Wisconsin Man Sends Police 240 Doughnuts

A man who was kicked out of Camp Randall Stadium during Saturday’s Wisconsin football game let UW-Madison police know he wasn’t happy about what happened — but that there were no hard feelings — by sending them 240 coconut doughnuts on Monday. Why coconut doughnuts? “Nobody likes coconut donuts,” a friend of the man wrote in a post that has been viewed more than 75,000 times on the photo-sharing site Imgur. According to emails between the man and UW police spokesman Marc Lovicott, the anonymous doughnut donor lives in Los Angeles and went to Saturday’s game against Northwestern with a large group of friends in the Camp Randall student section. Tickets for the student section are general admission, but fans are assigned a specific section once they enter the stadium. The man was separated from his friends and wound up with a ticket in section K, on the other side of the student section from his friends in section P. When he tried to enter section P to rejoin his friends, the man wrote, he was “surrounded by multiple officers” who threw him out of the game. The man took issue with how the UW police officers treated him and decided to let the department know about it with 20 dozen coconut doughnuts

STATE Cooler Weather Brings New Challenges to Some Homeowners By Todd Hunter, District 32

In this week’s article, I want to talk about an issue that some households may be facing during the cooler parts of the year. Here in South Texas we face high winds and humidity that can be particularly grueling during the winter months. A program exists that seeks to help those who have a limited income and have challenges with poor insulation in their home. In Texas, the Texas Housing and Community Affairs has a program known as the Weatherization Assistance Program (WAP). This program is administered in Texas along with the United States Department of Health and Human Services Low Income Home Energy Assistance Program and the United States Department of Energy (DOE). This program is designated to assist certain low income customers lower their energy costs by installing weatherization-related materials, along with helpful tips and education to the consumer. The WAP works to help create and establish more households that have efficient homes. Overall, the program is administered through local WAP providers. To give examples of what some eligible activities, please see the below information from the Texas Department of Housing and Community Affairs website: • Energy audit (a review of your home’s energy efficiency, which identifies where air leaks may be occurring, inefficient appliances, etc.)

Tis The Season…. By Brent Chesney, Nueces County Commissioner, District 4 Let me start this column by wishing you and your family a very Merry Christmas and a Happy New Year. I hope your holidays are filled with joy and thanksgiving.

County Hires New Veterans Service Officer Nueces County has a Veterans Service officer. This position is a very important position in our county. This person helps our treasured veterans with issues they face on the home front. For many years Toby Cross held that position. He recently returned home to Tyler, Texas. The Nueces County Commissioners Court unanimously approved the hiring of Martin Longoria to take his place. Martin is a decorated veteran born and raised in Alice, Texas. We had 16 applicants. The Human Resources Department rated those and sent the Commissioners Court 5 outstanding applicants to interview. We are very fortunate to have this position and very fortunate to have Mr. Longoria to fill it. We are pleased that the county can provide you this resource and we hope you will take full advantage of it.

Further, my concern is that once these departments leave the courthouse the remaining space will get taken by other departments and we will never get these departments back and end up with them leasing space for many more than the five years we have signed a lease for. I think the time is now to cut our losses and try to recoup some of the lease money by subleasing the space. I will keep you posted.

Padre Balli Park Update Unfortunately Padre Balli Park is not moving as quickly as I would like. The project went out for bids and the county only received one bid that was in my opinion, high. So we are going back to the drawing board to solicit more and better bids. The entrance is shaping up nicely but there will be a small delay in the second phase. The money is ready to be spent to improve your island.

