T
wo days ago, November 14,2016, the international community marked the World Diabetes Day. The day has been set aside to mark the birthday of Fredrick Banting who together with Charles Best and John James Richard Macleod first conceived the idea, which led to the discovery of Insulin in 1922. World Diabetes Day was launched in 1991 by the IDF and the World Health Organisation (WHO) in response to the rapid rise of diabetes around the world. The theme for this year’s observance is ‘Eyes on diabetes’. This year’s activities will focus on promoting the importance of screening to ensure early diagnosis of type 2 diabetes and treatment to reduce the risk of serious complications. According to World Health Organisation (WHO) statistics, more than 415 million adults are living with diabetes worldwide and this number is expected to increase to 642 million by 2040. With such frightening forecast and rate of increase, it is pertinent to define diabetes. It is a disorder of the metabolism causing excessive thirst and the production of large amounts of urine. In addition, it is a condition where the amount of glucose in the blood is too high because the body cannot use it properly. This is because the pancreas does not produce any insulin, or not enough insulin, or the insulin produced does not work properly (known as insulin resistance). There are two types of diabetes, which are Type 1, and Type 2. Type 1 diabetes develops when the insulinproducing cells in the body have been destroyed and the body is unable to produce any insulin. In this case, the body cannot use glucose to produce energy and due to this, the body does not use the glucose, which ends up
passing into the urine. Type 1 diabetes accounts for 10 per cent of all adults with diabetes and is treated by daily insulin doses, taken either by injections or through an insulin pump. Incidentally, it can develop at any age but usually appears before the age of 40, and especially in childhood. Type 2 diabetes develops when the insulin-producing cells in the body are unable to produce enough insulin, or when the insulin that is produced does not work properly. Type 2 diabetes accounts for between 85 and 95 per cent of all people with the sickness and is treated with a healthy diet and increased physical activity. The common symptoms of diabetes, include going to the toilet a lot, especially at night, being really thirsty, feeling more tired than usual, losing weight without trying to, genital itching or thrush, cuts and wounds taking longer to heal and blurred vision. Currently, there is no cure for Type 1 diabetes, but it can be treated by administering insulin, either by an injection or pump, or by following a healthy, balanced diet and getting regular physical activity. In Nigeria, the incidence of diabetes is on the increase. It is, therefore, pertinent that the authorities establish diabetes-screening centres across the country’s geopolitical zones to enable Nigerians of all ages know their status. This would, no doubt, reduce the complications associated with the disease. Fortunately, diabetes is not a death sentence. It can be prevented and controlled by avoiding risky behaviour and unhealthy lifestyle that include smoking, excessive alcohol, unhealthy nutrition such as consumption of red meat, saturated fat, refined sugar and physical inactivity.

Reps endorse legislation to punish terror suspects, Financiers Henry Omunu, Abuja

A new legislation, which seeks to prohibit the financing of terrorism, the forfeiture, seizure of terrorism related assets and the enactment of stricter punishments for sponsors of terror, received widespread support from House of Representatives members on Tuesday. Lawmakers expressed overwhelming support for the passage of the amendment bill when it was read the second time at plenary. The bill, which seeks to amend the Terrorism Act 2011 and that of 2013, intends to criminalize international terrorism, funds supporting terrorism and seizure of terrorist cash and property. The bill further prohibits the manufacturing, possession, acquisition, transportation, supply or use of weapons, explosives or nuclear, biological or chemical weapons, as well as research into, and development of biological and chemical weapons without lawful authority. It also prohibits any dealings with charities linked to terrorist groups, request from foreign states and to foreign states on extradition of persons involved in terrorist activities. Sponsored by Reps Mohammed Monguno and Ahmed Kaita, the amendment bill received endorsement from lawmakers such as Rep. Darlington Nwokocha and Rep. Nnenna Elendu-Ukeje, during the debate on the bill for an Act to make provisions for offences relating to terrorism, prohibit the financing of terrorism and consolidating all acts relating to terrorism and for the purpose of applying stringent prison terms for terrorism offences, including removing ambiguities in the extant Act. Leading debate on the amendment bill, Monguno expressed optimism that the bill when passed into law will checkmate terrorism and afford Nigeria to join the comity of nations in the fight against terrorism. “It will encourage investment and deter any person whether within or outside Nigeria who intends to carry out any terrorist activity in Nigeria”, Monguno said. Section 38 of the bill empowers the attorney general of the federation or inspector general of police with the approval of the President, to grant request made by the appropriate authority of a foreign State, to disclose any information in his possession or in the possession of any state government department or agency, relating to the actions or movement of terrorist groups or persons suspected of involvement in the commission of terrorist acts.

It’s just not fair for you to say somebody is corrupt without substantiation. This is
the same el-Rufai, who testified on TV that he worked with me as DG of BPE for four years and there was never a time I asked him or instructed him to do anything unethical in those years. “So, how am I a corrupt person? This is the same el-Rufai and others, who incorporated Transcorp during my time as Vice President and offered me shares and I declined. I wrote them officially to say it was unethical of me to have accepted those offers. So, where is the corruption toga coming from?” Speaking on what transpired when el-Rufai was to become a minister, but was rejected by the Senate, Atiku said, “He actually ran to me to say that he was denied confirmation by the Senate. Of course, I called Mantu and others and confronted them, and they admitted that, yes, they denied him because they do not see him as a Minister. “It is also on record, because I controlled the campaign funds, every Senator benefitted from those
funds; and el-Rufai now went and said those campaign funds were meant to be a bribe. This is how he came about concocting that story. Of course, my boss, the President, investigated the story and found out that indeed, every Senator got contributions from the campaign fund which I was managing,” he said. However, el’Rufai tasked Atiku to tell the whole story of what transpired and why he is avoiding going to the United States of America. The governor added, “Someone as obsessed by Nigeria’s presidency as he (Atiku) is, should clear up such matters conclusively. The Senate rejected the list of non-career ambassadorial nominees on the basis of a report submitted to it by the chairman, Senate Committee on Foreign Affairs, Senator Monsurat Sunmonu (APC Oyo Central). The move, according to the Senate, is in line with a 51-page report of the Screening of 47 Career Ambassadorial Nominees by the Chairman, Senate

The list of 46 nominees before the Senate had all along been trailed by complaints and petitions bothering on alleged lopsidedness in the composition, prompting the Senate to direct its Foreign Affairs Committee to address the complaints. She said over 250 petitions were received by the committee from aggrieved Nigerians over the imbalance of nominations in the first list where states like
Ebonyi, Bayelsa and Plateau had no nominee. She said the anomalies noted in the first list were not addressed by the second list containing names of non-career nominees. According to her: “We thought that the issue of non-equitable representation across the 36 states of the federation raised on the list of nominated career diplomats by the President will be addressed in that of non-career but unfortunately, this was not so, in spite of public outcry over it and the committee’s observation to that effect to the Secretary to the Government of Federation (SGF), David Babachir Lawal, during an interface with us before the screen-
ing. “Therefore, we find it difficult to start the screening of the 46 non-career nominees since last month and in fact, proposing to this Senate that the list be returned to the Executive for needed review and re-presentation.” The recommendation of the committee that the 47 noncareer ambassadorial nominees be rejected because of the myriad of petitions was however taken through voice votes by the senators upon a motion moved to that effect by the Senate Leader, Senator Ali Ndume. When Senate President Bukola Saraki put the question to voice vote, it was unanimously taken by the Senators.

The Senate on Tuesday indicated its resolve to tackle the problem of dwindling revenue profile of the Federal Government as it mandated its committee on Customs, Excise and Tariff to probe how the revenue generating agency recorded huge shortfall of N230 billion by the last quarter of 2015. The Senate President, Bukola Saraki against this background declared that the agency stinks, given its failure to generate maximum revenue for Nigeria, while turning in low revenue profile. The Senate took the position after adopting a motion sponsored by Senator Isaac Mohammed Alfa (APC, Kogi East) titled: ‘Urgent Need to Examine the Operations of the Nigeria Customs Service Revenue Drive’. Alfa, in the motion, noted that the revenue projection of Customs has not been met despite multiple strategies and policy initiatives to improve revenue generation. He noted that in the first

Osibanjio has blamed the rot in the judiciary on the unwillingness of members of legal profession to challenge erring members. He made the assertion on Tuesday at the 2016 Fellows Lecture and conferment of honourary fellowship organised by Nigerian Institute of Advanced Legal Studies. He said that one major challenges of the legal profession is the shyness and the reluctance of members to call erring members to order as nobody wants to be seing as offending another. The Vice President said members of the legal profession owes the country a duty of ensuring the success of the administration of criminal justice system and added that, “the system has men and women of integrity but that the few bad ones end up defiling the whole system.” A judge, he said needs to be independent to be fair and just
in his decision and pointed out that it is a view of ensuring judicial independence that the Federal Government is prepared to fight corruption in the system and charged the Bar and the Bench to be up and doing in ensuring the rule of law in the country. In his lecture titled ‘Imperative e of Judicial Reforms in ensuring good governance and accountability in Nigeria’, Chief Adegboyegha Awomolo (SAN), advocated for the repeal of Sections 231 and 271 of the 1999 Constitution of Nigeria (as amended) which gives the executive arm of government the power to appoint Chief Justice of Nigeria (CJN) and Chief Judges of State in an acting capacity, so as to give the judiciary its full autonomy. Awomolo said it is not proper for the executive to appoint heads of court in acting capacity, adding that the executive arms of government has abused the constitutional provision that gives power to appoint heads of court in acting capacity. According to him, since the
executive does play any role in the appointment of Speaker of States House of Assembly and the House of Representatives, it should also not be allowed to have anything to do with the appointment of the Chief k=Justice of Nigeria and Chief Judge of States. Chief Awomola, who was the guest speaker at the event said activities of the Professor Itse Sagey-led Presidential Committee against Corruption constitute an interference of the independence of the judiciary, just as it noted that its is not right for the committee to have interface with Judicial Officers, to the extent of identifying Judges that has the integrity to sit on criminal/corruption matters, saying, that function belong to the National Judicial Council (NJC). “There is no need for the committee to gather Judges of the Federal High Court together and twell them on how to go about the functions of their office because the committee is an agent of the executive arm of the government”, Awomolo said.

