METHODOLOGY The Glengariff Group, Inc. conducted a survey of Bloomfield Township, Michigan residents. The 400 sample, live operator telephone survey was conducted on January 10-13, 2019 and has a margin of error of +/-4.9% with a 95% level of confidence. 60% of respondents were contacted via landline telephone. 40% of respondents were contacted via cell phone telephone. This survey was commissioned by Bloomfield Township.

KEY FINDINGS General Attitudes Towards the Township 

By a margin of 86.8%-6.8%, Bloomfield Township residents believe the township is on the right track. This 86.8% level represents a remarkably strong level of approval of the direction of the township.

When asked if the township’s tax rates were too low, too high or about right for the level of services delivered:   

61.0% of residents said ‘about right’. 32.3% of residents said ‘too high’. 1.0% of residents said ‘too low’.

65.7% of women believe the tax rates are about right compared to 26.6% that say they are too high. But 56.0% of men think they are about right, while 38.3% of men believe the tax rates are too high. Men are more likely to believe that tax rates are too high by a 12-point margin as compared to women. At 38.6%, residents most likely to think the tax rates are too high are those with a household income above $250,000. Only 22.6% of retired residents believe the tax rates are too high. 

Residents were asked if the township’s budget was in excellent, good, bad or poor shape:    

But 50.3% of residents simply did not know whether the township budget was in good or bad shape. Among every demographic group the percentage that ‘Did Not Know’ the shape of the township budget was above 40%.

Residents were asked if they believe the level of services currently delivered by the township is excellent, good, fair or poor. A resounding 90.3% of township residents rated the level of service as excellent or good.   

46.3% of residents rated services as excellent. 44.0% of residents rates services as good. Only 9.0% rated township services as fair or poor.

Initial Attitudes Towards the Structural Deficit 

Residents were asked if they had seen, heard or read anything about Bloomfield Township’s five to seven million dollar structural deficit.  

7.3% of residents have seen, heard or read something about the deficit. 92.3% of residents have not seen, heard or read anything.

This information about a structural deficit will be entirely new information to nine of ten residents of Bloomfield Township. 

Residents were asked which of three options the township should take to close the structural deficit: Cut the budget, increase fees or taxes, or do a combination of cutting the budget while increasing some fees or taxes.    

8.3% of residents support increasing fees and taxes to close the deficit. 27.8% of residents support cutting the budget to close the deficit. 54.8% of residents support a combination of cutting the budget and increasing fees/taxes to close the deficit. 9.3% of residents simply did not know.

22.7% of female residents support cutting the budget while 33.2% of male residents support cutting the budget. The highest level of support for cutting the budget is among residents with over $250,000 in household income at 35.2%.

Testing Support for Nine Plante Moran Recommendations for Closing the Deficit Residents were read nine different recommendations for closing the structural deficit provided by Plante Moran for consideration. In each case, residents were told the pro and con of the proposal and asked if they would support or oppose the recommendation. The chart below compares support/opposition levels from the highest support to the lowest support among the nine proposals. Six of the nine recommendations would or could win the support of residents: Consolidation of departments, the administrative fee for property taxes, contracting property assessment services, elimination of the animal welfare division, elimination of some optional programs, and the elimination of fire response at Station Four. Three of the nine recommendations, however, have sharp and strong opposition from residents: Contracting of dispatching services, elimination of general fund road maintenance dollars, and the elimination of ten police division positions. 5 Bloomfield Township Residents Survey Glengariff Group, Inc. Below we provide more context to each of the nine proposals:

Eliminating the Animal Welfare Division  55.1% support elimination  32.6% oppose elimination  12.5% did not have a position or did not know. Among residents that want to cut the budget, they support this recommendation 65.7%-25.2%. Among residents that want to increase taxes, they oppose this recommendation 45.4%-54.5%. Among residents that want to do a combination approach, they support this proposal 52.5%-34.8%.

Contracting Property Assessment Services  56.3% support contracting out assessment services.  33.0% oppose contracting out assessment services.  10.8% did not have a position or did not know. 30.0% of residents strongly support this recommendation and 26.3% somewhat support this recommendation. Eliminating the gypsy moth control program, electronic waste collection, shredding of paper, household hazardous waste program, and financial support of the Dream Cruise.  48.8% support eliminating these optional programs.  46.1% oppose eliminating these optional programs.  5.3% did not have a position or did not know. Among residents that want to cut the budget, they support this recommendation 62.1%-32.4%. Among residents that want to increase taxes, they are split on this recommendation 48.5%-48.5%. Among residents that want to do a combination approach, they narrowly oppose this recommendation 44.7%-51.1%.

