Editorial Enforcing Nigeria’s Child Rights Act
T
he prestige and respect any country enjoys is a function of how it treats its vulnerable population, especially the children. Incidentally, the majority of Nigeria’s children cannot be said to be enjoying the best of protection from the society. It is a fact that most of them exist at the fringes of society. One does not have to look far to see the dangerous situations many of them are exposed to on daily basis. In our major cities and towns, many of these children could be seen hawking petty wares on busy streets and roads, while meandering in between vehicular traffic. In the process, some are knocked down by moving vehicles. Others children work as beggars, shoe shiners, car washers, scavengers and bus conductors. Today, many of these children have been turned to breadwinners of their respective families. Due to poverty, many parents and guardians find it difficult to fend for their families more less sending the children to school. The statistics of children out of school in Nigeria is very scary. According to the United Nations Children Fund (UNICEF), Nigeria is ranked in the top list of countries with the highest numbers of school dropouts among children. These children represent the face of hunger, insecurity and social neglect. The plight of Nigeria’s children becomes even more palpable when the survey is carried out across the geopolitical zones. Among them are two categories of children. They are those who live and work on the streets and those who return to their homes at night after working on the streets. Even when the point of demarcation is nebulous, both categories of children meet and interact on the streets, thereby making it easier for them to graduate into society miscreants over
time. Rather than abating, the situation is getting worse due to the persisting social climate of poverty and corruption at all levels of government. This social malaise is more profound in many ways. One distinct manifestation is the “Almajiri’ syndrome in the northern part of the country, which is an Islamic education that encourages young boys mostly in tattered apparels and bowls begging from house to house in order to survive. In the south, they are mostly street urchins known as “Area Boys “who use persuasive and often coercive tactics to demand for money and are often involved petty and sometimes violent crimes. Another cause of delinquent children is the cult of child witches, especially in some states of the South -South region. This is caused mainly by ignorance of parents who are persuaded by religious ministers and even native doctors to abandon their children who are often branded witches and accused of bringing misfortunes to the family. In the end, these children are unprotected from extremes of weather conditions and exposed to various forms of abuses such as sexual exploitation, vagrancy and kidnapping. It is therefore imperative that the authorities enforce the Child Rights Act 2003, which is a legal document that sets out the rights and responsibilities of a child in Nigeria and provides for a system of child justice administration. Sadly, only 16 out of the 36 states of the federation have adopted the Act. We call on those states still to adopt the Act to do so in order to protect the Nigerian child from exploitation and deprivation. This way, they can join their peers in other parts of the world to enjoy a brighter future.

ter of the All Progressives Congress, APC, on Monday claimed that the State Governor, Nyeson Wike has borrowed a whopping sum of N150billion since he assumed office on May 29, last year without any tangible achievement to show for all these funds. Barrister Wike is an elected Governor on the platform of the Peoples Democratic Party, PDP. The Rivers’ APC, in a statement signed by its chairman, Dr. Davies Ibiamu Ikanya, lamented that the Governor has squandered these funds on things that have little or nothing to do with the good of the State and its people. The party said that instead of paying civil servants, pensioners and contractors, the Governor has
1 ƒê zƈƊƆ chosen to waste the scarce resources on hosting all manner of conferences, sponsoring PDP candidates running for election in other states; hosting failed PDP conventions; promotion of bloodbath, insecurity and associated evils in the State and bribing people everywhere. Wike, the APC added, “prefers spending the money he should use to pay salaries and uplift the lives of Rivers State people
and prefers to flex muscles with Abuja in his bid to be seen as the PDP leader in the country.” Continuing, the Rivers’ APC said, “We as a political party truly sympathise with Rivers civil servants, pensioners and contractors over their current travails. “However, we wish to disagree with insinuations in some quarters in the state that President Muhammadu Buhari and the APC-led Federal Government are responsible for this unfortunate situation. “The truth is that Governor Wike and his Peoples Democratic Party (PDP) are solely responsible for the woes of Rivers’ workers, retirees and contractors, by refusing to pay them for the past eight months”, it said. The party noted that Rivers State presently collects the highest revenue from
the Federation Account each month. It added, “Apart from this, Rivers generates the highest Internal Revenue after Lagos and Kano states”. The party thus advised the people of the state to stop suffering in silence but to continuously demand good governance from “the ill-prepared Wike administration and to hold it fully responsible for the monumental suffering which he has inflicted on the people of the state since he bulldozed his way into the Government House”. The APC further advised the people of the state that the rerun election coming up on 10th December, 2016 “is an appropriate opportunity for the Rivers State people to express their anger on this misfortune and ill-prepared administration of Chief Nyesom Wike by voting against PDP candidates”.

ÏÏÏ A prosecution witness, Mr.Olabode Fanriunola on Monday told the Federal High Court presided by Justice Nnamdi Dimgba in Abuja that he does not know the purpose $39.9 million was paid into OnePlus’ account by the office of National Security Adviser (ONSA). The witness also said he did not Know the purpose to which the sum was disbursed Fanriunola, a Zenth Bank staff and compliance officer said the Bank complied with all regulations for opening a corporate account for Oneplus Holdings under the KYC (Know Your Customer) principle. Asked if, as a compliance officer, the Bank had ever received any complaint of any form of financial misconduct from any law enforcement agency, Mr. Fanriunola, said, ‘No’. He said that the only letter from EFCC to the bank
was the EFCC request for the account package. “No other agency has written to question any financial transaction by OnePlus Holdings’, he said. In his earlier testimony of October 6, led by EFCC counsel, Barrister Tahir, Farinuola had stated: “On 22nd January, 2016, we received a letter from EFCC on investigation activities on OnePlus Holdings Limited on the domiciliary account requesting for the account opening documentation, the statement of account, and a certificate of identification, which we forwarded to EFCC”. The witness also stated that he has neither met any of the accused persons, nor had anything to do with them or their companies. On cross examination by the Roberts counsel, Gordy Uche (SAN), Farinuola reiterated that he has never met any of the accused persons in life, and was meeting them for the first time in court.

Community sends SOS to Lagos Assembly over demolition Scores of residents of OtodoGbame Community in Lekki Area of Lagos State yesterday staged a protest to the Lagos State House of Assembly over alleged destruction of their properties by agents of the state government. The protesters who carried placards with several inscriptions urged the Assembly to come to their aid and save them from losing their homes. Some of their placards read; “Enough of this injustice, save us from Elegushi,” “We want freedom, stop killing our people. The King Elegushi and
the Elegushis,” “Otodo-Gbame is being threatened, we have no other land, but Otodo-Gbame,” amongst others. In the letter submitted to the State Assembly dated 14th November and addressed to the Speaker of the House of Assembly, the residents alleged that they were being harassed and intimidated by officers from Jakande Police Station. The protesters further allege that those harassing them included one Mrs. Adebayo, a daughter of one General Adebayo, Anofi Elegushi and Oba Saheed Elegushi via thugs and officers of
the Nigerian Police Force and soldiers. “It might interest you to know that, our fore-fathers, who migrated from Badagry to settle therein, have been on the said land for upward of 100 years, and have lived therein on the said land in peace and tranquility until recently,” the letter, which was signed by the Secretary of the Community, Pastor James Senior, read. They enjoined the Assembly in the letter to come to their aid and save their community before the “powerful influential persons, via the help of the Nigerian police Force, soldiers and thugs

Chairman of the Peoples Democratic Party (PDP), Delta State Chapter, Kingsley Esiso, has warned those parading themselves as leaders of the party in Ika South Local Government Area of the state to desist from such negative actions or be crushed by the party. During the meeting, Mrs Akeredolu told the young entrepreneurs that when her husband becomes the governor, many sectors such as agriculture, mining, tourism and ICT will be explored so as to create a bustling economy and employment opportunities in Ondo State. The participants were challenged to explore various areas in the state that has the potentials to increase revenue and attract foreign investors. While responding, some of the participants expressed their disappointment with the state of the economy in Ondo State, stressing that unemployment amongst youths have reached an alarming stage. Buhari wants to decimate PDP before 2019 –Agbo Patrick OKohue The Muhammadu Buhariled All Progressives Congress (APC) government is doing everything possible to weaken the main opposition party in the country ahead of the 2019 general elections, Dr. Emmanuel Agbo, a chieftain of the Peoples Democratic Party (PDP) has alleged. Agbo, the immediate past chairman of PDP in Benue State and a top aspirant for the office of the Deputy National Secretary in the last botched national convention of the party made the assertion in an interview. He was reacting to among other issues the decision of the Independent National Electoral Commission (INEC), to substitute the name of PDP’s candidate in the Ondo State governorship election holding on November 26, 2016, Eyitayo Jegede, SAN of the Ahmed Makarfi-led faction of the party with that of Mr. Jimoh Ibrahim in the camp of Ali Modu Sheriff. INEC had said its decision was anchored on the latest ruling delivered by Justice Okon Abang of the Federal High Court, Abuja, ordering that the nomination of Ibrahim, a product of the primaries conducted by Sheriff ’s group in Ibadan outside Ondo State, without supervision by the electoral body, should be accepted as the PDP candidate for the Ondo gubernatorial poll. Agbo, however, argued that there was no way INEC would have agreed, devoid of any prompting from those that want to see the total destruction of PDP before 2019, to take such a dubious and illogical decision, when no superior court has ruled against an earlier lower court verdict it has been relying on to acknowledge the Makarfi’s faction. His words: “Without mincing words, I have said very categorically that what is happening about the PDP national leadership is either being masterminded or encouraged or being promoted by the APC government of today. Recent developments further confirm my convictions on those statements that I made. “They went all out not just to rig but to forcefully deny the people of Ondo their rightful choice in the most uncelebrated and democratically manipulat-

Ondo Guber: Oke imports crowd for rally, APC alleges …..AD can’t engage in such, but APC is noted for that, says Olabisi The APC in Ondo State has alleged that Chief Olusola Oke, the Alliance for Democracy (AD) governorship candidate in the forthcoming election, was mobilising supporters from Lagos and Osun states for his campaign flag off. The AD governorship campaign flag off is scheduled for Akure on Monday, Nov. 14. APC said in a statement on Monday by its Publicity Secretary, Mr Abayomi Adesanya, that Oke had hired over 500 luxury and mini buses to bring in supporters from neighbouring states to the rally to deceive the people. The Independent National Electoral Commission (INEC) has fixed Nov. 26 for the Ondo State Governorship Election. Adesanya said: “Some of our
members have been receiving calls from APC members in Osun and Lagos states informing them of the planned mass mobilisation for the AD’s flag off campaign in Akure. “We are reliably informed that Bola Ilori, the Director- General of Oke’s Campaign Organisation, who also doubles as an aide to the Osun State governor, Rauf Aregbesola, has concluded plans with some APC leaders from Lagos and Osun states. “The arrangement is to hire over 500 luxurious and BRT buses, among other mini buses, to ferry people from these two states to deceive the general public and the good people of Ondo State. “Other desperate tricks being employed by Olusola Oke is generation of fake bulk SMS purportedly from EDO APC sent to people to deceit-

Edo PDP berates Oshiomhole, vows to reclaim mandate The Peoples Democratic Party (PDP), Edo State chapter has ruled out the possibility of honoring the open invitation from Governor Godwin Obaseki to participate in his government. State chairman of the party, Chief Dan Orbih who disclosed this at a press conference to x-ray the eight years administration of former Governor Adams Oshiomhole, said the party cannot be part of an administration whose tenure will terminate at the end of the state election petition tribunal. Orbih who decried the huge debt profile legacy of Governor Oshiomhole, said the state currently rank the third highest indebted state in Nigeria. He said not less than N1trillion accrued to the immediate past administration as federal statutory allocation and internally generated revenue in the last eight years, while the sum of N300billion was borrowed with escalating interest rate.
An election monitoring group, the Independent Service Monitoring Group (ISDMG) has expressed worry over what it described as plot by some dubious and desperate politicians to intimidate and blackmail the Independent National Electoral Commission (INEC) ahead of the Rivers State senatorial elections re-run. Speaking in Abuja, ISDMG Executive Director, Dr Chima Amadi said his group will therefore be mobilizing other civil society organizations to a peaceful protests aimed at drawing attention to the dangers of continued assault on the election body as being currently witnessed. While calling on the Police to ensure that it carries out a proper investigation into the printing of fake election results and ensure that perpetrators are prosecuted, Amadi said that it was interesting to note that Rivers State has become a bed of controversy and theater of violence once election dates are announced, urging the political class in the state to look inwards. The ISDMG boss also urged President Muhammadu Buhari to appoint the full compliments of National Commissioners and Resident Electoral Commissioners so that INEC will continue preparations for 2019 without any hitches. His words, “INEC did all it could to get political gladiators in Rivers State to sign up to peace and create a peaceful and conducive atmosphere to allow for the conduct of elections. N600m fraud: Missing proof of evidence stalls ex-Naval Chief’s trial Andrew Orolua, Abuja
ÏÏÏ A missing proof of evidence stalled the trial of the former Chief of Naval Staff, Vice Admiral Usman Jibrin on Monday over the N600m fraud he allegedly committed while in office. Jibrin alongside with two others were arraigned by the Economic Financial Crimes Commission (EFCC), on a four-count charge bordering on criminal conspiracy before Justice A. S. Umar of the High Court of the Federal Capital Territory sitting in Maitama. Others arraigned alongside with Jibrin are Rear Admiral Bala Mshelia (retd) and Rear Admiral Shehu Ahmadu (retd), and Habour Bay International Limited, a company alleged to have conspired with them to commit the fraud. The naval chiefs allegedly bought a house worth N600 million while still in office from the account of Naval Engineering Services without the said purchase contract being captured in the budget. It was also alleged that the documentation for transfer of ownership of the property was done in such a way that a private company owned by the family of Vice Admiral Jibrin became the buyer. The offence, according to the prosecution, is in contravention of Section 26 (1) (b) and punishable under Section 22 (4) of the Corrupt Practices and Other Related Offences Act 2000. However, at the resumed trial yesterday, counsel representing Jibrin, Yakubu Maikyau (SAN), informed the court that a “very vital document was missing from the proof of evidence filed by the prosecution.” He said the missing document was a letter that accompanied the documents that was forwarded to the EFCC at its request by the Naval headquarters and received by the Commission on 08/01/2016. The letter is said to have indicated that the property in which Jibrin is accused of purchasing from the account of Naval Engineering Services has been taken over by the Navy. On his part, the prosecution counsel, J.O. Uzor told the court he was not aware of the existence of such letter. However, after consulting with his colleagues, he admitted to the court that such letter was in existence and added that the said letter would be made available to the defendant tomorrow.