Head of Service of the Federation Chief Stephen Oronsaye on Tuesday informed the high court of federal capital territory sitting in Abuja that he will file a no case submission in the N196M corruption charge he is facing. The former Head of Service, who also served as the Chairman, Presidential Task Force Committee on Anti-terrorism Financing, was alleged to have committed the offences as the chairman of the Committee. Oronsaye’s counsel, Godwin Kanu Agabi (SAN), hinted shortly after the prosecution agency, the Economic and Financial Crimes Commission (EFCC) closed its case, that the defendant will make a no case submission. Six prosecution witnesses had testified for EFCC against the former Head of Service before the prosecution closed its case yesterday. Agabi (SAN) told the court that a motion for no case submission will be filed before December 9 when Oronsaye is expected to open his defence in the fraud charge. Oronsaye was the Chairman, Presidential Task Force Committee on Antiterrorism financing set up by the former President Goodluck Jonathan administration. He is being tried for alleged breach of trust and diversion of N196m meant for the committee. The 6th prosecution witness Mr. Hamma Adama Bello, an operative of the EFCC told the court yesterday that the investigation on two petitions against the defendant on the alleged N196m fraud was approved by former EFCC chairman Mr. Ibrahim Lamode. During cross examination by Mr. Ade OkeayaInneh SAN, a counsel to Oronsaye, Bello told Justice Olasumbo Goodluck that the petitioners were anonymous and that the addresses on the two petitions were not real and as such could not be located for the petitioners to be interrogated on the veracity of the petitions.

‘Nigeria will come out of present situation a better country’ As a priest of God, what do you think Nigerians should do to get out of this present economic recession? For me, what Nigeria is going through is just a phase in life that great nations experienced, naturally, only that sometimes we forget history, we don’t read. Most of these great countries like America and Spain that I know very well, Portugal, Germany passed through these phases and they bounced back. So, I want to believe that what Nigeria is going through, very soon it will be over. I am a very die-hard optimist that this country will definitely come back; it is a matter of time. The clergy, though, are not partisan politicians but can contribute to national development, how do you use this position to contribute to national development? Every human being plays politics in one way or the other. I believe in recession the right people to help and sanitize politics are some of us who have the opportunity of standing on the pulpit. I use my opportunity to tell my listeners that recession does not have religion, poverty does not have religion, and illness does not have religion. When Ebola infected this country some years back you can see how Nigerians came together to fight it! So, definitely, I want to believe that priests should be a unifying bridge to encourage our people in order not to draw a line between north, south, east and west, we should see ourselves as one strong indivisible Nigerians. Nigeria has enjoyed independence for 56 yrs. How has it fared, are we doing well or what is the way forward? A man of 56 years should be an adult. The journey so far has not been easy. For me, we have not really done well ,especially in terms of leadership. We have not gotten it as it should be. When you look backward you will see our mates like Malaysia, Indonesia, they have really gone far. Part of the reasons is that right from the beginning, after independence, the founding fathers of those countries were nationalists and had a longer time to nurture their country but we never had that time. It was not long that people like late Sarduana of Sokoto, Awolowo, Nnamdi Azikiwe and Tafawa Balewa were massacred and when their generation was wiped out, the military came in. That was the beginning of where we found ourselves today. I want to say that without the military…had it been that they allowed us to nurture ourselves, with trial and error, I think that by now we would have gone far. This is still happening in this country and it is that bad. What is your advice to the youth of Nigeria and Nigeria as a nation? My advice to the youth is that they should not give up. Secondly, they should believe in themselves. Thirdly, they should work hard. I think I discovered that of recent that our youths are extremely lazy, they just want to make it overnight. Hard work is not what they are looking for, they think hard work does not pay but I want to assure them that hard work pays. Our youths should work hard, believe in themselves and believe in this country and this issue of looking for white collar jobs…. I have already said that nobody should wait for anybody to give him job. You can create something, you can be self employed. Nigeria is a rich country, there is always something available every season. If it is not groundnut, it is yam. You can always find something to sell and little by little you will become wealthy.

According to a White Paper that was released after a World Conference hosted by the Calgary chapter of NIDOA and co-signed by the Chairman, Continental Board of Trustees of NIDO Americas, Mr. Samuel Adewusi and the General Secretary, Reginald Obiamalu, the five key topics emphasised at the World Conference include; infrastructure (energy and transportation), diversification of economy, education, labour and employment, law and regulation, as well as banking and investment. The 2016 Americas World Conference (the “World Conference”) of NIDOA was held at the Sheraton Cavalier, 2620 32nd Avenue NEN Calgary, Alberta Canada from September 1 to 4, 2016, where experts spoke on different areas of the nation’s development. The Nigerian government was advised to refurbish facilities and focus on upstream financing, while they noted that gas business can stand alone leveraging on existing and expanding infrastructure, citing the SEPLAT example. Participants at the conference agreed that Nigeria has become a mono-economic nation due to its focus on revenue from oil and gas, and that other industries such as agriculture, manufacturing and solid minerals have huge untapped potentials. Nigerian government was advised at the conference to invest in production of plants, storage silos, processing apparatus in the farmlands and in farmers, targeting younger people and use of technology, providing costeffective transportation for harvests from farm-gates to processing plants.
On education, it was recommended that the country should develop a new 21st Centuryoriented National Policy on Education (NPE), increase funding and promote efficiency. It was suggested that the government should engage public participation in lawmaking through open houses and written consultation processed with the public and other stakeholders such as industry and public libraries and that debates in the House of Representatives and the Senate be regularly recorded and published. On banking and investment, it was emphasied at the conference that proper governance, both through government and financial institutions, is paramount to ensure sustainable access of low interest loans to spur small and medium enterprises, and to hasten the development of local businesses.

Senate asks CBN to investigate banks’ alleged sell of new Naira notes to hawkers Chris Emetoh, Abuja Worried by the abuse of the national currency, the Senate has given marching orders to the Central Bank of Nigeria (CBN) to desist henceforth from any illegal trading in new Naira notes, coins or any notes it issues. The Senate has therefore urged the apex bank to, as a matter of urgency, ensure compliance with the provisions of Section 21 of the CBN Act, 2007. It also mandated the CBN to strengthen its system that audits the process of collation, processing and
disposing of defaced and mutilated notes, while urging it to also investigate the allegation that commercial bank officials do in fact sell new Naira notes to illegal peddlers. This followed a motion on Tuesday by Senator Mao Ohuabunwa (PDP Abia North) on the urgent need to end illicit trade in freshly minted Naira notes. Ohuabunwa in his motion noted that every country’s currency is a national treasure deserving of a level of dignity, and Nigeria Naira is not an exception. The Nigerian Army has lost yet another top officer to the war against Boko Haram barely a week after Lieutenant Colonel Muhammed Abu-Ali and members of his troop were killed in an ambush by the insurgents. Report has it that the officer, Lieutenant Colonel B.U. Umar, was the Commanding Officer of 114 TF battalion of the Nigerian Army and was ambushed alongside his troops on Monday morning between Bita and Piridang. A source was quoted as saying “His vehicle drove on an improvised explosive device, but he was not hurt. He came out to assess the damage on the vehicle and Boko Haram opened fire and killed him in the process.” The soldiers were said to be on their way to Yola in Adamawa State from Bita in Borno State when the incident occurred. Though the full casualty from the attack is not yet clear, Umar, who recently took over command of the 114 battalion about three weeks ago, was a member of the 48 Regular Course in the Nigeria Defence Academy (NDA). When contacted, the Army spokesperson, Sani Usman, said he was not aware of Umar’s death, promising to seek further confirmation from appropriate authorities. The attacks by the Boko Haram have continued despite ongoing negotiation with the federal government, which has already led to the release of 21 of the over 200 Chibok girls kidnapped by the sect in 2014.
Senate wades into FG, ASUU crisis Olufemi Samuel and Chris Emetoh, Abuja Following the notice on Monday by the Academic Staff Union of Universities (ASUU) to embark on a one week warning strike in view of the inability of the Federal Government to fully implement its 2009 agreement with the union, the Senate on Tuesday, resolved to mediate in the crisis by opting to reach out to stakeholders with a bid to finding a solution and averting the looming strike. The decision is in reaction to a motion moved on Tuesday during plenary by chairman of the Senate Committee on Tertiary Education and TETFUND, Senator Jibrin Barau (APC- Kano North) on the need to urge the Fed-
eral Government to fulfill agreements reached with ASUU and avert the impending strike action. Senator Barau, who came through a point of order, citing orders 42 and 52 of the Senate Order Book, under matters of urgent national importance, expressed concern over the development which he said if not quickly averted will rob off negatively on the students just as it would affect the academic calendar of Nigerian universities. The Senator decried government’s lackadaisical attitude in resolving the impasse between it and ASUU since the agreement was reached among other recent developments, including prompting the universities to key into the Treasury Single Account (TSA), which university authorities objected
to and considered inimical to the progress and growth of the tertiary education in the country. He urged the Senate as a representative of the people to interfere in the matter by engaging stakeholders in the conflict with a view to finding a lasting solution to it. Also contributing to the debate on the motion, Senator Emmanuel Paulker (PDP-Bayelsa Central), said that government has actually not lived up to its responsibility in keeping a gentleman agreement with ASUU, adding that ASUU has given a week long notice, which gives enough room for any truthful resolution on the matter, if there is any atom of sincerity on the part of government. “Allowing the strike to hold will give
room to students going into other activities during the strike period, which are inimical to their good. If we can accommodate some of the demands made by ASUU in the budget, it will go a long way, but some of those demands go beyond that, such as the TSA,” he observed. Similarly, Senator Danjuma Goje (APC- Gombe Central), who commended Senator Barau for sponsoring the motion, which he said is apt and very important, suggested that “Senate should not only prevail on the Federal Government to engage ASUU leadership in reaching a compromise but that the National Assembly should be involved to make peace. “We should not allow them to go on strike. We must ensure that ASUU and
Federal Government come to mutual understanding on this matter,” he said. While also urging his colleagues to support the motion, Senate Leader, Ali Ndume, urged the Senate President to mediate into the matter and avert the strike. “A situation where our lecturers are going on strike too often is not a good thing and so we should find a permanent solution.” In a resolution unanimously adopted by the senators, the Senate urged the Federal Government to implement all agreements as canvassed by ASUU. It also resolved that “whatever is agreed to be paid to ASUU and all other proposals as covered by the above resolution should be captured in the subsequent budgets.”

