Education eResources’ Guide 2010 Technology is going places! The e-resource providers’ community wokring in field of education have enabled a large number of audience in the education domain to avail e-services. The resources as services has benefited large number of students, teachers and professionals to cover leaps and bounds in terms of advancements. The technology community has brought with it a huge wave of innovations that has empowered the youth of our country to train themselves as skilled workers to build India as a knowledge economy. The ICT tools, equipments and services are being produced and supplied at a large scale not only in India, but also abroad. With the flood of scattered information in education sector, it is indeed crucial that the right resources are tapped by the educational institutions. Therefore, it is of utmost importance to provide the information in a systematic way to the people who want to benefit from the e-resources in the education sector. This will help the beneficiaries to know about both the existing technology and the new innovations. With a continous increase in number of education e-service providers in the country, the second edition of Resource Guide 2010, aims to bring to its readers an overview of the e-resrouces available to disseminators of education and the receivers of education. The issue includes a brief overview on ICT tools and equipments, e-content, learning laboratories and issues of online testing. This edition of Resource Guide 2010 attempts to provide the education technology users with a comprehensive database of e-service and tool entrepreneurs, to enable the educational institutions and the decision makers to reap maximum benefits from the ICT tools. ICT Tools and Equipments An Overview YUKTI PAHWA

WHAT DO WE HAVE AND WHERE ARE WE HEADING India is a developing nation. Our population has surpassed many countries in terms of people and now the attempt is to produce a productive workforce which is incomparable. Information and Communication Technology is paving way in India for the tools and equipments that are to be used in educational and training institutions, to bring the above goal into a reality. Indian entrepreneurs in India and abroad, who have made a mark with ICT advancements to their dispersal, have ignited a hope and faith amongst a low income developing economy to pursue hopes of rising above all as a developed economy. ICT tools and equipments can make it possible for the economy to grow by spurring education amongst those who are still in schools and colleges; and reaching the young children and youth beyond these traditional educational institutions. In our country there is limited access to resource for those who want to learn. Due to limitations of space, time, money, demography, insufficient knowledge and lack of infrastructure it is still difficult to access many untapped sources and tools that are ICT enabled. We have a gamut of ICT products to our dispersal today in Indian educational institutions. To name a few broader type of tools, equipments and services – Internet, DVD/ CD, computers/ Laptops/ smart books, Interactive Whiteboards, projectors, Audio-Visual devices, smart pens, softwares, cloud computing, eBooks, mobile phones, e-content, blogging spaces, printers, photocopy and fax machines, satellites and communication technology, and so on and so forth. ICT is not only an influential aspect for educational sector but is also a boon to what we call as the online education. Virtual learning environment and multimedia supports smart ways of engaging students to learn and grow into a knowledge economy and an unparalleled workforce. SOME BENEFITS Easy access, instructors convenience and receivers dispersal, increased motivation with faster feedbacks and quality check for continuous learning, access to long distance programmes, wide participation, ways to make learning comprehensive and exhaustive, easy learning mechanisms, easy ways of measurements and evaluation and improved writing styles. SOME BARRIERS Some drawbacks to name a few include lack of training of the trainers, lack of access, quality and equity amongst the users, requires ample time for experimentation and implementation, lack of willingness to let go of the traditional ways of learning, digitising not being able to meet individual needs in classroom situations, high cost of the technology and resources, operational failures, and so on.

The fact that, as a country, we need to continue the emphasis on quality education is obvious, as are the challenges in implementing this course of action. Clearly our education system is struggling to meet the aspirations of our youth, and to deliver the quality and quantity of educated and skilled talent that the industry needs. There is today a lack of consistent, effective curriculum content; a shortage of trained, qualified teachers; and a lack of universal access to learning. And technology offers a panacea: the combination of quality content, partnerships, training, and broad access - complemented with the most appropriate technology tools to author, distribute, teach, and

connect - can transform education. The role of ICT in increasing access to education has become more pronounced than ever with the Right to Education bill. At Microsoft India, we have always seen education as a priority area and believe that technology offers new educational possibilities that can help empower both teachers and students. We also believe that technology is the tool, the catalyst, not an end in itself. For instance, if we look at the ratio of qualified teachers versus students in the country, we will never have enough teachers. But technology can help overcome both the problems of staff shortage and standardised study material. Take our flagship project, Partners in Learning, which has trained more than 450,000 government school teachers so far. These educators are also provided a common platform to share the lessons they create using ICT for their own students, making the lessons available to other teachers across the country. This is enhancing the power of the teachers, and in the process, also making learning more relevant for the students.”

