From our Editor Just a month ago I would not have envisaged that today the majority of Australians would be working from home, our children would be schooled via online classes, people would be panic buying toilet paper and cleaning products, our major events would be cancelled, over 1.2 million people worldwide would have contracted COVID-19 and 65,000+ would have lost their lives to this dreaded virus. What a challenging time we are living in! The government tells us to stay at home unless it's absolutely necessary to go out. The taxi ranks are empty, no-one is on the streets, no-one is travelling to that conference, work function, expo or nightclub. For the taxi, hire car, limo and rideshare drivers this has to be their worst nightmare. For those drivers who are independent and are not connected to a major Booking Service Provider (BSP), Network or Depot - there is
6
no fares for them, as there is no rank and hail work. Everyone coming into our airports must go into isolation for 14 days - so there is no need for taxis, hire cars or rideshare vehicles at the airports. If drivers want any work, they need to belong to a major BSP, Network or Depot. There are hardly any passengers to ferry around, and if they do want to continue working they will need to be connected to a call centre so as to get dispatched work. We are facing an enemy we cannot see! We cannot see the germ coming towards us. We cannot smell it. We cannot feel it until such time as it has taken hold of our respiratory system. But we can employ preventative measures by maintaining a hygienic routine. Washing our hands with soap for at least 20 seconds, staying at least 1.5 metres away from another person, not meeting up in groups,

sneezing into a tissue or our elbow, and disinfecting our work and home environments. Come to think of it, a future of self-driving cars is not such an outlandish thought. It would surely be an effective way to travel and protect ourselves from fast-spreading, infectious viruses. This issue of DRIVE A2B has a big concentration on articles relating to COVID-19. There are articles on what you can do to keep safe, what assistance various government departments are offering taxi, hire car, limousine and rideshare drivers and operators, and who to contact if you need help. Even though you may be locked at home, locked in your car, away from your loved ones now more than ever before, it does not mean you are alone during this crisis. A huge thank you to all taxi, hire car, limo and rideshare drivers who are still out there on the road, making a difference to those who need public transport - those who need something collected, such as prescriptions and groceries, transporting people to necessary ongoing medical appointments and even taking some to work. Hygiene Training
A hygiene training course for taxi and personalised transport drivers was launched on 30 March to ensure drivers understand and use hygiene best practises during the COVID-19 crisis. Transport Alliance Australia and driver professional development provider, DRVR Training, have partnered to ensure drivers and operators are up to speed on cleaning and sanitising requirements and standards needed to keep drivers and passengers safe. Transport Alliance Australia National President AndrĂŠ Baruch said, "Taxis and other personalised transport operators are essential services and many vulnerable people in our communities already rely on them for day-to-day access to shops and

medical appointments". "It's vital that we keep taxis and personalised transport options on the roads to give these groups access to essential services." DRVR Training Director Jacqui Shephard said there was a lot of uncertainty and anxiety surrounding the industry in the midst of this COVID-19 pandemic. "This is crucial training for drivers which is why we are offering it for FREE to all drivers," she said. The course gives drivers an understanding of the virus and why proper hygiene is important, practical instructions for sanitising vehicles, and guidance for communication with passengers and dealing with

Mr Baruch said as travel restrictions change over coming weeks many people would find travelling to the supermarket or regular medical appointments increasingly difficult. Navigating the NSW Taxi Industry through the COVID-19 Outbreak The NSW Taxi Industry has been significantly impacted by the COVID-19 outbreak in NSW. There has been a tremendous loss in demand for taxis, as the Federal Government brought in various restrictions on social gatherings and movement of people to prevent the spread of the virus. This further led to the closure of pubs, clubs, venues, as well as the restrictions on Sydney Airport, which led to an historic fall in demand for taxis in NSW. Whilst the industry has been impacted from the loss of demand, taxis are an essential service, particularly during the COVID-19 situation. Taxis are a safer mode of transport and have also adopted a robust cleaning and sanitisation process for all vehicles. The NSW Taxi Council worked with the Chief Medical Officer at Transport for NSW, as well as the Point to Point Transport Commissioner, to produce a taxi specific cleaning video for drivers and operators. The aim of the video was to also instil confidence with members of the public that taxis are a safer mode of transport, particularly during the COVID-19 outbreak, as taxis offer a more controlled environment versus other modes of transport.

