Gujarat: Setting New Benchmark in Innovation-driven Education The objective of quality education is inspiring students to pursue the answers that have potential to impact organisations, businesses and society as a whole, while facilitating quality learning among people of any age group, caste, creed, religion, and region to sharpen their edge. It is also the process of achieving knowledge, values, skills, beliefs, and moral habits.

Driven by this very vision, the Gujarat Government has embarked on a journey to transform the State into a global education hub through the “Study in Gujarat” campaign. As part of this novel initiative, the Gujarat Government has set itself a target of admitting over 10,000 foreign students to its world-class Universities and higher education institutions by 2022.

This special souvenir, conceptualised by the Department of Higher and Technical Education in association with Elets Technomedia, is being launched with an aim to inform students about the enormous educational infrastructure and opportunities the state has to offer and become a powerful ally for their future.

The cover story, ‘Gujarat: Shaping Leaders for a New World’, delves into how the Government of Gujarat seeks to promote research and innovation in the higher education and technical education sector solidly backed by policies and schemes focusing on not only creating an effective and better academic system, but also developing critical and inquisitive students who are ready to take on the real-life challenges of tomorrow.

fresh burst of energy is driving the education sector of Gujarat today. The state government, led by Chief Minister Vijay Rupani, has embarked on a mission to make Gujarat a world-class education hub and set a target of having 10,000 foreign students studying in various universities of the state by the year 2022. “Around 2,000 students are presently studying in world-class universities in the state like Forensic Sciences University, (Pandit Deendayal) Petroleum University, Nirma University, etc. We want to make Gujarat a global hub of education and provide more opportunities to foreign students for studying in universities of the state,” the Chief Minister said recently while addressing students on the campus of Saurashtra University (SU).

Nobel laureate Venkatraman Ramakrishnan, who became a household name in India after being awarded the Nobel Prize for Chemistry in 2009, had graduated from Maharaja Sayajirao University in Gujarat in the year 1971 before leaving for a new life in America at the age of 19. He said in an interview recently that “British education is one of the narrowest in the world. India is better than England in that when you go to high school you can take a lot of subjects. Not take (only) three subjects like here”.

Ramakrishnan, who is currently serving as the President of the Royal Society UK, did his PhD in Physics from Ohio University, but later moved away from Physics towards Biology, a route from the physical to the living sciences that has been followed by many key researchers.

On the potential of research, Ramakrishnan, believes that India has a unique biodiversity and ecology which opens up the possibility to do “firstrate work not being done anywhere else”.

Policy (SSIP) has mandated a support system of Rs 200 crore for this through the Education Department.

The academic start-up push has been significant in Gujarat, more than 10 out of 12 DST, and Government of India supported TBIs/Incubators are in universities in Gujarat and nearly 18 out of 20 National Institutes (NIs) of Government of Gujarat in academic environment. Gujarat Start-up ecosystem has taken a leadership role towards setting up a systematic pre-incubation layer.

Besides that, faculty development programmes are being organised at regular intervals focusing on Information and Communication Technology (ICT) education. This enables teachers to learn new pedagogical tools and ways of teaching across the state.

The unique initiative of Academic and Administrative Audit has been introduced in the state to evaluate, assess and give accreditation to higher education institutes and award them grade according to their performance on pre-determined parameters.

The Startup and Innovation ecosystem has gained momentum in India in the past few years.

With ‘Startup India’ mission in place, Government of India has reached out to new age innovators to drive sustainable economic growth and generate large scale employment opportunities. In line with the Government of India, Government of Gujarat has also dedicated ample resources to build effective startup and innovation ecosystem in the state.

To explore collaboration with foreign higher education sector, MoUs have been signed with Embassy of Denmark, Saxion University of Applied Sciences-Netherlands, British Council, Schulich School of Business-York University, among others.

Gujarat has 127 state government research institutes which is highest among the states in India. Further, the state ranks sixth highest on number of general universities.

Apparently, with 2,390 colleges, Gujarat ranks sixth in terms of total number of colleges in any state in India, as per the All India Survey on Higher Education (AISHE) report 2018-19.

When it comes to attracting foreign students, Gujarat has seventh highest number of foreign students with 2,068 students from various nationalities pursuing courses of their choice in the state.

As per the NIRF Ranking 2019, 11 Universities of Gujarat ranked among the top 200 universities.

Over 19 Universities have received accreditation from the National Assessment and Accreditation Council (NAAC), of which 13 have been given “A” Grade.

“Another reason why one should choose Gujarat for education is for the living expenses which are much more economical as compared to those incurred in other countries. When it comes to safety, Gujarat is considered one of the safest states in India. Being in a university or college is not a pre-requisite for starting a successful company, but there are many factors involved that make them a budding ground for start-ups. This is because on an average, higher and technical education institutions tend to attract smart and ambitious people. Besides attracting good talent, universities house students from multidisciplinary backgrounds and act as a platform for such individuals to interact with each other easily.

Many successful young-age start-ups are founded by teams of university students coming from diverse backgrounds. One explanation for this may be that smart and ambitious people do their utmost to attend the best university possible. They also display qualities like high levels of discipline and work ethics, which are critical to achieve success when launching an early age start-up.

Apart from universities, there are not many platforms that provide such a channel for individuals from varied disciplines to interact closely with each other on a regular basis. The chances of a business management student bumping into a computer engineer because they live in rooms next to each other, is very high at any university. Aimed at aggressive expansion, the state’s industrial policies have reaped economic benefits for the populace at large. In the first quarter of FY20, Gujarat saw a record Rs 18,325 crores in Foreign Direct Investment (FDI). In terms of industrial output, the state stands second only to Maharashtra.

Young entrepreneurs from universities also exhibit a higher risk tolerance as compared to others. Furthermore, young entrepreneurs form the largest segment of present-day entrepreneurs in the globe. According to reports, there are more than 165 million early stage entrepreneurs in the world, belonging to the age group of 18 to 25. Such a large number may reflect the fact that most college and university age entrepreneurs do not have spouses, children, mortgages, or other obligations to be concerned with. Instead, university students have more room to experiment and steer through successes and failures alike.

In such a scenario, encouraging and facilitating student start-ups has become an important objective for governments at large. Moreover, the growth of Artificial Intelligence (AI) and automation across the world has instilled a sense of urgency among the policymakers in meeting this demand.

The start-up and innovation ecosystem has already gained momentum in India. With the ‘Startup India’ mission in place since the last four years, Government of India has reached out to new-age innovators to drive sustainable economic growth and generate large scale employment opportunities in the country. One of the major goals of Startup India is to build a culture start-ups and innovation across the central universities of the country that cater to more than 40 lakh students.

In line with the Centre, Government of Gujarat has also strived to build an effective start-up and innovation ecosystem in the state. With more than 1 lakh projects, theses and innovative ideas brought up by students from over 60 universities and higher education institutions, Gujarat is an important source of innovations and start-ups catering to new products and services emerging from the market.

promote student innovation and start-ups across the state at a large scale, SSIP’s key goals are – to make all the universities execute their innovation and pre-incubation agendas by 2021; to create job creators out of at least 1 percent graduates in the state by innovation and allied means; to support at least 1,000 student-led innovations per year; to file 1,000 patents from universities in the state every year; to harness 500 student start-ups in the next five years, and upscale them; to build capacity for at least 200 educational institutes in the state in the next five years by providing them a robust pre-incubation support; and to enable all universities in the state to develop full-fledged incubators in the next five years.

Moreover, SSIP mandates interventions at three specific levels, namely, state-level strategy and planning, university-level contextual policy implementation and handholding, and grassroots level deployment and end-to-end support on ideas and innovations.

Under SSIP, the Government of Gujarat has undertaken many unique initiatives. These include – organising an Industrial Hackathon with 400+ challenges, involving 150+ industries and 20,000 students; organising a Summer Innovation Challenge with 800 participating teams, competing for 25 awards in five categories; building a ‘State Innovation Hub’ to provide a single point access to innovation and

start-up support; building four ‘Regional Innovation Centres’ with an aim to construct a decentralised start-up support system; introducing a Student Innovation Fund for prototyping and filing Intellectual Property Rights (IPR), and providing IPR protection and support under a dedicated IPR policy.

