Between October 95 and I"eb 96, the nomadic peoples of NW Siclruan experierrccdthe worst snow storms in living memory resulting in hardship, sul'fering and death. tr'riendsof China (X'OC) and Care and Share Foundation (CSI), were alcrtcd irr late.Jan and up to RM8750,00 was promised fronr l'riends in l1 countrics. FOC rvas able to purchase l\{cdicincs, food, & clothing ancl distributc thcm in Slriqu county in March 96- The *vorst of the disa^sterwas near'ly ovcr by the liDre the ternr arrived, although many nomads had lost all their livestock, which reprcscnts their future livelihood. The government instituted a plan to purchase new stock for families rvho had lost lnost of their Yak. They expectto be able to secure a ma.ior share from central or provincial sources but value help from thc international community. They invited FOC to return in June to buy Yak and TB merlicine. Between 19th June and 6th July a small I|OC team was ablc to visit Shiqu. TII rnedicinc was taken from Chengdu ancl 794 Yak were purchased and distributed to poor nomads in three "districts". The Shiqu government value FOC's involvernent in their county and have invited us to return to Shiqu in Autrrmn 96 and assist with :- livestocl<,l'cncing,mcclicinc rrnd hay. Shiqu county lras also requested longer ,term development assistanceacros.s a range of disciplines and would rvelcome a feasibility study.

It is bordered by both the Tibetan Autonomous Region and eingha-l Province. It comprises 25,L47 kmz and although it is the larqgs1. provinee county in sichuan it is the most remote antl developed. The administrative capital Shiqu (or Dzachul<a) is 1u--..;-.,: (32" 58.7BN 9Bo 05.t2E) four dgvs drive fronr the Provincial Capitat, Chengdu. The County is elevated on the Qinghai-Tibetan Plateau at a mean hei.ght of 4265m and normally experiences fairty extreme weather conCitions with an average of 83.3 d.ys of snow each year. There is very little agriculture (750,000 in 9/95) and livestock are the most important resource for the mainly nomadic herdsmen. The county is subdivided into 23 units (Xian) and 163 villages and comprises 63,258 people (57 ,486 rural ) . Without a long term develcpment programme, aimed at pasture improvement, it would appear that di.sasters will reoccurb) Disaster Contingencies The county government has worked very hard at securing national and foreign assistance (even although much is only at the feasibility stage). It is to be hoped that much of tliris assistance will come to fruition. To ameliorate future disasters there appears to be a need, (as stated in the March 96 report) at township /viLlage levels for strategic reserves of food, firewood, Livestock forager dild shelter. c ) Cooperation Once again at Prefectural and County levels the relief team could have asked not for better cooperation.
