From our Editor COVID-19 has hit the world devastatingly hard. People are unwell, hospitals are crowded and some are over-flowing, and the way in which work and schooling are undertaken has changed dramatically. The Australian commercial passenger transport industry has been forced to adapt to keep up with the changes that have eventuated. The number of people travelling has diminished so greatly that we are seeing a decrease of around 60-80% in the trips being done within our industry, compared to last year.

In this edition of DRIVE A2B we report on what some industry businesses around the country are doing to bring in a few extra dollars. Overseas, other countries operators and industry regulators are doing many the same things that have been implemented in the Australian commercial passenger transport industry, but there are a few differences. In the USA, some states •

have placed a ban on people travelling in ride share vehicles, whilst in Chicago the government has partnered with Uber and Lyft to provide free rides to victims fleeing domestic violence.

In several cities in the USA and Canada, taxi trips are down by as much as 95%. Due to this major decrease there are many who have been looking at different ways to supplement their heavily reduced income.

In London and other European countries, taxi, minicab and rideshare drivers have not been as careful in maintaining cleanliness both for themselves and their vehicle. Unfortunately due to this, some have contracted COVID-19 and have become quite unwell.

Remember, if you are driving your vehicle for fare paying passengers, you are definitely an essential service and it is also essential that you take care of yourself, your hygiene, your wellbeing as well as that of your passengers. Additionally, keep your vehicle extra specially clean and disinfected during this time of pandemic. May 2020 has brought with it some good news insofar as the relaxation of some restrictions in a few States around Australia, but please do not become complacent! Remember to stay 1.5 metres away from the person you are talking to, cough and sneeze into the crook of your arm, and if you are feeling unwell then stay at home. Stay well and stay safe.

ESC Unbooked Taxi Fare Review VICTORIA

NEWS

Transport Alliance Australia (TAA) responded to the Essential Services Commission (ESC)'s request for submissions with relation to their Unbooked Taxi Fare Review. Here is a summary of the submission. With current market conditions in mind, TAA considered the different approaches outlined by the ESC on how maximum fares could be assessed. During this challenging period of inordinate uncertainty, TAA advocates the use of a CPI-based approach in setting the maximum fare for unbooked services. Further, TAA strongly recommends adjusting fares by CPI calculated for the period since the previous fare review through to December 2019, avoiding the highly anomalous first quarter of 2020. TAA supports the ESC’s suggested implementation of the fare increase in the final quarter of 2020. We believe that this will help reduce the impact on the travelling public by avoiding the anticipated peak of the pandemic. Q4 2020 should coincide with a time when we might reasonably expect an uptick in business activity and commencement of economic recovery.

Recommendation 1 A CPI increase in the maximum unbooked taxi fare. Rationale...

It is less data intensive and therefore less burdensome and costly to determine the change in fares than all other mechanisms under consideration.

Any resulting fare change is more easily justified and understood by the consumer and the industry alike and therefore


would be more readily accepted overall. •

It would provide a timely and much needed adjustment given maximum fares have remained unchanged since 2014 and would duly recognise the contribution made by drivers.

It may align with the CPI increase in fares for public transport services as set by The Department of Transport.

It would roughly correspond with the taxi cost index for which many of the components are influenced by CPI. It will incentivise stakeholders to continue operating to provide essential transport services throughout this crisis and will assist in attracting new labour to the sector to ensure these vital services continue. It will serve to encourage a return of drivers who have departed the industry during the declared pandemic, ensuring that capacity ramps up quickly as business activity returns. For reasons explained below, driver remuneration is at an all-time low. A CPI increase in

the maximum fare would serve as a measured but positive step in rectifying the discrepancy between driver earnings and wage growth across the broader economy. It would also go a long way to bolster those participating in the industry.

Recommendation 2 That any fare adjustment reflects the average CPI from the period of the last fare review through to December 2019.

Recommendation 3 Implementation of any change in fare rates to occur in the final quarter of 2020.

Recommendation 4 Radical changes to the approach for regulating fares by imposing a minimum regulated fare across all industry sectors. Rationale... •

The entire cost associated with the transportation of passengers is borne by the driver and it is well-known that they earn significantly below the minimum hourly wage.

This would ensure that both driver and consumer are protected from extreme price deviations from what is both fair and reasonable for all parties, without limiting consumer choice. It is possible to address the interests of the consumer and the financial viability of the industry simultaneously.