The Gujarat Innovation Hub (I-Hub) incorporates around 1,00,000 square feet of space for pre-incubation and incubation support. It features fully integrated futuristic labs, in-house innovation centres and a state level intellectual property facilitation centre (IPFC). The hub provides a single point access to Angel Investors, Venture Capital (VC) funds, technology, mentorship, and cross domain and across the value chain start-up support. Furthermore, the I-Hub facility has been linked to all incubation, pre-incubation, and acceleration systems in the universities of Gujarat, from which, around 500 student innovators and start-ups can benefit at any given point of time.

The SSIP has many facets in the form of flagship programmes.

These include – ‘Start-up Window’ for access to govt schemes; ‘Samajh’ for exposure; ‘Goonj’ for awareness; ‘Bloom’ for innovation in school; ‘Prashansa’ for recognition; ‘Sathi’ for mentorship; ‘Saksham’ for capacity building; ‘Manak’ for certification; ‘Clinic’ for start-up incorporation; ‘Samarth’ for single-point support; ‘Grow’ for incubation; and ‘Mart’ for market creation.

Additionally, SSIP has provisions to create a Student Innovation Fund (SIF) of Rs 200 crores for five years; Rs 100 from the SIF will be provisioned every year till the policy expires, where as the remaining RS 100 crores will be mobilised by existing resources like the university’s internal budget, central budget, private and CSR funds, among others. SIF will be utilised for deploying state-level agenda of the policy, as well as for the ‘Innovation and Pre-incubation Support Scheme’.

SSIP Bloom has been promoting innovation in school children.

Under the programme, every SSIP grantee will be making efforts to train school level innovators. Till now, more than 4,327 students have been introduced to the Bloom program that involved two weeks hands on exposure on innovation and entrepreneurship. In addition, more than 47 colleges and 5 universities have organised SSIP Bloom, covering more than 287 schools across the state. The number of patents filed from Gujarat has increased eight fold, and outreach and

basic capacity building has increased six-fold after the launching of SSIP. To function in an unbiased manner, SSIP follows an equitable eligibility criterion, according to which the interested university or educational institution must be based in Gujarat and must be recognised or affiliated by an accrediting governmental agency or a recognised university of the state. Additionally, the institution must have demonstrated concrete efforts for innovation and entrepreneurship in the past and must have a strong commitment to participate thoroughly in order to achieve the goals of SSIP. The SSIP application process is quite straightforward, according to which the state government will have to notify the initiation of the policy period through various formats of application, and each prospective university or beneficiary institute will have to apply with a proposal which includes a detailed action plan, timeline and deliverables, as defined by the’ Policy Implementation Committee’ (PIC) or the state government via official notifications.

Launched by the state government with a firm resolve, SSIP has been designed to achieve its desired goals in an efficient manner.

Remarkably, it features an online web portal that seamlessly integrates all the stakeholders to monitor each and every milestone in real time. Besides, the progress of the key goals of the policy concerning

The policy has helped foster many innovative and successful student start-ups in the fields of manufacturing, Artificial Intelligence (AI), automation, Internet of Things (IOT), Fast-moving Consumer Goods (FMCG), Art, clothing, robotics, Space technology, e-commerce, education, waste management, smart agriculture, sports, social impact, automobiles, legal solutions, data analytics, business intelligence, marketing,

the set ‘Key Performance Indicators’ (KPIs) is shared publicly at regular intervals. Additionally, the PIC reviews the overall policy objectives with the guidance of the Education Department and its implementation. Also, the Technical/Expert Committees at Universities are expected to advise appropriately for the smooth deployment of the goals at the respective universities.

To quantify advancement, the beneficiaries of SSIP, comprising of Universities and other Institutions, have to present a half-yearly progress and impact report. In addition, every university, after receiving the grant, will be required to submit a provisional plan of action. If a beneficiary is found lacking, further release of grants will be done after re-evaluation. Additionally, an impact report on ‘Innovation and Pre-incubation Ecosystem for Students’ (IPIES) interventions will be published annually for the reference of all the stakeholders in the public domain.

By the end of 2018, SSIP had reached above 2,55,000 students

Due to its thorough nature and successful implementation, SSIP has gained a lot of popularity among the masses. Besides, the state has won many accolades for introducing and running the initiative.

Furthermore, the state has bagged Dr APJ Abdul Kalam foundation award for Public System Innovation, SKOCH Award 2019 for Public Sector Innovation, and Digital Learning Award for promoting student innovation and start-ups.

Considering the volume of work and effort put behind formulating and implementing a start-up policy such as SSIP, the future looks bright for budding entrepreneurs studying in Gujarat’s colleges and universities.

An excellent and innovative education and training system is pivotal for personal fulfillment the building of a fair society and a successful nation. It is central to sustaining economic success and in converting economic success into building a strong nation, says Vijay Rupani, Chief Minister, Gujarat on the education scenario of the state in an interview with Elets News Network (ENN).

What is your vision of developing Gujarat as a world-class education hub?

An excellent and innovative education and training system is pivotal to personal fulfillment—the building of a fair society and a successful nation. It is central to sustaining economic success and in converting economic success into building a strong nation.

To realise Prime Minister Narendra Modi’s vision of creating a ‘New India’, bold reforms have been initiated in education sector in Gujarat. The Government of Gujarat acknowledges the realities and demands of the current context and formulates progressive and transparent policies and regulations that ensure autonomy of educational institutions to deliver the promise of transformative education that is relevant for the 21st Century.

The education sector has been radically reformed in Gujarat due to concerted efforts of various stakeholders. Technical and higher education institutions in the state offer courses and degrees that are competitive in the world market in terms of quality and are delivered at one fourth the cost. Hence, guaranteeing value-for-money education. The strength of Gujarat’s education system may be gauged from the fact that many world renowned scientists, entrepreneurs, noble laureates and professionals in various sectors have graduated from colleges and universities spread across the state.

The Government of Gujarat’s endeavour is to encourage international students, including Non-Resident Gujaratis (NRGs), to benefit from the state’s vibrant and diverse education system, which directly translates to enhanced opportunities for students and an all-round academic and personal development. We are making all efforts to develop Gujarat as a world-class education hub by focusing on our excellent education infrastructure, outcome-oriented education, availability of diverse industries, rich culture and heritage, progressive and welcoming mindset of local people and ease of living with safety.

What has been your topmost priority as the Chief Minister of Gujarat? How are you working towards improving the education sector and making it lucrative for foreign students?

As the Chief Minister of Gujarat, key developmental indices like education, health, employability and housing are the top most

priority areas of our government. I am determined to build our governance on three pillars: Transparency, honesty and good administration.”

On the education front, our government has launched many initiatives and some have turned out to be progressive for the students as well as the teachers. Since independence, a number of measures have been taken to reform the education system in the state. These measures can be grouped into three heads, viz. (i) equality reforms, (ii) quality reforms, and (iii) reforms for administrative ease. To further bolster our efforts in the present scenario where students and teachers work together as learners and mentors rather than passive listeners and all-knowing experts, the government has drawn an Action Plan to meet the objectives of developing a better education system taking into account the vision of ‘New India’.

The new Action Plan proposes the revision and revamping of all aspects of the education structure, its regulation and governance, to create a new system that is aligned with the goals of 21st century education, while remaining consistent with India’s traditions and value systems.

At the heart of the plan is the aim to improve the impact of the education and training experience on the lives of each and every learner. Gujarat aims to deliver systematic improvement across the continuum of education and training to achieve the ambition of quality enforcement in higher education.

The academic reforms planned by the government will lead to effective and better academic system which will then benefit students and their education, while the administrative reforms will lead to smooth, efficient and impactful administration to help universities achieve milestones.

Restructuring of university governance, admission reforms and examination reforms are among other steps to be undertaken to clear the loopholes in governance; ensure transparency and fairness in the admission process; and development of an effective system that induces skill, knowledge and merit based assessment.

What according to you are the advantages of enrolling in universities and colleges based in Gujarat?

Outstanding institutions have provided a solid foundation for education in Gujarat on which one can build one’s career.

Another reason why one should choose Gujarat for education is for the living expenses which are much more economical as compared to those incurred in other countries.

When it comes to safety, Gujarat is considered one of the safest states in India. Outstation and International students can enjoy a rich and fulfilling experience while studying in Gujarat without having to worry about their safety.

Adequate public transportation, shuttle services, on-campus accommodation, well-lit roads are some of the things that have been put in place over the past few years.