ASUU president, Comrade Biodun Ogunyemi, who briefed a crowded press conference, said after series of meetings with the Minister of Education and the National Assembly on the need to respect the 2009 agreement and the 2013 Memorandum of Understanding (MoU), the union has no tangible results on key issues contained in the agreement. He said: “The nationwide strike is total and comprehensive. While it lasts, there shall be no teaching, no examination and no attendance at statutory meetings of any kind in any of our branches.” The union also lamented the pattern of chronic underfunding, which has characterised the education sector in recent times, saying the low budgetary allocation to the education sector from
11 per cent in 2015 to 8 per cent in 2016 under the present administration calls for worry. tiating team for the review of agreement, as consistently requested by ASUU since 2012.” Comrade Ogunyemi further lamented that government is in arrears of the sum of N660 billion, as at last quarter of 2016 and in respect of Needs Assessment Fund for Revitalisation of Public Universities. “The 2013 FGN-ASUU MoU stipulates that to radically address the rot and decay in Nigeria’s public universities, the Federal Government would inject N200 billion in 2013 and N220 billion subsequently for 2014 and 2018.” The ASUU President stated that staff entitlements, issues of funding of universities for revitalisation, issues of Nigeria Universities Pension Management Company, university autonomy, budgetary allocation to education and renegotiation of the 2009 agreement are key in the disputes as captured in the 2013 MoU and the 2009 agreements with the government.
Speaking on the motive behind the warning strike, a former president of ASUU, Dr. Dipo Fashina, said the union took the decision based on the Constitution of the university system. “We have decided to stand. We are not an affiliate of any political class, our duty to our nation does not respect parties, individuals or groups,” he said. In summary, ASUU is demanding that the Federal Government addresses funding for revitalisation of public universities based on the FGN-ASUU MoU of November 2013; Non-release of subvention to state universities by their visitors; registration of NUPEMCO; payment of Earned Academic Allowances (EAA); Shortfall in salaries leading to payment of fractions of staff salaries; nonpayment of salaries of staff in the staff primary schools; exemption of universities from Treasury Single Account (TSA) policy; and renegotiation of the 2009 agreement.

The NCC has written to the 13 networks providers on whose networks it has received series of complaints from subscribers regarding the efficacy of the Do Not Disturb (DND) service. The statement said that the Commission had engaged mobile network operators on this subject and further directs that the phrase ‘Network generated SMS’ referred to part (d) of the duration issued on April 20, 2016 to network providers shall be taken to mean messages and calls with respect to only: information on emergencies for example, national security, fire; Notifications on network maintenance
programmes down times and Notification regarding subscribers bundle usage and service renewals. Other text messages and voice calls informing subscribers of new products and service offerings are not regarded as network generated and therefore regarded as “unsolicited marketing messages. The NCC has therefore asked these network providers to ensure that information on the Do Not Disturb service should be disseminated after every revenue generating activity via the End of Call Notification (EOCN) for the period not less than 45 days within the hours of 8am to 8 pm daily from the
receipt of the latest letter on the subject. The operators are also admonished to deploy the information through all their channels of communications, including websites, social media platforms, bill boards, flash messages, text messages, Interactive Voice Response platform, radio jingles, newspapers advertisements and television commercials. The statement said that the notice serves as a pre-enforcement notice and “Failure to comply with the directives, in furtherance of the Direction of April 20, 2016, within seven days from November 14, 2016 shall result in the imposition of appropriate sanctions”.

Nyesom Ezenwo Wike, has sworn in two judges of the state judiciary, charging them to dispense their constitutional responsibility to the people without fear or favour or resign honorably. Speaking while swearing-in Justice Constance Douye Green and Justice Chinwendu Nworgu as justices of the Rivers State Judiciary, Governor Wike noted that the present-day realities required strength of character from Judges. Governor Wike said that judges who lacked courage to dispense justice in line with the Constitution and the Rule of Law ought not to be in the judiciary and urged them to always dispense justice with courage “because in the course of their work, they would be threatened and faced with flimsy petitions by desperate politicians.” He said: “This is a time when judges require courage in the discharge of their constitutional responsibilities. Judges should not withdraw from cases on the ground of flimsy petitions by desperate politicians. Judges should always make sure that justice is done. Do not be intimidated.” The two judges were appointed by the governor following the recommendation of the National Judicial Council in line with the provisions of the law, the governor stated.

authorities in Kano state north confirmed that one police officer and eight Shi’ites members were killed in a clash between the El-Zakyzaky led Islamic Movement of Nigeria (IMN) and security operatives. The police have confirmed the death of eight Shi’ites members and a police sergeant in Monday’s violent clash between the law enforcement agents and members of the IMN in Kano. The clash occurred during a procession of the Shiites in the city. The state Commissioner of Police, Rabiu Yusuf, said the clash was as a result of thousands of Shi’ites members that obstructed
vehicular movement and other road users free access to the KanoKaduna express-way between Kwanar Dawaki and Tamurawa village in Dawakin local government area of the state. ‘’They also attacked innocent citizens, damaged public and personal properties thereby causing mayhem, as result a combined team of Mobile Police Force, Counter Terrorism Unit and Special Armed Robbery Respond Squad and Conventional Police were adequately mobilize to maintain peace.’’ ‘’In the process, Shi’ites members, who were armed with bows and arrows, catapult with metal bolts, cutlasses and other dangerous weapons, attacked the police team killing one police man and critically injured four others’’, ex-

One of the spokespersons of the Shi’ites group, Ali KakaKi, who refused to give details of what transpired on phone when contacted, said their members have since dispersed and returned to their individual houses.
The state Police Commissioner, Rabiu Yusuf, said the Shi’ites, who were allegedly in possession of dangerous weapons, were the aggressors in the clash. He said they snatched an Ak47 gun from an officer and used it to kill the sergeant. Mr. Yusuf said the incident started at about 8:00 a.m. when police officers were invited to a scene of mayhem at Kwanar Dawaki Zaria allegedly caused by the Shiites who, he said, blocked the road and were attacking motorists and vandalizing properties. The commissioner said the law enforcement agents tried to stop the carnage with tear gas but were repelled by the Shiites with arrows and other dangerous weapons.

Airport concession: Winners to emerge in two weeks –Minister Chukwuemeke Iwelunmo
ÏÏÏ The Federal Government is
to announce bidders for airport concession in the next two weeks just as plans are under way to increase passengers annual traffic to 60 million from the present 15 million in all the international airports across the country. The Minister of State for Aviation, Hadi Sirika who disclosed this at the aviation stakeholders’ forum held in Lagos said, winners of the bid for airport concession will be announced in a fortnight. According to Sirika, government will also announce modalities for setting up a national carrier for the country. The Minister stated that it would be difficult to achieve that objective with the decrepit state of the aerodrome, adding that that informed government’s decision to concession the four major
airports of Lagos, Abuja, PortHarcourt and Kano. Government, he stated, has Nigeria airports to process 60 million passengers traffic yearly. Airports across the country are expected to process 60 million passengers traffic annually at the end of the concession exercise when all necessary facilities are expected to be in place. The passenger traffic is about 15 million annually. To him, the quantum of money required to invest in infrastructure was no longer there. “It is a very good thinking and philosophy to go the way of PPP in driving our projects through, especially at the airports. Nigeria’s traffic is about 15 million passengers at the moment but if you have robust airports and very strong carrier out of Nigeria and a very good leasing company to fund it, have a very good search and rescue system, to argument
the insurance within the continent, it will be a very good one for the country. “The focus is that of Nigeria will quadruple. It will multiply four times, and which means that once these airports are in place and the national carrier is flying, if you multiply 15 by 4, that is 60 million passengers. That is what is waiting to be tapped into.” We believe in what we are doing. We have not done half yet, we have done our studies, and we believe it is doable. Now, what we are doing is to convince Labour and other stakeholders to come and partner with us and achieve it in the interest of our country”, he added. He allayed fear that government is not trying to sell the assets but wants to partner with investors who will bring in their money to improve the state of the aerodromes and make them com-
parable to what are obtainable in South Africa, Egypt and Europe. Nigeria had in 2013 spent over N500b on airport remodeling without appreciable impact on facilities at the airports. Experts were of the opinion that the fund was not judiciously utilised following decay that sets in few months after some of the airports were allegedly remodeled. Speaking on the initial pessimism that trailed the concession project, the Minister said that came about because stakeholders did not understand what government was trying to do. “I think it is just that they did not understand at the beginning but gradually, their fears are now allayed. What happens to pension, what happens to them at the time the concessionaire will come in? I want to tell them that the Federal Airports Authority of Nigeria (FAAN) will continue to exist.”

Donald Trump and Nigeria-US Relations

do not share the view of those who assume that by some kind of miracle, in the shape of electoral-college defections, Hillary Clinton would on the strength of winning the popular vote; supplant Donald Trump as US 2016 President-elect. We might as well begin to live with the reality of a Trump Presidency, sad and traumatic as that outcome may be. The United States remains Nigeria’s strategic partner. More than one million Nigerians live in the United States and a significant percentage of that immigrant population has distinguished itself in academia, the health sector, public service, and other aspects of American life. Nigerians are perhaps the most visible and the most influential set of immigrant Africans in the United States today. I know many families who have never been to Abuja but who talk about America with such frightening familiarity without ever seeing the inside of an aircraft. Their claim to such glory is the presence of a cousin, a son, a daughter, an in-law or other relatives, in the United States – it does not matter if the fellow is a failed husband or wife, washing plates, or struggling to survive. Nigerians love America, thus. The British colonised Nigeria and Britain still remains a second home of choice for many middle class Nigerians, but America holds more than a special attraction. America is Nigeria’s land of golden dreams. Many of our politicians have Americans passports. The only Nobel Laureate that we have also holds an American Green card. Churches and mosques across Nigeria hold special prayer sessions for that Green card and when you have a child living in America, you are free to assume that the Living God has answered your prayers. In terms of trade, Nigeria is America’s foremost partner in Africa. We are in addition, a big market for America’s exports in Africa and a stabilising force for global security on the continent. Where the problem lies and where a foreign policy challenge needs to be addressed, is the emergence right now, of an incoming President who has expressly declared that African Presidents are thieves and that Nigeria is particularly a problem, because its leadership is both “corrupt and insensible”. Person-to-person diplomacy is perhaps more relevant than government-to-government relations because the former affects greatly on the latter. We have, despite our cultural, diplomatic and trade relations with the United States, an in-coming American President who hates immigrants, Muslims, and who considers Nigerians a threat to the US working population. Whatever the situation might be, Nigeria has a duty and a responsibility to defend the interest of Nigerians doing business with the United
States in one form or the other. Strategically, what does Donald Trump’s victory mean to us? What can or should the Nigerian government do to protect Nigerians in the US Diaspora from the uncertainties of America’s transition? I have seen a couple of congratulatory messages here and there but what we need is far more strategic thinking at the Federal Ministry of Foreign Affairs. The officials should realise that it may no longer be business as usual with Washington. Our last ambassador to Washington DC, Professor Ade Adefuye was a welleducated diplomat and scholar with vast international exposure and a robust, aggressive personality. Right now, we do not even have someone of his rank and stature in Washington. The Senate is busy still staring at the list of ambassadorial appointees. We need an ambassador who can represent Nigeria’s interest, and who can settle down, even without presenting letters of credence, long before Donald Trump’s inauguration. The Trump Presidency is interested in America only; every other diplomatic post in that country must look out for its own interest. At other levels, Nigeria must seek more active cooperation and collaboration with the United States. We are not to be told that Nigerians in the United States today are just as anxious as the Mexicans. It is a fact that the incoming American President considers Nigerians a terrible set of immigrants. In the course of his campaigns, Trump showed a capacity to seek out groups and peoples and demonise them. In the interest of those vulnerable Nigerians (because no matter what, some Nigerians are linked to the US forever), the Nigerian government must engage the emerging Trump establishment proactively. It is not enough to just send a rhetorical congratulatory message.
That is mere routine. Nevertheless, it is worse that President-elect Donald Trump has not deemed it necessary to call any African leader on phone. African leaders must learn to stand for themselves. In addition, what quality of respect should any of our leaders give to a man referring to Nigeria; “No sensible President continuously travels round the globe while his country Nigeria is in terrible hardship and economic mess. It can only happen in Nigeria where all that matters to the President is the full introduction of Islam, the annihilation of his political opponents and absolute extermination of the old Eastern Nigeria. Buhari, prior to his questionable victory at the polls as the President of Nigeria made lots of promises which he obviously failed to keep and in most cases denied.” There are usually consequences for this kind of effrontery in diplomatic relations. If Donald Trump ever offers to visit Nigeria, President Buhari must snub him. Donald Trump also said: “Look at African countries like Nigeria or Kenya for instance, those people are stealing from their own government and go to invest the money in foreign countries. “How do you trust even those who have run away to hide in the United States, hiding behind education? I hear they abuse me in their blogs but I do not care because even the Internet they are using is ours and we can decide to switch it off from this side. “In my opinion, most of these African countries (like Nigeria) ought to be recolonised again for another 100 years because they know nothing about leadership and self-governance.” The man who would be sworn in, January 20, 2017, as President of the most powerful country in the world also said: “To make our country big
and powerful again, we have to get rid of Muslims, Mexicans and Africans, and in particular of Nigerians. They take us away from our work, job places intended for honest diligent Americans. When we don’t give them jobs, these Muslims arrange terrorist attacks.” “We have to move Africans. Nigerians are everywhere now. I was at the meeting in Alaska and only Africans were everywhere. How do you think where they are from? From Nigeria! I saw them in each state where they got a job. Why can’t they find a job in the hometown in their native country?’ I know, because corruption reigns in their country. Their government plunders people. Therefore, they come here and take us away from our work. “When I become a President, we will send all of them home. We will construct a wall along the Atlantic coast. We will colonize them, because probably, they haven’t felt what is it from (the) British.” It is left to the Nigerian government not to behave as if these statements do not matter. The typical response could be that these declarations are true and they may well be, but in diplomatic relations, such aggressive conduct, carried through in formal situations, would be considered consequential. In view of what and who Trump is however, Nigeria needs to fashion out a new policy towards the United States in line with our foreign policy objectives. One point is that President Trump may not necessarily be the Trump of the campaigns. However, knowing his mindset, we should build our defences. Our foreign policy team working on Nigeria-US Bilateral National Commission should see the urgent need to define and protect Nigeria’s strategic interest as the United States goes through an uncommon transition between now and January 2017.