The witness, who gave evidence as the first prosecution
witness before Justice S. A. Umar said investigation revealed that on March 13, 2014, the sum of N600m was allegedly transferred from the account of Naval Engineering Services Ltd to Petrus Ogwu Nig. Ltd for the purchase of a property at No. 7 Colorado Close, Maitama, Abuja. He said the property was bought by Harbour Bay International, a company linked to the family of the ex-Chief of Naval Staff. He said the transfer was made from the Diamond
Bank account of the Naval Engineering with the authority of the second and third defendants, Rear Admiral Bala Mshelia (rtd) and Rear Admiral Shehu Ahmadu (rtd). “We requested for the instrument of transfer of the fund and it was provided to the EFCC showing the 2nd and 3rd defendants are the ones that authorized the transfer. We invited the owner of the account of Petrus Ogwu Nigeria Ltd, one Peter Oguebie in the course of interview, he informed us that he
received the sum of N600million which was for the sale of his property at No. 7 Colorado Close, Maitama, Abuja he sold to Harbor Bay International, the witness said. Further investigation revealed that Harbor Bay was duly registered with Corporate Affairs Commission to Mrs. Lami Jibrin, the wife of the first defendant and one Abdulkadir Jibrin, the son to the first defendant; both Directors of the company. “Investigation letter was

Dogara described the passing away of Sultan Dasuki as a huge loss and stated further that “his contributions to the development of the country in the civil service and later in business and also as elder statesman will remain indelible in our minds and history. “Our hearts go to his immediate family, the Sultanate council, government and people of Sokoto state, indeed the Muslim ummah over this irreparable loss,” he added. In the same vein, the House cut short its plenary in honour of the late and deposed monarch who died while been treated for an undisclosed illness at a hospital in Turkey. The House adjourned plenary following the unanimous adoption of the motion moved by Rep. Shehu Shagari (APC/Sokoto) announcing the death of late Dasuki. The Deputy President of the Senate, Senator Ike Ekweremadu, joined well-meaning Nigerians in mourning the former Sultan of Sokoto, describing him as an elder statesman and ambassador of peace. Ekweremadu, who described the death “as shocking and saddening”, noted that Alhaji Dasuki’s demise had created a huge void that would be hard to fill. Said he: “The late Sultan was a true statesman, progressive, patriot, pan-Nigerian, and peace ambassador. He understood the import of education to the development of the nation and worked hard and selflessly in promoting both moral values and western education across the Caliphate. He will be highly missed.”
Senate warns against reversal of power sector privatization Mathew Dadiya, Abuja
ÏÏÏ Chairman, Senate Committee on Privatisation, Senator Ben Murray Bruce has cautioned against reversal of the power privatization in the country, arguing instead that concerted efforts should be made by all stakeholders to address the crisis in the sector. Speaking against the backdrop of calls from some quarters for its reversal, Senator Bruce said reversing the power privatisation would paint Nigeria as an unserious country that does not respect the sanctity of contractual agreements, thus scaring away potential investors. The chairman, who stated this when he led other members of the committee to the Ikeja and Eko Distribution Companies as well as the Egbin Power Generation Company in Lagos as part of the
committee’s on-going oversight visits to privatised companies in the country, noted that the “power sector is very crucial to the economic well-being of the country.” In that regard, he said the privatisation ought to be beneficial to the government, the investors and the Nigerian tax payers, who look forward to reliable and stable power supply. He noted that the on-going oversight visits had proved him wrong on his initial assumption that the privatisation process was wrong, adding that with the benefit of hindsight, “I have seen that the crisis in the sector is the necessary outcome of the privatization. “The various stakeholders need to meet, brainstorm and think out of the box for a solution to the power crisis. There is no problem that is insurmountable. All that is required is the will,” he stressed, expressing the committee’s readiness to assist the executive in re-
solving the contending issues. It would be recalled that the federal government, through the Minister of Power, Works and Housing, Raji Fashola, had last week, said the Federal Government would not revoke privatisation of the nation’s power sector. Fashola, who said this at the 5th European Union (EU)-Nigeria Business Forum in Lagos, added that “The Federal Government will respect and uphold the contract it has been committed to and inherited from the past administration. I am not in charge of power sector to revoke the privatisation agreement signed three years ago,” the minister said. He noted that government has nothing to gain from sending investors in the power sector parking, following calls from some quarters asking for revocation of privatisation of the sector. The committee members however expressed concern at the
liquidity crisis in the sector and wondered why the Gencos were not being paid for the power they generate to the extent of being owed huge sums in billions of naira. For instance, he noted Egbin was being owed about N91.5 billion, “yet it is expected to operate optimally.” The members decried power losses occasioned by vandalism, power theft and other criminal acts by unscrupulous elements and promised that as a first step, the Senate committee would liaise with its House of Representatives counterparts to propose a bill to deal with these vices as a matter of urgent national importance. Earlier in his briefing to the committee members, acting Director-General of the Bureau of Public Enterprises (BPE), Dr. Vincent Akpotaire, said the privatisation process was widely acclaimed globally as the best largest and most transparent transaction ever in the power sec-
tor. He said the inherent post privatisation crises and the macro issues have nothing to do with the transaction process and that the solution lies with “managing the outcome of the privatization,” which requires some level of investments. The acting DG said there were some assumptions like cost reflective tariffs and availability of gas among others but that these are now absent. The BPE boss reiterated his call on the investors to look for long term funds to help finance their Capex (Capital Expenditure) to enable them meet what they committed to in the Share Purchase Agreement (SPA), which is to reduce their collection and commercial losses. He said this is imperative because “their investment is in perpetuity, enjoining the Discos to be more transparent in declaring their collections so as to close out negative criticism.

group of tourists are on the last stage of an unusual ‘The Holy Land Tour.’ They are drawn from diverse nations, nationalities and cultural entities. The two-week experience has been life-changing for most. There has been drama, revelations, teachings and deep spiritual connections with sites once thought to be celestial. It is now time for the final all-involving act. A Bible story is about to be re-enacted. It was perhaps the most knife-edge confrontation between Jesus of Nazareth and The Pharisees. A dramatic revelation, among other things, of human hypocrisy and godly mercy. It has been carefully planned by the tour organizers. Without their knowing, the tourists will be dramatis personae in the drama about to unfold. After all, following two weeks of spiritual re-engineering, it’s only natural to test the extent to which participants have imbibed the teachings of Christ. The tourists file into the hall and are encouraged to pick a stone each from a pile by the entrance. The Master comes on stage, followed by the twelve. They are dressed up as it was back in the days, all in an attempt to give seeming legitimacy to the story. From the other side of the hall, a woman is dragged in by six men. Evidently harassed, cowered and scared, there’s blood streaming from one side of her face. She is pushed right before The Master, kneeling, head bowed. ‘This woman has been caught in adultery. Caught in the very act!’ There is muted grumbling all around the hall. The Master waits for it to subside. Then he stoops down. There is no dust floor to write upon, but he runs his forefinger on the hardtiled stage floor all the same. ‘All right,’ He says, without looking up. ‘Let whoever never sinned among you cast the first stone!’ One after the other, the six men leave by the exit. The Master looks up. ‘Where are thy accusers?’ He asks the woman. And just before she answers, the first stone comes flying, though. Then another, and another, until it becomes a hail. The Master and the twelve duck, shielding the woman between them. ‘Stop! Stop!’ Security men rush to a semi-dark corner of the hall where a group of ten tourists huddle together. They are dressed in green, white and green colors. Apparently, they had each picked more than one stone at the entrance. But thankfully, the ‘stones’ are made of plastic. Plastic filled with hot, bubbled air..... The mass hysteria by Nigerians at home and abroad over the recent Donald Trump victory in the US Presidential Elections beggars belief. Dumb America! Stupid America! Ugly America! Racist America! These are
only a few of the verbal and written boulders thrown the US way by my very upset countrymen. ‘God punish America!’ Cursed one. ‘RIP, American democracy!’ Someone weeps on the tombstone. ‘End of America!’ Corrected another. Didn’t he notice that America it(very)self just died? This one really got me amused. ‘Never underestimate the power of dumb people in very large numbers.’ The stone throwers include very educated cosmopolitan individuals, celebrities as well as closet commentators. The stage was actually set before the election date. Bank customers, civil servants, and market women vied to join the Hillary army. One university student reported that discussions about The US elections took half of the class time, with everyone, lecturers inclusive, routing for Hillary Clinton. Churches raised prayer points and prophets prophesied in tune with vox populi. By election day, Hillary had either become spiritually ordained or culturally adopted. That was only two hours into voting by the way. Such was the level of overconfidence in the Hillary-Nigerian
camp that when the unexpected eventually happened, many went practically into fits and shocks. One young man could not sleep due to the tension. Another one lamented that he had never witnessed such an upset in his entire life! When I reminded him his entire life isn’t really that long, it seemed to calm him down a bit. But perhaps the scariest of all is a long lost friend I ran into who declared emphatically that Trump would not be President by the end of January 2017. ‘Change’ preachers who would also castigate other nationals who exercise their own right to choose ‘Change.’ Others threatened to leave for Canada. Much has been written and said about the US 2016 Presidential Elections, and much more will follow for decades. But let me address the question: Are Such traits as political incorrectness, tax dodging, racism, religious fanaticism, male chauvinism and press hate so alien to our political culture that we are deadly shocked Americans could vote for such a man as Trump? Don’t we campaign for, vote for and let such politicians rule over us all
the time? From what moral high ground are we displaying such dramatic righteous indignation? Is this not like the case of a man who goes to chase rats in a neighbour’s house while his is on fire? Hasn’t nonpayment of workers’ salaries become a national institution in Nigeria, promoted by jet-flying, affluent office holders to whom we bow and worship? Oh yeah? In Nigeria, many children who have never been to their parents’ villages still have to contend with the ‘State of Origin’ question when seeking admissions or jobs. We expelled Ghanaians for over-flooding our once opulent country, a gesture that was reciprocated by the victim at the appropriate time. The problem with even the best of us is that we still see The Caucasian as a super race, devoid of flesh and blood, no longer susceptible to human foibles. That, however, is not entirely true. It dawned on me in 2012 during a looming tanker drivers’ strike in the UK. Like in Nigeria, there was panic buying and long queues at petrol stations. The British are famed for their queue culture, but at that instance, fisticuffs were reported due to queuejumping. Worst of all, able-bodied men snatched dispensing pumps from elderly women. It is human nature whatever the skin color. When people feel threatened, when there is not enough to go round, base instincts rise to the fore. Must nationals of western communities be held perpetually captive to liberal sociology-political alchemy? Must they remain the world’s guinea pigs of increasingly coercive experiments in political correctness? Remember the Democrats’ push to impose same-sex marriage on Nigeria and the public reaction? So those too are not expected to react, albeit with their votes? So how come we did not see Trump (and Brexit) coming? How come we did not anticipate the conservatives of America and other decent independents had for a while been hoping a deliverer? Nearly two decades ago, in New York City, a friend of mine was involved in a street march against a Third World authoritarian regime. After a couple of hours procession, a white man approached him and asked which country he hailed from. ‘Nigeria.’ My friend answered. The white American looked at my friend and said in anger. ‘Look. I have been held in traffic for hours. But if you people had stayed back home to protest this regime, things wouldn’t be that bad over there, and we wouldn’t have to suffer like this...’ It is the aggregate of such simmering anger that Donald Trump keyed into. We failed to notice over a long time. Maybe we should take stock now rather than throw bricks from our glass house. Otherwise, worse might meet us unprepared.

