LaVaughn Henry Real Estate Economist While it is true that the economy has continued to expand moderately, the labor market continues to be a source of increasing frustration. After starting the year with an average of 225K jobs being creating each month during the first quarter, payroll employment growth has slowed to a third of that level during the second quarter – averaging 73K during April and May. Additionally, the decline in the unemployment rate, which was so evident during the second half of 2011, has all but stalled this year. After starting the year at 8.3 percent, it has declined by a mere 0.1 percentage points to 8.2 percent. On net, while any improvement is welcome improvement, it remains the case that for the economy to pick up any discernible steam, improvement in the condition of the labor market will have to accelerate – substantially. Pressure continues to build from outside forces – the European Debt Crisis and slowdown in the Chinese economy – that risk having a material effect on our economic growth in the U.S. Namely, the Eurozone and China are significant trading
partners with the United States. The Eurozone alone accounts for more than 20 percent of the nation’s exports, and with China’s ever-growing middle class, which alone is already estimated to exceed 300 million, larger than the whole of the United States’ population, simultaneous declines in their aggregate demand can negatively, and possibly significantly, reduce our GDP, hurting our labor markets further. The expectation is that this impact is likely to be muted as U.S. growth in consumer demand, representing more than 70 percent of the total U.S. economy, continues to show some strength. Finally, despite some signs of improvement, the national housing market remains moribund. Data through March 2012, the S&P/Case-ShillerHome Price Indices, the leading measure of U.S. home prices, showed that all three of its headline composites ended the first quarter of 2012 at new post-crisis lows. Additionally, foreclosures remain

significantly elevated above normal levels, and the amount of shadow inventory, remains at sufficiently high enough levels to put significant downward pressure on prices. For there to be any significant and lasting improvement in the residential real estate market, it will first have to be preceded by improvement in the labor market, sparking stronger growth in con-
sumer incomes and demand, and ultimately growth in housing demand.

Young Realtists® Heat Up In Miami Editorial Excerpts by Alexandria Boone
February 23, 2012 YRD hosted its New Members’ Orientation in the hot and beautiful tropical paradise better known as Miami Florida and home of the NBA’s most talked about basketball superstar LeBron James. The air crackled with excitement and energy as NAREB’s youngest members crowded into the room and began to fill the seats. The room was a buzz with talk about the latest educational line-up and class sessions. When we spoke with various attendees, most of the talk surrounded the excitement over the new addition of Social Media, Commercial Development, REO Certification, REO Reform and Short Sales Classes.

The room erupted with applause when (YRD) Young Realtist® Division, President Gerald Dixon took the podium and announced the need to expand YRD chapters and its brand across the United States. The Orientation was also held in the home town of NAREB’s current president Julius Cartwright in Cleveland, Ohio, on August 4, 2012. The YRD reception was well received in both cities as new members pondered their legacy within the core group of the country’s oldest African-American real estate trade association.

Our mission is to assist in the formation of local chapters in providing educational tools to those communities which lack a financial base of sustaining their financial net worth. We accomplish this by utilizing Community Outreach and providing Financial Literacy. In many of our chapters around the country, we are in schools, churches, abused shelters, community programs and anywhere educational values can be taught. The local Women’s Council chapters have had very successful financial literacy events in the community. REGION XII CONFERENCE
Region XII Pays Tribute To Babers Reporting by Patricia Douglas & Sherley Spears | May 26, 2012 | Fort Worth, Texas You might ask yourself what or who could assemble HUD, PNC, Prime Lending, Wells Fargo and several NAREB® Regions all to gather in one place at the same time. The Regional Conference and Gala is the what and C. Donald Babers is the who. The Region XII Conference was held at the lovely Marriot Hotel and Golf Club Hotel in Fort Worth, Texas. The event was hosted by Regional VP, Harold Carter. Attendees of the conference participated in a day-long training which included the launching of the Homeowner’s Assurance Program. The program
was offered through a partnership between NAREB and SRP. Other topics for the conference included discussions on HUD (US Department of Housing and Urban Development) opportunities, Fair Housing, REO Brokers in today’s market, and mortgage updates. Conference presenters included HUD staff (Region 6), Realtist® Brokers, PNC Mortgage, Prime Lending and Wells Fargo. The remainder of the evening was dedicated to C. Donald Babers. Industry leaders, real estate professionals and other business professionals gathered

