GROWTH BOUNDARIES PROJECT – Handout for September 17 Work Session
This initial information is being provided in draft form before recommendations are formally introduced at a School Board meeting. Introduction is scheduled for October 16, with Board action on November 20, 2013. New boundaries, as well as location of services and programs, will be implemented in phases in alignment with BEX IV construction. Some of the changes presented will be implemented beginning in 2014‐15, while others will not be implemented for several years. In addition to information shared in various settings over the past five months and the upcoming community meetings, this timeline provides extensive opportunities for community and stakeholder engagement. The public is invited to consider this as an “invitation to the table” to review the preliminary recommendations, discuss the issues, and recommend changes they believe would strengthen the end results. The key purposes of the Growth Boundaries project are to:
Revise attendance area boundaries to align with future enrollment growth and new capacity provided by BEX IV (Building Excellence IV) construction; and
Include equitable access to services and programs as a key component in boundary revisions. The focus at this time is on elementary and middle school boundaries, with some of these boundary changes going into effect beginning with the 2014‐15 school year. There are capacity challenges ahead at the high school level as well, but high school construction is scheduled later in the process. This document is organized in alignment with the PowerPoint presentation for the September 17, 2013 Board Work Session to provide related additional details and reference information.
1. Context (Slides 5‐9) Two Board policies in particular provided the context for the project. Policy 22001 directs the Superintendent to place programs or services: o In support of district‐wide academic goals. o Equitably across the district. o Where students reside. o In accordance with the student assignment plan. o Equitably across each middle school region as appropriate. Policy 00302 states: o The district shall provide every student with equitable access to a high quality curriculum, support, facilities and other educational resources, even when this means differentiating resource allocation. o The district shall ensure that each school creates a welcoming culture and inclusive environment that reflects and supports the diversity of the School District’s student population, their families, and communities. 1 Excerpted from School Board Policy 2200: Equitable Access to Programs & Services (August 2012) 2

Within this policy context, the following Guiding Principles were established to direct the development of Growth Boundaries:
Create boundaries that reflect equitable access to services and programs. Ground decisions in data. Maximize walkability. Enable cost‐effective transportation standards. Maintain key features of New Student Assignment Plan Minimize disruptions by aligning new boundaries with current attendance area boundaries when feasible. Be mindful of fiscal impact (costs and savings). Be responsive to family and community input to the extent feasible.
These principles are intentionally not prioritized, since some may express conflicting values. The relative priority of principles may vary depending on the topic. In addition, technical and feasibility issues may sometimes preclude the possibility of addressing one or more of the principles.
2. Equitable Access – Services and Programs Services (Slides 11‐16) A. ENGLISH LANGUAGE LEARNERS (ELL)
Students who receive ELL services have guaranteed assignments to their attendance area middle and high schools, since all attendance area middle and high schools offer ELL services. Any student eligible for ELL services may also apply to other attendance area and/or option schools that offer ELL services, without artificial constraints on enrollment. Staffing is adjusted based on the number of students served – services follow the students. Including ELL services at the three new middle schools (Jane Addams, Meany, and Wilson‐Pacific) when they open assures that students assigned to those schools who need ELL services will have the same assignment guarantee and predictability as other middle school students. B. SPECIAL EDUCATION
Continue to offer special education resource services at all schools.
Designate capacity for intensive (“self‐contained”) special education continuum services to support new service delivery model. Space is set aside at these planned sites:3 o Arbor Heights o B. F. Day o Broadview‐Thomson o Daniel Bagley o Graham Hill o Hawthorne

C. HIGHLY CAPABLE (Accelerated Progress Program – APP)
There has been significant growth in the number of students participating in APP in the last few years, and growth boundaries and location of services are based on projections that assume the current pattern of participation. However, it is important to note that there is risk associated with these projections. Changes in the identification process, locations, and/or service delivery could impact the number of students participating in services for highly capable students.

NORTH Based on current eligibility and choice patterns, projected APP middle school enrollment is already too large for one north pathway (large enough for two to three pathways). APPENDIX B Guidelines for Calculating Elementary Capacity Room Occupancy and Size A homeroom is defined as a space greater than or equal to 700 ft2 in the teaching and learning area. Below is a summary list of room uses, their capacity, and the appropriate room size. Preparation‐Conference‐Planning (PCP) Per the collective bargaining agreement Preparation‐Conference‐Planning (PCP) will be calculate at a ratio of 1 PCP per 8 Gen Ed and Self‐Contained rounded up to the nearest half. PCP includes Gym, music, art. Process Count the number of teaching stations (classrooms, LRC, GYM, stage, computer lab, other labs). Count the number of “small rooms,” defined as smaller than a classroom. Subtract the sum of ELL and Resource rooms from small count of small rooms. o If the difference is positive set the number equal to 0 (zero), do not change negative values Add the difference above to teaching stations. Subtract non‐Gen Ed uses: Pre‐K, Childcare, Self Contained, Computer Lab, OT/PT, and LRC. o Assumes continued use of Childcare, district and non‐district Pre‐K, and community aid services. o Assumes no programmatic changes. Reduce portables on site to 15% of teaching stations. o Maintain ration of 3 portables to every 17 classrooms. Subtract the number of portables to be removed from the remaining number of Teaching Stations. Calculate PCP using the ratio of 1 PCP class per 8 Homerooms rounded up to the nearest whole number. o Homerooms include Gen Ed classrooms and Self Contained classrooms. o PCP is rounded up because a room uses for PCP cannot hold a fraction of a class.