Its just as important as having electricity at homes and offices. An education without these technologies in modern times is like keeping the children without access in the dark ages.

That depends on the equipment. If we present what is given out at work place or what is normally created for the adult users, it will not be as useful. Though anything that can actually work will be helpful. However, computers like One Laptop per Child that is designed for children and treats them as children who will grow up to be adults present a much greater opportunity. Simply putting a regular PC may pose infrastructural challenges. It may not work. If it did work, it may require special training. And given the paucity of funds, it may not be affordable when we do not have even a teacher per class. However, OLPC is designed for children in ways that they can learn both with the teachers and by themselves. Its designed keeping in mind the resource challenges our villages have, the quality of teaching currently available and how children learn.

While cities have their own challenges of security and everyone needs to be alert and adequate norms or policies need to be created before deploying these gadgets, in the beginning it may be less of a challenge in the villages and they may grow into good cyber citizens early on. We can draw lessons from the rest of the world as well where young students acquire a great degree of sophistication as they go along with such deployments.

Teachers help structure our knowledge. The represent a filter that helps us add value to society. In that sense its not yet possible or fusible o replace teachers. Replacing teachers may be a good idea from the point of view of costs. However, teachers create a social value that cannot happen without them.

In the affluent countries a school is designed with the idea of making the children have access to all that is socially acceptable and possible. At $9000 per child per year in primary school they can well afford nearly any technology they may want. However, at about $100 per child per year, much less can be afforded. So the schools in India are being created around the very basic of survival where the focus is less on education and a lot more on getting the children come to the school and not learning as such. In the affluent countries the school infrastructure is created around a national goal to excel. In India its around just letting them stand as a human being. Barring the urban, privileged schools that are privately run, Indian schools are nearly ten generations behind the school evolution curve.

Absolutely necessary in this world of globalisation

The ICT equipments present huge opportunities to both teachers and students in becoming life long learners. Knowledge of ICT is the key to globalisation and creating world citizens. The major challenges are financial and availability of trained manpower.

The security issues are connected with ethics and morality of staff and students. Every institution must provide ethical capacity building along with digital training.

ICT equipment is only a tool and can not ever replace the teachers.

In India the use of ICT is very limited compared to other countries. However, the sharp mind of an Indian student is quickly catching up with the rest of the world given the right access and opportunity.

ICT has brought new opportunities in teaching and learning, and hence it is absolutely important to have ICT equipment in educational institutions.

ICT equipment offer the following new opportunities in teaching and learning: • Faster delivery and sharing of knowledge, • 24x7 learning, • Accessibility of knowledge in remote areas, thus bridging the digital divide, • Improving the quality of education, • Education for All.

University and colleges may not have the right security set up to prevent cyber threats and attacks. Students may use pirated version of firewall and antivirus software, without realising their hazards. Operating systems, which are generally come along with PCs and laptops, need regular updating. Students and other users freely download software and other e-material, which may sometimes be virus infected. Internet service providers generally give clear directions for making strong passwords, but such precautions are not seriously taken. Similarly, in opening e-mails from unknown persons/sources, precaution is to be taken, especially opening of attachment files.

ICT equipment may facilitate fast delivery of information and knowledge to billions, may bridge the digital divide through delivering quality education to all, but they can not replace teachers. Even when machines are to be used for knowledge dissemination, the role of a teacher becomes that of a facilitator. Teachers leave their imprints upon the students and they transform a student into a perfect human being.

Lack of ICT infrastructure in Indian educational institutions is the main reason which segregates them with foreign educational institutions. Our classrooms are not well equipped; even LCD projectors, which are the basic equipment for displaying PPTs, are not available in most of the universities and colleges. Due to high Internet bandwidth cost in India, in comparison to foreign institutions, is another factor that has left our country in disadvantage. Also, there is a lack of ITskilled teachers and trained IT technical staff in Indian academic institutions for proper use of ICT equipment that are available.