for a Gala honoring retiring HUD member of the NAREB family. Region 6 Administrator, C. Donald Babers. The ballroom was decorated and filled with rare, fragrant and beautiful flowers representing HUD and each state in Region 6 and 7 which overlaps into Texas, Louisiana and New Mexico. Mr. Babers humbly accepted all of the various awards and special commendations presented to him throughout the course of the evening. THE YOUNG & POWERFUL NAREB’s leadership team was very busy last year cultivating and developing relationships with the young and powerful. In 2012 they participated as a co-sponsor of the Democratic National Convention (DNC) “Rising Star Award’s Reception” in Charlotte, North Carolina with the Young & Powerful (Y&P). Y&P is a national organization spearheaded by a team of emerging young community leaders who are passionate about increasing political awareness and generating civic activism among young people. The Young &
Powerful is comprised of over 120,000 members. The “Call to Action Address” was presented by Congressman Danny K. Davis, U. S. House of Representatives (D-IL). In 2012, NAREB focused on building collaborative partnerships and relationships with groups comprised primarily of young professionals in an effort to bring a stronger awareness to NAREB’s grassroots community works, mission, educational and industry related business opportunities. This collaboration also created an opportunity for NAREB® President,

The first lady stressed the importance that we all owe it to those who fought and died for equal rights in the 1960s to make sure every voter can freely cast a ballot.” Her comments came amidst a push in more than a dozen states to pass laws requiring voters to show ID at the polls. Critics say the laws, unfairly, harm minorities, poor people and college students – all groups that tend to vote Democratic.

NAREB EXPANDS ITS POLITICAL REACH TO WASHINGTON The National Association of Real Estate Brokers (NAREB®) hosted the State of Housing In Black America (SHIBA) at the 2012 Congressional Black Caucus Foundation’s Annual Legislative Conference (CBCF-ALC). The main strategy was to introduce Congressional members to NAREB® and share its SHIBA findings. By virtue of design, the Conference provided an excellent way to network, and learn more about Congressional members’ platforms and their political focus. Each year thousands come from all over the world to convene at the Conference held in Washington, D.C. Elected officials, industry leaders, emerging leaders, media and celebrities were all on-hand to provide solutions to current issues, take part in, and witness the collective power of African American leadership. More than 80 issue forums, sessions and

brain trusts took place during the event. Each morning the Realtist® delegates gathered to review its agenda. At the conclusion of the day Realtist® members reconvened to debrief and share the information it had learned, and discussed strategic future opportunities for NAREB to collaborate with CBC members on the ground level. NAREB’s leadership team was also present for Reverend Al Sharpton’s, National Action Network and Authority Award’s Reception. Congresswoman Marcia Fudge was one of the honored and distinguished awardees. NAREB® was also a supporting sponsor of Congresswoman Maxine Waters and Congresswoman Sheila Jackson Lee’s Receptions. Dr. Benjamin Chavis, a NNPA Columnist, noted in an article
entitled “Stop Economic Segregation” dated September 27, 2012 that “the recent proactive work and progress of the National Association of Real Estate Brokers concerning the impact of the housing crisis on Black America has been huge. The purpose of the event was to recognize and honor chosen individuals who have demonstrated outstanding service to African American Communities across America. Excited children and young adults crowded the hallways of the hotel ranging in ages from 7-18yrs old to attend NAREB’s Dreamscape Youth Academy. It was a fun filled 4 days in which the kids were broken into two age groups 7-12yrs and 13-18yrs. NAREB® extended its charitable outreach hand to local community of Cleveland, Ohio. NAREB® was able to work with the City of Cleveland to include numerous children the participation of the youth academy as well kids from from Shaw High School.

The following is a summary of the a few of the activities the children experienced while at the academy: Day One-Youths were able to attended the conference Prayer Breakfast. Later they heard from Dr. Benjamin Chavis. Youths were also able to participate in Bowling. Day Two- Youths heard from Lionel Savage of First American learning Leadership Development and the 3C’s of Leadership. Operation Hope presented their Banking On Our Future curriculum (Basics of
Banking, Checking, Savings, the Power of Credit, and Basic Investments techniques. Youth also head from local author/ poet/inspirational speaker Bashir Jones. Day Three- Youth participated in Educational Development featuring Operation Hope’s digital innovation and Empowerment Program “iHope”. Fifth Third Bank presented their Basics of Banking program. Liberty Mutual gave a Fire Safety presentation. The children also spent time at the Cleveland Fish Aquarium.
Day Four- Youth (ages 16yr and up) participated in a Community Development Day with First American and Habitat for Humanity in which they were able to help work on rehab projects.

