BY YANNIC RACK In a double win for the West Side, Governor Andrew Cuomo unveiled two multi-billion dollar plans last week that would expedite the stalled redevelopment of Pennsylvania Station and the James A. Farley Post Office on Eighth Ave., and expand the Jacob K. Javits Convention Center. One big announcement chased the other, as Cuomo unveiled a slate of ambitious projects.

“There is so much in this game plan, this agenda, that frankly we couldn’t fit it into one day and one

speech, and we’re announcing it in components all throughout this week,” the governor said at the Javits Center on Jan. 7. “What happens tomorrow depends on what we do today. Let’s be as bold and ambitious as our forefathers before us,” he added.

A few days laterr, in his Jan. 13 State of the State address, Cuomo made the case for his Built to Lead infrastructure program as the key to developing a new system of transportation “for the next 100 years.”

is Penn Station. Penn Station is grossly over capacity and under-performing. Penn, in a word, is miserable.

Governor’s Gambit Would Change Neighborhood, Region Continued from page 1 stalled for a decade. Last week’s announcements, however, promise to bring even more activity to an area already bustling with development.

“The governor came into town and really made a big splash,” said Delores Rubin, the new chair of Community Board 4, whose area of coverage includes the convention center as well as the Farley Post Office.

Cuomo’s dual plans for West Side expansion earned praise from local elected officials, who said the momentum of other projects in Chelsea and Hell’s Kitchen surely played a part in jump-starting these new developments.

“There’s a lot of excitement about the future of the West Side,” said State Senator Brad Hoylman, invoking the rapidly rising Hudson Yards neighborhood, as well plans for a new Port Authority Bus Terminal and the already completed 7 train extension — whose Hudson Yards stop provides Javits Center visitors with a walking distance option. “That’s no doubt a driver for these projects,” he said.

“A new Penn Station, a new Moynihan Station, the Gateway Tunnel project, Hudson Yards rising, a renovated and expanded Javits Center, and a new Port Authority Bus Terminal,” noted City Councilmember Corey Johnson, “are projects that are transformational not just for the neighborhoods, but also for the entire region.”

Between the governor’s two announcements, he added, “This has been a great week for the West Side.”

The renovation of Penn Station is part of Cuomo’s larger plan to revitalize New York’s infrastructure, which includes expanding the Long Island Rail Road (LIRR) as well as building a new Tappan Zee Bridge and LaGuardia Airport. The Penn Station plan would essentially renovate the existing station maze below Madison Square Garden, build a new train and retail hub within the block-long general post office across Eighth Ave., and eventually link both facilities underground, to create what the governor has dubbed the “Empire Station Complex.”

“Penn Station is the analog to LaGuardia,” Cuomo said, referring to the troubled airport whose reputation once inspired Vice President Biden to assert that a blindfolded visitor would, upon the reveal, mistake it for “some Third World country.”

“Let’s be honest,” the governor added, “Penn Station has been wholly unacceptable for a long, long time.”

He said the terminal — the busiest in the country and notoriously overcrowded — is expected to double its traffic over the next 15 years. It already serves 650,000 people every day, which is more than triple the traffic it was originally designed for (and more than that of Kennedy, LaGuardia and Newark Liberty airports combined).

Night of Notable Firsts for CB4

BY SEAN EGAN For many, the new year is a time for change, as well as reflection on the past. Community Board 4 (CB4) is no exception, as their Wed., Jan. 6 full board meeting at Mount Sinai West Hospital (1000 10th Ave., btw. W. 58th & W. 59th Sts.), was not only their first of 2016, but the first to feature recently elected officers enacting their roles — including the new Chair, Dolores Rubin.

The meeting’s first portion, however, was devoted to the aforementioned reflection, as those in attendance honored the service and achievements of outgoing Chair, Christine Berthet (who remains a member of CB4).

A representative of City Comptroller Scott Stringer was the first to praise Berthet’s achievements, presenting her with a framed proclamation. Next, a rep from NY State Senator Brad Hoylman said that in her service to CB4 since 2006, Berthet was an “indispensible partner and ally” with an “infectious joie de vivre” behind her stern schoolmaster’s facade — and named Jan. 6, 2016 “Christine Berthet Appreciation Day” in

City Councilmember Corey Johnson, through Chief of Staff Erik Bottcher, called Berthet “the most stylish of the CB Chairs” as well as the most effective.

He recounted anecdotes, such as when she crawled inside the ceiling of the CB4 offices to update the computer system, how she won three Grammys from the jazz record label she co-founded, or the time she “arrested a bus for making an illegal turn.” Final words of praise came from Manhattan Borough President Gale Brewer, who commended her impressive

work ethic, especially since she “runs on decaf” and occasionally M&Ms. In a secondary honor similar to the one Hoylman had bestowed, Brewer declared the day “Christine Berthet Appreciation Day” in Manhattan.

Berthet was visibly flattered with every testimonial and plaque presented in her honor. “Thank you all. This is very, very sweet,” she said with a smile, noting that the most important thing that came out of her tenure as CB4 Chair were the friends she made.

FLEA MARKET MAJOR TOPIC OF PUBLIC INTEREST The public comment section was then opened by incoming First Vice Chair Burt Lazarin (who, like Rubin, was elected last December). The session was uncharacteristically brief, as only nine individuals had signed up to have their two-minute turn at the microphone.

Most of them spoke about one particular topic: the Hell’s Kitchen Flea Market (HKFM).