Furthermore, the NSW Taxi Industry welcomes the Federal Government Stimulus Assistance packages announced recently. The NSW Taxi Council has prepared material including videos and fact sheets from the Federal Government - to assist with understanding what the Federal Government Stimulus Packages mean for the taxi licence owners, taxi drivers, operators, networks and other stakeholders of the industry. Whilst the NSW Taxi Council continues to work together with the Government in navigating through this challenging time for the industry, we recognise that more needs to be done for the NSW Taxi Industry due to the historic downfall in demand for Taxis. The NSW Taxi Council, together with other industry representatives, met with the Point to Point Transport Commissioner, as well as Transport
for NSW to discuss the crisis facing Taxis. Following the meeting, the NSW Taxi Council submitted a Taxi Industry Stimulus Proposal, for Treasury to review and consider.

Furthermore, the NSW Taxi Council has been advocating for Taxis to be allowed to cross borders where they have been closed, in response to the COVID-19 outbreak.
Finally, in terms of opportunities for the industry, the NSW Taxi Council has been working with its member Networks in NSW to look into other revenue opportunities for taxis, to help recover some lost demand as a result of COVID-19. Some of the opportunities being considered include parcels, food and pharmacy products.
We are pleased to confirm that we have been successful in having Taxis included as an exemption for crossing the Queensland border to transfer passengers seeking medical attention.

Independent review into the NSW Point to Point Transport Industry On 26th September 2019, the petition for the NSW Government to buyback NSW Taxi Licences for a fair and just value, in line with pre-reform prices, was unanimously accepted in NSW Parliament. It was recognised that more needed to be done to assist Taxi licence owners in NSW. On 28th October 2019, the NSW Minister for Transport & Roads announced a review of the NSW Point to Point Transport Industry. Following the announcement

for a review by the Government, on 11th March 2020, Transport for NSW issued the Terms of Reference for the Point to Point Transport Independent Review, 2020. The Terms of Reference suggest that the Point to Point Transport Review will focus on assistance for traditional industry members, as well as focus on regional issues. Specifically, the review will: 1. Consider whether there is a case for further assistance in view of:
(a) The objectives and nature of the Point to Point Transport reforms; and (b) The Government’s announced commitment to assist traditional industry members through those reforms. 2. In the context of the Government’s commitment to a ten year plan for the industry and taking account of the differing circumstances in metropolitan and regional transport markets, examine the impact of the Point to