Port Aransas School District Recieves Funds

London Isd Communications Class Visits The Courthouse I was pleased to host the London High School Communications class at the county courthouse. We had a full discussion on how important communications were to the job I do. The young people from London ISD were energetic and bright and it was great to have them visit the Nueces County Courthouse. RTA Building Lease I have had numerous calls and questions regarding why the county has entered into a lease with the RTA. That is a very good question. I am attempting to propose to the court an alternative. I do not believe we need to lease office space from anyone as we have plenty of space at our courthouse. It has nothing to do with it being the RTA building. I just do not believe we need the space. We can, in my opinion, easily reconfigure our current space and keep the two departments slated to move

I am very pleased to have been a part of helping at risk kids in the Port Aransas school district. Nueces County has some funds set aside for helping at risk kids in Nueces County. I received a call from my friend Beth Owens from Port Aransas asking for help. It is very hard for people in the remote parts of our county to get the kind of services needed. Port Aransas ISD is bringing the counseling services to Port A and I am happy to have been able to help on behalf of all of Nueces County by providing some much need funds to help those young people in Port A get the help they deserve. Kudos to the Port Aransas school district for being so proactive.

Padre Island Social Club is a group of fun loving people that enjoy experiencing the area. We get together for social and cultural events like Sunday Funday at the beach, diner or a night on the town. If you are interested in meeting new people, politics, fashion, all types of musical genres, pop culture, books, theatre, art, movies, museums, wine, beer, food, traveling and more then this is the place for you. I know what “shipping out” meant, but I had to look up “deployment.” Here goes: “Deployment” refers to activities required to move military personnel and materials from a home installation to a specified destination. Yep, that is “shipping out.” But during my research I came across the term “non-deployable.” I never heard of “not shippable out,” so I had to pursue the “non-deployable.” I discovered some almost unbelievable facts! Thanks to Matthew Cox, writer for military.com for many of the facts contained in this article. The U.S. Army’s top enlisted soldier said the number-one readiness problem facing the service is that the active component, the most deployable force, has 50,000 soldiers who can’t deploy. That figure represents the largest number of non-deployable soldiers in all three components of the service. The National Guard has 28,000 non-deployable soldiers and the Reserve component has 25,000 according to Sgt. Maj. of the Army Daniel Dailey’s office. Having 50,000 non-deployable, active soldiers is comparable to three of the Army’s 10 active combat divisions, Dailey told a group of sergeants recently at Fort Leavenworth, Kansas, according to an Army press release. “That’s huge. That’s three out of the 10 divisions,” he said. “If you will not or cannot fight and win, then there’s no place for you in the Army. We have to become unemotional about this. We have a job to do.” Dailey’s comments come at a time when President Barack Obama is under enormous pressure to commit some type of ground force to the Middle East to fight extremists from the Islamic State of Iraq and Syria, or ISIS. Just days after ISIS attacked multiple civilian targets in Paris, Republican Sen. John McCain and GOP presidential candidate Sen. Lindsey Graham made a renewed push for committing thousands of U.S. ground forces to lead a ground war against ISIS forces occupying large portions of Iraq and Syria. At the same time, the active Army is on a path to reduce its size from 490,000 to 450,000 by fiscal 2018. In total, the Army’s active, Guard, and Reserve force has 102,499 soldiers from all ranks that were non-deployable for medical, legal, or other administrative reasons as of mid-August, according to Master Sgt. Michelle Johnson, spokeswoman for Dailey, adding that that number is about 10 percent of the total force, Johnson said. This group of non-deployable soldiers does not include soldiers who are transients between duty stations, trainees or students who make up approximately another 10 percent of the force, Johnson said. Total Army non-deployable numbers have been steadily declining over the past five years. In September 2013, approximately 14 percent of the then-total Army was non-deployable, Johnson said. As a possible solution, Dailey is proposing to Army Chief of Staff Gen. Mark Milley that in the future, there should be a box to check on the soldier’s evaluation form, indicating if that soldier is deployable, according to the Army release. Soldiers with long-term medical profiles would be critically evaluated against their ability to recover and be deployable if called, under his proposal. Dailey said he wants to incentivize deployments by increasing deployment pay and offering more promotion opportunities. Of the 50,000 non-deployable soldiers in the active component, about 44,000 are enlisted, 4,000 are commissioned officers and 1,000 are warrant officers. Medical reasons make up the largest category for non-deployable status, Johnson said. The breakdown for Guard and Reserve components was not available, but on the active side, roughly 37,000 of the 50,000 non-deployable soldiers are unavailable for medical reasons. Medical reasons are broken into three categories. About 27 percent of the 37,000 are in Category 1, which accounts for shortterm medical profiles under 30 days. About 50 percent of the 37,000 fall under Category 2, which accounts for injuries that require more than 30 days of recovery -- such as a soldier that was playing basketball and tore his ACL and needs surgery, Johnson said. “The recovery time is three months. He is not going to be discharged from the Army but requires time to recover and do physical therapy,” Johnson said. And about 23 percent of the 37,000 fall under Category 3, which applies to significant injuries such as a soldier wounded by an improvised explosive device or injured in a car accident, Johnson said. “Even if it’s determined that due to medical, administrative or legal reasons, a soldier can no longer continue their service in uniform, these soldiers will be treated with dignity, respect and professionalism because we see them as soldiers for life,” Johnson said.