Recommendation 5 Removal of the option for metered time or distance tariffs and mandating time and distance tariffs. Rationale... TAA supports the removal of the tariff option for calculating fares by the ‘time OR distance’ model in favour of mandating the ‘time AND distance’ tariff. Only a very small percentage of older meters are still in use that are unable to be programmed for time and distance and these are being phased out after 1st May as part of a requirement that meters should now be able to automatically compute toll charges and include them within the fare. This will provide greater predictability for fares and facilitate comparisons between service offerings thereby giving passengers greater transparency when choosing a service provider.

Update on the month that was! It's been another busy month for us at Transport Alliance Australia. We have been reading, writing, talking and listening. We have written a submission to the Essential Services Commission Unbooked Taxi Fare Review, and you can read a summary on pages 7-8 of this edition of DRIVE A2B. Every week we attend CPVV's COVID-19 Industry Update online video meetings. It is at these meetings that we are able to keep abreast of the initiatives that CPVV are undertaking and also ask relevant COVID-19 questions. Currently, when people arrive in Victoria at Melbourne Airport they are placed in 14-day quarantine. Victoria's Commercial Passenger Vehicles (CPV) have been the source of transportation for taking them to their next destinations after their time in quarantine. Department of Jobs, Precincts and Regions (DJPR), which co-ordinates these trips, is most impressed with all drivers

and vehicles - with their attitude, attentiveness and cleanliness. Well done! This certainly goes a long way in building community confidence in Victoria's CPVs. Many business entities have approached the CPVV in recent months with regards to processing MPTP transactions without using a Cabcharge Eftpos terminal. At this stage there are still only two accredited providers, Cabcharge and Oiii, but watch this space and we will keep you informed as to who else you can "work with" to process your MPTP fares.

Obey the rules We may be in lockdown but that does not stop anyone from obeying the rules and regulations of the industry. You must keep your car in a good roadworthy condition, ensuring that everything is safe for you and your passengers. You must also adhere to the rules regarding signage both inside and outside of your vehicle. CPVV have advised that there is fraud happening

with MPTP transactions. Apparently there are some instances where MPTP cards are being used for nonapproved purposes/travel. Drivers - you know the rules - please try to ensure that you and your passengers are following them. Reminder that your Fare Compliant device (previously known as a meter) must be updated to calculate tolls. The deadline for this was 1 May 2020. Some industry entities/ vehicles have been granted an extension, as they have other things in place that will make the current meters obsolete in their vehicles. If you haven’t updated your meter and you haven’t received an extension from the CPVV then you MUST install an updated Fare Compliant device TODAY!

COVID-19 INDUSTRY SUPPORT PACKAGE

The taxi and hire car industries finally got a seat at the table last month when the Minister for Transport appointed me to an advisory panel charged with developing a COVID-19 support package for the industry.

This is a great achievement, but it's taken over 12 months of persistent negotiations to get to this point. The wheels turn slowly in government, which is often frustrating for an industry in pain, but we are still moving forward. Victoria is the only state with representation at this level and I intend to make sure that is reflected in the package presented to the Minister. Joining me on this panel is the Parliamentary Secretary to the Treasurer, Steve Dimopoulos, who brings policy experience to the process. I have worked with him on many varied issues during my year in parliament and he is a strong supporter of the taxi industry. He understands the challenges we have faced.

The Andrews Government has also come to recognise the taxi industry is an essential service and needs to be supported, and that the role taxis play for our elderly and people with disability must be maintained. Since the onset of the COVID-19 restrictions I have heard from many individuals, owner/operators, small and large networks with pleas for help and ideas that will make a difference and keep taxis on the roads. Many worthy suggestions have been presented for consideration. However, we must manage our

expectations - we must accept the reality that not everything will get up.

COVID-19 support for the industry is urgent and therefore Minister Horne has provided resources from the Department of Transport to assist us in creating a speedy but comprehensive set of recommendations.

The coronavirus pandemic and the government's urgent need to respond, means we won’t get a response in May. However, once we get the COVID-19 support package in place, I will be continuing to work in this advisory role to develop and implement the Government's response to the reforms.

Our job is to support the taxi industry through this crisis while also developing a pathway to move forward on the other side. Many people have asked about the Parliamentary Inquiry into the Commercial Passenger

I want to put a base under the industry from which we can grow and develop a safe, positive and sustainable industry for the future.