USA: Trump’s presidential triumph

t can only happen in America. Not many pundits gave him a chance as all the pollsters predicted a Hillary Clinton victory. However, the cow-boyish looking roughrider and multi billionaire literally bulldozed his way through the systemic ceilings, which forbade political neophytes from occupying the White House. But the boy from nowhere, as it were, Trump, reared and raised by foster parents, and who suddenly made good in the business world, bulldozed the establishment blockades and gate-crashed into the White House. With all the antics of CNN, which Trump christened ‘CLINTON NETWORK NEWS’ and all the establishment media had been put to shame for their patently pro- Clinton coverage during the campaigns. Bullish and temperamental, his most potent weapon against Hillary Clinton was the continuous names calling, especially, over the scandalous 30,000 ‘private e-mails’ that were allegedly destroyed by her. One of the high- points of Trump’s derogatory remarks was that Clinton was liar and
untrustworthy. As if, possessed by some demonic spirit, Trump told Clinton ‘When I become President I will send you to jail’ Beginning January 20, 2017, when Donald Trump is sworn-in as the 45th US President, we will be waiting to see how Mrs. Clinton would be jail bound under his watch. With his historic and magical victory, including all his election promises and threats of building walls against drug couriers from Mexico and other South American countries, Trump will have huge battles ahead of him. Aside demonising Muslims as terrorists and making things difficult for immigrant communities, his alleged friendship with Vladmir Putin seem to hold a fresh angle to US –Russia relations. He pledged to join forces with Russia to destroy ISIS since the Obama administration did not have the guts to win the battle in Syria against terrorists. Many think Trump has no deep understanding of foreign policy but as commonsense business tycoon, he is poised against China, which he accused of underhand currency practices and taking over American jobs. As foul- mouthed as Trump was on the campaign trail, how does he bring about upturning most of
the cherished norms that America holds dear such as freedom of speech, the First Amendment and the issue of gunfights in US cities? Can Trump curb senseless killings in America’s inner cities? Will he re-visit the normalisation of USCuba relations after 50 years of isolation from Fidel Castro’s country? Will Trump trample on the bilateral ties with the socialist country that called the bluff of the mighty US? Will he move closer to Northern Korea, since he had told all the former allies of the US, like Japan and South Korea to be on their own? With his campaign temperament on show, Trump looks more like an iconoclastic US President from whom the world owes many more surprises- and the fear of the unknown. Can Trump be a lone ranger in a complex world of cyberspace terrorism? If he carries his eccentricities to abnormal levels, many may be tempted to see a return to era of politically motivated assassinations in the American polity. During the final days of his hectic campaign, he was whisked off the stage following an assassination scare by FBI operatives, which to me looked more like a theatrical show. Trump looked more like an actor than a presidential candidate

In fact one of our own the Nobel laureate was caught midstream during the campaign trail saying that; ‘I will leave the US if Donald Trump wins in addition to tearing up his Green Card that entitles him to work and live in the US. Welcome to God’s Own Country where Donald Trump is watching over. Hate or love him, Trump is quite an enigma surpassing all predictions and understanding. Back in Nigeria, people are about crucifying Prof. Wole Soyinka, currently on a sabbatical in New York University for daring to threaten to leave America and tear up his Green Card if Trump won. Now, they are calling on Soyinka to carry out his threat. Even Pastor and Prophet TB Joshua predicted a win by Mrs. Hillary Clinton. Since she lost to Trump, Nigerians are calling him names. Can we cry more than the bereaved? Unnecessary distractions, if you ask me.
Tackling Diabetes in Nigeria

esterday, November 14, the international community commemorated the 2016 World Diabetes Day. The day was instituted in 1991 by the International Diabetes Federation (IDF) with the World Health Organisation (WHO) to help raise public awareness on the dangers and control of diabetes. The day became an official United Nations (UN) Day in 2007 through the passage of the UN resolution. It was chosen in honour of the birthday of Frederick Banting who along with Charles Best conceived the idea that led to the discovery of insulin in 1921. The theme of this year’s anniversary is ‘Eyes on Diabetes’. Diabetes is a lifelong medical condition that causes a person’s blood sugar level to become too high. It is often caused by the insufficiency or lack of the hormone known as insulin, which is produced by the pancreas. The amount of sugar in the blood is controlled by the aforementioned hormone. When food is digested in the bloodstream, insulin moves glucose out of the blood and into the cells where it is broken down to produce
the required energy. Therefore, if one is diagnosed with diabetes, it implies that his/her body is unable to break down glucose into energy. There are two main types of diabetes namely: Type 1 diabetes and Type 2 diabetes. In Type 1 diabetes, the body’s immune system attacks and destroys the cells that produce insulin. As no insulin is produced, the victim’s glucose level increases, which can seriously damage the body organs. Type 1 diabetes is often regarded as Insulin-dependent diabetes. If one is diagnosed with Type 1 diabetes, he would need insulin injections through out life. Type 2 diabetes is when the body does not produce enough insulin or when the cells do not react to insulin. This diabetes is generally known as Insulin-resistant diabetes. Since Type 2 diabetes is a progressive condition, the patient may eventually need medication in the form of tablets. Mostly, this diabetes is associated with obesity. Obesity-related diabetes is sometimes referred to as ‘maturity-onset’ diabetes because it is more common in older people. During pregnancy, some women have high levels of blood glucose, which makes their body unable to produce enough insulin. Such
condition is known as gestational diabetes, and affects up to 18 in 100 women during pregnancy. Pregnancy can make existing Type 1 diabetes worse. Gestational diabetes can increase the risk of health problems developing in an unborn baby. It often develops during the second trimester of pregnancy and disappears after the baby is born. Women who suffer from gestational diabetes are at risk of developing Type 2 diabetes later in life. The general symptoms of diabetes include: always feeling thirsty; urinating more frequently, particularly at night; feeling very tired; weight loss and loss of muscle bulk; cuts or wounds that heal slowly; blurred vision, caused by the lens of the eye becoming dry; and, itching around the private parts or frequent episodes of thrush. Type 1 diabetes can develop quickly over weeks or even days, whilst many people may have Type 2 diabetes for years without realising it because the early symptoms tend to be friendly. Survey shows that about 347 million people worldwide suffer from diabetes. Worse is that,, almost half of them do not know they are living with the disease. Many more people have blood sugar levels above the
normal range, but not high enough to be diagnosed as having diabetes. This is referred to as pre-diabetes. If your blood sugar level is above the normal range, your risk of developing full-blown diabetes is increased. Thus, it is very important for diabetes to be diagnosed as early as possible because it would get progressively worse if left untreated. Generally, diabetes patients are advised to eat healthily, drink sufficient water, participate in constant exercise, consistently take routine drugs as well as carry out regular blood tests, to ensure their blood glucose levels remain balanced. Above all, endeavour to maintain cordial relations with health experts or dieticians. As the global community marks the 25th anniversary of the World Diabetes Day, let us live a life that would exonerate us from contracting this dreaded disease that has claimed millions of lives. We can achieve this by ensuring that we consume balance diets, or by staying away from constant intake of starchy or sugary foods without supplementing them with other required classes of foods. It has no cure but it can be prevented, or duly controlled if contracted.

He added: “I think Chelsea is different from my previous clubs because when I played in Caen and Leicester, we didn’t have the ball as much and we played more on the counter-attack. “It’s better to have the ball than to run most of the time behind the ball. We defend like a team and when it’s my task to do the pressing and to work hard to win possession, I have to do it. “That’s what I try to do - work hard to win the ball when we haven’t got it and to keep possession or create a chance when we have the ball.”

any years ago I read a Liverpool Football Club legend write that the English league is not big enough to contain both United and Liverpool being strong at the same time. Not sure who it was between Phil Neal or Ray Houghton but I somehow understand the spirit behind what he was saying. When the Merseyside club reigned supreme in the ‘70s and all of the ‘90s, Man United floundered. When Sir Alex Ferguson turned the tide, Liverpool were mired in mediocrity. I believe it has only been twice that both clubs have finished first and second on the final league table – in 1988 and in 2009. Really strange when one thinks about it. After 11 matches of this current season the optimism in the red half of Merseyside is in stark contrast to the pessimistic feeling in the red half of Manchester. Liverpool are beautiful and exciting to watch while Manchester United don’t even know exactly what they are. Three seasons ago, Brendan Rodgers was

able to forge together a side that was a slip away from winning Liverpool their first league title since 1990. That side of Steven Gerrard, Luis Suarez, Daniel Sturridge and a young impish Raheem Sterling thrilled the country. They were undone by the inexperience of their manager, especially in the way they approached THAT fixture with Jose Mourinho’s Chelsea. That Rodgers’ is not the manager now at the club is proof of the instability and unpredictability of football. When he looks at Liverpool now playing lovely football with the majority of the players signed while he was there, I am sure Rodgers would have a wry smile. I remember when he was heavily criticised before his eventual sacking for wasting the Suarez money; I defended his purchases here. I said – at the time - that his players will need time to settle in the league and with the task of playing for Liverpool. Here we are now! Coutinho, Roberto Firminho, Emre Can, Adam Lallana, Alberto Moreno, Nathaniel Clyne, Dejan Lovren, Daniel Sturridge and Divock Origi were all signed under Rodgers. They are now flourishing in the football that

Meanwhile, across the M62 in Manchester, Jose Mourinho must be wondering what is going on as he ends the week in sixth place with five wins in eleven league matches. The league table really can’t accommodate both clubs. Liverpool fans what do you think? Will Klopp end the drought this season or will you be fine with a Champions League slot? The Edo state Governor, Mr. Godwin Obaseki, has appointed and sworn-in Mr. Osarodion Ogie as Secretary to the State Government. Besides, Governor Obaseki also appointed Mr Taiwo Francis Akerele as the Chief of staff, Government House and Mr. John Mayaki as his interim Chief Press Secretary (CPS). Mr. Osarodion Ogie, until his appointment as SSG, was a former Commissioner for Works under the Comrade Adams Oshiomhole’s administration, former Vice Chairman, Economic and Strategy Team and former Chief of Staff during the first tenure of the Comrade Adams Oshiomhole administration. Mr. Taiwo Francis Akerele, until now was the Project Coordinator for the World Bank Public Financial Management and Youth Employment Program for Edo state. Mr. Akerele was trained at the Harvard University, Boston, Massachusetts, USA; Carlton University, Ottawa, Canada; Stellenbosch University, Cape Town; World Bank Institute, Washington DC; University of Ibadan and University of Benin. A trained banker, Mr. Akerele previously worked at the UBA (Strategy Group), FCMB (credit), Afribank (market intelligence), the old Fidelity Union Merchant Bank where he did his NYSC and the Lagos Business School. He was founding member of Center for Values in Leadership. In his capacity as World Bank coordinator for Edo, Mr. Akerele midwifed the PFM laws, the procurement laws, the new audit laws and the budget reform program for the state. As at 2016, the program has employed over 4,000 youths involved in public works program across Edo state. Mr. Akerele had previously served as Senior Policy Economist to the Governor between 2008 and 2011. Mayaki, before his appointment, was Executive Director, Media and Public Affairs during the Adams Oshiomhole’s administration. He was former Senior Special Assistant on Media and was twice appointed

Police recovers hijacked petrol tanker from armed robbers Sodiq Adekunle, Osogbo
ÏÏÏA tanker with registra-
tion number MKA 887 ZF, loaded with 36,000 liters of petrol which was hijacked from its driver by a gang of armed robbers was on Monday recovered. The Commissioner of Police in Osun State, Mr. Fimihan Adeoye, said the tanker was recovered from the armed robbers at Ife-Ilesa express way. He added that the driver of the tanker and his ‘motorboy’ were rescued. According to him, the police mobilised the Safer Highway Police Patrol team 014 led by Inspector Oyeogbe Ojekere after receiving a distress call. “They responded prompted to distress call when the tanker was hijacked and chased the hijacker”, he added. The Safer Highway Police Patrol team 014 is attached to Ife toll gate, our correspondent gathered. CP Adeoye added that “the Safer Highway Police Patrol team 014 eventually recovered the tanker with it content intact and rescued the driver and the ‘motor boy’ but the hijackers escaped into a thick bush. “The Police will ensure the arrest of hijackers and prosecute them accordingly. I commend the team of policemen that carried out the operation for their doggedness.” The driver of the truck identified as Gabriel Ayuba, said he hails from Alkali Close, off Refinery Junction, Kaduna State.

of global warming and deforestation across the state, the Delta state government on Monday, commenced the planting of no fewer than 50, 000 trees in various towns across the 25 Local government areas of the state. While the state government also disclosed that three illegal saw millers were recently arrested within Oghara town on a tip off and are currently being prosecuted, it reiterated its stand to maintain the ban on the use of handsaws in all forest reserves as a means of checking rapid deforestation, as well as the menace of illegal wood across the state. The state Commissioner for Environment, Mr. John Nani, who spoke to journalists in Asaba on govern-
ment’s determination to make deforestation in the state a thing of the past, said the state government will not renege on the ban in the use of handsaw in all the forest reserves, adding that the recent rally by members of the State Saw Millers’ Association, indicated their strong support for the Governor Ifeanyi Okowa. He explained that the tree planting process would ensure replacement of the deforested ones. His words; “we know the importance of having trees in our forests, irrational wood cutting is not good for the environment, what we have done is to follow the state forestry laws, we want to protect Deltans and ensure the ongoing tree planting is not truncated.” But a member of the state saw millers’ association, Mrs. Victoria Umubreme, had earlier told journal-
ists that sawmills in the state were currently operating below installed capacity as a result of irrational tree felling, adding that the recent ban on hand sawing in forests within the state by government, was laudable. She appealed to the state government for the revitalization of the Sapoba plantation in BC 28 containing 1.8 million Gmelina Arbora trees planted by African Timber and Plywood (AT & P) in 1986 that indiscriminately divested by hand sawyers. In another development, no fewer than 10, 000 women including widows, youths and less privileged drawn from all the communities in Ibusa, Oshimili North Local Government Area of the state, yesterday benefited from the ongoing empowerment programme embarked upon by the Awele Chigbue Foundation (ACF).