BRIDGES TO BUSINESS SUCCESS Expanding Economic Opportunity in the Real Estate Sector
A home is a primary source of financial security and preserving and promoting homeownership are important ways to expand economic empowerment. But they are not the only ways. In Los Angeles, a team of public, private and nonprofit partners has implemented “Bridges to Business Success,” an innovative program that links affordable housing with small business growth and job creation. Bridges to Business Success provides training and certification for minority-owned, small construction firms so they can compete successfully for municipal real estate rehabilitation contracts . The program

was developed by Citi Community Development, the Minority Business Development Agency at the University of Southern California, the Los Angeles Housing Department (LAHD) and the Los Angeles Mayor’s Office of Economic and Business Policy. Small businesses, particularly minority- and women-owned business enterprises (MWBEs), are very effective at driving economic growth and generating jobs. For instance, between 2002 and 2007, minority business growth outpaced that of non-minority firms in terms of total revenue, employment, and number of firms. According to the U.S. Small Business Administration, 65 percent of the new jobs created

By Alexandria Boone Washington, DC (May 19, 2012) - The National Association of Real Estate Brokers (NAREB®), was recently honored and recognized for its’ 65 years of service to the real estate community and for being the oldest minority African-American real estate trade association on earth. With hundreds of real estate professionals on hand for the National Association of Realtors® (NAR) Mid-Year Legislative Meetings, NAREB® President, Julius Cartwright, accepted a resolution for the organizations’ work of
promoting “Democracy in Housing as America’s Cornerstone of Housing In Black America”. President Cartwright was then asked to appear along with Realtors® and members of Congress at the Washington Monument to rally on behalf of homeowner, and those who aspire to homeownership. A highlight of this year’s meetings, the Rally to Protect the American Dream involved Licensed Real Estate professionals from across the country, joining invited members of Congress to discuss the important role that housing
plays in the American economy, as well as advocating for policies that are supportive toward homeownership. Among the speakers were Senator Johnny Isakson (R-GA) and Representative Steny Hoyer (D-MD). “As the leading advocate for homeownership, Realtists® (members of the National Association of Real Estate Brokers) and Realtors® (members of the National Association of Realtors) want to ensure that people who want to own a home will be provided with the opportunity, and can responsibly afford to do so,
” said President Cartwright. “The rally was an important event that let the nation know that homeownership impacts families, communities, small businesses and the nation’s economy in a very meaningful way. It’s an investment in our collective futures and must be preserved.” “Realtists® and Realtors® gathered on Capitol Hill to meet with legislators and press upon them the value of homeownership for all Americans,” said Cartwright.

Intruducing The New Rubix QM Cube QUALIFIED MORTGAGE (QM) UPDATE Repoting by Ronald S. Cooper Thursday January 10, 2012 the Consumer Financial Protection Bureau (CFPB) finally defined the QM (Qualified Mortgage), which was set forth in the guidelines of the Dodd-Frank Wall Street Reform Act Sections 1411 and 1412. This set the parameters that the CFPB would amend Regulation Z in the Truth-in-Lending Act. The most profound purpose in this definition of the QM was the “Ability-to-Repay Rule,” which established four
main ingredients: 1) a 43% maximum debt ratio; 2) A 30-year fixed loan; 3) a 3% maximum lender charge; and 4) no exotic products such as balloon payments, interest only and negative amortization. If in fact lenders adhered to the standards defined as a QM loan, the agency created what was called a safe harbor for these lenders, which in turn limited their liabilities of repurchase and litigation. Indelibly these standards seem to be a return to underwriting standards
prior to the subprime era, which protects not only the securitization investor from losses and unseen risk in loan portfolios but also protect consumers from being lured into loans they cannot repay. NAREB® applauds the Bureau in its thorough attempt of protection and its openness toward future input as to how to fully implement this definition of Qualified Mortgage. The Bureau in its wisdom allowed for loan originator exemptions and exceptions for the rule of

