TIEZA GUIDELINES ON TOURISM INFRASTRUCTURE PROJECTS


TOURISM INFRASTRUCTURE AND ENTERPRISE ZONE AUTHORITY (TIEZA) (Section 25)

“... The Philippine Tourism Authority (PTA) is hereby reorganized as the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), . ..” (Section 28)

Attached Agencies and Corporations. – The TPB, the TIEZA and the DFPC shall be attached to the Department and shall be under the supervision of the Secretary for program and policy coordination.


PRIMARY MANDATE (Section 64)

GUIDELINES IN THE SELECTION OF TOURISM INFRASTRUCTURE PROJECTS TWO MAJOR CONSIDERATIONS: •

TOURISM RELATED - be in harmony with the National Tourism Development Plan (NTDP) promulgated by the Department of Tourism (DOT)

GOVERNMENT OWNED - proposed project site is government owned or with a deed of donation.

ECOLOGICAL CONSIDERATION ECONOMIC CONSIDERATION SUSTAINABILITY COMMUNITY AND STAKEHOLDER CONSIDERATION TECHNICAL ASPECTS FINANCIAL CONSIDERATION CULTURAL PUBLIC-PRIVATE PARTNERSHIP CONSIDERATION


GUIDELINES IN THE SELECTION OF TOURISM INFRASTRUCTURE PROJECTS PRIORITY PROJECTS: • •

Projects consistent with the NTDP Sustainable projects or projects with direct revenue generating features


CHECKLIST OF REQUIREMENTS: A. Project proposal; B. Feasibility study (if there is any); C. conceptual plan and budgetary estimates; D. Cost-benefit analysis of the project; E. Structural Design; F. Land ownership documents, including the size of the land; G. Resolution of municipal/provincial board re: merits of the proposal H. Approved budget re: maintenance and operational costs of the project, stating clearly the cost and source of its counterpart fund I. Environmental Impact mitigation and prevention measures to be adopted J. DOT endorsement


Department Order No. 2016-33 Providing the Guidelines for Evaluation of Third Party Tourism Infrastructure Projects Priority Projects for FY 2016 and onwards: • Tourism projects that support development of ecotourism sites in depressed provinces • Sites that are along and leading to the tourism roads being implemented under the DOT-DPWH convergence pursuant to the NTDP


• DOT and TIEZA receive project requests • DOT's Regional Director evaluates the projects *Evaluation should identify the appropriate value to tourism of the proposed projects • RDs to submit evaluation report within (7) days from receipt of the respective list of project proposals to the Office of the Assistant Secretary for Tourism Development Planning and the Office of the Chief Operating Officer of TIEZA


• TIEZA receives the appropriate recommendations from the RDs • TIEZA coordinates with the concerned local government unit (LGU) for the preparation of the scope of work for each project and their plans and programs for due evaluation and validation *Only projects with complete plans and programs shall be considered for approval by TIEZA
