Dear DMS Members, 20 years ago when I first started working in the Middle East, End-Users were committed to pushing for local support. Understandable when most support in those days was based out of Europe and the cost of lost production over the time taken to actually fix the problem was high. At the time the cost of locating support industry in the region was relatively low with the cost of living in the Middle East then much lower. Companies started to pour in to the region and End-Users demanded more local support and manufacturing. Seems fair and so more companies move full operations in to the region requiring more management, larger villas and schooling. But then rents (being the largest personal expense) started climbing, government departments grew in size, electricity and water costs lost their subsidies and purchase taxes became more and more numerous. Bottom-line; the cost of doing business in the region has become extremely expensive. Ordinarily the cost would have been borne by the customer but then came a global recession followed a few years later by a dramatic fall in the price of oil, which, as the main economic driver, meant that End-Users were no longer prepared to carry the burden pushing for more and more discounted prices. Unfortunately this has been an international challenge with many manufacturers not able to offer technical support anymore. Companies have had to cut back on 1st-tier support and we’re not just talking about the Middle East. Elsewhere around the world they have turned to remote support again with suitably trained site personnel doing the leg-work. The enabler is Cloud-hosted condition monitoring or asset management software applications and machinelearning to make better use of remote support based out of Europe, Japan or USA where experienced and factory supported technical resources can be kept at less than half the cost of being Middle East based. The plus side with respect to the O&G industry in the region is that it requires smaller numbers to operate and maintain their plants. The answer is however one that most regional End-Users (decreed by governments) are loathed to accept due to perceived security issues. I’ve said this before I know but we all need to get on-board and figure-out how this is going to work. There needs to be dialogue between the government legislatures, the End-Users, the manufacturers, the networking and cybersecurity industries and standards organisations to provide structure and guidance. If they can operational costs will come down.

LNG Import Terminal Kuwait Integrated Petroleum Industries Company (KIPIC) is responsible for operating and managing the largest grassroots integrated complex for refining, petrochemicals manufacture businesses and liquefied natural gas import facilities at Al-Zour complex. KIPIC is coming up with yet another significant project: Al Zour LNG Import and Regasification Terminal. The Liquefied Natural Gas Import Facility (LNGI) project, with a budget of $3.33 billion, is the first of its kind in the State of Kuwait and has been established to meet Kuwait’s increasing demands for cleanest fuel (natural gas) to generate electricity, as well as the needs of other natural gas consumers such as oil refineries and petrochemical industries. Located in the Al-Zour region, approximately 90 kilometers south of Kuwait’s capital, Kuwait City, near the border with Saudi Arabia, the project involves the construction of a re-gasification facility, storage tanks

and marine facilities. The Engineering, Procurement and Construction (EPC) has been awarded to a consortium of Hyundai Engineering & Construction, Korea Gas Corporation (Kogas) and Hyundai Engineering Company. Currently, the project is in late construction stage and is expected to be completed in 2020. The other contractors involved are Terrasol, SRG, Trevi, LT Sambo, Setec, and Van Oord. Upon completion, the facility is expected to produce approximately 22 million metric tonnes of natural gas a year, having a storage capacity of 1.8 million cubic meters of LNG. The terminal will have a liquefaction capacity of 30 billion cubic meters a day. The LNG terminal will also provide training for plant operators along with testing so they can receive provisional acceptance.

Kuwait’s Clean Fuels Project Kuwait National Petroleum Company (KNPC) is one of the world’s top refining companies. Established in 1960, it is the first national oil refining company of Kuwait. KNPC manages the responsibilities of oil refining, gas liquefaction, distribution of petroleum goods within the local market. Currently, KNPC is carrying out several major projects in order to expand its refining capacity and enhance conversion capabilities. Clean Fuels Project (CFP) is one of them. Announced in 2012, the project aims to upgrade and increase capacity at Mina Al-Ahmadi and Mina Abdullah refineries. The $13 billion project is carried out in packages: Mina Al-Ahmadi Refinery (MAA) Package, Mina Abdulla Refinery (MAB) Package 1 and Mina Abdulla Refinery (MAB) Package 2. The Engineering, Construction and Procurement (EPC) contract has been awarded to different contractors for each package. Mina AlAhmadi Refinery (MAA) Package has been awarded to the consortium of Petrofac, Samsung Engineering and CB&I, Mina Abdulla Refinery (MAB) Package 1 has been awarded to the consortium of Fluor Corporation, Hyundai Heavy Industries and Daewoo Engineering &