Economic impact of proposed Abia Inland Dry Port

f things go as they were designed, the first set of containers are expected to land at the Abia Inland Container Dry Port located at Avor Ntigha, Isiala Ngwa North Local Government of Abia State. The cheering news to Abians, South East, and Nigerians in general was announced recently by an official of the Nigeria Shippers’ Council, Christian Chimezie. It will be recalled that Gov. Okezie Ikpeazu in his desire to open access to trade and commerce in the state, develop avenues that would support inflow of businesses, inaugurated the Inland Dry Port Project Implementation Committee early this year. According to Chimezie, the committee was working hard to realise the target date for the delivery of the port, adding that Abia State that the government was committed to realising the port to boost business transactions in the South East and decongest Onne Port. The import of the facility to the economy of Abia State cannot be over emphasised .In 2007, the then Minister of Transportation, Chief Cornelius Adebayo, during the ground breaking ceremony of the project
said that the depot when completed would create 100,000 jobs. Also, the project, a 50,000 TEU (containers) port facility, would serve Aba, Onitsha,Enugu, Ebonyi, Imo, Delta and Benue states. One of the features of the port was that it would receive containerised cargo by rail from Port Harcourt. Considering the strategic economic position of Aba as the commercial hub of the South East, the idea behind the establishment of the dry port was to save importers the trouble of traveling to the coast for their business transactions thereby bring goods closer to the owners. The Abia Inland Cargo Depot, among other ICDs, was a product of the Build Operate and Transfer (BOOT) agreement the federal government signed with concessionaires in 2006. The agreement, which identifies the federal government as the guarantor and concessionaires as operators, stipulates that private investors would be licensed to build Dry ports at designated sites, operate them for
stipulated time and transfer ownership to the federal government. The system enables private investors to partner with the government in providing port facilities. Other ICDs were sited at Zawachiki village, Kano State; Eronnu in Egbeda LGA of Oyo State; Heipang, Barkin Ladi, Plateau; and Galanbi , Bauchi State. Fortunately for the Abia Inland Port, Eastgate Inland Terminal Limited, the concessionaires of Abia ICD were the first among other ICDs to be issued Certificate of Occupancy by Nigeria Shippers Council in 2008, and in 2009, the agreement for the commencement of the physical development was signed. Adebayo had during the groundbreaking ceremony of the project in 2007 stated that government expected the Abia ICD to be ready for business within 30 months. The governor, whose words have remained his bond, is disposed to deploy available infrastructures and facilities for the economic advancement of the state. Inland Container Depot was first introduced in the country in 1979 when the then Elder Dempster Lines led other members of the United Kingdom West Africa Liner Conference (UKWAL), to team up with the National Insurance Corporation (NICON) to establish an ICD in Kano, under the management of Inland Container Nigeria Ltd (ICNL). Another Inland Container Depot was established in Kaduna but the two ICDs were plagued with several problems, which led to their closure. After their collapse, the managers of the Kano/Kaduna ICDs appealed to the federal government to resuscitate them and the matter was referred to the Shippers’ Council, thus marking the beginning of the involvement of the Council in the promotion of ICDs as a component transport infrastructure for hinterland shippers. Saro-Wiwa Jnr: Exit of a patriot and peacemaker

he beep of a text message woke me up on that fateful day. My eyes were still heavy. I managed to stand up looking for my phones without success. I then first got hold of my wristwatch and checked the time. It was exactly 4.15 am. Who could be sending me a message at this time? The message was short and typical – Where are you? It came from the Minister for Transportation, Hon. Rotimi Amaechi. As soon as I read it, I responded immediately telling him that I was in Abuja, while praying that he would not remember to follow up. Yet another short response came through almost immediately – see me at 7 a.m. ‘Oh my God’, I shouted and sank back to sleep. I imagined a thousand and one reasons that would have made the Minister invite me. There were very few people waiting for Mr. Amaechi and in a few minutes he emerged, and invited two of us to join him at his breakfast table. He looked at me and said – “You have to go to London and represent me somewhere.” “Yes, sir.” I responded immediately. His assistant later forwarded a text with
the details of the funeral arrangement of the son of the late Activist, Ken Saro Wiwa Jnr. who died on October 21. I heard about his death but did not know who to follow up with. Unknown to me Amaechi followed up himself. Those close to him know that he is such a deeply compassionate person who pays attention to very tiny details. I was in the Minister’s house when the news of Ken. Jnr’s death broke and I remember that he wept profusely. He even confided that he wanted to attend the funeral personally. That was how the journey to the United Kingdom and to the funeral of late Mr. Saro-Wiwa Jnr. started. When the logistics of the trip were handed over to me I was delighted that the Minister chose me. I was shocked at the death of Ken. He was a quiet and easygoing man. After reading one of his books, titled In the Shadow of a Saint, I gained considerable insight into his frankness and personality. Our last meeting was at the House of Commons where he was part of a delegation to a meeting on oil theft co-organised by Dr. Patrick Dele Cole. He was then working for
former President Jonathan. We continued to engage each other on the social media afterwards. Even when we disagreed politically, Ken always tried to persuasively argue his case. I arrived London on November 10 and headed straight to Brighton where I spent the night. What a day to travel, I thought as I cast my mind back to November 1995 which was the date that Ken. Jnr’s father, Ken Saro-Wiwa Snr. was executed by the Nigerian military junta. There were a few familiar faces in the flight who were apparently heading to the same destination. One of them introduced himself as the representative of Senator Magnus Abe. I had a great time sleeping during the flight. In between, I thought about Ken Jnr. and the whole story of Ogoni. I arrived at St. Mary the Virgin church in Bletchingley near Surrey at 11.05 am. The church service started at about 12.09 am after Ken’s body was brought in by friends and family. It was a very solemn session. Everyone was grief stricken. Ken’s widow, Olivia and his aged mother struggled to hold back tears while his sisters, Noo and Zina held unto his sons, Felix and Suanu. At 47, I must say that Ken lived a
relatively short life, yet he achieved so much. Many will say that he lived partly in the shadow of his father, yet he did a lot on his own. He made his own name as a prolific writer, versatile commentator and an accomplished journalist who worked with many organisations in the United Kingdom and Canada. In 2005, he became a World Economic Forum “Young Global Leader’ and later served on the African Advisory Council of the Prince of Wales’ Rainforest Project. Back in Nigeria, Ken served three Nigerian presidents consecutively. Despite the divisions in his hometown, Ogoni, created partly by different approaches to the Ogoni struggle led by his father, Ken Jr. was one man who kept in touch with every side of the divide. For me, those were some of the most important gifts that Ken had – a spirit of forgiveness and nobility. May his soul rest in peace and may God console his wife, mother, children, sisters, relatives and friends who are grieving at this time. The enduring legacies of his achievements will continue to make all of us proud even after he is no more physically with us.