Drivers take care Despite less road traffic, you must remember to be careful and drive safely. Motorists should not treat the noticeable reduction in traffic because of COVID-19 restrictions as a green light to speed, drive under the influence or flout other important road safety laws, a leading personal injuries lawyer has warned. Canda Glanville, a Principal at Maurice Blackburn Lawyers, said too many lives were still being lost on Victorian roads despite fewer people getting behind the wheel since restrictions were brought in to help slow the spread of the coronavirus pandemic.

“The reality is that common factors associated with road trauma – speed, alcohol, fatigue, inattention and failing to wear seatbelts – have not all gone away just because there are fewer vehicles on our roads each day,” she said. “Already this year we’ve lost more than 80 people to road trauma, many of whom died in completely avoidable circumstances. And let’s not forget that for every person killed on our roads another 30 people are injured, some who will never fully recover.” She said while most people were

now only driving short distances for essential items or services, it was important to remember that many crashes happened close to home. There are also more cyclists sharing the roads at present due to people dusting off their old bikes or buying new ones to get some exercise during the lockdowns, she added. “Regardless of how much traffic is on the road, or how far we are driving, we all need to give the road and everyone on it 100 per cent focus to help ensure that no more lives are needlessly lost or ruined.”

Point to Point Transport Operations Inquiry The NSW Taxi Council has been continuously advocating for the buyback of NSW Taxi Licences for a fair and just value in line with pre-reform prices, through continuous engagement with the NSW Government and the Parliament of NSW. On 9 April 2020, the Parliament of NSW – Legislative Council’s (Upper House) Portfolio Committee No. 6 – Transport and Customer Services has established an inquiry into and report on the operation of the Point to Point Transport (Taxis and Hire Vehicles) Act 2016. This Upper house Parliamentary Inquiry is separate to the Point to Point Transport Independent Review 2020 announced by the NSW Government in March 2020. The Terms of Reference issued by the Legislative Council for the inquiry states that the committee will inquire into and report on; 1. the operation of the regulatory system applying to the Taxi industry, 2. specifically, the system of bailment that operates in relation to the Taxi industry, any changes pursued by the NSW Government to the system of bailment since enactment of the legislation, and any changes that should be made, 3. the implementation of the industry assistance package for the Taxi industry, including the Passenger Service Levy and how it has been applied, 4. the impact of the legislation on the value of Taxi plates,

5. the role and function of the Point to Point Transport Commissioner, and 6. any other related matter. This inquiry presents another significant opportunity for the NSW Taxi Industry along with the Point to Point Transport Independent Review 2020, as the Upper House committee examines the operation of The Point to Point Transport Act, 2016, which has now been in place for almost four years. During this time, the NSW Taxi Industry has experienced unprecedented changes and disruption as the legislation legalised

other Point to Point Transport services in NSW.

The committee has welcomed stakeholders of the NSW Taxi Industry to have their say and submit their comments to the inquiry via an online questionnaire on Parliament of NSW’s website. The organisations who intend to make a detailed written submission can lodge their comments for the inquiry via email or uploading on the Parliament Committee’s website. A detailed written submission could also be sent in writing to the committee.

For further information, please refer to the “Committees” section of the Parliament of NSW’s website on https://www.parliament.nsw.gov. au/committees/inquiries/pages/ inquiries.aspx. The NSW Taxi Council is currently working to look at effective and efficient ways to engage and consult with the members and stakeholders of the NSW Taxi Industry in metro and regional NSW, keeping in mind particularly the challenges we all have due to the strict social distancing guidelines announced by the government.

Vehicle Sanitisation Station Trial In response to COVID-19 and for the safety of drivers and passengers, Transport for NSW and the NSW Point to Point Transport Commissioner, are trialing a free Point to Point vehicle sanitisation station in Sydney for Taxis, and other Point to Point Transport vehicles. Point to Point Transport drivers will be eligible for one cleaning per day per vehicle. Vehicle sanitisation involves disinfection on the outside and inside of the vehicle, including door handles, boot

handle, steering wheel, centre console, dashboard, seatbelts, seats, meters, payment equipment, and other areas where there may be potential exposure to the virus. The first trial site commenced on Thursday 16th April, 2020, located at the 13Cabs site at Alexandria. The NSW Taxi Council is working with the Sanitisation Program Project Team in exploring additional sites, including Western Suburbs as well as Regional NSW. Access to sanitisation stations

does not replace the primary duty of care of all service providers to ensure the health and safety of passengers, drivers and other persons so far as is reasonably practicable. This means that additional vehicle cleaning may be required outside the use of the sanitisation station. The sanitisation station program delivers a positive message to the public that Taxis are a safe option to travel in, and the cleaning practices will instill confidence with the public as well as drivers and operators.