The HKFM has, in recent weeks, been the source of some controversy in the media — primarily over the alleged behavior of management towards the vendors, and the way in which the business was running without the official endorsement of a functioning non-profit for a number of years after achieving profitability. These issues were addressed at the Dec. 7, 2015 Quality of Life (QOL) Committee meeting (see the article “CB4 Key to Flea Market’s Plea” at chelseanow.com). After a large showing of support for the manager, Alan Boss, from vendors, QOL voted to draft a letter in favor of the Market to SAPO (the governing body that approves the market), conditional under certain stipulations that would rectify the issues facing the Market.

Thus, at the Jan. 6 full board meeting, a number of vendors took the mike to

express gratitude for QOL’s sign of faith in helping keep the HKFM open, and to further encourage CB4. Four-year Market veteran Carol Cartman testified, “I made a living off this market and enjoy every minute of it.” Another 15-year vendor, Jeffery Frank said, “Alan Boss has been a terrific management person to us all,” and thanked CB4 for helping to keep the Market open.

A few more vendors expressed similar sentiments, and later on in the evening, the item pertaining to the full board ratifying the letter QOL drafted to SAPO passed with no discussion or controversy.

Another woman got up to read a letter she had penned to Medicare, following a series of unfortunate experiences with their system with regards to her ill mother. When she finished, Rubin directed her to speak with the representative from Councilmember Johnson’s office, in hopes of getting some help with her situation. Lisa Wager, from the Fashion Institute of Technology, closed out the public comment section by highlighting a number of the school’s upcoming events.

She also addressed Rubin and Berthet about the newfound Chair status quo, with an old joke about boats: “They say the happiest day is when you get it, and when you sell it.”

REPORTS FROM ELECTEDS Next, reports from elected officials saw the representatives who had testified to Berthet’s mettle taking the podium once again.

First up was a rep from Congressman Jerrold Nadler, who highlighted the proposed National Park he co-introduced to Congress — the first dedicated to LGBT civil rights history, to be located near Christopher Street’s Stonewall Inn (Senators Kirsten Gillibrand and Charles Schumer introduced identical legislation in the Senate). Nadler’s rep also applauded the recently reauthorized 9/11 Health and Compensation Act, which would provide assistance to first responders and survivors, as well as the Emergency Information Improvement Act, which would provide FEMA assistance to public broadcasters.

The rep from Manhattan Borough President Brewer’s office relayed that the BP believes the 25% rent increase on Clinton Towers is too steep, and reminded the crowd that her office is currently taking applications for federal grants.

Hell’s Kitchen Native is New CB4 Chair

BY DUSICA SUE MALESEVIC With one full board meeting already under her belt, new Community Board 4 Chair Delores Rubin spoke with Chelsea Now last week, via phone. The 46-yearold Hell’s Kitchen native, who has worked for 21 years as an equity trader at Deutsche Bank, gave her perspective on Hudson Yards, liquor licenses, the Department of Buildings, and what issues she plans to tackle during her tenure. This interview has been edited and condensed, and formatted as a Q&A. CHELSEA NOW: Tell us about growing up on W. 55th St. and Eighth Ave. in Hell’s Kitchen.

DELORES RUBIN: What I’m going to say is that, technically, it’s Hell’s Kitchen. But Eighth Ave. is that border avenue. So my neighborhood has always been — we’ll call it — transitional and transient, but not always getting the full flavor of the rest of Hell’s Kitchen. My elementary school, PS 111, however, is right in the heart of Hell’s Kitchen, and at the time that I was growing up there, it was a transition from a heavy Irish population to a more Hispanic population.

The neighborhood, for most of my childhood, seemed very stable. There were parts of the neighborhood that seemed a little more sketchy than others. But there was never a point in time where I feared living in my neighborhood. In fact, it was very neighborhoody. So that when I walked home from school, you saw the same shop merchants because there were a lot of smaller shops, not the bars and restaurants that are there now. They would always know the same kids. In fact, I remember certain of the smaller stores, they’d wave at you and they’d say hello.

CN: Where did you go for high school?

DR: I went to Hunter High, so I started in seventh grade — it took me out of the neighborhood.

CN: Then you attended Duke University? What did you study?

DR: German and psychology.

CN: So how did you make the leap to finance?

Then, after being co-secretary, there was an election and I was elected as Second Vice Chair. I also was temporarily assigned as co-chair of Waterfront, Parks & Environment Committee, and then that became full-time.

Then with a change in membership on the board [I] became First Vice Chair and then ran unopposed for Chair.

DR: There wasn’t a leap to it. It was coming out of school in ’90. There were not that many jobs. It was coming out of a recession. It was really just find whatever you can. I think it was a lot easier back then to get into the financial industry without having a very specific finance background.

CN: What spurred your community involvement?

DR: When I hit my 40s, I realized that I wanted to learn a little more about — not the community, per se — but about our political process, and was very interested in ways to give back, other than the other volunteerism that I’ve done. I had the fortune of meeting, on several occasions now, [Manhattan] Borough President Gale Brewer at different events. Some of them were political events. Some of them were block association events, and she urged me to apply, and blindly I applied.

CN: You’ve also been doing non-profit work?

DR: Currently, the volunteerism that’s probably the most prevalent for me is teaching financial literacy. I’ve done that through several organizations — [High Water Women Foundation] — and also within my firm. I believe that it’s very important to give students as well as adults a clearer understanding of the very basics in finance: how to budget, how to save, understanding what credit is, the good and the bad of credit. I think it’s important at a very young age for people to have a comfort level around money and finances.

