Local ag leaders honored at land use banquet By KAREN JORGENSEN County Staff Writer

A local farm family and three individuals were honored last week at the Excellence in Agriculture Awards banquet at the Servicemen’s Club in Blooming Prairie. The event was held in conjunction with the Land Use Expo last Tuesday and Wednesday. Aaron Anderson was recognized as the Outstanding Young Farmer and presented his award by Ashley Schmeling of Land Use Expo. Anderson grew up on his family’s dairy and crop farm until the death of his father in 2000. After high school he worked in construction until 2012 when the opportunity arose for him to begin farming on his own. He now does cash cropping of corn and soybeans on 500 acres near Blooming Prairie. He also has joined with two partners to operate a beef operation where they raise cattle and sell directly to several co-ops in the Twin Cities, he said. Currently they have about 200 head of beef and slaughter seven or eight a week. Named the Outstanding Family Farm was the Kramer family farm of Hayfield, now operated by Ted and Tom Kramer and their sons. Ted and Tom’s father, Don, who started the farm, is

still active at the age of 89, Land Use Expo member Jim O’Connor said in presenting the award. The family has 5400 acres of corn and soybeans as well as finishing hogs. In accepting the award, LaVae Kramer, Tom’s wife, said that the Kramers believe there is no better place to raise a family than on the family farm. She thanked the Land Use Expo organizers for helping to tell the public about agriculture, saying that when people visit the farm they have no idea what a family farm is all about and often have a negative opinion about farmers. Ken Folie, who lives in Canisteo Township, received the Commitment to Agriculture Award, presented by Steele County Feedlot Officer Dan Vermilyea. Folie grew up on a farm near Clark’s Grove and attended Austin Community College before beginning a 33-year career at IBM in Rochester. When he retired from IBM he began a second career in township and county government, Vermilyea said. He served on the Dodge County Planning Commission and also as the Dodge County feedlot officer. Folie also stressed, Vermilyea said, that feedlot officials had to make science-based decisions.

Ken Folie accepted the Commitment to Agriculture award from Dan Vermilyea, Steele County feedlot officer. Folie is a former Dodge County feedlot officer and current member of the Canisteo Town Board.

Minnesota Crop Report: Minnesota farmers were limited to 3.7 days suitable for fieldwork as a large area of heavy rain moved across Minnesota during the week ending August 14, 2016, according to USDA’s National Agricultural Statistics Service. The resulting wet conditions led to flooding and ponding in some areas, raising concerns about crop stress and losses. Field activities for the week included cutting and baling hay, harvesting small grains, and applying insecticides as needed. Topsoil moisture supplies were rated 0 percent very short, 2 percent short, 72 percent adequate, and 26 percent surplus. Subsoil moisture supplies were rated 0 percent very short, 4 percent short, 79 percent adequate, and 17 percent surplus. Seventy-eight percent of Minnesota’s corn acreage was in or beyond the dough stage, 12 days ahead of the five-year average and 5 days ahead of last year. Twelve percent of the corn acreage was in or beyond the dent stage. Corn condition rated 85 percent good to excellent. Eighty-nine percent of the soybean crop was setting pods, a week ahead of average, but 6 days behind last year. Soybean condition rated 79 percent good to excellent. Fifty-seven percent of the spring wheat acreage had been harvested, 6 days ahead of the five-year average. Spring wheat condition rated 69 percent good to excellent. Seventy-four percent of the oat crop was harvested for grain, 4 days ahead of average, but equal to last year. Sunflower condition rated 58 percent good to excellent. Eleven percent of the potato acreage had been harvested, 4 days ahead of average. Potato condition rated 92 percent good to excellent. The second cutting of alfalfa hay was 94 percent complete. The third cutting of alfalfa hay was 58 percent complete, a week ahead of last year. Pasture condition rated 76 percent good to excellent. Minnesota Crop Report is sponsored by:

Home repair loans and grants are now available With warmer weather upon us, USDA Rural Development is gearing up to help local homeowners finance home improvements through low-interest loans and grants. “Now is a good time for homeowners to evaluate the need for necessary repairs or replacement of items such as a roof, electrical, plumbing and siding,” said Chuck Phillips, Area Director for Rural Development’s Southeast Area. “Energy efficiency improvements through replacing windows and insulation also qualify. Funds can also be used to replace a furnace, sanitary disposal system and to make homes handicap accessible.” Phillips said applicants must own and occupy the home, and their income may not exceed guidelines established by county and household size. Income limits vary by county and average $25,000 for a one-person household and $28,500 for two-person household in Southeastern Minnesota. Income limits increase for larger sized households. Phillips recommends checking with the local USDA Rural De-

velopment office for income limits in your county. Applicants must also have an acceptable credit history, show repayment ability, be unable to afford a conventional loan and live in a community with a population of 20,000 or fewer. Faribault, Northfield, and Owatonna are eligible for the program as they are currently “grandfathered” in. The maximum loan is $20,000, repayable over 20 years with a one percent interest rate. Grants are limited to elderly homeowners over the age of 62, and can only be used to remove health or safety hazards or remodel dwellings to make them accessible to household members with disabilities. The maximum grant is $7,500. BURNING WASTE AND DEBRIS

A Burning Permit is required prior to burning any brush, or other woody debris except when done for recreational purposes. Only “farmers” are allowed to burn some of their household refuse in a burn barrel if refuse collection is not available. This farm exemption does not apply to burning rubber, plastic, tires, shingles, tar paper, insulation, wiring, paint, treated wood, and hazardous materials.

Most new structures or modifications to structures require a zoning permit.

N EARTH MoVING: EXCAVATIoNS, GRADING, AND FILLING

A Permit is required prior to excavating, grading, or filling within 300 feet of a public watercourse. A Conditional Use Permit is required for excavations exceeding 50 cubic yards unless such excavation is ancillary to a permitted construction project. A Stormwater Management Permit is required for any disturbance of land over one (1) acre in size. No earthwork can be done on slopes of 18% or more. No filling is allowed in flood plain.

A permit from the MN Pollution Control Agency is required prior to burying any man-made products including concrete, wood, glass, and other items from the construction and demolition of roads, driveways, buildings and other structures. This requirement applies in all areas of the county including cities. Concrete from a farm may be buried on-site if properly recorded with the property deed at the County Recorder’s Office.

DRIVEWAYS AND CULVERTS

RELATED PERMITS

A permit is required prior to the installation, repair, or change of use of a driveway access from a County Road. This includes County Roads in cities. For access from a Township Road please contact your Township.

SEPTIC SYSTEMS A Sewage Treatment Permit is required prior to the repair or modification of an existing septic tank or drainfield. A Permit is also required prior to the construction of a new septic system. An inspection of an existing system is required when replacing a house, when adding living space to a house, and prior to the sale of a house or business. These requirements apply in all areas of the county including cities.

ANIMAL FEEDLoTS A Permit may be required for the construction of a new feedlot or physical modification or expansion of an existing feedlot. All existing feedlots must register with the County on an annual basis. This requirement applies in all areas of the county including cities.

JUNK SToRAGE AND JUNK YARDS Storage of any waste, discarded, and salvaged material must meet the standard specified in the County Ordinances. Any place that stores, buys, sells, or trades salvaged materials or any place that stores five (5) or more inoperative or unlicensed motor vehicles for a period of more than three (3) months is considered a “junk yard.” Legal junk yards may be allowed in areas zoned for industrial use.

WETLANDS Any work that drains or fills any part of a wetland in any part of the County (including cities) is prohibited without a permit or approval from Dodge County.