Who is someone you admire, and why?

On Sunday mornings, you can usually find me...

Dick Smith – because he was a visionary and took on major challenges and succeeded when everyone said it couldn’t be done, or didn’t want to take on projects that were difficult or politically sensitive.

If I am not playing representative sport or golf … generally a sleep in, then a big breakfast cook up with family and the Sunday Telegraph, discussing a plan for lunch and walk (Manly, Darling Harbour, The Rocks or Brighton Le Sands)

He is outspoken on major issues of importance (both locally in Australia and globally) and is recognised as one of Australia’s greatest citizens – also he is acknowledged internationally for his achievements.

What’s a goal you have for yourself that you want to accomplish in the next year?

Flashback to when you were 10 years old. What do you want to be when you grow up? Professional sportsman – I was fortunate to play all sports at representative level (hockey and cricket at NSW and Australian teams’ level).

If we went to happy hour, what would you order? Depends who I was with – most likely a cold beer to start (it's great tasting all different beers) then a red wine with a Cointreau and ice to finish. As you can see it would be unlikely to be just for 1 hour!

In late 2019 I was selected in Australian Masters Hockey team to play in 2020 World Masters Hockey Cup in Japan from 5-15th November 2020 (ie after the Olympic Games and the Para Olympics). Due to COVID 19 this has now been re-scheduled until the same time in 2021.

What would be your personal motto? I have two that guide me – "It’s never about being better than anyone else, it’s about continuously striving to be the best you possibly can." “Say what you will do” and then “Do what you Say” – always to a high standard / level.

My recent involvement in the NSW Taxi Industry has been from May 2016 when I was engaged as one of 4 NSW Business Advisors (attached to the NSW Office of the Small Business Commissioner) to provide Business Advisory Services to the NSW Taxi Industry Networks in both Metropolitan and Regional areas. The areas I personally covered were from Eastern Suburbs to Strathfield in Sydney Metropolitan area and Riverina / Murray (South West) and New England / Tablelands (North West) in NSW regions. My previous experience in the Taxi Industry related to providing commercial business finance for clients for assistance with the purchase of NSW Taxi licences. Also as a Commercial Manager in Banking, where one of my major clients was Legion Cabs in Sydney (when they were based in Surry Hills / inner city).

signing and witnessing of wills Virtual signing and witnessing of Wills allowed in NSW, and soon QLD. The NSW Government has put in place temporary regulations to allow video conferencing technology such as Skype, Zoom etc. to be used for the signing and witnessing of Wills and other important legal documents. Virtual signing and witnessing of Wills will soon be allowed in QLD, with legislation introduced in Queensland Parliament on 22 April 2020. Law firms all around Australia have seen an increase in inquiries concerning Wills this year, compared to last year, and this may very well be a result of the current social distancing rules due to COVID-19. Restrictions have made it difficult for many people to execute Wills in the presence of two witnesses, so

the new moves by the NSW & QLD Government will offer a short-term solution during this time. Witnesses must see the Will maker signing the Will in real time to confirm the signature is legitimate, and video conferencing technology will allow them to do so. A properly witnessed Will would avoid the cost and uncertainty of someone trying to prove an invalid Will after ones death. In NSW, the witnesses involved are required to endorse the document by signing the same document (or a copy), and specifying how it was witnessed and that the document was witnessed in accordance with the regulation. Witnesses must also be reasonably satisfied with the document, confident that it was not

amended in any way before signing it too. In QLD, witnesses will include: - Two colleagues, if you are still attending a workplace outside your home - Two people you encounter as part of an allowable activity, such as attending a medical appointment - Two visitors to your home - Two adults in your household, such as housemates and family members (provided they are not beneficiaries of the Will). In many places, the urban poor, who face daily struggles to meet basic needs in the best of times, face an impossible choice: work to put food on the table or follow lockdown orders. When cities move from crisis management to recovery, we need to ensure recovery funds not only help cities build back but

help them build back better. We must do better to address massive inequities in cities; integrate social, economic and physical resilience together; and continue bending the trajectory on low-carbon infrastructure to ensure a healthier, more livable world. As we consider a world turned upside down, we should remember that a more resilient city is a more inclusive and more sustainable city too. This shared vision of what cities can be should be a guiding light as we emerge from the dark.

