In 1994, the Madelyn M. Levitt Mentor of the Year Award was created in honor of Madelyn Levitt’s commitment to Drake and her ongoing interest in faculty and staff achievement and academic excellence.
This award honors commitment to student success on the Drake campus and recognizes faculty and staff who exhibit:
• An outstanding commitment to student success in and out of the classroom
• Integrity in personal relationships
• Typifying the ideal student mentor

Since 1994, the Madelyn Levitt Teacher of the Year Award has recognized a faculty member for his or her superior teaching. The award is named in honor of Madelyn Levitt’s commitment to Drake and her ongoing interest in faculty achievement and academic excellence.

MARSHALS OF THE UNIVERSITY
D. Mell Meredith Frazier Honorary Doctor of Humane Letters
Mell Meredith Frazier began her career at Meredith Corporation in 1976 and held various positions throughout the company. Most recently, she was elected Vice Chairman of the Meredith Corporation Board of Directors, and today she serves as Chairman of the Meredith Corporation Foundation. She played an integral role in steering the company’s vision and its rise to become one of America’s largest multimedia conglomerates.
Mell has generously supported Drake University with efforts such as the creation of the nationally acclaimed E.T. Meredith Center for Magazine Studies and the Meredith Apprenticeships program, which have provided invaluable experience and helped hundreds of Drake journalism students launch their careers. Through her family’s foundation, she has significantly contributed to the renovation of Meredith Hall, which bears her family’s name and serves as the creative heart of campus—benefiting students of all academic disciplines.
In addition, through time, counsel, advocacy, and charitable giving, Mell has positively benefited multiple non-profit organizations in the Des Moines community such as the Boys & Girls Clubs of Central Iowa, Rebuilding Together Greater Des Moines, the Des Moines Art Center, Blank Park Zoo, the Science Center of Iowa, the Greater Des Moines Botanical Garden, and the Dowling Catholic High School Foundation.
6 HONORARY DEGREE RECIPIENT
Justus K. Ndoto, la ’64 Honorary Doctor of Public Service
Justus K. Ndoto is a retired senior civil servant with vast experience in public service in Kenya covering a period of 47 years, and with notable international exposure. Mr. Ndoto graduated from Drake University in 1964 with a Bachelor of Arts in political science and a minor in economics. Also in 1964, he was awarded membership into the Omicron Delta Kappa national leadership honor society.
Following graduation, Mr. Ndoto returned to his homeland of Kenya to serve his country at a critical point in its history. Kenya had recently achieved its independence and was in a sensitive state of transition. Mr. Ndoto quickly rose through the ranks in the Kenyan government, and over the course of his career, was named Permanent Secretary (the highest position one can be appointed to in the Civil Service) in eight government ministries: Home Affairs, Environment and Natural Resources, Constitutional and Home Affairs, Constitutional Affairs, Culture and Social Services, Lands and Settlement, Department of Defense under the Office of the President, and Tourism and Wildlife.
Later in his career, he was appointed board chair of five Parastatals (public corporations and agencies): Kenya Pipeline Company, Industrial Development Bank, Industrial and Commercial Development Corporation, Export Processing Zones Authority, Moi Teaching and Referral Hospital, and Board Member of Moi University Council. While in government service, Mr. Ndoto simultaneously was engaged in community service activities, including being board chair of three secondary schools for many years.
Mr. Ndoto’s work made significant contributions in shaping Kenya’s infrastructure and laying a foundation for a future of peace and security that will benefit Kenyans for generations to come.

The Honors Program
The Honors Program is an all-University concentration with an interdisciplinary curriculum that allows students to supplement their personal educational goals by exploring unique subjects and pursuing special projects.
Students in the Honors Program earn University Honors by completing 19 credit hours in honors seminars, conducting and presenting a three-credit Honors senior thesis project, and achieving a 3.2 or higher cumulative grade point average.