Construction, while the Mina Abdulla Refinery (MAB) Package 2 has been awarded to the consortium of JGC Corporation, SK Engineering & Construction and GS Engineering & Construction. The other contractors involved are SPIE Oil & Gas Services, Larsen & Toubro (L&T), Consolidated Contractors Company (CCC), Gulf Spic General Trading & Contracting Company, Siemens, GP Strategies Corporation and Systech International. The project is currently in the construction stage with completion scheduled for 2020. The project will increase the capacity of each refinery to 400,000 barrels a day and will contribute to linking the two refineries with each other in order to become an integrated refining complex. The integrated refining complex will help the company to meet the variables at both the international and local markets. Moreover, it will enhance the performance, safety and operational reliability, optimizing the energy usage of the two refineries.

such as the fact that since being founded in 1908, we are still today a family owned company with our present owner Mr. Steffen Phillip being the fourth generation of the family to be actively involved on a daily basis in steering the technological vision of the company. Or another differentiator is the fact that we are so dedicated to safety that we were the very first company globally to implement a functional safety management program throughout our organisation and currently have more TUV certified functional safety engineers than any other company – safety is in our DNA. But most important to me is the fact that we are the only independent specialists in safety and security. As independent suppliers of safety solutions worldwide, our focus is purely on safety and security and every person in the company touches this every day. This ensures that we are specialists in these fields and to support this, we invest substantially in advancements in technology and how these can be used in the safety and security of our customers. Some unmistakable indications of this commitment is how HIMA has more than 30% of our workforce dedicated to R&D, or how we invest more than 70% of our manufacturing process to testing procedures to ensure that we provide the highest quality products to our customers.

Q. With HIMA’s headquarters in Germany, how have you managed to support HIMA’s customers in the Middle East and ensure that HIMA’s unique offering of safety and security is maintained? To ensure the highest quality of our solutions, HIMA’s research and development and manufacturing activities are still maintained at our headquarters in Germany, however HIMA has global operations and support activities around the globe. In the Middle East, we have been supporting our customers throughout the region for several decades and established the first regional subsidiary in Dubai more than 20 years ago. Today we serve 37 countries from our regional headquarters in U.A.E and provide full engineering, support services, training and sales from four regional offices throughout the region, which each replicate the experience and certified professionals of the headquarters. Our assertive regional growth strategy will see several more regional offices being established in the next few years and we are very pleased to announce that the most recent regional office for HIMA is our office in KSA.

Q. Can you tell us a little more about how HIMA’s independence provides value to your customers?

Q. Mr. Darwish you recently joined HIMA to lead the Middle East operations. Can you tell us what influenced your decision to join HIMA?

Many automation companies promote a ‘one-stopshopping’ concept for a customer’s automation requirements; however our customers consider safety and security to be too important to be thrown in with everything else and prefer to have a company such as HIMA who specialise in safety and security take care of their requirements. Medhat joined CCC in 1993 and has over 41 years of experience in the oil and gas industry with 15 years specific to the instrumentation and controls for the petrochemical industry. He is responsible for the development of technical solutions and control applications and providing technical guidance and support. Introduction Today’s manufacturing operations and maintenance teams generate vast amounts of data in all forms. As a result, finding the right information, at the right time, and making it accessible to the right people are critical to keeping these functions operating at optimum levels. Companies trying to understand how to make better use of their data are turning to various types of analytics for answers. These include how to best manage the data, how to determine what data is truly valuable, and when and how to align technology and people to assist with making meaningful conclusions. With digital transformation initiatives increasing the amount of data created and shared within today’s industrial organizations, it’s becoming increasingly difficult to make meaningful use of all the data, particularly for maintenance and operations staffs on the shop floor.

Finding Nuggets in a Mountain of Data ARC PROVIDES ACTIONABLE ANSWERS FOR YOUR STRATEGIC QUESTIONS

With digital transformation initiatives increasing the amount of data created and shared within today’s industrial organizations, making use of all this data can be a challenge. It’s not that this data isn’t relevant, but often some of the more meaningful and actionable nuggets are hidden within a mountain of disparate data, both structured and unstructured. It’s becoming increasingly difficult to make meaningful use of all the data being generated. This is particularly true for end users on the shop floor looking to expand their predictive maintenance and predictive analytics capabilities. Data that was often managed separately in silos simply

can’t be managed that way today. The implication is that maintenance and operations will need to have a much more cohesive vision around shared data and analysis. This is why many industrial organizations seek analytics solutions that can be used by operations and maintenance personnel alike.