Eliminating ten police department positions.  17.5% support eliminating these positions.  80.3% oppose eliminating these positions.  2.3% did not have a position or did not know. 66.8% of residents strongly oppose this recommendation. Among residents that want to cut the budget, they oppose this recommendation 28.8%-69.4%. Among residents that want to increase taxes, they oppose this recommendation 3.0%-97.0%. Among resident that want to do a combination approach, they oppose this recommendation 14.2%-83.6%.

Consolidating services while reducing services in other departments  68.1% support consolidating services.  21.3% oppose consolidating services  10.8% did not have a position or did not know. 33.3% of residents strongly support this recommendation while 34.8% of residents somewhat support this recommendation. Among residents that want to cut the budget, they support this recommendation 77.5%-10.8%. Among residents that want to increase taxes, they oppose this recommendation 36.4%-63.6%. 8

Among residents that want to do a combination approach, they support this recommendation 71.2%-19.6%. 

Adding a one percent administrative fee for property taxes.  58.3% support adding the one percent fee.  31.8% oppose adding the one percent fee.  8.1% did not have a position or did not know. 31.8% of residents strongly support this recommendation while 26.5% of residents somewhat support the recommendation. Comparatively, 24.0% strongly oppose the recommendation while 9.8% somewhat oppose the recommendation. Among residents that want to cut the budget, they oppose this recommendation 30.6%-63.9%. Among residents that want to increase taxes, they support this recommendation 81.8%-15.1%. Among residents that want to do a combination approach, they support this recommendation 70.3%-20.5%.

Even voters who began the survey saying that cutting the budget should be the solution to balancing the deficit oppose elimination of general fund road maintenance dollars and the elimination of ten police positions. Overall Plan Support 

After all nine recommendations were presented to residents they were asked if they support or oppose the overall plan of the nine recommendations that would eliminate the structural deficit through a combination of 20% increase in fees and 80% in budget cuts. By a margin of 43.3%-45.3%, residents were narrowly split against the proposal. 12.0% of residents strongly support the plan while 31.3% somewhat support the plan. 22.0% of residents strongly oppose the plan while 23.3% somewhat oppose the plan.

For those residents that started the survey wanting to cut the budget, they support the plan by a margin of 51.3%-37.8%.

For those residents that started the survey wanting to increase taxes/fees, they oppose the plan by a margin of 15.2%-75.8%.

For those residents that started the survey wanting a combination approach, they are split on the plan at 45.6%-43.8%.

At the conclusion of the survey, after residents were read the nine different recommendations they were again asked which of five positions they would support to eliminate the structural deficit:      

23.8% of residents said cut the funds from the budget. 17.3% support raising 20% of the money from the assessment fee while cutting 80% of the dollars from the budget. 24.3% support a 50/50 approach with half cut from the budget and half raised from new revenues. 10.0% support an 80/20 approach with 80% raised from new revenues and 20% cut from the budget. 8.3% support raising 100% in new revenues. 15.0% of resident did not know what to do.

Roughly 25% of voters will not support any new revenue to close the structural deficit.

60% of voters are open to some new forms of revenue to close the structural deficit.

 

42.6% of voters support an approach that is at a minimum a 50/50 blend of increased revenue and cutting the budget. 41.1% of voters support an approach that is at most 20% increased revenue – or no increased revenue at all, and the remaining funds cut from the existing budget. But while these residents say they support this approach, they oppose cuts to general fund road maintenance funds or the elimination of ten police positions.

As previously mentioned, 90.3% of residents give the township marks of excellent or good for the quality of services delivered. When asked if they would be willing to accept a lower level of service if it helped the township balance the structural deficit, 37.4% of residents said yes and 41.0% of residents said no. 19.7% of residents said it depends on which services were cut.  

For residents that began the survey wanting to cut the budget, 51.1% would accept a lower level of service while 27.2% would not accept cuts in services. 20.7% of these cutters said it would depend on the service cut. For residents that began wanting increases in taxes, 3.1% said they would accept a lower level of service while 81.3% said they would not accept cuts in services. 10

For residents that wanted a combination approach, 37.6% said they would accept a lower level of service while 40.0% would not accept a lower level of service. 19.5% of these residents said it depends on which services are cut.

Making Residents Comfortable With A Plan 

Residents were asked what information would be important in making them feel comfortable with the proposal. Again, it should be noted that only 7.3% of residents started the survey knowing about the deficit. 