Drake University is honored to present the Drake Medal posthumously to Janet McMahill, dean emerita of Drake University’s School of Education, for her significant, long-term service to Drake and her personal commitment to the University’s quality and character.
Dean McMahill, who passed away in January 2023, left behind a legacy at Drake stretching more than 50 years. In addition to being a two-time alumna, she served on the Drake University faculty for 32 years, 14 of which were as dean of the School of Education. She retired in 2020
Dean McMahill was highly regarded for her visionary leadership, dedication to preparing the next generation of educators, and unwavering commitment to Drake. Her accomplishments and accolades were many, including being one of the first adopters and champions of distance learning. With a drive to make education accessible for all individuals, she established continuing education programs within the School of Education, co-founded the Iowa Distance Learning Association, and served as president of the United States Distance Learning Association.
Dean McMahill’s pioneering work in continuing education strengthened Drake’s presence in Iowa’s K-12 school system, which is evident today as nearly 70 percent of Iowa school districts have at least one administrator who holds a Drake degree.
One of the most tangible marks of Dean McMahill’s legacy was her vision and the realization of CollierScripps Hall. Through steadfast outreach and relationship building, she worked tirelessly to accomplish a career-defining mission: creating a new home for the School of Education. In 2017, Collier-Scripps Hall opened its doors, fulfilling her dream of building a state-of-the-art facility—in the heart of campus—to shape tomorrow’s education professionals.
Today, it is our great honor to present a Drake Medal posthumously to Dean McMahill whose legacy lives on through the many programs and innovations that dwell inside Collier-Scripps Hall, and through the countless teachers, counselors, and leaders she helped to inspire on their education journey.

The Academic Costume
The pageantry and dress of the University commencement have been inherited from the medieval universities of the 12th and 13th centuries. Academic life as we know it today began in the Middle Ages, first in the Church and then in the guilds. The teaching guild was the Guild of the Master of Arts, where the Bachelor was the apprentice of the Master and the dress was the outward sign of privilege and responsibility.
Principal features of academic dress are the gown, the cap, and the hood. It early became necessary for universities to set rules to preserve the dignity and meaning of academic dress. Both Cambridge and Oxford since the 15th century have made academic dress a matter of university control even to its minor details, and have repeatedly published revised regulations. American universities agreed on a definite system in 1895. In 1932, the American Council on Education presented a revised code. In 1959, the Council appointed a committee on academic costumes and ceremonies. Since 1960, the revised guidelines have provided guidance for the latest developments in higher education— the Associate in Arts and the Associate in Science degrees granted by the community and junior colleges. The Specialist in Education degree also is recognized and regulated by the latest revisions in the code for academic dress.
the gown
The flowing gown comes from the 12th century. While it originally may have been worn as protection against the cold of unheated buildings, today it has become symbolic of the democracy of scholarship, for it covers any dress of rank or social standing underneath. It is black for all degrees with pointed sleeves for the bachelor’s degree; long closed sleeves with a slit at the arm or wrist for the master’s degree; and full bell double sleeves for the doctor’s degree. Bachelor’s and master’s degree gowns have no trimming. For the doctor’s degree the gown is faced down the front with velvet and has three bars of velvet across the sleeves, in the color distinctive to the faculty or discipline of the degree. The code allows institutions to adopt their own design and color that better expresses the individuality of the institution.
the cap
When Roman law freed the slave, he won the privilege of wearing a cap. And so the academic cap is a sign of freedom of scholarship and the responsibility and dignity with which scholarship endows the wearer. Old poetry records the cap of scholarship as square, to symbolize the book. In the 15th century, some caps were stiff, some soft, some square; and some round with a tuft in the center. The tassel used today is an elaboration of the tuft. While some institutions still use the round cap, most have adopted the mortar board style, which comes from Oxford. A different style, called the Cambridge cap, resembles a large beret and is appropriate for doctorate degrees only. The color of the tassel denotes the discipline. Those holding doctorate degrees are entitled to wear metallic-gold tassels.

the hood
The hood is trimmed with one or more chevrons of a secondary color on the ground of the primary color of the college. The color of the facing of the hood denotes the discipline represented by the degree; the color of the lining designates the university or college from which the degree was granted.

Since the Middle Ages, the mace has been used in the courts by rulers to signify their power and authority. When placed on the rostrum, it indicated that the governing body was in formal session. The ceremonial mace is carried by a mace bearer or by the beadle, an official in the British university who leads the academic procession. The symbol has been adopted in American higher education and is carried by the marshal of the University at official academic convocations.
The ceremonial mace was carried in the academic procession of Drake’s annual commencement ceremony for the first time in 1983. The mace and stand were created by Professor Emeritus Condon Kuhl, then professor of art at Drake University. The mace is handcrafted from ebony and overlaid and appointed with silver. It measures two and one-half feet in length and weighs about five pounds.