Teachers’ council to conduct professional qualifying exams in 2017 Stories by Augustine Okezie Abuja The Registrar/Chief Executive, Teachers Registration Council of Nigeria, (TRCN), Prof. Josiah Olusegun Ajiboye, has called on teachers nationwide, especially those who have not been duly registered with and licensed by TRCN, to embrace the final phase of the ongoing registration, certification and licensing protocol being organised by TRCN because the modus of teachers’ registration, certification and licensing across the country would change from the first quarter of 2017. Ajiboye, who handed down the warning during the 2016 induction ceremony organised for Faculty of Education Grandaunts of Enugu State University of Science & Technology, (ESUT) and Federal College of Education, Eha-Amufu, both in Enugu State, further noted that the Council has successfully developed the modules for Professional Qualifying Examination in teaching and was already putting finishing touches to the test items, adding that everything was ready for the re-introduction of the Professional Qualifying Examination for the Nigerian teachers. His words: “I want to assure you that before the end of the first quarter of 2017, TRCN would re-launch the ‘Teaching Professional Qualifying Examination (PQE)’. It simply means any practicing teacher without being duly registered, certified and licensed by TRCN would be made to write the
exam before being registered by the Council.” According to the TRCN boss, the first step the Council would take towards achieving this goal is to flag off its data collection process across the country using the Federal Capital Territory (FCT), as a pilot. The project, he added would involve a process where TRCN field officers are dispatched to visit schools with a view to collating data from the primary source. He said the “objective on this programme is to get authentic, reliable and accurate data of teachers for the development of ‘Teachers Information System (TIS).” This data, without doubt, Ajiboye stated, would further help the Council to ascertain the level of school compliance to its professionalization drive. The document would help the Council to make informed decision on the process of TRCN professionalization vis-à-vis the Professional Qualifying Exams scheduled to be re-introduced before the end of the first quarter of 2017”. In his welcome address, the Dean, Faculty of Education, Enugu State University of Science & Technology (ESUT), Prof. C. I. Ani, commended the Registrar and Chief Executive of TRCN for the successes so far recorded by the Council within his first four months at the helm of affairs in TRCN. He therefore charged the 239 inductees from the University to keep the fire burning and remain good ambassadors of the faculty and the state at large. UNIABUJA VC decries activities of herdsmen, land poachers The Vice Chancellor of University of Abuja, Professor Micheal Umale Adikwu, has condemned the activities of herdsmen and land poachers whom he accused of constituting a threat to the security of students, stable academic activities, and the overall growth and development of the university. Adikwu, who stated this in Abuja during a courtesy visit to the Federal Capital Territory (FCT) Minister, Malam Muhammadu Bello, said students in the university campus are virtually struggling for space
with the cattle which also pollutes the environment and makes it difficult for virile academic activity. His words: “We were informed that the university land was given to the herdsmen after some fight that earlier took place elsewhere and the herdsmen were displaced. Today, they constitute a threat to our students. Our campus is littered with cattle all day long.” The VC also solicited for assistance in addressing the issue of massive encroachment on the institution’s 11,000 hectares of land. “The university land is being en-
croached on massively in Angwan Dodo, Gwako I and II, Giri village and in Sauka and Sabon-Iddo on the Gwagwalada-Abuja highway. “The Gwagwalada Area Council is not helping matters as it was providing amenities in the villages, thereby attracting more settlers. The possibility of fencing the university’s land and compensation for the original inhabitants may stem the tide of encroachment,” he said. Responding, the FCT minister emphasised the need to set up a joint team to identify the areas that belong to the university and prom-
ised to issue the Certificate of Occupancy after all proper documentations and relevant payments are made. The minister however said that the university land was too big for a single institution, saying that land was no longer available in Abuja. He said: “Do you really need 11,000 hectares? Because the reality is that land is no longer available in Abuja and the reality is that no institution will be able to develop the land, and as long as the land is not developed, encroachment will happen”.
El-Rufai seeks increased role for education in national orientation Governor of Kaduna State, Mallam Nasir el-Rufai, has called for an increased role for education in the process of changing Nigeria and fight corruption through efficient national orientation. el-Rufai, who made the call in Abuja on during a presentation of two books on anti-corruption, Know about Corruption and Rebirth of Conscience, said Nigeria can only achieve the desired prosperity when issues are addressed through proper orientation and awareness while the challenge posed by preferential treatment and opportunism are addressed. His words: “I believe the only way we can regain our way to prosperity and progress is when we have a society that is founded on honesty and hard work. Not opportunism, not preferential treatment of one group against another.” While commending the present administration for charting a new path for the country, the governor however said results of the present efforts in repositioning the country will take a long time to manifest.

Dons clamour for specialised universities Esther Taiwo Some lecturers of the Federal University of Agriculture, Abeokuta (FUNAAB), Ogun State, have stressed the relevance of specialised universities in the country, saying they are doing enough to justify their mandate. According to Professor Kolawole Adebayo, an expert in Rural Development Communication, Department of Agricultural Extension and Rural Development, College of Agricultural Management and Rural Development (COLAMRUD), who also doubles as the Director, Grants Management of the university, specialised universities were established with clear mandates in which most of them have performed excellently. Using FUNAAB as an example, he said that the university, in meeting with its tripartite mandate of
teaching, research and extension, had produced high-level manpower to service the human resource requirements of Nigeria in agricultural and related sectors, with its research outputs among the best in the world, while the local relevance of its mandate is taken out to communities through the agricultural extension centre. He stated that knowledge generation and acquisition was one of the key elements required for development and made a case for Nigeria to float a framework to convert available knowledge to action. According to him, this is not a task for universities alone, stressing the need for the government and private sector to weave the body of available knowledge into actionable businesses that would keep youths gainfully employed and generate revenue for the government. Explaining further on FUNAAB’s achievements and con-
tributions to human capital that could be leveraged upon in the period of critical need, the Don enumerated various impacts the University has had within and outside the coast of the country. Senate committee promises increased funding for UNIABUJA Augustine Okezie, Abuja The Senate Committee on Education led by its Chairman Senator Barau Jibrin has assured the management and students of the University of Abuja of increased funding and budgetary allocation to enable them develop the institution’s infrastructure and attain a befitting status. Barau, who led other members on a fact-finding mission and project inspection, said the committee is conversant with the problems the university is facing from the presentations made before it and that they were in the university to see some of the projects physically. He said: ‘’Uniabuja should rise to the status of the FCT – as the foremost institution in the FCT therefore it should
serve as model. The Committee will do all in its power to see that the varsity attains the status of an institution befitting the nation’s capital. Senator Barau further assured that the Committee will ask all universities with uncompleted or stalled Tetfund projects to submit report. He said the committee will collate the submissions and meet the stakeholders – VCs, committee of VCs, and Tetfund among others. Members of the committee were taken round the premises to inspect both ongoing and completed projects including the abandoned ones, after which they expressed satisfaction with the commitment of the VC to improving the lot of the institution, promising increased fund allocation.
Earlier, Vice Chancellor of University of Abuja, Professor Michael Adikwu, lamented the poor state of funding of the university located in the Federal Capital Territory, saying the university deserves special attention especially in the area of infrastructural development, academic upgrade and the employment of requisite number of personnel. Professor Adikwu further told the visitors that the university is faced with so many developmental challenges which were attributable in large part to the fact that it did not benefit from any take-off grant from the Federal Government which could have ensured that physical structures and facilities were provided to support the expansion of academic activities.
The development of our Arts and Culture is capable of generating huge revenue in local and foreign currencies because of its capacity to attract tourists. The Permanent Secretary, Lagos State Ministry of Education, Mr. Adesina Odeyemi, made this known at the 2016 celebration of Arts and Culture with the theme: “Bringing the Past into the Present and the Future” and noted that the event was intended to remind people of their culture and to sustain and grow same to international standard and generate revenue from it just as it happens in other climes. Odeyemi, who made the disclosure during the 2016 celebration held in Ikeja recently stated that the theme of the celebration indicated that arts and culture are the bridges connecting the past to the present and if sustained and nurtured will be preserved for the younger generation to meet and savour. He counseled that every action we take today must be such that we don’t put the survival of the future generation in jeopardy in an ever competitive world. The Permanent Secretary described Art as a diverse range of human activities in creating visual, auditory or performing artifacts (artworks), expressing the author’s imaginative or technical skill, intended to be appreciated for their beauty or emotional power while culture was described as a way of life of a group of people. The behaviours, belief, values
and symbols that they accept, generally without thinking about them and that are passed along by Communication and imitation from one generation to the next. According to him, Arts and Culture are like inseparable Siamese twins, they co-habit and co-exist and influence on another greatly. The arts represent an outlet of expression that is usually influenced by Culture and which in turn helps to change culture. As such, the arts are a physical manifestation of the internal creative impulse. Odeyemi admonished the students to use their artistry talents to bear positively on the growth of our culture. He told them to introduce new initiatives that will result in rebranding and attracting patronage of both local and foreign tourism. He charged them to develop their talents beyond the raw knowledge they have now and exploit it to be self-sufficient and become employers of labour rather than seeking jobs that are not available. He warned them that, their passion for arts should not becloud their quest for academic excellence because education will come handy in everything that they do. Cheers as TetFund rebuilds UNIJOS burnt library complex Recently the University of Jos Library Complex that was gutted by fire received prompt attention of the Federal Government through the Tertiary Education Trust Fund (TETFUND) in rebuilding the edifice to the relief of students and the general public who had lost hope of any early restoration. AUGUSTINE OKEZIE writes: Succour came the way of University of Joss (Unijos) students, academics and stakeholders recently following the promise and eventual commencement of work towards the rebuilding of the burnt library complex by the Federal Government which will eventually lead to the restoration of its lost academic materials through the Special Intervention of the Tertiary Education Trust Fund (TetFund). Executive Secretary of TetFund, Dr. Abdullah Bichi Baffa, who broke the cheering news during an on- thespot assessment of the burnt main library complex that hosts two faculties and four departments as well as Information and Communication Technology (ICT) facility, said the team from TetFund which he led personally, came because of the importance the agency attached to the incident. Lamenting the loss of some irreplaceable academic materials that dates back to several decades, Dr. Baffa told the University committee led by the Vice Chancellor, Prof. Sebastian Maimako, that Minister of Education, Malam Adamu Adamu, has directed TetFund to ensure that the least University of Jos gets is the restoration of the burnt library complex to its former original state. The TETFund boss said: “The loss caused by the fire incident is something that cannot be quantified because of the loss of some academic materials that no amount of money can replace. “Library is the soul of any institution. The news of the fire incident was received with sadness and that is why I am leading the team from TETFund myself to see the extent of the damage. I am short of words to express how I felt, when I saw that the entire library complex and collection of books, computers and furniture were all burnt to ashes. “The Minister of Education sincerely commiserates with the management and students of the University. That is why he is interested in how and what we do to ensure that the library complex is quickly restored and becomes functional again in no distance time. “This is where Special Intervention from TetFund in its original concept comes in. I have insisted that we can give all the normal or annual intervention that we can give, but when something like this happens, something like natural disaster, a fire disaster like this one that happened to University of Jos,