CN: Talk about your rise through Community Board 4.

DR: Shortly after becoming a board member I filled in to be a co-secretary.

CN: Why did you run for chair?

DR: Part of it is [that] the tradition normally is, there’s a succession.

Usually folks that have served as Second Vice Chair and then First Vice Chair — a lot of times that’s the natural order of things. My move was very quick. Some of it, basically, due to people leaving the board. During the time I was first vice chair under Christine Berthet, Christine was great about allowing me to go ahead and fill in for her occasionally at Borough Board. I ended up also by being on the Budget Task Force and a couple other working groups that Christine Berthet had formed, and had already been taking more leadership roles. So it was a natural progression just because of my involvement. Since I ran unopposed, it’s pretty clear that there weren’t any folks at the time that were looking for the role. A lot of it is just the timing as well as it was a natural fit with how much I’ve been active in the board in the last year and a half.

CN: How did your first full board meeting as Chair go?

DR: It’s actually very funny: It was a short meeting. We didn’t have a lot on the agenda so I think it was — the tone was very joyous because folks who are volunteers very much appreciate when they’re not at an extremely long, contentious meeting. It was really very celebratory of Christine Berthet with a lot of proclamations recognizing the hard work that she’s done for the past two years. It was a very lovely feel to the whole meeting.

CN: At the last full board meeting [Jan. 6, 2016], there were discussions about working more with the Department of Buildings. Can you expand on that?

DR: It’s a very tricky situation talking about a complete agency. There are some general problems that have been identified with the processes that are in place for Department of Buildings. We

BY SHAVANA ABRUZZO A dollar doesn’t stretch very far these days, but it can still get you a slice of pizza, a song on iTunes (sometimes), and now, a copy of the Daily News. Our pals in publishing — all Community News Group and NYC Community Media publications are printed at the News’ printing press — have slashed the weekday newsstand price of New York’s Hometown Paper by a quarter in all five boroughs as of Jan. 11.

The media grapevine buzzed over the price drop, which comes just seven months after the News hiked its copies to $1.25 each. Some print pundits speculated the News drove up sales with its strong gun-control advocacy after the San Bernardino shootings, while others credited its financial fluidity to a fresh round of layoffs.

News nabobs only said readers shouldn’t look a gift horse in the mouth.

“As New York’s Hometown Paper, we look for every opportunity to bring our loyal readers the news they need at a lower price point,” Bill Holiber, president and chief executive officer of the Daily News, said in the press release.

Consider the quarter-saving no chump change, either.

Founded in 1919 as the Illustrated Daily News by Joseph Medill Patterson, The New York Daily News was the first successful tabloid newspaper in America, with the largest circulation in the nation. By 1930 its circulation had leapt to more than 1.5 million, and in the next decade increased to two million, delivering the lowdown on political wrongdoings behind President Warren G. Great Expectations: Playdate as Performance

BY LENORE SKENAZY As Brooklyn mom Tamara R. Mose was preparing for a playdate with a mom and child she didn’t know well yet, she paused to look at her home: “All the bathrooms are clean, dishes put away, beds made, floors Swiffered, laundry folded, garbage cans emptied, and toys put in their place and sorted for age appropriateness.”

And then there was the food: “The kitchen is full of aromas, boiling pasta, simmering sauce, freshly sliced carrots, celery and oranges, all displayed on sparkling white plates.

Lined up are juice boxes boasting their 100 percent organic label, plastic forks and plates, and beside them some half-folded disposable white napkins.”

Add to this some wholewheat crackers, cheeses (three varieties), and the fact that her daughter had straightened up her room, too. Mose, a sociology professor at Brooklyn College, couldn’t help but notice: This was not just about fun.

This was a performance — “an effort to present ourselves as a decent black family.”

From there it was just a hop, skip, and a jump — and a year of interviewing a broad swath of New York parents — to writing “T he Playdate :

Parents, Children, and the New Expectations of Play,” which will be published by NYU Press this spring.

A playdate, Mose argues, is really sort of a double date — “You’re essentially dating the other parent. You’re checking them out. What do they do for a living?”

Parents arrange playdates ostensibly for their children’s fun and enrichment, but really, there’s a lot more going on. Yes, they want their kids to make friends and play, but the parents want to make friends, too. And usually, Mose observed, they want to make friends with other parents demog raphically the same as them — friends who might even be able to help them in the job world.

At one playdate Mose arranged at her son’s request, she and her then-husband invited over two couples.

One was a lawyer married to an artist. The other was a screenwriter married to the curator of a book lecture series. By the end of the playdate, Mose and the curator realized that they knew someone in common, and he invited Mose to give a lecture at his series.

“It was at this moment that I started to realize how many times the parents I had invited to a playdate either knew someone I knew,” says

Mose, or they offered some kind of connection: come to this show with us, let me introduce you to so-and-so.

The upside is obvious: friendship, networking, even babysitting backup.

But Mose’s book looks at the downsides, too, starting with the way playdate culture perpetuates class stratifications. The parents who believe in organic hummus and no television are unlikely to have many playdates with the parents who put out soda and chips with SpongeBob in the background — even if the kids really like each other at school.

