Editorial Ending Child Labour

Y

esterday, June 12, 2016, the international community marked the World Day against Child Labour. It is a day meant to raise awareness and bring together governments, local authorities, civil society, international, workers and employers organisations to point out the child labour problem and define guidelines to help child labourers. The theme for this year’s action is, “End child labour in supply chains—It is everyone’s business.” According to the International Labour Organisation (ILO), there are hundreds of millions of girls and boys throughout the world involved in work that deprives them from receiving adequate education, health, leisure and basic freedom, thereby violating their rights. Of these children, more than half are exposed to the worst forms of child labour. These forms of labour include work in hazardous environment, slavery, or other forms of forced labour, illicit activities such as drug trafficking and prostitution as well as involvement in armed conflict. The United Nations Convention on the Rights of the Child stipulates that children should be protected from economic exploitation. Any work that is hazardous, interferes with children’s education or is harmful to their health and development is considered as child labour. All across Nigeria, several children are indentured by either their parents or guardian to do all kinds of trades and businesses in order to make money for them. Incidentally, poverty has been the major reason for child labour in the country. Those stressing such reason claim that parents, who cannot provide for the family, put the care of their chil-

dren in the hands of relations. This is prominent with parents in the village. Most times, relations promise to take very good care of these children, and even sponsor their education. However, they end up turning them into child labourers, sending them to work throughout the day and even at night to earn money for them and thereby exposing these children to all kinds of hazards. Spontaneous visits to factories, workshops, fisheries and such other establishments will reveal the extent to which child labour is a grave matter. This is why we are calling on the National Assembly, non-governmental agencies and all relevant authorities to take legislative and legal steps to end this shameful practice in Nigeria. Children are not in any way supposed to be a source of the family income. Parents bring children into the world, and so, they should be able to cater for their financial, educational, material, health, and emotional and psychological needs. Furthermore, children are tomorrow’s leaders. However, they cannot be true leaders and future champions if they are denied their right to quality education, and are turned into child labourers. It is a truism that child labour not only undermines the root of human nature, it also threatens future social and economic progress worldwide. Childhood is a part of human life in which the child enjoys the pleasures of life and parents love and pampering and should not be involved in various menial jobs at that tender age. That is why parents should be sensitised on the dangers of hiring out their children to people who end up exploiting them. We therefore advocate that perpetrators of child labour in the country should be prosecuted and jailed.

Probe pro-Biafra/Army clash Agozino Agozino

ÏÏÏ CLASHES between the mili-

tary and the pro-Biafra groups have become a reoccurring decimal resulting to unnecessary casualties on both sides. In retrospect, the pro-Biafran agitators and the military clashed on two occasions last year December. The first one happened on December 3, 2015, at the Onitsha Bridge, where it was reported that nine defenceless citizens were sent to their untimely graves and another one on December 17, 2015, on the same spot, as overzealous security forces killed five members of the Indigenous People of Biafra (IPOB) and members of Sovereign State of Biafra (MASSOB), who were celebrating the court order to release the founder of Radio Biafra, Nnamdi Kanu, from detention. Recently, this same past skirmishes repeated itself on Monday May 30, 2016, a day declared as a work free day by the Federal Government to allow Nigerians observe properly the Democracy Day, which incidentally coincided with the commemoration of 49th anniversary declaration of defunct Biafra Republic by late Dim Chukwuemeka Odumegwu Ojukwu, being celebrated by the pro-Biafra agitators as a mark of honour for the departed Biafran hero. The dailies that reported the incident gave conflicting figures on the victims virtually in the South East states where some of the peaceful protesters meet their untimely death. In Anambra State alone, reports had it that over 30

people were allegedly killed when the police clamped down on members of IPOB, Biafra Independent Movement (BIM), and MASSOB, while no fewer than 50 members of Biafra groups were arrested by the military and taken to 302 Cantonment in Onitsha. The deaths that resulted in above incidents could have been avoided if the security agents employed non-lethal weapons during the confrontations with pro-Biafra groups. It is good that the Upper chamber of the National Assembly, the Senate, has added its voice in condemning the use of brute force by security agents against pro-Biafra groups in Onitsha recently and has decided to probe the incident. The probe is a step in the right direction. The investigation should unmask the perpetrators of the heinous act and permanently put a stop to their excesses. The Senate probe should however be extended to the December 3 and 17, 2015 clash between the Army and pro-Biafra groups in Onitsha in particular and other South East states. After all, a loss of one life is too many let alone scores of lives. If democracy is being practiced in Nigeria and fundamental human rights still holds sway, the right of the freedom of expression and association are also enshrined in the constitution. So, what is fundamentally wrong with the security operatives in Nigeria frequently using force on defenseless civilians? The law enforcement agents should be schooled to maintain the peace in a manner expected of them in a democracy without the application of excessive force that could lead to avoidable casualties.

Presidency condemns ex- Indian Minister’s comment on Nigerians Lateef Ibrahim, Abuja

ÏÏÏ The Presidency has strong-

ly condemned the recent call by a former Indian Goa Chief Minister, Ravi Naik for a ban by the Central government of India on Nigerians from entering India. The Senior Special Assistant to the President on Foreign Affairs and Diaspora, Hon. Abike Dabiri-Erewa, who made the condemnation in a statement, described the call as unfortunate, condescending and unacceptable.

Hon Dabiri-Erewa, in a statement by her Special Assistant on Media, Abdur-Rahman Balogun, said the call by Naik for a ban by the Central government of India on Nigerians from entering India was rather unfortunate. The former India Chief Minister was further quoted as referring to Nigerians in pejorative term when he called them, “Negroes causing problems in Goa and other parts of India”. Continuing, the former Minister said, “They (Nigerians) create problems everywhere. We do not want Nigerian tourists.

Group condemns acts of destruction by militants, Boko Haram Titus Akhigbe, Benin

ÏÏÏ

The Forum of Former Deputy Governors (FFDG), at the weekend, condemned the spate of destruction and vandalism of the nation’s national assets by the Niger Delta Avengers and therefore called on the leaders in the region to prevail on the perpetrators to toe the path of peace. The group, while commending President Mohammadu Buhari`s war against corruption, also stressed on the need by the Federal Government to strengthen the Economic and Financial Crime Commission, (EFCC) and the Independent Corrupt Practices and other related Offences Commission, (ICPC) and other government agencies for efficient service delivery. This was made known in a communique issued at the end of

its general meeting held in Benin City, the Edo state Capital, which also saw the emergence of Edo former Deputy Governor, Lucky Imansuen, as the Chairman of the body and Abubakar Armayau as the Secretary General to spearhead its affairs. Immediate past chairman of the body, Abdulmalik Mahmud who read the communique also commended what the group described as the monumental developmental stride of Comrade Adams Oshiomhiole in the state and urged others to emulate him. “We condemn the current spate of vandalism and destruction of our national assets by the Niger Delta Avengers and other emerging militants in the Niger Delta; the Boko Haram sect which has traumatise the North East and other part of Northern Nigeria, MASSOB, BIM, and IPOB in the south Eastern Nige-

ria and the menace of herdsmen across the Country” “We urged elders, elites, intellectuals and opinion leaders in each community to reign in their young ones and wish to remind Nigerians that we have no other place to call our home elsewhere in any part of the World except Nigeria” “While the national economy is under strain with consequent extant hardship, the forum appreciates current efforts to fix it by government and therefore calls on Nigeria to be patience with the administration of President Muhammadu Buhari while hoping that the economy will soon be stabilised” Imasuen in his acceptance speech while thanking the forum for finding him worthy to lead the body said the forum will continue to proffer useful solution for government to succeed.

June 12, foundation of present democracy – Lagos Speaker Alade Tasma

ÏÏÏSpeaker of

the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa, has described the June 12, 1993 presidential election as the fountain from which the present democratic dispensation derived its source. Hon. Obasa gave this assessment in a statement by his Chief Press Secretary, Musbau Rasak on the 23rd celebration of the historic election. According to him, “It was an historic election which was adjudged the freest, fairest and most peaceful election not only in Nigeria but

also in the continent of Africa. It was indeed a watershed in Nigeria’s political history. A moment of joy for the people. The ultimate triumph of the people’s will over brute force,” the Lagos Assembly Speaker said. According to Obasa, perhaps without June 12 election and the struggle to actualise it, the country could still be wallowing under military dictatorship. He continued, “June 12 opened our eyes to the beauty of democracy and the need to achieve it. It was the foundation on which the present political dispensation is built. Thus, all of us in the present political class

are beneficiaries of its essence,” he said. The Lagos Assembly Speaker stated further that the nation needs to recognise the heroes and heroines who sacrificed their lives for the present democracy to emerge particularly the winner of that particular election, the late Chief MKO Abiola; and his wife, late Alhaja Kudirat Abiola. “They paid the supreme price for all of us to enjoy this particular democracy hence they deserved to be honoured by the Federal Government and that is why I am in support of those calling for making June 12 our Democracy Day,” he said.

Give Abiola ex-president status, family tells FG Continued from page 1 with a Democracy Walk from the June 12 Cultural Centre, Kuto, Abeokuta to the Oke Ido ancestral home of the Abiolas. Muritala, who is a younger brother of the late business mogun, said if the head of the Interim National Government, Chief Ernest Shonekan, who held the position for only three months, still enjoys the perks of a former president, then their late bread winner deserved even much more, for dying for the enthronement of democracy in the country. “First, we want the Federal Government to declare June 12 as Democracy Day. It should do even more than that. “Ken Saro Wiwa died fighting over Ogoni oil spillage, the Federal Government is doing the cleaning up of the oil spillage in Ogoni land. “MKO was killed because of an election he won maybe it is you journalists or the Nigerian government

calling him acclaimed winner. `` He is not acclaimed winner, they should confirm him as slain president of Nigeria. `` MKO should be declared president. Although slain, all the entitlements belong to the family,” he said. Murtala, however, thanked the state government for keeping the memory of the late Abiola alive by staging a Democracy Walk in the last five years, but berated the government for not declaring Monday June 13, as a work-free day, since this year’s June 12, fell on a Sunday. He argued that if public holidays like Independence Day which fell on Sunday could be declared the following day, Monday as a public holiday, this year’s June 12, should not have been different. He noted that it was rather painful for Ogun State House of Assembly to have enacted a law declaring June 12 as a public holiday, and the executive arm would refuse to honour it. He said, “I don’t want to raise

eyebrow, because as today I am aggrieved, that’s my own opinion. People are telling us rule of law. June 12, Ogun State House of Assembly enacted a law, declaring June 12 every year public holiday. Just before yesterday (i.e on Friday) when we went to Oke-Mosan (Governor’s office) we were hearing that because it falls on Sunday, there is no public holiday. “It means the Ogun State Government breaks the law because if it’s October 1st that falls on Sunday, they will give them public holiday on Monday. It is just the same thing but I believe we don’t have leaders, we have opportunists.” He appealed to the state government to return the school established by the late Abiola-- Salawu Abiola Comprehensive High School, Osiele, Abeokuta ---to the family to administer. Gov. Ibikunle Amosun, in his speech, said that everyone knew that late MKO Abiola was the adjudged winner of the June 12, 1993

presidential election. Amosun, who was represented by the deputy governor, Mrs Yetunde Onanuga, described him as the hero of the nation’s current democracy. `` We have been organising the Democracy Walk and identifying with the Abiola family for the past five years that this administration has been in government. “He was a philanthropist and the hero of our current democracy,” he added. Meanwhile, National Leader of the All Progressives Congress (APC) and former Governor of Lagos State, Asiwaju Bola Tinubu, has said that beyond being a watershed, the June 12 election, the annulment and its aftermath remain the cornerstone of our democracy as a people today In a statement to mark the 23rd anniversary of June 12 election, Tinubu said “we must not only cast our minds back to the events of that Continued on page 12

NSCDC nabs father of 3 Boko Haram ‘commanders’ in Borno ÏÏÏThe

Nigeria Security and Civil Defence Corps (NSCDC) on Sunday announced the arrest of a 56-year-old man who confessed that three of his children are “arrow heads” of the Boko Haram sect. NSCDC Commandant in Borno State, Ibrahim Abdullahi, disclosed this to NAN in an interview, saying the man who is also a kingpin of the sect was apprehended in Askira Uba local government area of Borno state on Tuesday. “Our men have made remarkable progress by arresting a Boko Haram kingpin,” Abdullahi said. “The notorious kingpin was said to be a recruiter as well as supplier of arms and IEDs to Boko Haram terrorists. “He confessed that his three children were also arrow heads of the Boko Haram sect.” The commandant said the suspect had been handed over to the army for further investigation.

