Master of Science Programs 2015-2016

Master of Science of the CIHEAM OBJECTIVES The diplomas are international and awarded by the CIHEAM institutes of Montpellier, Bari, Chania and Zaragoza.

First year "Master 2" Diploma The minimal required level for admission is 4 years of university studies or equivalent.

The first year leads to the “Master 2” Diploma, equivalent to 5 years of university studies.

For the specializations organized in partnership (see the detailed presentations enclosed), the diploma awarded is a "Master 2" (M2), co-accredited with the universities of Montpellier.

Please note that all courses are provided in French language.

This one-year course is organized in 2 week modules (3 ECTS) or 4 week modules (6 ECTS). These modules include various training activities: courses, field work, practical work, team work as well as individual work. A total of 60 credits* is required for this diploma.

Second year Master of Science (MSc) of the CIHEAM Level: 6 years of university studies This course is organized in two years. It includes the year of Master 2. It totalises 120 credits (60 credits for the Master 2 + 60 credits for the Master of Science) distributed as follows:

INFORMATION TO APPLICANTS  Admission level and procedures The required level for admission is 4 years of studies minimum after the French Baccalauréat (BAC+4) (equivalent to 240 ECTS) in the fields of economy, social sciences or agronomy. Professional experience is considered.

Admission is decided on the basis of the applicant’s academic record and personal data (except for particular cases). A selection committee, composed of CIHEAM-MAIM teachers-researchers and external scientific personalities, examines the applications, suggests a ranking based on the application documents (grades, curriculum, acquired skills, etc). Applicants satisfying the academic requirements will be notified of their possible admission according to the number of places available. In the case of an applicant’s withdrawal, another applicant will be chosen from a supplementary list. Registration by correspondence is not allowed.

 Enrolment procedures In order to comply with enrolment requirements, applicants must: - subscribe a health insurance (medical and hospital insurance); - report to the Institute’s Office of Trainee Administration (the SES – "Service de l’Enseignement et de la Scolarité") and produce: the notification letter, a photocopy of the passport, a health insurance certificate, and a public insurance certificate. You may take out these insurances from your home country (in which case the certificates should precisely mention their validity in France). You can also subscribe to an insurance once in France on the day of your registration in Montpellier (the SES office will help you for that).

- pay the annual enrolment fees (230 €).

Once the SES receives the applicant’s completed enrolment form and fees, the applicant is delivered a student card allowing access to the Institute’s Documentation Centre and to computer facilities.

 Documents delivered At the end of the course, the CIHEAM-MAIM automatically and gratuitously delivers to each student: - a transcript of records including details of the modules taught, the number of corresponding credits and the grades obtained, - a "Diploma Supplement”, - a success certificate - a diploma mentioning the qualification and specialization achieved.

* 1 week = 1,5 credit (European ECTS), i.e., 45 hours of courses, conferences and seminars, tutorials or personal work.

CIHEAM-MAI of Montpellier  Registration fees and school fees Registration fees: 230 € (for the whole school year). School fees: 400 € per month (excluding insurances, living expenses, return ticket to the trainee’s country). Students coming from a CIHEAM member country can benefit from scholarships (see next paragraph).

 Scholarships The CIHEAM-MAIM grants scholarships to the candidates coming from the CIHEAM member countries, depending on the quality of their files. The scholarships bear the training costs (training monthly cost) and the residence costs (accommodation in the CIHEAM campus, lunches at the campus cafeteria and insurance). CIHEAM member countries are the following: Albania, Algeria, Egypt, Spain, France, Greece, Italy, Lebanon, Malta, Morocco, Portugal, Tunisia, Turkey.

If you do not come from one of CIHEAM member countries, information on scholarships should be available from your own government’s ministry of Education, from the cultural adviser of the French Embassy in your own country, or from other national or international organizations.

Only the final paper version (that you must return by post) will be accepted. To be assessed, your paper application form must reach the Service de l’Enseignement et de la Scolarité (SES) department of the CIHEAM-MAIM before the deadline: 15 May 2015.