What’s more, simply by perpetuating the playdate imperative — that is, the idea that of course children need constant supervision either by parents or caregivers — the idea of kids running around on their own seems preposterous. When she was growing up, Mose recalls, she’d go down the street knocking on friends’ doors, asking them to come out to play.

“Almost all the parents that I interviewed did the same thing,” she says. Play was kid-driven and often out in public.

Now that kind of fun is considered too dangerous (even though crime is back to the level of 1963).

“So if Joe and John get in a fight and they’re in the room next door, they can come out and complain to me to make it better,” says Mose. “Whereas if they’re out on the street playing, they need to figure it out.”

Playdate-raised kids lose out on certain childhood lessons their parents got just as a matter of course: how to deal with a quarrel, or even a bully. Is this one reason we have so many anti-bullying assemblies today? Kids just don’t get any real-world practice in standing up for themselves, or shrugging off an insult?

What’s more, Mose says kids who are indoors, surrounded by amusements, may not learn how to make a sword out of a stick, or a boat out of square of pavement. They do, however, learn how to speak to adults.

And in the end, she says, that confidence and poise may serve them well in the business world.

In fact, playdates may help both generations in the business world. They just might not help children actually learn how to play.

POLICE BLOTTER SEX ABUSE: Groper still at large On Tues., Jan. 12, a 12-year-old girl, walking along W. 28th St. at about 4:30 p.m., had her buttocks grabbed by a man as she passed by. She screamed and ran back home. Informed of the situation, her mother called 911. The perp has not been caught yet, but the girl was able to describe him: male, white, in his early 20s, with brown hair, about 5’6”. He wore dark green pants and a dark bow tie.

FOUND NARCOTICS: Might be Mary Jane On Sat., Jan. 9, a package inspector at the FedEx at 560 W. 42nd St. (at 11th Ave.) reported that he noticed a suspicious package. Upon opening it, he discovered about 20 pounds of what a police report described as “alleged marijuana.”

The package was sent from an address in Tuscon, AZ, and its destination was one “Petals Exclusive LLC,” located in a suite at 244 Fifth Ave. — though a quick Google search reveals the ostensible business is of highly questionable legitimacy.

PETIT LARCENY: Cabbie naps, phone ’napped You’re usually only at risk of losing your job if you fall asleep during working hours — but a 40-year-old Jersey City, NJ cab driver lost something a bit more tangible on Wed., Jan. 6. At around 2 p.m., the man was sleeping in his cab (parked at W. 18th St. & Seventh Ave.) Upon waking, he noticed the passenger door ominously ajar. Soon thereafter he discovered his gold 64gb iPhone 6s (valued at $900) had been taken, and, unfortunately, did not know if the phone had a tracking device.

PETIT LARCENY: Something Phish-y about that theft A 40-year-old Massachusetts man got himself into a non-musical jam on Wed., Dec. 30, when his Phish tickets seemingly disappeared in a puff of smoke. Realizing he forgot his tickets to a Madison Square Garden gig minutes after leaving, he returned to Haymaker Bar and Kitchen (252 W. 29th St., btw. Seventh & Eighth Aves.) at about 7:20 p.m., and discovered them to be missing. When he returned to the bar .com

PETIT LARCENY: For thief, Whole Foods a land of meat and honey An insatiable, Pooh-like lust for honey landed a 43-year-old man in a sticky situation on Sat., Jan. 9. It was at about 3:35 p.m. when an employee of Whole Foods (250 Seventh Ave., at W. 16th St.) observed the perp place six jars of Manuka Honey (total value, $275), as well as two packages of meat (worth $79) in a bag, and then proceed to the exit. The would-“bee” thief was arrested in short order, before he could pollinate his plans to buzz away with his loot.

CB4 Sets Sights on DOB Fixes Continued from page 4 State Senator Hoylman’s rep spoke of the Senator’s commitment to ethics reform in Albany, and the need to fix the current laws pertaining to rent controlled tenants. He also expressed the Senator’s support of the recently announced redevelopment of Penn Station.

Councilmember Johnson’s office used their time to highlight his accomplishments over the past year, including getting seven of his bills passed, and his successful food bag campaign.

NY State Assemblymember Richard Gottfried’s rep spoke of a meeting the assemblymember had to address concerns about the inter-city bus system, and also expressed Gottfried’s support for the Penn Station project. Comptroller Stringer’s office talked about the dire circumstances he discovered while auditing the Department of Homeless Services, and stressed the need to improve the homelessness problem in the coming year. Finally, a rep from Assemblymember Linda Rosenthal’s office discussed some of the assemblymember’s goals for the upcoming year, including passing a law that would eliminate taxes on tampons throughout the state.

Following the official adoption of the agenda was the District Manager Report, led by District Manager Jesse Bodine, who sped through a short list of highlights from the past month — singling out attending meetings with the Hudson River Park Trust and the superintendent of School District Two, while also noting that the QOL committee meeting would have a venue change — one with significantly more space than their previous HQ of the CB4 offices. Most warmly received was the fact that, with efforts from Councilmemeber Johnson’s office, there would now be overtime pay for trash pickup along Seventh through 10th Aves.

Complementing Bodine’s rundown, the Chair Report segment was similarly brief. “Considering I’ve only been Chair for a few days, I don’t have much to report,” Rubin joked, while highlighting a Construction Task Force meeting with BP Brewer, the Department of Buildings (DOB) declined to participate in.