As Gujarat, like rest of India, is a young state with youth forming the majority of its population, how do you plan to leverage this

advantage?

We are focussing on the youth and roping in about 1 lakh youth for apprenticeship to develop their skills for jobs. The government plans to organise ‘rojgar melas’ or employment camps to give nearly four lakh jobs to youngsters. I am sure these measures would substantially take care of providing jobs to the needy.

Gujarat has been No. 1 state in creating jobs. If you see the employment exchange data, it shows that this has been so for the last 15 years. We have offered lakhs of government jobs and through projects set up via Vibrant Gujarat we have been creating jobs not just in the manufacturing sector but also in the services sector. A lot of job-oriented courses have been introduced in the state to close the skill gaps. Through the Mudra scheme of the Central government, we have given crores of rupees for promoting entrepreneurship among the youth.

What message would you like to give to the students?

Gujarat with its high-quality education system makes it truly a place for experiential learning. It is important for the younger generation to connect with the cultural, economical and spiritual ethos of their homeland and education is the best way to ensure that. The culture, traditions and education of India form its soul and it is through these powerful means that Indians can become a light of hope for the world.

INCULCATING HOLISTIC EDUCATION FOR GUJARAT’S YOUTH: BHUPENDRASINH CHUDASAMA “For education to reach conclusion, the society has to be benefitted and for this reason, the Gujarat Education Department has launched the Student Startup and Innovation Policy (SSIP), which encourages and facilitates students to become job providers rather than job seekers,” says Bhupendrasinh Chudasama, Cabinet Minister Education, Law & Justice, Government of Gujarat, in conversation with Elets News Network (ENN).

What are the state government’s priorities when it comes to education?

The Government of Gujarat is working on improving both the quality and outcome of education at all the three levels: primary, secondary, and higher. To maximise enrollment in primary schools, the state Education Department has launched ‘Shala Praveshotsav’ and ‘Kanya Kelavani’. And in doing so, the Department’s priority is to ensure that there are zero dropouts till Class 10. Furthermore, continuous teacher training programmes, along with monitoring of schools has been done through ‘Gunotsav’. Along with this, NAMO e-Tablet has been launched to promote e-Education and Digital Learning.

For education to reach conclusion, the society has to be benefitted. And for this reason, the Gujarat Education Department has launched the Student Start-up and Innovation Policy (SSIP), which encourages and facilitates students to become job providers rather than job seekers. By the end of 2018, SSIP had reached above 2,50,000 students and supported around 3,000 projects.

The Education Department is also focusing on skill-based vocational education through Gujarat Knowledge Society (GKS), Society for Creation of Opportunity through Proficiency in English (SCOPE) and academic reforms under Knowledge Consortium of Gujarat (KCG).

What interventions has the Government of Gujarat made for ‘Skilling and Employment’ of youth across the state’s universities and other institutions?

When it comes to skilling of youth, language proficiency and digital education are two very important areas of focus. Society for Creation of Opportunity through Proficiency (SCOPE) in English was established by the Government of Gujarat to build English language proficiency in the youth of the state and thereby create employment opportunities for them. It has been the most successful PPP model in the state.

Similarly, Digital Education and Learning Laboratories (DELLs) have been set up in around 400 colleges across the state to promote

Are any steps being taken to bring universities in the state to global standards so that they can feature among the top universities of the world?

In this age of globalisation, making universities accessible to universal talent has become very important and the Government of Gujarat is very much concerned about it. In line with Prime Minister Narendra Modi’s aspiration and vision of creating world class institutions of great eminence and excellence, the state government has introduced Gujarat State Institutional Rating Framework (GSIRF) which is a pioneering attempt towards creating world class institutions in Gujarat by Knowledge Consortium of Gujarat (KCG) in partnership with the Indian Centre for Academic Rankings & Excellence (ICARE).

The Academic & Administrative Assurance (AAA) initiative of the Government of Gujarat is also a step towards upgrading the state universities to global standards. The initiative has been taken to ensure quality enhancement and realisation of goals by the methods of internal evaluation, external audit, and mentoring of institutions.

It works in synchronisation with National Assessment and Accreditation Council (NAAC) performance indicators and assesses each Higher Education Institutions as per the criteria laid down by NAAC from time to time.

Furthermore, the Government has launched the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) as a centrally sponsored scheme, which aims to provide strategic funding to eligible State Higher Educational Institutions with the purpose of improving their infrastructure.

Also, a large number of research projects are being worked

upon by professors and students to make their mark in world of innovation and to contribute largely to the global scientific database.

Could you highlight some of your initiatives in R&D, Innovation and Start-up domains?

We are following a very structured approach to promote innovation & Student Start-up Culture across our universities.

In the context of state universities we took the leadership in the nation in setting university based innovation ecosystems.

We have developed India’s First of its kind Student Start-up Innovation Policy (SSIP) to help student innovators & start-ups across universities in the state with a Rs 200 crore support system.

Each University has been given a mandate and guideline to further contextualise it and develop suitable innovation & student start-up support system. We are setting up pre incubation facilities in institutions across the state and are making efforts to see that most of the universities to organically set up their Incubation facilities in this period. We are also creating pathways to link academia, industry and governance.

Furthermore, we are trying to create an innovation-centric policy at all layers and wish to see that at-least one percent of our graduates should turn out to be either self employed or entrepreneurs in near future. We are also making efforts to create a decentralised innovation and student start-up support system so that student start-ups in any part of the state can leverage the SSIP support system.

GOVERNMENT PERSPECTIVE

by SCOPE, the DELL project would enable colleges to train their students in various computer based courses and connect colleges to the outside world through web-based applications.

Furthermore, the government of Gujarat has launched a placement initiative called UDISHA where students can directly connect with various employers to improve their employability skills.

It works as a communication pathway between Employers and Job Seekers. Under this initiative, college students undergo soft skill and domain trainings as per the requirement of Industries.

Placement camps are being held in all universities across the state and the Government is ensuring that every student attends atleast one skill programme during the UG programme.

Is the state government planning to introduce any new institutions for specialised domains?

The Gujarat Government is coordinating with MHRD for the establishment of an Indian Institute of Information Technology (IIIT) at Surat. Presently, IIIT Surat is operating from its temporary premises at Sardar Vallabhbhai National Institute of Technology (SVNIT) Surat, which is also its mentor institute. The alternative land has been identified and the allocation process is in progress.

We are also working on establishment of two Government Pharmacy Colleges in Gandhinagar and Surat. Administrative approval and land allotment has been given/made for the same.

Procedure to get AICTE & PCI approval is under progress.

What is the mission of Gujarat’s State Education Department?

Founded in 1960, Gujarat’s Education Department looks after primary, secondary, higher and technical education in the state. The department forms policies on education, supervises implementation and issues orders in the form of guidelines.

Its mission is to continuously push education and literacy, and make the best use of investments in education sector for the purpose of development andimprovement in the quality of implementation.

To make continuous improvements in the research methodology and to educate the faculties on contemporary enhancement in research and innovations, multiple Research Methodology Workshops have been organised in the state. Since the year 2014 till present, around 32 research workshops have been organised in the state in which as many as 1260 faculties participated. Furthermore, more than 1050 research papers/ articles on various subjects have been uploaded on the the Knowledge Consortium of Gujarat (KCG’s) E-Journal website which has recorded above 3,84,868 visitors till date.

To keep the college/university faculties updated on the latest developments taking place in the field of education across the world, the Education Department is running multiple Faculty Development Programmes. Their main objective is to educate the faculties on the contemporary developments taking place in pedagogy, methods and technology with regard to the teaching-learning process. From the year 2017 till 2019, a total 17 Faculty Development Programmes were organized at KCG in which as many as 730 faculty members participated from

across the state.

Have you taken any steps to make education loans less demanding for students?

Has the Education Department taken any steps to foster a culture of high-quality research in the H&T educational institutions of Gujarat?

Also, are there any dedicated faculty training and development programmes being run in the state?

From the year 2017, the Department has launched an“Interest Subsidy Scheme on Education Loan” to provide a 100 percent interest subsidy on education loans till their moratorium period (one year of course and one year more) to students studying in higher education institutions in India or abroad.