ICT equipment offer the following challenges: • Affordability of ICT equipment by educational institutions due to cost factor, • Proper maintenance of equipment, • Shortage of trained manpower for using ICT equipment, especially in remote areas, • Lack of IT-skilled teachers in colleges.

Fortunately, during the XI five-year plan, the Ministry of HRD, Govt. of India, under the National Mission of Education through ICT, has big plans to provide Internet connectivity to all Indian universities and colleges, develop low cost ICT equipment and also to develop e-content in various disciplines, which will be accessible to all citizens of the country. With such initiatives, the gaps in the use of ICT equipment for teaching and learning, are likely to bring the Indian educational institutions at par or close to foreign institutions.

In today’s world when most of us our running after the most recent information in any subject matter, what is required by any one of us is content. In education sector, content is not only the most sought but also required to fulfill conditions of access, equity and quality. This is where digitsation of content becomes the saviour. eContent, be it in school education or higher education, if appropriate, can lead to great achievements. Quality of the econtent provides with correct information access and supports use of search engines in most effective way. Content whether digitised or otherwise, needless to say has to suit the target audience. It should, however, be remembered that mere digitising of the print content doesn’t mean it is more useful. In fact the purpose of using econtent arises when something different from print medium is to be implemented, that guarantees better comprehension and application by the receivers, which in most cases are the students. OPEN SOURCES In addition to the e-content service providers’ services, the educational institutions at times also refer to open source e-content for deployment amongst students. But open source econtent risks lacking quality; although it offers flexibility, can be accessed quickly and is cost effective. CURRENT SCENARIO eContent in education in India, is usually associated with the information that is available in digitised form on websites, internet, e-version of print content, TV, Radio, CD/DVD, memory sticks, films and mobile phones. It is hard to stop it from gaining its well deserved space in Indian schools and higher education institutions. Therefore, the focus is rightly set on providing it within the frameworks of quality, access and equity.


IDEAL eCONTENT, SOME SHOULDS In an ideal situation, whenever econtent is developed is should be prepared in consultation with the educationists (more than one person) and the stakeholders of the education sector. It should be verified and validated to provide the requisite information, for which it has been designed. It should be comprehendible. It should serve the objective of serving large audience and yet provide with individual performance. eContent should be available at anytime and any place to any learner and perhaps should be compatible to aid self and group assessment by both the teacher and the taught, respectively, under varying circumstances. It should be replicable, if required, and should be flexible so that it can be modulated to suit various academic environments. eContent can help in overcoming language barriers by providing with multi-lingual access, it can help in inculcating organisation and monitor the workflow, it can possibly provide for data management and data security along with managerial control,

OVERVIEW OF UGC’S ECONTENT SCHEME The UGC e-content scheme aims at developing high quality e-content, as well as expertise for generating such content over the long term. The scheme provides financial assistance and technical support to teachers and other experts based in colleges and universities for the development of e-content. The e-content development and associated web based learning described here does not seek to replace traditional teaching and learning, but is expected to supplement them. The inclusion of e-content in learning is now inevitable, and the UGC initiative is designed to meet the new challenges, and to help India take the lead in this newly emerging field. The content, once developed, will be maintained at the mirror sites of the UGC Information Network (UGC Infonet) and made accessible to all teachers and students of the Indian Universities system. The present scheme addresses the important issue of the creation of content. The goal of the UGC scheme is to encourage individual teachers, groups of teachers in colleges and universities and experts in the IT industry in visualization and multimedia production to develop educational content, in electronic format, suitable for use in various teaching and learning programmes. This scheme is open to teachers in all subjects and disciplines. UGC is working with following objectives: generation of e-content, in all subjects, development of teachers and experts resources in e-journal creation; distribution of the e-content to teachers and students from formal and nonformal educational modes, for supplementing and complementing professional teaching and learning content; development of partnerships between educational institutions and the IT industry for the continuous development of new content and methodology taking into account contemporary technology. In such a scenario, the use of e-content in other developed countries is much more than India. India faces a major challenge at three levels: 1. Policy makers, decision makers and administrators 2. Teachers 3. Parents Considering the size of our country, there is little or limited awareness of using e-content in schools. This puts forward the major challenge in allocation of budgets, training, commitment and awareness among all the three levels. In

