¶¶ 33, 369.1, 602, 602.6, 605.4 (2016 BOD): Clergy membership consists of deacons and elders in full connection, provisional members, associate members, affiliate members, and local pastors under full-time and part-time appointment to a pastoral charge—all of whom have voice. (Exception: those clergy members who have been placed in involuntary retirement (¶357.3)) Only the ordained clergy in full connection and the members of the Board of Ordained Ministry may vote (¶602.1a, ¶605.4) on matters of ordination, character, and conference relations of clergy. Provisional Members, associate members, affiliate members, and local pastors may not vote on matters of ordination, character, and conference relations of clergy unless they are a member of the Conference BOM.

Candidates for Comissioning Janice Antrim
Janice Antrim is being commissioned as an elder and currently serves at Howard Beach United Methodist Church. She has a bachelor’s degree in Art and a master’s degree in Human Resource Development from South Dakota State University in Brookings, South Dakota. In 2014, she graduated with her Master of Divinity from Sioux Falls Seminary. During Seminary, Janice worked with Sunday school and youth group at Brandon Celebration United Methodist Church, Sioux Falls Westminster Presbyterian Church and Sioux Falls Southern Hills United Methodist Church. She also provided pulpit supply and was the
chaplain at Sioux Falls Seminary. The first church that Janice became connected with was United Church of Garretson. She later became a part of Sioux Falls Southern Hills. She enjoys folk art, quilting, anything artistic and is a lover of nature. Family members include her husband Todd and children Jordan, Elliane and Hannah. Janice says, “My life verse is Proverbs 3:5, 6. Trust in the Lord with all of your heart, lean not on your own understanding. In all your ways, acknowledge him and he will make your paths straight. Since the 5th grade, in good times and bad, this has been the promise I have clung to and held dear to my heart. Today, I still know it to be true. I find direction and comfort in this special passage.”
Valerie Hummel-LaBounty Valerie Hummel-LaBounty is being commissioned as an elder and will be serving at Pierre Southeast. She holds a bachelor’s degree in Religion and Psychology from Dakota Wesleyan University and recently graduated from Garrett-Evangelical Theological Seminary with her Master of Divinity. As a seminary student she was a student pastor at North Shore United Methodist Church in Glencoe, Illinois for two years where she had a variety experiences. Valerie was formed and shaped by Yankton United Methodist Church that supported her financially and spiritually.

Dakota Wesleyan University campus ministry and Fusion shaped her through her college years, allowing her to grow in leadership. She enjoys cooking and baking. She is married Reverend Seth LaBounty who will be serving at Pierre First United Methodist Church. When asked about her favorite scripture, Valerie says, “I really like the second chapter of John. Not only do we see and experience Jesus’ first miracle, but we read about a more human side of Jesus, one that gets upset with those who are not following God. In this chapter of scripture we see Jesus Christ as both human and divine, someone we are to follow and embody as Christians.”
Autumn Krueger
Autumn Krueger is being commissioning an elder and will be serving in the Alaska Missionary Conference. She graduated with a bachelor’s degree from Dakota Wesleyan University and a Master of Divinity from Candler School of Theology. During seminary, she served as a chaplain at an assisted living facility and at Sacred Tapestry, Marietta, Georgia, as a student pastor. In the summers she worked at Wesley Acres and Birchwood Camp. Harrisburg United Methodist Church was where she recognized her call. During college, Dakota Wesleyan University campus ministry, Fusion,
Thomas Sumers
Thomas Sumers is being commissioned as an elder and serves at Minot Faith / DeLacs United Methodist Churches. He holds a bachelors degree in Political Science from North Dakota State University in Fargo, North Dakota, and recently graduated with his Master of Divinity from Asbury Theological Seminary. Thomas worked with Kids on

and Mitchell First helped her embrace her call to ministry. Her experiences at Wesley Acres Camp helped her understand and explore her call. Autumn enjoys cooking, photography, painting, creating unusual objects, hiking, backpacking and kayaking. When asked about her favorite scripture Autumn’s response was, “Matthew 22:34-40 has been one of my favorite passages since high school. It is what I continually go back to when I am reflecting on life, making significant decisions, and when I have more abrasive feelings towards others. It is a core understanding of how I am to live out my faith and how I am to interact in the world with others and particularly my relationship with God.”
Wednesday nights and adult bible study at Fargo Faith. He also started an Upward Sports League, a children’s sports ministry at Fargo Calvary. This was also the church that formed him. Thomas enjoys hockey, football, soccer and the outdoors. He is married to Stephanie and has three children Mitchell, Jake, Thomas Jr. Thomas states his favorite verse is, “Philippians 4:13, because I can only do what I am doing by the Grace of God.”
Candidate for Associate Membership Lou Whitmer
Lou Whitmer is becoming an associate member of the Dakotas Annual Conference. She was licensed as a local pastor in 2007. She served four years at the Kimball Protestant Parish (United Methodist Church/ ELCA/PC-USA), and served as an Associate at Mitchell First United Methodist Church for two years, before entering her current appointment in Aberdeen North Highland United Methodist Church. She has an associate degree in science and completed her course of study from Garrett-Evangelical Theological Seminary and the Native American Course of Study. The church community that