Lalong had earlier implored the Chinese to site a NigeriaChinese School and urged them to look for suitable place that would be of interest for them and the state, adding that the

Also in keeping an attractive environment for investment and investors to thrive, N30 million being counterpart fund was released to enable Plateau State benefit from the Nigeria Erosion and Watershed Management (NEWMAP) project of the World Bank. Mr. Akerele was trained at the Harvard University, Boston, Massachusetts USA Carlton University, Ottawa, Canada, Stellenbosch University Cape Town, World Bank Institute Washington DC, University of ibadan and University of Benin. A trained banker, Mr. Akerele previously worked at the UBA (Strategy Group), FCMB (Credit), Afribank (market intelligence) the old Fidelity Union Merchant Bank where he did his NYSC and the Lagos Business School. He was founding member of center for Values in Leadership. In his capacity as world Bank coordinator for Edo, Mr. Akerele midwifed the PFM laws, the procurement laws, the néw audit laws and the budget reform program for the state. As at 2016, the program has employed over 4,000 youths involved in public works program across Edo state. Mr. Akerele had previously served as Senior Policy Economist to the Governor between 2008 and 2011. There is no looking back on the project as we have spent over half a billion naira on it and there is need to complete the project before the end of next year”, he said. Nigerians have been advised to be patient with the Federal Government on the 2017 budget which is yet to be presented to the National Assembly. Member representing Soba Federal Constituency (Kaduna) in the House of Representatives, Hon. Muhammad Musa Soba made the call in an interview with Daily Times recently. He was speaking against the backdrop of complaints by Nigerians that the 2017 budget is yet to be submitted to the National Assembly for consideration even as the year is coming to an end. Sabo said that Nigerians should not be worried about
the budget at this time since the lifeline of the 2016 budget extends to May 2017, even though the contents may differ. Ho Soba who is a member of the House Committee on Judiciary, Power, Solid Minerals, Diaspora, Drugs and Narcotics, noted that what should be of primary concern now is the fact that a vacuum shouldn’t exist just as he said that government will continue to implement the 2016 budget until the 2017 budget comes to effect, adding that the National Assembly is working assiduously to get the Executive present the 2017 budget document to it. “There is no cause for alarm, we are still liaising
with the Executive and as that one comes we will treat it.” On whether he is satisfied with the level of implementation of the 2016 budget since its passage, the lawmaker said, “no government is under obligation to implement its budget 100%. What you have at hand is what you implement and the executive cannot be held responsible for non-implementation. It depends on the availability of fund and the will.” He added stated that once the fund is made available, the National Assembly will come in by way of advice on how the money ought to be appropriated. However, Soba expressed
satisfaction with the level of implementation so of the 2016 budget considering ‘the the fund available. “You can see how oil price is fluctuating, also looking at the activities of militants in the Niger Delta where oil pipelines are being blown up regularly, we can reason with the government seeing how the economy is going.” He stated further that President Muhammadu Buhari’s administration has the political will to implement the budget 100 percent but regretted however that it becomes a problem when the budgeted money is not available therefore leaving government with no other choice but to prioritize its activities.

US signs MOU to support primary education in Sokoto Joy Ekeke,

through its Agency for International Development (USAID), has announced its continued support to the education sector in Sokoto state with the signing of a Memorandum of Understanding (MoU) by the USAID Mission Director Michael T. Harvey and the Governor of Sokoto state, Aminu Waziri Tambuwal. The five-year MoU sets out
the shared and individual commitments for collaboration in the education sector made by both USAID and the government of Sokoto and provides a framework for mutual accountability for education activities in Sokoto state. The MOU supports the Sokoto state government’s goals and targets in its education sector strategic plans and establishes a preliminary plan for joint monitoring and evaluation of progress.
“The United States commends Sokoto state for its extraordinary efforts to provide greater learning opportunities for its children. This MOU will expand the partnership between USAID and Sokoto State to improve primary education in Sokoto,” said USAID Mission Director Michael Harvey. USAID supports Nigeria’s efforts to improve the quality of and access to basic education. Currently, USAID implements two activities that
support Sokoto state efforts to improve the education sector: the Northern Education Initiative Plus and the Leadership, Empowerment, Advocacy and Development. These activities build state and local government capacity and systems that will teach approximately 2 million primary school children how to read and allow nearly 500,000 children the opportunity to attend classes in community-based learning centers by the year 2020.

Speaking at the sixth Africa International Film Festival (AFRIFF) on Sunday, Minister of Information and Culture, Alhaji Lai Mohammed said, “We trusted in the almighty oil, built refineries, pipelines, petrol marketing companies and petrol stations; since we are now rightly shifting our focus to this sector, we must now make the necessary investments in the infrastructure that will grow the film industry. ‘’The Film industry has proven itself to be not just a great employer of labor, especially young people, but also potentially a high foreign exchange earner because of its international appeal and demand,’’ he said. Alhaji Mohammed said the industry has done a fantastic job without the requisite government support and partnership and that it is time for the government to give it the necessary support. ‘’President Mohammadu Buhari has publicly put his weight behind the creative industry and has promised to do everything that will make it possible for us to transit from a creative industry to a creative economy. To this end we are already in talks with state governments and investors to build studio facilities that will equal those in Mexico, India and the United States of America; which will make film making easier and increase the quality of films”, he said.

Taraba State Government yesterday flagged off the fourth series of Outbreak Response (OBR) Campaign for Polio Virus. The Outbreak Response Campaign was scheduled in high risk states in the country, which Taraba is among the participating states. communal clashes in Central and Northern Senatorial Districts of Cross River State, residents of Calabar, are experiencing scarcity of food stuffs and other related food items including fruits. People in these war-turn areas abandoned their farm works and engaged in war that left many dead and majorities wounded even as farm lands and houses are also destroyed.
Sadly, the available food stuff that found themselves to the markets had their prices increased by over 200%. Scarcity of garri, plantain and yams and other related food stuff, according to our investigations hit Calabar, following the communal clashes in Abi/Usumutong, Odupani, Ikom, Obubra and other local government areas. In some of the areas, the war is still going on, killing and maiming is still order of the day whereas burning of houses, destruction of personal
properties and belongings are still ongoing. At a visit at the General Hospital Calabar, University of Calabar Teaching Hospital as well as other health related hospitals and clinics, some of the war victims were seen receiving treating. Investigations revealed that the scarcity has caused those who still have stocks of the items to hoard them and sell at astronomical prices beyond the affordability of many people in the city. Traders who bought stable food including garri, yam and
plantain from Nko and Mkpani cannot have access to the market and farms where these items are sold, depriving the consumers from getting the foodstuff. “The war is still raging in some cities in the state and people are afraid to risk their lives”, a source hinted. It was gathered that most of these food items including garri are brought from Odukpani, Ikom, Obubra and Mkpani markets which has the largest stock of the items while the plantain and yams are
bought from Ikom and Ogoja respectively but with what is going on there, the traders said they are scared of going there to buy these items. Disappointingly, at the Watt and Marian market, much of these items were not found and the few seen, the prices went up by 200%. A survey at the market showed that an average bunch of plantain which was sold for N1000 now goes for N2500 while a medium bag of garri sold for N3000 now sells for N7000.

Central Senatorial District will have to wait till February 10, 2017 for a senator to represent them at the Senate of the Federal Republic of Nigeria. Supreme Court on Monday reserved its judgment on the appeal filed by former Senator Uche Ekwunife challenging the nullification of her election and the ordering of a rerun by the Court of Appeal. At the hearing yesterday counsel to the appellant Dr. Alex Izinyon (SAN), while moving the appeal urged the apex court to restate Ekwunife to her seat at the Senate. He urged the court to hold that the decision of the Court of Appeal and Election Petition tribunal amount to a nullity because the tribunal and Court of Appeal have dealt with issues of nomination and sponsorship which they have no jurisdiction to determine. Ekwunife’s position was vehemently challenged by Patrick Ikweato (SAN) who represented Chief Victor Umeh, the All Progressive Grand Alliance (APGA), contestant for the Senate. The counsel urged the court to dismiss the appeal for want of jurisdiction , the appeal being an abuse of court process. Section 246 (3) of the Constitution of Federal Republic of Nigeria 1999 (as amended) made the Court of Appeal the final court on matters relating to National Assembly elections. Ikweato argued that Ekunife is no longer a member of the Peoples Democratic Party (PDP) having decamped to All Progressives Congress (APC), where she contested the party primary and lost. Secondly, the counsel submitted that PDP had obtained judgment of a Federal High Court where Ekwunife had denounced her membership. Therefore she can not now claim she want to represent the party in Anambra State. Ikweato maintained that the Court of Appeal decision which upheld the tribunal judgment was based on the fact that Ekwunife was not qualified. He further argued that what the lower court determined was the result of the election and “that decision was final.”

Making Onnoghen substantive CJN, satisfies justice, equity -Shittu INTERVIEW Just last week Thursday, President Mohammadu Buhari, swore in Justice Walter Nkanu Onnoghen, the most senior Justice of the Supreme Court of Nigeria (SCN) as acting Chief Justice of Nigeria (CJN) to replace the out-gone CJN, Justice Mahmoud Mohammed (Rtd) who bowed out from the apex Bench the same day. Mohammed before leaving office, presided over the National Judicial Council (NJC) where the name of Justice Onnoghen in line with the SCN tradition was considered and subsequently recommended to President Buhari as a possible successor of Mohammed if he is confirmed by the Senate. But reports show that his name is yet to be forwarded to the Upper Chamber of the National Assembly for ratification. The reason for withholding his name at the Presidency is yet to be made known. Meanwhile he has already assumed duties as acting CJN which tenure will lapse in January. Stakeholders and judicial watchers believe that the President can still submit his name to the Senate for confirmation within the three months of his tenure as acting CJN, unless there are other considerations by the Presidency, other than merit. In this interview with the Judicial Editor, IBE UWALEKE, a senior Lagos-based lawyer, EFCC’s prosecutor and senior lecturer in the Faculty of Law, University of Lagos, Mr. Wahab Shittu, joins other well-meaning stakeholders in the Judiciary to ask for the name of Justice Onnoghen to be forwarded to the Senate for ratification, since he is eminently qualified to be made the substantive CJN, and has not been indicted by any panel of any wrong doing throughout his career at the various levels of the Bench. But on Thursday last week, President Mohammadu Buhari, against expectations of most stakeholders, swore in Onnoghen as acting CJN against the tradition of the apex court. What do you think this action portends? Ans: There is a tradition already entrenched in our Constitution for the appointment of the Chief Justice of the Federation (CJF). That tradition should be respected because it is guaranteed by the Constitution. That tradition recognises a three-prong approach in the appointment process, suggesting that each of the three elements involved in the approach must be consulted and must perform the constitutional responsibility in delivering on the quality of appointment of a substantive Chief Justice of the Federation (CJF). The law recognises that the body that is vested with the responsibility of recommending someone adjudged to be suitable, fit and proper, is the National Judicial Council (NJC) that will recommend to the President who will forward the name recommended

