 as amended on 1976 & 1987. • The Environment (Protection) Act, 1986. • The Public Liability Insurance Act, 1991. • The Hazardous Waste Management and Handling Rules, 1989. • The Manufacture Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989 and amendments 1994 & 2000. • The Gas Cylinder Rules, 2004. • The Central Motor Vehicles (CMV) Rules, 1989. The Factories Act, lists 117 chemicals and prescribes permissible limits of their exposure in hazardous process units and chlorine is included in the list. The MSIHC Rules, lists 684 hazardous chemicals and chlorine is included in the list. In the CMV Rules, chlorine is listed in the list of hazardous and toxic chemicals.

12.0 CONCLUSION: Chlorine is a hazardous chemical. Chlorine does not catch fire easily, but may combine with other common substances to form explosive compounds. Chlorine is extremely reactive. It reacts violently with many combustible materials and other chemicals including water. It reacts vigorously with hydrocarbons, some finely powdered metals, and nitrogen compounds. It is corrosive to most metals in the presence of water. Chlorine leaks have been reported world-wide. India too accounts for a number of leaks. Inhalation of chlorine gas can cause respiratory tract irritation and severe exposure can cause bronchitis, fluid in the lungs and even death. Never neglect safety rules. Strictly observe safety conditions regarding handling of chlorine.

Mr. R. R. Nair is currently the Director of Safety and Health Information Bureau. He is an ex-employee of Central Labour Institute, DGFASLI, Mumbai, and retired from the Government Service after 28 years.