She also announced that, despite the outpouring of affection for Christine Berthet, she wouldn’t actually be leaving CB4 anytime soon. Indeed, she was announced to be the new co-chair of the Transportation Committee, along with .com

Lowoll Kern (who also serves as the Second Vice Chair).

“All of it is effective…now. Get to work,” she said with a laugh.

AGENDA ITEMS, DOB CONCERNS And get to work they did — quickly and efficiently — as the board moved on to the docket of items they needed to vote on. First up were the items pertaining to the Business License and Permits committee (BLP), which set the tenor for much of the rest of the evening’s voting process. Stating they were going to “set a record,” Burt Lazarin proposed that all 10 BLP items be bundled for vote — which they then were, and were approved without issue.

Next up were the QOL items (including the HKFM letter), which were again approved quickly and with little fanfare. The items from the Transportation Committee warranted a little more discussion, but again were approved quickly. Brief discussion was had over some of the proper terminology in the letters, but all items were ultimately passed as well.

While still being a relatively quick process, the items on the Executive Committee generated a bit of spirited discussion. One of the topics that garnered the most interest was the Item 16, a letter to the DOB concerning the proposed (and since halted) demolition of 319–321 W. 38th St. Joe Restuccia, a public member of CB4, explained the ins and out of the complicated situation, and the contents of the 19-page letter — which highlighted the intervention of electeds and the DOB, and recommended future courses of action for the site. Despite being acquired in an illegitimate way, being located in a Special Zoning District, and having false information present on forms submitted to the DOB, the building had been approved for demolition.

Through the efforts of Restuccia and CB4, the situation was able to be rectified before it was too late, as the DOB issued a Stop Work Order.

“DOB, in the very rare occasion, have admitted they’re wrong,” Restuccia said to the crowd, which chuckled knowingly. This statement opened up a Pandora’s box of complaints about the DOB, though, including their lack of a centralized system, and lack of real consequences for individuals who submit fraudulent applications to the Department. Ernest Moderelli, another board member, proposed that the W. 38th St. buildings should be restored to

how it was before the prep work (gutting the buildings) was conducted, in anticipation of what would have been an illegal demolition. Moderelli’s suggestion was warmly received by the CB4 board.

“Probably this year, we need to work on DOB,” Rubin said as the final word on the issue, before the item was passed.

The next item to pass was CB4’s revised Affordable Housing Plan, which Rubin described as a “living document” that would be regularly revised. Next was the Business Diversity Task Force Strategy Report, which Lazarin described as an effort for CB4 to help support and highlight small businesses in the area, which help make it special. There was a little contention over what would fall under the purview of “small business” and wording, but the item passed.

And with that — seeing as the Clinton/Hell’s Kitchen Land Use Committee, Waterfronts, Parks and Environment Committee, Housing, Health and Human Services Committee, and the Chelsea Land Use Committee all had no items to report on — the first CB4 meeting of 2016 drew to a close, just under two hours after it had started.

“We can sit here for 40 minutes, but we don’t have to,” Rubin said to the amusement of those present. “I could talk all night — but the meeting is adjourned.”

Possible options suggested in the governor’s presentation include the creation of a grand, glass-walled entrance to Penn Station on Eighth Ave., which

would entail razing the 5,600-seat theater beneath Madison Square Garden.

The addition of new entrances on Seventh Ave. and W. 33rd St. is also an option.

According to a statement from the governor’s office, the project will “widen existing corridors, reconfigure ticketing and waiting areas, improve connectivity between the lower levels and street level, bring natural light into the facility, improve signage, simplify

navigation and reduce congestion, and expand and upgrade the retail offerings and passenger amenities on all levels of the station” — which could go a long way in addressing decades-old complaints about the layout of the terminal.

The state and its partners will also solicit a developer for the long-stalled plan to turn the nearly vacant James A. Farley Post Office into a train station and waiting room for Amtrak, LIRR

and New Jersey Transit passengers, ringed by shops and offices.

At 210,000 square feet, the train hall will be roughly equivalent in size to the main room at Grand Central Terminal.

Developers can submit proposals for either or both of the buildings, and the overall project is estimated to cost more than $3 billion.

For the last decade, two of the city’s largest real estate developers, Vornado Realty and Related Companies, have tried in vain to transform the post office into what was to be called Moynihan Station — named after the New York senator who first put forth the idea in the early 1990s.

Under a previous agreement with the state, they sought a tenant for the space, and even proposed moving Madison Square Garden across the street, but no real progress was made, culminating in last week’s announcement that the playing field was once again open for new proposals.

The overall redevelopment would be finished in the next three years, the governor said, with Farley opening before Penn Station’s revamp is complete.

“There has been inaction and complacency around coming up with a substantive, workable plan for Penn Station and Moynihan Station,” said Johnson. “And what [the governor] has put on the table is really a game changer, because he has been able to bring key parties to the table who have acceded to work something out — Amtrak, Madison Square Garden and the MTA.” “The RFP has already been issued, so the governor is wasting no time,” said Hoylman.

A spokeswoman for Related confirmed in an email that the company expects to respond to the solicitation.

Vornado declined to comment.

Cuomo has already said that $325 million for the project would come from government sources, while “nearly all of the work” will be privately funded by the chosen developer — in exchange for an interest in the longterm revenue stream generated by the retail and commercial rents.

Such creative funding streams won’t be needed for the Javits Center, however. Cuomo said the complex’s $1 billion expansion, for which construction will kick off later this year, would be financed “within existing resources.”

