Job Description Program Manager - Quality
Overall Purpose: This position is not responsible for project cycle management; rather the position ensures that all projects under the Isolated Rural Populations program are of high quality. In collaboration with the Program Director IRP, the Program Manager Quality (PMQ) has the overall responsibility of ensuring effective project quality and learning, including technical excellence, gender sensitive programming, innovative and adaptive programming. The PMQ works closely with the Program Manager - Operations (PMO) to facilitate the implementation of quality projects and to contribute to the overall program goal. The PMQ will support the field teams to ensure that the projects are of a high quality. Key responsibilities include:
Ensure that the technical approaches are consistent across all project sites Ensure that gender equity strategies are clearly articulated and implemented in all projects Facilitates cross-learning across the program and ensures that lessons learned are shared both internally and throughout CARE Myanmar’s networks Manages research projects that contribute to the IRP program Ensures that advocacy plans are developed and implemented for all projects and are understood by field staff Ensure that implementing partners are using best practice and facilitate cross-learning between CARE and partners Collaborate with national and regional partners, especially with the aim of achieving scale

Job Description Procurement Officer SUMMARY: The Procurement Officer is responsible for ensuring that all procurements (Reporting to Senior Procurement Officer) are fulfill in timely manner. The Procurement Officer is required to comply with CARE’s Procurement Guideline and procedures and to ensure that all purchases are completed in an efficient and transparent manner. RESPONSIBILITIES: Procurement Support Maintain a register for list of Suppliers and Wholesalers Establish an efficient procurement process and system
Provide leadership in Procurement support by: Ensure that all supplies are made timely and effectively; good quality and good price or good services Set up a smooth and efficient procurement process which demonstrates all purchases are transparent Demonstrate the strong negotiation skill in dealing with suppliers and wholesalers for better terms and conditions of the sales contract Maintain a register of the list of suppliers and wholesalers’ contact no and changes to be updated. Ensure that there is a full understanding of CARE policies and procedures.
Working collaboratively with Logistic Officer to:
Making sure that there is no left over of the purchases during the transportation Intensively communicate and ensure all the stocks purchased are send to the requested area in time in a timely, safely and efficient manner.

Coordination: Encourage overall program cohesion through coordination and information sharing with and between all key staff. To prepare GRN concerning the PR which was assigned to his/her and getting appropriate approval to dispatch items from warehouse to relevant field office. Other procurement duties as directed/requested by the Senior Procurement Officer and/or Supply Chain Manager.
LOCATION: The position will be based in Yangon, with some travel to CARE sub-offices.

Senior Program Officer - (SPO-Income option and legal protection) Yangon and Mandalay
Background Improving Access to Safe Employment for Migrant Women in urban Myanmar project will contribute to the Socially Marginalized People Program implementing by CARE in Myanmar. Project will target one of the subgroups under Socially Marginalized People; female migrants working in the formal and informal sectors. It will contribute to achieving selected changes that had been identified for the next five years under four key domains of change: income options; services; protection and social inclusion. These changes will contribute to achieving the impact goal which is equitable access to safe employment and having a legitimate voice. The specific changes this project will be contributing under each domain are migrant women are easily accessing job market information, diversified income options are available, migrant women are using relevant vocational skills and able to access basic health and legal services, duty bearers and migrant women are using legal literacy capacities and migrant women are collaborating in groups and networks. SUMMARY: The Senior Program Officer (SPO) is responsible for ensuring the technical quality of project interventions as well as the overall management of project activities in their assigned area. Specifically, the SPO will have technical skills in the field of employment and business development, and/or the legal sector. The SPO reports to and works under the direct supervision of the Field Office Coordinator (FOC) to ensure that all projects in Mandalay achieve their objectives/outputs according to the work plan and within the contracted project period.
RESPONSIBILITIES: The overall responsibility of the Senior Program Officer (Income option/ legal protection) is to contribute to the achievement of the Socially Marginalized People Program. This is achieved by ensuring the technical quality of the projects and supporting the day to day implementation of project activities in the assigned project locations. This is a hands-on role requiring regular and direct interaction at the site of activities.