6 Tips on Talking to Your Spouse Before Deployment Dotson’s 2nd Note: I wish that in 1950 the following had been available for me when I was notified that I was “shipping out” to Korea. This may be of help if you would like to share it with someone who is being “deployed.” Some things have improved. The type of communication you have with your service member today will serve as the building blocks for the communication you practice while your service member is deployed and when they return.

“I communicate with my spouse before he departs on what we both expect during deployment relating to our children, our home, and our command. While I am not thrilled he has to leave us once again, I never run from a deployment—I prepare myself and our children.” —Navy spouse

Hash Things Out Now This is a good time to sit down together and discuss what each of you expects of—and hopes for—the deployment. A good communication plan will help align expectations and lessen miscommunications during the deployment. “I try to make sure things are in order just as the Army does. I have discussions with my husband about how we both envision the deployment going, and how we plan on communicating and keeping connected.” —Army spouse Discuss how you would like each other to behave while you’re apart. For example, is your service member comfortable with you going out to dance with your friends? If yes, how often? If no, why not? In turn, perhaps you would like your service member to commit to communicating as regularly as possible (and, in what form? Phone calls? Email? Written letters? Facebook messages?). Do you want your service member to call you the moment he is in port or on a break or would you understand if he waited until later? Determine how much your service member wants to know about what’s going on back home. Some service members don’t want to hear about the frustrations of daily life because there is nothing they can do to fix things. Others want to know about the little details they’re missing because it helps them feel close to their loved ones. Either choice is okay but it has to be a choice made together. Decide on the type and frequency of communication your service member would like you to have with his family and friends. Come to an understanding of what an “emergency” is for both of you. Decide now how much you want to know about what is happening to the other while you’re apart, and when it would be essential to inform the other person of an event or incident. Exchange ideas about how you’ll spend (or save) extra money your service member may earn from being deployed to a combat zone. Likewise, who will be responsible for handling the money, doing the taxes, and paying the bills? Nothing is off the table at this point. If there’s something in your relationship that needs to be discussed, now’s the time to talk it out. It’s much easier to address these issues when you’re still together as opposed to trying to detail them out once your service member is away. A sensitive, yet vital, discussion point is the decision you make on how you’d like to be notified in the event of a serious injury or death of your service member. Commands deal with this delicate topic differently, so it is important to discuss with your service member so that you can both be prepared. “Of course I am always afraid of losing my sailor. You have to arm yourself before deployment. Sit down with each other and come up with a plan if the worst happens. Make sure you have everything in line, like power of attorney and wills. Make sure you have a support line of family and friends that would be willing to step in and help if the worst happened. As I remember, a male on active duty with a “Section 8” classification was one who had been wounded in WWII combat, and was not physically able to perform combat duties and therefore not eligible to be shipped to a combat zone. When we were alerted for shipment to Korea in 1950, my outfit of 319 soldiers had one, a Tech Sergeant (E6), who was a “Section 8.” For three years in the outfit, he had not participated in any combat training; we all knew that he would not be “shipped out,” should we go into combat. He laughed and waved goodbye to us as we headed to Korea. Do you think we should allow any “non-deployable” to be on active military duty? I don’t. If the DOD (Department of Defense) needs them…employ them as civilians. As far as I am concerned all on active duty should be combat qualified and ready. That other 10% should be immediately discharged or reclassified as something besides “active duty.” It’s great to hear that you read, and even sometimes enjoy these articles; thank you for your comments. 