The development of quality e-content is an expensive and time consuming proposition and these resources should be fully utilized to bring full advantage to users. The clear benchmarks of quality and delivery need to be established. The government of India is presently making huge budget allocations but unfortunately there is no clear cut distinction between computer literacy and computer aided learning.” –Amit Gupta CEO, S.Chand & Company Ltd. “The market is the monitoring mechanism. The market will reject lower quality solutions and content and endorse higher quality solutions. A government body or bureaucratic monitoring mechanism will prevent and kill such innovation. So I would not recommend it. Cloud computing While the global cloud computing market expected to cross $70 billion by 2015 and India is ideally poised to address this growing opportunity—both as the solution provider to the world and the biggest consumer at the enterprise level—Government Cloud or “G-cloud” is yet to become part of the mainstream e-Gov discussion in the country. e-Panchayat e-Panchayat, one of the Mission Mode Projects (MMP) under National e-Governance Plan (NeGP) aims to empower the panchayats and improve the internal management processes at the local level with the use of Information and Communication Technology (ICT). The computerisation of the panchayats will ensure decentralised database and bring in transparency at the local governance by providing on-line monitoring of the various rural development schemes. The session will focus on: computerisation of the panchayats, capacity building of the panchayats, addressing challenges in e-Panchayat programme–connectivity, power supply, infrastructure.

Financial Inclusion Banks have centralised their operations, and have started new delivery channels with the usage of IT such as AT Ms, Internet banking, smart card based products, mobile access and using IT for customer relationship management, customer transaction pattern analysis, credit profiling and risk management. The main objective of financial inclusion is to bring these people in the mainstream of the banking industry. INTRODUCTION India is a diverse country. India has a stratified society with many sections, some privileged to get best in education, while others striving to make optimum use of the available resources to learn, mostly to earn. Education in marginalised sections of the society or the socalled rural areas in the country have indeed suffered a major neglect. As a result many children and young adults have suffered barriers with respect to education and occupation. These barriers include language, practical or handson-experience and inability to derive application from knowledge sources that require training and comprehension. To feed-in the missed out spaces, the concept of learning laboratories was introduced. Learning laboratories can be of different kinds. SCIENCE LABORATORIES A science laboratory is mainly introduced to fill in the deficits that school children, from disadvantaged groups, face during their education. One instance of a Science Laboratory is the Maharashtra state’s Vidnyanavahini, that enabled rural children in Maharashtra to avail an opportunity to practice science and reduce the divide of the urban and rural education. This took place through a Mobile Science Laboratory (MSL) project of Vidnyanvahini, that commenced with aim to reach out rural school children and help them gain knowledge of science through laboratory experiments. This laboratory introduced specific apparatus to children to experiment and learn the fundamentals of science. It helped create awareness about science that exists in daily operations such as environment, health living, etc. The project also introduces to the youth the 50

human reproduction system and hence making them aware of healthy living and cautioning them of diseases. The project also caters to train the science teachers through camps in order to encourage continuing education. The Laboratory is fully furnished, including audio-visual equipment, water tank and generator. It introduced to children rationality and helped children gain practical experience. DIGITISED LANGUAGE LABS India is land of many languages and skills. With country being swept away by the ever uprising use of mobile technology and Internet, there is an increasing demand to be linguistically skilled along with knowledge of the commonly used software. This is especially true for youth, who are fresh out of the education system but face barriers because of language or application of computer software. Additionally, in order to communicate clearly, it is essential to understand appropriately the cultural context in which communication will take place. These young people usually have trouble in learning second language, which in most of cases is English. Accent and colloquialisms due to first language hinders, at times, proper learning and usage of the second language such as English. Digitised language or the