then we can respond with Special Intervention. “That is the original intent and we are working towards ensuring that we implement it as such. It is so for other interventions of TetFund and I usually take the opportunity such as this wherever I go and see my colleagues, professors, Deans and Heads of Department to tell them how we are going to do the interventions from now. Baffa further told his audience that their Academic Staff Training and Development is on course to ensure that academics are not trained in bottom of the league universities in any part of the world as part of efforts aimed at ensuring that they come back and make Nigerian universities great and world class. On Conference Attendance, he stated that it must be academic conference organized by a scholarly body, maintaining that Conferences sponsored by the agency must be where a participating lecturer will present paper and then share knowledge through discussions with other scholars. The Vice Chancellor of the University, Prof. Sebastian Maimako who was visibly disturbed by the incident, described bitterly the helplessness of the university community during the inferno, disclosing that fire-fighting equipment in Plateau State were deployed during the incident but to no avail. Prof. Maimako said that because
most of the materials within the library complex were books, it helped in fueling the fire and nothing could be salvaged from the ugly incident that affected library complex which hosted two faculties and four departments on that fateful Saturday 8thof October, 2016. He expressed thanks to the Minister of Education for his concern and personal interest in the well-being of the university and its students, as well as to the Executive Secretary of TetFund who led the fact finding team personally to the institution, pointing out that the consideration to come to the aid of the institution during the present harsh economic condition is a great privilege. Recall that huge fire which hard started at about 6:30p.m, on Saturday, October 8, 2016 completely razed the library complex of the University of Jos, destroying books, unmarked examination scripts and other materi-
als in the building. According to the vice chancellor, “On the fourth floor, which was completely razed down, we have the departments of Psychology, Political Science, Economics and office of Dean of Management sciences. The departments of Accounting and Business Management are also on the floor’’. The vice-chancellor expressed shock over the incident and said that the building, which was officially opened in 1997, also had materials from the faculties of Education, Arts and Department of Geology. A cross section of students and lecturers of the university that were interviewed by the Daily Times, expressed delight at the quick intervention of TETFUND in the rebuilding process, maintaining that the burnt building would have remained a relic due to paucity of fund on the part of the university management.

LASUCOM wins NIMSA nationalintervarsity quiz competition The Lagos State University College of Medicine emerged winner of the NIMSA inter-university quiz competition at the Nigeria Medical Students’ Association annual general assembly hosted by Ahmadu Bello University, Zaria recently. The Annual General Assembly which also includeed other events like the National inter-university quiz competition was aimed at identifying and proffering solutions to challenges facing medical students in Nigeria, was well attended by students from all the medical schools in Nigeria. The University of Ilorin and Lagos State University College of Medicine represented the western region at the national level after emerging first and second position respectively at the regional level some months ago. LASUCOM eventually emerged winner after conquering the ‘Big Name’ universities in Nigeria. Usman Dan Fodiyo University and University of Calabar emerged second and third position respectively. Ojo Akinkunmi, a final year student of LASUCOM and a member of quiz team expressed his gratitude to LASUMSA and LASUCOM as a whole. His words: “Finally, I am retiring a national champion. Thanks to everyone who was part of this history most especially to the LASUMSA executive council led by Mr. Femi Olulaja and to the best provost in the whole world Prof. Babatunde Solagberu, for sponsoring our flight to Zaria”. Another student, Afolabi Halimot, who is the vice president of the Lagos State University Medical Students’ Association while speaking, said: “I am so happy we emerged winner. This is the first time LASUCOM will be representing the western region and this is also the first time we would emerge winner in a National Competition. NUC urged to monitor new varsities for standards The National Universities Commission (NUC), has been urged to monitor the eight new universities recently approved by the Federal Government to ensure they conformed to standards. Sen. Jibrin Barau (APC-Kano), Chairman, Senate Committee on Tertiary Institutions and TetFund, made the call during interview with News Agency of Nigeria (NAN), in Abuja on Sunday. Barau commended the Federal Government for the approval which he said was a good development. “It is a very good development, they should be closely monitored by NUC to ensure conformity with standards and quality in the output of graduates. “Once they conform to the standards of NUC, I do not think we will have any problem. “It is good that new universities have been accredited and it is a very good development; the more the merrier’’, he said. He held that there was nothing wrong with the proliferation of universities. “If you have difficulty in getting admission, in a situation where you have thousands of qualified applicants it shows that there is still room for the

fees in a manner that will conform to international best practices’’, he admonished. The eight new private universities brought the number of universities in Nigeria from 143 to 151 while the number of private universities rose from 61 to 69.

The school managers must key into the new vision for better schools or all our efforts will be in vain,” he added.
One of the ways to check high rate of unemployment and poverty ravaging the country is the introduction of vocational studies to students in the primary and post primary schools across the country. National President of African Church Grammar School, Abeokuta, Old Students Association, Engineer Mutiu Adebowale, stated this at a press conference held to commemorate this year’s Suya and annual general meeting of the association held over the weekend in Abeokuta, Ogun State capital. Adebowale said the high rate of unemployment could only be solved if Nigeria adopts the China model of vocational training by involving pupils at the primary schools across the country in technical knowledge thereby building future engineers from the grass roots. He called on parents to monitor the progress of their wards while in school as this could assist in building genius. His words: ‘”When we leave the future of our children in the hands of the government and teachers alone in the name of free education, what we will continue to have are the half backed graduates that may not be able to be useful to themselves or the nation, but when parents are fully involved in the development of their wards, the nation and the parents are better for it”. While thanking Governor Amosun who is an alumnus of the school for his contribution to the development of the school, Adebowale reminded him to fulfil his earlier promise of constructing a befitting sport center for the school. “We pockets of promises from various Old Students of this great school which we believe will assist in upgrading the status of this institution to a level all of us will be proud off if fulfilled by all,” he added.

has taken over some hectares of land in Izzi Local Government Area to forestall future bloody dispute between the people of Mkpuma-Ekwoku and Ogwuzeru-Onweya communities. The state governor, Engr David Umahi, made the pronouncement when he visited the disputed land, a few hours after three people were reported killed and many houses burnt by youths of the two communities on Sunday. “Our position as government is that anywhere we have land dispute, government which is naturally the owner of land will take it over . Critical to delivering on the mandate that was given to the government by Nigerians was the team the President would build. Hence, Nigerians waited with anticipation for President Buhari to announce his ministers after taking office. After a five-month wait, the ministers were finally announced and screened by the Senate in a highly publicised, and well-followed exercise. The nomination and screening process was not without drama, and while supporters of the administration argued that the process took as long as it did because the President needed to balance factors such as constitutional requirements for ministers from each state with the

party politics and getting credible, competent and people with clean records, many were of the view that all these could have been done with a greater sense of urgency for the tasks ahead. Upon the allocation of portfolios to the ministers after their screening and confirmation, SBM Intelligence undertook a projection of expectations from the ministers and whether in our opinion, the ministers were a hit, a miss or intermediate. After a year in office, we have reviewed actual performance of the ministers thus far, and based on this, have produced an updated performance rating of the ministers. We have also put the ratings after one year in office side by side with our predictions as the ministers took office, and indicated where those predictions were correct as well as where we were off the mark.

First City Monument Bank (FCMB) Limited, has intensified its financial literacy campaign among youths by organising an outreach programme for students in 12 secondary schools across the country, in commemoration of this year’s World Savings’ Day.