Don’t hunt down Avengers, ex-U.S Ambassador advises FG Opeoluwani Akintayo

ÏÏÏFormer U.S Ambassador to Ni-

geria, John Campbell has said the state governors instead of the Federal Government are to be blamed for insurgencies in the Niger Delta. He made the statement over the weekend during an interview on CNBC television station. While speaking on the continuous attacks on Nigeria’s oil pipelines by new militancy group, the Niger Delta Avengers (NDA), Campbell said funds for the region which have been released in the past by the

Federal Government, ended in the pockets on the state governors. “What happens in many cases is the funds arrive on the state governor’s desk and there’s no further accounting for them,” Ambassador Campbell said. “The state legislatures are supposed to hold the governors accountable, but very often, the legislatures are part of the (patronage) network controlled by governors,” he said. Also contributing, Manji Cheto, senior vice president at advisory firm Teneo Intelligence said past experiences of funds diversion by the

governors, have now triggered lack of trust in the Federal Government for further negotiation. “That system has now made the Delta people skeptical that talks between federal and local leaders will produce change,” Cheto said. Campbell further stated that the Nigerian military would do well to employ advanced method in tackling insurgency instead of the usual police method. “I think it would be very difficult to tackle this issue using essentially police methods. The delta doesn’t lend itself to military or police ac-

tion, and in fact, it failed the last time there was an insurrection there,” he said. “Quite frankly, it’s almost impossible. It’s not like an insurgency in the classic sense… If they find these guys and hunt them down and shoot them, there will be another group the next day. What else can you do if you live there?” he said. According to Campbell, the FG would be opening more grounds for breeding of more deadly groups if it decides to kill the militants. “If they find these guys and hunt them down and shoot them, there

will be another group the next day,” he said. He advised that the Buhari government could conceivably build goodwill by embarking on public works projects, “construction of a long-discussed road across the Delta region, for example, would employ a huge number of workers and open new areas to economic development, provided it functioned well” he said. “The delta ostensibly has institutions in place to execute such projContinued on page 12

cratic consolidation. “This year we need to recommit ourselves to the Omoluabi values of personal integrity and public probity. The country is in the throes of inequity, iniquity and worrisome nonperformance by a government to which so much has been given and from which so much is expected. We call on President Buhari to justify the hopes and faith reposed in him by millions of our people who voted him into Nigeria’s highest office, on the mantra of CHANGE”, he stressed. According to Atayese, “We want to use this anniversary of June 12 to demand from President Buhari the change he and his team promised. In his business and political lives Abiola was daring, innovative and generous. We call on President Buhari to be more daring innovative and generous.in ideas and actions. “ATAYESE calls on the Bu-

According to the group: Nigeria federalism, the nomenclature, and reality, is fraudulent in name and character, saying, “We assert again as a fact of history, that the only constitution of Nigeria that was truly democratic in its enactment is the 1st Republic Constitution of 1963. Every other constitution under which we labored has been a military contraption made in the image of the military, laden with hidden ethnochauvinistic and power elite agenda. Having made these very serious observations, we are persuaded that the logic is for a national dialogue of ethnic nationalities to democratically review our cohabitation in Nigeria as Nigerians. before President Buhari, this is the true CHANGE Nigeria needs and the Yoruba nation demands. “As it is, we are daily confronted with threats and violence from ethnic militias, kidnappers and religious bigots etc. The sad truth is that all these threats and violence are most times not about the welfare of Nigeria peoples but self-serving and in the myopic interests of some political elites”, it added. Atayese syayed that: “Be that as it may, it is in the best interest of every multi ethnic state to be governed by a truly federal constitution in which all resources belong to the federating units, subject as necessary, to legitimate taxation by the instrumentation of the central government. According to it: “Rather than assume that all is settled because we fought a war for the survival of Nigeria as a country in 1970, President Buhari must note that the existing artificial state boundaries which cuts across ethnic groups, placing people of the same ethnicity in different camps, must be

reviewed and corrected on the basis of a referendum. That is democracy in contradistinction to a conquest or the deliberate creation of combustible

political incongruities. “ATAYESE accordingly appeals to President Buhari to play a decisive historic role of finding a permanent solution

to the NATIONAL QUESTION. Will he play the Nigerian ‘General D’Espaniola’ the Portuguese army General who realizing the

irrationality of his country’s continued colonial possessions in Africa, set free the colonies; or choose to be the Mikhail Gorbachev who let loose each of the nation states of the USSR. “Will he, can he, indeed rise to the occasion by initiating the process of constituting a democratic SOVEREIGN NATIONAL CONFERENCE OF ALL NIGERIAN NATIONALITIES AS SOON AS IS PRACTICABLE. “ATAYESE firmly believes that the current “unitarist” Nigeria, parading itself as a federation, is not sacrosanct but negotiable. The facade is cracking up on all sides, and it is in our view, always better to jawjaw than to war-war. Let it be known that the Yoruba nation will no longer take up arms against other nations in Nigeria. TRUE FEDERALISM OR NOTHING”, it stressed. Meanwhile, Oyo State Governor, Senator Abiola Ajimobi, has declared Monday, June 13, as public holiday in commemoration of the annulment of the June 12, 1993, Presidential Election. Tom Okpe, Abuja Following controversies trailing the All Progressives Congress (APC) Governorship Primaries for the Edo Gover-

norship Election, 10, of 12 aspirants for the APC primaries have alleged Intimidation, harassment of party officials by an interested party in the process.

This was contained in a complaint letter addressed to the National Chairman of the party, Chief John Odigie-Oyegun, and signed by Prof. Oserhiemen Osunbor, Dr. Pius Odubu, the incumbent Deputy Governor of the state. Engr. Chris Ogiemwonyi, Gen. Charles Airhiavbere, Barr. Ken Imasuagbon, Arc Austin Emuan, Chief Blessing Agbomhere, Mrs Tina Agbarha, Hon. Emmanuel Arigbe-Osula and Comrade Peter Esele. The letter reads; “We the undersigned being Governorship Aspirants on the platform of the All Progressives Congress, Edo State Chapter having observed the Issues surrounding the forthcoming primaries on June 18th, 2016 have decided to issue the following statement. “There have been consistent harassment and intimidation of party officials and political appointees on account of their support for aspirants of their choices. “The latest of these acts of impunity and desperation to win at all cost is the purchase and or collections of Perma-

nent Voters Cards (PVCs) by force or inducement by agents of a particular aspirant with a view to undermining a free and fair process of nomination beginning with accreditation of delegates. “Also, most of the aspirants have been denied access to delegates during campaigns by a certain notorious thug who has consistently threatened Oredo delegates against meeting with aspirants other than his preferred aspirant”, they noted. The aggrieved aspirants who said they appreciated the effort and concern of the National Leadership of the party towards resolving the ugly events that have been bedeviling the process leading to the gubernatorial primaries, however stated that the effort has not yielded the desired result. The aspirants suggested that: “In view of the incessant harassment and intimidation of delegates, the party should ensure that the right of the delegates to vote in secrecy is protected and guaranteed. “That the National Working Commit-

tee should direct all those in possession of PVCs belonging to any delegate (s) or any person to return he PVCs to their owners forthwith or face sanction from the party. “That the National Working Committee should direct the Nigeria Police and other security agencies to arrest, investigate and prosecute all those involved in the collection or purchase of PVCs in Edo State”, they stressed. They also asked the National Working Committee to engage the security agencies including the Army before, during and after the primaries with a view to providing profound security cover to all the participants at the June 18th, 2016 primaries. It would be recalled that there have been allegations and counter allegations of purchase of PVCs by the aspirants ahead of the forthcoming primaries of the party with many of the aspirants complaining that outgoing Governor of the state, Comrade Adams Oshiomhole was backing Obaseki as his favourite to succeed him next year.

Adviser, Communication and Strategy to the Governor, Mr. Yomi Layinka, conveyed the governor’s decision, on Sunday. June 12 remains a watershed in the history of the country, because of the significance of the day in the nation’s democratic journey, having broken all ethnic and religious barriers. The annulled election is yet to be matched in terms of freeness, fairness, transparency, openness and widespread acceptability. Much as the electoral umpire that midwifed subsequent elections had tried, the annulled election remains the best in terms of organization and no system adopted for the conduct of subsequent elections is yet to match Option A4 used to conduct the June 12 election. Besides, the resolve of Nigerians to put aside their differences and troop out en masse to collectively vote for a positive change was a demonstration of the fact that Nigerians were not

‘Immortalise, recognise Abiola as ex-president’ ready to negotiate the unity of the country even in the face of diversity. That the symbol of the annulled election, Chief MKO Abiola, opted to pay the supreme price to defend his mandate has deepened democracy and the price he paid is what the comfort the political leaders are enjoying up till today. “I want to, once again, urge the Federal Government to immortalize and officially recognize Abiola as a former president of the Federal Republic of Nigeria and to confer on him the highest honour in the land befitting of a former president”, Ajimobi said. According to him, Political leaders should be prepared to leave their comfort zones and be prepared to make sacrifices

to defend the democracy we are enjoying today and should not allow parochial interest to overshadow the collective interest of the electorate. He stressed that there is no doubt that Abiola won the election, despite failed attempts by those that contested the election with him to twist facts and re-write history, adding “we must keep the memory of Abiola alive and the least we can do is to continue to commemorate the day and bring out its fond memories as a lesson in electoral transparency and openas he remains one of the greatest martyrs this country has ever produced, so that generations yet unborn will know that somebody laid down his life in defence of democracy and the rule of law. “His death in custody of the then Federal Government is known to God and may his soul continue to rest in perfect peace”, he stressed.