Language Labs come to rescue in such scenarios. Language Labs are centres where digital language and accent for a particular language is taught through learning softwares. One language that is desired mostly everywhere today is English. These labs support honing of the communication skills with appropriate pronunciation. These Labs help learners to speak, read and write English in correct manner, with correct intonation. This is applicable for both native and non-native learners. Within labs, usually, teacher gives instruction to one or all the students. The teachers enable students to have a two way communication, enabled through digitised software. The students are provided with headphones, computers and keyboards through which the can listen, hear, answer, compare, record voices and written text, communicate with teacher and assess their language. There are opportunities to interact in a group or individually. Teachers can assess the performance of the students simultaneously, without the students knowing, through what students repeat on the speakers of their respective headphones. Usually in a university setting hardly any emphasis is given to training for preparing students for effective management of software application required in a working environment. These days open source software, Web 2.0 are certain applications that are gaining importance as well. Computer Laboratory or training centres are the saviour in providing for above mentioned skills. LABORATORIES, SKILL DEVELOPMENT AND VOCATIONAL TRAINING There is a huge demand and supply gap that Indian markets are facing today w.r.t. the industrial requirement and the qualified skilled labour available in India. Higher education institutions, although are providing good knowledge of the mainstream sector, hardly provide with options for industry relevant programmes. The reasons for the same include lack of physical and intellectual (faculty) infrastructure, awareness and placement cells. Laboratories address a part of the above issue. It helps in gaining vocational or non formal skills to be an active employee member of the society. These laboratories on behalf of the higher education sector educate the enrolled youth/ people in phase of continuing education, who are either employed or are looking for jobs. Open educational resources coupled with the increasing capabilities of the Internet would offer new dimensionality to distance education by facilitating extensive access to globally created educational resources to serve the knowledge needs of diverse communities. The National Knowledge Commission’s recommendations on education have addressed a variety of topics and issues, including distance education and institutional governance. CHANGING EDUCATIONAL PARADIGM Open and Distance Learning (ODL) is one of the most rapidly growing fields of education. ODL has brought together a range of technologies that have enabled teachers and learners to overcome barriers in distance and time. These technologies have enabled distance teachers and learners who are separated by distance to communicate with each other in real time (synchronous) and delayed time (asynchronous). A direct outcome of this indicates that access to education and learning opportunities are now suited to individual lifestyles, learning preferences and personal development plans. According to Dr Neeta Kapai, Deputy Director, Campus Placement Cell, Indira Gandhi National Open University (IGNOU), “Distance education at IGNOU has been democratizing the dissemination of quality education for all. With the aim of providing employability skills, we impart training to the youth through common service centres which are technologically enabled. We have a tie-up with NIS Sparta wherein we will be training youth belonging to the weaker sections in 5 different states through these common service centres. The objective of the distance programme is to reach out to the un-reached population and provide job placements. We have similar collaborations with other corporates for 58

the purpose of dissemination of education and training.” As Dr Sunita Raju, Senior Chairperson at the Indian Institute of Foreign Trade (IIFT) elaborates on the role of distance learning at IIFT, “Courses at IIFT are conducted both through classroom lectures and by adopting distance learning- the blended learning approach. We have tied up with NIIT Ltd. and Hughes Communications for the purpose. We take every effort to ensure that the distance education classes get the same value added options which the classroom teachings get. We also have good provisions for receiving feedbacks from students in order to evaluate the process outcomes and make necessary changes to suit their requirements.” At a Seminar on ‘Open Course Ware’ hosted by Europe Asia Business School, MIT Senior Associate Dean Prof. Vijaykumar emphasised on what the distance education movement means today. He elaborated that MIT has been experimenting with open learning in more than one ways and has numerous connotation also but to put in simple words, it is a movement encompassing

a variety of educational content like blended learning, compatibility content, accessibility and adaptability, deeper learning, to name but a few. But the actual meaning of it lies in few simple words - it is an excellent open method which can be accessed by anyone from any part of the world through the internet, added Prof Vijaykumar. The Open Course Ware initiative at MIT has aimed to accelerate global movement through network enabled open education changing the landscape of learning having Open Education Resource as one of its key strategies for educational advancement. The mission of the Open Course Ware is to advance formal and informal learning through the worldwide sharing and use of free, open, high-quality education materials organized as courses. Thus, open and distance learning has tremendous potential for developing countries like India. It has been gaining increasing popularity especially among working professionals who demand flexible learning hours, while at the same time expanding and enriching their skills base. The need here is to accommodate work life with skill development. Open and distance learning has proved to be a boon for this segment. \\