Students whose family annual income is less than Rs 6,00,000 and who have secured more than 60 percentile in Class 12 from a recognised Board in Gujarat, and have taken admission in any Indian or Foreign Universities, are eligible to get interest subsidy on an Education loan up-to Rs 10 lakhs till its moratorium period. Every year after 31st March, the amount of interest will be deposited directly in the loan account of the applicant till date, above 14 lakhs worth of interest subsidies have been disbursed to 90 students of the state.

Are there any initiatives taken by the department to provide global career opportunities and counselling to students in the state?

To provide information regarding career opportunities available in India and Abroad as well as to provide guidance and solve problems regarding career opportunities, a “Global Career and Admission Counselling Centre” has been established at KCG. In this centre, students will be provided information about various courses available, competitive/entrance exams and study-abroad programmes. The said will be provided through individual or group counselling. The Career Counsellors working at the centre have been selected carefully amongst a group of experts in the field after going through an interview with the administration.

Has the Gujarat Education Department taken any measures for the cultural development of students in the state?

The colleges and universities across Gujarat will have to focus on various areas of education, art and knowledge to achieve manifold progress of the youth. To realise this undertaking, the department has launched a student cultural development programme called ‘Saptadhara’. The programme provides a cultural platform to students of higher education where they can feel the bliss of creativity. As the name suggests, Saptadhara is a collection of seven bands of activities (Dharas), including Gyan (Knowledge), Sarjanatmak Abhivyakti Dhara (Creative Expression), Rang Kala Kaushalya Dhara (Fine Arts), Naatya (Theatre), Geet, Sangeet, Nritya dhara (Music and Dance), Yog Vyayam ane Khelkud (Yoga and Sports), and Samudayik Seva

To pursue advancement of our economy, promoting innovation among students and encouraging them to create jobs by making start-ups has become an important goal for the policymakers. Has the Education Department taken any initiatives in this regard?

Gujarat Education Department has taken a bold measure to create an end to end student start-up ecosystem through its Student Start-up and Innovation Policy (SSIP). The objective of SSIP is to crystalise the ideas and innovations of young mind.

Under this policy, more than 500 workshops have been conducted to sensitise the students by explaining all the intricacies involved in building and maintaining a start-up.

The workshops have also been held to welcome their ideas, and teach them how to file for Intellectual Property Rights (IPR) for the protection of their innovations. Furthermore, an “IPR Guideline for Academia in Gujarat” is being developed to streamline the efforts around IPR in Academia, while supporting innovators and Start-ups.

As a part of the SSIP endeavour, a “Smart Gujarat for New India Hackathon” was initiated in 17 departments of the Government of Gujarat wherein 213 challenges were shared among all the students across Universities for finding innovative solutions.

The problem statements were called from all MSMEs, industries, corporates, public sector enterprises and allied organisations for scouting real life digital challenges being faced by the industries; The Hackathon involved 36 hours of non-stop problem solving efforts put in by the students.

To improve the infrastructure of existing Higher Education institutions in the state, a centrally-sponsored scheme called Rashtriya Uchchatar Shiksha Abhiyan (RUSA) was launched in 2013. The scheme aims at providing strategic funding to eligible Higher Education institutions in the state. Furthermore, the scheme enables the state to formulate a strategy to address issues of equity, access and excellence in higher education.

The centre’s share in the scheme is 60 percent and the state’s share is 40 percent. Till date, Rs 172.39 crore worth of funds have been disbursed to 227 beneficiary institutes in the state, about 60 percent of which has been utilised by the beneficiary institutes.

What initiatives have been taken to provide financial assistance to the poor but bright students studying in Higher Education institutes of Gujarat?

The Government of Gujarat has taken multiple initiatives to provide hassle-free financial assistance to the bright but poor and needy students of the state. The government has launched a scheme called ‘Mukhyamantri Yuva Swavlamban Yojna’ (MYSY) under which, more than Rs 563 crore worth of scholarships have been disbursed to above 1,45,000 financially poor students in the state.

Similarly, the state government has launched the ‘Mukhyamantri Kanya Kelvani Nidhi’ (MKKN) scheme for students pursuing their MBBS. Under this scheme, more than Rs 48 crore worth of scholarships have been disbursed till date and above 2,200 students have benefited from them.

Furthermore, the Gujarat government had launched the ‘Hon’ble Chief Minister Scholarship Scheme’ in 2014 to provide equal opportunities to meritorious and needy students of the state. In year 2018-19, a total of 959 students were benefited from this scheme after receiving assistance worth Rs 662 lakhs.

Is the state government taking any steps for imparting soft skills to young students and graduates to make them industry-ready?

The Government of Gujarat initiated a Finishing School project in the year 2016. It is an employability enhancement initiative of the State Education Department to impart training for skill development in students of Higher and Technical Education of the state to make them Industry-ready. Till the year 2018, a total of 253 government colleges were enrolled in the project and more than 20,100 students had been trained.

Furthermore, a Memorandum of Understanding (MoU) has been signed between the Knowledge Consortium of Gujarat (KCG) and National Institute of Technology, Karnataka (NITK) Alumni Association. The areas of collaboration include English Language and Communication Training, Life Skill Training, and Employability Skills Training.

Have any initiatives been taken to improve collaboration between the academia and the industry?

When it comes to education, the Government of Gujarat is working diligently on its ‘Smart Goals’ with a future vision of ‘Education for All’. The government’s policies are geared to continuously promote state-wide literacy, reduce drop-out rates, improve infrastructure, provide financial assistance to poor students, training students for the development of employability skills, faculty training, improving industryacademia collaboration, and promoting student start-ups, among a series of other initiatives.

Overall, the government’s aim is to achieve Socio-EconomicEducation (SEE) growth across the state in the categories of primary, secondary, higher and technical education.

To get fully funded, students can avail 50 percent financial assistance from MYSY and remaining 50 percent financial assistance from the Hon’ble Chief Minister Scholarship Scheme.

The Gujarat State Education Department had established the Council of Industry Academia Collaboration (CIAC) in 2017 with an aim to fulfill the Industry’s requirement of skilled manpower, to establish linkage between educational institutions and industries, and to conduct collaboration with a focus to improve the overall quality of education as per industrial requirements.

The CIAC incorporates an Internship Development Programme and a Corporate Challenge Programme for startup, innovation and research. Additionally, the Council works towards providing capacity development and exchange, mentorship, curriculum revision, and placement.

Furthermore, the CIAC has been started to provide the latest tools in learning and research to the teachers and students and to help them in their personal and professional development. Expectations are that it will help in achieving qualitative reforms in teaching and learning, which in turn would give a boost to academic activities.

Have any measures been taken for providing direct placement opportunities to the students of the state?

To provide employment opportunities to students studying in their final year at various Government and Grant in Aid Colleges of Gujarat, the State Education Department had organised a ‘Mega Placement Fair’. The Fair saw participation from 483 institutes and 1,290 companies. Moreover, above 48,000 interviews were conducted and 28,000 students were provided placement at the Fair.

What steps are you taking to ensure more students around the globe come to study in Gujarat?

Under the Study in the Gujarat campaign, we will organise roadshows and presentations across 12 cities in different countries along with different states of our own country. For foreign students, relaxations have been given to institutes for admission so that students can directly apply through websites without any question on merit.

After the registration, they will be offered courses and a list of institutions on our portal i.e. study. gujarat.gov.in. On the same page, they will be directed to respective admission websites. For further detail and inquiry process, they have to communicate with respective universities.

If the foreign students require, we will help them in visa through the Indian embassy in their country.

ducation is widely recognised as the foundation of a progressive society. The recent trends in globalisation underscore the importance of ‘market-ready’ trained human resources. This trait of being ‘market ready’ is not attainable without quality education. While India is recognised for its humongous human capital, the current industry feedback suggests that there is an urgent need to improve the skill base of the educated youth in India..

Traditionally, the government focus, in the education sector, has been towards delivering primary and secondary/higher secondary education and enhancing infrastructure to reach the broader populace. However, the drive to upgrade the quality within these levels has also met with limited success due to conflicting demands on the state/center budgets for more priority programs or issues.

The opening up of the Indian economy and its subsequent implications make a very strong case for enhancing the higher and technical education infrastructure in the country. With the emergence of the service sector as one of the fastest-growing economic drivers, the focus is now clearly on being able to cater to the burgeoning demand for professionally/technically trained graduates.

