Biography of Dr. Atif Abdelmageed Abdelrahaman Brief Highlights:  

Arab Regional Director, World Scout Bureau of the World Organization of the Scout Movement "WOSM". Trained and developed as staff the capacities of thousands of Scouts and Scout leaders from more than 100 countries in the most reputable Scout big events at World, Regional and National level such as; The 18th World Scout Jamboree in the Netherlands, August 1995. 10th World Scout Moot in Sweden Aug 1996. 19th World Scout Jamboree in Chile January 1999. 4th All-Africa Jamboree in Kenya, 2000. 20th World Scout Jamboree in Thailand 2003. 21st World Scout Jamboree in United Kingdom 2007. 22nd World Scout Jamboree in Sweden 2011. Chairman of the 29th Arab Scout Regional Jamboree in Egypt July 2010 and Co-chairman of the supreme committee for organizing the 30th Arab Regional Jamboree in Egypt August 2012. Coordinated the workshops on Partnerships between Scouting & International NGO’s and UN agencies in the International Symposium ‘Scouting as Youth without Borders’ under the patronage of H. M. King Mohamed the 5th Marrakech, Morocco 1994.

Attended and contributed to World, Regional and National Conferences;  Led the Sudanese delegation in the 20th Arab Scout Regional Conference in Cairo 1992.  Participated in a delegation with WHO H.Q. Geneva (Adolescent health & Global Programme on AIDS) to train Dutch volunteer staff of the 18th World Scout Jamboree on AIDS prevention, June 1995.  Contributed and initiated the resolution Elimination of Leprosy in the 34th World Scout Conference, Oslo 1996.  Presented the co-operation of the Scouts with International NGO’s & UN agencies, and forwarded 3 resolutions on Landmines, AIDS, and Cultural Heritage in the 35th World Scout Conference in Durban, South Africa 1999.  Presented a paper on the co-operation between WHO & AHM in the 10th Africa Scout Conference in Dakar.  Delivered a Presentation in the name of WOSM in the 3rd Conference of the World Health Organization on the Elimination of Leprosy in Abidjan 1999.  Attended and contributed to the 1st General Assembly of the World Scout Parliamentary Union in Chile 1994 as Chairman of Sudan Scout Parliamentary Union.  Presented a paper on the challenges facing youth in the 21st century in the 2nd General Assembly of the World Scout Parliamentary Union in the Philippine 1998.  Attended and contributed to the 3rd General Assembly of the World Scout Parliamentary Union in Warsaw, Poland 2000.  Attended and contributed as member of the resolution committee in the 37th World Scout Conference in Tunisia 2005.

Master holder 'MDM' in 'Disaster Management and refugees studies' from International Africa University, the best 7th Batch post-graduate. Qualified by International post-graduate Diploma organized by WHO, Linkoping University in Sweden in and Coventry University of UK 2001 in the area of 'Emergency Medicine and Disaster Preparedness' and Post-graduate Diploma in Emergency and Humanitarian action ‘DHA’ from Liverpool school of tropical medicine, 2002. Parliamentarian (2nd round), Member of the Sudanese National Assembly-Parliament 'youth representative' (19962000), chairman of sub-committee of Europe, America & International Organizations Affairs in the foreign relations committee.  Founding Director of the International Center for Emergency and Rescue (ICER) of Al Zubair Charity Foundation January – December 2000, then Member of the Expert and advisory council of ICER till now.  Emergency Preparedness and Humanitarian Action Officer, World Health Organization, WHO Representative Office Khartoum from 1st January 2001 -31st May 2006 covering preparedness and rescue operation for emergency and natural disasters in the country. Moreover, coordinated the advocacy, promotion of healthy lifestyle, Environment, food and water safety, Non Communicable Diseases and pharmaceuticals. Coordinated the preparation, invitations, minutes writing and follow-up of 'UN – INGOs' Health Sector Coordination Meetings for Darfur Crisis led by WHO Sudan Country Office. Elected as chairman of the WHO employees syndicate in Sudan Country Office 2003-2006. WHO Consultant for Emergency and Humanitarian Action in Yemen 2005, conducted Yemen risk mapping, contributed to their national contingency plan, coordination of the emergency operation of Aldhafeer land sliding.  Arab Regional director of the World Organization of the Scout Movement from 1st June 2006. And Secretary General of the Arab Scout Organization ‘Youth Organization affiliated to the League of the Arab States’ from 1st June 2006 up to date.  Elected as Regional Director for Middle East and Africa for the Asian Region Training and Development Organization International ‘ARTDO International’ in 2009 in the 36th ARTDO conference Penang Malaysia. Reelected 2010 in the 37th ARTDO conference in KL Malaysia. Re-elected 2011 in the 38th ARTDO conference in Taipei Taiwan. 4 Rescue operations:  Led the health preparedness and rescue operations of WHO in all flash floods disasters of Nile basin in Sudan (2001-2006).  Led the health preparedness and rescue operations of WHO in the area of Internal Displaced People 'IDPs', returnees and refugees in Sudan (20012006).  Consultant of Aldhafeer land slide rescue operation in Yemen 2005.  Coordinated the health intervention and rescue operation and humanitarian action in Ketembi Island of Mozambique floods 2000.  Participate in the health care, rescue operation and humanitarian action of Pam earthquake, Iran 2004.  Participate in the health care, rescue operation and humanitarian action of Tsunami victims in Banda Atchi Indonesia 2005.  Participate in capacity building of thousands of volunteers and Emergency preparedness of local communities throughout Arab region.