Today, on the day that would have been Chinua Achebe’s 86th birthday, I can’t help but wonder what would have happened if he hadn’t died three years ago. So much has happened since Nna anyi left us that in my private moments, I have often looked at things that would have made him break his oracular silence and wondered what he would have said to them; things like the very idea of Donald Trump as the president of the United States; a country that hosted him in his winter years. Things like the beheading of an Igbo woman in Kano in the 21st Century. Things like killing people for wanting to be different, like the IPOB youngsters and the Shiites? Would the Chinua Achebe that we all know have blessed all these with his silence? Achebe’s landmark lecture on racism as seen in his essay, An Image of Africa: Racism in Conrad’s Heart of Darkness reminds us of the ancestry we have in him – a proud heritage that does not flinch from standing firm against prejudice, against injustice and against the world if need be. When Achebe gave that Lecture at the University of Massachusetts in 1975, America was still struggling with the horrors of segregation. And while the city of Jackson in Mississippi was celebrating the opening of an integrated public swim-

ming pool for the first time, riots were erupting in Louisville, Kentucky over forced bussing. In fact, the humanity of African Americans was still being negotiated while many Caucasians still saw black Africans as living in trees. That was the social landscape in which Chinua Achebe declaimed Joseph Conrad; a highly revered writer who earned a name by writing pathetic pieces that justified the Slave Trade, co-
lonialism and other prejudices by making a strong argument to establish the inferiority of the black man. So, I am moved to ask, what would Chinua Achebe have said to the idea of Donald J. Trump? Would he have swept his incendiary comments aside as a mild irritation from a benevolent “white” country that had shown a capacity to right her wrongs by allowing a black man to lead her for eight un-
broken years or would he have given Trump the Conrad treatment? Would Nna anyi have looked back at Nigeria’s steady descent into a poor imitation of democracy and felt restrained to give a voice to his righteous anger against Trump? Or, would he have smiled indulgently at the feisty smack-down his prodigy, Chimamanda, has just given to R. Emmett Tyrell, Editor-in-Chief of the American Spectator in a BBC interview that has gone viral on the social media? Would he have felt content that his “daughter” had said his mind? It is really hard to tell because while alive, Achebe picked his fights carefully. But I’m strongly persuaded to believe that it is highly unlikely that Chinua Achebe would have felt done-in by the white man’s choice of who should rule his country. On the contrary, I am almost certain that he would have spoken out about the human condition in Nigeria. I am sure he would have contemplated the killings, especially the beheading of an Igbo woman by a fiendish mob acting on behalf of its god in Kano and wondered when this particular rain began to beat us. Achebe would have “spoken truth to power” over the killings of IPOB and Shiite members like he did in that historic open letter to Obasanjo excoriating him for his support to the clique of renegades that openly boasting its connections in high places, seemed determined to turn his beloved Anambra
into a bankrupt and lawless fiefdom. He would have been traumatized by the recession that has plunged Nigerians into avoidable hardships and would have asked for an explanation. He would have shuddered at the polarization of Nigeria by the rhetoric of leaders who have drawn an imaginary line in the sand that says it is 95% versus 5%. He would have frowned at the fierce cyber wars along tribal lines and the disappearing nationalist ties that once held this unwieldy country together. Chinua Achebe would have wondered if we haven’t put a knife on the things that hold us together by ourselves and should therefore expect what comes after that. And perhaps too, just perhaps; he would have felt validated, justified, contented that he wrote the book prophetically titled, There was a Country! And we would all have been in no doubt about which country he had in mind! Again, knowing Achebe’s famed aversion to power that carries the faintest hint of dangerously keeling over to dictatorship, would he have drummed support for the APC in the manner that his fellow writers did or would he have just stayed defiant like Ezulu, that magnificent character in Arrow of God,who stuck to his own ways even when the ground gave way under his feet? Or better still, would Achebe have kept faith with his own philosophy that “one of the truest tests of integrity is its blunt refusal to be compromised?”

Facts about good a steward As a steward, you are sent to serve with a price and for remunerations. a good servant is expected to be faithful (Luke 12:43) and a good servant must be tenderhearted, compassionate to others,( Matt 18:1, 4). A good servant must be initiative driven, like the 5 wise virgins. Most of the time, we use spirituality where our physical strength and abilities is required. Also, a good servant is expected to be virtuous, not to quarrel but gentle (2 Tim; 2: 24), a good servant interprets the vision of his Boss at least to an extent.( John 6:6) Jesus asked Philip on how to feed the multitudes with him, a good servant also seeks for benefits for his Boss. The Syrian girl of Naaman’s wife suggested the visit to the prophet who later healed Naaman’s leprosy, even when he refused to bathe in the river Jordan, his servant urged him to his miracle. A good servant is like a watch dog. Rodah in Acts 12:13-17 was at the door, recognized peter’s voice though others were pray-
ing in fear and unbelief, they did not know God can release Peter from the prison quickly. A good servant is not too ambitious, either of your boss or your fellow servants, (Mark 9: 34-) the disciples were arguing on who is the greatest amongst each other and Jesus told them it is only when they be like children ,except they be like children. A good servant also gets his full reward.

The complexity of failing to carry out God’s commanded blessing, develops to the life of errors like announcing the nakedness of a founding father, the nakedness of a drunken father means to a complex dressed son, errors and curse become the result. Be careful, every founding father is saddled with the responsibility of intimidating their domain because of intruders from our space. what Satan could do again is to mock that authority through a complex son that has no respect for authority. Thank God for sons, those that cover the nakedness of their father who have the knowledge of that such authority to subdue and have dominion as God stipulated it, complex robs dominion from you. Complex makes you announce the nakedness of the fathers. Whatever authority or command you respect is transferable to you as virtue. The knowledge of value or worth on a father turns around to you a virtue. So, intimidating appearance is needful: To stay off intruders from wrestling dominion from you. To give back the earth to GOD as the owner and as the king of the universe, to subdue the earth. Oil sector contributes 70% to world’s job losses Opeoluwani Akintayo
President of the National Association of Petroleum Explorationists, NAPE, Nosa Omorodion, has said the oil industry contributed 70 percent to the global job loss. Omorodion made this known on Tuesday at the 34th Annual International Conference of the Nigerian Association of Petroleum Exploration (NAPE) with the theme “Nigerian Oil and Gas Industry; Tackling our Realities’’ in Lagos.
He said that the global industry had lost more than 600,000 jobs, with the oilfield services and exploration and production sector contributing almost 70 per cent of the loss. Omorodion also said that the industry was faced with the longest period of investment cuts ever witnessed in recent times. Also speaking was the Nigerian National Petroleum Corporation, NNPC’s Group Managing Director, Maikanti Baru, who said under-funding cash calls has hit $2.5 billion in 2016.
He said that the joint ventures would relieve government of the cash call burden by sourcing for its operational funds estimated at $7-9 billion annually. According to him, this is aside the inherited arrears estimated at $6 billion. “The Joint Venture (JV) cash call exit model we are pursuing guarantees government most of the revenue that normally accrues to it from the joint venture operations by lifting the royalty and tax oil upfront. “This contributes 75 per cent to
85 per cent of the accruable revenues to government. Consequently, the effect on government take will be minimised. We are working assiduously to kick start this from 1st January, 2017,’’ he said. Baru said that it was difficult to deliver the volumes without adequate funding and with an average JV cash call requirement of about $600 million a month coupled with flat low budget levels over the past years. As part of its efforts in tackling recession, increasing youths employment, and accelerating rapid industrial development, the Bank of Industry (BoI) and Oduduwa Foundation have unveiled a N1 billion financing scheme for youths and small businesses within the state. The Memorandum of Understanding (MoU) spells out that the bank will provide loans to youths and businesses in Ile-Ife, Osun State, as well as other beneficiaries outside Ile-Ife, subject to the mutual consent of both parties as long as they meet the prescribed criteria. Moreover, the N1 billion Micro, Small and Medium Enterprises’ (MSMEs) fund would be made available for on-lending to entrepreneurs within the agric, agro-allied, solid minerals and services sectors at a concessioned rate of 7.5 per cent. Speaking at the signing of the agreement in Ile-Ife, Osun State at the weekend, the Acting Managing Director of BoI, Waheed Olagunju explained that the initiative was aimed at reducing youth unemployment in Ile-Ife communities and the country at large. According to Olagunju, a substantial part of the loan will be disbursed to women, youth and businesses that show high potential for job and wealth creation along the value-chain of the identified sectors, as well as capacity to repay the loans.

The NBS report indicated total value of electronic banking at first quarter was N13,229,839,848,406, while the total volume in third quarter of this year recorded an all-time high rate of N18,156,886,932,319 up from N14,704,062,459,406 in second quarter. Leading the log is the Nigeria Inter-Bank Settlement System (NIBSS) Instant Payment otherwise known as NIP which grossed a total value of N9,591,119,761,666 almost N1 trillion more than second quarter value of N8,728,079,150,546. NIP transfers for first quarter was N7,637,182,526,549. The NIBSS Electronic Fund Transfer (NEFT) came second with total transaction value of N5460,300,501,426 in third quarter up from N3,041,713,805,816 in second quarter. It stated that the plan was another attempt by the Government to reduce the workforce in the sector which will be resisted by the Union. NUPENG added that the current back door policy to retrench workers in the Federal Government Corporations will not augur
well for the industrial peace and harmony in the oil and gas sector under the guise of a National oil policy. The Union reiterated that what is necessary now is to strengthen the companies by granting them autonomy and not to be controlled by red-tapism in Government. It went on to say that scrapping these bodies and putting them under one umbrella to be known as Petroleum Regulatory Commission (PRC) will be too cumbersome and make the Petroleum Minister too powerful. Forex: CBN seeks amendment of foreign currency Act Stories by Motolani Oseni
The Central Bank of Nigeria (CBN) is proposing a string of new amendments to the Foreign Exchange, Monitoring and Miscellaneous (FEMM) exchange Act. The act signed into law in 2014 basically liberalised the foreign exchange market in Nigeria, allowing for foreign investors to import money into the country and repatriate same freely. This is currently the act that governs the foreign exchange market in Nigeria. Despite this, the CBN believes it is mostly flawed particularly in the current economic situation and seeks to amend a large portion of the act.
The CBN made its position known in a “working paper” shared to members of the CIBN, which can also be found in the website of the Nigerian Law Reform Commission. However, critics of the proposed amendments have pointed out portions of the CBN’s proposed amendments which they claim to be tantamount to foreign currency controls. The Act reads in parts: “Foreign currency purchased from the market to be repatriated without restrictions,” and thus will like this amended. The CBN also believes the act “prohibits the seizure, forfeiture or expropriation of imported money by the government without providing exceptions. As such, the CBN wants to have