Point reforms to date and advise if further structural adjustments are needed to ensure the long term viability of the sector and to realise positive customer outcomes. 3. Consider if there are regional locations at risk of losing point to point transport services, and identify: (a) Appropriate interventions to address local transport needs (b) Any measures, including any changes to industry structure specific to the regions, that may be needed to support the continued participation of Point to Point transport service providers in the local transport market, especially for those providing wheelchair accessible services and other services to vulnerable communities
NSW Government says
No more taxi licences for NSW On 30 March 2020, Transport for NSW (TfNSW) made a determination that from 1 July, 2020: •
Zero taxi licences will be issued for Sydney and
•
Zero licences will be issued outside Sydney.
Tf NSW recognises that there has already been significant economic impacts due to COVID-19 travel restrictions and social isolation measures, and the uncertainty of further impacts as the situation develops, and therefore it is not appropriate to issue additional taxi licences at this time.
(c) Any further support needed for wheelchair services. Overall, the review will investigate if there is a need for any further assistance or structural adjustment within the sector and will consider the particular challenges facing Point to Point transport operators in regional areas of NSW. The review will be led by Sue Baker-Finch, who brings extensive executive leadership experience in commercial, government and not for profit sectors. The NSW Taxi Council is currently working with Transport for NSW, to look at effective ways to engage and consult with key stakeholders within the NSW Taxi Industry, particularly with the challenges we currently have in place with social distancing. We will be communicating this in more detail shortly. The NSW Taxi Council will continue to advocate for a fair and just compensation for the traditional members of the NSW Taxi Industry in metro and regional NSW who have suffered from a significant loss of income, due to reforms in the Point to Point Transport sector in 2015, the dreadful bushfires and currently the fall in demand due to the impact of the COVID-19 pandemic on the industry.
Tenterfield Taxi is expanding its services to support
those opting to stay close to home. The taxi is now offering an Uber-eats type operation with door-to-door delivery of takeaways from those eateries still operating. This also extends to purchases from the pharmacy or a few necessities from the supermarket or even just transferring items between family members and friends.
Dubbo Radio Cabs is calling on businesses to
collaborate with them in conducting home deliveries. The business will take the orders, book a taxi and the taxi will then deliver the groceries or items to the desired location. A spokesperson from Dubbo Radio Cabs said customers would pay the business for the groceries as well as a cab fee. NO FEES for early release Superannuation The Australian Institute of Superannuation Trustees (AIST) is aware that unscrupulous operators have already begun targeting super fund members and offering to assist them in taking up the new early release super measures announced last month. The new measures – part of the Government’s Coronavirus economic support package – allow qualifying individuals suffering financial hardship to access up to $10,000 of their superannuation in 2019-20 and a further $10,000 in 2020-21. AIST CEO Eva Scheerlinck said everybody needed to be on their guard if they receive unsolicited calls about their superannuation.
“Unfortunately, as we’ve seen before with any early release super measure, there are unscrupulous operators who take advantage of people in financial hardship either through outright fraud in an attempt to steal their super or by offering unnecessary services for which a fee is charged,” Ms Scheerlinck said. “The ATO is managing the new early-release process though its MyGov website.”
“ There is no need to involve a third party and there are no fees involved.”
“Nor is there a need to panic and rush through an application. Anyone who is considering applying for early release superannuation under the new financial hardship provisions should be aware that the scheme does not commence until mid-April.” Ms Scheerlinck suggested that, in the interim, those who were planning to apply through MyGov for early release should firstly ensure their personal details were up to date by visiting their super fund’s website. Any suspicious behaviour relating to superannuation can be reported to Australian Securities & Investments Commission (ASIC) through its online complaint form.

Sikh volunteer groups distribute free food to people in self-isolation by Avneet Arora
A constantly ringing phone in the background, volunteers preparing food packages, a team swiftly loading goods and others delivering to those in need- this is how members of the Sikh Volunteers Australia group are operating around the clock to reach out to those in need. Melbourne-based Manpreet Singh, a volunteer with the group, said while the service is for everyone in need, they are paying special attention to vulnerable members of the society, particularly older people and those who have arrived from overseas and are currently in mandatory self-isolation to reduce the risk of transmission. “We are delivering food packages to the aged people, most of whom either can't go out or are not getting access to essential food items and grocery because of panic buying in the supermarkets.” “In addition, we are also delivering meals and care packages to people who have arrived from other countries and are now at home in selfisolation,” said Mr Singh. He added that the volunteers are working different shifts to ensure they can reach out to more people across the state. Also pressed into service are volunteers of Khalsa Foundation Australia, who have set up a mobile food delivery support in collaboration with the Sri Guru Singh Sabha Gurudwara Craigieburn in North Melbourne.

Kamaldeep Singh, who is volunteering with the group, said from food preparation to delivery, every service is being carried out under strict adherence of safety guidelines that have been put in place by the government. “All volunteers preparing food are wearing gloves and masks, and those
delivering food have been instructed to keep the packages at the doorstep of those availing the service," said Mr Singh. "Volunteers receive the call, deliver it to the given address, then leave a message confirming the delivery and move on to next. They do not come in direct contact with the person in need.”
“Sikhs value generosity and believe in sharing wealth and helping anyone in need whether it was in the time when the country was facing the bushfire crisis or now when the country needs us the most. We are just doing our bit because we believe in the wellbeing of all humanity,” said Mr Singh.

There are things you can do to help yourself Covid-19 has turned the world upside down and the forecast is pretty rough for all small businesses. At the time of writing at the end of March our hire car industr y was all but shut down, with business events and nonessential travel on hold.

