According to city staff Tuesday there is $6.7 million remaining in bond money available for the project with another $3.5 million needed which the Corpus Christi City Council will have to consider. Engineers said the design of the bridge, three separate spans covering a 120-opening for water and pedestrian traffic, is unique to the area; in fact they said “there has never been a bridge like this built in this area.” The canal to the bridge is in place on the west side of the roadway but has not been bulkheaded; Developer Paul Schexnailder whose company owns the land on the east side of the roadway says he expects to begin digging canals there in the next few months. His permit with the U.S. Army Corps of Engineers requires him to have the canal complete within one year of the permit’s approval, which was granted in October.

Seawall maintenance City officials told the ISAC members Tuesday that city officials have now determined that the Michael J. Ellis Seawall is included in the Municipal Management District which was formed earlier this year to include the bulkheads in the Island canal system. The MMD, which is a public entity, can issue government bonds to repair the bulkheads in case of storm damage which the Padre Isles Property Owners Association as a private corporation cannot.

Aquarius/SPID Traffic light City Engineers also told the ISAC this week that plans to redesign the intersection of SPID and Aquarius and install a traffic light have hit a snag due to lack of interest from contractors. A first round of bidding produced no bids, and now the city is talking to one company which they said may be interested in doing the work. The engineers said while some contractors have expressed an interest in installing the light so far none are interested in re-constructing the intersection. They said initial bids came in “over $1 million” while the budget for the project is $600,000. They said plans call for the project to go back out to bids in January and for the project to be bid in two parts; one for the intersection and one for the light. The push for the light originated with a plan by a San Antonio developer to build a 104 room hotel and retail space on the east side of the intersection. The developer agreed to pay $420,000 of the cost for the project as well as to install warning devices on the JFK Causeway to notify drivers that there is a traffic light ahead.

While the seawall must remain open to the public as part of an agreement when the seawall was rebuilt after it was destroyed by Hurricane Allen in 1980, but if damaged the private property owners would have to pay to rebuild it; unless bonds or other funding could be found through the MMD. The city in the past year has refused to remove drifting sand which has built up on the seawall’s pedestrian path citing rules which prohibit the city from doing work on private property. However, ISAC members pointed out Tuesday that the city currently cleans about five miles of beaches above the mean high tide line, land which is open to the public but privately owned by the adjacent property owners. Private owners along the 4300 feet of the seawall have been cleaning sand off the steps at their own expense, and city officials said Tuesday the city will begin cleaning the seawall in front of the city-owned parking lot. The owners now say since the seawall has been determined to be inside the MMD they will apply for a $2 million grant to clean and maintain it. They said there are currently about 8000 cubic yards of sand on the seawall. ISAC members voted Tuesday to instruct city officials to push for a Memorandum of Understanding with the private property owners for a plan to jointly clean the seawall and institute a maintenance program to repair it in areas where the concrete is peeling due to rusted rebar.

The first of the new containers are already in place on the beach south of Whitecap and Parks and Recreation Director Jay Ellington said all the news containers should be in place by Spring Break 2016.

During Holiday Season Check Unclaimed Property

Texas is currently holding about $4 billion in cash and other valuables waiting for their rightful owners to claim. The Texas Comptroller estimates that one in four residents of the State of Texas have unclaimed property. Examples of unclaimed property include dividend, payroll or cashier’s checks; stocks, bonds and mutual fund accounts; utility deposits and other refunds; insurance proceeds; mineral interest or royalty payments; dormant bank accounts; and abandoned safe deposit box contents. The Texas Comptroller’s office receives unclaimed property as required by law from financial institutions, businesses, and government entities that are holding personal property which is considered abandoned or unclaimed. The unclaimed or abandoned property is turned over to the Comptroller’s office when the property owners’ whereabouts are unknown and the property has been inactive on the books of the reporting company after the necessary abandonment period has expired. It is important to know that the Comptroller’s office acts only as a custodian of the unclaimed property, and holds the property in a trust until such time as it can be claimed. Texas does not take legal ownership of the unclaimed property, so there is no time limit for filing a claim. Over the past several years, the Texas Comptroller has travelled around the state to bring public attention to the billions in unclaimed property being held by the State of Texas. In 2015 the Comptroller’s office returned over $249 million in unclaimed property. This is important because since the unclaimed property program began, the Comptroller’s office returned over $1 billion worth of unclaimed property. The average individual claim that is paid out is around $1,000 and the single largest claim was made in 1996 at $4.3 million. In order to make the process of claiming your property easier, the Comptroller’s office

has outlined a number of recent features on their website to help enable the process. The Comptroller regularly is updated with new property that has been received by their office. To find out if you are one of these Texas residents with unclaimed property, I strongly recommend that you check the unclaimed property list by visiting Texas Unclaimed Property at https://mycpa.cpa.state.tx.us/up/ Search.jsp or by calling 1-800-654-FIND (3463). Doug Seefeldt, Chairman of the La Posada Committee, very pleased with the turnout and the generosity of Islanders, stated, “I really enjoyed the Marine Color Guard beginning our festivities and leading us in the pledge.”