Promotion of Ebonyi workers now to be based on farm size – Gov. Umahi Jacob Ogodo Abakaliki

ÏÏÏEbonyi State Governor, Chief

David Umahi, has warned that promotion of civil servants in the state will henceforth be based on their performance in agriculture rather than length of service. Umahi handed down the warning while swearing-in four newly appointed special assistants at the Government House in Abakaliki, the state capital. He also said that any teacher who fails to embrace the agricultural policy of the state government will be shown the way out. “Promotion of civil servants will no longer be based on length of service but on merit, indicating how

far the person performed in the area of agriculture”. Umahi who lamented the deteriorating state of the nation’s economy, emphasised his administration’s resolve to diversify the state’s economy through agriculture and internally revenue generation (IGR). He charged the Special Adviser on Primary Education, Mrs. Nwali Helen Chinyere and the SSA on Higher Education, Dr. Adaeze Nwuzor, to ensure that every child in the school has a farm. “Every child in primary and secondary school should have a farm. I am told that the teachers are shunning agriculture. Let me warn that I will sack any teacher that is not embracing agriculture,”

the governor said. The governor told the new appointees and other political office holders to realise that their appointments were not for political patronage, but to harvest more ideas on how to overcome the present economic challenges facing the state. He charged the SSA on Security, Dr. Ugballa Kenneth Igwe, to ensure that cases of robbery, kidnapping and cultism were not recorded in the state and directed him and the SA on SSA on Infrastructural Maintenance, Mr. Ali Odefa, to ensure that the culture of maintenance and regular inspection of government facilities were enshrined. One of the new aides, Mr. Ali

Odefa, is a former Senior Special Assistant to the Governor on Security, who now becomes the SSA on Infrastructural Maintenance. Ali had resigned his appointment as SSA on Security following his misunderstanding with the governor over the state’s candidate for the Peoples Democratic Party National Vice Chairman (SouthEast) position. His insistence to contest the post during the May 2016 PDP zonal congress in Enugu was considered as an open confrontation with Governor Umahi. Many in government and political circles in the state were surprised that the governor could allow Odefa to return to his cabinet so soon.

ence against tyranny. By so doing, Nigerians pushed the military out, demanding for democratic governance and since then, there has been no looking back. “The seed of democracy that was sown during the June 12 struggle of which Chief Kashimawo Abiola remains the spirit and the moving force is the fruit we now enjoin. Nigerians sustained the fervour and the patriotic disposition necessary for a new political culture to take root.” He, however, said 16 years after that struggle ended and the military departed, a new kind of struggle be-

gan, adding that “beyond the historic mandate given to the All Progressives Congress, APC is the urgent need to have every citizen be part of the change we want to see. “From the streets and crannies, from the classrooms and boardrooms, from the lecture halls and the corridor of power, from the lawmakers, Ministers and leading politicians this is a season that demands our contribution, requires we make sacrifice and seeks that we work together towards building a critical mass that will see to the processes of the change vision now unfolding. “Nigerians must exact from its

leaders performance and accountability. “Just like in the moving spirit of June 12, Nigerians must speak up against any form financial recklessness and corruption in high places, in their States or local administration and wherever this is found. Beyond speaking against and exposing corruption, Nigerians must speak for and in support of the on-going concerted efforts being coordinated by President Muhammadu Buhari. “The lessons of the June 12 struggle abide. To June 12 we must return to rekindle our love and devotion for democracy and Nigeria.”

Don’t hunt down Avengers, ex-U.S ambassador advises FG Continued from page 6 ects, but they have accomplished little,” said Cheto. The Niger Delta Development Commission was founded in 2000, followed by the Niger Delta Ministry in 2008. There is also an office dedicated to carrying out the 2009 amnesty program. The organizations carry out programs, but have no cohesive blueprint for development, and much of their funding falls into a “black hole,” Cheto said. The government should merge the three organizations, she said. “Quite clearly they didn’t see this as a priority. Now, with pipelines being attacked every week, it has to become a priority,” she said. Analysts do not doubt that Buhari is committed to the anti-corruption crusade he campaigned on, but they said his hands are tied by corruption at the state and local level, where oil revenue that is distributed by the federal government is frequently misappropriated.

that it had trained and certified 62 officers of the Nigerian Customs Service (NCS), of the Kirikiri Lighter Terminal Command, Apapa, on weapon handling, armory management and physical fitness. The certification, which was given after four weeks’ training was conducted at the 9 Brigade Army, Ikeja Cantonment, Lagos. Speaking at the event, the Commander of the Brigade, Brig.Gen. Bulama Biu, said, on Friday, in Lagos, that the training was aimed at building the capacity

of the officers and towards improving the proficiency of the officers on weapon handling, drill, armoury management and physical fitness. “This training is in line with the Comptroller-General’s drive to re-professionalise the Nigeria Customs Service (NCS) for optimal service delivery, in collaboration with the Chief of Army Staff. It is also in line with the Chief of Army Staff ’s vision to assist and co-operate with sister agencies that this brigade was tasked to conduct four-week training for NCS. “You are aware that the country and the world at large are currently undergoing numerous

dimensions of security and economic challenges. “As a government agency charged with the responsibility of revenue generation and antismuggling, it is expedient that you sharpen your skills at all times to be better prepared for likely enforcement of the law. “To this end, the trainees went through a series of physical fitness regimes which included training on the obstacles crossing course, among other fitness training,” he said. He further stated that the training was in line with the mandate given to the Nigerian Army extend military aid to civil authority and other agencies.

“It is in line with the constitutional provision which mandates the Nigeria Army to extend military aid to civil authorities and sister security agencies”, he concluded.

Okada riders in lkorodu have sent a Save Our Soul (SOS) message to the Police Command in Lagos State to prevail on the lkorodu branch of the Road Transport Employers Association of Nigeria (RETAN) from imposing tickets issued to commercial vehicles on them. Branch Secretary of the Motorcycle Operators Association of Lagos State (ANACOWA), Mr. Nosiru Akilo, made the appeal in a statement issued in Lagos. He said that motorcycle operators in the area, who claimed that their members had their own ticketing system, frowned at the call on them to pay a similar fee as commercial vehicle to the union. He explained that the appeal became imperative in order to avert another possible clash between okada riders and the members of RETAN. Akilo alleged that the lkorodu branch of RETAN, under the leadership of Alhaji Sule Onabanjo Ajisakin, had distributed tickets to his boys to give to okada riders from today Monday and okada members would resist the tickets. ANACOWA also called on traditional rulers in lkorodu division to intervene in the matter. Akilo however appealed to members of ANACOWA to be peaceful in their conduct as the matter would be resolved peacefully. He noted the okada riders are law-abiding members of the society, but would not accept an imposition of outrageous levies on their members.

Three keys to greatness

T Matthew Oye

he Daily Times has had a chequered history spanning 90 years. As young boys interested in journalism in the secondary school, we hear all kinds of fascinating stories about the Daily Times in those days. The story that was very interesting to me was that the editor of the earned more money than the president of Nigeria! Almost 40 years ago, soon as I returned home from Igbotako Community Grammar School, I will rush to the house of a teacher who always bought a copy of the Daily Times every day and will beg to allow me read it. After secondary school, I came to Lagos. Then, using 20 kobo to buy the Daily Times was more beneficial than buying rice and meat. It was in regularly reading the Daily Times that most of us developed interest and career in journalism. Of course, many people like me still have this emotional attachment to the Daily times. I have been out of Nigeria for 20 years now and you need to be around to see me shouting for joy few days ago when I got to the newspaper and saw the Daily Times in print! Therefore, the rebranding of the paper is a welcome development and we pray the Almighty God will give strength and fresh ideas to the young and dynamic team working hard on the rebranding. Friends, the baton has been passed on to you, see that you surpassed the achievements of your progenitors.

And what better platform to start motivating the good people of Nigeria than writing for the Daily Times. From today begins the debut of this column “Monday Motivation” with Matthew Oye. Every Monday, I will be sharing with you time tested highly valued life, business; organisational principles that you need to make a big difference in your life. We will be motivating, mobilising, strategising, reinventing, revigorating the good people of this nation to be the best they are made to be. We will also be challenging you to make your own little contribution to the development of Nigeria. Today, let me quickly share with you three keys that can launch you to greatness in life. (1) Invest in your mind The first key to greatness is for you to start investing in your mind. When you invest in your mind, you will reap a great dividend. Moreover, you invest in your mind by reading mind nurturing books like ‘Change Your Choice Design Your Future’ by Matthew Oye. When you invest in your mind, you will be creative in thinking and your mind will be directing you to start doing something you will love doing. A creative mind is a great talent. Investing in your mind means, you read voraciously mind-nurturing books every day. Stop watching that useless television programme that adds no value to life. Stop surfing those Internet sites that brings no money. Start reading good books. As you read good man-

agement, inspirational, financial, classic books, you will discover that one thing you will love to do to bring to greatness in your life. Ralph Waldo Emerson said “Each man has his own vocation; his talent is his call. There is one direction in which all space is open to him”. You do not have a competitor when you are operating at the sphere of your greatness. Read good books to develop your mind and find what will move you to greatness in life. (2) Be Curious Be curious. What are you curious about? Question things around you. Think outside the box. Ask God who created and wired you with some incredible talents to reveal what He wants you to do with your life. There is a problem in life and Nigeria that only you can solve. If you do not rise to solve that problem, it will remain unsolved. Ask God to show you what He had in mind when creating you. Look deeply within you and around you. Do you love playing with the computer? Can you dismantle and rearranged your telephone set? Do you love trading or selling things? Do you love engagement in a management debates? Be curious about the subject that interests you. What have you done before and other people appreciated! That is a clue to what you are born to do in life. Look back to when you were a small child. What is that you wanted to become? That is what you are born to do. It is never too late and within a few years you will be known among those whose names

ring a bell in that profession. (3) Get angry. Get angry. What makes you angry? What is it that you cannot stand? Do you hate seeing people being sick? Do you hate poverty? Do you get angry when you see a dirty environment? Do you hate corrupt practices? Do you detest those who are very fat? How can you help them? What you are angry about is what you are born to correct. What hurts you deeply? Do not throw away you anger but seek how to provide solution to what borders you. In life, you can only find your greatness when you are doing what God has created you to do on earth. Do not put up with what puts you off. Your world is made when you get up every morning doing what you love. Let me use this opportunity to thank you for allowing me to share this few thought. You are not born to suffer there is a seed of greatness in you. Only you can make your life a masterpiece. I challenge you to move to the cutting edge of your life by investing in your mind and become curious to identify the problems around you and provide solutions. When you do that, nothing can stop your march towards greatness. I will write again next Monday. Until then, share your gift and live with passion. God bless you. God bless Nigeria. That extrajudicial murder in Kano