It was a tremendous event for networking, education and

regional camaraderie, said Emerick Pease. The conference began at 12:30pm and wrapped sometime around 8:00pm. The theme of the conference was ”Catapulting Your Life by Designing a Business Worth Owning”. The Winter Regional Conference events schedule included such events as: 2013 Business Development and Modeling Successful Systems with Jayson Fenwick, one of the area’s leading business
analysts; Customer Satisfaction and Service Language, Technology 2013 and Beyond with Che’ Brown a national speaker and sales training coach; and The Real Estate “Cheese” is Moving with Vladimir Kats, the number one short sale expert in the Baltimore area. The evening culminated with a lite and lovely Italian dinner, quad-chapter, joint officer installation, charity give away of more than $2,000 towards local
charities, and unwrapped toys to a local foster care advocacy group. The conference was a huge success and the Region IV looks forward to hosting its Annual Summer Conference in June 2013.

Houston Mall Bustles with Homebuyers By Courtney Rose Johnson Houston, Texas April 21, 2012 – The Houston Real Estate Association dba The Houston Black Real Estate Association (HBREA) hosted one of its most successful housing fairs to date. The fair was held at Greenspoint Mall, Saturday April 21, 2012 with the support of U.S. Congresswoman Sheila Jackson Lee, Local HUD Director Dr. Edward Pringle, and City of Houston Councilman Jerry Davis. Residents were standing in line by 8:00 a.m. waiting for the doors of the housing fair to open. Residents were provided with information on down payment assistance, credit repair and/or homeownership pre-approval acceptance. In addition, NAREB NID housing counselors were on hand to aid families with issues regarding refinancing and tips on how to avoid foreclosure. The Veterans Wing was in full gear

The Florida chapters of the National Association of Real Estate Brokers are excited about the New Year! Last year NAREB® President Julius Cartwright had the pleasure of touring many of the Florida Chapters which encompassed chapters from Miami to Jacksonville in a single remarkable trek across the southeast United States within only 48 hours. The whirlwind goodwill tour propelled the President, his Pancakes and Politics initiative to southern coast. President Cartwright’s theme of bringing in an, “Era of New Leadership,” was evident in his presentations. The President’s enthusiasm was contagious. It was obvious to all those who attended that there was definitely something new and exciting about the direction of NAREB®. The energy was electric in, Tampa, Orlando, Miami and Jacksonville. According to President Cartwright, “Together NAREB® and its staff are making an assertive effort to expand our brand, public relations, member services, resources, benefits and

political bargaining power.” During the tour, the President was able to present to new and old members, unique, creative and inventive ways on how to expand and grow their businesses. He talked openly and honestly pertaining to how real estate is evolving and how as a network of professionals NAREB® members can support each other and continue to flourish collectively as well as individual chapters and businesses. The President also spoke candidly on what it means to be a Realtist® member of NAREB® and how that association can propell you to unimaginable heights outside of NAREB®. President Cartwright credits the genesis of the Floridian goodwill tour was the brainchild of Danny Felton, Vice President of NAREB® Region VI. While in Orlando at the Bay Area Association of Realtist®, Julius was present for the Installation ceremonies where Mr. Felton seized on the opportunity and quickly made calls to coordinate meetings in Tampa, Orlando Miami and Jacksonville. When The
QUIET CAME Twenty-four to forty-eight hours prior to the arrival of Hurricane Sandy, the uncertainty was palpable. The noise that indicates traffic was evident and clear. Anxiousness and worry of some filled the air accompanied by doubt and laughter by others. The majority of Jerseyans were consumed with anxiety and worry while others were filled with doubt. Some of my fellow Jerseyans were cautious and some threw care to the wind. So many false alarms had been sounded in the past that it was not difficult to chalk up yet another governmental weather warning
in the “it’ll never happen here” column. Jokes were passed about in offices and the internet about Noah, and The Ark. The snow-plow drivers and students complained about it being rain and not snow. You see, in the northeast, snow means a day off from school for students and overtime pay for snow-plow drivers. But as the 48 hour clock ticked down and the weather activity picked up, the noise increased and it became more apparent that people were beginning to take Hurricane Sandy serious. Traffic was snarled and the