That is the three-prong approach. The expectation being that whoever will occupy that exalted office must deliver on knowledge, experience, exposure and above all, on character, which is integrity and credibility. There is no reason to displace this tradition if all these constitutional provisions are satisfied and the person being considered satisfies all these criteria. The expectation is that the President who is the appointor, is the President of the entire country and must allow his actions to be guided by constitutional provisions and the need to reflect the various tendencies that make up the Nigerian Federation. ident for no body but belongs to all, the expectation is that he should not be guided by primordial sentiments. The only criteria he should follow are those set out in the Constitution, and once the new CJN satisfies the criteria, then he should assume the position of a substantive CJN. My expectation is that the person who has been sworn in in an acting capacity, to my knowledge, I stand to be corrected, has not been indicted in respect of any wrong doing, and given his career trajectory, has distinguished himself over the years at various levels of his judicial appointments, is eminently qualified, more so as he has been so recommended by the NJC. The impression should not be given that the appointment of a substantive CJN should be based on any other consideration other than merit. Is the long tradition of the Supreme Court threatened with the action of the President by swearing in the most qualified, most senior Justice of the apex court as acting CJN? I will be reluctant to engage in any speculation, conjecture or suspicion or ascribe any motive to the action of the President because like I said earlier, I believe he is a man of credibility and character. Aside from that, his cabinet, is super loaded in terms of professionals who are lawyers and who are also in a position to properly advise the President on the need to deliver on competence, character and capacity in the appointment of the substantive CJN. I will just reel out some of them: For the first time in the history of the Nigerian Presidency, we have Yemi Osinbajo, a professor of law who is also a Senior Advocate of Nigeria (SAN) and past Attorney General of Lagos State, serving as the Vice President of the country. tunde Raji Fashola, who is also a SAN. We have another SAN, Udo Udoma, serving as Minister of Budget and National Planning. We also have the first law officer, the Attorney General of the Federation (AGF), Abubakar Malami, who is also a SAN. There are others like Adebayo Shittu, who is the Minister of Communication, the Minister of Sports, Dalong and some other notable players in Buhari’s cabinet. So the President cannot be said to be lacking in terms of quality advice. The people I have mentioned are men who are learned enough to understand what it takes to appoint a substantive CJN. Like I said, the person who has been sworn in in acting capacity has not been accused of any wrong doing. If he is qualified to function in an acting capacity, he should also be qualified to function in a substantive position. Except there are other considerations that we do not know about. Given his pedigree on the Bench I do not see why the President will set aside merit in favour of any other consideration. This is not to take away the prerogative of the President to consider other things rather than merit. There are information available to the appointor that is not known in the public domain. In general terms, I don’t see the President deviating from the precedence, more so the NJC, the statutory body charged with making recommendation has already zeroed in on the choice of Honourable Justice Onnoghen. There are three-prong approach to the appointment of a substantive CJN. The first is the NJC, the second is the Presidency and the third, is the Senate. Is it then proper for the process to be arrested at the second prong, without allowing the process to get to the third to be completed? The point to be made clearly is that the appointment of a substantive CJN is a judicial appointment. If you take it from that perspective, the body that is statutorily saddled with that responsibility which is qualified to determine competence, character and capacity is the NJC. The role of the executive in the appointment process is complementary. It is only in very rare occasions, the executive will tamper with the process. In an ideal situation hence NJC has zeroed in on a choice, the President is likely to respect such a choice given the fact that it is an area of expertise that is in the relm of the judiciary to undertake. It has never happened that the process is scuttled once it is kick-started. Usually there is a chemistry of understanding, symbiotic relationship between the three arms of government in zeroing in on a choice. The decision of NJC is usually respected because it is a body statutorily charged with appointing and disciplining judges and which also have all the records of judges in terms of performance, service delivery quality and efficacy on the job.
Such record is not available to the executive or the legislature. If a body like the NJC makes a choice it will be very difficult to fault such choice. Therefore, the President that I know who respects the principles of separation of powers between the executive, legislature and the judiciary, and who is President of all Nigerians, will certainly respect any credible choice made by NJC. With the corruption mess facing the judiciary at the moment, do you believe that the other arms of government: executive and the legislature still retain any confidence in the credibility and competence of the NJC? I think what has happened in the last few weeks is really unprecedented. This is an attempt to wage war against corruption in all facets of our national life including the judiciary. It should not be seen as an attack against the judiciary or an attack on the institution because the institution will always remain. Individuals who run foul of integrity index or credibility index or character index are personalities who will fall by the way side if proven to have run foul of ethical and moral considerations. The sanctity of the judiciary will always remain because the fundamental principles recognised by the judiciary are imperishable. These are fairness, impartiality, enthrownment of justice and fair-play. So, I do not see what is happening to the judiciary as a vote of no confidence in the judiciary capable of being interpreted in that direction. The NJC has been doing some form of self cleansing even before this incident came to the front burner. May be, the body is not doing enough to sanction judges that are seen to be corrupt. NJC has also come out with a lot of guidelines in order to ensure judicial independence and restore confidence in the rank and file. I don’t think the President or the executive has lost confidence in the NJC. I do not think either that NJC should be castigated for what is happening with judiciary. It is a reflection of the quality of individual judges. We should
also not jump into conclusions. What we have in the public domain are allegations. These allegations are yet to be proven. The trial process has not been activated. The guilt or innocence has not been determined. We should also recognise the fact that we operate a democracy with certain fundamental tradition: constitutionality, respect for the rule of law, respect for due process, zero tolerance for corruption and respect for fundamental rights. We should not be seen jumping the gun. Reputations are involved here. It is the reputation of an individual that defines his character. When you remove reputation from the character of any human being, what you have is an empty shell. We should not be too quick to condemn individuals without conclusive proof. All Nigerians of all classes must endeavour to have an open mind with respect to what is going on in our country. Do not malign the character of any person standing trial until the full machinery of justice is activated. It is also salutary that NJC has asked the affected judges who are standing trial to step aside. This is not an indictment of those judges, but to restore confidence in the Temple of Justice. Any appearance of impropriety or suggestion of impropriety whether credible or incredible should compel those who are accused either rightly or wrongly to step aside. Should stepping aside affect their remunerations, including their salaries, since they are still in service having not been found guilty of the charges preferred against them by the prosecuting agencies? Ans: Remunerations, emoluments and entitlements should continue to be paid. hey still remain very innocent until proven otherwise. Until the trial process is activated, it will be a disservice to the justice system if their perquisites are stopped. As far as I am concerned, the image, reputation and their credibility still remain very much intact, until the contrary is established. Some stakeholders have argued that the membership of NJC should be rejigged to make for flexibility, while downsizing the number of judges that serve in the Council so that effective monitoring and control over judges can be enhanced to stem corruption in the judiciary. Do you think this can bring about the desired change? There is certainly merit in the view, in that NJC has to be overhauled and strengthened to enhance service delivery quality in the justice sector and to restore confidence. I will say that NJC has done pretty much to sanitise the judiciary, but it does appear that it has not done enough, it can still do better. Do you subscribe to the opinion that the
CJN should continue to head the NJC? I don’t think there is any reason why we should appoint anybody rather than a CJN to head the NJC. The quality of headship of the NJC is very important. Asking the CJN to head the NJC is another way of restoring confidence in the system. I don’t think such an arrangement should be displaced. How can NJC be reformed to be able to be effective to oversight judges? Ans: NJC can be reformed like any other institution. Adhoc committees can be created within the NJC which will report to the Council and help NJC monitor the Bench at various levels. It is a much more effective monitoring mechanism. It is not enough for NJC to sit, it should be able to take reports from adhoc committees whose integrity to oversee the process is not in doubt. Certainly, NJC has been doing its best, but there is still room for improvement. I am in favour of reforms at all levels of justice delivery system including the NJC. re you embarrassed as a lawyer seeing what had happened in the judiciary in the past few weeks over allegations of corruption? To say that I am embarrassed is understatement. I am shocked beyond belief. What is going on is a trial of a specific number of judges on the Bench and members of the Bar. At the end of the day, the judiciary institution is likely to be more sanitised, people are likely to be more circumspect in the way they carry out their professional duties, both the Bar and the Bench, and that the institution is likely to benefit more from what is going on in the long run. I see the judiciary in trouble times, the judiciary on trial. But at the end of the day, I have a vision that we will have a society which will now enthrown transparency, accountability and probity in the conduct of its affairs. The judiciary as an institution can never be disgraced because it will survive from Century to Century, because the fundamental principles associated with judiciary are well known. These principles can never die. It is only individuals who are found wanting that will fall by the way side, who have their names engraved in the positive side of history or negative side of history. Do you see the judiciary recovering from this shock and trauma, at the same time regaining the confidence of the public? I see the judiciary rising up to the challenge. Confidence is a major issue here. I believe the Bar and Bench and all stakeholders recognise this. That consciousness is key. More than ever before, the citizenry are now more aware of the goings on in the society. There is no hiding place for anybody. In terms of consciousness people now know their rights, they know what is going on.
“My wife once planned her kidnapping to get money” Titilope Joseph A Civil servant, Oriyomi Talabi who works with the Nigerian Maritime Administration and Safety Agency (NIMASA), told an Agege Customary Court that his wife is never contented with the money he gives her. Talabi who is a respondent in a law suit before the court said that his wife is fond of demanding money from him at every opportunity.
“She had once connived with her family that she has been kidnapped and demanded a N25 million from me. “I later discovered it was all lies and l forgave her and accepted her back home. “Later, my wife planned to run away with my children without my knowledge which l found out , all in a bid to collect money from me. “My wife is too money-conscious and demands a lot even when l tell
her l don’t have.’’ Talabi added. Earlier, Talabi’s wife, a 26-yearold fashion designer, Faith Talabi, who is the petitioner in the suit had begged the court to dissolve her fiveyear-old marriage, alleging that her husband is irresponsible. The mother of two who resides at Old Ota Road, Ile- Epo on LagosAbeokuta Expressway has also cited abandonment as one of the reasons why she wants to divorce her husband.
Faith also told the court presided by Mr Phillip William that her husband detests her so much that he no longer cares or caters for her and the children. “He told me that he is no longer interested in me and that he is already in love with another woman. “He abandoned us for more than a year now and has not been responsible for me and the children’s upkeep,” she said. The petitioner described her hus-
band as irresponsible and had prevented her from having access to her children. Faith pleaded with the court to dissolve the marriage, saying “I am no longer interested in the union; I don’t love him anymore. “l also want my husband to settle me and take up the responsibility of the children. The court’s President, Mr Philip Williams, adjourned the case to Nov. 22 for judgment.

Nigeria ranks second most developed pay-TV market in Africa Stories by Tony Nwakaegho Frost & Sullivan’s “Pay-TV, Video-on-Demand, and IPTV Growth Opportunities in Africa” report which studies on the South African, Nigerian and Kenyan markets has ranked Nigeria as the second most developed pay-TV market in Africa. The market analyst firm indicated also the pay-TV, video-on-demand (VOD), and Internet Protocol television (IPTV) services market is growing rapidly as significant Internet penetration and smartphone adoption in Africa alter the manner in which consumers view content. According to the report, growth will be augmented by the availability of cheaper digital terrestrial television services, data-saving video consumption options and attractively packaged triple-play services. MultiChoice DStv and GOtv, and StarTimes according to Frost & Sullivan, are among the leading pan-African pay-TV operators, while IROKOtv, ShowMax and Netflix lead the VOD space. It indicated that despite DStv’s dominance, South Africa has the most developed pay-TV market, whereas triple-play services are more developed in Kenya. It points out that partnerships between payTV operators and telecommunication companies are expected to gain traction as this extends the reach of pay-TV services, while enabling telecommunication service providers to capture new revenue streams. It noted that Vodacom is looking to partner with MultiChoice and attract customers by offering a fixed price to download content on a subscriber’s mobile device rather than billing per megabyte. Frost & Sullivan added that Africa’s large population and demographics make it a highly at-
tractive market for new and existing participants. “It is critical for market participants to gauge viewership trends, price sensitivity and technical requirements while offering their services,” said Deepti Dhinakaran, Frost & Sullivan’s digital transformation research analyst. “In terms of pricing and richness of content, strategic partnerships will be crucial in defining the market leader in the next five years,” Dhinakaran added. However, Frost & Sullivan revealed that pay-TV, VOD and IPTV growth opportunities in Africa are hindered by spiralling cost of operations, primarily due to international currency requirements, slow download speed and high costs of Internet access. To overcome these challenges, the analyst firm revealed that providers are trying to achieve economies of scale by expanding across the continent and partnering with mobile operators. It believes this will en-
able subscribers to access content through a small monthly subscription fee while minimising data costs for operators and subscribers. It stressed that innovative pay-TV and VOD providers such as StarTimes, MultiChoice, iROKOtv, Ericsson, Zuku, MTN and Safaricom are prioritising their content strategy according to the preferences of their subscribers, while offering services across multiple platforms such as Web sites, mobile apps and other partner platforms. “The market shows huge opportunity for ‘value-for-money’ services, especially in South Africa, from providers that offer the right mix of content at a competitive price with a sophisticated, user-friendly interface. Service segments such as triple-play and IPTV services have a high growth potential,” Dhinakaran pointed out.
Dearth of funds halts bandwidth infrastructure to connect 27 universities

Dearth of fund has become an impediment to the Nigeria University Commission’s Nigerian Research and Educational Network (NgREN) which was launched two years ago leaving 27 universities scrabbling for bandwidth that is needed for connectivity. NgREN is a partnership between the Federal Ministry of Education, The World Bank and the Federal Ministry of Communication Technology to provide state-of-the-art, high speed, efficient and affordable network infrastructure and services in aid of innovative research, communication and collaboration by member institutions. Austin Okere, founder, Computer Warehouse Group, (CWG) the company that implemented the project highlighted the
shortcoming of this project at the median edition of ICT Success Summit held recently in Lagos. Okere lamented that this development does not portend good for Nigerian universities’ preparedness to complete globally with others.
“This infrastructure has been idle for over a year now because government and universities could not afford to buy bandwidth. It is just like DSTV, if you don’t pay your subscription you don’t get service. They can’t buy bandwidth that will
run on the infrastructure. I’m worried that each time we take one step forward the next time, it is two steps backwards,” Okere added. Daily gathered that the infrastructure which is aimed at providing some 27 universities that have been connected to suffered a setback due to lack of funding after the initial take-off grant was exhausted without plans to sustain it, thereby leaving universities to pay for the service. However, Dewole Ajao, operations manager, Bandwidth Consortium, explained that beyond just downloading from the Internet, students and researchers in connected universities should be empowered to further their research and education using NgREN.