Accessing Data at the Edge As industrial organizations adopt smart manufacturing methodologies, there is a growing need to acquire, access, and share equipment and sensor data, and then transform all this data into actionable information when and where it is needed. This data is typically generated near or at the edge layer (close to the point of origin), and processed, stored, and accessed at the database and Big Data layers. Moving forward, data will need to be managed closer to the origin point and then made accessible throughout the organization.

The Emerging Democratization of Analytics With all of this data being streamed and stored in a wide variety of loca-tions and systems, making practical use of it can be a challenge, since mining such disparate data can be difficult. Until recently, most software programs available required specialized expertise and investments in traditional and often costly analytics solutions. These solutions also have all the attendant services costs such as implementation and maintenance. In addition, the skill sets needed to use these solutions have traditionally been left to trained data scientists and statisticians assigned to organizations’ quantitative staffs.

DATA ANALYTICS For years, analytics solutions were deemed suitable only for large organizations with dedicated quant staffs. These teams commonly consisted of people with skills that ranged from report writing, business intelligence (BI), and SQL programming expertise, and experts skilled in various forms of predictive and quantitative analysis. Consequently, many industrial organizations have been reluctant to fund analytics projects at the operations and maintenance levels. More recently, however, new analytics solutions have been introduced to the market that are designed for other users within the business, such as operations and maintenance staffs. These users typically have limited quantitative skills and these newer solutions can provide value for a broader range of users within an industrial enterprise. As industry undergoes a digital transformation, non-data-science users now have more powerful and accurate tools at their disposal. They can now run various operations-specific predictive models and scenarios, and in near-real time if necessary, a capability not generally available until recently. New analytics solutions have been introduced to the market that are designed for operations and maintenance users with limited quantitative skills and can thus provide value for a broader range of users within an industrial enterprise. The time is right for maintenance and operations staffs to make better use of analytic tools to improve industrial asset availability and performance. A change is under way with software, as new, intuitive, and powerful products are being introduced by established and emerging business intelligence, analytics, and data visualization providers. In addition to being relatively easy to use (compared to traditional solu-tions), some of these new solutions enable users to construct models intuitively via visual representations of the data. These solutions are both powerful and intuitive and can allow business users the ability to create queries and some models without the need to write and sequence SQL (structured query language) queries. Other solutions require text-based commands using SQL. What makes these new solutions accessible to a broader set of users? With these solutions, the rules and sequences for data evaluation are often set by manipulating visual elements (much like setting joins and formulas in some report writer programs), with the underlying SQL code available for those experts who want, or need, to review in greater detail. The result has been a new class of data visualization analytics products that are powerful, yet intuitive and easy to use. While sometimes derided by analytics experts as being too much like “black box” solutions (because the underlying code when constructing and evaluating data models is largely hidden), they can nonetheless guide users 26

While these easier-to-use solutions do not necessarily replace the highly trained and experienced quant personnel, they allow operations and maintenance users to conduct “what-if” modeling and analyses and make better use of analytics experts’ time to validate the underlying methodologies and models. Many of these solutions also offer open APIs and other options to allow connectivity options to a wide range of data sources. In many cases, SaaS solutions are available, which can offer rapid time to implementation and a lower total cost of ownership compared to on-premise variants that require the purchase of perpetual licenses and associated hardware.

Are You Putting All Your Eggs In The Same Basket? Incorporating resilience in safety and control layers

Digital transformation holds many opportunities for plant operators to enhance efficiency, increase flexibility and make their plants future-proof. At the same time, the growing level of automation and connectivity can be a door-opener for serious threats to plant security. In recent years, large-scale professional cyberattacks and chip hardware vulnerabilities affecting industrial plants around the globe have clearly shown the need for the process industry to take segregation and cybersecurity more seriously Why we need Segregation on all layers including Control and Safety? In late 2017 a safety controller deployed in process facility in Middle East was hacked. The safety instrumented system (SIS) was compromised and initiated a plant shutdown. While no damage or injuries occurred, the incident should serve as a wake-up call to heighten awareness of segregation and cybersecurity in the industry as it was the first publicly-known successful attack on a safety instrumented system – which is the last line of defence in any process plant. Furthermore, critical hardware vulnerabilities affecting most modern processors have recently been identified. Attack modes such as Meltdown and Spectre exploited these in order to steal data from computers all around the world. It again reopened the discussion around the layer of protection and additional segregation requirement in different layers. An independent protection layer (IPL) is a device, system, or action that is capable of preventing a scenario from proceeding to its undesired consequence independent of the initiating event or the action of any other layer of protection associated with the scenario