Reporting by Donnell T. Williams mall parking lots had emptied. Gas stations were overflowing, grocery stores were at capacity, liquor stores and hardware stores were standing room only. There was noise all over. The nonchalant attitude had turned into worry and distress. As the countdown to the arrival of Hurricane Sandy drew closer the noise was beginning to die down. There weren’t as many cars on the streets. The grocery store shelves were bare and the hardware store had no batteries. The closer Hurricane Sandy came to making landfall the quieter it became. No cars,
no shopping carts, no children, no birds, no dogs, no trucks, no trains, no sirens…the quiet came. The arrival of Hurricane Sandy was powerful and amazing. Hurricane Sandy lifted trees and gave rise to rivers. She flooded basements and towns, cars and depots, cottages and mansions. The natural disaster that seems to affect every other State and every other country was now visiting New Jersey. The devastation that accompanied Hurricane Sandy can be duplicated at any given time in...

any part of the country. Disasters have names but no addresses and we must all be aware of their lingering effects. When the quiet came it delivered no electricity. The usual humming we are accustomed to hearing had disappeared. There was no television, no refrigerator, no furnace, no internet, no washer and no dryer. The experience of coldness is awakening. Your nights are early and your days long. Gas lines are policed. Food stored in your freezer is rotting and there is no bread, milk or water at the grocery stores. The quiet came and it brought humbleness. Under the guidance of NAREB速 President Julius Cartwright this experience and awareness was allowed to be shared by way of the NAREB速 internet radio show. As advocates, Realtists速 need to be aware and made conscious of the disparity of rescue and repair in our communities. Our homes, our properties, our listings (our businesses) were all affected by Hurricane Sandy. It behooves the Realtist速 network to be prepared strategically and economically going forward to protect the under-served community.

The Region XV’s Regional Conference was held in lovely Anaheim, California on June 14th through June 15th at the Sheraton Park Hotel. Entitled “COMMUNICATE 2 DOMINATE” the objective was to empower and inspire members to new heights! The Regional Conference Committee worked tirelessly to develop and produce the latest and most informative educational presentations, panels and speakers available to enhance the professional growth of attendees. It was our expectation that participants receive a new digestable influx of information and resources and were encouraged to rededicate themselves to a new level of service to the communities in which they live and serve. It was an extraordinary opportunity for National Association of Real Estate Brokers (NAREB®) and Realtist members to be an inclusive trade association that speaks for the un-served and under-served families that desire fair and equal housing opportunities for all people. NAREB® is comprised of Real Estate Brokers, Sales Associates,
Developers, Contractors, Appraisers, Mortgage Brokers/ Lenders, Housing Counselors, Insurance Providers, Title & Escrow Officers, and more. All have value and a place to grow, learn and participate within our historic association. It is indeed a honor and a privilege to have an opportunity to infuse this outstanding and notable group of professionals. It is imperative that we realize our collective strength in serving the underserved, unconditionally with respect and integrity. It is our duty as Realtist® members and real estate professionals to empower the public with Sustainable Homeownership and Retention. This is done through communication, education and guidance. NAREB Implements National, Comprehensive Public Relations Programs in 2012 And Establishes a Historic Working Relationship with the Congressional Black Caucus! Gap Communications By Alexandria Johnson Boone and Gina Hobbs ________________________________________ Each year, the National Association of Real Estate Brokers (NAREB) implements key regional and national public relations strategies and activities to introduce and promote its programs, partnerships, advocacy initiatives, activities, special events and products. Public relations is responsible for building relationships and generating local, national and sometimes, international awareness. It’s about image, reputation and outreach – finding advocates, and supporters like public officials, business, community and religious leaders, corporations and organizations, and broadcast, print, online and industry media, to help communicate and/or support NAREB’s mission, products and services. As a result, NAREB is positioned as a “go-to-expert” in the real estate industry, and a partner and “friend” to members of the Congressional Black Caucus (CBC) in helping to analyze, understand and develop solutions to address the growing foreclosure and mortgage crisis facing Americans, particularly in minority communities. Over the past year, a national public relations plan has been absolutely vital to the overall marketing mix for the National Association of Real Estate Brokers, and has yielded extraordinary results.
