Explanatory Statements for the November 8, 2011 Texas Constitutional Amendment Election

Proposition Number 1 (SJR 14) SJR 14 would amend the constitution to authorize the legislature to provide the surviving spouse of a 100 percent or totally disabled veteran with an exemption from ad valorem taxation of all or part of the market value of the surviving spouse’s residence homestead as long as the surviving spouse has not remarried, the property was the residence homestead of the surviving spouse when the qualifying veteran died, and the property remains the residence homestead of the surviving spouse. The proposed amendment would appear on the ballot as follows: “The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market value of the residence homestead of the surviving spouse of a 100 percent or totally disabled veteran.” Proposition Number 2 (SJR 4) SJR 4 would amend the constitution to authorize the Texas Water Development Board to issue additional general obligation bonds on a continuing basis for one or more accounts of the Texas Water Development Fund II, with the restriction that the total amount of bonds outstanding at any time does not exceed $6 billion. The proposed amendment would appear on the ballot as follows: “The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $6 billion at any time outstanding.” Proposition Number 3 (SJR 50) SJR 50 would amend the constitution to authorize the Texas Higher Education Coordinating Board or its successors to issue and sell general obligation bonds on a continuing basis for the purpose of financing educational loans for students, subject to certain constitutional restrictions, including a restric-

tion as to the maximum principal amount of bonds outstanding at any one time. The proposed amendment would appear on the ballot as follows: “The constitutional amendment providing for the issuance of general obligation bonds of the State of Texas to finance educational loans to students.” Proposition Number 4 (HJR 63) HJR 63 would amend the constitution to authorize the legislature to permit a county to issue bonds or notes to finance the development or redevelopment of an unproductive, underdeveloped, or blighted area within the county, and to pledge increases in ad valorem tax revenues imposed on property in the area by the county for repayment of such bonds or notes. The amendment does not provide independent authority for increasing ad valorem tax rates. The proposed amendment would appear on the ballot as follows: “The constitutional amendment authorizing the legislature to permit a county to issue bonds or notes to finance the development or redevelopment of an unproductive, underdeveloped, or blighted area and to pledge for repayment of the bonds or notes increases in ad valorem taxes imposed by the county on property in the area. The amendment does not provide authority for increasing ad valorem tax rates.” Proposition Number 5 (SJR 26) SJR 26 would amend the constitution to authorize the legislature to allow cities and counties to enter into interlocal contracts with other cities and counties without having to assess an ad valorem tax and set aside a specified amount of funds for the payment of costs under the interlocal contract. State approves funding for the Mustang Beach Airport

Harvest Moon Regatta

Mustang Beach Airport in Port Aransas will get approximately $690,000 in funding after approval of the funds by the Texas Transportation Commission at its September meeting. The funds will be used for planned airport improvements including replacing., automated Weather Observing System and engineering/design for pavement and lighting improvements. Consultants for the work will be selected by the end of 2011.

Project costs will be funded through TxDOT’s Aviation Facilities Grant Program, which preserves and improves the state’s general aviation system and the City of Port Aransas. This year, TxDOT expects to provide approximately $60 million in funding for planning, constructing and maintaining community airports around the state. Approximately 275 community airports in Texas are eligible for funding. Arrivals and departures from community airports account for more than three million flight hours per year and provide aircraft facilities for agricultural, medical, business and commuter use.

The 25th annual Harvest Moon Regatta is set to sail into Port Aransas during none other than the “harvest moon!” The regatta sets sails from Galveston on Thursday, October 13 with more than 200 boats expected to arrive in Port Aransas beginning in the early dawn hours on Friday, October 14. This year marks a special anniversary for the regatta – with several racers making the trek each of the 25 years in the history of the race. The regatta, which is the largest port to port race in North America, will sail offshore in the Gulf of Mexico 150 nautical miles from Galveston to Port Aransas. Bridezillas Need Not Apply