Standards and Segregation The purpose of modern functional safety solutions is to reduce safety and security risks to a minimum. Therefore, a holistic approach is needed which not only includes the core SIS (final control elements, logic solver incl. I/O module and sensors), but also its environment like the engineering station, asset management tools (AMS) and handhelds as well as field entry panels and HMIs. To reduce the risk in all prevention layers International standards provide guidelines and recommendations. For instance Safety Standard IEC61511-2, states clearly that Basic Process Control System(BPCS) & Safety Instrumented System (SIS) should be completely separated, isolated & independent (clause 11.2.4). The standard states that SIS is normally separated from the BPCS for the following reasons a) To reduce common cause, common mode and systematic failures, minimizing the impact of BPCS failure on the SIS b) To retain flexibility for changes, maintenance, testing and documentation relating to the BPCS c) To facilitate the identification and management of the SIS devices, making the validation and FSA of the SIS more straightforward and clear. d) To support access security and enhance cyber security for the SIS, such that revision to BPCS functions or data do not impact the SIS e) To reduce the amount of analysis that should occur to ensure that the SIS and BPCS are properly designed, verified, and managed. This separation can be achieved via identical separation (Same technology) or diverse separation (different technology). For SIL-3 and SIL-4 requirement diverse

PROCESS SAFETY separation have to be adopted and identical separation is not sufficient. As stated in the IEC61511 standard, that nowadays, users prefer to utilize Programmable Electronics (PE) technology for both the BPCS and the SIS. As it provides maximum flexibility and the ability to interchange information between the BPCS and the SIS. But unfortunately these characteristics can be counterproductive when trying to maintain separation and independence between the BPCS and the SIS. ICSS is a concept with both BPCS and SIS integrated. It simplifies the configuration by using common network domain, common software library, Common Engineering work station. ICSS concept adopted for SIL-3 requirement, directly contradicts with IEC 61511-2, clause A9.4.2 for having different manufacturers for diversity. It also does not fulfil completely the measures of “Differences” as per IEC61511, Clause 11.2.4

layer and any interface or conduit should have enough measures to avoid breach of security. Therefore the BPCS, SIS, Maintenance and Engineering workstation and office zones should be segregated. Why do we need Safety and Security management? A well-structured management plan for the Safety and Security should go in tandem. Data flow requirements, interfaces and required defense systems have to be designed and built according to the International Standards IEC 61508/61511, Security Standard IEC 62443 and others. The holistic approach should address security and safety management system, secure communication infrastructure and Zones\Layers capable to withstand security breaches. For instance for an effective cyber-defense,

There is no safety without security The security requirements deserve to be defined in a similar manner which is to specify protection layers and provide separation between the layers. This is because the security environment is the protecting layer which prevents security threats reaching the SIS. Befitting with this concept, Zones and Conduit concept is described per the international standard for automation security, IEC 62443-3-2. A zone, in line with this standard, is a dedicated part of an overall application where identical security recommendation apply. Each Zone is having clearly defined perimeters and dedicated interfaces to other Zones as shown in the Figure - Zone & Conduits (IEC 62443). For each of the Zones (or layer) we need to define what level of security protection measures are to be implemented

These measures are the ‘Foundational Requirements’ as per IEC 62443-3-3 and listed as following: 1. Identification and authentication control 2. Use control 3. System integrity 4. Data confidentiality 5. Restricted data flow 6. Timely response to events 7. Resource availability The intent is to keep the threat or risk in a Zone from reaching another. Hence each Zone acts as a protection 28

the computer infrastructure should be set up with a secure firmware (BIOS) management, reduced access rights and with only the required Windows services activated. Portable devices (Laptops) should not be used as engineering stations as they can be easily moved between zones. The engineering station should be kept completely separate from other functions and the engineering station for one zone should not handle the other zones. All devices (controllers, PCs, remote IOs, firewalls…) should feature an intelligent password management system and install mission specific set of application programs alone which are to be regularly updated with necessary patch management to list a few measures. The need of the day is a lifecycle management approach for both Security and Safety. The design, realization, operation and maintenance should all provide a management plan for Security and Safety. This approach should not be applicable for the industry alone but users, manufactures, vendors, service providers all should take the responsibility to incorporate safety and security lifecycle management for themselves. We need to act now against a common threat.