“The Javits Center has long been an economic generator for this state, but we want to build and expand it to ensure it remains a premier venue for the next generation,” he said in a statement. “The new Javits Center will continue to garner millions in economic activity, create jobs and keep New York’s economic momentum moving forward.”

The proposal will add a glassy 1.2 million-square-feet extension at the center’s northern end (it currently stretches six blocks along 11th Ave., from W. 34th to W. 40th Sts.), result-

ing in a fivefold increase in meeting and ballroom space.

In addition, a four-level, 480,000-square-foot garage will be built to accommodate the thousands of trucks flood the neighborhood every year to service the convention center, which is the busiest in the country.

“There is a massive problem right now, on Ninth, Tenth, Eleventh Avenues, of just choking truck traffic.

And any plan that is going to move some of these trucks off of the streets is going to help from many standpoints — air quality, pedestrian safety, traffic,” Johnson told Chelsea Now. “So this is a big deal for local residents.”

Last year, the facility hosted more than 2 million visitors, which the governor’s office says supported 17,500 local jobs and generated an estimated 478,000 hotel room reservations, with an overall economic impact of $1.8 billion.

Although the convention business is often written off as contributing comparatively little to the economy, Cuomo said that the expansion would help bring more trade shows, jobs and tax revenue to New York.

Particularly, he asserted, it would add 4,000 full-time, 2,000 part-time,

and over 3,000 construction jobs, and generate an extra $393 million in annual economic activity.

“More convention centers are coming online, and if you want to remain competitive, you have to grow and you have to increase to stay ahead of the competition, and that is just what we want to do with this plan,” Cuomo said. “This will be the convention center of the next generation.”

The announcement comes on the heels of a $463 million makeover for the convention center two years ago, which included the addition of Javits North — a semi-permanent structure that will be replaced by the truck garage.

The state previously had plans to nearly double the size of the publicly owned center in 2008, but backed out after the predicted cost exploded.

And just four years ago, the governor wanted to raze the Javits Center entirely and replace it with a $4 billion convention center in Queens, a plan that was ultimately scrapped as well.

with the outcome,” CB4’s Rubin said of the new plan. “We do have a meeting planned with the Javits Center, so we’re pleased that they do want to involve us in that conversation.”

Manhattan Borough President Gale Brewer has also started putting together a task force — comprising community board members and local elected officials — to weigh in on the Penn Station development.

“We really plan to be very active in the conversation — because it’s important not just for the millions of commuters that come in, but also the thousands of residents that live in and around that area, that are directly affected by any change,” said Rubin.

“There’s more than these two projects going on, and the biggest hope is that we don’t look at all of them in isolation.”

She added that, with the predicted population influx from residential projects like Hudson Yards in the future, conversations should start early about neighborhood services that may be needed down the line, like additional school seats and transportation.

Hoylman, who said he is looking forward to working with the Penn Station task force, went even further, and suggested the area may benefit from a construction command center, like the one that was used to coordinate the rebuilding of the World Trade Center in Lower Manhattan. “We’re talking about a decade-plus of major construction, and we need to make certain that local residents and community boards have input into everything,” Hoylman said.

CB4’s Delores Rubin, on Challenges and Opportunities Continued from page 6 just happened to have noted over the last few years where we’re not getting responses on requests for certain things, or it’s not clear when something has been granted what’s going on.

There’s a Task Force on Construction Safety as well that involves the Department of Buildings. There are concerns about the issuing of permits for work on buildings. If you walk through the neighborhoods of Chelsea and Hell’s Kitchen, you’ll see that there’s scaffoldings in lots of areas, ’cause there’s development, and a lot of these permits for the different types of work, that’s going to be issued by the Department of Buildings.

There are some buildings where we’re concerned about whether or not the correct due diligence has been done to make sure that people are protected within those buildings, or that the paperwork has correctly stated whether or not those buildings are vacant, and also to understand better whether or not…it has been determined if the building should be demolished or not.

So we’ve had some situations there.

CN: Some businesses have had concerns about how community boards grant liquor licenses and sidewalk cafes.

Borough President Gale Brewer has suggested that there be more businesspeople on community boards. Your take?

DR: We have a Business Balance Task Force and that is speaking exactly to that issue, and it really is modeled after what Gale Brewer had put in place [at] Community Board 7.

The whole idea there is to not single out a particular industry but to take a look at what measures can be put in place to help attract different types of businesses, or to protect certain types of businesses from losing their lease or being priced out.

There are many mechanisms…[but] not ones that a community board can implement. But if these conversations happen and we can identify some recommendations, what our hope is is that our elected officials can then take that ball and run with it, and help craft legislation which allows for that balance.

But if you create an atmosphere where there are incentives both by a landlord as well as the businesses, that they can thrive in a neighborhood, then I think that you will end up getting some of that balance. That’s what our Task Force is working toward. .com

CN: Can you address concerns by business owners that the liquor license and sidewalk cafe application process is arduous, and at times limiting because of the restrictions placed on hours?

DR: That also was one of the objectives: to bring in people from the business community. We did have at least one or two different businesses that did show up. They are open public meetings.

What we hope to do in this coming year is to get the word out a little bit more so that we can try to bring in a balanced voice to that Task Force. That really means a little bit of work on the part of ourselves to let businesses that already exist as well as potential business entrepreneurs, to come to these meetings and to give their ideas, and to help us craft better recommendations. It is definitely a goal. We had some success in having some participation, but we probably could add some additional voices to strengthen our recommendations.