Overall, residents made clear they wanted clear public information that laid out the problem and how the township got in this position, a clear list of what was proposed to be cut, how much more they would be required to pay in taxes, and assurances that this was a one-time problem that would be rectified with this plan (including restructuring of pensions/health care obligations).

Residents will not accept reductions in public safety.

When asked if they would trust or not trust the township board’s recommendation on how to move forward with eliminating the deficit:     

59.1% of residents said they would somewhat or strongly trust the township board. (Only 17.3% would strongly trust them but 41.8% would somewhat trust them.) 26.6% of residents said they would somewhat not trust or strongly not trust the township board. Among residents that want to cut the budget, they will distrust the board’s recommendation by a margin of 34.2%-49.5% -- 31.5% will strongly distrust the recommendation. Among residents that want to increase taxes, they will trust the board’s recommendation by a margin of 57.6%21.2%. Among residents that support a combination approach, they will trust the board recommendation by a margin of 74.9%-15.5%. 53.0% will somewhat trust the board’s recommendation. 11

Bloomfield Township has a budget of forty-six million dollars supported by the taxpayers of the township. Because of past pension and health care obligations, the township is currently running a structural deficit of five to seven million dollars each year. That means that one-time savings will not pay for the pension obligations, the township must find five to seven million dollars every year to pay for its obligations. I would like to walk you through some questions to get YOUR opinion on how best to deal with Bloomfield Township’s structural deficit.

As I mentioned earlier, Bloomfield Township has an overall budget of approximately $46 million. This budget is supported with three different funds: The road fund which is used for road maintenance and the road department, the public safety fund which is used to fund police, dispatch, fire and EMS services, and the general fund which funds most other administrative functions and departments. Bloomfield Township is facing a structural deficit of five to seven million dollars. Because the public safety fund has the majority of active employees and retirees, the majority of the structural deficit is within the public safety fund. That means 14

the township would need to cut approximately fifteen percent of its public safety fund budget, approximately five percent of its general fund budget, and about twenty percent of its road fund budget. The Township Board retained consultants from the accounting firm Plante Moran to provide recommendations in the existing township budget to find five to seven million dollars in cost savings. I want to go through each of these different options to see if you support or oppose the specific recommendation to balance the deficit.

Bloomfield Township maintains an animal welfare division that is currently not mandated by law. The service is a function that most other local governments in Oakland County do not provide. By eliminating this service and letting the county handle it, Bloomfield Township could save $170,000 to $200,000. Would you support or oppose the elimination of the animal welfare division? Bloomfield Township currently provides essential dispatching services for police, fire and EMS responses that notifies them where to go in case of an emergency. Oakland County currently provides this service to several local governments in the county. By contracting out this dispatching service, however, Bloomfield Township’s services for police, fire, and EMS could be impacted. And the township’s oversight of police, fire and EMS responses would be limited. By contracting the service out, Bloomfield Township could save from $375,000 to $700,000. Another option would be to eliminate fire response from Fire Station Number four located on Franklin Road and only use this facility for EMS responses. By eliminating the fire response at Station Four, it would have a greater impact on fire response on the northern portion of the township and require greater coordination of mutual aid through the township. EMS response would remain unchanged. By eliminating fire response from Station Four, the township could save from $800,000 to $900,000. Bloomfield Township currently provides its own property assessing services which establishes property values. Other communities and entities also provide this service, including Oakland County Equalization. And private vendors can be contracted to provide this service. If Bloomfield Township were to contract with someone else for this service, it would likely result in a lower level of customer service and could make the property tax appeals process slower and more cumbersome. Bloomfield Township currently levies point six eight nine two mills for township road maintenance. But the township spends an additional $1.4 million dollars from its general fund each year to support road maintenance, beyond what is currently dedicated specifically for roads by the road millage. Bloomfield Township is the only township in the state with its own road department. If Bloomfield Township were to stop providing general fund support for road maintenance and reduce road funding to levels supported by the township road millage, road maintenance service in the township would decline and the quality of roads could be affected. It will also impact how much is received from the County Road Commission. By 17

eliminating this general fund support, Bloomfield Township could save $1.4 million per year. Bloomfield Township currently offers several programs that are not required including the gypsy moth control program, an electronic waste collection program, shredding of paper, a household hazardous waste program, and financial support for the Dream Cruise. Another option would be to reduce police patrols throughout Bloomfield Township. This means eliminating ten police department positions which is approximately fifteen percent of the department. By eliminating these positions, it would result in reduced services for police patrols including less proactive patrols, less community outreach, less investigation/detective serviceds and longer response times. By eliminating these ten positions, Bloomfield Township could save one point three to 18