Project Background The Kuwait National Petroleum Company (KNPC) is on track to create floating tanks and loading arms. The project will be raised in Al-Ahmadi governorate and will be one of the two depots owned and operated by KNPC. For the short term augmentation of the supply of Mogas, Gas Oil, Kerosene and other products, the expansion and revamp of Ahmadi depot project is to increase the depot's storage capacity of different petroleum products for the local market. The project envisages installation of 11 additional tanks and 7 new loading arms.

Project Scope The project scope includes: 11 new external floating roof product tanks with a capacity of approx 228,000 cubic meters: double deck floating roof product storage tanks (6 Nos. 53 meters (m) diameter, 12.8 m height) and (5 Nos. 34 m diameter, 12.8 m height). Fixed cone roof fire water storage tanks (2 Nos. 27 m diameter, 12.8 m height). Modification works in 7 Nos. existing product tanks of Depot. 7 multi-product loading points. Substation control room with all electrical systems including emergency power supply. Fire fighting facility. Replacement of depot Automation system (TAS). Instrumentation and augmentation of drainage system. Associated civil, mechanical and electrical and instrumentation works. Interconnecting piping. Integration to the new tank gauging system. Upgrade of existing Vapour Recovery Unit (VRU). Cathodic Protection System with remote monitoring. All utility packages.

When a Dream Needs a Gentle Push to Give It Wings-Sponsored by Analytical Division Of ISA Growing up as the youngest child in a family of five, abandoned by your father, neglected by your elder brother and sister, with just your mother who is a day laborer in a physically unwell state of health and with the dreams of one day becoming a Chemistry Professor is really hard. This is exactly the condition of Mohammed Sajib Sheik, a 10 year old boy hailing from a slum in Dhaka, Bangladesh. Sajib’s father abandoned the family a long time ago. His elder brother and sister are both married and living their own happy lives while almost totally neglecting the existence of their own mother and brother. Sajib’s mother, Sofia Begum works as a day laborer to provide for herself and Sajib. But, because of being physically unwell, she isn’t able to go to work daily and so the responsibility of taking care of his mother and himself falls on the meek shoulders of young Sajib. He has to works after school, selling newspapers and water bottles to meet their needs. Like all other kids of his age, Sajib too loves playing cricket. He sings as well. But unlike every other kid whose role model might be a cricketer in this cricket crazy nation, Sajib’s role model is Alfred Bernhard Nobel, the world famous Swedish Chemist and founder of the Nobel Prizes, and hence his love for Chemistry. Once, at school, during a session of Science, the teacher was teaching about mixtures and it was a little above the understanding capabilities of a regular Sixth Grader, but Sajib easily understood the concepts and was given the opportunity to perform experiment in front of the whole class, and that too very successfully. He is passionate about his dreams to become a Chemistry professor one day and that is clearly reflected in his academics. But the only thing in his way to achieve that dream is the current situation he is in. No one to help him progress with his education, no one to guide him and help him plot his next steps

in education. And this is where C2C has come in to help him. C2C has taken Sajib under its wings and are supporting him by providing 1000BDT per month to help take care of their accommodation needs so that he can use the money he earns by himself to help complete his education and pursue his dreams of becoming a Chemistry Professor. C2C has a really good idea of how Sajib should carry on his education so as to achieve his dream. The Bangladeshi educational system is basically divided into 7 levels: •Pre-primary: Play School to Kindergarten •Primary: Grade 1 to Grade 5 •Junior School: Grade 6 to Grade 8 •Secondary School: Grade 9 to Grade 10 •Higher Secondary: Grade 11 and Grade 12 •Bachelor’s Degree: 4 years •Master’s Degree: 1 year According to the above given system, Sajib is now in Junior School and has a minimum of 9 years of education left to finally be able to achieve his dream. As per the Government curriculum, basic Science will be taught to all students from Grade 6 to Grade 8. From Grade 9, Science will be broken down into Physics, Chemistry and Biology. And it is also from Grade 9 that the education stream will be divided into Science, Arts and Commerce and this will be followed up until Grade 12. So, Sajib will have to opt for the Science stream from Grade 9 and then continue his education to attain a Bachelor’s Degree in Chemistry and then opt for a Master’s Degree in Chemistry to increase his chances of becoming a Chemistry Professor. Sajib is currently being sponsored by the Analysis Division of ISA. With a helping and guiding hand behind him, Sajib can easily achieve his dream and build a brighter future for himself and his family. Automation