The higher education system in India today is one of the largest in the world with 51,649 institutions. The enrolments have also seen a significant four-fold increase.

If higher and technical education needs improvement, the improvement will have to come about from a grass-roots level. It is imperative that we ensure that children have access to quality education both at the school level and at the higher and technical levels.

The Department of Technical and Higher Education, Gujarat, is taking several steps to ensure that quality education is provided to build a better future of students. Some of the initiatives taken by the Government of Gujarat in field of Education are:

As part of the blueprint for investment in Gujarat, 2020, two Knowledge Corridors have been proposed. These corridors have been assumed to be spread over an area of 1500 acres each. Besides this, the following have been proposed: • Maritime, retail management and aviation universities • Various Centres of Excellence in an array of disciplines viz. biotechnology, nutraceuticals, nanotechnology, space research, clean technologies, etc.

STUDY IN GUJARAT CAMPAIGN The Gujarat government is planning to transform the state into an education hub by admitting over 10,000 foreign students in its Universities and Higher education academic institutions.

These efforts are directed towards attracting students from various parts of the world and bringing together a diversified community through this platform.

Our 22 Partner Universities together will offer courses ranging from Graduate to Doctorate levels across sectors. Many of its universities are sector focused and hence provides good industry-

TECHNICAL EDUCATION BILL The Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Bill, which proposes to reduce the number of government reserved seats for professional courses and open direct admissions to foreign nationals as well as students from other states to study in Gujarat, was passed in the Assembly by a majority.

This new provision has been introduced to boost the ongoing ‘Study in Gujarat Campaign’ and to make Gujarat an education hub.

According to the amended bill, the government reserved seats for MBA, MCA, Engineering, Architecture and Pharmacy in unaided colleges or institutions have been reduced from 75% in the principal Act to 50%. As per the amendment of the clause (h) of section 2, which talks about management seats, the number of management seats has been increased from 25% to 50%, including 15% of NonResident Indian seats, and seats for the Foreign National Students and students from any state, including Gujarat.

The bill also authorizes that if any unaided college or institution requests to fill all or any portion of the management seats by the admission committee, such management seats shall be considered as government seats. Also if any government seat or NRI seat remains vacant, then such a seat shall be filled as a management seat.

In the past three years, it appears that the aspirant students are lesser against the approved seats in the professional courses in Gujarat State. Therefore, more than 50% of the seats of self-financed institutions remain vacant after the admission process is over.

increased to implement reservations of EWS. States like Rajasthan and Maharashtra as well as distant states like Tamil Nadu, Karnataka, and Andhra Pradesh are allowing students from other states for long.

This has strengthened the competition and knowledge aspect of the students in their states. Similarly, in Gujarat, it is also required to increase the pan-India competitiveness among meritorious students.

The increased seat share under the management quota directly facilitates the admission of foreign national students. As per the amended bill, a new definition of Foreign National Student has been inserted in section 2 of the principal Act. “Foreign National (FN) Student means the student other than Non-Resident Indian (NRI) who possesses a foreign passport and fulfills the equivalency of eligibility requirements ascertained by the competent authority as may be specified by the Ministry of Human Resource Development, Government of India, for admission,” the bill states.

Startups in an economy’s technology sector are an important indicator of technological performance for several reasons.

The Student Startup & Innovation Policy (SSIP) of Gujarat provides all the required assistance to startups, which are an important indicator of a growing and thriving economy. Under this scheme, any individual or group of individuals having an innovative idea or concept is eligible to receive government assistance. INFUSING THE SPIRIT OF COLLABORATION THROUGH HACKATHON The Education Department of Government of Gujarat has taken a series of initiatives to design and develop innovation processes and an enabling ecosystem across its affiliated colleges and universities.

At the state level, SSIP is pioneering a large number of interventions like organizing a Hackathon, which is an annual flagship programme where young students are given an opportunity to leverage their technical skills to solve real-life challenges. In 2018, during the ‘Smart Gujarat for New India’ Hackathon, 17 departments of the Government of Gujarat—Agriculture, Home, Urban Development, Port and Transport, Energy and Petrochemicals and others—shared 213 challenges with all the students across universities in the state and invited innovative solutions to those challenges. Students from across disciplines like BCA, Engineering, MCA, MSc IT, Pharmacy and allied

branches had participated in this one-of-its-kind programme at the state level. The grand finale of “Smart Gujarat for New India” 2018 was hosted at Pandit Deendayal Petroleum University, Gandhinagar.

As many as 150 short-listed teams comprising 917 students from 11 universities across 15 districts of Gujarat participated in the grand finale on 24th - 25th March in a non-stop 36 hour effort.

In the year 2018, the Government of Gujarat had also organised the ‘Gujarat Industrial Hackathon’, where 200 real-life problems from around 154 different industries were given to the students to solve. Of the 1,874 teams registered for this innovative activity, 1,163 teams came up with innovative ideas to solve 175 out of 200 problems covering 141 out of 154 industries. The synopsis was successfully submitted by 569 teams covering 154 problems concerning 123 industries.

In the regional round of the hackathon held at Rajkot, Ahmedabad, Vallabh Vidhyanagar and Surat, 374 teams comprising of 2,004 students participated. The teams were scrutinised by industrial and academic experts for the grand finale held at Gandhinagar.

In the grand finale, of the 175 teams who came up with solutions, 171 teams comprising 1,037 students managed to reach the finale providing solutions to 83 problems concerning 71 different sectors of

corporate, large scale, medium scale, PSU and small scale industries.

A total of 18 teams were awarded Rs 645,000 in different industrial sectors such as corporate, large scale, medium scale, PSU and small scale industries by the Minister of Education Bhupendrasinh Chudasama and the Minister of State for Education Department, Vibhavariben Dave. The solutions were offered to the industry for adaption.

Through initiatives like hackathon, SSIP seeks to make serious efforts for creating a strong, open and innovation programme involving industry and academia by keeping students, innovators and start-ups at the centre.

Taking further the legacy of infusing the spirit of innovation among the youth of Gujarat, the Technical and Higher Education Department, Government of Gujarat, is planning to organise “Smart Gujarat for New India Hackathon” 2019-20 in line with the last year’s efforts. Through these programmes, students will work on real-life challenges of SMEs, industries and large corporations, social sector and public systems.

SSIP SUMMER INNOVATION CHALLENGE Globally and nationally various open innovation experiments are being attempted to promote innovation and efforts like innovation challenge award or incentivising innovations for solving real issues are getting wider notice. Innovation challenges need not to be only towards solving challenges by means of technology but it can involve wide range of domain expertise beyond technology. Quite often the challenges demand a system level innovation or innovation at process level to bring changes in prevailing situation. Such challenges can be attempted solo or sometime in demands co-creation among different stakeholders, teams who bring in wide range of expertise to address them. The challenges may range from a needy technology intervention, improving existing process, even through out of box approach or even field work to solve a problem in an innovative manner. SSIP in Gujarat wish to develop various such tools and interventions and use them thereby engaging young students across universities, colleges and even schools to harness their creative potential. “Summer Innovation Challenge” have showcased many innovative ideas conceived and developed by students, alumni, innovators and start-ups. To take innovation efforts notch up a, the Government of Gujarat is going to launch “Student Open Innovation Challenge” under SSIP, which will create a unique environment across academia in the state. Through this programme the government is aiming to involve innovative teams in short to medium term and develop innovative solutions.

Stages of Open Innovation Challenge • Phase-1 : Declaration and outreach across the state and country • Phase-2: Submission of proposals by innovators, students, start-ups • Phase-3: Pitching, short listing and selection • Phase-4 : Minimum Viable Product design and continuous mentoring • Phase-5: IP/Patent Clinic boot camp • Phase-6: Demo day of final prototype/innovations at state level Note: Generally one cycle of Open Innovation challenge will take around six months to complete.

Teams can apply for SOIC online round the year & shortlisted teams will be selected and given grant every two month.

2. Student Innovators and start-ups from outside Gujarat can also apply for the open innovation challenge but in such scenarios minimum 50% of team members should be from Gujarat. This is intended for promoting collaboration.

3. Each team may comprise of around up to 8 team members.

he industrial and service sectors form the backbone of any economy. And in any growing economy, education in general and higher education in particular, are required to develop human resources with the required knowledge and skill sets. Conventional education system needs to be augmented with the integration of ‘training’ in order to enhance the employability of youth and form a judicious blend of ‘Knowledge and Skills’.