STUDY REPORT THE UNESCO REPORT ON OPEN AND DISTANCE LEARNING: TRENDS, POLICY AND STRATEGY CONSIDERATIONS According to the UNESCO Report on Open and Distance Learning, Trends, Policy and Strategy Considerations, the terms open learning and distance education represent approaches that focus on opening access to education and training provision, freeing learners from the constraints of time and place, and offering flexible learning opportunities to individuals and groups of learners. Two main factors have led to an explosion of interest in distance learning: the growing need for continual skills upgrading and retraining; and the technological advances that have made it possible to teach more and more subjects at a distance. New training demands and new competitive challenges faced by many institutions have led to the need to undertake profound changes in terms of governance, organizational structure and modes of operation. Increasingly, traditional universities are rapidly transforming themselves from single mode to dual mode universities, recognizing the importance of distance education in providing students with the best and most up-to-date educational resources available in addition to the traditional teaching methods that they receive.

With the changing educational environment, how has distance education contributed in overcoming barriers in higher education? Powerful global regulators such as the World Bank say that for countries to achieve sustainable economic development, the Age Participation Rates (APRs—participation of the Asha Kanwar 18-24 year olds) must be in the Vice President region of 40 to 50%. In South Asian Commonwealth of countries the APRs are in the region Learning of 10% whereas in much of Africa the APRs are below 5%. Governments in developing countries would like to expand access to higher education. Building the vast number of brick and mortar institutions needed, is not an option at all. So countries are opting for alternative approaches such as distance education. In India, about 25% of all participants in higher education study at a distance. So there are more entrants to higher education than in previous times and this would not have been possible without distance education. ODL has been playing a significant role in professional development. What are the preferred courses that have the maximum demand today? Management and Information Technology courses are

What does it mean for the education community: For the student/learner open and distance learning • means increased access and flexibility as well as the combination of work and education. It may also mean a more learner-centred approach, enrichment, higher quality and new ways of interaction. For employers it offers high quality and usually • cost- effective professional development in the workplace. It allows upgrading of skills, increased productivity and development of a new learning culture. In addition, it means sharing of costs, of training time, and increased portability of training. For governments the main potential • is to increase the capacity and costeffectiveness of education and training systems, to reach target groups with limited access to conventional education and training, to support and enhance the quality and relevance of existing educational structures, to ensure the connection of educational institutions and curricula to the emerging networks and information resources, and to promote innovation and opportunities for lifelong learning.

The US Department of Labour estimates that today’s learners will have 10-14 jobs by the age of 38. And many of these jobs still do not exist! What role do you envisage for open courseware in the future of higher education? Open courseware will have an increasing role in higher education. This will make higher education truly global. Learners will be able to access knowledge from different sources, study this and after achieving the required knowledge and competencies can approach ‘Degree Granting Bodies’ that will assess them and provide the appropriate qualification. Access to open courseware will help poorer students in developing countries to access the best possible knowledge available at minimal or no costs. There is a huge potential here—what is needed is a radical approach to provide opportunities to the hitherto unreached. What are the possibilities and innovations that you see happening in the ODL system of education? The most exciting possibility is the creative use of mobile devices in the teaching-learning process. Most Indian students have simple mobile phones whereas only a few have access to computers and connectivity. It is up to teachers and universities to use mobiles to support learners.