T Fred Nwaozor

he last time I checked, there was no day in Nigeria that one did not hear of the emergence of a highly irrational and monstrous act in a particular part of the country. The gruesome decapitation of Mrs Bridget Agbaheme by suspected Islamic extremists on Thursday June 2, 2016 in the Kofar Wambai Market, Kano State, over allegations of blasphemy against Prophet Mohammed was not an exception. More pathetically, the victim of Igbo extraction was reportedly in the company of her husband when she was murdered in cold blood. Reports say the dastardly and inhumane act was occasioned by an argument on religion that transpired between the deceased and other traders in the market. Is the recent incident synonymous with that of 1995 decapitation of one Mr Gideon Akaluka still in Kano State, also by Muslim fanatics? The

late Akaluka, who was equally of Igbo origin, was attacked after his wife purportedly used pages of the Holy Qur’an as toilet paper for her baby. Consequently, having been detained by the police, a group of Muslim ‘fundamentalists’ broke into the police cell, decapitated him, and thereafter walked around the streets of Kano parading his spiked head. Extrajudicial killing otherwise known as ‘Jungle juctice’, which is usually carried out either by a government agency or a mob, or even an individual, has been on the increases in northern Nigeria, in a manner that it requires only a severe and drastic approach by the authorities to stop. Extrajudicial killing used to be a feature of politically repressive regimes, but lately even recognised democracies are known to use the measure to silence opponents, thereby signifying that even a democratic state is not a respecter of the law contrary to the general assumption. No matter how long extrajudicial killing has been condoned in Nigeria, the truth is

that it is barbaric and illegal; hence, very unacceptable. Even in a military government, an accused person would be convicted of crime or offence, let alone a democratic dispensation like ours through a given procedure. For instance, when the extrajudicial murder of Gideon Akaluka took place, the then military Head of State, late Gen Sani Abacha frowned at the anomaly, thereby leading to the immediate arrest and prolonged detention of the suspected masterminds. This implies that the recent killing of Mrs Bridget Agbaheme is not just an insult to the authorities but an assault to the country’s criminal laws that are reckoned mightier than any person or groups. This is why the Muhammadu Buhari administration must act fast at ensuring that the perpetrators are duly brought to book. Moreover, it is more worrisome that someone whose case is in court may be brutally murdered by the aggrieved party or the plaintiff owing to a perceived delay in the court proceed-

ing/hearing. One may wonder how an individual would courageously made up his/her mind to eliminate someone else over a minor argument. To this end, the National Orientation Agency (NOA) in collaboration with the various civil society organisations is expected to sensitise the public on the benefit of upholding the law as well as the dangers inherent in taking the law into their hands. They are meant to comprehend that no individual or group, under any circumstance, is above the law. As much as I pray for quick recovery of President Buhari, all those in authority must acknowledge that Nigerians and the world are longing for justice with regard to the gruesome decapitation of Mrs Agbaheme. On their part, I urge the family of the deceased and Nigerians to remain law-abiding while awaiting justice, because two wrongs do not make a right. THE QUADRENNIAL EURO 2016 FIESTA:

Sports world stands still as stars spoil for month of breathtaking, sparkling soccer Our features editor, GBUBEMI GOD’S COVENANT Snr this fresh week is putting aside politics, insurgency, IDPs, corruption, tomatoes scarcity and man’s inhumanity to man worldwide to join the world as the Quadrennial International Men’s Football Championship - Europe 2016 - flagged off on Friday in France. We will not forget to let charity begin at home as the team of The Daily Times of Nigeria pay condolences to Nigeria’s own ‘Big Boss’, late Stephen Keshi as he joined his wife to rest in eternal bliss last week.

Soccer is an emotional, truly humane passion and king of all sports as the saying goes, and as a stakeholder said, football is like biscuits that can crack anywhere, so we will not underrate any national team that are already warming up to light up the skies for the next four weeks -from June 10 to July 10, 2016. Second only to the World Cup in ranking, the European Championship - also known as the UEFA, a four-year spectacle that traditionally parades some of the planet’s finest footballers are here again. Unarguably one of the biggest football tournaments around the world, the tournament parades the biggest football stars in Europe in top football leagues around the world of soccer especially in England, Spain, Germany, and France boasting some of the best players on the planet are all on parade. Short of security concerns which the world is ready to wave aside this time around, the 26th edition and the 15th in the series

involves 24 nations in all for the very first time, being expanded from the 16-nations format since 1996 that had dominated the game. Under the new format, the finalists will contest a group stage consisting of six groups of four teams, followed by a knock out stage including three rounds in the final 19 teams, the top two from each of the nine qualifying groups and the best third place teams will join France who qualified automatically as host. Winners from 1960 Soviet Union won the first tournament in 1960, beating Yugoslavia 2-1 in France; Spain was champion in 1964. 1968 it went to Italy; 1972 (Germany), 1976 Czechoslovakia; 1980 (West Germany); 1984 (France); 1988 (The Netherlands); Denmark (1992); Germany again in 1996, France in 2000, Greece in

2004 and Spain again in 2008 and France in 2012. The big question: who wins the 2016 edition? Favourites First line of sentimental favourites is defending WC champs W-Germany, defending EURO champs Spain and of course host, France. Second line favourites should be Belgium, Italy and Croatia. The big question: Who will win it? The German Machine It may be okay to expect that Germany should win, but when you look at the build up to

the friendlies since winning the WC in Brazil, the German machine (as they called) have not done too well, but like everyone can’t help but remember, when the Germans get into a tournament, they will always grind out the results and begin to get better. France For host France, everyone expect France to do pretty well against Romania, but in football as it is today, there are no minors anymore; so we expect all the countries

to come up with exceptional performance. We’re not forgetting that Romania has always been a thorn in the flesh of big teams in times past and with every country wanting to show off. However, France looks good to win this, not just because they’re hosts but because of some of the stars they are parading this time around; they have some very young and great players that are doing wonderfully well in their club sides. Spain With the kind of football we have seen in the Spanish team in Laliga with two Spanish clubs playing in the final, it is a safe bet that some of those stars that played for Atlántico and Real Madrid, though not of Spanish origin, but it’s a Spanish game all the same. We expect very exciting sparkling from Spain. CONTINUED ON PAGE 19

‘We expect to see good, robust soccer from Italy in this tournament’ CONTINUED FROM PAGE 18

Portugal After Christiano Ronaldo, you may well ask: who else? Yet Ronaldo never won a Euro tournament before and is coming after a very long time after the great Usen Usebio, the last Portugese player celebrated in the 1960s who passed on a few years ago. After Usebio, the next big thing to happen to football is Christiano Ronaldo; he’ll just be there and the world is watching to see how he is going to sparkle. Team not built around him though because Portugal has stars but pundits rate them as average players making Ronaldo as a lone ranger in that squad. Germany Even before their lineup, you can expect to see players like Mersit Ozeal, Swan Swiger, Toney Crutz, Mayol Noyar, etc; it’s a whole pack of players all playing above average and when they are team, that’s what defines the German-Machine. Belgium stands out as outside favourites because their football is well developed; even at the last WC they looked quite formidable, good and no doubt they are parading a whole lot of players the world expect should e underachievers because they hardly to into a tournament and go far. Even with great stars of Belgian origin playing in big leagues around the world, but as a team, Belgium is not likely going to deliver this one. Italy The Azuries are a tournament country; never been rated but you can’t rule them out. Now they have some young stars coming through the ranks and they have that peculiar Italian style of play; it’s one style that can always shock their opponent. We expect to see the Italians strong at the back; they choke the midfield as well, making movement difficult for their opponents; and you have to be in charge of the midfield to get to your opponent’s defence. Yes; we expect to see good robust soccer from Italy in this tournament. But soccer fans argue that the Italians are not looking too good this time around especially because they do not have one strong player you can point to as the commander-in-chief in the midfield. With exit of a player like Andie Piano who used to be in his country’s midfield, but there are

Christiano Ronaldo

‘‘Unarguably one of the biggest football tournaments around the world, the tournament parades the biggest football stars in Europe in top football leagues around the world of soccer especially in England, Spain, Germany, and France boasting some of the best players on the planet are all on parade.’’ other Italian players who we expect to be in the leather game party. Soccer tradition will remind us that in any tournament around the world, you never write Italians off. In 2006 nobody gave the Italians any chance at all; it was like that WC in Germany was exclusively for the host country, France looked good to take it with Zeidan, but Italy came and sprang a surprise. Italia has a tradition of coming into a tournament, just drop some names that will continue to make headlines for years to come. The Netherlands They are conspicuously missing in Euro 2016 and many wonder why. The soccer world would

do well to recall that they had a bashing in their football culture, so maybe they thought it wise to look at their style of play. Then again, a great football nation like that, there’s really nothing you can take away from them - especially if you remember that many countries had to begin to learn the Dutch style of football starting from the days of Yan Ankruft, Rive and Ryle, etc. These are great coaches of Dutch nationality; they’ve been able to export their brand of football. Clemens Westerhoff, Bonfere Joe were Dutch and they came to give our Nigeria’s football a direction in the late 80s and 90s. So they’ve always done well but not been able to get a form like in 1988 because for you to win any tournament in soccer, at least six players must be above average on the field. In the Dutch team of 1988, they had Evin Vandasa, Ronald Coleman and his brother, the goggled Ega Davitch, Clarence Sidoff, Dennis Beckam and so on; these were Dutch nationals but after that sparkle period, Netherlands had never had that kind of collection anymore. England A kind of outside favourites, gentlemen English are not given any chances in this tournament at all, and you may wonder why. May be because the world had not seen any real talent in traditional English football; the average English boy plays soccer according to the text books; you hardly see them with pure, natural talent, even in the likes of retired former caption Stephen Gerrard. Great as he is, Gerrard was still a textbook footballer; David Beckam also. Perhaps the only natural English footballer was Paul Gaskoin who went into drinking; Hurdle was also of that stock; so since 1966, the world has not seen any English player to be able to deliver any tournament. But if you have a Daniel Storage as your magic maker, you begin to wonder, what will he do in a tournament like this? What will Rulie do as Captain of the team? So it will always be difficult for the English to be able to deliver in a tournament as this. Having said all that, the tournament just got underway, so the world will begin to watch where the boys will stand, where the men will stand and where the rest of the world will stand to watch them. The five new entrants CONTINUED ON PAGE 20