Licence Owners take on QLD government Just over six years ago Brisbane's taxi licences were trading for more than $500,000 and since the introduction of rideshare entities to Queensland, the licences have plummeted to $75,000 in the metropolitan areas. A group of Queensland taxi licence owners banded together and lodged a court case against the Queensland government, as they claimed that they had been unjustly treated when rideshare came to town. They claimed that the government did not require the new operators to pay for taxi licences, as they were allegedly not taxis, and therefore that had an unfair advantage over the traditional taxi operators who had paid thousands of dollars for the right to ply for passengers fares. And in so doing made a very uneven playing field in the personalised transport sector in Queensland. Last month this case came before the Supreme Court which ruled against the group of 1300 taxi licence owners. Justice Thomas Bradley found against them in their claim for equitable compensation and damages for a breach of contract by the Queensland government. In his ruling Justice Bradley said that the basis for the equitable compensation claim has no reasonable prospect of success, "as the precise conduct the plaintiffs contend was unconscionable is quite unclear". As for the claim that the State “has allowed and permitted other persons to exercise the taxi licence privileges without requiring that those persons obtain taxi licences", this relates to two separate periods.

During the first period the group claimed that the State failed to take action other than imposing fines on ride booking drivers. Justice Bradley stated that "this alleged conduct is plainly about the enforcement or failure to enforce the Act and regulations" and "... is distinctively governmental". "In the second period, the alleged conduct is the amendment of the Act" and ".... is distinctively parliamentary." He found that the taxi licence owners had no real prospect in succeeding

with regards to enforcement (or lack thereof) of government regulations. He also stated that "succeeding in a contention that the enactment of amending legislation was conduct in trade or commerce is also hopeless".

Mr Bob Katter, Federal member for Kennedy said, "It's just another classic example where the people that are supposed to be looking after us are not on our side," he said.

Mr Katter, who has been a big advocate of compensation for the Queensland taxi licence owners, has stated that he will appeal this verdict and go to the High Court in a further attempt to recover some of the money lost since ridesharing was introduced in 2016.

"I have no idea how many [taxi licence owners] are homeless, suffering deep depression or how many suicides there have been –

"So, while these guys are copping it today, I warn you guys will get your turn."

MAKE SOME EXTRA MONEY during the COVID-19 lockdown and social distancing restrictions

There is no doubt the Taxi Industry has been greatly affected by the Coronavirus. Not only has patronage decreased, but drivers are faced with health risks with passengers potentially having the virus. Taxi companies are trying to provide substitute work for their drivers, but even with the reduced taxi fleet on the road, this has proven to be a major challenge. In these difficult times, he who solves a problem will create the biggest opportunity. I have been approached by many of my drivers looking for any help or ideas I can provide and I started to think how to best solve this problem. As an individual driver you have a greater opportunity to supplement your income and make money more so than the large networks. You, as the driver, are only looking for revenue for yourself as opposed to thinking about entire fleets. It is easier to generate $1000 per week work, than it is to generate $1 million per week.

Identify all the restaurants and food premises within a 3-5 km radius of your house. This can be done by Google searches, or physically driving around and getting all the details.

Send all these businesses a letter. Deliver the letters personally - if they are not there put it under their door.

In the letter explain you are a local driver who can deliver all their orders for them for a fixed fee (maybe $10). As a result you can save them the additional commission other delivery entities charge them. Explain to them in the letter, that you can print and distribute their menu to residents' houses in the area. In order to do this, you need a local printer and the ability to either distribute these leaflets yourself or pay someone; the shopkeeper should pay for the printing and the delivery. On the leaflet you can also advertise your services to these residents. Create a Facebook page for a Local Restaurant Delivery Service and add the details of all the restaurants you have as potential customers, with you as the delivery driver.

London Councils has announced changes to the Taxicard scheme designed to help tens of thousands of Londoners with disabilities during the ongoing coronavirus pandemic. With more than 60,000 members, Taxicard provides subsidised doorto-door journeys in licensed taxis and private hire vehicles for London residents who have serious mobility or visual impairments. Managed by the cross-party umbrella group London Councils, the scheme is funded by London’s local authorities and Transport for London (TfL). Participating boroughs have agreed new flexibilities will allow any

impairments are complying with lockdown rules and unable to travel, we’ve introduced these new flexibilities to help Taxicard members keep making use of the scheme.” “We hope these changes are useful for Londoners with disabilities and help make things easier for them at this very difficult time.” The changes have been welcomed by the Royal National Institute of Blind People (RNIB). Tricia Smikle, RNIB Partnerships and Development Manager for London, said: “RNIB has been getting a huge number of calls from blind and partially sighted people worried about access to groceries, so we’re delighted that the Taxicard scheme has been extended”.