We found this raft floating offshore about 6 miles. It’s made of bamboo and netting with 4 floats and has around 30 feet of netting hanging below. (under water). A lot of time and materials went into making the raft and if it had not been so large we would have brought it back to shore. Does anyone know what this is or where it might have come from? A beachfront wedding is the fantasy of many a bride-to-be. Port Aransas has several attractive venues to offer, not the least of which is the Gulf of Mexico shoreline. To feed those fantasies and showcase its wedding facilities, Cinnamon Shore, a seaside village featuring 1,200 feet of beachfront on Mustang Island, will host “Cinnamon Shore’s Beach Bridal Show” on Sunday, Oct. 16, for prospective brides, wedding planners and vendors alike. The event, taking place at 5009 Highway 361, from noon to 5 p.m., will be open to the public and free of charge. One lucky bride-to-be will even win a wedding at Cinnamon Shore featuring free goods and services provided by the “Cinnamon Shore’s Beach Bridal Show” vendors and complimentary accommodations at Cinnamon Shore for the bride and groom on their wedding night. At “Cinnamon Shore’s Beach Bridal Show”, brides-to-be will find everything they need to plan the perfect wedding— from the ceremony to the celebration. From catering to cakes and bouquets to bridesmaids’ dresses, everything one needs for getting hitched and wedded bliss will be on display. Most wedding vendors will be set up in booths at the Town Center, with food and cake vendors set up at Keira’s Pool and Clubhouse. White tents complete with mock table settings will be displayed on the Great Lawn, and models wearing bridal gowns and tuxedos will wander throughout the property showing off the latest wedding styles. In addition, attendees will take self-guided tours of the mixed-use community to view all the options for indoor, outdoor and waterside weddings. Maps of the property will be available at the Town Center, and golf carts will be provided for those who require rides. Throughout the property, there are numerous locations with pictur-

esque vistas that will handle weddings of various sizes. Waterside outdoor options include, of course, beach weddings. But for something a little less sandy, there are also two fresh-water lakes and a tranquil infinity pool that provides beautiful backdrops. Outdoor ceremonies can be held at the Lake Colby Boardwalk and Fishing Pavilion or on the open, manicured Great Lawn--a one-acre expanse framed in by lush landscaping and stone pavers--while intimate indoor ceremonies can be held in Keira’s Pool Clubhouse or the C Bar Café, complete with kitchen facilities and space for dancing. No surprise that C Bar Café owner David Bendett had his own wedding there recently. In addition, the Town Center makes for the ideal locale for weddings, particularly for receptions and dinners. Also, Cinnamon Shore can accommodate overnight guests in its many rental houses and condos (three residence minimum required), sleeping up to 14 people in the larger homes. Plus, Cinnamon Shore offers a two-night “Romantic Get-Away” package to start any romance off right, perhaps for an elopement. It’s enough to take the “zilla” out of any bride-to-be. pass of the Wahoo, however, took the mahi AND the lure right off the mono. Dangit! So we got “Wah-hi’ed” (def.: the process by which a Wahoo takes your mahi off your line for you). Scott commented that the “groceries ate the groceries” for a double-down strike-out. I immediately swore that I was going to change all of my skirts from mono to steel at that very second, although I still haven’t done it yet. We played around Baker rig, and Curtis caught a decent amberjack, and we took a few more photos of the fun. In addition, the day this hits the stands (Friday the 7th) will be final sign-up day for the Babes on Baffin Tournament, and Saturday will be the fishing. As of this writing, Candace tells me that there were 71 teams with 235 registered. Awesome! This is one heck of a tournament, and if you’re curious, come on down to Doc’s under the JFK and check it out. The live weigh-in is somewhere around 2-4 Saturday the 8th, and yours truly will be helping wrangle some live fish. TPWD will have a trailer there for the ladies to donate their live catch to the hatchery that will be used for brood-stock for future generations of fish, as well as being put in the kid-fish tanks for Poco Rojo and other events. What a great deal. There will be a band and a dinner too; come on out and check out the fun. Speaking of Poco Rojo, the annual CCA Kid fish event will be held at the Barney Davis Power plant (at the end of Waldron Rd. in the Bluff) on October 15th. Make sure to watch the Corpus Christi Caller Times (boo!) and hopefully this fine literally source for journalism for the pre-registration form. We’re trying to stream-line the entrance process and cut down on the bottleneck, that way the kiddos spend more time fishing than sitting and waiting in line to get in. Come on out and join us, should be a good time. I’ll have more in my next column. Migration is full-blown as I write this. When we were offshore there were literally hundreds of hummingbirds and other warblers buzzing their way south. Anyone that goes offshore during this time of the year knows that when you get close to a rig, you will invariably get visited by any type of small warblers that have been blown off-course or who were too tired to get away from the attraction of stopping at a rig. This of course is a death-sentence to birds as there is no relief for them at the rigs, and those that stay always die. Curtis made a friend; out in the middle of nowhere a Lark sparrow flew in and took a liking to him. We decided to give him a ride back to land, released him into some bushes, and let him get his strength back up before trying again here with the next cold front. Keep those feeders up! And keep your eyes open, there are some really cool birds moving through the area. As we get into fall, consider what you’ll plant in your winter/spring garden. Try some natives, such as Turks’ cap, Lantana, and milkweed this next season. In any case loyal readers, it’s a great time to be outside doing any variety of activities. By the time this hits print, Sharkathon will have passed. Hopefully Roadkill Will and/or I placed somewhere in our divisions. I’ll get the winners and the short story up in the next edition. Until then, see you on the rocks….or on the sand….or in the pasture next to the stock tank. Take a kid fishing and/or hunting and y’all have fun!