The equities market closed yesterday on a negative note, as the Nigerian Stock Exchange All Share Index (NSE ASI) depreciated by 0.50 percent to close at 25,857.06 basis points, compared with the 0.70 percent depreciation recorded previously, pulling the year to date losses down by 9.72 percent. The All Share Index (ASI) shed 129.75 points to close at 25,857.06 points compared to 184.07 points lost on Monday to close at 25,986.81 points, while the market capital-
ization dropped N44.7 billion to close at 8.901 trillion on Tuesday, compared to N63.4 billion lost previously to close at N8.945 trillion. The market recorded mixed performance across sector indicators as the Banking Index gained 1.33 percent to close at 253.17 points, following gains in Guaranty Trust Bank and Access bank. The consumer good Index also rose marginally (0.02 percent) to close at 720.91 points on account of a 0.80 percent appreciation in Dangote Sugar. However, the Industrial Index recorded a loss of 4.1 percent to
close at 1,573.40 points, the Oil and gas Index dropped 0.39 percent to 289.37 points, while the NSE 30 Index dropped 0.32 percent to close at 1,154.97 points. Investors’ appetite remained bleak as market breadth closed with 9 gainers paired against 19 losers. Wapco led the declining stocks by 8.33 percent to close at N44 per share, this was followed by Conoil that shed 4.99 percent to close at N34.11 per share and Oando that lost 4.89 percent to close at N3.89 per share. and 4.47 percent each to close at 79 kobo and N19 per share respectively. On the other hand, Custodian and Allied Insurance led the gainers chart with a 4.96 percent growth to close at N3.81 per share, followed by Airservice with a gain of 4.93 percent to close at N3.19 per share, and Nigerian Aviation Handling Company’s 4.89 percent growth to close at N2.36 per share. Q3 results: Dangote Sugar, Unilever show growth, resilience Dangote Sugar’s third quarter results has shown the company made a revenue of N115.3 billion for the nine months period ended September 30, 2016 against N78 billion achieved in the corresponding period in 2015 According to the unaudited third quarter result released on the floor of the Nigerian Stock Exchange (NSE), the earnings for the period also shows a 58 percent increase over N78 billion recorded in the corresponding period in 2015. The firm’s gross profit rose to N19 billion compared to N18.7 billion in 2015 representing an increase of 1.2 percent while Profit after Tax grew from N9.3 billion to N10.1 billion. Cost of sales increased by 26.4 percent to N35.17 billion for the period ended 30th September 2016 from N27.8 billion recorded in the corresponding period in 2015 while there was 11.7 percent reduction in marketing and administration expenses from N10.6 billion reported for the period ended 30th September 2015 to N9.3 billion for the corresponding period in 2016.
As the year 2016 draws to a close, Nigeria’s capital market downtrend shows no respite amidst dwindling values of stocks listed on the Nigerian Stock Exchange (NSE), even as year to date returns stands at -9.72 percent as at 15th November 2016. The equities market has continued in a downward slope in the last two years, no thanks to broader macroeconomic headwinds and low valuation of several sectors, market analysts are of the opinion that right offerings, corporate debts issuances, and other products will remain a key source of new capital for corporations.

Shippers’ council to revoke licenses of ICD concessionaires The Executive Secretary, Nigerian Shippers’ Council (NSC), Hassan Bello, has given Inland Container Depot (ICD) concessionaires two weeks ultimatum to study the contents of the new agreement to enable them carry out the provision of the Infrastructure Concession Regulatory Commission (ICRC) by ensuring their facilities come alive by next year or risk having their licenses revoked. Bello said this during a meeting with the concessionaires at the agency’s headquarters. According to him, if no work commenced on their sites within the time frame as given in the agreement and if the Council noticed lack of seriousness on their part, government would not fail to terminate the agreement. “If we notice some inertia or unwillingness on the part of any concessionaire, we will not hesitate to terminate the agreement. We will expect you to study the agreements, to make contributions, make inputs and come back in two weeks’ time. Look at it and see how well we can accelerate the developments of the ICDs. “If for any reason, we see some unwillingness to execute this project the government will not hesitate to terminate this concession. “The government has an obligation to bring out consistence policies that

He emphasized that the rehabilitation of the rail system has taken into the dry ports to increase the volume of goods and reduce the cost of transportation of the goods.
To make the eastern ports more functional and realize the enormous potentials in the sector, the Nigerian Ports Authority (NPA) has indicated willingness to bring her infrastructures in the eastern ports to date. This is even as the chairman of the board of directors of NPA, Mr Emmanuel Adesoye, at a stakeholders meeting in Warri promised that the numerous business potentials at the nation’s disposal especially in the country’s sea ports would be swiftly harnessed to improve revenue generation for the country. Adesoye stressed the need for all hands to be on deck at this critical time through improved synergy by players in the sector by way of proper planning and meaningful sharing of information within the sector and beyond. “This has become necessary, considering the level of down turn in the oil sector which has resulted in efforts holistically directed towards diversifying the economy through other variables such as emphasizing the exportation of agricultural produce and mineral resources to African countries and indeed word wide through the nation’s sea ports,” he said.

the issue of the dredging of Warri channels in the 2017 budget proposal. While reacting, the Port Manager Delta Ports, Mr S. Okeke, appealed for assistance concerning perimeter fencing to secure the port, intense promotion to attract more investments, and the rehabilitation of infrastructure at the Warri port. Captain Charley Etobi, a stakeholder at the meeting, suggested that a comprehensive rehabilitation of the breakwaters should be carried out before the channel is dredged so that the project would yield the desired result.

Mr Godwin Andishu, Public Relations Officer, Tin Can Island Port 2 Customs Command, Ijora, issued this warning in Lagos. He said the warning became imperative because of the increasing complaints by Nigerians who
had been duped by some unscrupulous elements through such advertisements. Andishu explained that it was not the practice of customs to place auction advertisements of abandoned vehicles in its custody in the social media, urging the public to disregard such posts in their own interest. “We wish to tell the general public that those advertisements on social media purportedly by us
calling for people to send money to purchase abandoned vehicles in our custody are misleading. “We do not auction or sell vehicles online; those who are posing as customs officers are fraudsters who are out to defraud Nigerians of their hard-earned money. “Nigerians should disregard such advertisements as the service only advertises items to be auctioned on its official website, detailing the procedures to follow by members of the public.
“The NSC does not operate any private account and no personnel of the service are authorized to collect money on its behalf into any account. “The fraudsters are all over the place using the name of the customs to perpetrate their nefarious acts. Stakeholders canvass decentralization of clearing circuits for improved QoS Stories by Tony Nwakaegho Ike Nnamani, chief executive officer, Medallion, a telecommunications voice clearing house operator has canvassed for the decentralization of clearing circuits in the country to improve quality of service and reduced cost. He disclosed that presently, clearing circuits are located in Lagos, Abuja and Port Harcourt which makes network calls which pass through interconnect infrastructure to travel a long distance before its termination point even when the termination point is few miles away from the originating point. “The situation now is that if a subscriber in Enugu wants to call another person in the same environ on another network, that call will have to travel to Lagos where the interconnect circuit is located before coming back to Enugu again in this process the quality of such call will be affected by issues on the switches and microwave links along this process. But, if the interconnect circuit is located in Enugu or closer to Enugu, there is no need for such
travel there by reducing interference and improve call quality and cost for the operator which are in turn passed to the subscribers,” he said. He revealed that it was against this backdrop that his company has concluded plans to build its interconnect circuits in six geopolitical zones of the country by first quarter of next year, and urged other operators to follow suit for the benefits to be felt by all. On his part, Mr Gbenga Adebayo, chairman, Association Licensed Telecommunications Operators of Nigeria (ALTON) also agreed that decentralization of interconnect circuits are necessary where calls are linked through microwave or satellite technology. “Presently, most long distance calls are routed through fibre optic backbone links which travels at the speed of light and does not have quality of service issues or high cost in transmission, except where there is a problem on the fibre link that calls are links via microwave. It is only when calls are linked via microwave which today we see within towns where there are no fibre links. For instance, calls from first mile which

Nigerian telecom subscribers hit 153m Nigerian Communications Commission (NCC) subscriber/operator data has indicated that telecommunication subscribers in Nigeria has hit 153.2 million. Airtel recorded new subscribers for the month of September with 400,847 new subscriptions. Globacom also recorded 215,700 new subscribers for the month under review. MTN had 60,558,569 subscribers, while Etisalat recorded 64,870 new subscribers. It said that the active telecommunications service customers increased by 495,426 in September as against the figure in August which stood at 152,776,155. According to the data, 152,836,997 of the 153,271,581 active numbers subscribed to the Global System for Mobile Communications (GSM) network services. The GSM operators’ active customers increased by 551,677 from 152,285,320 subscribers recorded in August. The reports stated that of the GSM operators, MTN had 60,558,569 users in September, which was the same figure re-
corded in August. Globacom figure increased in September by 215,700, giving a total of 36,967,712 customers as against 36,752,012 in August. Airtel had 32,775,916 subscribers in the month under review, adding 400,847 users to the August record of 32,375,069. Etisalat, however, recorded a reduction in customers by 64,870, giving a customer base of 22,534,800 as against 22,599,670 users in August. The Code Division Multiple Access (CDMA) operators had 276,304 active users in September, showing a decrease of 52,789 from 329,093 customers they had in August. Between the two surviving CDMA service providers, Visafone’s customers reduced to 271,844, as it lost 52,789 users in August to record 324,633, while Multi-Links maintained 4,460 customers in August. The monthly subscriber/operator data showed that the Fixed Wireless network’s (landline) consumers decreased to 30,716 in September, as they lost 4,072 customers from their record of 34,788 in August.

He also warned respective airline managements to stop living big with monies meant for operations of airlines, adding that management staff of some airlines received too much as salaries. “There is need for airlines to change their aircraft types,

of the songs you have put out recently usually have a touch of humour in it; is it a kind of niche you are trying to create for the Simi brand? Yes, I think is something people are beginning to notice in my music. There is usually a touch of humour in it but the fact is that there are lots of my songs that are serious business and not a pinch of humour in it. But one thing you intend to realize about my songs that have humor in it is that they are usually realistic.