26 Texans nominated for GRAMMY’S… From the Texas Music Office of the Governor: “The Recording Academy announced nominations for the 58th Annual GRAMMY Awards, reflecting a diverse blend of talented music makers as determined by The Academy’s voting membership. 26 Texas artists were nominated for 27 different awards.” “This year’s GRAMMY Awards process registered more than 21,000 submissions over a 12-month eligibility period (Oct. 1, 2014 – Sept. 30, 2015). GRAMMY ballots for the final round of voting will be mailed on Dec. 16 to The Recording Academy’s voting members. Ballots are due back to the accounting firm Deloitte by Jan. 15, 2016, when they will be tabulated and the results kept secret until the 58th GRAMMY Awards telecast. The 58th Annual GRAMMY Awards will be held Feb. 15, 2016, at Staples Center in Los Angeles.” I want to especially congratulate Hayes Carll for his nomination in penning his song, ’Chances” which was covered by Lee Ann Womack. Bubba, Melissa and James… It was a very “country music” weekend on the island last week. For starters Bubba Westly played Shorty’s with only a lap steel player on hand for accompaniment. Usually we see Bubba with a full band, including fiddle. But it’s winter and budgets get compromised. When the crowds start to swell again, I’m sure we’ll see the full Bubba entourage. Also on Friday, Melissa Brooke took that long ride from Ft. Worth to play her hometown for the first time in quite a while. Melissa tells me that she plans to move back to Port A in the near future. I enjoyed her show and have missed her talent around here. I hope there’s enough going on to hold her attention this time around. weekend with a two night engagement at the Third Coast Theater in Port A. In case you’ve been hiding under a rock for the past 40 years, RWH is a real deal Texas troubadour that writes groovy songs and books (and Facebook posts) and travels the world, entertaining his massive cult following. His wit displays in a free form stream of rambling sarcastic humor and sacrament to all things cool and vintage (especially guitars, tube amps and Lightnin’ Hopkins). His big hit, “Up Against the Wall Redneck Mother” is an institution in itself and one of the founding blocks of Cosmic Cowboy origin. He has since followed up on the charts with the honky tonk anthems Snake Oil and Screw You, We’re From Texas. Ray Wylie sits comfortably at the top with Willie, Billy Joe and Gary P… an elder statesman and respected shaman among us mortals. He’s got a new record and a new book out (as he usually always does). He’s a very prolific artist and as far as I can see, is damn well making the best of his time on this green earth. Personally, I think he hung the moon. Ray Wylie for two nights at one of the best listening rooms anywhere… that’s a no-brainer.

first time and got a huge welcome from the crowd and Giggity’s staff. James is basically a perfect example of a San Antonio bar band (even though he’s from Corpus). I worked the honky tonks in SA for many years and know this tried and true format…. Lot’s of 80’s Top 40 Nashville hits (George Strait, Garth Brooks, etc… two steppin’ stuff) and when they hit the rock part of the set, it’s Tom Petty, Rolling Stones and Black Crowes. Throw in a few originals and you got yourself a winning design for a successful bar band. I can now see how they came in first in that “Battle of the Bands” deal that Brewster Street had a while back. I think Beau Walker was in that competition too. I would imagine that Mr. Little has won himself a place on the Giggity’s regular rotation. He’s definitely a crowd pleaser.