The proposed amendment would appear on the ballot as follows: “The constitutional amendment providing for the appraisal for ad valorem tax purposes of open-space land devoted to water-stewardship purposes on the basis of its productive capacity.” Proposition Number 9 (SJR 9) SJR 9 would amend the constitution to authorize the governor, on the written recommendation and advice of the Board of Pardons and Paroles, to grant a pardon, reprieve, or commutation of punishment to a person who successfully completes a term of deferred adjudication community supervision. The proposed amendment would appear on the ballot as follows: “The constitutional amendment authorizing the governor to grant a pardon to a person who successfully completes a term of deferred adjudication community supervision.” Proposition Number 10 (SJR 37) SJR 37 would amend the constitution by extending the length of the unexpired term that causes the automatic resignation of certain local elected officeholders if they announce candidacy or become candidates for another office from one year to one year and 30 days. The proposed amendment would appear on the ballot as follows: “The constitutional amendment to change the length of the unexpired term that causes the automatic resignation of certain elected county or district officeholders if they become candidates for another office.

Increased access to the principal of the state public education trust fund would be based upon HJR 109 granting the authority to consider alternative market calculations when determining the amount of principal that is available for distribution to the available school fund. Reminder: Texas Armed Services Scholarship Opportunity For Future Military Service Members My office has started accepting scholarship applications from students who reside in House District 32. Each state representative has been asked to nominate one student to the Texas Higher Education Coordinating Board for a Texas Armed Service Scholarship Award. A student may receive up to a $10,000 scholarship for college for the 2011-2012 academic year. Eligibility Requirements for Nomination In order to be considered for the Texas Armed Services Scholarship, a student must meet two of the following four academic criteria at the time of the application: • Is on track to graduate high school with the Distinguished Achievement Program (DAP) or the International Baccalaureate Program (IB); • Has a current high school GPA of 3.0 or higher on a 4.0 scale; • Achieve a college readiness score on the SAT (1590) or ACT (23); • Is currently ranked in the top one-third of the prospective high school graduation class. Once a student is nominated, a number of criteria must be met for the nominated student to be eligible for receipt of an initial scholarship. The student must be a member in good standing of the ROTC. A selected student must also enter into a written agreement with the Texas Higher Education Coordinating Board agreeing to complete four years of ROTC training and graduate no later than six years after the date the student first registers at an institution of higher education. This is an exciting opportunity for any student seeking to enter the armed forces by way of a Reserve Officers’ Training Corps (ROTC) program at a civilian college. If you are a student who would like to be nominated for this scholarship program, please submit a cover letter along with proof that you have met the required academic criteria to either my Capitol office in Austin or my District office in Corpus Christi. Disability Employment Awareness Month The State of Texas will recognize Disability Employment Awareness Month this October. Currently there are 12.3 million people working in Texas. It is clear that people with disabilities are an important part of the Texas workforce, which is why it is important for Texas to promote opportunities for everyone. One such opportunity is the College Credit for Heroes program, which gives returning veteran’s, some of whom are returning with disabilities, college credit for their military service experience. This program will help provide a platform for those returning veterans to