To make higher education more meaningful and supportive to the larger state eco-system, Education Department of Government of Gujarat has become first in the country to proactively launch the Finishing School Project. It was initiated across all government colleges under Higher and Technical Education for both graduate and post graduate students.

The project is designed with modules spanning over 100 hours, at the end of which, the registered students become more employable and industry ready, at no additional cost. Thus, Finishing Schools directly benefit both students and employers, and in turn, the society as a whole.

The Finishing School project started off with 40 colleges in 2016-17 and has now scaled up to 253 colleges including 107 Higher Education, 46 Technical Education and 100 Grant-in-Aid colleges. Training is offered mainly to final year

“Finishing Schools have touched the lives of more than 35,000 students in Higher and Technical Education of Gujarat by making students believe in themselves and in their ability to chase their dreams” – Anju Sharma, IAS

students of B Com, BBA, BSc, BA, BE, B Tech and Diploma in Engineering. Additionally, second year and post graduate students are also included.

It is heartening to see that the number of students trained under Finishing Schools go from 2,131 students in 2016-17 to a total of over 35,000 in 2019-2020. The employability ratio of these students has also touched 44 percent during a state-level placement drive conducted by the Education Department.

Over 100 professionally qualified corporate trainers are empanelled with Knowledge Consortium of Gujarat (KCG) under the initiative.

And over 100 hours of training modules have been designed to cover Functional English Skills, Life Skills and Employability Skills. The study modules include Self esteem, Self Confidence, Team work, Interview skills, Interpersonal skills, and Effective communication, among others.

Furthermore, Trainers travel across the state and use interactive methods to deliver their sessions.

The Trainer manuals and student workbooks have been carefully developed to maintain uniformity in quality of the training content . The response of students from cities as well as rural areas has been quite encouraging. Moreover, the project has a very robust governance system that ensures administrative compliances and ongoing quality improvement in the delivery of training.

Ms Anju Sharma, IAS is the Champion of the Finishing School Project. She envisioned the project and took necessary steps at the Education Department to make budgetary provisions since 2016-17. The Project is implemented through KCG, a society under the Education Department with support from the Commissioner, Higher Education and Commissioner, Technical Education.

Due to its nature and thorough implementation, Finishing School has won the prestigious National SKOCH Award, and is expected to prompt Government and private bodies in other states of India or other countries to replicate this model.

In Gujarat and India, this Initiative has the potential to create new business ventures, generate more employment, boost the GDP and can go a long way in fulfilling the dream of our Prime Minister in making India a USD 5 trillion economy.

Skills gap and lack of employability has been a national and global issue. The success of the Gujarat Model could be an eye opener for others to follow suit.

Furthermore, subscription of more than 800 different magazines and journals with back volumes is in hand. Also, free internet access facility is provided to the students for online access.

NOOTAN GENERAL HOSPITAL The Nootan General Hospital within the campus is a Multispeciality hospital with a capacity of 300 beds. The hospital is rendering medical facilities at minimal cost to the needy.

COMMUNITY OUTREACH PROGRAM The University is contributing to social responsibilities with swachhta abhiyan, rain water harvesting, installing solar power plant, ban on single use of plastic, tree plantation programme, saving paper and water, among others. Furthermore, free medical camps, dental treatment and survey camps at villages in and around Visnagar, Physiotherapy camps, and joining hands with pulse polio abhiyaan are some initiatives taken by us to serve the needy.

NOOTAN SPORTS COMPLEX To achieve a healthy mind with healthy body, various indoor and outdoor game facilities have been provided within the complex.

Indoor facilities for table tennis, chess and various other games have been provided with dedicated sports teachers.

Furthermore, large playgrounds for cricket, basket ball, volley ball, and a full size running track has been built. Inter college competitions are organised regularly and the outdoor game facilities are extended for events like Khel Maha Kumbh.

Transportation facilities are provided for students and faculty who travel from different location off the campus. Air Conditioned buses run daily from Ahmedabad, Gandhinagar, Himmatnagar, Vijapur, Mehsana, Patan and Unjha.

Free WiFi facility is also available throughout the campus.

Placement cell to facilitate and promote the student placement at state, national and international levels has been functionalised.

he Maharaja Sayajirao University of Baroda (MSUB) is recognised as one of the premier institutions of higher learning and research in the country. Since its inception on 30th April, 1949, the University has demonstrated a keen interest and a commitment to the sustenance and promotion of an environment, favourable to the growth and development of academic excellence – a commitment that forms a part of the rich legacy of the institution.

Educational Institutions which preceded The Maharaja Sayajirao University of Baroda included the ‘Baroda College’, one of the oldest Centres of learning in Western India, founded in the year 1881 by His Highness Maharaja Sayajirao Gaekwad III. The enlightened ruler in the year 1909 established the ‘Kalabhavan’ - a heritage Building which presently houses the Faculty of Technology and Engineering.

His Highness Maharaja Pratap Singh Rao Gaekwad pursued the idea of establishing a University and eventually in 1949 set up a fullfledged University.

The Maharaja Sayajirao University of Baroda, a State University with English as its medium of instruction is a premier unitary residential University, recognised by Government of India under the Indian Universities Act, 1958 and is accredited by National Assessment and Accreditation Council with ‘A’ Grade with CGPA of 3.16 in the year 2016. Further all Faculties are brought under MSU Examination Portal (MEP) system.

The MSU has one of the largest Hostel Campuses in western India with 12 Boys’ and four Girls’ Hostels with all modern amenities.

Hostel admission is an online process from application to allotment of room to the students. The University Health Centre provides routine medical treatment to the students and staff of the University and has a physiotherapy unit, a Pathology Laboratory and Marg Counselling Centre. The University has a magnificent Union Pavilion overlooking a large ground which has an athletic track, a cricket ground, hockey and football fields, two tennis courts, two basketball courts, four volleyball courts, two kabaddi grounds, malkhamb, a kho-kho ground and a handball court and a swimming pool.

Career and Counselling Centre and Placement Cell looks after placements and also imparts Training to students for facing interviews, coordinating with the agencies for arranging Campus placements. The Faculty of Social work and Faculty of Management Studies have achieved 100 percent placement and average 65 percent placement is the normal trend of placement on and off campus. The Directorate of Students’ Welfare disburses scholarships to the students belonging to economically weaker sections.

An Incubation Centre and Start-up Centre has been set up at the campus to encourage the spirit of innovation that provides a platform to the youth for exploration and implementation of innovative ideas and their conversion into start-up ventures.

Office of Alumni Affairs’ of the University compiles information about various alumni associations, initiates monthly interactive sessions, coordinates for Reunions, collects details of eminent alumni, Alumni Registrations and such other activities. ujarat University is an important part of the state of Gujarat, and a pivotal institution for Ahmedabad. The city of Mahatma Gandhi is also the epicenter of trade and commerce in the vibrant state of Gujarat. The university is located in the heart of the city, allowing it to cater to a variety of societal stakeholders In the last few years, Gujarat University has been at the forefront of adopting new-age technologies, concepts, and approaches and has been setting benchmarks for any university in the state and the country. The university’s ongoing digitisation activities of all of its documents, along with current operational processes, spreading over 65 years has been recognized and applauded by state and Central governments, along with several other agencies. The university is also at the forefront of startup, innovation and entrepreneurship activities and over the last year and a half, through Gujarat University Startup and Entrepreneurship Council (GUSEC), has contributed significantly to the startup ecosystem of Gujarat. The university also caters to a very large student base of close to 4 lakh students and over 325 affiliated colleges, making GU one of the largest universities in the country in terms of student strength.

With over 62 academic departments on campus, and over 100 faculties and 5,000 students on campus, the university has a strong academic set up and rich academic history. Over the last few years, the university has introduced courses in disciplines that align with the modern-day industry requirements, such as mobile technologies, Artificial Intelligence, cybersecurity, aviation, human genetics, and others.

The university has a massive geographical advantage - with over 260 acres of land in the heart of Ahmedabad, the university is now in the process of building up state-of-the-art infrastructure for student extension activities. One such initiative is the Park for Industrial Extension and Research (PIER), which is India’s first research park in a state university. The research park is an epitome of industry-academic collaboration, where industrial research centers shall be offered physical space and the institution shall act as a funnel for academicindustry collaborations.