Daily Times gathered from a source in the ATCON delegation that the visit was part of the Association’s advocacy against the 9 percent Communication Services Tax Bill already considered for passage at the Upper Chamber. “ATCON has not shifted ground on its position against the Communication Services Tax Bill. As an industry, we are strictly against the
moves by the Federal Government. “During the meeting, the ATCON President presented our case to His Excellency, Dr. Bukola Saraki, saying the growth of Information and Communication Technology during the last few years has been phenomenal and tremendous with positive impact on every aspect of human life, however, the industry which is heavily taxed already would prefer this Bill is not passed. “There is no doubt that the emergence and liberalization of this sector has also impacted positively on revenue accruable to government , employment generation (both Direct and Indirect), Foreign Direct Investment (in tens of billions of dollars) and a host of other positives which time would not permit
me to mention. What the industry needs now are more palliative and not more tax. It’s true government is looking for measures to generate more revenue, but this tax is not a better option.” Before now, ATCON’s position has been that they recognize that, generally, taxation is one of the many ways through which governments all over the world generate income to be able to discharge their duties to the citizens, “Government at all levels make collections of taxes mandatory through enactment of policies. The contributions of the Communications sector was meagre some fifteen years ago but through the concerted efforts of some patriotic and dedicated experts in the telecommunications
sector under the aegis of the Association of Telecommunications Companies of Nigeria who advocated for the liberalization of the sector, the sector is now contributing revenue of well over 10 percent to the nation’s GDP. “ATCON believes any calculated actions that have potentials to stifle further contribution of the telecoms industry to our GDP must be avoided by all tiers of government in Nigeria as the perceived benefits of imposing a Communication Service tax on telecoms subscribers has the potential to erode if not destroy the achievements that have been made since the telecoms sector was liberated. We therefore advise both the House of Representatives and the Senate (the Legislative arm of
government) to discontinue with the bill. Also recently, Telecommunications groups which include, GSMA the industry association representing mobile operators worldwide; ALTON, representing the mobile operators of Nigeria; ATCON, the Association of Telecommunications Companies of Nigeria and NATCOMS, the National Association of Telecommunications Subscribers, expressed their grave concerns regarding the proposal, which is under consideration by the National Assembly. The bill seeks to establish a 9 percent Communication Service Tax to be levied on charges payable by a user of an electronic communication service (i.e., SMS, voice calls, MMS, data usage) supplied by service providers. According to the group, ‘If introduced, such tax will result in an increase in prices for consumers, which will have adverse impacts on the adoption of mobile services and industry investment, as well as counter-productive to the longer term national digital strategy objectives set by the government of Nigeria. They further stated that: “the socio-economic impact of mobile penetration is now widely recognised. According to research conducted by the World Bank, a 10 percent increase in mobile broadband penetration in low to middle income countries leads to a 1.38 percent increase in GDP growth. Today, 83 million people in Nigeria have access to mobile services. With over half of the population without a mobile connection, affordability remains a key challenge to connect the unconnected, who are typically lower income population groups. Further taxation on electronic communication services will hit lower income consumers the most, who are already struggling due to the adverse economic situation and increased price pressure and for whom affordable access to information and communication technology is critical to their social and economic inclusion. Moreover, this will result in a double taxation for consumers who already pay Value Added Taxes on telecommunications services.” They added that in 2014, the mobile ecosystem contributed USD8.3 billion to the Nigerian economy, which is now set to increase as penetration of voice and broadband services grows. Daily Times also recalled that in a recent public forum in Lagos the federal government through Barrister Adebayo Shittu expressed hope that the sector would generate more than N20billion monthly from communication service tax. The Minister said, “We all know that the introduction of new taxes without harmonising existing ones will put pressure on the Nigerian tax system, making it unattractive to investors.
NCC promises to deliver fivefold increase in broadband penetration The Nigerian Communications Commission (NCC) has promised to deliver fivefold increase in broadband penetration in Nigeria, which currently stood at 14 percent. The Executive Vice Chairman of the commission, Prof. Umar Danbatta made this remark when he delivered the 2016 Academy Public Lecture of the Nigerian Academy of Engineering, which was held recently in Abuja. Danbatta, who spoke on the lecture dubbed: ‘The National Broadband Plan as a Strategy for Social and Economic
Transformation: The NCC Mandate,’ stated that the determination of the Commission is in line with the National Broadband Plan, whose roadmap and timelines are aimed at delivering a fivefold increase in broadband penetration from 2013 -2018. “We are determined to deliver a fivefold increase in broadband penetration in Nigeria. To achieve this, the NCC deliberately developed the 8-point Agenda to address the National Broadband Plan challenges and ensure the attainment of 30 percent Broadband penetration by 2018,” the
EVC NCC added. The National Broadband Plan mandate to NCC for implementation include policy and regulation, enabling infrastructure, costing and pricing, funding & investment, driving demand, building fibre infrastructure and wireless broadband infrastructure upgrade and expansion. Danbatta explained that in the 21st century, the social and economic development of every country on earth will depend on Broadband networks, hence NCC is working in line with ITU’s key priorities to deliver equitable,
affordable broadband access to the Internet for all people, irrespective of wherever they live and whatever their circumstances. “It’s about completely transforming the way essential services are delivered, from ehealth to e-education to e-commerce to e-government. And it’s about helping meet the Sustainable Development Goals in every sector. National Broadband Networks deliver benefits across the whole of society. That makes them incredibly cost-effective, especially when you look at the savings across multiple sectors,” he stressed.

law in waiting Stories by Tony Nwakaegho Paradigm Initiative Nigeria (PIN), a social enterprise that connects under-served Nigerian youths with ICT-enabled opportunities, has ascribed the ’Caller location Information Bill’ which has already passed second reading at the House of Representative as dangerous law in waiting. PIN also engage in ICT Policy intervention; discourages bad policies, laws or regulation, especially those that touch on the digital rights of citizens and advocates for citizen-friendly, rightrespecting, ones. The grouse of PIN is that the Nigerian House of Representatives passed for second reading on Friday October 28, 2016, a Bill for an act relating to caller location information of users of Telecommunication devices and other matters connected therewith (HB347) sponsored by Iduma Igariwey representing Afikpo North/Afikpo South of Ebonyi State. The ’Caller location Information Bill’ seeks to legitimize what’s already being done illegitimately. It is intended to legitimize security agencies’ request for caller location information from telecoms service providers.
The Bill, if passed into law will oblige telecoms service providers to provide security agencies with callers’ location information anytime such demand is made. The Bill seeks further to protect telecoms service providers from court cases or any liability as a result of its action to provide caller location information to security agencies. Also, it gives telecoms service providers the power to determine its own protocol/processes involved in surrendering user’s location details to law enforcement agencies. Reacting to the proposed Bill, Adeboye Adegoke, programme manager (ICT Policy) at PIN, said “This is a very lazy and dangerous Bill. The Bill, by empowering telecoms service providers to determine the protocols that will be used in the release of information requested by security agencies absolutely disregarded the constitutionally guaranteed rights to privacy that citizen must enjoy. “The sensitive nature of this Bill should have compelled the drafters to prescribe global standards and frameworks for such location disclosure to happen if at all, but the drafters took the lazy approach and delegated that responsibility to service providers who are primarily business-

oriented”. Also speaking, ‘Gbenga Sesan, executive director, Paradigm Initiative Nigeria describes the Bill as dangerous and one that will definitely be abused by Government and powerful people in the society. “The Bill vaguely defines circumstances requiring such disclosure. The Bill compromises rights to privacy and will be used by the powerful to connive with security agencies to clampdown on activists, critics and whistleblowers. It didn’t clearly define circumstances that such request
is justified but ambiguously mention ‘emergency situation that involves danger of death’ One would have thought the Bill was contemplated to assist in fighting crime, kidnapping and similar criminal activities”. “We would like to call on all stakeholders to reject this Bill in its entirety and that the Nigeria House of Representatives suspend further deliberation or consideration of the draft legislation as it was not thoroughly conceived and lacking the needed rigorousity such a sensitive Bill requires” ‘Gbenga concluded.

So many health providers out there are treating people, not been able to get the data to the national level. It is a simple technology that will make it possible for paramedic vendors in clinic and primary healthcare centre, on their own, be able to record health data they generate and immediately transmitted to the national data centre. “There is already a national platform, but it needs to work optimally. We think there is a need for everybody to buy into it. We know this requires resources, not only in terms of money, but training of the health providers to be able to do it. Thank goodness that Nigerians have gone far in the usage of smartphones; and you do not really need a sophisticated mobile phone to be able to enter the data. All we needed is to consolidate the efforts and get everybody on the platform. “We are working very assiduously to getting health related information across to the people. We do know that radio penetration in Nigeria is very high. So, we use the medium very often through jingles and radio dramas in four Nigerian languages.
ITU standardization takes up robust stance to drive smart 5G era ITU members have taken robust stance by calling on ITU’s standardization arm to expand its study of the wireline networking innovations required to achieve the ambitious performance targets of smart 5G systems. This call has come in parallel with ITU members’ reaffirmation of the importance of ITU’s standardization work to drive the coordinated development of ultra-high-speed transport networks, the Internet of Things (IoT), future video technologies, and smart cities and communities. ITU members have also encouraged ITU standardization to increase digital financial inclusion; promote affordable mobile roaming tariffs; and strengthen consumer protection and ICT service quality. Members have in addition called for ITU standardization to support the use of cloud computing to record event data from aircraft, vehicles and other connected machinery. These directives of the World Telecommunication Standardization Assembly 2016 (WTSA-16) held in Hammamet, Tunisia, 25 October to 3 November, have given further impetus to ITU standardization work aimed at supporting government, industry and academia in achieving their priorities for year 2020 and beyond. The conference, which takes place every four years, gathered up to 1000 delegates from 92 countries to deliberate on a wide range of standardization topics critical to the next phase of innovation in ICT. The Assembly also reviews the structure and working methods of the ITU Telecommunication Standardization Sector (ITU-T) and elects the teams that will lead ITU-T’s expert groups. United States Embassy in partnership with the Atlanta Police Department and the Nigeria Police Force have ended a one week Fingerprint Analysis and Forensics training programme for 66 police officers. The programme was aimed at establishing a U.S.-trained group of Nigerian police investigators skilled in the proper recognition, documentation, and development of latent fingerprint evidence captured from a crime scene. While congratulating the officers at the graduation ceremony, INL Director, Rosalyn Wiese, said now that the officers have learned the details of how to collect and properly document latent fingerprints, they could return to their respective stations with greater confidence in their ability to protect Nigerians.

Thirty-five communities across Abia State recently benefited from the Abia Community and Social Development Projects (CSDP) totaling N93.8 million for various projects. Handing over the cheques to the benefiting communities at Michael Okpara Auditorium Umuahia under additional financing assisted by World Bank, Governor Okezie Ikpeazu charged the communities that benefited from the intervention to judiciously utilise the funds for the purpose they are meant for. Governor Ikpeazu, who was represented by his deputy, Sir Ude Oko Chukwu, said that government had done part of their role by paying the counterpart
fund, adding that their primary objective is to improve the lives of Abians. The Chairman of the occasion and Vice Chancellor of Abia State University, Professor Uche Ikonne, noted that those projects are visible dividends of democracy which his community also benefited from the electricity project, stating that the projects will solve economic and social problems in the communities. Lady Akanwa gave the advice during a chat in Umuahia with Abia Times, noting that there are some bad eggs in Nigeria, who are giving wrong advice to President Buhari. He regretted that the agreement which was based on equity was being thwarted by the party by trying to impose another person that was contrary to their agreement, stating: “PDP is trying to divert our intention to a shoulder padded man”, and threatening, “The land will be injured if the right man is not there”. Also speaking, one Hon. Obinna Godwin said “we do not want an imposition and should be giving us chance for equity, free and fair election. We reject imposition”. In an interview with newsmen later, the party’s Organising Secretary, Saint Moses Ogbonna said PDP in the state abhors imposition and is democratic, pointing out that the party will do what the grassroots wants through election. According to him, only PDP in the state is ensuring that the voice of the people is heard, stating “no imposition, no intimidation, and no impunity”. He regretted that people do not want to wait until the party publishes the result of the primaries before protesting, reminding them that the party has set up a panel to address such complaints.

Empire Ndukaku Kanu was a former Nigerian Ambassador to Argentina. Now retired and not tired he has made himself available to contribute his quota to the development of Abia State and the country. In this interview with SUNDAY NWAKANMA, the former Ambassador comments on current issues in the country, Abia State, advising the presidency that “Diplomatic agriculture” and agrarian policy should be adopted by Nigeria to cushion the effect of current recession. Excerpts:
You served Nigeria as an ambassador for a longtime. How did you see the foreign policy of Nigeria then and now? It has not changed. May be the new Federal Government might change the foreign policy. Foreign policy is a continuous thing and it evolves all the time. Are there areas in the foreign policy Nigeria needs to improve upon in its relationship with other countries? We belong to all the bodies, UN, AU, ECOWAS, but no change. These bodies are available for the protection of member states and the countries representing them and to ensure that there is no abuse of human rights and economic well-being of the less-privileged countries. You said something about human rights. What about this issue of gay marriage; how do you see it especially as it tends to affect the existence of Nigeria, other African countries and the consequences on the economy of the country? As a Christian, I am not in support the issue of gay marriage no matter how the western world looks at it. I don’t support it because the God that created us said we should multiply. Do the gay people multiply? No, instead they reduce in population. Currently, there is a kind of arms embargo on Nigeria by some countries including United State of America and they may have been blocking all avenues for Nigeria to acquire arms for its military. People say it is the inability of the country to accept this issue of gay marriage, do you think so? No. I don’t think so. It depends on the relationship of Nigeria and the European countries who want to help. There might be certain terms they want fulfilled and
Nigeria couldn’t. But I know you can acquire ammunition and use it positively and also use it negatively. May be they were not able to agree on the arrangement. Otherwise we are members of the UN, AU among others and these bodies are anti-terror thing that is happening all over the world. All these troubles happening everywhere in the world- Egypt, Syria, Boko Haram in Nigeria and all that. Nobody wants such a thing. They want to reduce it, but they don’t want people to acquire it and use it negatively. So we have a new government now and President Muhammadu Buhari has been to America and had discussed with President Obama and is prepared to work in synergy with him to get to rid of Boko Haram from Nigeria and other ills that is happening in the world. Having represented Nigeria in Argentina for a long time, are there some policies in Argentina that you would like Nigeria to adopt? Not really, but I think it is in the area of trade. I think that the trade relationship between and Argentina wasn’t that strong until I got there. There is the need to open up with Argentina or Latin America world because they are very strong in agriculture and we are an agricultural country. So we need to set agriculture as an alternative to oil, and where do we get the technology from? It is from that side of Latin America-Argentina, Brazil and Mexico. President Obama of America sometime in the past visited some African countries on a trade mission, including his maternal country, Kenya but did not visit Nigeria. How did you see that relationship? That is what I am saying about relationship. The mutual relationship was not there. The Nigerian President has to have that synergy with his fellow presidents. So I don’t think that they did agree with Nigeria with what was happening here. Obviously, America wants to expand in Nigeria and may be the Nigeria government then said no saying that they are independent and they will not accept such terms. So if you don’t agree with their terms, then they walked away. Since Dr. Goodluck Jonathan ruled Nigeria when Obama was the president of America, do you now think that Jonathan was to be blamed? Well of course. Nigeria is independent and America is independent, even though America is a world power and is supposed to be acting as the police of the world. It could be the way they wanted Nigeria to handle certain issues and the government of Jonathan felt