smoothly transition in to the Texas workforce by utilizing there valuable military experience. Another component of Disability Employment Awareness Month is recognizing Texans that are dedicated to equal employment opportunities for people with disabilities. The Texas Governor’s Committee on People with Disabilities has established the Lex Frieden Employment Awards to do just that. One of this year’s first Lex Frieden Employment Award winners is the Texas RehabACTion Network of the Coastal Bend. They are recognized for promoting the natural talents of Texans with disabilities and for working to provide an assortment of accommodations to promote those talents. By Ronnie Narmour ronnienarmour@gmail.com Texas Governor, Rick Perry, may be a knucklehead in my book, but he did do one respectable thing lately by proclaiming October as Texas Music Month. Actually, every governor since the Texas Music Office of the Governor was established in the early 90’s has done this, but I appreciate Perry for keeping the tradition alive. Perry released a statement last month in which he “encouraged all Texans to recognize the many contributions of the music industry and those who create great music in our state” in the month of October. Let’s all do our part to support live music and show support to an industry that “is a vibrant and important sector of our economy, providing jobs as well as entertainment for this great state.” Hear, hear! I’ve got a ton of shows to tell you about! One interesting performance will be a reunion show for the band, Tropix, who used to play the Sail Club in Port A and Coopers Alley in CC some 30 years ago. They will be at Shorty’s on October 15th. Also on the 15th, The Gaff in Port A will host their 3rd annual Pirate Reggae Fest. The event will feature Dub Gideon (San Antonio), Johnny Love and the Dankadelics (Corpus Christi), Cassette Tape (Houston) and Blind Fold (Corpus Christi). On the weekend of October 21- 23, the 51st Annual Texas Jazz Fest will be held in Heritage Park with 56 jazz groups on three stages including The Westside Horns, Joel Dilley, Europa, Cat Don’t Sleep and the Regency Jazz Band... all from San Antonio. And finally, on October 22nd Ziegfest 2011 will be held at Whataburger Field with Robert Earl Keen (Bandera, TX), Jack Ingram (Austin, TX), Casey Donahew (Dallas, TX) and Reckless Kelly (Austin, TX)..more on that next time. But right now, time’s a wasting... let’s roll!

We’ve seen the rhythm section here before, when bassist Michael “Cornbread” Traylor and drummer Vicente Rodriquez showed up as the Sisters Morales’ rhythm section. This band started out in 2006 as an excuse to drink beer and play the songs they wanted to play. Five years later, the result is one world class bar band (in the vein of NRBQ) that covers everything from Alice Cooper to Toni Price. The Austin Chronicle, calls the Drakes, “Austin’s greatest bar band.”

Sunset Sounds

Shirley Fischer and Russell Edge aka the Open Sign Band (Port Aransas, TX) will play the final show of the Sunset Sounds series on October 14th at the Patsy Jones Amphitheater in Roberts Point Park in Port A. This event is a casual affair--bring your lawn chairs, ice chests, kids and dogs. The series is sponsored by Port A’s Parks and Rec department and is free to one and all. It is truly one of the treasures of our little island, set in a beautiful location overlooking the city marina and ferry landing. Shirley Fischer and Russell Edge are long time island residents who have been entertaining locals independently for many years. They have recently joined forces as a duo, connecting at Lovett’s weekly jam which is hosted by Edge. This union has made for a delightful repertoire of country/folk tinged crowd-pleasers.