Albania, Iceland, Northern Ireland, Slovakia and Wales are the nation that expanded the Euro game. Group favourites You do not write off any team at the start of a tournament like this, but the favourites in Group A might turn out to be host France, or may be Switzerland. Wales, England, Russia and Slovakia in Group B, the English team looks good, same as Russia. Slovakia can step down for the Welsh who are expected to pull some trouble in this group. Northern Ireland, Germany, Poland and Ukraine is one group that the Alemanias (Germany) would most easily qualify. Poland has a strong football culture though. In Group D, (Croatia, the Check Republic, Spain and Turkey), Croatia and the Czech Republic might give Spain some trouble in this group. Not much opposition is expected from Turkey. Group E, (Belgium, Italy, Ireland and Sweden). This is the real competitive group because Belgium has a crack team; then you must remember the Italians don’t go down easily - especially because they have the very robust traditional Italian kind of football that grows with any competition and become very difficult. Sweden might be the spoiler in

this group but the Irish I must say will have great problems in this team. Group F has Austria, Hungary, Iceland, and Portugal. With Christiano Ronaldo, Portugal is a favourite in their match against Iceland but that is not giving them any chance against the giants of this tournament. The Stars Mudrich from Croatia is a great player and play maker for his club and country and is expected to shine but with this kind of tournament, by the close of this week and next, you will see some of the highbrow stars may begin to go home and you will begin to wonder if they were stars after all. Unarguably one of the biggest f Unarguably one of the biggest football tournaments around the world, the tournament parades the biggest football stars in Europe in top football leagues around the world of soccer especially in England, Spain, Germany, France boasting some of the best players on the planet are all on parade. Unarguably one of the biggest football tournaments around the world, the tournament parades the biggest football stars in Europe in top football leagues around the world of soccer especially in England, Spain, Germany, France boasting some of the best players on the planet are all

on parade. Aundry Yamolenko of Ukraine; since the breakup of the Soviet Union, most of the sportsmen of that time were Ukrainians where the sporting culture is very high and deep rooted. One surprise during the qualifiers is Iceland which beat Netherlands home and away; that explains why the Netherlands are not in this tournament. Celebrated English press With England, they are the only country that would win a tournament before it starts with their press. For that, you need to salute them because they know how to celebrate themselves, salute their heroes, embellish what need to be embellished and colour it when it need be coloured. That’s the spirit though: positive journalism; they are ready to tell you Jack will do this, Sterling will do that, Harry Cain is a wonder boy, Daniel Storage will do all the magic in this world, etc. It is a good spirit and I think the rest of the world need to learn what positive journalism should be like. Stars that didn’t make the world stage George Best, George Weah and more fall within top ranks that never made the world stage; and back home here in Nigeria, we also had great players who didn’t make the national team and you would wonder why. One of (our own stars who

didn’t make the world stage) was Babatunde Martins (Marto) in the days of Principal Cup of St. Greggory’s; the Senniars Brothers, Adinkwe, Emilo John, Anan brothers, etc. One in Calabar with a classic name like Sandy Soccer, real name Cereal Edem, branded the best No. 5 on any field anywhere in the world, yet he didn’t even get close to the national team. Exceptional stars to watch out for Paul Pogba of France a wonder boy to watch. France may just shock a lot of people in this tournament, then Marcial, and of course, Greezeman. It is hoped they will be able to keep their heads down because this tournament requires combinations of skill, talent, tactics then individual psychology of each players. French striker Oliviezi Ruse delivers so much for France but at his club, Arsenal, not so much had been seen from him; his club mate is Antuan Greeseman. Some say they are sentimental favourites in this tournament but it may require more than sentiments. It is on record that Denmark qualified because of the civil war in Yugoslavia Some players who do well at club level but are cold at national level and vice versa. We’re going to need to go 18 years back memory lane and recall what happened at before

now: what happened in Euro 2000? We had a cream of players you could lay out, like Robbert Karess, Zenadene Zeidan, Teori, Lillian Toram, Will Thomas, Emmanuel Petti, etc. With these set of players, one can visualize a reenactment of another generation of players. Something new We have a whole lot of players coming through to this tournament, many getting to this stage of football for the very first time; that include Shemi Vadi and Harry Cain (England) and Pogba (France) among others are rubbing shoulders with established soccer stars for the very first time. Teamwork It would be recalled that teamwork got Greece to the 2004 edition where they took the world by storm. Smarting from the World Cup which they (Greece) hosted in 2004, they had moved up there and raised the ante. The world will recall that they had a team that had a proper synchronised and psychological balance, so much that no team could put them down, not minding what stars they were up against. That team-play is going to be the key to winning this tournament. It’s not going to be about big names; if it were so, some of the countries in this tournament would not be there at all.

Oronsaye being persecuted over report on EFCC - Group ÏÏÏA non-governmental organisa-

tion, Integrity Group, has ascribed the ongoing trial of former Head of Service of the Federation (HOS), Mr. Steve Oronsaye, to persecution, because of a report he wrote when he was still in service, which sought to merge the Economic and Financial Crimes Commission (EFCC) with other anti-graft agencies. According to the National Co-ordinator and Secretary of Integrity Group, James Alo and Aliu Sanni, respectively, a report written by Oronsaye committee when he was HOS and Chairman, Presidential Commitee on the Rationalisation and Restructuring of the Civil Service, had sought the merger of the

EFCC with the Independent Corrupt Practices Commission (ICPC). The report also sought the autonomy of the Nigerian Financial Intelligence Unit (NFIU) in line with Nigeria’s agreement with international anti-graft and anti-money laundering agencies. NFIU is presently a unit in EFCC and the largest international funding to the EFCC is because of NFIU, the group noted. Alo and Sanni wonder why the EFCC would exhume a case which had been investigated and which cleared Oronsaye of any wrong doing. “The EFCC had concluded its investigation as far back as 2010, while the suspects were also ar-

raigned in 2011 and even got judgement against one of the suspects in 2013 before the commission reopened the case based on additional statement from a witness. We wonder at the desperation of EFCC to punish this man”. The body noted that it was lack of substance in the case against Oronsaye that raised the ire of Justice Olasumbo Goodluck of the Federal Capital Territory (FCT), High Court, during the last sitting of the court, over the failure of the EFCC in filing its amended charges as requested. Integrity Group recalled that Oronsaye was “the one that started the investigation into pension fraud

when he was Head of Service. He was also the one that set up the Pension Reform Task Force team. He was the one that submitted the report of the task force to EFCC and ICPC for further investigation. If he was guilty, would he now wants to expose himself by inviting the agencies to conduct further investigations?” The group therefore called on the federal government to protect those who were being unnecessarily persecuted in the words of the Catholic archbishop of Abuja, John Cardinal Onaiyekan, that the anti-corruption war should not be seen as a persecution of people who had stepped on powerful toes while in government.

Nigeria adds 49,000 solar homes in three months ÏÏÏAn

additional 49,000 homes across Nigeria acquired solar lighting and power systems in just three months this year with help from SolarNigeria, an innovative programme that helps solar suppliers and financiers scale up and allows households to access this equipment on full commercial terms. These homes now enjoy bright light and reliable power at lower cost than kerosene and generators. More than 14,000 of the homes benefitting are in the northern states, where grid deficiencies and a need for reliable power are the most acute. All systems were accessed on full commercial terms, with the householder paying cash, taking a loan, or renting the equipment. The boost represents a dramatic increase in Nigeria’s household so-

lar market. In 2015, the estimated total market was around 130,000 units. Between January and March 2016, new homes connected as a result of the SolarNigeria initiative had already matched over 40% of that total. This was achieved despite the significant challenges of limited access to foreign exchange for importing solar, and the overall declining economic conditions in the country. These high quality plug-and-play solar systems include everything from single bright lamps through to Solar Home Systems able to power multiple lights, a television and fan. The solar systems were provided to Nigerian households by companies supported by the SolarNigeria Programme. The aim of the SolarNigeria Programme is to scale up the private market for small solar

lighting and power systems. Funded by UKAID, SolarNigeria will help millions of Nigerian households (and micro-enterprises) to access modern, clean, lighting and power at lower cost than kerosene lanterns and small generators. “Millions of Nigerian households could today save money while enjoying bright light and clean power using solar instead of kerosene lanterns and small generators. They need someone trustworthy to make quality solar products available to them in their village, and they need to be able to pay for it over time. This requires capable companies to invest in the market, to reach the customers, and to enable financing,” said Leigh Vial, head of Consumer Markets for SolarNigeria.

Tricycle riders in Delta frown at Police extortion Uche Matthew Asaba

ÏÏÏTricycle

riders in Delta State have said that some police officers were extorting money from them. They said in Asaba, the state capital, that the police used to collect money from them as if they were an automated teller machine (ATM) “where you can go at any given time to withdraw money.” “The government said 10 p.m., but by 9 p.m. the police will started arresting us, and before they leave us, we are forced to pay N1, 000-N1, 500 to them. Most of us that operate till 10 p.m. is to meet up money to balance the owner of the tricyle and see what we take home with but police don’t allow us to work”. Reacting to the development, the Chairman of the Tricycles/Motorcycles Operators Association, Delta State Chapter, Chief Obi Nzete, noted that even as the government had banned the operation of okada (motorbike) in some major town, most the of the security agents were still operating it. He said that the security agent who ought to ensure proper implementation of the policy were also abusing it. According to him, any security agents arresting keke operators before 10 p.m. is doing so at his own risk, saying that none of his members had reported such case to him officially. He advise the operators to be lawabiding and be conscious of government’s time (10. pm), urging them to report any cases as he noted that his office and phones were on.

Keshi and Amodu: Something about Nigerian Football

Yinka Odumakin ÏÏÏ Two former coaches

with the Nigerian football authority, Messrs Stephen Keshi have just died three days apart. Keshi at the age of 54 and Amodu at the age of 58. The two men had some uncanny coincidence to their deaths. Neither was sick before they took the final breath. Keshi was said to have complained of pain on his knees and was dead on arrival at the hospital. Amodu also complained of chest pain and died in his sleep. The two men were united in having troubled times with the fantastically corrupt men who run Nigerian football and were unceremoniously thrown out after serving their country with all their strength. I met Amodu at the home of Dede Mabiaku in 2010 and for two hours dwelt on the rot in the house of stench that runs

the Nigerian football and I am not surprised that long life is eluding guys who risked their lives working with those sharks. When Keshi died, the Ghanaian FA decided to hoist its flag at half mast, a gesture we didn’t see from our own FA. As we mourn the sudden deaths of these gentlemen, I dedicate to them a piece I did in 2010 on Nigerian and Ghanaian football: “Ghana’s Shine Is Nigeria’s Shame” “I commend Ghana for the enviable achievement of sailing to the quarterfinals of the ongoing World Cup in South Africa. Ghana has once again demonstrated the indomitable spirit of a people unleashing their potential under good governance and leadership and shamed its “big for nothing” neighbour (Nigeria) who crashed out of the mundial without winning a match. Ghana’s feat has thrown up all that is right with that country and all that is wrong with Nigeria. Few years ago, a sports minister in Ghana was sacked and sent to jail over missing $10,000 but nobody has been brought to book for about £400,000 which grew wind inside the lockers of the secretariat of the Nigerian Football Association. Just a few weeks to the World Cup, Nigeria sacked the coach that qualified it for World Cup and hired

Late Keshi

Late Amodu

a coach who failed to qualify his own country for the mundial. While Shuaibu Amodu had to address press conferences over unpaid arrears of salaries alleged to be half of what he signed, Mr. Lagerback was paid $9m upfront for his six-month contract. It was clear to all discerning that Nigeria’s problem all along was not the coach but the Nigerian disease that has eaten deep into every fabric of the Nigerian society. For the Nigerian officials, football is all

Nigeria has crashed out because we failed to do the needful and yet we expected to reap where we did not sow. Unlike us, Ghanaians have fixed their country and everything is working out for them. The country did not need to have 64 senators in South Africa in order to excel. Nigerians must use their passion for soccer to demand for good leaders

who emerge through credible elections. The coming election provides the opportunity to do all that as it must be clear to all now that we cannot excel in any sphere as long as we reel under the suffocating weight of corruption that is the hallmark of unelected leaders. Until we do that, our agony continues. Let us not steal Ghana’s victory by claiming it as “Africa’s victory”. No, it is a victory for a Ghana that has embraced best practice in its affairs.”