The Master 2 “Projects and public policies engineering” and the Master of Science “Territorial Development and Projects” are post-graduate educational programs directed to people having a university diploma corresponding to a minimum level equivalent to High School Certificate + 4 years (Master 1 or Engineer diploma) and/or having a professional experience, linked to the field of rural development (agronomy/agriculture, economics, geography, rural sociology).

The aim of this program is to prepare students to the professions related to policies and projects engineering for the development of rural territories, such as project coordinator, responsible of development programs, top executive in local development, responsible of studies in local authorities or in rural and agricultural development organizations or institutions, etc. Indeed, the recent evolutions in the agricultural environment have favoured the emergence of many organizations and institutions in charge of territorial or rural development and implementing development programs or processes for rural territories planning. That’s why these organizations are prospecting high skilled people specialized in territorial development. The training at CIHEAM-MAIM not only teaches economists and engineers about how to work in teams by providing them the necessary common language to do it, but also offers them the knowledge of both theoretical and practical tools. Furthermore, the training includes a professional experience (individual or collective internships) enabling them to be in contact with local professionals and the field work reality and so, to be operational directly after the end of the training.

The training provides the following skills:  Knowledge: theories of development, theoretical basis for the approaches of rural territories development, study of the notions of social and environmental sustainability,  Know-how: to be able to make a diagnosis of a territory, to manage surveys, to implement development projects, to prepare proposals, to make an economic and financial evaluation of a rural development process,  Personal skills: to be able to work in multidisplinary teams and to facilitate the interface between technical and socio-economic aspects.

On the basis of the ‘dossier’ it is decided by a Commission composed of representatives of the various institutions involved in the Master. This course is designed for economists, agronomists or geographers wishing to specialize in economy of rural development projects or in rural development in general.

The required level for admission is an engineer’s degree or any equivalent level giving access to post-graduate studies. Equivalencies can be considered for candidates having several years of professional experience. Prerequisites in economics are compulsory.

Tuition fees amount to 400 € per month (excluding registration fees, travel and living expenses). Applicants coming from a CIHEAM member country can have access to scholarships.

Unit 4: Markets, policies and international negotiations (December) Main analytical questions concerning public choices, international markets and collective international negotiations.

Unit 5: Economic evaluation methodology: evaluation methods for market and non-market assets (January) Common with the University of Montpellier Acquisition of the necessary concepts and methods for economic evaluation: costs-benefits analysis, development methods, effects methods.

Unit 6: Financial evaluation (January) - Acquisition of the necessary concepts and methods for the financial evaluation of a development process.

Unit 9: Economic evaluation methodology: global evaluation of assets value, evaluation of policies, regional multipliers (February-March) Common with the University of Montpellier - Learning of the detailed evaluation concepts and methods to evaluate economic policies, human capital assessment, to evaluate the level of social usefulness of OESS (Organizations pour l’Economie Sociale et Solidaire – Organizations for social and fair economy).

- Application of the evaluation methods to two or three local development projects identified in the area of the diagnosis.

Unit 10: Training workshops on research methods (from October to March) - Research methodology: problematic formulation, conceptual framework and development of working methodology.

- Training in documentary research.

English lessons are provided from October to March.

Internship report (April) Preparation of a research project structuring the different aspects of the individual training: field works and analysis.

Individual training in a professional environment (from April to September) This training takes place in firms involved in development, consulting firms, NGO, etc. Two students, with complementary skills, may jointly carry out studies focusing on the same project. This training period is followed by the presentation of a report, required to obtain the Diploma.

Second year:

The aim of this master is to train engineers in charge of studies in territorial collectivities, organizations and institutions concerned with agricultural and rural development. It teaches to economists, engineers and geographers the common language essential for team work.

This master trains engineers in the field of production systems management, taking into account technical, economic and environmental approaches. The training offers both a learning of the theoretical and practical tools and the acquisition of professional experience (individual and collective internships), thus providing a contact with the local actors and the realities on the grounds so as to be operational by the end of the training.