Denver, The Nitty Gritty Dirt Band, Suzy Bogguss, Chris LeDoux and Jerry Jeff Walker. He mixes infectiously hummable melodies with straight-from-the-saddle poetry, quoting bumper stickers, proverbs, world leaders and old cowboys. His guitar playing is smooth, rich and rhythmic.

9th Annual Coastal Bender The Back Porch will host the 9th Annual Coastal Bender with Shelley King (Austin, TX) on October 21 and the Cosmic Dust Devils (Austin, TX) on the 22nd. The Coastal Bender is the brainchild of head Dust Devil, Kevin Higgins, who noticed a steady gain of fans from the Texas Hill Country (affectionately known as “Storm Chasers”) that kept following the band to the coast for their Back Porch gigs. Higgins decided to dedicate a full weekend for the event each October as “fan appreciation” and the result is one high powered blow-out. Take my word for it, the Storm Chasers are all maniacs. Their dedication to partying is nearly as much fun to watch as the band! The Dust Devil themselves are definitely one of the Porch’s top draws and deservedly so. Higgins and (band) mate, Barbara Maltese, are talented mu-

sicians who know how to hold an audience’s attention. Higgins’ songs are heady observations of a romantic man in the throws of life’s complicated situations. I personally think that he is one of the brightest songwriters around. Shelley King will start the ball rolling on Friday with a soulful voice as big as the Gulf. She has a bluesy persona and a powerful delivery that’s made her one of Austin’s darlings. This is going to be a great DO NOT MISS weekend at the Porch! (BTW, a Corb Lund will play the House of Rock on Oct. 23rd Thursday night show was unconfirmed at press time.)

Corb Lund and the Hurtin’ Albertans (Alberta, Canada) will play the House of Rock on October 23rd. Pate Rossi (Corpus Christi, TX) will open the show. Unlike many so-called “country artists,” he is no drugstore cowboy – he’s the real McCoy. “My family is all ranchers and rodeo people,” Lund says. “They’ve been in Canada for about 100 years, and before that they were raising cattle in Utah and Nevada. I grew up rodeoing.” Lund’s influences include Marty Robbins, Johnny Horton and Ramblin’ Jack Elliott. His songs are vivid depictions of Canada’s West and he has been named Roots Artist of the Year by the Canadian Country Music Association for the last five years running. I’m looking forward to this one. And that’s the truth!

Larry Joe Taylor Larry Joe Taylor (Stephenville, TX) played the Back Porch on October 1st. It’s been well over a year since I reviewed a Larry Joe Taylor show and I had to find out once and for all how he can play the exact same songs and tell the exact same jokes at every single show and always draw a sellout crowd? Both tourists and locals seem to adore him. I’ve always found his shows to be straight out of the department of redundancy department. This time I went to his show with an open mind and the mission of finding out what it is I seem to be missing. I brought my girlfriend as an impartial judge, since she is a professional musician herself and had never seen LJT. She loved him. I saw quite a few of my friends who were all toe tapping and apparently digging the show. Then, a really good friend, who is in the club business herself, made a point of telling me all of the positive things LJT has done for promoting live music--both here on the island and with his annual music festival in Stephenville. I was getting it from all sides. So, I listened to him closely...

OK, OK... I admit LJT is a good entertainer and his songs (and the numerous Gary P. Nunn songs he covers) are clever and full of catchy hooks. His voice is Jesse Dayton will play the Back Porch smooth, his band is tight and his onstage on October 15th demeanor is professional and VERY well Chuck Pyle rehearsed. His jokes are funny (or were funny the first time I heard them). I suppose people love Chuck Pyle (Boulder, CO) will play familiarity and enjoy the comfort of songs they the Third Coast Studio in Port A on know and can sing along to...and he did play one October 15th.