PVC 'automotive PPE' could be attractive to drivers “Visually impaired people are not currently included in the list of those able to access priority online shopping slots, but many will be finding it difficult to buy essential items without guidance in shops due to social distancing guidelines. Initiatives such as Taxicard are vital to ensure that everyone in society is able to get the items they need.” James Mead, TfL’s General Manager for On Demand Transport, said: “It’s at times like these we need to adapt services to ensure they meet the current needs of the members who use them. “We fully support these changes to the Taxicard scheme, which will ensure that some of the most vulnerable Londoners can continue to get food and medical supplies, while continuing to shield themselves safely at home in line with current Government guidelines”. “Other TfL services continue to provide essential journeys for vital workers in the NHS and other critical services. To everyone else, our message is: stay home, don’t travel, save lives.” The changes to the Taxicard scheme are temporary, but will remain in place for the foreseeable future while COVID-19 lockdown measures are required.

Just about the entire world is wrestling, while under quarantine, with questions about how to re-start their lives and livelihoods while safeguarding themselves from being infected with the novel coronavirus. In New Zealand, one company has come up with a solution that could be useful for those who make their living driving with others in tow. Auckland-based RVE, an automotive leather upholsterer and exterior customizer, has created what it calls “automotive PPE” designed for business, fleet and emergency service vehicles. One product is a simple vinyl slip-on seat cover, while the most novel is a “driver bubble” — a transparent, easy-to-clean PVC enclosure to surround the driver without having to construct a separate compartment. Jim Stanners, the company’s business development director, told Kiwi site Driven the project started out of concern about RVE’s own employees but quickly spread to a realization that it was an untapped market. “Driver and passenger are protected, but they don’t have to wear masks and they can still talk and see each other through the screen,” Stanners said. RVE’s driver bubble attaches to the seat head-restraint so as to not interfere with airbag functions. It also features a quick release fastener to allow the driver to exit the car quickly in an emergency. The company created prototype versions using a Ford Ranger and Hyundai iLoad van, but it says it has several versions for SUVs and vans and can design custom-size versions.

All-Electric Sky Taxi to launch in Los Angeles in 2021 By Mike Richard

Amid this ongoing pandemic, most of us are just looking to a future with outdoor concerts, in-person chats with other humans, and not having to dress like a cardiac surgeon to go outside. When we do emerge from our coronavirus cocoons later this year — or next? — we’ll be one step closer to a future with flying cars. When that happens, it might seem as though you’ve time-traveled, but one innovative Californian company is promising that reality. Quantum Air recently announced plans for the world’s first commercial “air taxis.” The tentative program includes a fleet of 26 flying taxis that will shuttle passengers between major points in the Los Angeles metropolitan area. In a city that’s notorious for having some of the

world’s worst traffic, these taxi trips could replace hours-long car rides with blissfully short flights that take just a matter of minutes. When most of us think of flying cars, we envision skies filled with go-anywhere eVTOLs hopping from building top to building top. Indeed, such vehicles with eVTOL technology — electric vertical takeoff and landing capability — have existed for decades. But, we’re still years away from fleets of commercial eVTOL craft cruising above the world’s cities. The vehicles in Quantum’s new flight rely instead on eVTOL or “electric conventional takeoff and landing” technology. From the outside, they resemble traditional two- and four-seater Cessna aircraft, and they likewise require a

landing strip of some kind to take off and land. Unlike conventional, gas-powered planes, however, the all-electric vehicles are better for the environment and easier to fly. They’re also much cheaper to maintain and operate, costing just US$23 (AU$36) per flight hour compared to US$110 (AU$171) per hour for a comparable Cessna 172. While Quantum Air’s plan doesn’t quite herald a Jetson's-esque futurescape of flying cars, it’s a step in the right direction. Quantum Air intends to launch the fleet sometime in 2021. There’s no official word on the average cost of an air taxi flight. It’s clear, however, that Quantum intends to make the fleet an affordable alternative to ground-based transportation.