The training provides the following skills:  Knowledge: Analysis of the technico-economic functioning of a farm and of an agricultural region,  Know-how: Implementation of decision-making methods, preliminary analysis and strategic steering in a consultancy process at an individual or collective level. Elaboration of optimisation models for the technical and production choices made in the farm and at the regional level. Linking of bio-physical and economical models for decision-making in the field of natural resources management and diffuse pollution management in agriculture,  Personal skills: Work in multidisciplinary teams, conciliation of technical and socio-economic aspects.

- Environment policies implements: definition and implementation, taxes, quotas.

- Analysis of the interaction between individual and collective choices at the regional level.

- Multi-agents systems: theoretical concepts and applications.

- Transfer of farms management models to regional incorporated models. Case studies: basic structures of a regional model, formulation, functioning, coherence of data, validation of models.

- Using of regional simulation models for negotiation.

- Simulation of negotiation and collective choices evaluation in a small agricultural area/region.

Unit 6: Modelling and support for decision-making (February) - Mathematical modelling of a farm for decision-making.

- Simulation and optimisation models.

- Mathematical modelling examples: formulation and resolving of an optimisation model in an agricultural firm.

- Various methods of mathematical modelling of risk assessment.

- Comparison of the main models of bio-physical simulation.

- The CROPSYST model: vegetative growing modules, water, salt, nitrates, erosion.

- Construction of production functions.

Internship report (April) - Preparation of a project presenting the different aspects of the individual professional training period.

To control the products supplies and transportation from the countryside to the final consumer’s table has become essential to comprehend the good working of supply chains. This professional post university training program is designed to form and help young graduates specialize in food chain management and coordination.

The training provides the following skills:  Conceptual skills: analyse the functioning of the food system and various food chains, observe and an analyse the food chains agents’ environment, its limits and its assets, national and international regulations defining the socio-institutional framework of food chains, specialize in food supply management and coordination.  Practical skills:  to elaborate a strategic diagnosis of an agri-food chain and suggest strategic projects for all the involved agents,  to work in multidisciplinary teams and to study the interactions between technical and socio-economic aspects.

- Analysis of the agri-food markets functioning, particularly within the economic liberalization context.

Unit 2: Strategic management, business organization and human resources management (November) - Acquisition of the concepts and methods necessary for the strategic analysis of different economic agents in different contexts: firms, organizations of an associative or a mutual type, multinational firms’ strategies, levelling-up strategies of agri-food firms in the Southern countries.

Unit 4: Research methods in social sciences applied to global value chains (from October to March) This unit aims at learning methodological knowledge to develop skills in the implementation of a rigorous research process and aims at preparing the writing of master's thesis.

It is organized as follows: - Introductory course on research methods: different phases of research in social sciences (field observation, formulating the research question, how to develop a questionnaire, how to conduct surveys and interviews, quantitative and qualitative analysis of the results of field study).

- Workshops on conducting case studies based on the learned research tools and approaches.

Unit 5: Large retailing sector and food supply chains management (SCM) (January) - Understand how the different marketing processes work and the role played by the different actors of the economy.

- Learn modern logistics methods to better manage the goods and information flows.

Unit 6: Technical aspects of logistics: new technologies, innovations, transportation cost control (February) - Learn how to manage the key procedures of a global logistics chain and to optimize partnerships network management.

- Analyse the impact of logistics actions on financial performance.

Unit 7: Legal aspects of logistics: rules, regulations and legal foundations of international logistics (March) - Apprehend the conventions, contracts and standards of international transportation, governing the international logistics networks.

Second year:

This master in research is directed to students who are interested in an educational program preparing them to positions needing autonomy, individual enterprise capacities and knowledge in economic sciences. It is a selective Master program based on research and high level educational standards. Centred around the passing down of fundamental theories and methodologies, it grants a large importance to advanced techniques of establishment of a pattern and to quantification in current economic analysis, as well as to approaches of institutional economy, management sciences and economics sociology. It enables students to gain precise knowledge in the fields of agrifood, natural resources management thanks to the specialization units offered. Prerequisite courses are organized in September.

