ight Combat Aircraft (LCA) Tejas, the country’s first indigenously designed, developed, and produced fighter jet achieved the Initial Operational Clearance (IOC) on 10 January 2011, when the Hon’ble Raksha Mantri, Shri AK Antony handed over a formal ‘Release to Service Certificate’ of Tejas aircraft to the Chief of Air Staff, Air Chief Marshal, PV Naik. Congratulating the Tejas team for their dedication and hard work, he stated that ‘a state-of-the-art indigenous combat aircraft would go a long way in enhancing national security and the Pride of the Nation towards building our own combat aircraft capability’. Speaking on the occasion, Dr VK Saraswat, SA to RM, DG DRDO, and Secretary, Defence R&D, who is also the Director General, ADA, stated, ‘It is a red letter day in the history of Aeronautics in the country’. The ‘Release to Service Certificate’ prepared by the Regional Centre for Military Airworthiness (Aircraft), an organisation under Centre for Military Airworthiness and Certification (CEMILAC), after thoroughly scrutinising the entire design, development, testing, and the results of flight tests of all the systems of Tejas over the last several months was handed over in a grand ceremony. Technology levels in these areas have been taken up to fourth generation in the country. The programme has also nurtured a large human capital of aeronautical engineers during the last two decades. This evolution of ecosystems in Aeronautics has made the country ready to take up future military and civil
aviation challenges. Military aviation programmes like the advanced medium combat aircraft, unmanned combat air vehicles, fifth generation fighter aircraft, military transport aircraft, etc, are already visible on the horizon. It is also a day to celebrate the achievements of the Indian Aeronautical Community in terms of self-reliance and mastering the four plus generation technologies of military aviation.
National Metallurgist Day Award – Metallurgist of the Year 2010 Dr N Eswara Prasad, Sc ‘G’ and Regional Director for RCMA (Materials), Hyderabad, of CEMILAC has been elected as the Metallurgist of the Year 2010 by the Indian Institute of Metals (IIM) and Ministry of Steel for his outstanding contributions towards the research, development, and production support through airworthiness certification of several nonferrous aeronautical metals and materials for Defence Applications in India. This prestigious recognition by IIM was bestowed on Dr Prasad by Shri Virbhadra Singh, Minister for Steel, Government of India, on 14 November 2010 at the National Metallurgist Day Celebrations of IIM, conducted at the Indian Institute of Science, Bengaluru. Advances in Aeronautical Materials and Technologies – 2010 In its pursuit of promoting interactions with academic institutions and industries, CEMILAC conducted a five-day International Winter School on Advanced Aeronautical Materials and Technologies (AAMT-2010) during 15-19 December 2010, at Taramati Baradari Heritage Complex, Hyderabad, India. The School provided a platform for 500-strong young students, practising engineers, scientists, and academicians to get an exposure to the recent advances in the areas of aeronautical materials and technologies. The programme consisted of one keynote, 15 plenary, 14 invited, and 2 memorial lectures, and all lectures were delivered by renowned experts from USA, Russia, France, Japan, Australia, Korea, and India. Several discussions and meetings were conducted in the areas of aeronautical systems, conventional aero-materials (aluminum alloys, magnesium alloys, steels, titanium, and superalloys), emerging aero-materials (advanced composites,

SA to RM honoured at Indian Science Congress-2011 Dr VK Saraswat, SA to RM was honoured with the Vikram Sarabhai Memorial Award at the 98th Indian Science Congress (ISC) - 2011 on 03 January 2011. The ISC Awards were given away by the Hon’ble Prime Minister of India, Dr Manmohan Singh to 27 leading scientists from across the world including two Nobel Laureates, during the inaugural ceremony. Lakshya-2 Trials Successful
The digital version of the pilotless target aircraft (PTA) Lakshya-2 was successfully flight-tested on 20 December 2010. Lakshya-2 was developed with the necessary hardware and software to meet the user requirements of very low altitude flight (15-25 metre above sea level) capability. Lakshya-2 flew for 32 min duration, controlled by Ground Control Station and proved over a range of 10 km at very low altitude. The flight was stable and well-controlled during the flight tests. A mobile launcher, to launch PTA from anywhere and GPS to locate for recovery, were also used successfully. The aircraft also demonstrated its manoeuvering capability simultaneously simulating manoeuvering attacking aircraft. The aircraft has been designed in such a way that two Lakshya targets can be flown and controlled by a Common Ground Control Station.