This has left taxis at the coal face for much of March, transporting arrivals from the airport until compulsory quarantine came into effect. It’s essential that we keep taxis on the road and give our most vulnerable, elderly citizens and people with a disability, a safe transport option. My office has been working closely with the Victorian Government and industry associations around Australia, asking for support at state and federal levels for the taxi industry and we hope by the time this goes to print there will be specific help to keep drivers working. We’ve also put pressure on the Booking Service Providers and Networks to cop some of the losses and support their drivers by reducing their fees; some have done better than others. But for those who find themselves out of work or out of income there are many things you can do to help see you through the next few months. Don’t wait until it’s too late, get onto some of these things today. But, most of all stay positive, we are all in this together. Look after yourself, your family and your neighbours. Together we will find a way through these hard times.

If you lease a vehicle, contact your vehicle leasing agent and request to suspend all repayments for 3 to 6 months.
Booking Service Provider
Contact your affiliated Booking Service Provider and request an immediate discount on your monthly BSP/network fees and trip-based commissions. Keep calling and keep the pressure on them.
Lending institutions
Contact your lending institution and request a reprieve on all mortgage repayments banks have announced they will defer payments but interest will still accumulate.
Renting your home
If you rent your home, contact your agent and request a stop on all rental payments – landlords may be able to have mortgage repayments suspended for a period, the benefit of which should be passed on to the tenants. The Federal Government was working on rules to prevent evictions at the end of March.

Due to the restrictions placed on interstate and international travel, flight numbers are next to zero. Therefore, taxi drivers shouldn’t be relying on transporting passengers from airports as their income. The income of taxi drivers has fallen significantly since the outbreak. Booking Service Providers / Networks / Depots that haven’t reduced or waived

Due to the ongoing COVID-19 outbreak, the Australian Government has implemented travel restrictions and currently only Australian citizens, residents and immediate family members can travel to Australia.
•
Persons ordinarily resident in a country other than Australia.
•
Persons whose travel is associated with essential work at offshore facilities.
All travellers arriving in Australia will be required to undertake a mandatory 14-day quarantine at designated facilities (for example, a hotel), in their port of arrival.

Persons engaged in the day to day conduct of outbound and inbound freight.
•
Persons travelling on official Government business and members of the Australian Defence Force (ADF)
•
Airline and maritime crew and associated safety workers.
All Australian citizens and permanent residents are prohibited for travel out of Australia unless exempted. Those exempted from the 'outbound' travel restrictions include:

All Australian airports have increased cleaning measures throughout their terminals, and have made a particular focus on key touch points such as elevator buttons, escalator rails and counter tops. Hand sanitiser is available in high traffic areas and public health messaging is on display throughout the terminals, encouraging everyone to maintain good hygiene practices. The majority of the Airports' food and beverage partners (with the exception of Hobart) are still open, but are only providing take-away service.

All transport operators (ie taxis, hire cars and Skybus) are still available at Melbourne Airport 24/7, even though some operators are running reduced services due to current travel restrictions. Melrose Lounge cafe is open and serving hot drinks, cold drinks and food.
They have further intensified their cleaning regime by also sanitising car parks touch surfaces and transfer buses. The Arrivals Hall on Level 2 of the International Terminal has been closed to the general public and the Volunteer Ambassador program has been temporarily suspended.
Melbourne Airport is also ensuring that bathrooms are cleaned every two hours.
Sydney Airport Only staff and those with a valid flight ticket are currently allowed into the terminals. NSW Police Force is urging the families and friends of travellers returning to Sydney not to come to the airport to greet travellers. The travellers will be processed discreetly before being taken to their nominated hotels. There are no areas in the airport in which family and friends will be able to see the returned travellers or make contact with them.
Hobart Airport Operational hours have been restricted to accommodate the single Jetstar service to and from Melbourne each day. Opening hours will vary depending on the flight time. Runway News, Tasmania & Beyond and Australian Way are closed.
Perth Airport The Gold Coats volunteer program has been temporarily suspended and the T1 Observation Deck and viewing platform at Dunreath Drive have been closed. The number of seats within the terminals has been reduced to help meet social distancing requirements.