The training begins with a session of common courses which enables students to master the general thematic knowledge and the necessary methodological and theoretical basis before the beginning of the more operational courses that are studied in the options. It ends with seminars and the redaction and presentation of a research report.

 Course n°1: Economics and agricultural food and rural policies Objective: to make a synthesis of the main economics aspects of the agricultural and agri-food area and of its management by the public policies.

 Course n°2: Environment economics and policies Objective: to enable students to get the basis of economic analysis of environmental and of natural resources management issues.  Course n°3: Development economics and policies Objective: to develop the theories of economic development in the framework of agri-food and rural development. This course draws a parallel between contemporary problematics and theories.

Unit 2: Methodological courses Offer of 5 courses (the student has to choose 3 of them):  Choice n°1: Applied econometrics Objective: introduce students to a stochastic approach of complex phenomenon and to the use and processing of real data. More particularly, the course aims at leading students to carry out, by themselves, an empirical economic work through an individual project.  Choice n°2: Optimisation and mathematic programming tools for public policies modelling Objective: present the basis of classic methods for mathematic programming and the existing modelling tools for the analysis of the commercial and non commercial impact of public (agricultural and environmental) policies at a micro-economic and sectorial level. This course especially introduces students to the learning of the economic modelling language “GAMS” (General Algebric Modelling System).

 Choice n°3: Field study processes: qualitative and quantitative methods Objective: to provide elements to economists who want to integrate a qualitative dimension in their future research work, through debates on field study matters.

 Option n°2: Coordination in the firms and agri-food chains Objective: to present some of the important applications to the agricultural and agri-food sectors, to provide courses of institutional and industrial economy (theory of incitement).

 Choice n°4: Experimental economics and the “game play theory” Objective: to study the main themes of experimental economics focussing on social interactions. This course analyses the behaviour of economic agents in reference to the conceptual framework of the “game play theory”.

 Option n°3: Institutions and development Objective: to develop the course in institutional economy, especially the issues related to rural development and public policies.

 Choice n°5: Data analysis Objective: to provide a minimum basis of data analysis and data mining in order to achieve modelling and more complex concepts for the next courses.

Unit 3: Theoretical courses  Course n°1: New institutional economy Objective: to study the various trends of institutional economy (the ”New institutional economy”, the “Property Rights Theories”, the “Evolutionary economy”, etc.), and to link them to the various objectives, research positions, hypothesis and methods used in the analysis of institutions.  Course n°2: Social choice, incentives and public economy Objective: to provide to students the basis of public policies and some notions on the “theory of incentives”.  Course n°3: Economical sociology and anthropology Objective: to present the origins and construction elements of the political economy of the 20th century, from both a scientific and a political point of view. This course also studies the main evolutions in the European and Anglo Saxon bodies, in the framework of the “great sharing” between economy and sociology, and provides some examples of debates, especially the one of the “New economic sociology”.

Unit 4: Options  Option n°1: Consumers, food and sustainability Objective: to update knowledge on the debates about the sustainability of food systems, more specifically the questions of the contribution to the environment management and the social equity through a responsible consumption.

 Option n°4: International negotiations, agriculture and environment Objective: to provide analytical bases to understand the foundations of international negotiations on international marketing in cooperation with global environmental negotiations. Simulation games on international negotiations come to complete the theoretical courses.  Option n°5: Public policies, firms and environment Objective: to study the behaviour of the company towards the environment and its regulation through a basically microeconomic approach.  Option n°6: Natural resources management Objective: to develop the concepts and methods for economic analysis of natural resources management, especially of sustainable resources.

Unit 5: Tutorial classes and seminar to support the research methodology  Tutorials Support of the research methodology Objective: to prepare the students to the work that needs to be done during their research thesis. This class will enable each student to familiarize with the basic techniques related to a research work.  Practical seminar of preparation to the research project elaboration, also called « Ultra Practical Seminar » Objective: to help the students prepare a formally and analytically coherent and neat research project for their Master 2.

Research report and presentation The research report is the result of the student’s personal work.