formed and shaped her was Minot Vincent, where she served in many areas including as organist and Coordinator of Music for 30 years. Lou’s hobbies include creative endeavors such as painting furniture, scrapbooking, decorating, as well as playing piano and reading. She states the following in regards to her favorite scripture. “My favorite scripture is Micah 6:8b And what does the Lord require of you but to do justice, and to love kindness, and to walk humbly with your God? I like this verse because it sounds so easy--but then it isn’t. Short term leave policy pg. 193 2016 Journal Aware of the ongoing pressures and responsibilities experienced in the parish ministry, the Dakotas Conference Board of Ordained Ministry (BOM) recognizes the value of short-term leaves for personal and spiritual renewal. Eligibility. All clergy member in full connection (Deacons, Elders or Associate Members) who have served at least an equivalent of full-time for seven years or more are eligible for Short Term Leave funds. After a clergy member in full connection has received short term leave funds, he/she will be eligible to apply again after serving another equivalent of seven years under full-time appointment. Preparatory Consultation. Persons are encouraged to prayerfully consider the purpose of their leave. Persons considering a short-term leave may desire to consult at North Central Career Development in New Brighton, MN. Persons are encouraged to think well ahead (at least six months to a year) in their planning. Availability: Short Term Leaves will be granted according to the funds available. Consideration will be given to the length of service, the order and the timeliness in which requests are received, and the importance that the District Superintendent/Cabinet places on the requested leave. Application for Short Term Leave. Persons should apply to the local Staff/Pastor Parish Committee and District Superintendent for approval at least two months prior to the spring, summer or fall board meetings of the BOM taking place in advance of 60 days prior to the leave request. Application for a short term leave needs to include a budget for how BOM funds will be used to pay for pastoral supply during the leave time with the total amount requested. The District Superintendent will then forward the application to the Director of Leadership Development/Student Loan Officer for confirmation on availability of funds and for processing/approval of the BOM. Length of Leave and Salary. The maximum leave allowed is three months (including vacation time) with full salary being paid by the local church/parish or salary-paying unit. Short Term Leave Funds will pay the pastoral supply compensation as provided through the BOM. These funds are not to exceed $4,000 for the three months. Money is paid to the local/church parish or salarypaying unit to be distributed to those providing pastoral supply. Evaluation. The BOM will regularly evaluate the Short Term Leave program and make adjustments or changes as it believes necessary. Contact Person. Some persons seek to serve in the Annual Conference through the approved Course of Study as outlined in The United Methodist Discipline. Student Aid funds are available for Course of Study and Kairos students. All aspects of the forgoing Student Aid Policy apply to those pursuing Course of Study or Kairos with the following exceptions/clarifications. A. Course of Study and Kairos students will be eligible for the yearly maximum aid as determined by the DAC Board of Ordained Ministry or actual expenses, whichever is less, at a 75/25 reimbursement ratio. The DAC Board of Ordained Ministry through MSAF will cover 75% of eligible expenses. The remaining 25% will be covered by the student, the student’s continuing education funds as a local pastor, and/or local church sponsorships. B. Eligible expenses include tuition and fees, books, room and board, subject to conference per diem, and travel (at conference rate paid to a maximum of the cost of travel to one of the three closest United Methodist Seminaries-Iliff, Garrett-Evangelical, St Paul’s with additional travel expenses left to the candidate) C. Course of Study, Advanced Course of Study and Kairos students will be eligible for the overall cap as determined by the BOM D. Special situations of need may be appealed to the BOM.
Educational Debt Reduction Support For New Pastors Provisional members of the Dakotas Conference may be eligible to receive up to a Yearly Maximum as determined by the DAC Board of Ordained Ministry per year for up to six successive years for educational debt retirement. Eligibility continues after Elder’s ordination. The following stipulations determine eligibility. A. All educational requirements for Elder’s Orders have been completed. B. The applicant must be in a full-time appointment within the bounds of the Dakotas Annual Conference, however, less-thanfull-time appointments may receive grants on a pro rata basis. Appointments to attend school do not qualify. Debt Reduction support will cease with any termination of relationship with the DAC, or appointment outside the bounds of the conference. C. The applicant will supply evidence of educational debt related to ministerial education. D. Debt Reduction support is considered a loan-grant must be repaid or forgiven by service in the conference. Yearly debt reduction forgiveness (per the levels of aid stated below) will apply only after requirements for forgiveness or repayment have been satisfied for any outstanding seminary or COS loan/ grants. The DAC Board of Ordained Ministry may approve exception to this policy. Application forms must be requested annually from the Conference Loan Officer. Debt Reduction Grant decisions will be made by the Board of Ordained Ministry Ministerial Student Aid/Finance Group. E. Special situations of need may be appealed to the DAC Board of Ordained of Ministry.