Governor Okezie Ikpeazu is going to do it. He has his plans for the four years. By the time he fully implements his plans for Abia, people will see the difference. Of course you are even seeing it at Aba now. The next place he is coming to is Umuahia, the Abia State capital they are independent to be tossed around and controlled. But we are talking about getting rid of this evil in Nigeria called Boko Haram. Jonathan said he will get rid of them but by the time you knew it, he started working and he was getting to that point, but it was too late. Buhari is now president and said has said that by December, there will be no traces of Boko Haram in Nigeria. I think that is a serious promise, having gone to America and G8 meeting and they have assured him of their support. Nigeria is porous. The Boko Haram can come in from every side of the country and if you don’t cooperate with your neighbours. You can get rid of them here, but they are still there at the front. They
will come in again. I think that is what President Buhari has gone to agree with the western powers. Let us give him the chance and by December, let us see the difference. Back home, President Buhari has made a lot of appointments and South East appears to be neglected. How comfortable are you with this? Yes, I agree with you because the constitution says positions have to reflect federal character and as far as that is concerned, President Buhari has not done well and I am pretty sure that the remaining positions that he will issue, the South East will not be denied the positions but that does not mean that they should neglect the states in the eastern part of the country. I think we should give President Buhari time. Are there foreign policies you would want the Buhari administration to adopt? Yes, agricultural policy. Let it sell the Diplomatic agriculture. Let Nigeria cooperate, have that relationship and have synergy with the agricultural experts in the world and take our agricultural sector to the next level because that is where the money should come from now. Oil will soon dry up and the prices and you can see that the prices are going down every day. But with agriculture, a lot could be done. Cassava and maize is our major crop products in the recent times. These are crops that can be turned into uncountable end use - pharmaceuticals, confectionaries, food, etc. So if we can produce a lot of these products which we have, things will be better. God has blessed us with the land and weather. I think we should turn them around as our major foreign earner. Economically Nigeria is in
trouble, the naira devalued, many companies in the country have closed down. As a business expert now, what will be your advice to Nigerians in diaspora? First, all over the world, even America, Britain, India and other countries protect their industries. That has been the problem with Nigeria. We have what is called World Trade Organisation (WTO). They said we should allow free trade. But for a developing country, if you say free trade, it will affect the internal production because there is no way you can compete with foreign products unless of course you have government backing. And the government backing is you must produce the infrastructure, there must be constant electricity and gas. Those areas have to be supplied and sustained. Once you can have continuous electricity supply to factories and there is enough water and there is road, leave the rest to Nigerians. They are hard working. Abians are expecting too much from the state government. What will be your advice to the Governor Okezie Ikpeazu-led administration? Abians are not expecting too much because the state has been created for so many years. When you talk about human capacity, it is in Abia, talk about Joe Irukwu, Idika Kalu, myself and all the industrialists and business people who are here. There should be a change here. People like us should come back home and invest in the state and make sure that job and wealth is created. So Governor Okezie Ikpeazu is going to do it. He has his plans for the four years. By the time he fully implements his plans for Abia, people will see the difference. Of course you are even seeing it at Aba now. The next place he is coming to is Umuahia, the Abia State capital. Are happy with the capital called Umuahia? There must be a change. He has to improve on what the former governor did. “O bu onye bia, o mee nke ya” (It is when one comes, he will do his own). But there must be a plan, a survey plan and you must get the right people to put that structure. That is the stage he is in now. By the time he fully rolls them out, then things will change. I am happy that the donor countries are coming to help the state because they feel that the potentials in the state are enormous in agriculture, oil and gas and so many places like in our own area in Umuahia, there are so many oil wells blocked and caped which we will want to open up. We are going to make sure that the state in the next four years is a place where people will come and have a holiday.

First Lady of Abia State, Mrs. Nkechi Ikpeazu, has called for the private sector partnership in the delivery of quality healthcare to the public in the country. Mrs. Ikpeazu made the call in Umuahia, the state capital recently during the visit of the executives of the state chapter of the Nigeria Medical Association to her, describing medical practice essential and a calling. She described the incessant strike actions by medical doctors as uncalled for, pointing out such actions as having caused untold hardship to the people as well as deaths. She stressed the need for medical doctors to discharge their duties with humanitarian disposition. The Abia State First Lady therefore called for the NMA’s
collaboration with her office in providing quality healthcare to the public, assuring that her office will partner them in her healthcare programmes. Threatens publication of energy theft customers Opeoluwani Akintayo The management of EKO Electricity Distribution Company Plc (EKEDCP) on Thursday, said most customers caught in the act of stealing its electricity are those living in highbrow areas such as Ikoyi, Lekki and Victoria Island. EKEDC Chief Executive Officer, Mr Oladele Amoda, made the revelation during an interview in Lagos. Amoda said it was shocking that educated customers constitutes the larger percentage of energy thieves within its network. According to him, it was thought that the educated were supposed to understand the importance of paying for electricity consumed, instead of stealing electricity. He said most of the energy theft customers caught stealing energy without paying were elites living in enlightened areas such as “lkoyi, Lekki, Victoria Island and most high brow areas,” he said. He threatened that EKEDC would soon publish the names of energy theft customers within its network. He said that the company was losing over 30 per cent revenue to energy theft monthly. “We are going to start publishing the names of energy theft customers within our operations in the dailies. Amoda said that some of them engaged in by-passing of meters, reconnection without payment and tempering with meters among other acts. He said that activities of the energy thieves and vandalism within its network cost the company over N1 billion monthly. “In order to monitor our network effectively for fault detection, clearance and track energy theft, the company has awarded contract to automate the network. “We have introduced specialist software to be used for the supervisory control and data acquisition of customers and faults.

Forex: Textile industry on verge of extinction The Nigerian Textile Manufacturers’ Association (NTMA) has warned that the industry would face extinction unless the Central Bank of Nigeria (CBN) would allow manufacturers access to foreign exchange. Mr Hamma Kwajaffa, DirectorGeneral, NTMA, who gave the warning in an interview with the media on Monday in Lagos, urged the CBN to allow NTMA members access to forex.
According to him, the industry is on the brink of crisis as the few existing textile manufacturers are set to suspend production due to non-availability of forex for procurement of raw materials. NAN reports that the apex bank had on Nov.7 said that $660 million was released to manufacturers through the inter-bank market to source raw materials and spare parts. Kwajaffa, however, said that
no textile manufacturer had accessed foreign exchange, in spite of the numerous letters of credit by them. “To access foreign exchange, we have to go through our banks; but our banks keep telling us that they do not have foreign exchange to give. “The situation has impeded our production activity because most of our production components cannot be sourced locally. “By now, many companies
ought to have fabrics in the market against Christmas season but they cannot do that. “Some of the manufacturers have already stopped production, and it is becoming difficult to convince others not to suspend production,” Kwajaffa said. According to the director-general, the foreign exchange challenge is not only hindering production but also efforts at revitalising the textile industry.

According to him, on the supply side, big oil has already disappeared because the market has been taken over by fast oil. “Investors are no longer interested in big oil like the ones got from Nigeria’s deep water. What they want is fast oil like the Shale being produced by the U. S,”he said. He explained that the market is not just about big oil but how quickly the oil can be explored for the market. “Most investors are looking for small investment projects that will pick up quickly instead of long term projects,” he said. He also said that between 2010 - 2014, Nigeria’s 34 percent oil profits disappeared and keeps dropping, making the country the hardest hit for recession. Familusi’s stance was corroborated by Chief Executive Officer, Lekoil, Lekan Akinyanmi, who said that the federal government needs to create a favourable business environment for investors to explore oil before the resources runs out of use. According to him, Nigeria’s tax and royalty rates are the highest when compared with other African countries. Naira remains N455/$1 at parallel market …Dealers anticipate further appreciation this week
Stories by Motolani Oseni The Naira on Monday closed on the unofficial foreign exchange market at 455 per US Dollar, the rate it was quoted at the parallel market on Friday. It had continued to appreciate from N470 a week ago to 460 last Thursday. Dealers in Lagos, Abuja and other major cities in the country believe the naira will continue to appreciate against the dollar on the parallel market this week following raids by the State Security Service on illegal foreign exchange dealers trading above N399/$. On the interbank, the rate was N314.88 to the dollar, while the Central Bank
of Nigeria (CBN) closing FX rates showed that the naira closed at N305.25 against the dollar. Daily Times notes that the naira suddenly appreciated a day after the victory of Donald Trump as the President elect of the Unites States of America, traded at the parallel market on Wednesday with a significant gain in Lagos while it exchanged at N460 compared to N465 per US dollar sold on Tuesday. Forex dealers in Lagos said that there was low demand for dollar at the unofficial market, forcing the price of dollar to crash by five points. Although, some attributed the local currency strengthening to the recent clamp-down on unlicensed forex opera-
tors and some Bureau De Change (BDC) dealers by the security agencies. Hence, they expected that the local currency will continue to appreciate as long as the momentum of the DSS’ current operation is sustained. The security agents’ action was reportedly prompted by a meeting held by the CBN, the SSS and the Association of Bureaux De Change Operators of Nigeria (ABCON) about a week ago during which the decision was taken that drastic measures were needed to stop the naira’s slide on the parallel market. But a former Vice President for the West Africa region at the World Bank, Mrs. Oby Ezekwesili, on Monday bemoaned the
raid of the BDC operators by operatives of the Department of State Service (DSS). In series of tweets, Ezekwesili expressed concern about the President Muhammodu Buhari’s economic methods, saying that this new method of driving down the price of forex is so unusual that Nigeria is probably headed for unknown territory in its economy. The former minister of education just could not understand the rationale behind raiding BDCs to drive down forex. It would be recalled that on Wednesday, November 9, some officers of the DSS raided two major Bureau de Change markets in Lagos and Abuja.
For the nine months ended September 2016, Union Bank and Ecobank recorded significant increase in their nonperforming loans attributable to economic crisis and further dwindling in global oil prices. Union Bank recorded nine percent NPL ratio for the period under review as against 6.7 percent in corresponding nine months ended September 2016. For Ecobank’s NPL ratio moved from five percent in nine months ended September 2015 to 8.9 percent in nine months ended September 2016. The pan-African bank said its Non-performing loans were $930 million (8.9percent of average total gross loans) at the end of the period compared to $602 million (five percent of average total gross loans) in the prior year period, primarily driven by deterioration in economic conditions. The bank said, “We are working hand in hand with our clients to address problem loans across all of our businesses.” Although, affected financial institutions have explained that they are focused on remediation and recovery activities towards declassifying non-performing accounts and driving asset quality improvements. He told the Daily Times that that the apex bank had reasons for its actions. “Whether or not we agree with their reasons is a different thing entirely but that the CBN management should
tread carefully,” he said. According to him, Nigeria had the capacity to produce the items. “Why do we have to import toothpick when we have wood and everything here? Why do we keep creating employment for others and remain consumers. Why can’t we give local manufacturers some protection to produce some of these things? If we get it from the perspective of protecting infant industries, we will not see it as punishing anybody,” he stated.
He added: “My only concern is that many times we have policies but we don’t sustain those policies. We should avoid policy summersault” He noted that the floating exchange rate regime was a step in the right direction. “I believe that they have considered the fact that defending the naira with dollars that you don’t have, is an effort in futility. One thing I think it is going to do is that it will boost the earnings of both federal and state levels of
government. This is because the money that was being given to states in the federation account allocation used to be at the exchange rate of about N197 to the dollar,” he added. The ICAN president also stressed that if the exchange rate settles at N280 and above, the naira content will be more, stressing that this will leave the quantum of money higher than what they used to have, and so, many of them will be able to pay salaries.

In view of the current macro-economic challenges, however, the CBN hereby grant a oneoff forbearance this year 2016 to banks, to write-off fully provided for NPLs without waiting for the mandatory one year,” she wrote in the circular addressed to all banks. Banking sector NPLs have been predicted to jump to 12.5 percent of the total loans of the banks this year, up from the central bank’s target level of five per cent at the end of last year, according to Agusto & Co, Nigeria’s main rating agency.

The Nigerian Stock market indices slumped to a record low on Monday following a 0.70 percent decline in lead market indices on rising cost of living as depicted by the October inflation which according to the Nigerian Bureau of Statistics has risen to 18.3 percent. Specifically the All Share Index (ASI) shed 184.07 points to close at 25,986.81 points, while
the market capitalization also dropped by N63.4 billion to close at N8.945 trillion the lowest since May 12, 2016. The performance across sector indicators was not different as they all closed in red except the insurance index that added 0.6 percent to close at 126.74 points and the ASeM index that closed flat. The Insurance Index gained 0.6 percent on account of a 4 percent increase in the shares
of Wapic Insurance that closed at 52 kobo per share and a 1.63 percent growth in the shares of Axamansard that closed at N1.87 per share. However the banking index recorded the highest loss of 2 percent as Zenith, Sterling, Skye, Unity, Diamond, Guaranty Trust, ETI, and Wema Banks recorded losses of varying degrees. Consequently, the year to date losses thus soared to -9.33 per-
cent. Investors’ appetite dipped farther as market breadth closed with 10 gainers paired against 22 losers. maintained a high level of capital importation; although it decreased by 14.4 per cent relative to the previous quarter; but still elevated relative to previous periods at $171.63 million. It noted that the sector is characterised by isolated periods of high capital importation, adding that it is therefore unusual that the level has remained high for two consecutive quarters. This sector, it said, accounted for the third highest amount in the third quarter of 2016.The oil and gas sector, had for the first time, during the second quarter of the year, record-
ed the largest amount of capital, which accounted for $200.39 million, or 19.23 per cent of the total. NBS revealed further that in all previous quarters; the sector that imported the most capital had been banking, financing, production or telecommunications, nothing that oil and gas is characterised by occasional high levels of capital importation, interspersed with periods in which very little capital is imported. “This sector imported $20.83 million in first quarter and only $4.86 million a year previous,” it added.
SCOA Nigeria Plc’s three months results for the period ended September 30th 2016, released on the floor of the Nigerian Stock Exchange has shown a 129 percent increase in losses after tax incurred for the period from N421.3 million in 2015 to N962.9 million in 2016. The results also showed that revenue dropped 21 percent to N3.022 billion from N3.810 billion in 2015, as Cost of sale fell from N2.9 billion to N2.2 billion. Other extracts from the company’s statement of comprehensive income showed that distribution, administrative and other
expenses was cut down to N721 million from N819 million, while other income dropped to N20.8 million from N25.4 million. UACN to acquire two million Portland Paints shares in mandatory takeover Information from the Nigerian Stock Exchange (NSE) has revealed that UAC of Nigeria (UACN) Plc is beginning a mandatory takeover bid to acquire up to two million ordinary shares of 50 kobo each in Portland Paints and Products Nigeria (PPPN) Plc. The report from the Exchange noted that UACN is set to purchase PPPN stocks at N4.47 kobo per share, representing a premium of 224 percent on PPPN’s current market price of N1.38 at the NSE. NLC opposes $30bn foreign loan for infrastructural projects terms strictly not against our collective interests and in particular not designed to deepen our debt burden, it should be directed towards revitalising rail transportation and roads and not for servicing remunerations or tastes of public office holders. “We are also opposed to the idea of giving public funds to bail out commercial banks or interests, especially the recent proposal to give out $7 billion as bailout funds to commercial banks without any repayment schedule whatsoever.” The NLC also warned the federal government against any further increment in the pump prices of petroleum products. The NLC’s warning is coming months after the government hiked the price to N145 from N86 per litre. Wabba threatened that the NLC would do all it could and within its powers to mobilise Nigerians against President Muhammadu Buhari’s administration should government insist on the purported fuel price increase. Pensioners demand N25,000 as new minimum pension The Nigeria Union of Pensioners (NUP) has tabled a demanded for the approval of N25,000 as new minimum pension. The union expressed displeasure that many pensioners were still paid less than N5,000 monthly, even with the high rate of inflation and recession. Its President, Comrade Abel Afolayan, while addressing the National Executive Council (NEC) meeting of the union in Abuja, said many state pensioners were being owed over 12 months arrears of pension. He, however, praised the governors of Lagos, Jigawa, Anambra, Enugu and Yobe states for not owing pensioners. He
urged defaulting governors and states to make amend. “We want you to make amend so that old men (and women) will not be forced to pronounce curses on you with their grey hair,” he said. While the NUP is demanding N25,000 as the new national minimum pension per month, the union also canvassed immediate payment of the 18 months arrears of the 33 per cent pension to civil pensioners and 39 months areas owed police pensioners. On their new demand, Afolayan declared that it was criminal for a pensioner to collect less than N5,000 monthly in this time of serious economic recession.
He said the union entered into a long negotiation with the Federal Government for the upward review of pension, which finally yielded re-