The Sardar Patel Sports City is also under development at the university campus and is expected to be operational during this year of 2020. The Sports City will offer Olympics-standard infrastructure for over a dozen games, including running, throwing, jumping, swimming, et al, as well as a full-fledged tennis academy with several tennis courts and a stadium, shooting and archery academy and a hostel to accommodate over 500 athletes at a time.

ducation is necessary to preserve, transmit, and enrich the positive elements of any cultural heritage. Be it architecture, literature, medicine, art, science, sports or spiritualism, education has the responsibility to carry forward the learning of ages.

It is important to be in touch with one’s cultural heritage but it is equally important to be exposed to the changes happening around. In other words, a balance must be struck between continuity and change. Heritage provides a firm ground for building confidence but in an increasingly global world, matters of growth and development must be addressed with equal priority.

A combination between the two is needed for harmonious growth.

India has made its contributions to world education, but the need for reform is perpetual. And to achieve the desired reforms,

policymakers of the country have come up with innovative initiatives from time to time. The National Education Policy 2019, made under the chairmanship of eminent scientist Dr K Kasturirangan focusses on a myriad of burning issues like Equitable and Inclusive Education, Institutional Restructuring and Consolidation, Reintegrating Dropouts and Ensuring Universal Access to Education, among others.

Establishment of equitable and inclusive education in the country is required for all to children have equal opportunity to learn and thrive. It is also one of the key issues the government is facing. The objective is to equalise the participation and learning outcomes across all genders and social categories by 2030.

Institutional restructuring and consolidation is another area of focus where the objective is to build vibrant multidisciplinary

assignment. In other words, they must provoke a student to think.

Furthermore, vocationalisation of the Education system should be done as far as possible. The current system forces students to decide their future from a selected pool of careers. Instead, the students must be allowed to follow their aspirations. When we were children, we all had such long-drawn dreams as to what we wanted to become when we grew up. Where did all those dreams go? Where did they disappear? Let’s work towards creating a skillbased system, where every child has an equal chance of becoming what they want to. We need to create a system where students have a multitude of avenues, instead of closing avenues and leaving only a handful to choose from. Every career is important and plays an important role in the development and progress of the society, nation, and economy. We need lawyers, coaches, athletes, and therapists just as much as we need engineers, doctors, and accountants. Let’s equip students with the skills they can use universally and that lets them choose what they want, instead of only giving them the tools that open a certain set of doors, and leave many undiscovered ones closed.

Every year, fields like engineering and medicine witness a huge number of applicants, often outnumbering the number of seats available. Yet by the time the academic year starts, there are thousands of seats are left empty in colleges. This needs to be addressed. Secondly, the teacher deficit needs to be addressed.

There need to be recruitment drives, workshops, seminars, and people need to be encouraged to teach. Good quality, experienced teachers are a rarity, and we must work towards increasing their number. It will significantly improve the quality of education being disseminated to students, and will greatly improve the quality of education in India. The student-teacher ratio needs to be decreased, enabling more attention being able to be devoted to each student.

The above concepts, if implemented, can bring a positive change to the way society functions because the future rests on the shoulders of younger generations and timely educational reforms can make sure that the younger generations can take the mantle forward in a better manner than their predecessors.

As for soft reforms, there are some concepts that can be applied including Shifting From a Memory-Based to a KnowledgeBased System, Inculcating a Research Attitude, Vocationalisation of the Education System, Encourage Reading, and Addressing the Anomalies.

A big chunk of ‘learning’ that happens in India is memory based.

The objective of most students is to remember the entire text and write it down on the answer sheet during the examinations. The marks are awarded based on how well one can remember text and write it down in an acceptable manner. This concept needs to change. While memory retention is important, it doesn’t always relate to learning. We must instead move to a system where a student can attain knowledge and learn in a true sense. They should be encouraged to go farther than reading textbooks.

Furthermore, they should be provided motivation to express things in their own way, which will be a true measure of how well they have understood a subject.

For inculcating a research attitude, the students must be encouraged to dig deeper into their subjects. The curious ones should not be told that they could learn something in higher classes. Moreover, the assignments must require students to think, give their opinions, and substantiate with statistics. ujarat Arts & Science College, popularly and earlier known as Gujarat College was founded in 1860, and is a premier teaching institution of the state. The college got affiliated to (then) Bombay University in the year 1879. Started by the British, with strong financial support of the elite of the city, this college entered the second century of its existence in 1979.

During this lengthy span, the college has shaped the academic and cultural careers of many great personalities of local, national and international repute. hirubhai Ambani Institute of Information and Communication Technology (DAIICT) is an elite private university in Western India in the State of Gujarat. It is an exclusive academic institution modelled after IITs in India but specializing on various facets of information technology and communication engineering for the last 18 years. The vision of DAIICT is to help build a knowledge-led society founded on intellectual competitiveness for global leadership and the mission is to become a first choice academic institute having high calibre students, a dynamic faculty, a sensitive administration, functioning within an atmosphere of innovative research, emphasizing academic cooperation and global collaboration. In order to fulfill its vision and mission in a highly connected ‘flat world,’ DAIICT has developed collaborations and friendships with several teaching and research institutions in India and abroad for faculty exchange, joint guidance of masters, doctoral and postdoctoral scholars and joint research projects.

DAIICT, Gandhinagar was founded in 2001 by the legendary visionary, Shri Dhirubhai Hirachand Ambani with a vision ‘to help build a knowledge-led society founded on intellectual competitiveness for global leadership.’ An Act of the Gujarat State Legislature conferred upon DAIICT the status of a University in 2003. The University Grants Commission (UGC) of the Government of India has included DAIICT in the list of Universities maintained by the UGC under Section 2(f) of the UGC Act, 1956. DAIICT became a member of the Association of Indian Universities in 2009. DAIICT is managed by a Board of Governors chaired by Mr. Anil Ambani, Chairman, Reliance ADA Group with visionaries and leaders from academia, industry and government as its members.

DAIICT launched its first undergraduate programme, BTech

(Information and Communication Technology) -- the first of its kind in India in 2002. In 2013, the second undergraduate programme -- BTech (Hons) in ICT with Computational Science as minor was designed and offered. Besides these undergraduate programmes, DAIICT offers seven postgraduate programmes including a doctoral programme. These programmes are designed to develop students’ comprehension of technology both within the broader vision of science and understanding of the business and social environment.

DAIICT has graduated over 5200 ICT engineers, design professionals, agriculture and rural development professionals and doctoral scholars since its inception and they occupy prominent positions in industry, civil society organizations and academia and also as successful entrepreneurs. The high-end continuing education programmes in Information and Communication Technology and allied areas offered by DAIICT have been recognized as appropriate training programmes to upgrade the skills and competence of industry professionals, government officials and defence service men.

DAIICT places great importance on recruiting highly qualified and research-oriented faculty. The faculty members have authored quality books and research articles that have been internationally recognized. They have attracted a large number of sponsored projects, including collaborative projects with academic institutions in UK, France, Spain and Japan, with funding from government bodies such as DST and DIT. The Institute also has research funding from industry for supporting PhD research scholars. The Institute houses a government supported Incubation Centre to nurture and develop business ideas based on new technology.

At the invitation of the Government of Gujarat, DAIICT has mentored the new Indian Institute of Information Technology, Vadodara (IIIT-V) set up under Public- Private Partnership mode,

innovation in programmes, curriculum, and pedagogy.

All the teaching programmes are designed in consultation with the industry to ensure that their needs are met. The curricula of the programmes are also reviewed and revised regularly considering the technological advancements and the industry requirements. DAIICT also offers short term training programmes, research seminars and workshops under the Continuing Education Programme. All the teaching programmes are designed to develop skills and intellect that is in tune with the contemporary ICT needs of the industry, government, public sector and academia.

From the academic year 2019-20, DAIICT started two MTech Programmes in collaboration with two other national institutes in India. The first one is an MTech in Computer Science jointly conducted by DAIICT and Indian Institute of Technology Jammu. It has two specializations: Information Security and Data Sciences. The second joint MTech programme in Electronic and Communication Engineering is with C.R. Rao Advanced Institute of Mathematics, Statistics and Computer Science (AIMSCS). It offers specialization in Wireless Communication and Embedded Systems.