As a whole, society appears to be a nicer place, more caring for everyone. There are less people out and about, and therefore there are less vehicles on the road, Those who are working in the city are often heard to remark at the professionalism of the taxi networks - the cars are immaculate and the drivers courteous and patient.
Our challenge now in April is to ensure that we survive, and even thrive, during this crisis. It is pleasing to see how the Booking Service Providers are evolving, and actively looking to find new avenues for work. We have to break the paradigm that all we transport is passengers. We have a network of professional drivers with vehicles, and they know our cities intimately - we can carry anything anywhere - for anyone! In my opinion, we also have to break the value paradigm

- it is no longer sufficient for our industry to be seen as the "least worse" mode of transportation at the lowest cost to the consumer. We provide a top level service for our clientele which is way beyond just taking them from A to B. We all deserve to be recognised for what we provide and to be paid accordingly. As well, we need to continue pushing to support our drivers and see how we can get the Government to give support also. Transport Alliance Australia, along with Rod Barton MP and the entire Transport Matters Party team, are actively advocating that the Government support for small business equally applies to those in our industry, particularly the bailee drivers. We are aware that these are difficult and challenging times; but together we will get through this challenge. Please look after yourselves.
CPV Industr y Update The regulator - Commercial Passenger Vehicles Victoria (CPVV) is holding weekly video meetings and TAA representatives have joined other industry stakeholders at these on-line conferences. It is via these video meetings that we are able to learn what CPVV is actively doing to assist industry stakeholders during the COVID-19 crisis, and also receive answers to some questions that need clarification. Essential services at this stage are Public Transport (including CPVs), Vehicle Testers and Driving Instructors and therefore, as at the time of writing, are exempt from passenger number restrictions. But drivers should always apply safety principles when transporting their passengers. It is totally up to the driver whether he/she feels comfortable taking

passengers - if not, then the driver is to politely excuse him/ herself from accepting the fare and suggest another mode of transport. For example, one of the prospective passengers appears unwell, the driver can suggest that they get a patient transfer vehicle to take them to their destination. CPVV is integrally involved in the COVID-19 Taskforce, and it requests the public to report to it any driver cases of COVID-19. CPVV will then remove these drivers from work until medically cleared. CPVV has established a supply arrangement of Personal Protective Equipment (PPE) for BSPs. This is a buyback program - meaning the product is not free of charge. You can request supply of PPE product and there will be a fee applicable to this product. Updates will be posted on the CPVV website under the COVID-19 link.

Q: Is the deadline for updating Fare Calculation Devices still 30 April 2020? A: Yes it is. But if you believe that you are unable to meet this deadline, please contact the CPVV outlining your reason for being unable to comply and they will assess each case individually.
Q: How many passengers can a CPV carry in one vehicle together?
Q: Normally WAT drivers are not allowed to refuse a fare for a wheelchair bound passenger – but during COVID-19 do they have the same right as other taxi drivers to refuse the fare? A: If the driver feels that providing the service is a risk to them, then yes. The driver must articulate the reason for refusing the fare as a health and safety issue. CPVV is assisting the driver to make this a safe working environment. Individual safety is critical. The Driver must make sure that the refusal is not because of discrimination either due to race, disability, etc.

Support package vital to keep taxis working A support package to keep taxi drivers working is essential to maintain transport options for Victoria's elderly, disabled and vulnerable, according to Eastern Metro MP and Transport Matters Party leader Rod Barton. Mr Barton has provided the Andrews Government with a list of solutions that would support drivers and keep essential transport services, such as wheelchair access taxis, on the road. "Taxis are an essential service that so many people rely on for the most basic trips to supermarkets and medical appointments and we must keep them on the roads," said Mr Barton. Mr Barton wrote to the Treasurer and Minister for Public Transport in March and has been in talks over measures to assist drivers. "Many of the drivers and operators in the taxi industry work under a bailment arrangement and are neither small businesses nor employees. However, their pricing, hours and standards are set by the Government through the Essential Services Commission - effectively they are employed by the state," he says.