The programme began with lighting of the lamp by Swami Ramdev; Shri AK Maini, OS and Director, LASTEC, welcomed the invities and other dignitaries, while Dr W Selvamurthy, DS and CC R&D (LS), delivered the presidential address and also introduced Swami Ramdev. Swami Ramdev explained the usefulness of yoga and demonstrated some of the pranayams and aasans. He also appreciated the efforts being made by DRDO scientists in self-reliance of defence technologies. About 800 participants including Chief Controllers, Directors of DRDO HQrs and Labs of Delhi, and officers and staff from various Delhi-based labs participated actively. Scientists of Defence Research D e v e l o p m e n t Establishment (DRDE), Gwalior, installed six temperature-controlled bio-digesters with four toilet and shelter facilities at Solar Colony, Charglasar, Leh, where several villages were washed away in the recent natural disaster. These bio-digesters are under community toilets that are being used by about 135 families residing in quarters built by the Government of India. Kumari Shelja, Minister of Housing and Urban Poverty Alleviation and Tourism, visited the site. Dr Mukesh Agarwal, Sc ‘D’, DRDE, Gwalior, demonstrated the functioning of the bio-digesters to the Honourable Minister and the Local Administration.

Manpower Development Activities Training Courses ASL, Hyderabad A five-day course on ‘Information Management in R&D’ was organised by Advanced Systems Laboratory (ASL) during 29 November to 03 December 2010. Smt G Rohini Devi, OS and Associate Director, ASL, inaugurated the course. About 25 participants from DRDO labs/estts including ASL attended the course. Experienced guest faculty along with internal faculty from DRDO, ISRO, CSIR, and University of Hyderabad, delivered lectures. Dr AL Moorthy, Director, DESIDOC, presided over the valedictory function. CEMILAC, Bengaluru The Bangalore Chapter of Society for Failure Analysis (SFA) conducted a one-day workshop on ‘Failure Analysis of Aerospace Engineering
Components’ on 21 December 2010, at CEMILAC. The workshop mainly dealt with the fundamentals of fracture, fracture mechanisms, failure analysis, and prevention of failures. Eminent personalities from HAL, CPRI, and NAL delivered the lectures. More than 100 delegates from DRDO, HAL, ADA, SAFRAN India, and private industries attended the workshop.
RCMA, Nasik A five-day course on ‘Aircraft System and Store Integration’, was organised by Regional Centre for Military Airworthiness (RCMA). The Course was inaugurated by Chief Guest Shri PK Khanwalkar, GM (AURDC), HAL(ND). About 19 scientists belonging to aero-cluster labs such as ADE, ARDE, CABS, CEMILAC, DARE, DRDL, and RCMA; and officers from Naval Aircraft Yard, Base Repair Depot, IAF, DGAQA(N) and HAL(ND) attended the course. PERSONNEL NEWS Appointments Shri M Aravindakshan, Sc ‘G’ has assumed the charge of Scientific Advisor to the Chief of Naval Staff wef 10 January 2011. He obtained BSc (Mech. Engg) from National Institute of Technology, Calicut and MTech (Marine Technology) from IIT, Kharagpur. Shri Aravindakshan joined Naval Science and Technological Laboratory (NSTL) in 1977. He worked in the areas of mechanical engineering and hydrodynamics of various torpedos. He developed an Exercise Head with a balloon recovery mechanism for Torpedo ATIME (Ex USSR). He moved to Naval Physical and Oceanographic Laboratory (NPOL), Kochi, in 1996 and headed the Product Design and Drawing Division. He was a team member in the development of airborne winch of MIHIR. He designed the cable drift sensor mechanism of MIHIR, which provides vital input to the AFCS of helicopter. He has been assigned the most challenging job of developing a dunking Sonar with an openable transducer array for LFDS. Later, he took higher assignments of steering the entire engineering of Low Frequency Dunking Sonar, its safety-of-flight tests, and final installation on ALH at Bengaluru. The system is currently undergoing technical trials at INS Garuda. His awards and recognitions include: NPOL Award for conduct of Successful Sea Trials of Airborne Sonar 2007; NPOL Award for Design and Display of Naval Tableau; Laboratory Scientist of the Year 2010. He has published papers in national and international journals. He is a member of the Institution of Engineers (India).