Diverse culture and heritage is Nigeria

Cultural group performing at Abuja Carnival

Centuries before Nigeria even existed as a national entity it had a rich and vibrant culture, including the Nok civilisation that emerged around 1,000 BC, ninth century metal working culture of Igbo-Ukwu and Ife artifacts dating back to the 12th century. The advent of colonialism resulted into the significant number of these masterpieces being stolen from the country and many of them are now found in museums in Europe. Indeed, the British Museums has a collection of Benin bronzes looted from the ancient Benin kingdom during a British naval expedition in the 19th century. With such a pedigree, no wonder modern Nigeria has made such an impact in the arts. The past 55 years has seen a flourishing of Nigerian culture, with names like Wole Soyinka and late Chinua Achebe making a global impact. A product of the University of Ibadan, Soyinka became the first African to win the Nobel Prize in Literature in 1986, following a string of important play that included The Road, 1965, and Death and the King’s Horseman, 1975. Achebe’s classic novel Things Fall

Apart , was listed among the world’s all-time 100 top works of fiction, and led him to be honoured with the Man Booker International Prize in 2007. His novels inspired Chimamanda Ngozi Adichie, author of the awardwinning Half a Yellow Sun and Purple Hibiscus. In 2001, Helon Habila won the Caine Prize for Love Poems, the first of many laurels. Also, there group of lesser known writers that have nevertheless had huge influence in Nigeria itself. In the 1950s, Peter Nwana who captivated the Eastern parts of the country with his popular novel Omenuko. Written in Igbo language, they pioneered a literary movement that extended the 1970s which became known as the Onitsha Market Literature, the forerunner of modern Nigerian literature. Others outstanding figures of this movement to a crop of young anti-colonial activists, are Ogali Ogali, author of the hugely successfully Veronica My Daughter, and Orlando Iguh as well as renowned fiery nationalists like Mokwugo Okoye, Osita Agwuna, Adegoke Adelabu and Mazi Mbonu Ojike. The contributions of these writers

to the development of Nigerian literature through their books, essays, newspaper columns among other interventions also appear not to have been well noted by promoters of the country’s art. Daniel Olurunfunmi Fagunnwa better known as D.O. Fagunwa, also inspired many post-independence writers in the country. Fagunnwa, who

reportedly got drowned while trying to cross the River Niger, in former Eastern region, had between 1939 and 1961, published about six novels in Yoruba. Drawing largely on Yoruba mythology, his play, Ogboju Ode Ninu Igbo Irunmole, was translated from Yoruba into English by Wole Soyinka, and titled, Forest of Thousand Demons. Writing in English language, Amos Tutola’s engaging Palm Wine Drinkard, was based on Yoruba folktales and continued to set the pace of Nigeria’s literary development, even though it was frowned upon officially. Actor, playwright and musician, and theatre icon late Hubert Ogunde was clearly a phenomenal talent who funded the the Ogunde Concert Party, the first professional theatrical company in Nigeria. His Yoruba Ronu in which he pleaded with his Yoruba kinsmen to think again about the violent political crisis ravaging the old Western Region at the time, resulted in his theatre company being banned from there. Among his earlier hit stage productions included, Strike and Hunger, which supported the struggle of Nigerian workers against the injustices of the colonial administration, and The Tiger Empire, which marked the first instance in Yoruba theatre that women were billed to appear in a play as professional artists in their own right. In the visual arts late Aina Onabolu, Prof Ben Enwonwu, Akinola Lasekan, laid the foundation of modern Nigeria’s post independence art scene. Justus Akeredolu, Etsu Ngbodag, Best Adigwe, Tayo Aiyegbusi, Yusuf Grillo, Uche Okeke, Bruce Onobrakpeya, Demas Nwoko, Emmanuel Odita, Jimoh Akolo, Solomon Wangboje , all members of the Zaria Art Society that attempted to develop a new aesthetics. Further down the line, the art critic, writer and poet Okwy Enweozor made history as the first African artistic director of the remarkable Documenta II in Germany in 2002 edition. He also served as the artistic director of the 2nd Johanesburg Biennale (1996-1997), the Biennale international de Arte in Spain, the 7th Gwanju Biennale in South Korea, 2008 and the Triennale d’ Art of Paris in 2012, among his many achivments.

Ogunse: From painting to dance with Afrocentric vission Agozino Agozino As a young child in Ijebu Owu-Ikija, Ogun State, Ogunse Adewole Rotimi toyed dutifully with his hands. And he cherished every bit of the environment. He was enthusiastic about everything that was cultural. His idea of adult life was becoming a creative person and earning a decent living. He found it easier to express himself in the visual art format first. Drawings and paintings are two things that gave him joy initially. As he grew up, believing that one of the genres of the arts could provide him a means of livelihood, he got more drawn to the field of the arts. Apart from that, he also had a call to venture into an art that will deal with the audience, particularly, dance and entertaining large audience with cultural troupe. This dream sent him to College of Education to study Fine and Applied Arts, when he completed his senior secondary school at Government Secondary School Tudun-Wada, as a science student. However, when he was to make his choice between science and arts as a career in life, the choice was arts, and thus began his journey which has been growing. Although his father wanted him to be a refrigerator engineer in order to inherit his job. But Ogunse believed that art is what could make him happy as he did not look back in pursuing his dream by heading to College of Education in Abuja, where he studied Fine and Applied Arts. Thereafter, he came back to Lagos and since then has been involved in many theatre dance and theatre shows among schools in Gbagada area of Lagos. Ogunse who since 2015, has been teaching Visual Arts in a secondary school at Gbagada, combining it with Theatre Art training and rehearsals at Black Image at Bariga, as well as working with Onileagbon Theatre Company as the troupe manager, headed by Femi Onileagbon (the present chairman Association of Nigerian Authors) ANALagos, said he is eager to break new grounds, not only in teaching youngsters about dance and painting but also the rich heritage of African culture and management.

“I am glad to say that Onileagbon Theatre Company which I have pioneered has made many stage productions which include: The Trip, Abiku, Home Truth, The Victim, Igbangaladi, the Landlord, The Lost King, Marriage of Princess Fadrera, Olugbon among others. The passion to promote culture especially dance among young students are what one sees any day on encountering him. The emerging dance and painting specialist who in 2009, changed from fulltime art teaching job to part-time so as to have time to explore more performances and movie locations described himself as a natural talent with a social mission. His eleven years of art teaching so far has yielded not less than four awards. “Today we’re dealing with something that we never imagined and is unimaginable,” Dyer said. He said the casualty doubles an earlier estimate that about 20 bodies were found in the Pulse nightclub. A police officer working as a security guard inside

the club, which has operated in downtown Orlando since 2004, exchanged fire with the suspect at about 2 a.m. (0600 GMT), police officials said. A hostage situation quickly developed, and three hours later SWAT team officers used armoured cars to

storm the club before shooting dead the gunman. It was unclear when the gunman killed the victims. Police said one officer was injured after he was hit in his helmet while exchanging fire with the gunman. “Do we consider this an act of terrorism? Absolute-

ly,” said Danny Banks, special agent in charge of the Florida Department of Law Enforcement. “Whether that is domestic terrorist activity or an international one that is something we will certainly get to the bottom of,” Banks said.

ormer Cranes of Uganda Coach, Harrison Okagbue, has called for urgent measures to bridge the generational gap created by the death of two former Super Eagles’ coaches with a week. The coaches, Stephen Keshi and Shuaibu Amodu, died during brief illnesses on May 7 and May 11 in Benin respectively. Keshi, also a former Captained of the national team, had won the Africa Cup of Nations as a player and as a coach in 1994 and 2013 respectively. Amodu on the other hand, had coached the

team four times, qualifying it for two World Cups in 2002 and 2010, but was not allowed to manage the Super Eagles at the occasions. Amodu was buried in his home town, Okpella on Saturday according to Muslim rites. Okagbue, who described the deaths as unfortunate developments in Nigerian football, told NAN that death was a definite end for everyone and urged people to always be at peace with God. minute silence in honour of late Coach Amodu Shuaibu will be observed before all fixtures of Match Day 22 of the Nigeria Professional Football League (NPFL) kicks off this weekend. Amodu died in the early hours of Saturday in Benin and the League Management Company (LMC) directed all Match Commissioners and Club Officials to ensure that players paid their last respect to

the one time Coach of BCC Lions and El-Kanemi Warriors before the matches kick-off. The LMC enjoined the Nigeria Football Federation (NFF) where the late Coach served as Technical Director and Chief Instructor for all CAF Graded Coaching Courses, the people of his home state, Edo State and the entire football stakeholders to bear the loss with fortitude, noting that “in his lifetime, Amodu served Nigeria’s football with commitment and made Edo State proud”. “Amodu was one of the Coaches that brought style and panache to club Coaching in Nigeria. He made the league lively with his exploits at the various clubs he managed

United and Mighty Jets of Jos at various times, there was need to instal measures to enhance coaches’ welfare and training. He said that ``the mangers of the nation’s football should act now to close the generational gap created by the death of the experienced coaches. ``Death is an inevitable end of man, it’s a natural call which we all must answer in due time. ``It is painful and only God has the key to life; we cannot question his decisions, it’s painful that two key members of our profession have to go in

Amodu won the FA Cup with BCC Lions of Gboko and El-Kanemi Warriors of Maiduguri and would also guide BCC Lions to win the Africa Winners Cup now named CAF Confederation Cup. He guided Shooting Stars Sports Club (3SC) to the finals of the CAF Champions League and at different times coach Sharks FC and Niger Tornadoes. As the Super Eagles Coach at four different times, he guided the teams through 15 World Cup qualifiers, won 12 and drew three but never lost any.

NPFL lands mega deal

igeria Professional Football League (NPFL) broke into the international sponsorship market with the signing of a Memorandum of Understanding between the League Management Company (LMC) and United Kingdom’s leading global sport drinks maker, iPro Sport International Limited (ISIL), Isotonic drinks replace nutrients and fluids quickly, helping to prevent exercise-related injuries and illness that may arise from loss of important minerals, dehydration and heat stroke due to sweating during physical exercises. Isotonic fluids are also known to have six to eight percent carbohydrates, including glucose, the

human body’s preferred energy source for exercise. The MoU, which is subject to sign off of national distributors agreements and other regulatory approvals was executed in London on Wednesday, June 7 with the LMC represented by the Chairman, Shehu Dikko and iProsport represented by the Managing Director, Mr. Thomas Garrad. The deal is said to be the biggest natural ingredients sports drink football sponsorship in the African continent and NPFL is the first league on the continent to be associated with iProsport all natural ingredients Sports drink. The tenure of the MOU is for 5 years. It is considered a major

breakthrough and an international recognition and endorsement of the steady growth recorded by the LMC in the revival of the Nigeria Professional Football League, improved quality of administration, the quantum leap in followership around the arenas and the media. Nigerian businesses have starved local football of patronage necessary to revive the game and allow it reach its potentials of being a vibrant sub sector employing thousands of young Nigerians. Last year, it is estimated that over N40 billion was funneled out by Nigerian corporate organizations to sponsor foreign clubs and foreign league broadcasts.