"The regulator has failed to invoice drivers for accreditation fees for the past three years. These payments were due to resume this year, but we would ask that the Government wait now and review it again in 6 months. At $55 it’s little more than half a tank of fuel." "We’ve also asked the Government to intervene and offer financial support for taxi driver depot fees, and to allow taxis to pick up and deliver medical scripts for those eligible for the multi-purpose taxi program." Mr Barton has also asked for suspension of rideshare trials of the multi-purpose taxi program.

Singapore taxi and private-hire car drivers to get financial aid

Singapore's government announced on March 26 that they are going to help the industry in several ways. "Our taxi and private-hire car drivers have seen their takings fall significantly, as more people work from home and as visitorship falls," Mr Heng said. The following measures will kick in from May: •

The point-to-point support package will be enhanced and extended to September. This will cost taxpayers another $95 million. About $78 million will go towards main taxi hirers, and qualifying private-hire car drivers, to be disbursed from May to September. This will benefit more than 40,000 drivers. Main hirers are encouraged to share this with their relief drivers. - Drivers can also look forward to

Taxi companies with unhired cabs will get relief amounting to $12 million. The industry's unhired vehicle rate has risen from 9 per cent in January to as high as 14 per cent, or close to 2,600 cabs, in mid-March, and "is expected to rise further". Again, operators are to share savings with their drivers. The point-to-point licensing fee will be waived for another six months (from a threemonth waiver announced last month). This will cost $3 million. Operators are encouraged to pass on the savings to drivers. Eligible taxi and private-hire car drivers will continue to receive the Special Relief Fund payment of $300 per vehicle per month until end September.

Taxi and private hire drivers are being asked to choose between feeding their families and paying £350 for postponed council tests, a union official has claimed. Scott Blair, from the Edinburgh Unite Cabs section, said drivers were being asked to stump up the money for licencing tests despite the Edinburgh City Council test centre being closed due to Coronavirus. He said: “The council said they will extend drivers’ plates given they can’t be tested but they still want the money.” “Guys are being asked to make the decision to feed their families or pay their test fees.” A renewal of a taxi licence costs a driver £348 but drivers are not able to have their vehicles tested due to the licencing centre’s closure. A council spokesperson said: “We are very aware of the licensing issue and are urgently considering solutions to support the trade and drivers through these challenges.”

annual flu shot earlier than usual The Royal Australian College of General Practitioners (RACGP) is encouraging patients to get their influenza vaccination from their GP earlier than usual, so as to reduce strain on the health system caused by COVID-19. RACGP President Dr Harry Nespolon said with COVID-19 spreading across Australia, this year it was more important than ever for people to get vaccinated as soon as possible. “Protecting yourself and your family from the flu with a vaccination NOW will help reduce the strain on health resources from COVID-19. If people don’t get vaccinated and an increasing number of flu patients and COVID-19 patients require urgent healthcare, lives will be put at risk.” “In a normal flu season, the RACGP advises people to wait until May to receive their flu vaccination, but with the spread of COVID-19, this is not a normal season.”
“The last thing we want to see is patients infected with BOTH influenza and COVID-19,” said Dr Nespolon.

Dr Nespolon said patients should speak to their GP to discuss the right flu vaccine for their age group. “Older people, aged over 65 years, are advised to wait for a special flu vaccine for their more at-risk age group that provides enhanced immunogenicity. Patients will be able to get the special Quadrivalent Influenza Vaccine (QIV) from their GP from mid-April.” “People need to call their GP to discuss getting their flu vaccination and plan their visit. This is important as it allows clinic staff to make sure patients don’t have any flu or COVID-19 symptoms before coming to the clinic, to ensure the safety of other patients, as well as GPs and staff,” said Dr Nespolon. “GPs are at the frontline and our priority is stopping the spread of this virus and reducing unnecessary exposure for patients, GPs and everyone else in the clinic. Practices have infection control processes in place but patients need to do their bit – that’s why you must always call ahead, don’t just drop in.” Also, as of 1 May 2020, you must have your influenza vaccination in order to visit an aged care facility.