The La Posada Foundation, focusing its efforts on helping children, has enjoyed being one of the largest state-wide contributors to the Toys for Tots program. Colorful La Posada Lighted Boat Parades (this year on December 11th and 12th) fueled by the kindness of Islanders, have collected impressive amounts of toys. Last year over 5,400 toys were collected by the La Posada Foundations and turned over to the United States Marines. If you missed the La Posada Kick-Off Party, then you can still donate toys during the Lighted Boat Parades.

Sylvia Larick commented, “My favorite part was watching the Marines smile and laugh as they enjoyed our hilarious auctioneer. Their smiles made me smile.” La Posada Foundation Member Ann Marie Colosi commented, “I thought the attendees were amazingly generous with their bidding. They obviously care about children of South Texas as much as the Marines and we do.” Nick Colosi claimed, “All of the hours and work are worth it when a Marine accepts a toy and you know that you helped him make a child’s Christmas brighter.”

Padre Island Social Club is a group of fun loving people that enjoy experiencing the area. We get together for social and cultural events like Sunday Funday at the beach, diner or a night on the town. How U.S. Economic Warfare Provoked Japan’s Attack on Pearl Harbor

Special to the Island Moon Dotson’s Note: Monday December7 is the 74th anniversary of the “The day that will in live in infamy.” Each year as the infamous day approaches, I have mixed emotions regarding the events that occurred on that tragic Sunday. I will never forget what I was doing on that Sunday afternoon in 1941. Perhaps some time in the future I will write my personal involvement in the aftermath. As I was doing research for my weekly Senior Moments article, I was distracted by the many opinions about international events that possibly triggered the Pearl Harbor attack. What do you think of the following theory? My thanks to Robert Higgs for many of the facts and opinions contained in this article.

Ask a typical American how the United States got into World War II, and he will almost certainly tell you that the Japanese attacked Pearl Harbor and the Americans fought back. Ask him why the Japanese attacked Pearl Harbor, and he will probably need some time to gather his thoughts. He might say that the Japanese were aggressive militarists who wanted to take over the world, or at least the Asia-Pacific part of it. Ask him what the United States did to provoke the Japanese, and he will probably say that the Americans did nothing: we were just minding our own business when the crazy Japanese, completely without justification, mounted a sneak attack on us, catching us totally by surprise in Hawaii on December 7, 1941. You can’t blame him much. For more than 70 years such beliefs have constituted the generally accepted view among Americans, the one taught in schools and depicted in movies—what “every schoolboy knows.” Unfortunately, this orthodox view is an issue of misconceptions. Don’t bother to ask the typical American what U.S. economic warfare had to do with provoking the Japanese to mount their attack, because he won’t know. Indeed, he will have no idea what you are talking about.