Online Examinations

The online examination system is rendered attractive to both students and the faculty due to the decrease in the paper-work time involved and the added benefit of receiving immediate feedback. Online examinations bring about a reduction in costs and improve efficiency and quality of the correction process. Due to an increase in the number of students and exams, many higher education institutions are considering a shift from paper based examinations to electronic computer based environment. With the number of academic and competitive examinations on the rise, the level of interest for adopting online examination process has been high among many university administrators. Online or electronic examinations are still at a nascent stage for the Indian Universities. It would involve bringing about gradual but considerable changes in the educational examination traditions. A long term system, that will also be sustainable and efficient, will be based upon surmounting the barriers that exist in the form of infrastructure, technical support and methodology adopted. Some of the necessary steps include provision of adequate PC pool,

procuring relevant software, meaningfully integrating with the curriculum and proper implementation of examination regulations. WHAT STAKEHOLDERS SAY According to Dr R P Singh, Vice Chancellor, Sharda University, “Online examinations are the future of the examination process in India. The entire education system in this country is based on exams and if we talk about educational reforms, it must necessarily also entail a reform of the examination system. The transition must therefore begin with the examination process itself, because

STUDY REPORT Examinations and the Role of Technology: Emerging Directions, an initiative by MeritTrac, a research report published by EDGE-Value Notes, has given positive feedback on the online examination trends. According to the survey covering over 75 university VCs/Registrars/Controllers • of Examination (CoE) and 400-odd students across the country , 70% of all VCs/Registrars/CoEs indicated that they are considering introducing online examinations and 68% of these respondents indicated that they will do this in the next 6-36 months. 69% of all students, particularly those from Tier III cities, felt that universities that conduct online exams are more technically advanced. The top three priorities in exam management are faster results, greater • transparency, and student authentication/higher security. Respondents said these will have the most impact on their decision to go online. The study also includes a student perception survey – covering 400 students across several Tier I, II & III cities, to understand how students feel about online exams. The survey indicates that students too are positively inclined towards online examinations, despite concerns being raised by skeptics. It is also notable to observe that students in the Tier III cities were more positive about such exams.

Online examinations, as it is perceived today, is mostly related to multiple choice questions. But it is not necessarily so. Several online examination processes also provide scope for subjective assessments as well.” In terms of psychological barriers, he says, “Most of us who use technology would also be open to technology based reforms, However, for those who are not too tech savvy, the prospect of online examinations may look adverse. However, I must say that these fears have to be dispelled. Technology has to be embraced in the education process and it has to begin with the examination process.” According to Dr Sarabjit Singh, Principal, Apeejay College of Engineering, “The entire learning and teaching process requires that what we learn also has to be tested for outcomes. Assessment of the learning process is therefore crucial. Quality of imparting test is important in order to ascertain the advantages and limitations of the education system. Specifically for MBA and Engineering courses, what we teach has to be objective, measurable and achievable. For any new assessment system, teachers also need to be trained to make question banks and also address the intricacies of the online examination system. Infrastructure and technology enablement are the primary requirements that educational institutes would have


STUDY REPORT In a study of German Universities that have adopted online system of examinations, it was observed that the standardised examination administration process is being supported by the Internetbased examination and course management systems. According to the study, some of the potential obstacles related to the transfer of examination procedures from a paper and pencil scenario into a computer-based environment were: Organisation of on-screen • examination settings: planning of simultaneous and of delayed exams, room planning with regard to PC pools and the number of available PC workstations, instruction of staff, establishing test centres, etc. Conceptual design and • methodology of exams: design of examinations and planning of the exam process (generation of test item pools, designing exams along available question types, securing consistent levels of difficulty, etc.), computerbased preparation of the examination (conception and carrying out of practice exams and tests for the purpose of exercising, etc.) Examination technology • and tools: guaranteeing an interference-free and fraudprotected examination process, considering test tool-based intolerance against orthographic or other minor mistakes in the automatic exam correction process, etc. Judicial requirements: setting • up reliable authorisation procedures, guaranteeing a perennial verifiability of results, adding the new exam forms to formal curriculum and exams regulations, etc.

The first level of awareness is about the application of technology itself, the benefits that is brings and creating a positive mind-set for adopting technology. This is a critical first-step for increasing the usage of technology for examinations. Then comes the second level of awareness in using the technology itself. This is an easier issue to address as most of the testing systems are designed from a perspective of simple user interfaces and workflows. Especially for a population that is fairly tech savvy, getting them acclimatised on the online examination systems is relatively easy. What are your suggestions to University administrators interested in introducing online examination process?
