Times New Romans uppercase ‘A’ has tapered serifs, and has a much thinner and lower cross bar in comparison to Rockwells, which has thick slab serifs on the top and bottom.
Rockwells upper case ‘J’ extends all the way to the baseline with a vertical terminal wheresas Times New Roman’s ‘J’ sits on the baseline with a teardrop style terminal.
This probably one of the biggest differences. Times new romans lower case ‘g’ is a double story letter with a link and loop, this is very different to Rockwell’s which has an open tail that decends from the right.

HISTORY
The original Rockwell was produced by the Inland typefoundry in 1910, which issued it as Litho Antique; American Type Founders revived the face in the 1920s, with Morris Fuller Benton cutting several new weights. The Monotype Corporation produced its version of Rocwell in 1934; unfortunately, some of the literature erroneously referred to it as Stymie Bold, thereby creating confusion that still exists today. Rockwell is a geometric slab serif design, a strong display face for headlines and posers;it is also legible in short text blocks.