commenced in 1939, this U.S. assistance grew ever greater and included such measures as the so-called destroyer deal and the deceptively named Lend-Lease program. In anticipation of U.S. entry into the war, British and U.S. military staffs secretly formulated plans for joint operations. U.S. forces sought to create a war-justifying incident by cooperating with the British navy in attacks on German U-boats in the north Atlantic, but Hitler refused to take the bait, thus denying Roosevelt the pretext he craved for making the United States a fullfledged, declared belligerent—an end that the great majority of Americans opposed. *An ideological element of Nazism, which advocated Germany’s territorial expansion into Eastern Europe, justified by the need for agricultural land in order to maintain the townand-country balance upon which depended the moral health of the German people. In June 1940, Henry L. Stimson, who had been Secretary of War under Taft and Secretary of State under Hoover, became secretary of war again. Stimson was a lion of the Anglophile, northeastern upper crust and no friend of the Japanese. In support of the so-called Open Door Policy for China, Stimson favored the use of economic sanctions to obstruct Japan’s advance in Asia. Treasury Secretary Henry Morgenthau and Interior Secretary Harold Ickes vigorously endorsed this policy. Roosevelt hoped that such sanctions would goad the Japanese into making a rash mistake by launching a war against the United States, which would bring in Germany because Japan and Germany were allied. Accordingly, the Roosevelt administration, while curtly dismissing Japanese diplomatic overtures to harmonize relations, imposed a series of increasingly stringent economic sanctions on Japan. In 1939 the United States terminated the 1911 commercial treaty with Japan. “On July 2, 1940, Roosevelt signed the Export Control Act, authorizing the President to license or prohibit the export of essential defense materials.” Under this authority, “ on July 31, exports of aviation motor fuels and lubricants and No. 1 heavy melting iron and steel scrap were restricted.” Next, in a move aimed at Japan, Roosevelt slapped an embargo, effective October 16, “on all exports of scrap iron and steel to destinations other than Britain and the nations of the Western Hemisphere.” Finally, on July 26, 1941, Roosevelt “froze Japanese assets in the United States, thus bringing commercial relations between the nations to an effective end. One week later Roosevelt embargoed the export of such grades of oil as still were in commercial flow to Japan.” The British and the Dutch followed suit, embargoing exports to Japan from their colonies in Southeast Asia.

In the late nineteenth century, Japan’s economy began to grow and to industrialize rapidly. Because Japan has few natural resources, many of the burgeoning industries had to rely on imported raw materials, such as coal, iron ore or steel scrap, tin, copper, bauxite, rubber, and petroleum. Without access to such imports, many of which came from the United States or from European colonies in southeast Asia, Japan’s industrial economy would have ground to a halt. By engaging in international trade, however, the Japanese had built a moderately advanced industrial economy by 1941. At the same time, they also built a militaryindustrial complex to support an increasingly powerful army and navy. These armed forces allowed Japan to project its power into various places in the Pacific and east Asia, including Korea and northern China, much as the United States used its growing industrial might to equip armed forces that projected U.S. power into the Caribbean and Latin America, and even as far away as the Philippine Islands.

When Franklin D. Roosevelt became president in 1933, the U.S. government fell under the control of a man who disliked the Japanese and harbored a romantic affection for the Chinese because, some writers have speculated, Roosevelt’s ancestors had made money in the China trade. Roosevelt also disliked the Germans (and of course Adolf Hitler), and he tended to favor the British in his personal relations and in world affairs. He did not pay much attention to foreign policy, however, until his New Deal began to peter out in 1937. Afterward, he relied heavily on foreign policy to fulfill his political ambitions, including his desire for reelection to an unprecedented third term.

Roosevelt and his subordinates knew they were putting Japan in an untenable position and that the Japanese government might well try to escape the stranglehold by going to war. Having broken the Japanese diplomatic code, the Americans knew, among many other things, what Foreign Minister Teijiro Toyoda had communicated to Ambassador Kichisaburo Nomura on July 31: “Commercial and economic relations between Japan and third countries, led by England and the United States, are gradually becoming so horribly strained that we cannot endure it much longer. Consequently, our Empire, to save its very life, must take measures to secure the raw materials of the South Seas.” Because American cryptographers had also broken the Japanese naval code, the leaders in Washington knew as well that Japan’s “measures” would include an attack on Pearl Harbor. Yet they withheld this critical information from the commanders in Hawaii, who might have headed off the attack or prepared themselves to defend against it. That Roosevelt and his chieftains did not ring the alarm makes perfect sense: after all, the impending attack constituted precisely what they had been seeking for a long time. As Stimson confided to his diary after a meeting of the war cabinet on November 25, “The question was how we should maneuver them [the Japanese] into firing the first shot without allowing too much danger to ourselves.” After the attack, Stimson confessed that “my first feeling was of relief that a crisis had come in a way which would unite all our people.” Dotson’s Other Note: It’s great to hear that you read, and even sometimes enjoy these articles; thank you for your comments. I’ve been known to weep openly in Woody’s parking lot. I tried to spend as much time as I could at the Porch last weekend but the weather sucked and they closed early every night except Saturday when Mark Monaco (San Antonio, TX) played. This is probably the fourth or fifth time I’ve seen this band and I’ve about decided they are a pretty decent bar band. I love their fiddle player and their drummer (who plays on an abbreviated drum kit). Their material is all high energy, Marshall Tucker, Charlie Daniels type stuff. They are all acoustic and have excellent vocals and harmonies. I can see these guys working into a “heavy hitter’s” role next season.