Another option to reduce expenditures includes reducing or eliminating service levels in a number of township departments. Under this proposal, the Supervisor, treasurer and clerk would consolidate office services. And there would be savings from reducing the buildings and grounds division, motor pool and fleet, engineering and environmental services, and information technology divisions. This cut in spending would reduce services across township government, while saving $400,000 to $500,000. As I mentioned earlier, Bloomfield Township has an overall budget of approximately $46 million. This budget is supported with three different funds: The road fund which is used for road maintenance and the road department, the public safety fund which is used to fund police, dispatch, fire and EMS services, and the general fund which funds most other administrative functions and departments. Bloomfield Township is facing a structural deficit of five to seven million dollars. Because the public safety fund has the majority of active employees and retirees, the majority of the structural deficit is within the public safety fund. That means the township would need to cut approximately fifteen percent of its public safety fund budget, approximately five percent of its general fund budget, and about twenty percent of its road fund budget. Generally speaking, would you say to eliminate the deficit the township should cut the budget and reduce expenses, increase revenues through taxes and fees to balance the budget or would you say the township should look at a combination of cutting the budget and increasing revenues to balance the budget?

Oakland County currently provides this service to several local governments in the county. While these programs are optional, they would result in a reduction of services particularly for the elimination of hazardous and electronic household waste. We fought a variance where they put 2 houses on one plot, that sets a horrific precedent. The police are very corrupt and only concerned about money. They're spending money like drunken sailors. In the winter, lanes are closed. High taxes. Schools and roads need help. They continue to come back to the residents for more money. The zoning. They're selling land along Telegraph for no reason. If they're going to discontinue the pension plans that got us into this mess in the first place. Exactly how they will do it publicly. I would need to see the amount of money, or what percentage of money, comes from fees and what comes from taxes. For such a major change, the township needs to have a really good outreach program informing the public about future impacts to services with 100% transparency. To know exactly where the money is going already. What positions are really needed. 100 percent transparency. What fundraising they plan on doing. A published analysis of the budget and plan would be helpful. To see how much the taxes would increase. I want to see a plan of action presented to the public. I would trust them regardless. How it effects my bottom line. I'd have to see the budget on paper. Having the actual numbers for the plan. That there isn't another need for something in the future that is this costly. How much my taxes will go up. Probably more general information. Why are the pension liabilities so high. Clear details on how it effects taxpayers. The details on how the money is currently spent. I'd like to see the township put an explanation in email or quarterly newsletters. Where and how much of the money for the plan is used in more detail.

I need to know the cost of eliminating programs. A lot more information and specifics. That the police will be reduced, they're not needed as it's a safe town. How this would impact emergency services. To know exactly how the services are going to be affected. To actually have numbers about how much it would raise people's fees and taxes. I'd want 100 percent transparency. Eliminate the un-necessary things. Exactly what services and departments would be cut. What the pension amounts are. I want to see the budget. That they won't eliminate from personnel and engineering. I would like to know where the cuts are going to be taken from. How it affects me and my pocketbook. Having our options laid out. I'd need to know how much services would be affected by cutting out fire services at station number 4. Exactly what parts of the budget would need to be eliminated to close the deficit. A detailed breakdown of specific services that will be cut and other data that would support their recommendations. To show the ways they'd include medical marijuana. How much taxes go up. I want to know what positions in local government are going to be cut. Seeing the salaries of all board members and leaders of all public departments. I need to know how much taxes would be raised. Complete transparency from all township board members. Let me see the actual balance sheet. That they'll cut administrative areas and not emergency services or roads. I will never feel comfortable with this. Having a better look at school tax services and where the money is going. Nothing. That there are no other alternatives to mitigate some of this. Financial statements. What specifically is being spent currently and where. I want the numbers in front of me so I can look at it myself. Showing what they're doing, being transparent. Look at other revenues besides cutting taxes and contracting work. They should primarily be looking at budget cuts. Send us a physical letter in the mail and let us choose 1 out of 5 choices. I'd like to see some other alternatives to outsourcing water and sewer jobs. No EMS reduction. I'd need to see it in writing. I need to see how they'll cut the services. Detailed data for every homeowner, they have to be transparent. All I would need to know is are taxes going to go up and by how much. I'm concerned about the police cuts but no new taxes.