DA-IICT will be launching an MSc programme in Data Science and a BTech programme in Mathematics and Computing from the Academic Year 2020-21.

DAIICT has enviable state-of-art infrastructure to support teaching and research which includes modern Library, Electronics and Digital Science Laboratories, an array of state-of-the-art computer laboratories with continuously upgraded hardware and software to aid learning and research. nstitute of Infrastructure, Technology, Research And Management (IITRAM) is an autonomous University instituted by the Government of Gujarat offering B.Tech, M.Tech and PhD programmes in Civil, Electrical and Mechanical Engineering along with PhD programme in Humanities and Sciences.

GFSU: WORLD’S FIRST AND ONLY UNIVERSITY DEDICATED TO FORENSIC AND ALLIED SCIENCES

T

he Government of Gujarat took an exemplary initiative and established the World’s first Forensic Science University viz: Gujarat Forensic Sciences University (GFSU) at Gandhinagar in the year 2009 with the sole objective of providing skilled and trained man power to various Investigative and Security Agencies of the country and the world. The establishment of this highly specialised University was the vision and the dream of the then Chief Minister of Gujarat and the present Prime Minister of India, Narendra Modi.

Thus, the University has made many strides in a short span of 10 years and has earned good name not only in the country but also in the world through its remarkable performance.

GFSU has been awarded “A” Grade by National Assessment and Accreditation Council (NAAC) in 2016. In 2019, the Government of Gujarat has notified GFSU as a ‘Centre of Excellence’ as it has been recognised as an ‘Institute of Strategic and Security related interest’.

INTERNATIONAL CENTRE HUMANITARIAN FORENSICS (ICHF)

Since, this is the only University of its kind in the world; many countries approached the University seeking collaboration and assistance in the areas of training, education and research. CENTRE OF EXCELLENCE FOR RESEARCH AND ANALYSIS OF NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES (NDPS) Ministry of Home Affairs, Government of India has selected Gujarat Forensic Sciences University for the establishment of ‘Centre of excellence for NDPS’ for the purpose of Analysis, Research, Training and Consultancy at the national and international level.

It has been established with a mission to diminish the drug abuse cases, improve the total convictions in narcotic cases and to help in combatting the drug trafficking. Its mandate is to assist several central and state agencies to react to the instability and insecurity caused by crimes like the smuggling of illicit drugs. It aims to bring Research and Analysis of NDPS under the same roof thus making easier the task of NCB, DRI, CCE and FSL for analysis of seized drugs.

CEPT University is a leading institution in the domain of built environment. Based out of Ahmedabad, India, it focuses on understanding, designing, planning, constructing and managing human habitats. Our teaching programmes aim to build thoughtful professionals and research programmes attempt to deepen understanding of human settlements. Since its origin, the university has functioned as collaboration between academics and professionals, with support from philanthropic civic leaders and the government.

At CEPT we endeavour to respond to the emerging challenges and opportunities in the urban sector through high quality education, advanced research and advisory. Currently we offer 19 Postgraduate courses and 5 Undergraduate courses in Architecture, Planning, Design, Management and Technology. Our credit-based system gives students the choice to choose subjects of their interest.

How is a typical semester structured at CEPT? A typical semester is interspersed with international exchange programs, summer winter schools, vibrant dialogue and lecture series, workshops and teaching fellowships that ensure a cosmopolitan atmosphere on the campus. umandeep Vidyapeeth was the first health Sciences Deemed to be University to be established on 17 January 2007, being the only one of its kind in the state of Gujarat. Another mile stone was added in 2014 when Sumandeep Vidyapeeth was accorded Jain minority institution status.

It is indeed a matter of pride to state that Sumandeep Vidyapeeth was accredited by National Assessment & Accreditation Council (NAAC) with an ‘A’ Grade, and a CGPA of 3.53 on a 4 point scale in the year 2015, being the highest accreditation in the state of Gujarat.

Yet another mile stone was added in the year 2018, when Sumandeep Vidyapeeth was graded as Category 1 Deemed to be university under categorization of Deemed to be universities under UGC for grant of graded autonomy regulations 2018, again being the only category 1 institution in the state of Gujarat.

PAVING GLOBAL ACADEMIC PATH FOR FOREIGN STUDENTS TO STUDY IN GUJARAT

reating avenues for foreign students to pursue their academics in the various higher educational institutions in Gujarat, has been the main driving force behind the Study in Gujarat initiative. Acting in line with this agenda, city-based Parul University through the untimely efforts of its International Students Affairs Cell has made significant strides, resulting in a plethora of foreign students pursuing their studies in the distinct programs of the University. Annually, the University’s international enrolments have been on a constant peak, witnessing the most dynamic student demographic, from diverse cultural and national backgrounds.

Parul University is an amalgamation of 35 institutions, which have been collectively investing their efforts towards providing the students with an array of over 250 diploma, undergraduate and postgraduate programs. LDCE is a premier government engineering institute in Gujarat, set with the objectives of imparting technical education, research and training in various fields of engineering as per AICTE. The institute is affiliated to Gujarat Technological University (GTU), Ahmedabad and is administered by the Department of Technical Education, Government of Gujarat.

The institute was established in June 1948 by the textile magnate Sheth Shri Kasturbhai Lalbhai in a campus of 58 acres of land. It offers 30 courses at undergraduate and post - graduate levels. The total student enrolment at the institute stands at more than 6,000. In its journey of seven decades LDCE has scaled noteworthy national and international credentials in its curricular, co-curricular and extra-curricular activities. To promote Research & Development (R&D), the institute has created central facilities of state-of-the-art level for Design Lab, Incubator Lab, Centre of Excellence in Welding, Centre of Excellence in Automation by Siemens. MoU with Siemens has facilitated Aerospace & Defence center, Product Design and Validation Lab, Advanced Manufacturing Lab, Automation Lab and Electrical Lab. ISRO NAVIC Satellite Communication Receiver and Supercomputer Lab have been installed for professional level research.

LDCE is a vibrant hub for innovation ecosystem. Recently Startups such as Exposit, Reolo, Trauma Patch have received National and International Award. 71 such projects are funded for innovation under SSIP policy of GoG. The institute has filed 20 patents in different domains. Each department of the institute regularly receives project grants from the state and central government.

AL Education is the brain child of Dr Rajendra Shah, a steel industry icon in the State of Gujarat, who has committed himself to serve the society. First, the SAL Hospital, the best multi speciality hospital in Ahmedabad and thereafter the state of art, SAL Educational Campus in 25 acres of lush green area in the city of Ahmedabad.

The technical education Campus started with one Engineering College and one Pharmacy college way back in 2009-2010.

Today, it is encompassing seven colleges, including three degree engineering colleges up to PG level, one college each in Pharmacy, Architecture and Management and one Diploma Engineering College for Computer/IT courses. Pharmacy institute also provides Pharm. D course and Architecture school also provides course in Master in interior architecture.

The campus owes its growth, right from 2009-2010, to the vision and direction of Dr Rupesh Vasani, campus director who is an education icon, recognised at lot many platforms in the state, SAL EDUCATION

including Government of Gujarat. In the past 6 years, the institute has provided 100 % placement to the job seeking students of the campus. The campus organises cultural festival, technical festival and sports event The campus has received several laurels from the leading media houses of the country like Times of India.

The campus has till date won more than 100 different awards.

The SAL Institute of Technology and Engineering Research is the only college in Gujarat which is rated by QS.I.guage, a representative franchisee of ‘QS’, one of the two biggest international higher education rating agency rating global educational Universities.

The campus gives full scope of research and innovation, with its own incubation centre and due to such initiatives; it has been recognised by LIMCA Book for filing maximum number of Patents in a single day, with total patents filed till date over 275.

The campus is engaged in Research and Consultancy and has been accredited with CBC for Gujarat by Union of European Universities under ERASMUS+ Programme. We have done Teachers Training Programme under ERASMUS+.

The campus has all facilities to value student, by not only imparting technical knowledge for which he/she joins the academic pursuit but by culminating in them the best practices which lead them to be an asset in the industry they join. The Campus has over 12 lakh square feet carpet space to provide class rooms/state of art laboratories/new generation computers/rich libraries/seminar / interactive halls and playground.

The campus, is also exchanging its students with foreign universities in Student Exchange Programme for which the campus has signed seven Memoranda of Understanding (MoUs) with such foreign universities.