Kandice Turicchi had the honors of doing the artwork at this year’s Turkey Bowl J.T. Coldfire dead at 35. It is my dubious task to report to you that J.T. Coldfire (Uvalle) died last week at the tender age of 35. I’m beginning to feel like the grim reaper’s personal announcer. Death be knockin’ way too often this year. J.T. was a real deal bluesman. He played hard and took no prisoners. I’m sure Stevie and Albert Collins, Albert King and Freddy. Muddy and Lightnin’ too, are all playing the blues right now, welcoming J.T. into the lair. And I know Clifford is there with ‘em. Heaven’s going have to make some more room for J.T. Though he lived in Austin, his roots are from Corpus and there are many an exciting story around these parts about the young, handsome Coldfire dressed in black leather, walking the bar tops with his Strat behind his head. He was a born showman. The last couple of times he played Giggity’s this year, It was obvious that something was wrong. He was having problems getting to the gigs and didn’t look so good. Something was off from the way he usually commanded the room. When J.T. Coldfire played, all eyes were on him and he worked a room like the boss that he was. He had many, many friends in the coastal area and will be missed. His rosary & viewing is this Thursday night at 7pm at the Guardian Funeral Home of Corpus Christi. The funeral services will be on Friday morning at10am at Most Precious Blood Catholic Church. R.I.P. my friend.

On Sunday, the Porch’s official last day open until March, was this year’s widely acclaimed 9th Annual Turkey Bowl. I got there early, just in time to watch Kandice Turicchi put the finishing touches on the artwork on the runway in front of the bowling pins. The manager, Burke Dawson and owner, Glenn Martin were on hand to pose for a few photos and sign autographs. By the time the event was ready to go, waitress Tracy Shores had signed up over 80 contestants. As always, Mayor Keith McMullen took on the MC duties and kept the tournament moving, which at times was like herding cats. The second round whittled down to 30 something contestants, of which three were Moon Monkeys: me, Jan Rankin and Miles Merwin. I made it to round three and Miles made it to round 4, but no cigar for us this year. A gentleman named David Downing from Corpus took home the trophy this year. BTW, thanks to the powers that be for better preparing the frozen turkeys this year. Can’t say enough good about duct tape. It was nice not having to look at giblets on the runway. All and all it was a smashing success. Nobody got hurt. Nobody

The James Little Band will play Giggity’s on Saturday It’s going to be a country music weekend on the island, so break out your boots and get ready for some scootin’. On Friday Red Dirt artist Bubba Westly (Boling, TX) will play a solo show at Shorty’s and ex-pat Melissa Brooke will play Giggity’s. You might remember Melissa as the fresh faced young country singer from Port Aransas that had started turning some heads around here. She relocated to Ft. Worth about a year ago and we haven’t seen much of her. This homecoming should be a barn burner. Also on Friday, our favorite basketball coach, Jim Dugan, will play the Gaff. On Saturday, the real deal country artist, James Little (Corpus Christi, TX) will play Giggity’s, local island fave, Ruben Limas will play Shorty’s and Russell “The Love Muscle” Edge will play the Gaff. Next week watch for shows by Ray Wylie Hubbard, The Independent Thieves, Picklefish, Todd Dorn, Buddy Trevino, Matt Hole and Aloha Dave. Mark Monaco & Strayheart… It is also my dubious task to report that my beloved Back Porch is officially closed until next March. I know it’s only three months, but I always go through a little adjusting period where I wander the streets lost and confused.

Tonight, Thursday the 3rd, Texas music ambassador, Robert Earl Keen (Bandera, TX) will bring his annual Christmas show to Brewster Street. In years past this meant the music and attire took on a distinct Christmas theme with the band dressing as such characters as Charles Dickens, Tiny Tim, The Three Kings and Bing Crosby. The opening act has been Terri Hendrix and Lloyd Maines in ugly Christmas sweaters and the REK band playing instrumental carols. This year Robert Earl is going bluegrass with no Christmas props. He has recently released a new bluegrass record entitled Happy Prisoner: The Bluegrass Sessions. This is Keen’s 19th album. According to his press release, “In 2012, Robert Earl Keen was inducted into the Texas Heritage Songwriters Hall of Fame and has written songs for music superstars including George Strait and Nanci Griffith. In 2015, he was the first recipient of BMI’s official Troubadour Award, which honors songwriters who have written music full of passion and untamed creativity