I can see where the process itself can be challenging. I think from my understanding the process in New York City is very different from how the SLA [State Liquor Authority] manages their issuing of licenses anywhere else in the state. We are very unique in New York City that we have these advisory boards, our community boards, and where it is helpful to ensure that the community can state upfront where there are problems.

CN: What are some of the issues you will focus on as chair?

DR: First and foremost, I think it’s been pretty consistent that we have been on the frontlines trying to fight for affordable housing. We have posted on our website an affordable housing plan, and this is something that’s been worked on for many years. At this past full board meeting, we actually voted to make amendments because it is a living document…the status does change for certain projects, certain buildings…I think that the work that went into to it was tremendous. It really took a very good look at, and identified, potential sites within our district, as well as documented what may be leaving in our district.

I think it’s important to understand a lot of the 80-20s — when they expire, it’s going to create a good number of apartments which will no longer have that protection, and that may end up pricing a lot of people out of our neighborhood … Hell’s Kitchen and Chelsea both [have] a history of a very diverse

population over the years.

Transportation — that’s citywide.

But transportation, there’s just a host of concerns. The extension of the number 7 line was a great win. Further expansion of that 7 line … would be nice as well. Improving bus service. Trying to create a better balance between pedestrians, cyclists and motorists, which is always very difficult. Our previous Chair, Christine Berthet, leading the organization CHEKPEDS [Clinton Hell’s Kitchen Coalition for Pedestrian Safety], has been extremely diligent in following up on a lot of these issues, and has successfully been able to provide a good number of recommendations that have made our neighborhood safer with split-phase lights, which are throughout the entire district.

CN: What about Hudson Yards?

DR: It’s very interesting. When I first started on the board, I did not recognize or understand the scope of the project. Not just because it’s further south and further west from where

I live, but just because it’s hard to imagine until things actually start getting put in place. Also, what I didn’t appreciate is the incredible amount of work that Community Board 4 — prior to me being there — had [to] put into ensuring that the best possible outcome for our community could be made, in light of that these are huge, huge, huge developments. We successfully do have a park, which we’re hoping that there’s funding down the road for a few more blocks for that park.

It’ll be so much more added in the neighborhood — residents, businesses, etc. And I think one of the things that Community Board 4, from the beginning, has been cautioning about, is looking at how each of these developments, in isolation, creates a problem — of not looking at potential infrastructure that’s needed to support all of the additional residents and businesses coming into the area. So what we have been very actively trying to voice throughout the entire process is that we need to look forward.

ARTS&ENTERTAINMENT So Much More Than Killing Monsters Narrative video games of note in 2016

BY CHARLES BATTERSBY Video games are still behind other media when it comes to being respected as a form of narrative art — but there are designers who excel at creating story-driven interactive experiences which allow players to explore richly detailed worlds, speak with compelling characters, and learn the histories of fictional cultures.

Accompanying this year’s usual new crop of mindless shooters, monster-killers, and phone-tapping time wasters will be games whose stories will engross players in their worlds.

THE LAST GUARDIAN Release Date: TBA, 2016 Team Ico is a developer that has made cult hits like “Ico” and “Shadow of the Colossus” by employing non-verbal narrative storytelling. Their characters rarely speak — and when they do, it is in inhuman languages, or just saying each other’s names. “Ico” and “Colossus” told tales of ruined kingdoms, heroic sacrifice, and the selfish refusal to let a loved one pass on — all without directly saying anything.

Players had to observe their surroundings, and extrapolate the history of these characters and their worlds.

In Team Ico’s next game, “The Last Guardian,” players control a human boy who befriends Trico — a giant bird/dog/cat monster. The two of them

will need each other’s help to escape a crumbling castle. Because Trico is a giant animal that doesn’t speak, players will have to figure out how to give him instructions, and read his body language to guess what he wants. The game has no definite release date, but is coming sometime in 2016. In the meantime, the developer’s older games are available on PlayStation 2 and 3.

DEUS EX: MANKIND DIVIDED Release Date: August, 2016 The first game in this series arrived in 2000, before futuristic dystopias were all the rage, and it was ominously prophetic about the 21st century.

Players took control of a cybernetically-augmented government agent who had to unravel a global spider web of conspiracies. What sets the “Deus Ex”

franchise apart from the crowd is that almost any obstacle can be circumvented through stealth, hacking, negotiation, or non-lethal weapons. Of course, if players want to shoot their way through life, they can do that too.

Intriguing Stories Engross Gamers in Other Worlds Continued from page 19 focus on how cybernectically-augmented people (“Augs”) are being discriminated against by the rest of humanity. Like the best of science fiction, the story is a metaphor for real world issues, with Augs standing in for any oppressed group.

“Mankind Divided” is a direct sequel to the last game, “Human Revolution.” The series, thus far, still holds up, and is highly recommended for cyberpunk and conspiracy enthusiasts.

MASS EFFECT: ANDROMEDA Release Date: Fall, 2016 “Mass Effect” is a science fiction series that has three prior games. The original trilogy is a masterwork of galaxy-spanning storytelling, during which players guide a single character through hundreds of hours of adventures. What makes this trilogy particularly engrossing is that players shape the story by deciding what their character will do at certain points in the game, and these decisions carry over through each game in the series. Friends and lovers can die along the way, and galactic politics can shift based on what the player chooses to do.

