ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Country profile ACTED commenced activities in Myanmar following Nargis through supporting affected communities in their long-term livelihood recovery by providing technical training to farmers and fishermen, distributing livestock and poultry, providing vocational training, introducing aquaculture systems, asset replacement, rehabilitating community infrastructure and ensuring affected families have access to a safe habitat. In 2011, government-led liberalizing reforms in key sectors (labour, finance, media and administration) spurred new opportunities for Myanmar. In this evolving context, ACTED continues its support to cyclone-affected communities in the Delta while also broadening its focus to additional geographic and thematic needs. In Labutta, special focus was placed on supporting the most vulnerable households facing persistent challenges in food security. ACTED expanded the scope of its activities to the Dry Zone, one of the poorest regions of the country, addressing chronic food insecurity and restoring sustainable livelihoods through agricultural production and home gardening. In 2012, ACTED diversified and scaled up its assistance in Myanmar. The mission focused on issues of food security, economic development of vulnerable communities and response to any emergency related situation, both natural (community-based disaster preparedness) and man-made (humanitarian crisis in Kachin State). It also supported civil society actors to enhance their capacity to influence key policy areas, particularly those related to women and gender considerations. To this end, ACTED has already started a country wide programme aiming at strengthening the economic rights of women. Additionally, teams have started an intervention to support communities and local authorities in the Southern Yangon region and Rakhine State to be prepared to natural disasters. Furthermore, ACTED undertook an assessment mission to identify the support it can provide to conflict affected communities and IDPs in Kachin State. In 2013, ACTED continues to support civil society in order to promote the economic rights of women. Teams have continued to help communities prepare for natural disasters in the Yangon Division and in Rakhine State. Furthermore, teams have provided emergency support to displaced persons living in Kachin State as a result of conflict. Moving on in 2013, and looking to 2014, ACTED is looking to expand into other areas; both thematically, and geographically. ACTED is currently looking for qualified person to fill the position of Program Manager. The PM is responsible for the implementation of ACTED projects as detailed in specific proposals and according to ACTED's Programme Strategy.


The PM is expected to have an understanding of all the ACTED projects according to each proposal in order to ensure proper project management. To this end, s/he will be responsible for ensuring the adherence to the project requirements, respect to the project objectives and timeline, consideration of indicators in project implementation and steering the project towards the desired results as outlined in the individual project proposals. The PM will be expected to ensure teamwork. She/he will ensure a cohesive, motivated and productive Program Team.

Responsibilities: This position requires a person with significant initiative, and a proactive, responsible approach. The Program Manager responsibilities include:           

Plan and schedule all the project activities within the deadline of the projects and according to the ACTED procedures, time frames and requirements laid down in relevant project proposals / intervention strategies. Ensure project activities are being implemented based on the project description and donor requirements. Work closely and support local partners in the preparation and oversight of the activities implemented under the joint project. Including the review and development of technical materials, schedule planning and implementation. Prepare regular reports and briefings for Country Director as well as Weekly Base Meeting and assist in preparation of donor reports as necessary. Work closely with ACTED’s Monitoring and Evaluation Department in order to ensure clear monitoring, identify and apply the lessons learnt. Work closely with Field Teams to ensure that the community is well informed about the project objective. Liaise, assist, support and provide capacity building as needed with project partners. Manage the Program Team and ensure that each member executes their roles effectively, and has a clear understanding of each project. Ensure timely and concise reporting of the activities to the Coordination, through ACTED reporting formats. Be able to identify needs which are not covered by the current project, develop responses and submit them to the Coordinator Contribute to the elaboration of assessment forms, training manuals and visual materials when requested.

Required Qualifications and experience:           

Education to Master level in relevant fields. At least 5 years and over experience in program coordination and project oversight. Former experience in the field of peace building and support to civil society Strong demonstrated planning and organizational skills Strong oral and written communication skills (Myanmar & English) Excellent working knowledge and skill on computer Ability to prioritize and handle multiple tasks Demonstrated enthusiasm and team spirit Adaptable to change and capacity to work under pressure High Level of Integrity Ability to travel to remote areas