I was also named the man of the match in that tie. “They made a formal bid for me and also sent me a flight ticket to Kano for me to sign. I’m glad to have completed this move and I’m hopeful that I’ll deliver the goods for Kano Pillars, I’ll play my game and by God’s grace score aplenty. “I’ll continue from where I left it at my previous club, Sunshine Stars where I scored six goals in the first half of the league. ermany win to set themselves on the path to potentially adding Euro 2016 to their 2014 World Cup title, but they still haven’t set quite the right pace. This mostly comfortable victory over Ukraine -- courtesy of goals from Shkodran Mustafi and substitute Bastian Schweinsteiger -- was an odd match in that regard. There were spells when Germany threatened to return to their 2014 best, but also longer spells in which we saw the kind of problems that threaten to deny them doing that historic double of two successive international trophies. It is perhaps the biggest question with this team, and one reminiscent of the one that faced Pep Guardiola’s Bayern Munich, for whom so many of this side have played in. They can be so good when they are fully switched on, but have an odd tendency to switch off in almost every game and give their opponents a chance. They gave Ukraine more than a few chances here. Many say this is just a consequence of requiring the proper competitive focus of really significant tournament games, but it was the kind of thing that cost them in Euro 2012, when they were arguably at their peak and even better than 2014.

Sterling played 87 minutes as England conceded a late equaliser to draw 1-1 in their Group B opener against Russia. Roy Hodgson’s men created plenty of chances throughout the contest, with Eric Dier making the breakthrough from a free kick in the 73rd minute before Russia captain Vasili Berezutski salvaged a dramatic draw. Redknapp saw plenty of positives in the performance, highlighting Dier’s role in midfield, but was disappointed with Sterling’s showing and feels he could be dropped for England’s next game against “One player that might be under pressure is Raheem Sterling,” he said.

uka Modric scored the decisive goal in the 41st minute when he volleyed a half cleared cross past Turkey goalkeeper Volkan Babacan from 25-yards out. Croatia enjoyed the better chances before Modric’s goal with Ivan Rakitic coming close to converting a Dario Srna cross after two minutes, while Mario Mandzukic and Marcelo Brozovic also wasted good opportunities for Ante Cacic’s side. There were some full-blooded challenges too with Modric on the receiving end of one and Croatia defender Vedran Corluka forced to leave the field to have his head bandaged following a

clash with Cenk Tosun. On 29 minutes Ozan Tufan’s header presented Turkey with a real chance to open the scoring but the midfielder’s effort was directed straight at Croatia goalkeeper Danijel Subasic. Then, with half time approaching, Modric struck to separate the sides before the break and make Turkey pay for the chances they had allowed Croatia. In the 52nd minute a Dario Srna free kick from 20-yards out struck the top of the crossbar and two minutes later the Shakhtar Donetsk man was presented with a second chance to double Croatia’s lead when Babacan

could only parry Ivan Perisic’s cross into his path, but he snatched at his shot and fired wide from close range. At this point Croatia were in complete control of proceedings, and on the hour Mandzukic won a knockdown in the penalty area allowing Brozovic to control with his chest before shooting wildly over the bar. Turkey coach Fatih Terim attempted to instigate a fightback by substituting his captain, midfielder Arda Turan, for striker Burak Yilmaz but soon after another Perisic cross from the left wing almost finished in a goal with Brozovic inches away from sliding home.

Russia, England face disqualification

efa said Sunday that Russia and England could be thrown out of the European Championship finals if their fans are involved in more violence. The Uefa executive committee made a public “warning” in a statement which expressed “disgust for the violent clashes which occurred in the city of Marseille” this weekend. On top of any punishment ordered by an investigation

committee, the executive committee said “it will not hesitate to impose additional sanctions on the Football Association (FA) and the Russian Football Union (RFU), including the potential disqualification of their respective teams from the tournament, should such violence occur again.” Dozens of people were hurt in three days of clashes in Marseille and at the Stade Velodrome after the England-Russia match on Saturday which ended in a 1-1 draw. Uefa earlier charged Russia with misconduct

over the role of its fans in the unrest. Russia was charged with crowd disturbances, racist behaviour and letting off fireworks. The result of the inquiry and sanctions are to be announced on Tuesday. Russia’s next game is in Lille, northern France, on Wednesday against Slovakia. England’s next Group B game against Wales in nearby Lens on Thursday has been classed as a high-risk game by the French authorities.

Ramos: Spain have

ergio Ramos says Spain’s success over the last eight years has forced them to look at reinventing themselves as they look to claim a third consecutive European title. Luis Aragones guided Spain to the trophy at Euro 2008, with Vicente del Bosque adding the 2010 World Cup and Euro 2012 triumphs. It formed a glorious period for the Iberian nation marked by a possession-

based style that garnered plaudits from across the globe. La Roja are one of the favourites to win Euro 2016, despite crashing out at the group stages of the 2014 World Cup. And Ramos believes other teams have improved in their ability to counter Spain’s tactics, and it has forced them to develop. “It’s clear that all the squads are more motivated when they face us,” he

told Marca. “We are the reigning European champions and we’ve also been world champions. “We have a good history and everyone wants to beat us. “Our style of play is very characteristic and everyone has been studying it thoroughly so we have to reinvent ourselves to carry on fighting to achieve the highest levels of success.”

Serie A club in the summer and expected rumoured interest from the Blues to become more concrete. The defender told L’Equipe: “If nothing happens with Napoli, I’m going to start making contact with other clubs. “I’m going to make the most favourable choice, not only financially but also on a sporting level -- clubs of a high standing want me, and I’ve had no sign

from Napoli.” But De Laurentiis responded angrily, with Corriere dello Sport quoting him as saying: “I had thought Koulibaly was a good man. “The moment I realise you and your agent haven’t read the contracts properly before signing them... I cannot tolerate that. “Napoli were about to sign new

commercial deals to use Koulibaly’s image, but his statements cancelled those opportunities. His jersey cannot be sold now. “He created damages worth millions of euros, and I have specialists studying the issue now.” De Laurenttis said that “if we discovered that Chelsea were behind this, we could sue them for damages too.

Osinbajo, who said this in a statement he issued on the death of the Technical Director of the Nigeria Football Federation and former coach of the Super Eagles, described the demise as a profound loss to the nation. The vice president said that coming only four days after the death of former player and coach, Stephen Keshi, Nigeria had lost yet another dedicated public servant who worked tirelessly to bring honour to the country. ``He led the national team to two World Cup tournaments and answered the call to serve as National Coach on a number of occasions. ``Indeed his life was dedicated to finding and grooming Nigeria’s best soccer talents and providing them the leadership and guidance with which they excelled,’’ he said. Enugu electricity coy deploys 200,000 Smart Meters to customers In a deft move designed to address the major need of electricity consumers in the South East states, the Enugu Electricity Distribution Company (EEDC) has embarked on a massive metering of its customers. To achieve this milestone, the Enugu Electricity company is deploying about 200, 000 to its customers, which ultimately will boost the growth of Nigerian Metering market. To achieve this feat, the EEDC has awarded contracts to three leading metering companies, Mojec International Limited, MBH Power and Genus Power Infrastructure Limited. Managing Director/Chief Ex-

ecutive Officer, Enugu Electricity Distribution Company, Mr. Robert Dickerman, who disclosed this said that the programme was a continuation of EEDC’s ongoing metering of its Maximum Demand (MD) customers, and the Credited Advance Payment for Metering Implementation (CAPMI). He maintained that the programme was designed to enable willing customers within the network obtain their meters by advancing funds to EEDC to purchase and install the meters for them. According to Dickerman, “We have identified metering as a ma-

jor need of our customers, and providing them with meter is our primary obligation as an organisation. We are hopeful that with the deployment of these meters, our collection and energy losses will be reduced drastically.” Metering customers had been a major challenge facing most distribution companies, and the peculiarity of high prevalence of energy theft and meter bypass in the South East region has not also helped the situation. Over 70 per cent of the prepaid meters on the network are bypassed. The EEDC boss also said that the company has therefore deployed Geographical Information

System (GIS) to map the network areas, and equally embarked on elaborate enumeration of its customers within the network with a view to providing a sustainable and comprehensive all smart metering framework that will address and forestall the high prevalence of meter bypass and energy theft being experienced in the region. He continued, “Metering our customers has always been our priority, but due to the high level of energy theft and meter bypass, which constitute the huge revenue loss, we had to fine-tune and CONTINUED ON PAGE B2

A coalition of private sector organisations, civil societies and consumer rights advocacy group has staged a walk to call on the leadership of the National Assembly to pass the Competition Bill before it in the benefit of consumers in the country. This, the coalition says will ensure efficient and fair markets that are essential for catalysing private sector development and economic growth. The bill which recently passed the second reading on the floor of the House of Representative seeks among many things to infuse a level playing field in the Nigerian markets thereby stimulating entrepreneurship and economic growth. Mr. Solomon Aderoju, Chairman, Lagos Chapter of Nigerian Association of Small and Medium Enterprises (NASME) in an interview with Daily Times said the enactment of the Competition Bill will provide a robust competition law to regulate the market to ensure a win-win situation for both consumer and producers. Throwing its weight behind the coalition, the Commissioner of Commerce and Industry, Honorable Rotimi Ogunleye said Lagos State government is in force with the coalition. ‘What you are doing is in sync with what this Ministry of Commerce, Industry and Co-operatives stands for, as you all know, we have a consumer protection CONTINUED ON PAGE B2

N145 per litre: Filling stations experience low patronage – Report Opeoluwani Akintayo Filling stations across the country are currently battling to make enough sales as usual, following the recent increase in pump price of Premium Motor Spirit, popularly known as petrol from N86.50 to N145, and perhaps the current recession in the Nigerian economy.