Each student is supervised by a professor or a researcher involved in this Master. The main objective is to indicate the feasibility of a thesis project, insisting on the methods and tools of the selected discipline or disciplines in case of a multidisciplinary approach. This work will be presented in front of a jury composed of the various disciplines part of the Master.

Modelling and mathematical programming to support decision-making This course provides modelling tools which enable a preliminary assessment of the impacts of agricultural, environmental and sustainable development policies on the functioning, the sustainability and the multifunctionality of agriculture.

It is based on a bio-economic modelling approach, combining agronomic and bio-economic models, and sustainability indicators.

This modelling can be used as a negotiation support for the choice of the production, to better meet the concerns of the different actors of a basin side or an irrigated perimeter.

Olympe: a database and a decision-making tool in agriculture The objective of this crash course on the Olympe database is the mastering of this modeling tool for agricultural holdings through the construction of a technicoeconomic model, allowing a multi-annual analysis of farmers’ strategies. Labelling and quality approach: which choices for the optimization of resources preservation and the access to exchanges?

Differentiation strategies turn out to be necessary nowadays, in a system of increasing international competition. Nonetheless, they are not always synonymous with habitats preservation or improvement of lifestyles. Sometimes they are even perceived as additional constraints without economic, environmental or social compensation. The objective of this training is to bring to the participants a critical approach which enables them to evaluate the role played by the quality signs. The increasing of signs, codes and standards regulating sanitary quality and the proofs of the origin of foods will be the subject of a historical perspective so as to allow the participants to have more elements of reflection. A case study of herbs and medicinal plants will give the possibility to analyze and discuss choices and resource management practices through examples that can be easily shared.

The CIHEAM-MAIM has always been known for its tradition of welcoming students and its aim is to systematize this function and make it a priority. We host doctoral students as well as teachers and associated researchers for a given period, or on sabbatical leave, or even within the framework of research programs.

A laboratory (LAMES) welcoming doctoral students Doctoral students admitted in the Mediterranean Laboratory in Economics and Social sciences (LAMES) at the CIHEAM-MAIM are inserted into the Institute’s research teams. Thus, they benefit from a scientific support from the CIHEAM-MAIM teachers as well as the Institute’s available facilities (offices, class rooms, Documentation Centre).

Doctoral stays may be of short or average duration depending on the university where the thesis has been registered.  A student registered at a university in a partner country, whose doctoral work is integrated into a collaborative project with the CIHEAM-MAIM, can be received for several short stays occurring during his thesis preparation.  A student registered at a French university, having as thesis supervisor or co-supervisor a teacherresearcher at the CIHEAM-MAIM, can be admitted during the whole period of his thesis preparation.

A privileged collaboration is maintained with several French universities, mainly with the jointly supervised Montpellier SupAgro – University of Montpellier doctoral training programme “Economy and management of farm, agri-food and rural development” as well as the UM3 doctoral training programme.

On average, the CIHEAM-MAIM yearly receives about 30 to 50 doctoral students for short, average or long stays.

Doctoral projects admitted by the research unit must be related to one of the thematic axes structuring the Institute’s scientific and teaching activities:

 Mediterranean agricultures  Sustainable food  Public choices  Agri-food chains  Rural territories Short-stay doctoral applicants are admitted on the proposal of their CIHEAM-MAIM referent teacher-researcher. The doctoral programme must also lie within the scope of institutional relations entertained with the research and training centers of the Mediterranean basin.

For long-stay doctoral applicants, an application must be submitted to the LAMES; the CIHEAM-MAIM doctoral committee makes decisions on admission.

Applications to doctoral programmes are to be sent directly to doctoral schools concerned.

For long-stay applications, once the selection is made by the CIHEAM-MAIM doctoral committee, the LAMES decides on allocation of research allowances. These research allowances may be given for the whole period of doctoral studies. Some one-time allowance may also be given for short stays or for the starting of a thesis work.

Doctoral diplomas are proper to the universities awarding them, the Institute is only acting as a welcoming laboratory.