Since then, he has contributed to the major R&D activities of the lab. He was a key member of the design team of project Sarvatra, a Multi-span Mechanical Military Bridging System. As Project Director for the BrahMos Launchers and Ground Systems, he was instrumental in development of Weapon Complex elements for BrahMos. For the first time, a Single vehicle weapon system for BrahMos, the Mobile Autonomous Launcher was developed, and inducted into Services. His efforts have resulted in design and development of inclined deck-mounted launchers and vertical launchers for naval warships. Dr Guruprasad is an expert in computer-aided engineering, simulation-based design, and product life cycle management systems. He has a number of patents related to Sarvatra Project and has filed more than 18 patents related to BrahMos Launchers and Ground Systems. Now, as Director of R&DE(E), he is leading several important development projects in combat engineering, weapon launch systems, advanced composite products, NBC protection systems, and robotic systems.

As part of ADE Foundation Day Celebrations, ADE conducted DRTC Technical Colloquium Contest – 2010 from 13 to 15 December 2010. This event was to encourage the DRTC personnel to bring out their talent and speak on the topic of their interest. Two topics were chosen by an evaluation panel: (1) Lightning Tests on Fighter Aircraft and its Sub-systems, by Shri Subramanya GA, TO-C, FCCD (2) Innovative Methods Adapted in the Development of Aluminium Alloy Castings for UAV, by Shri Sathnarayana PV, TO-D, NIRBHAY. ADE also conducted DRDS S & T Contest – 2010 as a part of ADE Foundation Day Celebrations from 27 to 29 December 2010. This event was to encourage the DRDS scientists to bring out their talent and propose a project that will be useful for ADE and the country. There were 24 contestants who confidently proposed the projects exposing their in-depth knowledge. SPORTS DRDO North Zone Chess Tournament The chess tournament w a s organised by DESIDOC from 29 November to 03 December Dr AL Moorthy giving away the trophy to the winner 2010. 27 players from 8 DRDO labs participated in the tournament. Shri Ashok Kumar, Addl. Director, inaugurated the event. Dr AL Moorthy, Director, DESIDOC felicitated the winners with medals and certificates. Volleyball teams from SSPL; INMAS; ISSA, Winner DMSRDE, Kanpur team with the trophy Delhi; SASE; TBRL, Chandigarh; DEAL, Dehradun; and DMSRDE participated in the tournament. DMSRDE, Kanpur team was the winner, while DEAL team was the runner-up. Dr KU Bhasker Rao, former Director, DMSRDE and Dr AK Saxena, present Director, DMSRDE graced the inaugural function. Dr Sarfaraj Alam, Additional Director, DMSRDE, gave away trophies and medals.
DRDO Central Zone Shuttle Badminton Tournament NSTL team participated in this tournament 2010 held at RCI, Hyderabad, during 29 November to 01
December 2010 and won the following medals. ( i ) Te a m Champions h i p : Dr Bhujanga Rao along with the winners at the Badminton Tournament. Winners Trophy and Gold Medals (ii) Men’s Singles (iii) Men’s Doubles and (iv) Veteran Singles (v) Veteran Doubles. Dr V Bhujanga Rao, DS and Director, NSTL congratulated all the winners.

Lalitha Bhujanga Rao giving away the Champion trophy. from various DRDO Labs - DRDL, DMRL, DLRL, ASL, and NSTL participated. NSTL team was the winner. Dr V Bhujanga Rao, DS and Director, NSTL inaugurated the tournament and Shri SV Rangarajan, OS was the Chief Guest for the valedictory function. Smt. Lalitha Bhujanga Rao gave away the prizes to the winners.
DRDO West Zone Chess Tournament The tournament was held at NMRL during 22–23 November 2010. About 25 participants from the west zone DRDO labs namely NMRL, ARDE, R&DE(E), HEMRL, and VRDE participated. The tournament was inaugurated by Dr BC Chakraborty, Addl Director, NMRL. ARDE won the championship and R&DE(E) was the runner-up in the team event. In individual events, (Gents Category) Shri RK Patel, Sr Admin. Asst., VRDE, won the gold medal and Shri DS Gautam, Sc`C’, NMRL, won the silver medal; (Ladies Category) Ms Renu Gill, TO`A’, HEMRL, won the gold medal.