Business Times investigation on Sunday, revealed that apart from commercial buses that buy petrol for the purpose of their businesses, private car owners now prefer to go out in public buses. Upon the hike of petrol to N145, prices of goods and services and bus fares have skyrocketed, as we noticed an average commuter would rather board ‘Molue’ at

cheaper prices of between N50N70 than the usual ‘Danfo’ at higher prices starting from N100 and above. A survey of activities at some of the filling stations around Lagos, showed that even as petrol is no longer scarce and marketers now have free hand to import, fewer vehicles now patronise petrol stations; more of commercial vehi-

cles as against private cars. And as one commuter rightly said, “SUVs seem to have disappeared from our roads”. “Dem don dey beg us to come buy petrol o (Filing stations rarely sell these days. They now beg us to buy more),” a commercial driver simply identified as Okechukwu said. Even as many filling stations do

not have any reason to sell below the official price of N145 for more gain, many now give discount or sell for less, as their boards boldly display N143, N142 in order to attract more buyers. Shareholders of Deposit Money Banks (DMBs) have again shown their grievances over an endless wait of getting back their bank on track, calling on the Federal Government (FG) and the Central Bank of Nigeria (CBN) to restore the license of Savannah Bank and allow it to be reopened for operation. Depositors of the bank believe that government’s intervention became essential, due to inability of the bank to refund their trapped funds. However, they said they are tired of a long time hope, which

seems non-realizable, as no indication or a likelihood of getting back their closed bank, stressing that the crisis that has bedeviled the bank was political. Speaking on this development in a telephone chat in Lagos over the weekend, President, Progressive Shareholders Association of Nigeria (PSAN) Mr. Boniface Okezie, said the issue of Savannah Bank is political, and that the Federal Government should restore the license of the bank and allow them to re-open for operation. Okezie explained that Savannah Bank and Heritage Bank which was former Societe

Generale Bank were in the same league of troubled banks. “If Societe Generale Bank could be rescued by the Federal Government, Savannah Bank which had no major problem could also be treated same.” According to the PSAN president, the apex bank had caused the bank very endemic damage which is glaring even in their dilapidated assets nationwide. But in a contrary opinion, Managing Director/CEO, APT Securities Limited, Mallam Kurfi Garba, pointed that the owners of Savannah Bank were given the option to re-capitalise and start operations which they failed to do.

Deposit money banks (DMBs) in the country have agreed to halt the spate of recent mass sack in the industry over the threat by Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) to picket banks that indulge in further mass sack of their employees. According to Bola Adesola, Managing Director of Standard Chartered Bank who said that, banks understand the implication of people not being in employment especially with what the situation is like in the country.” And we are looking at ways we will ensure that we minimize exits from institutions” he added. Adesola of Standard Chartered while speaking to journalists recently, noted that there will always be exits. People will exit the institutions. He added that as a matter of fact, it is something the

banks MDs have discussed in the past with the CBN Governor prevailing on the banks to minimize any exits from the institutions. In his words: “We have noted the market sentiments and am sure that going forward, it will be different but as I said, we must recognize also that there would be reasons why people would leave and it is not just in the banking industry- telecoms and other sectors have had this type of situation before but it is something that we would manage.” The Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC), had previously threatened to picket banks that indulge in further mass sack of their employees, saying that the Federal Government was right to have warned the erring banks with withdrawal of their licenses if they refused to halt the gale of

mass retrenchment of workers. The two Labour groups stated that just like the banks disobeyed the laws of this country, when it comes to retrenching their (unions) members, “we will picket them to show them that they do not have monopoly of law of disobedience.” Both the NLC President, AyubaWabba and the TUC President, BobboiKaigama, who frowned at the refusal of the banks to allow their workers to unionize, said the pronouncement of the Minister of Labour and Employment, Senator Chris Ngige was expected. Also, the Comrade Ajaero faction led of the NLC has given a 21-day ultimatum to the banks that have engaged in mass sack against the rules of engagement to reverse the decision or face the wrath of the workers.

NAICOM to expand insurance distribution space Worried by effects of the limited channels of insurance distribution in the country, the National Insurance Commission (NAICOM), has initiated moves to create additional vehicles to convey insurance products to the public. Commissioner for Insurance, Mohammed Kari, disclosed this in Ilesha, Osun State, said the commission has identified limited channels of distribution as a major inhibition factor to penetration, hence, it would soon issue draft guidelines to correct the abnormally.

The Nigerian Union of Pensioners (NUP) has called on the Federal Government to issue bailout for the settlement of pensioners, as done to workers whose states could not pay salaries. The Lagos State Chairman of NUP, Joseph Dele, who said this in Lagos, urged the governments to urgently look into the plights of pensioners, who he said are undergoing tough times due to the present economy maladies. According to the National Pension Commission (PenCom), from 2014 to date, there has been a decline in budgetary provision in

“We have also identified the limited channels of distribution as a major inhibition factor to penetration. In this regards we have considered the creation of additional distribution channels and have gone far on the preliminary works and draft of guidelines which soon be exposed for input,” he said. Kari also posited that the commission is coming up with a mystified type of operation for brokers, an initiative, he said, would open a new vista in insurance intermediation in Nigeria. “We have further decided to

explore and develop the mystified partnership type of operation for Brokers. A draft of the proposed guideline will be exposed for input within the next couple of weeks, and I can assure you it will open a new vista in insurance intermidiation in Nigeria,” he added. The NAICOM boss said the task of market development, should be a concern to all parties in the industry, stressing that penetration would continue to be low if everyone would only operate from the comfort of the metropolis or chase only existing clients with insurance policies.

Industrial And General Insurance Plc (IGI) has moved its corporate head office on Victoria Island, Lagos to a new location also on the highbrow island, in continuation of the restructuring process launched by the management to reposition the company for greater efficiency. IGI Plc, which began operations as a composite insurer in 1992 with its headquarters at Adeola Hopewell Street, moved to its own five-storeyed building at Agoro Odiyan, in the neighbourhood of the Saka Tinubu business district of Victoria Island, Lagos. Addressing the shareholders at the company’s annual general meeting in Lagos in April, the Group Managing Director, Mr. Rotimi Fashola, had hinted about the relocation from the rented facility, which he said was part of the strategic measures aimed at improving liquidity and operational efficiency. His words: “As part of the ongoing effort to refocus the company, we are moving our corporate Head Office from its present location to our fivestorey building at Agoro Odiyan, Victoria Island, Lagos. “We are committed to right-sizing and blocking wastages in order to boost liquidity; that is why we obtained NAICOM’s approval to restructure our assets. We need funds to sustain our present policy of ensuring prompt payment of claims, commissions and other obligations.” The Daily Times reports that the National Insurance Commission (NAICOM) had recently granted IGI the go-ahead to convert part of its long-term assets to liquidity. This is to enable the company to restructure its massive investment in real estate and subsidiaries, amounting to billions of naira, by offering them for sale and ploughing back the proceeds into its day-to-day operations.

Business Interview B8

Daily Times Nigeria Monday, June 13, 2016

Unstable forex regime, policy somersault, bane of business growth – Akindele Group Managing Director, Courteville Business Solutions Plc, Mr. Adebola Akindele, in this interview with MOTOLANI OSENI, speaks on effects of foreign exchange regime on indigenous businesses, the need for government to encourage local businesses, how small business enterprises (SMEs) can thrive and why it is necessary for the Nigerian economy to adopt the right technology for growth, among other topical issues. Excerpts… Tell us about yourself and more of Courteville business solutions development Plc? Mr. Name is Adebola Akindele, I am the Group Managing Director, Courteville Business Solution Nigeria Plc. Courteville business solution is a foremost business solution development entity across West Africa. We pioneer essentially the listing of some businesses on the Nigeria Stock Exchange (NSE). On the NSE, and we are listed under the ICT services section. However, what business solution development means is that, we look at what issues there are in terms of providing solutions to improvement an efficiency challenges with businesses or processes of how you get to do things on a day today bases. So, we look at what you do and we determined in

a way that we can introduce an application or a system or a platform that would help the improvement on the efficiency of a service delivery to the end users. So, all stakeholders are happy with whatever it is that we end up doing. So, that is what Courteville is and that is what we’ve been for 11 years now, because we started operation in January, 2005, we were 10years last year and we got listed on the NSE in 2009, we became public company in 2008 but we got listed on 1st of April, 2009. However, we promised our stakeholders certain deliverables and each of these not only met but consistently met and surpass over the last seven to eight years of our listed on the Nigeria Stock of Exchange. Have you been able to consistently give dividend payouts to your shareholders?

Shareholders are very prominent member of our stakeholders’ community. So, we’ve consistently up on till 2015 paid out dividend every year to shareholders and we’ve remained profitable all through these years, despite the downturn in the economy even in 2008 up on till this year. The rest of the stakeholders community around us which include our environment; community where we operate; Our Staff; Board, the regulator even competition we have always done right as far as we can and better than we actually thought we could, we have always done right by every single stakeholder. What are the challenges facing your kind of businesses, and how do you think government policies can enhance your services and contributions to the Nigerian economy?

Up on till lately, we really do not have too many challenges in the area of government policies per say, until lately when the foreign exchange regime became so disorganised and unstable, but some of our processes and activities, most importantly our major expenses are in foreign exchange, and with the current regime that is so expensive it became veryvery necessary for us to begin to look inwards, and then work very hard towards achieving the same level of quality service provision without having to pay the kind of exorbitant cost in order to be able to guarantee that by subscribing to some of these costs, services that are foreign based and also not dollar denominated. Aside the foreign exchange regime, the government policies regarding the opportunities

available to local entrepreneurs especially the ICT industry is also discouraging. A lot of us in this business understand the challenges in Nigeria; we understand the requirements to be able to supply solutions the problem and the challenges. And that is because we are Nigerians, our challenges as Nigerians and Nigeria are very peculiar to us because they exist mostly in Nigeria, so when you go out there and discourage entrepreneurs in this industry, from getting to the business most from government and the private sector, then you end up having to go abroad to source for all these plug and play solutions and they eventually don’t work. It is not only discouraging the entrepreneurs but also discour-

age the industry even the students when they come out of schools, as well as discouraging creation of employments and industry growth. It is discourages innovation industry and I’m not just talking about the ICT industry alone but general economy. It is difficult for us to compete as a single local entity, even though Courteville is an ISO certified company, meaning that we are international in our outlook and processes. We’ve been certified as of international standard by the International Standard Organisation of Nigeria regularly over the past six-seven years. Courtville has won so many awards, locally and internationally, in terms of quality of service and innovation. As we speak, we have been invited by the common wealth ICT minister’s forum to come and speak about some of the unique services that we provide, and some of the things we do are designed, develop and executed locally, first and foremost. Before we can export and that is why in Zimbabwe, we are in Sire loan, we are in Jamaica and to set up in the rest of Africa countries but locally there is no encouragement because the first inclination including private sector operators is that the Nigerian solution will not be good enough for what we need to achieve. And we have to go beyond that so that we encourage ourselves, we encourage what we do, grow the Naira, grow Nigeria and move to grow the local industry as well, and encouraging the local providers of the solution to the needs of the country and the population of the country as a whole. What is your reaction to the last Monetary Policy Committee (MPC) meeting on adoption of flexible forex regime? They only came up with a statement but they haven’t executed it till now, it is still of lip services to a lot of things that we should be doing, it makes it all unclear. MPC or no MPC, nothing is clear. Even though I believed so much in the Nigeria as a nation, I also believed economy and the Nigerian government, also in Nigeria person or people but policies must be clear cut, we need to know where we are headed and need to know what we are doing, we need to be able to plan for these things, we even need to input all these issues policy somersault.