The NUP chief added that the union is still struggling to ensure that police, NIPOST, electricity, railways, universities pensioners and others who are yet to get full benefit from the government are paid. He assured pensioners across the country that the union would not rest until all of them who are owed get their pensions.
ITF to help 18 states create employment The acting DirectorGeneral of Industrial Training Fund (ITF), Dickson Chinedum, has said the agency will enhance skills capacity for people in about 18 states and the Federal Capital Territory that will enhance their self-employability. He listed some of the beneficiaries as Sokoto, Kwara, Ogun, Katsina, Cross River, Lagos, Adamawa and Ebonyi. Others are Abia, Anambra, Borno, and Plateau. The ITF chief said NISDP was aimed at closing the skills’ gaps in youths which made them unemployable. This, according to him, has made it mandatory to equip the youth with skills for employment and entrepreneurship. Chinedum further said the NISDP, which began in 2012, would furnish the human capacity requirements of the National Enterprises Development Programme, a scheme put in place by the Federal Ministry of Industry, Trade and Investment to fast-track the Nigeria Industrial Revolution Plan. The ITF chief explained: “In the light of the result of the interim report of ITF/ United Nations Industrial Development Organisation (UNIDO) Skills Gap Survey, management has set in motion process to commence graduate up-skilling programme for the purpose of re-skilling 3,000 graduates of engineering and technology with vocational and entrepreneurial skills in the six geo-political zones. “This is aside from the ongoing review of the ITF/ DVT (GERMAN Chamber of Crafts and Commerce) collaboration, which seeks to train apprentices in line with the German dual system. The programme matches skills development with market needs and contributes in reducing unemployment by providing competences for job creation.” Chinedum said ITF entered agreement with the Nigeria Employers Consultative Association in 2009 to provide technical and vocational skills training to young Nigerians using ITF facilities.

The statement was made at the ongoing 34th Annual Nigerian Association of Petroleum Explorationists, NAPE conference on Monday. During his presentation at the conference “Stimulating Upstream Investments in Nigeria’s Frontier Basins,” Leader, Sub-Sahara Africa Accenture Strategy Upstream, Timi Familusi, said world’s peak oil demand period has been fixed between the next 15-20 years (2030-2040), saying Nigeria’s oil will receive no patronage from world market if it refuses to sell all its oil before the set date.

This is no longer the era when our leaders decide to keep the oil in the ground because they want the younger generation to meet the resources. If we don’t explore our
oil and sell it as fast as possible then, it will become useless very soon,” he said. According to him, on the supply side, big oil has already disappeared because the market has been taken over by fast oil. “Investors are no longer interested in big oil like the ones got from Nigeria’s deep water. What they want is fast oil like shale being produced by the U.S, “he said. He explained that the market is not just about big oil but how quickly the oil can be explored for the market.
“Most investors are looking for small investment projects that will pick up quickly instead of long term projects,” he said. Familusi’s stance was corroborated by Chief Executive Officer, Lekoil, Lekan Akinyanmi, who said that the federal government needs to create a favourable business environment for investors to explore oil before the resources runs out of use. According to him, Nigeria’s tax and royalty rates are the highest when compared with other African countries.
In an illustrating chart, Nigeria’s tax ranked between 5085% while its royalty rate was between 0-20%. The likes of Namibia’s tax Versus royalty rate pegs at 35%/5%, Senegal 30%/5%, Mozambique 32%/6-10%, Liberia 30%/10%, Ivory Coast 25%/5%, and Ghana 35%/5-12%. PPP, key to power problem - Fashola The Minister for Power, Works and Housing, Babatunde Raji Fashola, has said Public Private Partnership (PPP) is key in financing projects and providing infrastructure in the power sector. He made the statement at the opening of a two-day European Union (EU)/Nigeria business forum organized by the EU delegation to Nigeria in Lagos. Fashola listed the investable areas in the sector as including distribution companies needing capital to buy meters, gas supply, generation companies, Transmission Company of Nigeria (TCN), rural electrification, promotion of coal and solar power and funding graduates of the National Power Training Institute to produce cables and other power equipment. “PPP is key in financing proj-
ects and providing infrastructure. We in governance recognize that and serious investors know we are ready to create a framework for sustainable development.” According to him, investments in infrastructures such as energy, schools, and highways, among others, are driving growth globally. The Minister then urged local and international investors to take advantage of the various investment opportunities in the power sector to boost their fortunes and improve electricity supply in the country. He stressed the need to harness grants for renewable power generation, and called for increased commitments in power generation and distribution through partnership. The Transmission Company of Nigeria (TCN) has completed 20 projects across the country to boost electricity, even as the Nigerian National Petroleum Corporation (NNPC) also has commissioned four. The completion of the TCN projects was announced recently at the sixth monthly meeting of operators in the power sector chaired by the Minister of Power, Works and Housing, Mr Babatunde Fashola. In a seven-point communique after the meeting which also had the Minister of State in the Ministry of Power, Works and Housing, Hon. Mustapha Baba Shehuri, in attendance, TCN reported the completion
of the 20 projects since the last meeting. The projects include those in Gwagwalada, Kaduna, Afam, Apo, Lekki and Omotosho (Ondo State). TCN, which said the completion of the projects should improve distribution in Abuja and Lagos, also announced its continuing efforts to improve electricity transmission to be reported at each subsequent meeting while it also made a commitment to restore power to Maiduguri,the Borno State capital in the next month after a long period of outage. Meanwhile, the NNPC has completed 855 million standard cubic feet (mmsfcd) of gas to be added to the domestic gas supply in the next few months.
NLNG assets worth $13b – MD The Nigeria NLNG now has assets worth over $13 billion, its managing director, Mr. Tony Attah, has disclosed. He made this disclosure recently while explaining the NLNG Act at the 22nd Nigerian Economic Summit in Abuja. According to him, the NLNG Act provides incentives, assurances and guarantees money back, which significantly encourages investment in the company. “These incentives made it attractive for the international investors and a financier to invest even during a period Nigeria was perceived to be a pariah state. Those investments grew
and they resulted in an inspirational Nigerian success story that the company is today, with assets now worth over $13bn,” Attah said. Commenting on attempts by some stakeholders to undermine the NLNG Act, he said the courts had been firm on the provisions of the Act in instances where court cases were instituted by third parties to compel the company to pay levies. “These attempts are apparently continuing outside the courts, but we are hopeful that the country’s leadership will protect its commitment through the Act as well as avoid the portrayal of the country as one that does not honour agreements,” he said.

Unemployment: The winding path to FG’s one million jobs target It is an issue of serious concern that in Nigeria so far, economic policies have not translated into commensurate and improved social outcomes, especially for the over 60 million young people who make up majority of the population, JOY EKEKE writes. Africa is regarded as the most ‘youthful’ continent in the world. According to statistics, at least 20 percent of the continent’s population of 1.2 billion is between the age brackets of 15 – 24 years, with about 42 percent below 15 years of age. This explains why the majority of the rising population who are either unemployed or underemployed portends a ticking timebomb that can wipe out any hope of industrialisation and economic growth. It is, however, worrisome that in Nigeria, jobless youths continue to drift in droves from rural to urban areas to further compound a dense labour market of young graduates in search for ‘any available’ job just to survive until a more suitable opportunity arises. Accusing fingers have from time immemorial been pointed to the government for not living up to expectations at providing social amenities for it’s youths. That in mind, one cannot rule out challenges facing governments and policy makers in Africa today. How to provide opportunities and meet the needs of young people, vast majority of whom need to be empowered to enable them live decent lives and contribute their quota to the socio economic and political development of their countries. According to the National Bureau of Statistics, unemployment remains a major concern in Nigeria, with rates rising from 6.4% in 2006 to 24.20% in the first quarter of 2015. The unemployment rate among youth is even more disturbing and considered to be over 50% due to the sheer number of unemployed graduates and a huge number of youth who have had no chance to go to school roaming about the streets. It is worth noting that although educational attainment by Nigerian young people has increased significantly in the last decade, the relevance of curricula, quality of education and the fit with skills required by the job market, still remains a challenge for the country. “Unsuitable qualifications limits young peoples’ employment prospects and potential to contribute to national development.
In the famous manifesto delivered by President Muhammadu Buhari in preparation for the 2015 general elections, this excerpt was culled as a reminder of what promise was made about the alarming rise of unemployment in Nigeria. “As at 1999, Nigerian rate of unemployment stood at about 8 percent, today it is estimated from official statistics to be close to 30 percent. I will embark on vocational training, entrepreneurial and skills acquisition scheme for graduates along with the creation of Small Business Loan Guarantee Scheme to create at least 5 million new jobs by 2019. A Small and Medium Enterprises Development Commission will be created for this purpose. I will also encourage State Governments to focus on employment creation, by matching everyone job created in the same state”. How far has the Buhari-led government faired? With calculations put at over a million jobs annually to meet with the 2019 target. The President further stated in his speeches at several other occasions that “to encourage and assist Nigerian youths to move from being job seekers to job creators, his administration will sustain and improve ongoing programmes by the Central Bank of Nigeria, the Small and Medium Enterprises Development Agency of Nigeria, the Bank of Industry, the Bank of Agriculture and other Federal agencies to grant them start-up loans at concessionary rates”. All these and many more have been highlighted, as the number of the unemployed in the country continues to rise due to downsizing in the productive and services’ sectors, the Federal Government may find it tough to meet its target of creating one million jobs by the end of the year, which is already nursing the last quarter. Latest indicators have shown that more Nigerians now seek jobs that has never appealed to them, just to meet their daily needs for sustainability. In recent recruitment exercises and empowerment programmes such as the N-Power, FIRS,
FCSC, Nigeria police force, the armed forces short service courses and a list of other entrepreneurial programs by the bank of industry, central bank on Nigeria, an estimated 500,000 youths will benefit from jobs and empowerment programs for 2016. Bearing in mind, an estimated 3 million applicants who are either unemployed, under-employed or under-utilized. Breaking down the earlier analysis, only 200,000 graduates have been shortlisted out of the 749,000 applications received under the Federal Government’s Social Investment Programme, N-Power, which seeks to address unemployment challenges in the country by offering temporary jobs and technical skills to graduates. In similar vein, statistics show that 1,611,438 people applied to fill about 10,500 vacant positions in two government agencies–the Federal Inland Revenue Service (FIRS) and Nigeria Police. Specifically, 700,000 applicants sought to fill 500 job openings at the FIRS while 911,438 applications were received by the Police Service Commission for 10,000 vacancies, which is still in contention with the senate on the mode of recruitment. Although the number of applicants for the latest recruitment by the Federal Civil Service Commis-
sion (FCSC) into 11 key ministries is yet to be released, it has been evident that the online portal for application has become inconsistent and unresponsive due to the number of traffic on the website by visitors and potential applicants. It can be deduced that FCSC for this reason, recently extended application into the civil service to November 13 2016 according to a notice on its official website. The application was billed to end October 31 2016. Be quick to remember that The Federal Government had last year, promised to create no fewer than one million direct jobs in 2016. Vice President Yemi Osinbajo in a statement by his Senior Special Assistant (SSA) on Media and Publicity, Laolu Akande, said another one million poor Nigerians would benefit from the first phase of the Conditional Cash Transfer Scheme. Which, according to calculations is yet to hit the 50% benchmark as at the last quarter of 2016. However, latest data from the National Bureau of Statistics (NBS) showed that subsistence and small-holder farmers are on the rise, with over four million Nigerians losing their jobs since 2015, as many have also opted for additional jobs in the informal
sector to augment their means of livelihood. Also, the data stated that a single income may no longer be enough for a family, prompting previously out-of-work housewives to seek employment to support strained income. Youths and undergraduates have to work odd jobs on parttime to stabilize their source of income, bearing the effect on quality education and sound mind. Indeed, the statistics reinforced the findings of the latest ‘Household Economy Survey’ by Philips Consulting that the prevailing economic situation in the country had resulted in detrimental effects on the economic security of most citizens and households. Specifically, the severe drop in crude oil prices, decline in government revenue, devaluation of the naira and surging inflation rates, in addition to the country’s high poverty (70%) and unemployment (13.3%) rates have had a detrimental effect on the economic security of most Nigerians. The NBS report further showed that many employees have had to contend with lesser incomes while newly employed workers have to cope with jobs not commensurate with their qualifications, just as the government continues to urge many employers of labour not to downsize.