This year, fans are getting another installment in the series. The details are being kept secret, but it is known that this game introduces a new playable protagonist. The previous games created a vast galaxy full of alien civilizations, each with their own history and culture, so there is a great deal left to explore out there.

new direction for the franchise, but the team at Bioware has rarely made missteps, so it’s a title to look out for. Science fiction fans who haven’t tried the older “Mass Effect” games should leap into the trilogy now, to be caught up in time for the fall release of “Andromeda.”

QUANTUM BREAK Release Date: April 2016, exclusively for Xbox One Plenty of video games have heroes who can control time, but Remedy Entertainment popularized this effect with “Max Payne,” a third-person shooter game. Released in 2001, it was about an ex-cop who would enter a stylish slow-motion mode during gunfights.

Aside from the “bullet time” effect, “Max Payne” also has an excellent story, with a hard-boiled narrative delivered by its surprisingly eloquent killing machine. Remedy’s next game, “Alan Wake,” was about a verbose novelist trapped in a horror story that he wrote.

Of course it was riddled with loquacious narration, and clever plot twists.

Remedy’s upcoming game, “Quantum Break,” is about a man who gains the ability to control time, and must use it fight the minions of a ruthless corporation from the future.

Given Remedy’s history of combining gunplay with storytelling, this should be one of the most thoughtful action games of the coming year.

DREAMFALL CHAPTERS Release Date: TBA, 2016 In 1999, point-and-click adventure games were at their most popular, and many players still insist that the

genre hit its high point with that year’s “The Longest Journey.” It was about a woman who could shift between two worlds. One was a fantasy realm, and the other was a futuristic city right out of science fiction. It got a sequel in 2006 called “Dreamfall,” but that game ended in a cliffhanger.

This final installment in the series is called “Dreamfall Chapters,” a five-part “episodic” game. The first of

these five chapters arrived in 2014, and the fourth in December 2015.

With its blend of sci-fi and fantasy, the game appeals to a wide audience.

The series has three playable characters, and gamers will certainly find themselves drawn to at least one. New players should have enough time to try both of the previous games before this magnificent 17-year journey reaches its end. .com

Based on a true story about coming to grips after the World Trade Center attacks, playwright Anne Nelson’s “The Guys” (first performed at Tribeca’s Flea Theater just months after September 11, 2001) finds fire captain Nick counseled by writer Joan, when faced with the task of

composing eulogies for eight of his fallen men.

Performed in a venue that was once a firehouse, this production marks the debut of Bear Back Brooke Productions. Founded with the mission to foster emotional fortitude through theater and music, Bear Back Brooke will bring its performances to communities who may need healing.

This new production of “The Guys” also serves to honor the 150th Anniversary of the New York

Fire Department, Father Mychal Judge, OFM (the first certified fatality in the September 11 attacks), and Lt. Joseph G. Leavey. A member of South Street Seaport’s Ladder Compamy 15 who had an affinity for skyscrapers, Leavey, 45 at the time of the attacks, was one of the first firefighters to reach the scene. He lead his unit to the 78th floor of Tower Two of the World Trade Center, where they were the only complete unit to begin operations on a fire floor. The Lt. Joseph G. Leavey Foundation (to which proceeeds from ticket sales will go) awards an annual scholarship to two high school students, and provides leadership and learning opportunities to the community.

Museum’s new dino is a grand old terror

BY PAUL SCHINDLER The Earth’s Cretaceous Era isn’t as well-known as the Jurassic Era popularized by the biggest dinosaur movies of all time, but it featured a more diverse dinosaur population than its preceding period.

This coming weekend, the American Museum of Natural History opens a new exhibition in its Fossil Halls featuring a cast of a 122-foot-long dinosaur, one of the largest ever discovered.

Paleontologists, working in a desert region Patagonia, unearthed remains of the giant herbivore in 2014 and say the creature lived approximately 95 to 100 million years ago, during the Late Cretaceous period. This dinosaur, which belongs to a group known as titanosaurs and is estimated to have .com

weighed around 70 tons, has not yet been named.

The excavation was carried out by a team from the Museum of Paleontology Egidio Feruglio in Trelew, Argentina, led by José Luis Carballido and Diego Pol. The dinosaur is so large that it grazes the fourth floor exhibition hall’s 19-foot ceiling, and its neck and head extend out toward the elevator banks to welcome visitors to the museum’s dinosaur floor.

BY STEPHANIE BUHMANN Continuing its quest to present artists from different cultural backgrounds and social contexts, Grey Art Gallery inaugurates its promising new season with “Global/Local 1960–2015: Six Artists from Iran.”

Though heralding from the same country and sharing various aspects connected to their Persian heritage, Faramarz Pilaram (1937–1983), Parviz Tanavoli (b. 1937), Chohreh Feyzdjou (1955– 1996), Shiva Ahmadi (b. 1975), Shahpour Pouyan (b. 1980) and Barbad Golshiri (b. 1982) make for an eclectic group. They represent three generations of artists, who vary greatly in style, as well as media. This is illustrated by a generous allotment of works, allowing each artist to exhibit about 10 pieces. Ornamentation, poetry, architecture and Sufism impact these works, that include paintings, sculpture, drawings, mixed-media installations, and video.

Organized by NYU’s Grey Art Gallery, and curated by its director Lynn Gumpert, the exhibition further includes key works from NYU’s Abby Weed Grey Collection of Modern Asian and Middle Eastern Art, which comprises the largest holdings of 20th century art from Iran outside of that country.
